Hitting the Ground Running for Fall Bill Van Hoy TPGA Executive Director We are back from Corpus Christi and another successful Crossroads Expo + Conference! As always, we are hitting the ground running dealing with industry issues that have arisen in the last few weeks.

This month we honor TPGA and NPGA Scholarship winners for this year.

Congratulations to these bright and motivated students. We also present the preliminary PERC budget approved at the recent July Council meeting that is out for public comment. The budget will be finalized by the Council at the November meeting.

Also in this issue is some pertinent information regarding helping your employees during back to school time. It seems each district starts at a different time, and each has different options available for parents and students. This article may help ease some anxiety for you and your employees.

TPGA Awards Nearly $20,000 in Scholarships for 2021 For nearly 25 years, the TPGA Scholarship Foundation has assisted parents who work in the propane industry with tuition assistance, awarding over $150,000 in scholarships over the years.

Through the association scholarship program, TPGA members’ children and grandchildren continue to get relief from the high costs of seeking a higher education, whether it be trade school, community college or a university.

TPGA is proud to announce our winners for the 2021-2022 school year.

Meet Our Scholarship Winners Chloe Tang is the daughter of Sandy Tang, of TPGA member AmeriGas in Houston. Houston is where Chloe attended Langham Creek High School and graduated as Valedictorian in May 2020. In high school, she was president of the National Honor Society and selected to be on the Superintendent’s Student Leadership Advisory Council.

Chloe is following in sister Desiree’s footsteps in winning a TPGA scholarship. Chloe is also attending her sister’s alma mater, the University of Texas at Austin, where she will be entering her sophomore year and majoring in electrical engineering.

Chloe wants to immerse herself in a career where she feels encouraged to think critically and innovatively. With engineering, she truly believes she can check all those boxes as the combination of math and science is a realm that she is passionate, yet tested, in.

Chloe Tang was also awarded AmeriGas David Lugar Memorial Scholarship from the National Propane Gas Association Scholarship Foundation.

Sarah Pavlas is the daughter of Jennifer and Kevin Pavlas of TPGA member Colorado County Propane, LLC of Sheridan, Texas.

Sarah graduated top of her class from El Campo High School, where she earned the prestigious honor of being named Valedictorian in May 2021. Sarah was a member of the National Honor Society.

All four years of high school, she was also very active in UIL, winning first place in both team and individual competitions.

In addition to academics, Sarah was devoted to the community. She has worked for her local food pantry for over 10 years and was recently promoted to office assistant, in addition to working with multiple other community and service organizations.

In high school Sarah fell in love with coding, and this fall she will attend the University of Texas of Austin where she is majoring in computer science with a focus in cybersecurity. She hopes to one day protect NASA from cyberattacks.

EmmaLee Smallwood is the granddaughter of Max Eubanks of TPGA member Bishop Energy.

EmmaLee balanced school, extracurriculars and work throughout high school at the same time finding time to volunteer for

multiple causes.

In May 2021, EmmaLee graduated from Farwell High School. While in high school, she was elected by her peers all four years to serve on Student Council.

EmmaLee served in FFA for all four years of high school and during her senior served as vice president of the organization. This fall she is headed to West Texas A&M University to pursue a degree in Agricultural Communications.

“Agriculture is the foundation of our economy and affects all of us on a daily basis. The world should understand agriculture better in order to reach the economic- ecological-social balance so badly needed in this world,” explains EmmaLee on her passion to pursue a career in agriculture.

Ellenore “Ella” Dorris is the daughter of Todd Dorris, who serves as the Operations Manager for Roadrunner Energy of Uvalde, Texas, where Ellenore is also part-time employee.

This past May 2021, Ellenore graduated from Uvalde Consolidated Independent School District (UECHS) where she was involved a number of extracurriculars including National Honor Society and Student Council. She additionally served on the UECHS Advisory Committee throughout high school. Ellenore also competed in UIL competitions in journalism and theater arts.

For her entire high school career, Ellenore was active in the Drama Club, in which she served as its Publicity Director and performed in numerous UHS Theatre Department Productions.

This fall, Ellenore will attend Angelo State University where she will pursue a degree in Theater Arts Education.

