Many Organizations; One Purpose Bill Van Hoy TPGA Executive Director It’s that time where “cold” fronts move across the U.S. each week (sometimes multiple times a week) causing a chill in the air. Folks start turning on their furnaces, especially at night, so I know that you are busy making sure that your customers have plenty of propane.

There are multiple organizations, at the state and federal level, that protect and promote the propane industry. This month we break down what each do: TPGA, NPGA, ProCOT and PERC. This issue’s feature also explains how they all complement each other. I know that it

can be confusing, so hopefully this article will make things clear.

Membership dues renewal invoices for 2022 will be going out this month so keep an eye out for those.

Each complement and work together, but it can be confusing remembering each of the organizations and what they provide.

Texas Propane Gas Association

National Propane Gas Association

Established in 1944 as the Texas Butane Dealers Association, the Texas Propane Gas Association (TPGA), is an advocate and the voice for the propane industry in Texas. Our member-led association represents the propane industry in front of local governments, the legislature, state and federal regulators, and code and standard councils. Our 225 members consist of dispenser operators, propane retailers, producers, wholesalers, equipment manufacturers and distributors, and an array of vendors providing valuable services to the propane industry.

Formed as the National Bottled Gas Association in 1931, the National Propane Gas Association (NPGA) still lights the path today with a membership of 2,800 companies representing every segment of the propane industry including producers and wholesalers; manufacturers and distributors of propane equipment; as well as fabricators of propane cylinders and tanks. The focus of NPGA’s advocacy is preventing unnecessary legislative and regulatory restrictions on the use of propane. NPGA represents the industry in Washington, DC, and supports affiliated state and regional associations in their advocacy efforts.

Propane Education & Research Council

Propane Council of Texas

The Propane Education & Research Council (PERC), which just celebrated its 25th anniversary this past October, is a national nonprofit that provides leading propane safety and training programs and invests in research and development of new propane-powered technologies. PERC programs benefit a variety of markets including, residential and commercial building, agriculture, commercial landscaping, and transportation. PERC’s operations and activities are funded by an assessment on each gallon of propane gas.

Their programs and assets are accessible to anyone in the propane industry.

The Propane Council of Texas (ProCOT), a nonprofit educational and marketing foundation, was started just a year later in 1997. The organization will be celebrating its 25th anniversary in 2022. With funds allocated to Texas from the PERC assessment, ProCOT institutes numerous programs and initiatives with a residential consumer education and marketing focus and augments national campaigns on the state level. The Council’s programs are open to any Texas propane retailer across the Lone Star state.

NPGA and Its Many Roles

“The critical role that NPGA plays is engaging with other national organizations, lobbyists and Congress in order to promote the industry’s interests. This is not just with legislators, but it’s also with regulators. The regulatory piece is probably the most important,” said NPGA Chairman, Bob Barry of Bergquist.

The National Propane Gas Association is your boots on the ground in Washington D.C. representing the propane industry interests with a multitude of federal agencies, such as the U.S. Department of Transportation (DOT), the Occupational Safety & Health Administration (OSHA), U.S. Department of Homeland Security and the U.S. Department of Energy (DOE). In particular, the portable nature of propane and common delivery systems are heavily regulated by the Pipeline & Hazardous Materials Safety Administration (PHMSA) and the Federal Motor Carrier Safety Administration (FMCSA) within DOT. NPGA’s legislative affairs team serves as the association’s primary representation on Capitol Hill, working to advance the propane industry’s policy agenda in Washington, D.C. Through meetings and events, the legislative affairs team works to educate members of Congress on the important role the propane industry plays around the country.

NPGA has its own Propane Caucus made of several members of Congress from across the country including Texas. NPGA has also formed the Propane Caucus to provide a bipartisan forum to engage members of Congress, their staff, and others on issues of importance to the propane industry.

“I believe the NGPA is extremely critical in our industry not only in Texas but in every state,” TPGA President Josh McAdams said. “A couple of examples: NPGA lobbyists have the ear of many in Washington D.C. and work tirelessly to defend our industry from many threats including the ‘electrify every-

thing’ movement going on in so many parts of our country.

