







With the 2023 Crossroads Propane Expo & Conference in the rearview mirror, it’s a good time to reflect on how thankful we are for the record number of industry members who attended. Thank you! You made it a special event, and I hope that if you attended you not only found connection with other propane professionals, but also exposure to best practices and new products that you were able to bring home with you. And if you didn’t attend, make sure to catch us next year in Allen, Texas! We’ll be at the Marriott Dallas Allen Hotel & Convention Center August 1-3, 2024. We have several fall deadlines and events that you should be considering.
First, the ProCOT Duty to Warn Safety Mailing Program is open for sign up. While you have a while before the December 1 deadline for the 2024 mailing, it’s additionally “while supplies last”, so better safe than sorry. Check that off your to-do list now.
Second, registration is open for ProCOT’s Propane Emergencies Training at the Texas A&M TEEX Brayton Training Field scheduled for November 6-7. If you have local firefighters who might benefit from this training, please let them know about it. Having properly trained responders in your area can only be a good thing for you.
Last, two great ways to have fun and support the industry are coming up. The Pros4Care Golf Tournament on October 9 in Farmers Branch and the LPG Charity Fun Fall Classic on October 17 in Humble. Turn to page 24 for details on both events.

In the heart of the Lone Star State, against the backdrop of the serene Woodlands Waterway Marriott in The Woodlands, the 2023 Crossroads Propane Expo & Conference hosted by the Texas Propane Gas Association took place on August 3-5, 2023, with over 450 propane industry professionals from every facet of industry. The event experienced record-breaking numbers from the golf tournament to our state’s biggest propane Expo with nearly 100 vendors and service providers exhibiting and sharing product offerings.
“The training was good up to date info. Just generally across the board great, from the Railroad Commission of Texas keeping us up to date on what’s current and what’s coming to Texas DPS troopers on what to expect and how to work together on being on the same team,” said Steve LaSalle, Enderby Gas.
The Elmer Atkins Memorial Golf Tournament sponsored by Targa Resources was held at the scenic The Trails at the Woodlands Country Club North Course with a record number of golfers from across the nation including Texas.
The Crossroads conference began with a half-day training featuring regulatory, compliance and safety speakers from state and federal government agencies and one safety-minded organization.
• Christopher Hanson, the Director of Learning Center Operations and Educational Projects at the Propane Education & Research Council (PERC), delivered insightful presentations on their online Propane Learning Center, packed with free training and compliance resources.
• Addressing fire safety analysis requirements, April Richardson, the Director of Alternative Fuels Safety at the Railroad Commission of Texas, provided valuable insights while also offering a sneak peek into forthcoming enhancements within their new online portal.
• Juan Benavidez and MariLou Smith, investigators from the Pipeline Hazardous Material & Safety Administration, expounded upon the intricacies of onsite DOT audits.
• Delving into the realm of technological innovations, Corey from NOCELL shared his company’s groundbreaking solution to combat distracted driving by blocking unnecessary non-workplace apps on drivers phone.
• Additionally, the training featured the perspectives of Sgt. Charles “Chuck” Longfellow and Sgt. John Adams from the Texas Highway Patrol, who shared historical insights into transportation exceptions as well as what to expect during roadside inspections. Notably, attendees who actively participated in all sessions will be granted continuing education credits by the Railroad Commission of Texas.

Showcasing Excellence: The Propane Expo and Supplier Participation
Many people stopped by the Regulatory Pavilion during the Expo to have their compliance questions answered. Agencies on hand were the Railroad Commission (RRC), Federal Motor Carrier Safety Administration (FMCSA), Pipeline Hazardous Materials Safety Administration (PHMSA), Texas Commission on Environmental Quality (TCEQ) Grants Division, Texas Department of Public Safety CDL Division, and National Safety Council (NSC).
Giving Back: Silent Auctions and Charitable Initiatives
The sold-out Crossroads Propane Expo, featuring 90 suppliers and propane service providers, was filled with vendors fromall sectors of the propane industry – wholesalers, trucks, tanks, equipment, grills, software, and insurance agencies, as well as new technology. The Propane Education & Research Council participated in the Expo to feature new technology including a new product on the market fueled by propane called the Heat Pump Helper designed to take the place of the heat strip and provide hot air to the home with the help of tankless water heater once the temperature in the home reaches below 40 degrees. Congratulations to the winner of the Heat Pump Helper, Sean Caney of Douglass Distributing.
The silent auction was also a prime hot spot for Expo Day with everything from a flag flown on Independence Day over our nation’s Capitol to hand crafted steel furnishings.