In addition to winning a TPGA scholarship, Ellenore “Ella” Dorris also was a recipient of the National Propane Gas Foundation Naomi Cordill Scholarship.

Cassidy Rollins is the daughter of Angie and Larry Rollins, who both work for TPGA member Buster Brown Propane, in New Caney, Texas.

During this 2021-2022 college school year, Cassidy will be a junior at Sam Houston State University in Huntsville, Texas, where she is majoring in Business. Cassidy hopes to one day own a cheer gym with her business degree, a love she September 2021 •

discovered while cheerleading at New Caney High School, and coaching youth cheer over the years.

In addition to cheering, Cassidy was on the tennis team, Student Council, and a member of the National Honor Society in her high school years.

At Sam Houston State, she works in the ticket office, is involved in several school activities, and is also a member of Alpha Chi Omega (AXO) sorority, where she participates in a multitude of philanthropic and community projects.

The final scholarship winner, Matthew Pevehouse, is attending Kansas State University Polytechnic Campus as a sophomore, where he is seeking a Bachelor of Science in Applied Business & Technology to carry on the tradition of helping to run his family’s propane business, TPGA member Independent Oil Co. - Dixie LP-Gas, located in Hillsboro. His great grandfather started the company in 1944 and it is currently run by his grandfather, Lynn, and uncle, Chad Gray. Matthew has also worked for the propane company for the last five years.

Matthew is a 2020 graduate of Abbott High School where he excelled in sports. He was a member of the varsity basketball and baseball teams. Matthew also played select baseball for the Ft. Worth Gators.

In addition to sports, Matthew was a member of several school organizations, including the Fellowship of Christian Athletes, National Honor Society, Student Council, and Future Farmers of America.

In addition to a full schedule of work and extracurriculars, Matthew participates in many community activities including volunteering for the Lion’s Club and prison ministry.

How Are TPGA Scholarship Winners Selected?

Over the last 20 years the TPGA Scholarship Foundation has contracted with college scholarship experts outside our organization to evaluate, rank, and select winners.

The applications are meticulously reviewed by an outside expert panel hired by the Scholarship Foundation, and applicants are scored based on financial need, academic excellence, extracurricular / community involvement, and writing composition.

Congratulations to all our TPGA scholarship winners. The TPGA scholarship application period will open in spring 2022 for the 2022-2023 school year.

Helping Employees During Back to School Time

For most, back-to-school looks different again this year as the COVID-19 pandemic continues to impact the usual operations for schools and various workplaces.

Many students finished the 2020-21 school year in a hybrid fashion, spending some days (or, in some cases, half-days) in the classroom — while others continued learning completely remotely. At the same time, many of their parents or caretakers either went back to work full-time, started working in a hybrid fashion, or continued working remotely (some, permanently).

As the 2021-22 school year begins, many working parents are still left grappling with the uncertainty of what the school year might bring with concerns related to COVID-19 variants. Will their kids be able to return to a physical school building full-time?

And if so, will it continue for the full school year? Will they be able complete full workdays without sacrificing their child’s education, job performance, and mental health?

To help working parents continue maintaining a balance between their personal and professional obligations during these unpredictable times, employers may wish to provide flexible work arrangements that work for everyone.

Challenges families face as schools reopen

Parents may be considering the potential risks of kids returning to a physical school building. Alternatively, those whose children are not returning to the classroom on a full-time basis, or who will continue learning remotely, may be concerned about how athome learning may impact their work schedule. Working parents of school-age children are contending with a number of possible

scenarios that include: Some schools will fully reopen, while others will continue to offer remote learning options.

Some schools may provide students with a hybrid learning model, where students are on site some school days, and are at home for the remainder. For working parents, this can make it difficult to balance home and work life, especially on days when their children are learning at home or do not have a structured school program.

If students go to school inperson and there is a reported case of COVID-19, depending on school guidelines (which often follow existing federal, state and local guidelines), staff and students may be required to quarantine and remain out of school for designated periods of time. In such a case, parents may need to be home or find childcare for this period of time.

If students will be doing any form of remote learning and the parent is working from home, the parent may have to balance childcare with their job responsibilities during work hours.