NPGA works with PERC to educate Americans that propane is a clean fossil fuel and has a much smaller carbon footprint than many of its competing fuels. Further, NPGA works with FMCSA when we need hours of service waivers when inclement weather affects a certain region, and our industry’s trucks need to be able to deliver in extended hours. Most states would not be able to get these things accomplished by themselves, and NPGA gives our industry the voice it needs to attain goals such as these on a national level.”

“During the snowstorm of 2021, and the recent hurricanes, they helped us get the hours-of-service waivers we needed to get product delivered along the Gulf Coast. In addition, Texas has been fighting a major lawsuit with many municipalities over the past couple of years. NPGA stepped in and helped TPGA with funding to help with this, and through this funding TPGA was able to get a favorable decision handed down from the Supreme Court of Texas. All of these things have a huge impact on my business,” McAdams continued.

Some recent legislative and regulatory successes are highlighted. This is by no means exhaustive list of recent wins over the last few years and does not include 2021 wins, some you will need to read about in NPGA and TPGA member only e-communications in January/February 2022.

• Essential worker status declared early in pandemic.

Due to NPGA’s work to include propane on the U.S. Department of Homeland Security’s essential critical infrastructure list, the industry was not restricted from providing nearly 3 billion gallons during the early months of the national emergency for the COVID-19 pandemic.

• Regional emergency declaration waivers.

Since 2017, NPGA advocacy secured regional emergency declarations in response to 29 disasters.

• $250 million every year in stain tube testing and labor costs.

NPGA defeated an onerous proposal by the U.S. Department of Transportation (DOT) to require quantitative odorant testing of propane at each point of transfer.

• $250 million on liquids pipeline rates.

NPGA successfully reduced liquids pipeline rates on propane through the Federal Energy Regulatory Commission (FERC), saving up to $300 million.

• $207 million per year in the unvented heater market.

NPGA continues to battle ASHRAE’s proposals to ban

unvented heaters and has blocked the proposal on multiple occasions before.

• $45 million in expanded LIHEAP funding.

NPGA helped convince Congress to allocate an additional $900 million to the Low-Income Home Energy Assistance Program (LIHEAP); about $45 million falls to propane’s share of the residential heating market.

• $30 million in inspection costs.

NPGA helped defeat onerous five-year inspection requirements proposed for bulk and industrial plants.

• $1,000 per year/per bobtail in insurance.

NPGA convinced the Federal Motor Carrier Safety Administration (FMCSA) to withdraw a proposal to redefine the insurance program required for bobtails.

The National Propane Gas Association not only works propane specific issues but matters that effect multiple industries.

NPGA partners with a multitude of organizations on a number of issues. For instance, partnering with the American Gas Association (AGA), the Hearth, Patio & Barbecue Association (HPBA) and others to fight electrification and stop gas bans by

local municipalities. Also, most recently, in November, National Propane Gas Association was part of a coalition of 95 other organizations that penned a letter to President Biden with a list of solutions on the recent supply chain issues to help the transportation industry with suggestions from everything from vaccine exemptions for drivers to additional hours of service relief.

Resources & Tools

NPGA keeps its members informed each week on upcoming federal requirements, compliance deadlines, regulatory successes and pertinent industry news through its weekly newsletter, the Bobtail, out every Thursday.

Every time there is a significant regulatory change, NPGA provides its members with fact sheets, white papers, guidance, support materials and informative webinars to assist the propane industry in garnering a better understanding on new regulation or regulatory change.

NPGA’s Propane Logistics Analysis Network tool provides supply points as well as waiting times at racks so drivers can maximize hours of service. This tool is available to all industry members regardless of membership via the NPGAction app or http://plan.npga.org.

Discounts & Exclusive Services

In additional to its regulatory and legislative successes, NPGA members receive discounts or exclusive services on uniforms, insurance, collections, email marketing service, compliance system, office supplies, and tires.

In addition to their affinity programs, NPGA offers complimentary HR support through a partnership with HR firm.