Also, that night, the winner of the Getaway raffle was picked. Congratulations, Crystelle Markley of Superior Energy. She got to pick from a tantalizing trio of destinations including Lake Tahoe, Disney World or Caribbean. Ultimately, she selected the trip to Lake Tahoe complete with airfare, resort stay and skiing. Proceeds from the raffle will benefit the TPGA Scholarship Foundation.

The Texas Propane Gas Association celebrates the remarkable achievements of our 2023 scholarship winners. These high school seniors – now collegians – represent the bright future of our industry, and their dedication to their education and communities is truly commendable. Over the 25 years and counting, the TPGA Scholarship Foundation has awarded over $200,000 in scholarships.
Ashlee Hernandez, the daughter of Anissa Hernandez, an accounting clerk at Pico Propane & Fuels in Del Rio, has left an indelible mark on her high school and the city of Del Rio. Throughout her academic journey, Ashlee has shone brightly as a leader, a scholar, and a compassionate human being. As a member of the National Honor Society
and President of the National Technical Honor Society, she displayed her dedication to excellence. Her involvement in various extracurricular activities, includ-
ing serving as Varsity Co-Captain of the Volleyball Team, and Varsity Captain of the Track and Field Team, showcases her versatility and leadership skills.
Furthermore, Ashlee’s passion for STEM has been evident from a young age. From participating in the FIRST Robotics team to excelling in UIL, she has consistently embraced challenges and thrived academically.
This fall, Ashlee Hernandez will continue her journey in Biomedical Engineering at the University of Texas at Austin.
“In my elementary and middle school classes, I have always relished sciencecentered courses even in their limited scope. Any principle that could be tested through hands-on experiments delighted me greatly. The annual science fair fostered my love for scientific research, projects included a professional-style research paper, and I fell in love with writing in pursuit of knowledge. My first high school assignment as an engineering student was to complete a presenta -
tion on a specific branch of engineering. I learned about Biomedical Engineering through this project,” Ashlee said.
Emily Tower is the daughter of John Tower, the office manager for WTG Fuels of Lampasas.
Emily graduated from Lampasas High School in May 2023, marking the end of one chapter and the exciting beginning of another.
During her time in high school, Emily was not only a diligent student but also an active participant in a range of extracurricular activities that showcased her leadership, commitment and passion for service. Emily was a Student Athletic Trainer, National Honor Society member, Link Crew Leader, and a reporter for the Junior Pierians Club.
Emily was an integral part of the Health Occupations Students of America (HOSA) as its Treasurer from 2021 to 2023, where she honed her skills in healthcare leadership and community outreach.
As we look forward to the next chapter in Emily’s journey, we are excited to announce that she will be pursuing a degree in Nursing from Tarleton State University.
“I have always wanted to become a neonatal nurse. I love helping people; it’s a passion of mine. I also love babies. They hold a special place in my heart. When my little cousin was born, she had a heart condition with half a heart, and they immediately put her in the NICU. She has had countless surgeries her whole life. From the first time I saw her in the NICU, and how amazing the nurses were there, I knew that’s what I wanted to do. And what better way to combine the two things I love the most,” Emily said.
Samantha Mendez is the daughter of Robert Mendez, who serves as the office manager at WTG Fuels in Lubbock. Samantha’s achievements at Lubbock High School are nothing short of remarkable. Her dedication to academics and leadership roles, including being a member of the National Honor Society, senior class secretary for Student Council, and involvement in the
United Way youth division, reflect her commitment to her education and her community.
In addition to her school commitments, Samantha’s role as a barista at Dutch Bros coffee showcases her work ethic and dedication to excellence.
As she embarks on her journey at Texas Tech University this fall, majoring in physics, Samantha’s curiosity, and drive to understand the world around her are truly inspiring.
“I was always interested in astronomy
and the bigger, unanswerable questions of where life came from…I spent a lot of time thinking of my passions and eventually I realized I would not be happy pursuing anything aside from astronomy,” Samantha said.
Jeffrey Oltjendiers is the grandson of Roslyn “Roz” Ortmann, the manager for Smith Gas in Floresville, and brother of 2020 scholarship winner Jacie Oltjendiers, who
is currently a senior at Texas A & M University.
A graduate of Floresville High School’s class of 2023, Jeffrey’s high school journey was one of remarkable engagement. His participation in an array of extracurricular activities, from leadership roles in 4H clubs and shooting teams to his involvement in the Mighty Tiger Band, National Honor Society, Agriculture Mechanics, Floresville FFA and Skill USA Welding Team showcases his multifaceted talents.
Jeffrey’s commitment extends beyond academics and extracurriculars. His involvement in community organizations and his dedication to various jobs during high school from bailing hay to metal work demonstrate his selflessness and work ethic.
He will be attending Del Mar College, where he will pursue a degree in Welding Applied Technology.
“In high school I focused on 4H, working and volunteering with my church and
community. I felt more successful and confident competing in 4H events than I did in sports and feel that the skills I learned will better serve me throughout my life,” Jeffrey said.
Elizabeth Smallwood is the granddaughter of Max Eubanks, who has served in the propane industry for over 42 years and is currently the Supply & Distribution Manager of Enderby Gas and Bishop Energy. Academic excellence runs in the family as Elizabeth is the sister of 2021 scholarship winner Emmalee Smallwood.
Elizabeth’s journey has been one of determination and dedication. As a recent graduate of Farwell High School, she has excelled in various activities, from being a member of the National Honors Society to actively participating in the Student Council and UIL. Her commitment to her community shines through her volunteer work in her community and volunteer efforts.
Balancing her studies with multiple jobs during her high school years is a testament to Elizabeth’s work ethic and determination. Her passion lies in the culinary arts, and she has set her sights on pursuing an Associates of Science in Culinary Arts at South Plains College.
Elizabeth’s love for cooking and baking has been with her since childhood, and she worked diligently to find an educational program that would help her achieve her dreams.
“As a kid, I would watch my mom and dad cook and would get excited when they wanted to include me. As I grew up, I fell in love with cooking and baking. So, I was devastated when I learned that my school didn’t have a culinary or home education program. So, when I learned that South Plains College had a program, I was all in,” Elizabeth said.
Hailing from Mineola, Corban Mize is the son of Cindy Mize, a dedicated manager at Gas & Supply in Mineola, TX. Corban’s accomplishments at Mineola High School are truly outstanding. His dedication to music and
shines through his participation in activities like the ATSSB Honor Band, where he displayed his exceptional musical talents. His achievements as a two-time State UIL Marching Band champion and his inclusion in the TMEA Honor Band further exemplify his commitment to excellence in music.
But Corban’s influence extends beyond the field. His role as a leader and helper at the FBC Children’s Church highlights his dedication to his community and his passion for nurturing young minds. His involvement as a percussionist for both the Lake Country Symphonic Band and the FBC Worship Team showcase his ability to inspire through his musical talents.
As Corban sets his sights on the next chapter of his educational journey, we are thrilled to announce his plans to attend Tyler Jr College, with aspirations to continue his studies at TAMU Commerce, pursuing an Associate of Arts degree. His dedication to personal growth and commitment to excellence will undoubtedly continue to shine in this new phase of his life.
“Music is my passion. I have enjoyed music all my life…as a percussionist. I learned a lot through the years and became a percussion leader in our high school band. In doing so, I have found that I enjoy helping others learn new music, techniques, and to share in the enjoyment of a job well done. Therefore, I am choosing Music Education as my career path,” Corban said.