What can employers do to help working parents as kids return to school?

If you have employees who are struggling with balancing childcare and work, it’s important to have an honest and direct communication so that together you can better understand the employee’s work limitations, identify whether a reasonable accommodation for their situation is available, and explore any additional options that may be available.

Create a plan

Part of having direct communication with an employee includes setting aside any preconceived notions of what is and is not reasonable, or what an employee can or cannot do, and approach this process from the perspective of what you can do to help this person remain a productive worker. Documentation is also key when an employee requests time off due to a childcare reason. Engage with employees to try to understand why they are unable to work or telework, explore possible options, and evaluate eligibility for leave. More specifically, work through the following steps:

1. Determine the essential functions of the position and how they have been modified for COVID-19.

2. Communicate with the employee to learn more about their limitations and how to overcome them. While employers are permitted to ask some questions, you must make sure not to dive too deep into the employee’s personal life in a way that goes beyond what is allowed by law. You should not make assumptions and must accept answers given by employees at face value. However, employers can ask that employees certify the answers given so that you have the necessary documentation to support leave requests.

3. Identify potential accommodations if and where possible: • Be flexible with a date for returning to the office (if applicable).

• Consider full-time or partial telework if the position allows for it.

• Consider implementing flexible hours or staggered weekly schedule.

4. Understand the employee’s preference.

5. Document the process and accommodations being offered.

Understand employee leave eligibility

Employers should be aware that throughout the COVID-19 pandemic, there have been a number of laws and regulations enacted related to paid and unpaid leave. Be sure to review your workplace policies regarding availability of any paid or unpaid leave time, and consider any applicable state or local laws for providing paid or unpaid leave.

If an employee is eligible for leave, employers must follow any applicable documentation requirements, which can include completing leave requests or requesting documentation from an employee.

As an employer you should also review your obligations to of-

fer remote work, if any, under state or local law. Even if remote work is not legally required, employers may want to consider allowing the employee to work remotely with the knowledge that if this is permitted, it must be applied consistently to other employees.

Provide reasonable accommodations to employees with disabilities

An employee who has a disability that puts them at greater risk from COVID-19 may be entitled to a reasonable accommodation under the Americans with Disabilities Act (ADA) or similar state law. Even with the constraints imposed by the pandemic, some accommodations may meet an employee’s needs on a temporary basis without causing undue hardship on their employer.

Reasonable accommodations may include but are not limited to: • Making existing facilities used by employees readily accessible or safe; • Job restructuring; • Part-time or modified work schedules; • Providing personal protective equipment (PPE); • Reassignment to a vacant position; • Acquisition or modifications of equipment or devices; • Appropriate adjustment or modifications of examinations, training materials, or policies; • The provision of qualified readers or interpreters; and • Other similar accommodations for individuals with disabilities (may include an unpaid leave of absence) The EEOC suggests, in discussing accommodation requests, employers and employees may find it helpful to consult the Job Accommodation Network ( JAN) website (https://askjan.org/) for types of accommodations, or JAN’s materials specific to COVID-19.

The types of accommodations available to employees may depend on the laws that apply to your specific business, including federal, state and local laws. There may be state or local laws that provide leave for employees (including but not limited to paid sick leave, paid family leave, or other leave programs).

In addition, employees may be eligible to use vacation or PTO to care for a child.

Implement policies that support work/life balance

After you’ve proactively engaged with employees to anticipate what adjustments need to be made to their role or work schedule, you may be able to support them and help them find work/life balance by: 1. Providing valuable benefits An employee assistance program, in particular, can help employees resolve a variety of issues that contribute to stress, which in turn, may be adversely affecting their work performance and morale. This can be useful to your staff at any time, but may be particularly beneficial as they juggle work and personal obligations during the pandemic.

2. Embracing mobility tools Certain mobile technologies can help make teleworking easier for employees during the school year. Project management tools, learning management systems, and HR self-service tools are just a few ways that all your remote employees can maintain important team connections and communications.