Members have access to a training and support system designed to provide easy-to-understand solutions to employment issues.

HR University provides samples for several human resources forms including timesheets, employment applications, leave requests, reports, and much more. HR University is valued at $600 per year, but NPGA members have access to this useful toolbox at no charge. Members can also get answers to HR questions by emailing an on-staff expert.

“Also, being a member of NPGA is a way of engaging in the community that we are part of,” touts Bob Barry.

At TPGA’s fall board meeting in Austin, the TPGA board of directors unanimously upheld our affiliation agreement with the National Propane Gas Association (NPGA). Developed over 20 years ago, the current affiliation agreement states propane retailers who wish to join one of the associations, must join both the state and national organization.

Your State Propane Gas Association The Texas Propane Gas Association (TPGA) is the state counterpart to NPGA. TPGA is member based and any company representing any facet of the propane industry is invited to join TPGA and gain access to pertinent information and assistance throughout the year.

Advocacy

TPGA represents the Texas propane industry through the state legislature, as well as regulatory agencies and bodies.

During the most recent legislative session, TPGA waded through 9,999 pieces of legislation and monitored over 300 flagged bills for potential impact to propane businesses that make up our membership. TPGA helps block any overly onerous requirements placed on the propane industry and champions legislation that will assist our industry in a multitude of ways, from facilitating more opportunities for the propane industry to ensuring that your interests are protected.

“When it comes to dealing with legislative efforts, marketers are small and it’s hard for them to make a difference [individually]. But with this trade association, we’re able to get together and come forward as a large united group,” TPGA President Josh McAdams emphasized.

“It is important to have a louder voice than just your company in the Texas Railroad Commission, Texas Legislature, and other government agencies, and it is important to know what rules and regulations are coming down from these agencies so that you can be knowledgeable about them, TPGA does that for its members,” McAdams added.

In recent years, TPGA has helped eliminate the state tax on propane motor fuel and remove a requirement that would’ve mandated propane certified professionals to periodically retest every few years no matter their tenure in the industry. It has additionally helped shepherd legislation through that expands alternative fuel vehicle and bus incentives and grants in Texas. As a result, the propane industry has been able to leverage millions of dollars in grants not just for their customers, but also for their own service vehicles and bobtails.

“Our strength is our members,” TPGA Executive Director Bill Van Hoy said. “Our grassroots efforts are second to none, and when called upon they definitely act and will help in the efforts in the legislative sphere.”

The Texas Propane Gas Association represents the propane industry outside the legislature working with or keeping members informed on several executive and state agencies including the Governor’s office, the Railroad Commission of Texas, the Texas Department of Public Safety, the Texas Department of Licensing & Regulation, the Texas Department of Agriculture, the Texas Commission on Environmental Quality, the Texas Comptroller, the Texas Department of Housing & Community Affairs, the Texas Workforce Commission, the Texas Department of Motor Vehicles and other relevant agencies.

TPGA does not just work with state entities, but we have close working relationship with the Excise Tax division of the IRS, the U.S. Department of Transportation (DOT)’s Pipeline Hazardous Materials & Safety Administration (PHMSA) and the Federal Motor Carrier Safety Administration (FMCSA) and other federal agencies, as well.

Navigating Rules, Regulations & Laws

“Those who do not address the changes in the mandatory regs are going to be left behind and this is the big thing TPGA can bring to the members,” Richard Gilbert said.

Nearly daily, TPGA assists members one-on one with their questions on rules, regulations, laws, standards and codes, as well as ordinances.

“It does come quickly and sometimes there’s some significant changes that you may not be aware of,” TPGA Technical & Standards Committee Chair Sean Caney said.

“TPGA offers a lot of information and a lot of materials that we need to stay in compliance,” said Larry Baty with Cadenhead Servis Gas out of the Dallas area.

One of strengths is through digital communications. TPGA sends out member-only communications 52 weeks a year to alert members on both state and federal regulatory changes with the Monday Morning Messenger and individual time-sensitive alerts.

The Monday Morning Messenger includes a calendar each week that includes compliance deadlines, waiver termination dates, and roadside enforcement events.