There are numerous ways that you can provide customers with product warnings. This could be in the form of monthly bill stuffers, warning labels, safety calendars, newsletters, door hangers, on the back of meter tickets as ell as through annual comprehensive mailing like the Propane Council of Texas’ Duty to Warn Safety Mailing Program.
About the Texas Duty to Warn Propane Safety Mailing Program
The Propane Council of Texas’ Duty to Warn Safety Mailing Program is a service-based project that uses a Texas specific comprehensive safety brochure with scratch n’ that covers numerous important safety topics including how to detect propane’s odor, what to do if you smell gas, carbon monoxide safety,
1. Texas propane retailers go to www.procot.org/dutytowarn
2. Complete the online registration form & upload your Texas propane customer mailing list to the form.
3. Registration package is automatically sent to a third-party mail house.
4. You will receive email confirmation as soon as your registration is received.
5. Your company name is ink jetted on to the Texas safety mailer.
6. The safety mailer is sent to your Texas customers within 30 days by non-profit bulk mail.
7. Once mailed and payment is received, you will receive a postage receipt and notarized affidavit from the mail house that your mailing is complete.
The biggest savings to you is there is no cost for the mailed brochure and the Council covers postage to TX customers.
Each Texas retailer participant is responsible for two pass-through fees. You, the retailer, are only responsible for a small $38 fulfillment flat fee and 9.5 cents list processing fee per address.