3. Incorporating balance into company culture Aside from the stress brought on from the COVID-19 pandemic, office politics and team dynamics can create stress on a dayto-day basis. Gossip, negativity, and other issues can lower employee morale and make it difficult for workers to be productive. Invest in your company culture to minimize these issues, and understand that all employees — parents and non-parents alike — can benefit from a company that supports a healthy work/life balance.

4. Being mindful of school schedules When you can, provide as much advance notice as possible regarding your business’s reopening plans or work schedule changes. This can assist working parents in making plans for kids going back to school and childcare.

The realities of being a working parent often mean that you’re being pulled in multiple directions. Add schooling (or childcare) uncertainties, as well as health concerns over COVID-19, and your employees are likely to face a strain on their work/life balance unlike ever before.

This is, undoubtedly, a critical time for employers to proactively communicate with staff about work schedules and the potential for flexibility, and to review your business policies, all applicable leave laws, and reasonable accommodations.

Fleet Safety

Driver School Zone Safety You must: • Yield to the pedestrian • Stop when someone is in the road and wait for them to cross completely before proceeding • Keep the intersection clear to ensure the pedestrian’s visibility • Obey crossing guard or police officer instructions • Don’t block the crosswalk when stopped or waiting to make a turn • Never pass a vehicle stopped for pedestrians It’s been a while since schools have been operating at full capacity. It’s a good time to remind yourself and your drivers about safe driving practices around school zones.

School zones are areas around schools where the posted speed limit is lowered in order to protect children. Areas for school zones typically include: • Streets directly adjacent to a school • Intersections near a school • Crosswalks in the vicinity of a school In most states, the speed limit in a school zone will only be lower during hours when students are going to and from school.

However, some states require motorists to reduce speeds when passing schools no matter what time of day. Often marked by flashing lights on a speed limit sign, you should slow down. Most areas require driving no faster than 25 miles per hour, but there are areas that require you drive under 15 miles per hour.

It is imperative to follow school zone speed limits. Traveling faster than the posted limit greatly increases your stopping distance, and therefore, the likelihood of striking a pedestrian.

Distraction and Reaction Distance –The time it takes for the driver to realize the need to brake plus the time it takes to depress the brake pedal. The reaction time for an attentive driver is just under 1 second, but distracted drivers can take up to 3½ seconds to react.

Braking Distance –The distance your car travels after you have applied the brakes until your vehicle comes to a stop. The faster you are travelling, the more momentum you have and the braking distance will increase.

Stopping Distance –The total distance you travel before you apply the brakes, plus the distance you travel while the brakes slow you down.

Another important reason to follow the posted school zone speed limit is the severity of sustained injury, should an impact occur. Speed is especially lethal for vulnerable users, like pedestrians and people biking. The risk of injury and death increases as speed increases.

Crosswalks

Crosswalks may be marked with brightly colored flags or flashing lights. There may also be a crossing guard or police officer assisting pedestrians.

Buses

Watch for children playing or meeting near the bus. Remember children can be unpredictable and may dart out from around the bus without looking for traffic. The area 10 feet around a school bus is the most dangerous for children; stop far enough back to allow them space to safely enter and exit the bus Know the flashing signal system. Yellow flashing lights mean the bus is preparing to stop. Red flashing lights indicate the bus has stopped and is loading or unloading children. You must wait until the red light stops flashing, the extended stop-arm is withdrawn and the bus begins to move before proceeding.

Distracted Walking

Distracted walking is walking while texting, tweeting, gaming, talking, surfing the web or listening to headphones.

Be aware that students, and even parents, may be walking while distracted.

• 25% of high school students and 16% of middle school students were found to be walking distracted.

• 44% of distracted teens were wearing headphones • 31% of distracted teens were looking on their phone • 80% of students participated in unsafe street crossing Distracted walking is on the rise and, as a motorist, you need to be aware of this behavior and be extra cautious.

Bicyclists

When passing a bicyclist, proceed in the same direction slowly, and leave 3 feet between your car and the cyclist. When turning left and a bicyclist is approaching in the opposite direction, wait for the rider to pass.

If you’re turning right and a bicyclist is approaching from behind on the right, let the rider go through the intersection first, and always use your turn signals.

Watch for bike riders turning in front of you without looking or signaling.

