The Texas Propane Gas Association (TPGA) is proud to highlight one of our own in this edition of Texas Propane magazine. For the first time in many years, a Texan, Tom Van Buren, has been elected as the Chairman of the National Propane Gas Association (NPGA) Board. We had the privilege of sitting down with Tom to learn more about his journey, his vision for the future and his deep-rooted connection to the propane industry.
Tom’s entry into the propane industry was somewhat serendipitous. After earning a BS in Chemical Engineering from Cornell University, he served as a Captain in the Chemical Corps of the U.S. Army. While stationed at Fort Hood as part of the 1st Cavalry Division, a good Army friend, Tim Carlson, transitioned out of the military and inspired Tom’s next career move. Tom nearly accepted a position with AnheuserBusch in St. Louis but ultimately chose a role at Ferrell North America in Houston.
Tom’s first role in the propane industry was as the Executive Vice President (EVP) of Ferrell North America (FNA). In this role, he was responsible for supply, logistics, risk management and business development, among other duties. His extensive experience also includes working in oil field services, the military, and the pulp and paper industry.
Currently, Tom serves as the Chief Operating Officer (COO) and EVP of Pico Propane and Fuels, a growth energy solutions provider operating predominantly in Texas, New Mexico, Florida and North Carolina. His responsibilities include overseeing retail operations, procurement, supply, fleet management, business development and resource management.
Reflecting on his career, Tom highlights two significant events: the winter of 2013-14 and Winter Storm Uri in February 2021. Both events showcased the resilience and solidarity within the propane industry. During Winter Storm Uri, Tom witnessed extraordinary efforts from his team and peers, such as Pico’s CEO Chris Hill filling bottles to support those in need. These experiences reinforced the importance of collaboration and community in times of crisis.
Tom emphasizes the critical role of involvement in state associations, the Propane Education and Research Council (PERC) and NPGA. He believes that the industry’s survival hinges on unity and collective effort, especially given its diverse and fragmented nature.
Before becoming NPGA Chairman, Tom was deeply involved in industry leadership. He served as past Chairman of PERC, led various NPGA committees and task forces, and chaired the Supply and Infrastructure Task Force during the winter of 2013-14, directly aiding in the first-ever Federal Energy Regulatory Commission (FERC) emergency shipment of fuel via pipeline.
As NPGA Chairman, Tom’s top priorities are participation, innovation and messaging. He plans to encourage greater in-
volvement in industry associations, promote the addition of new products and services, and enhance local messaging to counter regulatory and political challenges.
Tom identifies regulatory and political attacks as the primary challenges facing the propane industry. He cites attempts to eliminate propane as a fuel source, such as those seen in El Paso, as significant threats. To support NPGA’s efforts, he urges the Texas propane industry to improve participation, respond to critical outreach, and leverage NPGA’s State Association support program and Legal Action Fund.
Looking ahead, Tom is optimistic about the future of propane. He envisions a thriving industry that remains a reliable, affordable, and versatile fuel source. He stresses the importance of advocacy and collaboration to ensure the industry’s continued success.
Supported by his loving wife Liz, and their two daughters, Kara and Alaina, Tom enjoys sports, the outdoors and travel.
Beyond his professional achievements, Tom shares his love for Texas, citing the state’s passion, pride and community spirit. His adventurous spirit has led him to raft the Colorado River and go on a safari in South Africa. One of his future goals is to take his wife and daughters to Paris.
He is also an Eagle Scout, served on the Board of Directors for the Surviving Spouse and Family Endowment Fund in Kansas City, is a life member of the Army War College Foundation and a member of the Knights of Columbus.
Tom’s life mantra is encapsulated in the title he would choose for his autobiography: “Work Hard, Play Hard, Love God.” His dedication to his work, community and family embodies the spirit of the propane industry and sets a commendable example for all.
As Tom Van Buren steps into his role as NPGA Chairman, we look forward to witnessing the positive impact of his leadership on the propane industry, both in Texas and beyond.
