Galveston a Big Success Once Again Bill Van Hoy TPGA Executive Director The 2017 TPGA Propane Expo+ Conference at the Moody Gardens Resort in Galveston was an overwhelming success thanks in part to many people. I would again like to thank all the sponsors, exhibitors and those who donated to the scholarship fund through the silent auction. Included in this issue are some photos from the event, and bio information for the five scholarship recipients.

NPGA, PERC and several supply ex-

perts have expressed a sense of uncertainty about the upcoming winter seasonal propane supply if we have an extremely cold winter across the country. While Texas has significant primary storage at Mont Belvieu and boasts diverse sources of supply, read on to discover the state of winter propane supply, supply tips for marketers and assets to educate your customers on supply.

A thanks goes out to all the TPGA members who have volunteered for one or more of the various committees for this year. Participation does take a commitment of time, and we are glad so many of you are willing to help shape the association.

New TPGA Ben Wood Passes Gavel

John Walter of Schneider Distributing in San Angelo, Texas, took the gavel at the Gala on August 5 to become the next Texas Propane Gas Association president.

John Walter has been in the propane business for 36 years, as a driver/ installer in the beginning, and he says it has been good for their business and his family. He decided to accept the TPGA presidency this time because he feels it is time that he give back to the association for which he has served in several capacities. Looking to this year he wants to see TPGA and the board grow, and the best way to do that is to start with the district directors.

He shared the best advice given to him: “You can’t sell out of an empty wagon.” True!

State Representative Tony Dale and his lovely wife, Mary, attended the conference in Galveston. Rep. Dale championed the industry’s legislative proposals during the last two sessions. We were very honored to have him at our Gala so the industry could thank him as a whole.

Annual Business Meeting News

Pam Jones of Insurors of Texas presented the Dono Day Safety Award to Green’s Blue Flame Gas in Houston. Joe Green was on hand to accept the award. A $500 cash donation was also made to the TPGA scholarship fund in their name.

The 2017-18 Board of Directors were elected and sworn in during the meeting.

Elmer L. Atkins Golf Tournament

TPGA held its annual Elmer L. Atkins Golf Tournament in honor of the first president of the association at Moody Golf Gardens Golf Course.

TPGA board members and staff had been working for some months on revising the TPGA Constitution. The general membership approved the revised document during the meeting.

TPGA Executive Director Bill Van Hoy gave an update on the status of the ongoing lawsuit the association has filed against numerous cities in Texas regarding their erroneous rule making. TPGA members have had regular updates throughout the suit.

Morgan of Abbott, Texas, has deepseeded roots in the propane industry beginning with her great-grandfather, who began working in the propane business in 1944. He was followed by her grandfather, Lynn Gray, in 1968 and her uncle Chad, who joined the family business almost 20 years ago.

In 2015, Morgan graduated with honors from Abbott High School, where she served as class president. Not only did she excel as a leader, she has received many awards for academic excellence including physics, biology, and math. In addition to academics, Morgan was active in varsity volleyball, golf, and track, as well as serving as a varsity cheerleader.

Morgan will be a junior at Sam Houston State University in Huntsville this fall and pursuing a degree in nursing. One day she hopes to become a neonatal nurse to witness the first-hand miracle of childbirth.

Expo Boosts Scholarship Fund

At this year’s Convention in Galveston, the Texas Propane Gas Association (TPGA) held their annual fundraiser, the expo floor silent auction, to support the TPGA Scholarship Foundation. TPGA raised $6,276 for the scholarship foundation.

Winter Prep What You Need to Know About Supply

When it comes to propane supply security, Texas marketers are in the catbird seat.

That’s because Texas has significant primary storage at Mont Belvieu; it has diverse sources of supply; and it enjoys relatively consistent demand for propane year-round. Those three factors, according to a report that RBN Energy delivered to the Propane Education & Research Council in July, make odorized propane supply as secure in Texas as it is anywhere in the United States.

Nevertheless, propane marketers in the Lone Star State are wise to take a long look at propane supply, as the picture has grown more complicated in recent years.

Production Plateaued in 2015, Likely to Grow Again

After a few years of rapid growth, production of propane has been flat for about two years. That’s according to Rusty Braziel, the principal author of the RBN Energy report. He spoke with PERC’s Ryan Dutcher as part of “Winter Is Coming,” the August 17 episode of The 1075 podcast. Production is about 18 billion gallons a year, he said.