Watch for bikes coming from driveways or behind parked cars.

And finally, check side mirrors before opening your door.

Docket 22970: Origin Engines 3.6L Mobile Equipment and Power Generation Certification with Ultera Ultra Low Emissions, $950,000, for Origin Engines to develop a 3.6L propane fueled engine for mobile industrial equipment and power generation that utilizes the patented Ultera®

Ultra-Low Emissions Technology. Lowering engine emissions and overall carbon footprint continues to be a strategic focus not only of engine manufacturers but of big companies and their pledges to be Net-Zero by 2040.

Trends on a global level continue to drive higher efficiency and lower emission internal combustion (IC) engines. Additionally, actions are being pursued on the West Coast to phase out (IC) driven forklifts. Origin sees an opportunity to develop an engine and emissions package that can keep IC engines as a viable solution for mobile equipment OEMs selling into these markets. Origin Engines is seeking PERC funding and partnership to offset the costs associated with the calibration development and emissions certification to bring the 3.6L engine to market with both EPA-and CARB- emissions certifications.

This will help ensure that propane remains available in this power range.

The Council approved the following funding requests:

Change Order 21996: Entry Level Driver Training, $414,500, for a scope and funding change order. This docket was originally approved in early 2019 for $310,000 to produce an Entry Level Driver Training program the industry could utilize to meet the theory curriculum regulations the Department of Transportation (DOT) had imposed for new CDL applicants. The implementation date for the new regulation was pushed back by DOT from Feb 2020 to Feb 2022 and the docket was kept open with the intent of starting production in early 2021.

During this delay there was additional clarity from DOT for online theory training programs which changed the scope of the project by adding additional program elements, in-

teractivity, and voice over requirements. The program being developed will fulfill the theory curriculum; the second part of the program requires behind-the-wheel training to be performed. Behind-the-wheel providers are required to self-certify to minimum facility, equipment, and staff requirements, register with FMCSA’s Training Provider Registry with biennial reports, record keeping, and document retention, and be subject to FMCSA audit. The scope change for this project will be to add additional learning paths to the ELDT theory curriculum including a class “B” CDL path and hazmat endorsement path. Additionally, there will be an increase in the interactivity and robustness of the programs and exams to meet the requirements of DOT. The new timeline for the project will have it completed by 12/31/2021. The cost for these additional scope changes as well as improved user interactions will result in an additional $414,500 of expenses. These dollars will be taken from 2021 safety and training budgeted dollars.

Docket 23027: Assessment of Liquid Direct Injected Fuel Systems for Propane Engines, $654,850, to meet the Propane Education & Research Council’s mission of exploring, developing, and commercializing propane technologies for medium-duty (Class 6 & Class 7) and standby power applications. Katech Engineering LLC will develop a robust Liquified Petroleum Gas (LPG) Direct Injected (DI) fueled system using both commercial off the shelf (COTS) and custom fuel system components through a three phased approach. In Phase I, Katech will utilize COTS components and will leverage their performance using a decision matrix.

In Phase II, Katech will engineer and develop custom fuel system components and solutions for robustness if COTS fuel systems fail in Phase I. Katech will utilize a parallel strategy to meet the objectives of Phase II. For example, on one end, Katech will pursue a recently released DOE Vehicle Technologies Office FOA (DEFOA-0002475: LOW GREENHOUSE

GAS (GHG) VEHICLE TECHNOLOGIES RESEARCH, DEVELOPMENT, DEMONSTRATION AND DEPLOYMENT) or other DOE opportunities for funding Phase II scope of work. On another end, Katech will work with PERC to obtain additional funding in the later phases to meet Phase II scope of work and objectives. After benchmarking and down selection of fuel system, Katech will perform rigorous reliability testing either in-house or in coordination with other PERC contacts in Phase III. In this proposal, Katech will only focus on Phase I objectives, which include: • COTS DI fuel System integration, testing, compatibility, benchmarking, down selection.

• Propane DI specific engineering solution development, custom control systems development.

• 250 hr. in-house reliability testing.

• After accomplishing each task, the Katech team will present a technical report corresponding to that task in that phase.