Keeping our members informed has helped our members with compliance and assisted in RRC inspections and DOT audits, preventing countless violations and penalties.

“I would tell you that biggest thing you can get out of TPGA is knowledge,” said John Walter of Schneider Distributing in San Angelo.

“There is a wealth of knowledge out there through this association that is that is at your disposal at any time,” Jeremy Gentile of Hill Butane said.

Financial Reprieve

“We have saved our members tens of thousands maybe hundreds of thousands of dollars by keeping them up with what is required to stay compliant,” touts TPGA Executive Director Bill Van Hoy. November Propane Education & Research Council Meeting Yields Exciting New & Enhanced Projects Written by: the Propane Education & Research Council During the November Council meeting, council members approved the 2022 budget plan as well as approved multiple propane industry programs including incentives, partnerships and residential and commercial research and development programs.

New Council Appointment: Joseph McGinn, Energy Transfer (Newtown Square, Pa.,), was appointed by GPA Midstream Association to replace Nicholas Calabretti.

The Council approved the following funding requests:

Docket 23033: Propane Engine Fuel Service Training Program, $290,100 Cerritos College and the ATTE Center has been a leader in clean fuel technology training and education for over 30 years.

As a part of the statewide college system in Advanced Transportation & Logistics, Cerritos has the connectivity to both industry fleets, government entities, and educators to expand knowledge on clean fuels in the marketplace. Autogas is the third most popular clean fuel in the world but is less understood in the U.S. marketplace. Despite the fact that 28 billion

gallons of propane were produced in the United States in 2019, only 9 billion were used by the domestic consumer. Nevertheless, fleets using propane can reduce NOX emissions by 96% with near zero particulate matter. As increased carbon reduction mandates continue to be a primary concern throughout the nation, it behooves subject matter experts in the transportation sector to ameliorate the lack of awareness about this clean fuel option.

autogas. Allow technicians in the workforce to be versed in the properties, technology, and safety requirements.

Cerritos College has been providing alternative fuel training for over 25 years.

The existing curriculum primarily supports training in CNG, hybrids, and EV vehicles. Autogas/propane has been a neglected technology, particularly for those CTE programs that are not designed for technician training in medium and heavyduty equipment. The OEM market in medium and heavy-duty vehicles that utilize propane is expanding, including shuttle and school bus manufacturers. This provides the optimum opportunity to build a larger, well-trained workforce of technicians through new educational capabilities and course development. Equally crucial to recognize is that the average automotive technician is 55 years old, therefore, it is important for educators to acknowledge that skills gaps will most certainly exist in medium-duty vehicles and equipment technicians in the near future.

Docket 23150: UTD Consortium 2021, $145,000 It is recommended that PERC co-fund four projects with the Utilization Technology Development (UTD) members this year.

These projects represent opportunities to grow market share and combat the electrification of everything in residential and commercial markets. All four of the projects benefit our goal of growing users and uses by demonstrating that propane can be energy for everyone. PERC is working on system integration with PV and storage, commercial heat pump water heating in two projects, and demonstrating that cooking with propane does not have a negative impact on indoor air quality.

Additionally, the last project will demonstrate improvements that could be made to in-home ventilation systems so that the cooking effluents that are negatively impacting IAQ can be better exhausted from the home.

PERC’s contribution of $145,000 is leveraged with other members of UTD, manufacturers and U.S. Department of Energy funding for a total project value of $1,056,000.

Docket 23151: Axiom Energy Black Start Project, $250,000 Axiom Energy currently manufactures the Ecopower 4.4 kW m-CHP unit powered by the Marathon Engine. We currently have this unit scheduled for lab testing to demonstrate CARB compliance ahead of an in-field demonstration managed by the California Energy Commission to complete CARB DG (Distributed Generation) certification. The current design of the unit requires grid connectivity to start or motor the engine. For this unit to maximize its opportunity in the market, we believe black start (grid independent) capabilities are critical. Axiom desires to undertake this upgrade, but would be delayed by two to four years so that sales of the current model could generate the cash flow necessary to fund the project.

