Starting August 1, trade schools, technical schools, community colleges and career centers across the country can apply to receive $10,000 from the national Propane Education & Research Council (PERC) to add pre-developed propane curriculum and related equipment to their classroom through the Technical School Grant Program. PERC has earmarked $200,000 for the program and will accept up to 20 schools.

To support the curriculum, grantees are required to purchase a comprehensive set of tools, supplies, and new appliances including: 1. Pressure measuring devices; 2. A liquid leak detector system; 3. Gas pipe, tubing and fitting samples; 4. A propane hydrometer and supply source cylinder with proper hose and fit tings for liquid transfer outside of a building; 5. A natural draft propane appliance; 6. A category III propane appliance; 7. A category IV propane appliance; and 8. Venting components.

The HVAC & Plumber Technical Training course was devel oped to support a one- to two-week long curriculum, approxi mately 80 hours, diving deeper into hands-on training in 15 differentThismodules.meansmore students will learn about propane systems. These students could become qualified technicians at your company in the future. Reach out to the schools in your area to see if they would like to teach the propane specific HVAC & Plumber Technical Training curriculum and encourage them to apply. Participant commitment. The Technical School Grant Program’s success lies solely in the installation of propane equipment and tools in classrooms across the country where the propane curriculum,  HVAC and Plumber Technical Training, is being in corporated and certifications are being sought.

The grant allows schools like Northwest Tech and others to purchase this equipment for instruction needs. Mark Murphy with Northwest Tech touts “We appreciate the partnership that you have provided through the receipt of this grant. It has allowed us to extend learning for our students, as well as provide us with essential equipment for our program.” Propane advisors. Part of this program requires the participating school to connect with a local propane professional, a local propane market er, to act as their Propane Advisor.

PERC will provide grantees with a Propane Regulator Test and Demo Training Board. This includes a 2-stage system, and integral 2-stage regulator, and an integral 2 psi regulator with an appliance regulator. The system must be able to demonstrate three different types of leak checks, flow, and lockup of each regulator in the system, and be able to demonstrate undersized gas piping and/or regulator issues. The supply source can be compressed air or other inert gas.

Heating Cooling Contractors Association of San Antonio is working with the state chapter to get the course recognized for continuing education from the Texas State Board of Plumbing Examiners for the future.

He discussed several staff additions and efforts to fill position vacancies and noted that staff has been focused on the budget, strategic planning and an nual employee performance reviews.

Communications Report

Perkins reported that the U.S. Depart ment of Energy (DOE) has announced the award of a $2.2 million project to the University of Colorado to perform a field demonstration of a combined heat and power unit that utilizes renewable energy sources, including renewable pro pane. PERC has $50,000 invested in the project.

PERC and NPGA officers had reviewed the National Renewable Energy Laboratory (NREL)’s recently published report outlining the economic feasibility of re newable propane production.

The Propane Education & Research Council (PERC) met on July 19 -20, 2022 in Wisconsin for the Summer Council meeting where they continued discussions on fighting electrification, re newable propane, business development, as well as safety and training including a new initiative for virtual reality training.

PERC reported that the Executive Committee met to discuss a PERCNPGA partnership agreement, corporate goals and strategic pillars, price adjustments for duty-to-warn materials in the fulfillment center, and PERC staff. It was also reported that PERC authorized the continued support of the Na tional Museum of Industrial History in Bethlehem, Penn. Producers Report PERC Council Vice Chairman of Producers Duncan McGinnis reported that U.S. crude production has increased in response to the Russian invasion of Ukraine and is projected to continue to grow. Pro duction continues to rise on strong pric ing, although it is expected to increase at a slower pace. Domestic storage will be reliant on the strength of export demand, which is driven by price.

Joint Task Force 2.0 Report Mike Hopsicker from the NPGA PERC Environmental Joint Task Force updated the group’s work to address critical messaging and marketing questions for renewable propane and continue to problem solve for how best to respond to incorrect or misleading statements about electrification and the environment as well as rapid response materials about renewable propane.

Upon a motion duly made and seconded, the Council approved Docket 23570: 2022 Carbon Management Information Center, $75,000.

Perkins reviewed three projects planned by the Utilization Technol ogy Development (UTD) Consortium to which PERC belongs. One is a market assessment of emerging or commercially ready hybrid gas furnace/electric heat pump products in the North American market. A second focuses on modeling advanced gas heating systems for continued inclusion in energy rating software. A third project addresses indoor air quality concerns associated with residential gas cooking by testing the best available vent hoods and develop a high performing res idential range hood. Upon a motion duly made and seconded, the Council approved Docket 23453: UTD Consortium 2022, $102,000. Perkins discussed work being done by the Carbon Management Information Center (CMIC) Consortium, which is funded by 18 natural gas industry members and PERC. CMIC develops resources and analytical tools that provide clear, concise, and technically defensible information on the beneficial role of propane and renew able propane in improving total energy effi ciency, reducing greenhouse gas emissions, and lowering energy costs for consumers compared to electric and oil options.