These courses represent the third set of modularized programs and are among the most-used CETP training and certification programs. The first phase is startup. The second phase (installation) and third phase (layout and design) will be requested at later dates.

Docket 23046: Autogas Dispenser Maximum Delivery Pressure Standard Testing, $190,375, to support autogas propane vehicles becoming a larger share of the alternative fuel market with technologies used for fuel delivery systems becoming more sophisticated and the use of higher-working pressures for ASME containers becoming more common. Previously, NFPA 58 LPGas Code required a maximum allowable working pressure for engine fuel containers on vehicles of 312 psig. Since the 2017 edition of NFPA 58, there is no defined maximum pressure and so it is common for containers to have working pressures up to 400 psig. NFPA 58 also requires the container to have a relief valve with a start-to-discharge setting equal to the maximum allowable working pressure of the container. Currently NFPA code does not limit the maximum outlet pressure of propane autogas dispensers but UL 495 does limit the pressure within a dispenser to 350 psig. Many autogas vehicle tanks are equipped with relief valves with a set to discharge pressure of 312 PSI. This creates a question of the possibility of

a relief valve activation while a tank is being filled if the tank pressure becomes too high.

This testing is designed to be used to assist the engineering and construction of propane autogas dispensers. This project will include a design testing scheme and conduct testing to evaluate the performance of propane vehicle containers having a maximum allowable working pressure of 312 psig when those containers are refueled by a dispenser complying with the maximum allowable pressure requirements of UL 495. The goal of this project is to utilize recognized testing information to determine a standard for an autogas dispenser’s maximum refueling pressure output so that unintended activation of the vehicle storage tank’s pressure relief valve does not occur during refueling.

Docket 23047: Learning Center Operations 2021, $282,000, to support one of PERC’s four strategic goals, to develop professional, informed, and skilled workforce and trade allies through world-class safety and technical training, by supporting PERC’s educational program’s delivery platform (The Learning Center). This project will provide level 1 help desk support for PERC’s Learning Center along with the processing of paper-based testing and the processing of skills assessments through the current vendor Industrial Training Service. The docket also funds independent contractor technical support for PERC staff who manage The Learning Center, along with funds for custom upgrades to the Absorb learning management system. This support program will be in place for 12 months; during this time PERC staff will be evaluating the needs of The Learning Center’s users while testing and leveraging technology to help reduce the need for this level of support.

He also approved a scope change for Docket 22788 — Stirling Battery Ecosystem (SBE9000) Using Propane. The original plan was to develop a 7-9 kW Stirling engine unit based on 5G cell tower requirements, but a market survey revealed that a 4-6 kW unit would make more business sense as it can be applied to existing 4G cell towers that need to be upgraded to 5G. In addition, a packaged system with two Stirling engine units 8-12 kW system would be applicable for new towers.

Tucker approved one presidential grant for Docket 23072 — Comparative Emissions Analysis 2021, for $90,000 and ending July 15, 2022. This will allow GTI Energy analysts to conduct a comparative emissions analysis of targeted applications in key propane markets. The analysis will leverage ongoing activities and tools developed under GTI’s Carbon Management Information Center consortium. A large part of this effort will be to set up the framework for analysis in spreadsheet form and establish fuel pathways that can be used for future evaluation of additional key propane markets.

Heating season is around the corner!

This translates into an increase in volume of propane calls. Is your staff prepared to answer these calls?

Customer Service Representatives (CSRs) are often the first point of contact with the customer and integral to communicating guidance on propane safety and information about your company to the customer. These individuals are often overlooked when it comes to training.

Whether you have a new CSR or your current CSR just needs a refresher, there are free resources to get them trained with a click of a button.

Last year, the Propane Education & Research Council (PERC) launched a new comprehensive Customer Service Representative FREE online training program. It is available on the Learning Center at propane.com.

These interactive courses are self-paced, and CSRs can stop and start as needed and even log in on another day to resume their training where they left off.

The program provides an overview of key concepts for office personnel when handling safety related calls or sales calls for residential properties. Having the skill set for both types of customer interactions can help mitigate risk, as well as facilitate a sale.