Axiom desires to partner with PERC to provide a no interest loan instead of a grant to expedite the adoption of this technology and increase the sales rate of units into the field and accelerate propane’s market share growth. A portion of each unit sold would be dedicated to the repayment of the line of credit.

Docket 23156: Propane Construction Incentive Program 2022, $1,000,000 The construction incentive program awards incentives for homebuilders, commercial builders and other construction professionals who install propane appliances in their building projects. The end goal of the program is not just incentivize construction professionals, but for PERC to collect data from across the country to demonstrate that electrification in the building environment does not equal decarbonization. By calculating the emissions reductions from propane homes that are built in 2022 vs their allelectric counterparts, PERC will use the Energy Planning Analysis Tool (EPAT) to gather the data for this project and test this hypothesis. The EPAT compares the grid emissions information from EGRID and the energy that will be consumed in a home based on the specific efficiencies of the appliances installed including HVAC,

water heating, clothes drying, etc. The tool allows for the comparison of the components of the home built on propane with a home that could have been built with allelectric appliances built in the same area.

Minor changes to this year’s program include continued use of the incentive’s portal developed in 2021 that is proprietary to PERC.

Docket 23163: 2022 Market & Industry Training, $210,000 This funding request supports industry and market training through three different programs: Train-the-Trainer Training for HVAC & Plumbing Professionals: PERC held three years of train-the-trainer before the pandemic. Now that we are hoping

for in-person events to be back in 2022, this event which has proven to be a huge success for instructors and plumbing/ HVAC professionals, will pick back up.

This year we will focus on the full HVAC and Plumber Technical Training curriculum, teaching school instructors the curriculum and how to use it in their own classrooms and training programs. We are offering the attendance first to those individuals chosen for the class in 2020, and will use the new funds requested for promotion to new attendees.

Expanded Environmental Training for Propane Marketers: We will be working with our vendor partner, GP Strategies, and a working group of PERC and industry members, to create three modules that expand on the training in How to Talk About Propane and the Environment. With our new brand change and the need to stay in the national energy conversation, these trainings will give confidence to propane marketers of any job title on the facts around propane and the environment.

Workforce Outreach Digital Ad Campaign: This project will continue the focus on creating awareness of the propane industry as a viable career choice for several segments of the potential workforce (students, veterans, and those transitioning). We will continue the digital ad cam-

paign that drives prospective students to https://propane.com/about/careers/ careers-in-the-propane-industry/ and the related resources and job boards. PERC will lead these efforts in partnership with GRP and Elevation.

Docket 23173: 2022 Partnership with Industry Organizations, $1,495,000 The purpose of the Partnership Agreement is to foster a strategic alignment and an effective allocation of resources primarily among the propane industry’s three national nonprofit organizations in order to support collaboration and to enable the parties, consistent with the priorities and roles and responsibilities specified in the Partnership Agreements, to better protect and promote the interests of the industry, consumers, and the public.

This funding request in support of the Partnership Agreement is organized into eight categories of activity.

They are: 1. Qualified Industry Organizations 2. Advisory Committee Participation 3. Codes and Standards 4. Research and Development 5. Agency Outreach, Industry & Public Affairs 6. Environmental and Decarbonization Movement Efforts 7. Workforce Outreach

Industry Conferences and Conventions Docket 23155: Annual Sales Report (2021), $242,500 This project includes funding to conduct a survey of the retail propane industry and to provide a state by state assessment of U.S. odorized propane sales by end-use sector. The Propane Education & Research Act of 1996 requires PERC to distribute 20 percent of the funds collected through this assessment to state propane entities proportional to the amount of odorized propane gas sold in each state.

PERA also requires PERC to limit the share of total PERC investment in the on-road market to no more than the share of the total propane market used in the engine fuel market. Currently, there are no publicly available data sources reporting odorized propane sales by state, or for the engine fuel markets.

T’was the night before Christmas, all windy and wet Almost seven-thirty and I wasn’t home yet.

I called the office on my truck radio At last it was ending, just two names to go.