• Docket 23169: 2022-23 CrossMarket Business Development En gagement and Professional Services — $926,500. This docket supports the business development activities, which may not apply to specific markets or projects and not covered with market specific engagement plans.

Perkins reviewed breakdowns of strategic spending plans for business development efforts in each of the market seg ments in 2022 and 2023. The Council approved the following business develop ment dockets to provide funding to support technology scouting, subject matter experts, engagement and pursuit of projects to grow uses and users of propane:

Other propane owners have come to our agency to get help with connecting their insurance pieces:

PERC released two new learning paths in July: Cylinder Delivery Driver and Bobtail Delivery Driver. Kuster reviewed plans to use the International Accreditors for Continuing Education and Training (IACET) to develop a formal third-party accreditation program to replace the industry’s longstanding Certified Employee Training Program (CETP). Kuster noted that IACET has a specific petroleum and natural gas advisory board and is recognized by companies, state agencies, regulatory boards, colleges, and universities. A primary benefit of accreditation to the industry is providing continuing education credits (CEUs) to allied industry partners using PERC content. The initial accreditation of online courses and curriculum is expected to be completed in 2022, followed by the accreditation of instructor-led programs in 2024. Also in development is an applica tion (app) to interface with The Learning Center. The app would be accessible by any mobile device, making it easy for field employees to access educational content.

GPA launched its advocacy and public education marketing campaign, Let’s Clear the Air, this past May 2022. The campaign is designed to address questions and misconceptions about energy pro duction, delivery, safety, climate change and more.

Industry Adoption of Autogas: Cummins engine commercialization; build partnerships with body builders; and develop a service network and outreach.

The 2021 Retail Sales Report marks the first year PERC has collected the data rather than using a third party. The re port, which will be published in November, saw an increased overall response rate, including 82 first-time respondents. Additionally, 314 companies were removed from the PERC database due to mergers/ acquisitions or closures.

National Energy Conversation: Im plement integrated media buy across all markets; train the industry on messaging; challenge the myth of the feasibility of all-electrification movement via rapid response program; use thought leaders to amplify the propane message, and leverage resources and partnerships with state en tities, influencers and business allies.

Vice President of Safety, Education, & Compliance Eric Kuster reported on progress to expanding online safety and sales training offerings on The Learning Center.

PERC has contracted with Digital Software Services, which specializes in the pro pane and fuel delivery industry worldwide.

Senior Vice President of Industry Relations Bridget Kidd updated the Coun cil on the Environmental Campaign and Partnership with States program, which went live on July 1, 2022. In this program’s second year, 39 states, including Texas, have opted to participate.

Safety & Training Report

Strategic Pillars Discussion Council heard updates from each of the four task force groups working on strategic plan pillars in the areas of na tional energy conversation, commercial ization, workforce and safety training, and industry adoption of autogas. The pillars will guide direction and priorities for work to be done within the Advisory Committee.

Industry Relations Report

GPA President and CEO Joel Mox ley reported that the national midstream supply picture is growing in select regions.

Acquisitions and mergers continue at a rapid pace. A number of processing plant expansions are expected by the end of 2023 and are expected to boost propane production by 115 barrels per day.

PERC News

The PERC safety team will create a virtual reality training module that will serve as “proof of concept” for future virtual real ity safety courses. Virtual reality can provide a digital simulation of lifelike scenarios, including immersive activities such as pilot lighting, which can teach high-risk/ hazardous tasks and display adverse conse quences without putting the learner at risk. The technology’s popularity among young er students also makes it an attractive tool for workforce development. The project task force will determine which training courses should be featured in the pilot. Upon a motion duly made and sec onded, the Council approved Docket 23577: Advancement in PERC Education - $250,445.

Workforce/Safety Training: Continue adding relevant content to Learning Center and evaluate satisfaction; conduct research to quantify employees; implement strategy to incorporate curriculum; continue awareness campaigns driving potential employees to employers.

Commercialization: Assess current projects to calculate demand projections to identify gaps and align commercialization pipeline strategy to achieve counterseasonal demand goals.

GPA Midstream Report

Kidd noted that PERC is hosting its Train the Trainer program this summer to instruct trainers on how to deliver PERC’s HVAC and Plumber Technical Training for HVAC and plumbing professionals. The two-day event has 67 registered attendees from 30 states, including Texas.

The next Council meeting is scheduled for November 8-9, 2022, in Destin, Fla. and the next Advisory Committee is scheduled for November 4-5, 2022, in Salt Lake City, Utah.

Chris Wagner, chairman of the Advisory Steering Committee, updated the Council on efforts to implement a crossfunctional focus from all three working groups. He noted that the pandemic has hindered participation from volunteers. The committee also is reviewing its full membership list and participation rates.