The Propane Council of Texas (ProCOT) invites the propane industry and their area emergency responders to our Propane Incident Management Training, also known as Propane Emergencies Training. ProCOT hosts the training annually at Texas A&M University’s TEEX Brayton Training Field in College Station, TX, the world’s largest liquid-fueled live fire training facility where 75 countries from around the globe trained last year. The training combines classroom and live fire over an action-packed two days November 6-7, 2023.

“My father was a prostate cancer survivor, and I was aware it was important for me to practice early detection since there might be a higher-than-average chance I might someday develop prostate cancer. So, I have personally tracked my PSA screening and every lab test result on a spreadsheet I started in 2003, to watch for trendlines that were not preferred. I guess that compulsion paid off in 2021 when my annual PSA result showed to be elevated. I immediately contacted a network Urologist, had a second screening, an MRI-guided biopsy, several consults with doctors of varying treatments, and decided on a radical prostatectomy via Da Vinci Single-Port Robotic Surgery, which was performed that June. So, I can personally attest to the benefits of men understanding the importance of knowing your PSA number, getting screened routinely, and taking the steps necessary to learn about treatments to survive prostate cancer.
Besides the numerous doctor consultations, online research, the single best source of information for me at that time was a nearly 600-page book recommended by my surgeon. The 28th Annual LPG Charity Fund Fall Classic is a day of golf and generosity to aid industry colleagues in need. The tournament will be held on Tuesday, October 17, 2023, at the Tour 18 Golf Course in Humble, Texas. Proceeds from the tournament will benefit the LPG Charity Fund, which provides financial assistance to members of the LPG and Gas Processing industry who are facing catastrophic medical expenses or financial hardship. The fund has been able to honor 100% of the qualified applicants for financial assistance, and it is essential that we continue to raise funds in order to help even more people in need.

Robert Anthony Parent, 81, of Nederland, Texas passed away July 28. He was a U.S. Army Veteran serving in Vietnam in the early 1960s. He was a retired unit supervisor for Neches Butane Products Company and Huntsman Refinery for 36 years. Our thoughts are with his loved ones.
James Roland Handley, 84, of Nederland, passed away on August 1. He was a lifelong resident of Nederland, Texas. He was married to his wife, Carolyn Handley, for 62 years. He served for nine years in the Army National Guard. He retired from Neches Butane Products/Chevron Texaco Chemical after 35 years. Memorial contributions in Mr. Handley’s honor may be made to St. Jude Children’s Research Hospital or to Shriners Hospitals for Children. Our thoughts are with his family.

The National Weather Service is forecasting an above-normal hurricane season for 2023, with six to 11 hurricanes expected to form in the Atlantic Ocean. Two to five of those hurricanes could be major hurricanes, with sustained winds of at least 111 miles per hour.
The increased hurricane activity is due to record-warm sea surface temperatures in the Atlantic Ocean. Hurricane season runs from June through November, and the peak months for hurricanes in Texas are August and September. Texans should be prepared for the possibility of a major hurricane hitting the state this year.
Each awarded school must appoint a Propane Advisor. Their role is to not only make sure the appliances and equipment are installed correctly, but also to build a relationship with the school and next generation of propane professionals. They can offer their unique perspectives to help educate students about propane applications and the career opportunities that propane can offer.
Reach out to the local schools in your area that you think would benefit from implementing a propane specific program
and encourage them to apply! Become their Propane Advisor to ensure a successful implementation and continuation of the curriculum and equipment.

For the third year, The Propane Education & Research Council (PERC) is offering up to $10,000 to educational institutions or career centers in the United States that are willing and able to expand their HVAC or plumbing classroom lab and curriculum to include propane specific material and hands on resources.
Thirty schools will receive a $5,000 (high schools) or $10,000 grant (technical school, community colleges) for the 2024 calendar year.