“Sorry to bother you, especially tonight, But the oven is off and I can’t make it light.”

“I’ll be right over”, I said with forced cheer, Then made my excuses to my family dear.

I’ll wrap this up quickly and then head for the farm Where the family waiting with food and drink warm.

The Smith’s took 150, I pumped it with ease, Now hurry to the last one, it’s starting to freeze.

Just one hour later, the oven was right, Now back to my family for my Christmas night.

My warmed over dinner I gulped down with zeal, Again the phone rang at the end of the meal.

The Jones’ tank is an old one and just my luck.

When I get the gas in there, the damn fill valve stuck.

Lost my plastic hammer so I picked up a rock, Then got it shut off with a good solid knock.

“Sir, I am sorry, I know it’s late at night, But I need to fill my bottle for my Coleman light.”

It was back to the office for the five gallon fill, He paid for the purchase with a five dollar bill.

I headed for the office to wrap up the day, A man flagged me down for motor fuel on the way.

When I parked in the drive, the clock was past eight, The call book is empty, all done, this is great!

“Used to cost me two dollars,” he said solemn and dry, “Now you charge me five, I think that’s too high.”

I thanked the man kindly and bit my lip tight.

The clock in the office read almost midnight.

At home was the family, the table was set.

I changed from my work clothes, dirty and wet.

The house was so cheery – decorated and bright, There would be much laughter and joy here this night.

Cold, tired and weary, I opened the door, Everyone was in bed so I crept cross the floor.

My pillow was soft and deep sleep came at last.

I was now ready, fresh bathed and dressed.

We gathered at the table, a fine meal was blessed.

A sugar cured ham I started to slice, I answered the phone as the bell sounded twice.

Must have been 2:30 when my wife shook my arm, “Sorry to wake you honey, but the house is not warm.”

I went to the furnace, the pilot was out.

Then went to the kitchen, I wanted to shout!

I turned on a burner and discovered alas!

I’ve been so busy, I let myself run out of gas.

Properties of Static Electricity Safety Meeting number of factors, including: 3 Walking through a facility or across a carpet.

3 Fuel flowing at high velocity through a small opening.

3 Friction from wind blowing over cellophane or stretch wrap near cylinders.

3 Putting on or removing conductive clothing.

3 Picking up a charged item, without static discharge control footwear, and/or not grounding yourself after putting the item down.

WAYS TO REDUCE STATIC ELECTRICITY: 3 Identify where static

Static electricity is electricity at rest, but if a conductive path is present, it can result in a spark or static discharge. In propane operations, this spark can ignite and cause a fire or even an explosion. It is important to understand static electricity, where and how it can arise, and how to reduce risks of a static ignition.

FACTS ABOUT STATIC ELECTRICITY: 3 Static electricity occurs when two materials touch and sepa-

rate, thus creating an imbalance of electrons and a positive charge.

Benign in many situations, static electricity can be extremely dangerous around propane.

3 Static sparks give off energy in the form of heat or light.

3 The level of static charge is affected by speed of movement, humidity, material size, and materials’ electrical properties (conductive or non-conductive). Metals, wet fabrics, wet concrete, and the human body are common conductive materials.

3 Higher humidity reduces static generation significantly.

However, polymeric materials such as HDPEs, PVCs, and plastic films do not retain moisture and thus can charge to extreme voltages even in high humidity.

3 Even though they do not throw sparks, non-conductors can transfer their electrical energy to something or someone that can cause a spark. This is called induction.

3 The smallest static spark we can see or feel (about 3,000 volts) has double the energy required to ignite propane.

3 Use a grounding path for static charges you may develop or carry. Make sure all process and handling equipment is grounded and bonded in accordance with electric codes.

3 Talk with your supervisor if you need training.

Static Discharge Prevention Tips 3 4. Clean up. Check that all HDPEs, PVCs, and other synthetic materials are out of Static Discharge Control Areas.

3 5. Follow regulatory code. Electrical equipment inside a Static Discharge Control Area must be installed in accordance with NFPA 58 and state electrical codes and regulations. Metal and non-electrical stationary equipment, such as rollers, should also be grounded.