The Texas Propane Gas Association has elected Mark Garrison as their new state director to represent them on the National Propane Gas Association (NPGA). June marked the start of his 2-year term. We had the opportunity to speak with Mark about his journey in the propane industry and his vision for its future.
Mark’s connection to the propane industry is deeply rooted in his family history. “My grandfather started the propane company,” he reminisces. “My first memory of the propane industry was seeing propane trucks and drivers coming in and out of the yard when I was four years old.”
Mark’s journey in the industry has been extensive and hands-on from an early age. At 16, he began working for his father’s company, building a convenience store and working in the yard filling propane bottles during the summers. By 18, he was riding in trucks to fuel fracking operations and working in the oil field. After graduating from Baylor, he obtained his CDL and
hazmat certification, starting a career in driving a bobtail.
Mark currently manages some of the sales and operations on both the propane and fuel sides at Fred Garrison Oil. The company is involved in propane full service business and wholesales fuel to convenience stores.
Mark graduated from Baylor University with a Bachelor of Science in Geology in May 2018. His education provided a solid founda-
tion for understanding the energy sector, aligning with his childhood ambition of becoming an oil and gas man, just like his father.
Mark’s favorite aspect of his job is solving problems with leadership in an industry he loves. He believes the biggest lesson learned is the importance of a dynamic network of capable providers to ensure consumers have easy access to clean, affordable, and safe energy like propane.
As the state director, Mark aims to support and encourage participation in state and national organizations, helping to keep members informed about critical issues. He stresses the importance of events like Propane Days for raising awareness about threats to the industry and advocating for necessary support from representatives.
Active in various organizations, Mark serves on the board of directors for the Texas Food and Fuel Association and is a member of the Young Professionals in Energy and the Lions Club in Plainview. Through the Lions Club, he participates in programs like Meals on Wheels and Snack Pack for Kids. In his free time, he enjoys spending time with his fiancée and family, hunting, camping, exercising, and flying planes as a private pilot.
Looking ahead, Mark sees significant opportunities in motor fuel and power generation. He advocates for businesses to convert their fleets to propane, taking advantage of clean energy incentives and saving on fuel costs while ensuring environmental safety.
We look forward to Garrison’s fresh outlook and his representation on the national level. His unique blend of hands-on experience and innovative thinking promises to bring new perspectives and solutions to the propane industry. As he takes on this leadership role, Garrison’s vision and commitment to propane will be invaluable.
In the face of mounting challenges and an evolving energy landscape, the National Propane Gas Association (NPGA) remains steadfast in its commitment to advocating for the propane industry. In their recently published annual report, NPGA CEO and President Steve Kaminski emphasized the significant changes undertaken by the association to navigate the shifting regulatory and market dynamics while ensuring the industry’s longevity.
Kaminski stated, “The National Propane Gas Association has made numerous significant changes this past year, to ensure that the American propane industry is positioned for the future, while still safeguarding the present.” He highlighted the onslaught of anti-gas policies from various regulatory bodies and state governments, underscoring the association’s multipronged strategy, including increased litigation efforts, to fend off detrimental policies. Through strategic relationships cultivated on Capitol Hill and within agency leader-
ship, NPGA has successfully countered misguided regulations, safeguarding the interests of the propane industry.
Looking ahead, Kaminski stressed the importance of the upcoming presidential election, recognizing its potential impact on the industry’s short-term prospects. With this in mind, NPGA has established three new bodies to address emerging challenges and opportunities, including a Renewable Fuels Committee, a Young Professionals
Council, and a Legal Action Committee.
Jeff Stewart, recent Past NPGA Chairman from Blue Star Gas, echoed Kaminski’s sentiments, emphasizing the imperative of telling the propane story amidst the ongoing energy transition in the United States. Stewart emphasized the industry’s role in decarbonizing the country, highlighting propane’s cleanliness compared to the electric grid.
The report outlined NPGA’s proactive engagement in state and regulatory affairs, focusing on combating legislative and regulatory proposals that could impact the propane marketplace. Through state engagement grants and active monitoring of legislative developments, NPGA supported efforts to preserve propane’s market share and combat initiatives promoting the electrification of residential and commercial structures.