“Over the next few years propane production is likely to start growing again,” Braziel told Dutcher. “But it really depends on what happens to crude oil prices. If crude oil prices eventually move higher then ... companies can make more money, they’ll drill more, produce more associated gas, and that will yield more propane. If on the other hand crude oil prices stay low, basically where they are right now, that will discourage a lot more drilling, which will mean less gas and therefore less propane.”

problem is all of that? Inventories today are about 12 percent above the average for this time during the 2012-2014 timeframe. It was really 2015 and 2016 that were the real aberration. So inventories look more like they have historically for this time of year.”

Vital Importance of Rail

Propane is now a global commodity, she reminded participants, pointing out that the United States is now both the leading producer and the leading exporter of propane. Export capacity has grown significantly in recent years, shipbuilders have built a lot of new LPG tankers, the widening of the Panama Canal has reduced the cost of shipping LPG to Asia, and domestic propane demand now competes with demand around the world.

“By the first quarter of this year, almost half of all propane in the U.S., about 47 percent, went to exports,” Braziel said on The 1075. “Another 18 percent went to petrochemicals, and that leaves only 35 percent, just over a third of U.S. propane supply, moving into the consumer market, which includes residential.”

Braziel noted that if propane production rises, exports will rise too. If production stays about where it is, so will exports.

“The location of a lot of those exports, a very significant portion, is going to shift, 1,500 miles, from the Gulf Coast to Marcus Hook, Pennsylvania,” he said. Improvements to export capacity at Marcus Hook are expected to be operational by the end of the year. And that, Braziel noted, is right in the middle of home heating season.

Global Competition for American Propane

Inventories

In an August 29 webinar for marketers across the country, Leslie Anderson, president and CEO of the Propane Gas Association of New England, summarized propane supply dynamics, starting with exports.

“Inventories are as important as ever,” Braziel told The 1075. “This year it’s relatively certain that we’re going to be going into the winter at inventory levels far below the last two years. How much of a

Rail shipments have doubled since 2014, Anderson said during the webinar, as reliance on pipelines has dropped. She noted that there are about 20,000 LPG rail cars in service, and about half are full at any time. “That creates important mobile storage for our industry,” she added.

As Braziel told The 1075, there are more propane-by-rail terminals now, “and that’s a good thing for supply reliability.” Of course, greater dependence on rail makes the industry more vulnerable to interruptions or delays in rail service. As Braziel told The 1075, cold weather can create problems for rail, “and that’s something we all may need to watch for,” he added.

Weather and the Timing of that Weather

Braziel noted on The 1075 podcast that the industry has suffered through two warmer-than-usual winters. And he noted that they were especially painful for midstream companies that had positioned themselves for normal winters.

Some of those midstream companies have announced that they will no longer hold propane that is not under contract, Braziel said, raising questions about where supply will come from in the event of another polar-vortex winter like 2013-2014.

“If it gets super cold in the Northeast but it’s warm in Europe, some of those exports ... from Marcus Hook could be canceled, and that would effectively divert some of that supply back into the United States,” Braziel told The 1075. “You might not like the price of those supplies, by the way, because the shipper, the terminal, the end-use customer, they’re all going to want to be compensated for letting those

Featured barrels stay in the United States. But at least in theory those barrels would be available to the market.”

On the other hand, cold weather in Europe and elsewhere in the world could create such strong demand that virtually nothing could keep those supplies in the United States, Braziel said. “The international market developments now exert a much greater influence over U.S. balances and prices than they ever have before.

From a practical perspective, U.S. propane retailers now need to keep track of the weather in Paris, France.”

That stiff international competition for American propane makes it especially important for marketers to make sure their suppliers know how much propane they are committed to buy this winter, according to Anderson.

“Following two warm winters in most of the country there is a growing concern now that marketers might be tempted not to precontract with their suppliers for 100 percent of their anticipated gallons,” Anderson said during the webinar.

“Now there have also been some midstream companies that indicated that they are only holding supply for their contracted gallons this winter. And this could lead to a situation where there would not be gallons available if they were not under contract.”

The bottom line? “This is not the winter when you want be crossing your fingers and hoping for the best.”

Get Your Company Ready for Winter

The best way for marketers around the country to get ready for winter is to lock in for all of their anticipated supply and encourage their own customers to fill up early. Here are some other ways that Anderson reminded marketers to get ready: • Have 14 days of supply on hand.

• Have multiple suppliers and supply points.

• Identify alternative supply for increased demand caused by cold weather.

• Identify alternative sources in the event of a transportation interruption.

• Make sure every phase of the business is ready for peak demand: bulk plants, vehicles, cross-trained employees.