• Higher value proposition for renewable propane sales than using it as process gas or feedstock for producing renewable hydrogen.•Even under the worst-case scenario payback not to exceed 2.5 years for the invested capex for recovering renewable propane.

The PERC Chairman said that Docket 23373 (National Workforce Outreach Scholarship Program), which was tabled at the April council meeting, was modified and approved by the Executive Committee on June 14.

• Biorefineries have an additional value stream from the sales of renewable pro pane with both EPA Renewable Identifi cation Number and California Low-Carbon Fuel Standard credits.

• Remain where you are until the emergency vehicle passes safely. You have no idea if they are proceeding down the road or are planning on turning into a driveway or intersection right in front of you. Do you know what the Move Over/Slow Down Law requires?

Remember, you should never stop somewhere if there isn’t enough room for you to do so safely, and you should never follow an emergency vehicle or try to pass one if they have their lights and sirens activated.

TCEQ TERP Texas Clean Fleet Program (TCFP) OPEN Deadline September 16, 2022 TCFP provides incentives to owners of large fleets in Texas to replace diesel-powered vehicles with alternative fuel vehicles like propane. An entity must have a fleet of 75 or more vehicles that are registered in Texas and be replacing a minimum of 10 vehicles for replacement in an application. Historically, propane fleets like school districts have been awarded this competitive grant. Bennie Lee Como, 93, of Silsbee, Texas, passed away on July 23, 2022. After high school he enlisted in the Army and was stationed in Germany for five years and was in the Signal Intelligence Agency. He was also in the Military Police. He spoke of helping set up the communication depart ment of NATO when it was established. He had several professions during his life, oilfield worker, owner of Como’s TV and Hardin County Butane, before being elected Judge. He learned to scuba dive at the age of 72. Donald Wayne McEwen, 94, of Bowie, Texas, passed away on May 11, 2022. He worked for Oak Farms Dairy for 28 years, and retired as a supervisor. Then he worked for Bowie Industries for 5 years, and Bowie Butane for 19 years until his retirement. His passion was for riding horses, and he was a longtime member of the AASP & RC Association. He loved fishing and spending time with his grandchildren and great-grandchildren. Our thoughts and prayers go out to the family at this time.

Paul Theophile Bezet, Jr., 85, passed away May 26, 2022 in Comfort, Texas. He sold propane for over 51 years until he retired in 2008. He was a scout master, known as Coach “B” to American Legion Baseball, a member of the Bulltail Hunting Club, Christian Bowhunters of Texas, a member of the Farmers and Hunters Feeding the Hungry, an avid fisher man, and enjoyed cooking for everyone. High End Off-Road Camper Turns to Propane

It’s no surprise to the propane world that campers turn to propane for their power needs. From stoves to heat to hot showers, propane provides the portability and power that other fuels can’t provide.

Enter Sasquatch Expedition Campers, a Silverton-Colorado camper company founded by professionally trained engineers.

The three friends wanted to be able to camp in comfort deep in the Rocky Mountains.

Both widths give you 6 feet 8 inches of head-to-toe space inside the cabin. There’s a 6,500 BTU propane heater, MaxxFan roof vent, and both 12V and USB power on each side of the bed. For storage, an aluminum cabinet system is installed at your feet.

Propane With Purpose

To make sure the Highland Series is up to handling the roughest trails, Sasquatch has designed its own suspension system inhouse. Called Bigfoot, it uses a coil-over design and is independent left and right. This helps keep your camper stable and cushions your gear against impact.

In addition to enthusiasm for camping in the great outdoors, the founders brought with them years of design and manufacturing experience, boasting previous roles in race car fabrication and industrial manufacturing, The company recently released its second line, the Highland Series. These backcountry campers are capable of heading way off road.

A custom roof rack has T-track crossbars and storage space underneath. An optional Squatch Box gives you custom storage under the roof rack that can hold two solar panels and a custom camp table. There are spaces for a pair of 11-pound propane tanks, and an expedition side rack system that can hold roto-pax system Sasquatch’scontainers.Highland

Camper series starts with a frame made from 4″ x 2″ aluminum. Using aluminum cuts weight and makes sure the frame can’t rust. With powder coating for looks and dura bility, Sasquatch offers a lifetime warranty on the frame.

The kitchen has a 36-gallon water tank and a Furrion three-burner propane cooktop. The stainless steel sink has a glass lid and sits in a stainless steel countertop. There are LED lights for the kitchen, a 120V outlet, and an optional Iveco fridge/freezer.

It’s more compact, but it can handle tighter trails if that’s your backcountry plan. If you need more space, the Highland 60 is 60 inches wide inside and will hold a queen-size mattress.

A Highland 48 starts from $38,450, and a 60 runs from $41,950. Plenty of add-ons and accessories including upgraded heat and power systems are offered. You can even add a rooftop tent, essentially a second bedroom, if you’re bringing more pas sengers along.