Notably, NPGA celebrated victories
in energy choice legislation, with several states enacting laws to protect propane as a fuel option. The association’s efforts to expand energy choice protections underscore its commitment to ensuring propane’s relevance in the evolving energy landscape.
NPGA’s regulatory advocacy efforts yielded significant victories for the industry, including compromises on cylinder marking standards and consumer appliance regulations. Collaborating with coalition partners, NPGA successfully opposed proposals threatening the ENERGY STAR label for gas-fueled furnaces and secured exemptions for small liquefied petroleum gas systems from stringent regulatory requirements.
Additionally, NPGA’s involvement in codes and standards development, such as the International Energy Conservation Code (IECC) and NFPA 58, ensured reasonable requirements that prioritize safety and defend the interests of propane stakeholders. Victories in ANSI appeals and the adoption of innovative safety devices underscore NPGA’s commitment to advancing industry standards.
The report highlighted the success of NPGA’s programs, including the Administrative Compliance Experts (ACE) Services, which garnered over 3,000 enrollments across 42 states and 400 companies. NPGA’s expanding membership base, with over 1,985 marketer members and 2,339 supplier members, underscores the association’s growing influence and relevance within the propane industry.
All in all, NPGA has been advocate for the propane industry on the federal level and supported the state propane gas associations on the state level.
Last month, the Texas Propane Gas Association (TPGA) joined other state associations from across the nation for Propane Days hosted by the National Propane Gas Association (NPGA) on Capitol Hill. Between the associations, over 220 meetings were conducted on Capitol Hill.
TPGA met with legislators and staff in several key Texas Congressional offices, including Sen. Ted Cruz, Rep. Chip Roy (R-New Braunfels), Rep. Jodey Arrington (R- Lubbock), Rep. Lizzie Fletcher (DHouston), Rep. Lance Gooden (R-Terrell), Rep. Tony Gonzales (R-San Antonio), Rep. Ronny Jackson (R-Amarillo), and Rep. Roger Williams (R-Arlington).
Protecting Gas Appliances
A key focus of our discussions was securing support for HJR 111, the House
companion to Sen. Cruz’s resolution, aimed at reversing the DOE’s Gas Furnace Rule, which would ban non-con-
densing furnaces. We also urged Congressional offices to protect consumers’ access to propane and other conventional
appliances, such as gas stoves, furnaces, and water heaters, by passing H.R. 6089, the Energy Choice Act, in the House, and introducing similar legislation in the Senate. Despite the perception that such restrictions are unlikely in Texas, recent efforts like El Paso’s Prop K Climate Action Plan show that prohibitions on fossil fuel use can emerge locally, underscoring the need for protective legislation.
“I think it’s important for people to participate in events like this so that we can go and we can talk to our representatives about these threats and tell them what we need,” said NPGA State Director Mark Garrison.
Another critical issue was the extension of the Alternative Fuel Tax Credit, set to expire on December 31, 2024. First adopted in 2005, this tax credit encourages the use of clean fuels like propane by providing a 37-cent per gallon credit when used in motor vehicles, including forklifts. The delegation emphasized the importance of a two-year extension to continue fostering investment in alternative fuels and supporting the growth of propane as a sustainable energy source.
During Propane Days, TPGA also pushed for propane’s inclusion in the Farm Bill, particularly in the Farm Storage Facility Loan Program. This program currently excludes propane used for heating as a qualified expense despite its widespread use in grain dryers. TPGA advocates for H.R. 1290 and S. 621 to enable agricultural producers to access additional capital for propane storage, benefiting rural America’s agricultural sector.
NPGA has identified the Fiscal Year 2025 National Defense Authorization Act (NDAA) as an opportunity to promote propane use at Department of Defense (DOD) facilities. TPGA asked Congress to support propane-powered generators and increase propane-powered vehicles at domestic DOD sites to save money, reduce emissions, and enhance resiliency.