3 6. Observe your processes. Most static electricity comes from the friction between materials, even if they are non-conductive. Review your facility’s processes and activities and take action to reduce any apparent risk.

3 7. Limit access. Limit access to Static Discharge Control Areas to trained propane workers who understand how to perform the particular task and handle static discharge safely.

3 8. Speak up. Propane personnel who work in Static Discharge Control Areas can provide the best information on potential threats and hazards. Let your supervisor know of any issues you become aware of.

DISCUSSION TOPICS 1. You have been engaged to perform a new task and believe that it may produce a significant static electricity issue. How do you respond?

2. You notice that several plastic trays and some plastic wrap are present inside a Static Discharge Control Area.

You need to fill cylinders quickly for a waiting customer.

What should you do?

The release of static electricity (static discharge) can be extremely hazardous in propane operations. By using the following tips, you can help prevent and control static discharge and ensure a safe working environment for yourself and your coworkers.

EIGHT SAFETY TIPS FOR PREVENTING STATIC DISCHARGE: 3 1. Know the area. Every propane facility has designated

Static Discharge Control Areas – places where propane vapors may be released or pooled. These include areas where any propane transfer, processing, or storage occurs. Be aware of where these locations are, and take appropriate prevention measures when nearby.

3 2. Ground yourself. Workers can conduct or carry a significant amount of static electricity as they move about the plant.

Always wear static-safe footwear or conductive wristbands, and use a static-safe floor or floormat to safely discharge any buildup before handling propane.

3 3. Check your attire. Cotton and cotton blends generate less static electricity than most synthetic materials, and thus are the typical propane uniform fabric. Wear your uniform and be aware of any garment or layers that “snap” or “crackle” when removing. Never put on or remove clothing inside a Static Discharge Control Area.

LEARNING ACTIVITY Stage a Static Discharge Control Area, and walk your participants through what to do when entering, working in, and leaving the area.

People in Propane Jackie Dale Carpenter, 82, passed away on October 22, 2021. Jackie joined the Army after high school and served for 2 years until the death of his father, when he returned to take care of the family cotton farm.

After marrying Peggy in 1962, and after several years of farming, the couple moved to Azle where Jackie was active in city government and various community organizations. He owned and operated Rural Gas Supply. Our thoughts and prayers go out to the family at this time. Texas Duty to Warn Safety Mailing Program Has Closed for Heating Season 2021-2022

The 2021 Duty to Warn Safety Mailing Program from the Propane Council of Texas (ProCOT) experienced abnormally high

demand during this year’s program. The Texas Duty to Warn program has grown by 110% since its inception in 2007. During this 2021-2022 heating season, the program is distributing over 245,000 safety brochures to Texans this heating season (registered by the program deadline). The program is closed for winter 2021-2022 season.

The program provides Texas propane providers an economical way to get much needed safety information to their propane customers as well as providing sufficient documentation that they educated their customers with important valuable safety information.

This CFP will fund replacement of existing dieselpowered heavy-duty vehicles, engines or equipment operating in the Dallas-Fort Worth (DFW) ten-county ozone nonattainment area and identified within the ten counties currently classified as nonattainment for the pollutant ozone under the 2008 or 2015 ozone standards.

Eligible Applicants Private sector fleets and companies, as well as public sector entities (such as local governments), with operations in Collin, Dallas, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall, Tarrant, and Wise counties.

Eligible applicants must adopt a policy consistent with the Regional Transportation Council (RTC) Clean Fleet Policy or similar policy prior to receiving the rebate.

Any advertiser who cancels a 4-time or 12-month contract will be responsible for paying 70 percent of the discounted amount for the remaining months of advertising.

The Texas Propane Gas Association and/ or Sail House Publishing (publisher), or its agents, shall not be held liable for any failure to print, publish or circulate all or any portion of any issue in which an advertisement accepted by publisher, or its agents, is contained if such failure is due to acts of God, strikes, accidents or other circumstances beyond the publisher’s control.