The training is broken up into two different interactive modules: Office Personnel – Safety Basics, and Handling Safety Related Phone Calls.

The first two training modules are much like the Propane Council of Texas (ProCOT)’s First Contact Safety Training for CSRs, just in a digital online training format.

Office Personnel – Safety Basics Introduction: When a customer calls with a safety concern, do your employees know how to properly handle it? Handling Safety – Related Phone Calls: This hourlong course is intended for CSRs who will be responsible for handling calls from customers with safety concerns.

In this course, several different types of issues are modeled to distinguish between correct and incorrect ways of resolving safety concerns. These issues include: • General information about gas leaks • Recognize how to handle gas odor complaint calls and produce instructions to be given during a gas leak • Recognize how to handle Carbon Monoxide (CO) calls • Out of Gas calls • Demonstrate procedure for interruption of service • Describe measures for uncontrolled release of propane gas • How to work with your company policies for pilot lights • Demonstrate how to handle service and maintenance calls • Importance of call documentation Training participants will even be able to engage in mock calls.

People in Propane Rodger Wynne Hunter, 65, of Little Elm, passed away on Thursday, August 12, 2021, in Denton. Rodger was born in Harrisonville, Missouri, and graduated from Drexel High School. He was a Safety and Compliance Manager at Northwest Propane where he worked for the last 30 years. In addition to working at Northwest Propane, Rodger served as an outside instructor for the Railroad Commission of Texas where he taught continuing education to area North Texas companies over the years.

Harbor Freight Tools Recalls Propane Heaters

This recall involves the One Stop Gardens 15,000 BTU Tank Top Propane Heater (Item #63073) and the One Stop Gardens 30,000 BTU Tank Top Propane Heater (Item #63072). The heaters are designed to mount on top of a standard 20 lb. propane tank, and have an “easy start” with variable heat control valve, high efficiency heat reflector, and safety shutoff.

In windy weather, the flame can be directed to the rear of the unit, which can melt the “tip switch” safety shut off feature at the rear of the heater. This poses a risk that the heater will not turn off if it tips over and poses a burn hazard to consumers.

About 350,000 of these units have been sold. The recall was issued in July 2021.

These units were sold through Harbor Freight Tools stores nationwide and online at www.harborfreight.com from December 2015 through April 2021 for

about $45 for the 15,000 BTU model and about $75 for the 30,000 BTU model.

Consumers should immediately stop using the recalled tank top propane heaters and return them to their local Harbor Freight Tools store for a full refund of the purchase price, plus applicable tax, in the form of a Harbor Freight Tools gift card.

Propane With Purpose

The “Ferrari”of Temporary Heating Units

The Propane Education & Research Council recently delved into propane-powered temporary heating units for builders in an article where they termed the unit the “Ferrari of temporary heating units”.

PERC asked the question, “Can a mobile packaged rooftop unit improve your builder client’s temporary heating setup?”

The answer is “Yes.” Builders are often tempted to use the home’s built-in HVAC system for their construction projects as a heat source. But doing so can create long-term problems down the road, the Build Show Network’s Wade Paquin said in a recent video.

“Even when you put filtration in some of the return ducts, it’s going to cake up the blades on the fan, it’s going to get the ducts dirty, you’re going to have to clean the ducts,” he says. “It’s just something you don’t want to get into.”

Additionally, Paquin also says they don’t like using temporary propane bullet heaters because they introduce a lot of moisture into the home. The homes he builds in the Northeast (United States)

use a lot of plaster on blue board, which also introduces a lot of moisture as it dries.

Paquin’s unique solution? A mobile propane packaged gas/electric rooftop 5-ton unit rigged on a trailer that can go from site to site and heat up to a 3,500-square-foot home. “The benefit of using this is we’re not introducing any dust to the homeowner’s system that’s being installed,” Paquin says. “That’s the key here is to look out for the client’s investment in their heating and cooling system and to make sure that we’re turning over a house to them that’s providing very good air quality.”

PERC writes that towable products like generators and Paquin’s heater can be versatile solutions for construction teams that need to move their equipment around to different sites or even relocate equipment on the same site — and with propane, crews can quickly get energy set up on site for heat and power.