Since 2019, NPGA has secured over $20 million from the Department of Energy for propane and dimethyl ether (DME) projects. For FY 2025, the Association requested $4 million in federal funding to promote the increased production of renewable propane, a follow-on request from FY 2024. The second and third requests are for federal appropriations dollars to increase the resilience of the nation’s energy distribution systems through micro-CHP systems and mi-
crogrid technology.
TPGA hopes the day attended by over 225 propane industry professionals had an impact in Congress and showcases that there are strength in numbers.

The Texas Propane Gas Association (TPGA) will be hosting a Regulatory Compliance & Safety Training on Thursday, August 1, 2024, from 12:00 pm – 4:00 pm in conjunction with the 2024 Crossroads Propane Expo & Conference in Allen, TX. The afternoon will kick off with lunch followed by 30-45 minute training sessions from various state and federal government agencies that regulate the propane industry.

Kevin Louis Ward, 53, a beloved member of the Coldspring, Texas, community, passed away on May 14. Kevin was the cherished son of John Louis Ward and Helen Stanfield Ward. His professional career included insurance, real estate photography and working in the family propane business in Cleveland, Texas. Kevin is survived by his loving wife, Bonnie Ward; his devoted parents, John and Helen Ward; his adoring children, Kreed Ward and Kwyncie Ward; his supportive brother, Chance Ward, and sister, Kasey Ward. Our thoughts are with his family and friends.
Keith McCormick, 85, of Waco and Snyder, Texas passed away on May 31. From an early age he worked in the family business, McCormick & Sons Oil Co. Keith partnered with his brother, Beecher, in McCormick Oil Co., a Phillips 66 jobbership serving multiple markets in West Texas. The brothers owned service stations in area communities and also provided fuel, bulk lubricants, and propane to gins, oil field operations, and area farmers. In 1991, the brothers sold McCormick Oil Co. Our thoughts are with his family.
Barry Bradford Telford of De Kalb, Texas passed away, June 1, 2024, at the age of 77. Barry was the owner/operator of Telford Gas and Furniture and was an 18-year member of the Texas House of Representatives. Barry loved skeet shooting, hunting and was a voracious reader.
Barry was elected to the House of Representatives in 1986 and served nine terms representing Bowie, Cass, Red River Marion and Morris counties. He was part of the leadership team under Speaker Pete Laney, serving as chairman of the Pensions and Investments and Calendars committees. The Barry B. Telford Unit of the Texas Department of Criminal Justice in New Boston was named in recognition of his work on the House Corrections Committee. He is survived by his wife, Marsha Cunningham Telford of De Kalb, Texas; a daughter and son-in-law, Anna Christina Telford and Jason Cording of Harrisonburg, Virginia; a son and daughter-in-law, John Farris and Molly Darden Telford of Little Rock, Arkansas; grandchildren, Quincy Cole Telford, Zoe Kate Telford, Gracie Reese Telford; three sisters-in-law, Lois Crim, Brenda Smith and Gay Cunningham; a brother-in-law, Winston Cunningham; nephews, Quincy Ellis Telford and Bradford Grey Telford; and several other nieces, nephews and cousins, all loved.
In the latest round of the EPA’s Clean School Bus Program, over $6.7 million has been allocated for propane autogas school buses. Nationwide, 58 districts will receive a total of 269 propane buses to replace older diesel models.
Each propane bus funded by the program can receive up to $30,000. The program targets high-need areas, including rural and tribal districts. Propane buses, with their 96% reduction in NOx emissions compared to diesel, a 400-mile range, and resilience during power outages, are an excellent choice for school transportation.
While only three buses were funded for Texas under the federal program, Texas has numerous other grant opportunities on the state level through TCEQ.
The $90,000 grant was funded to Kermit Independent School District (ISD), a school district right outside of Midland/ Odessa. TPGA commends Kermit ISD for their new adoption of propane buses. With numerous local grant opportunities, this addition further supports the state’s commitment to cleaner transportation.

The Texas Emissions Reduction Plan (TERP) is offering $92 million in Rebate Grants to upgrade or replace heavy-duty diesel vehicles and equipment in nonattainment areas and affected counties. Applications are due by July 29, 2024. Eligibility: Open to individuals, governments, corporations, and other legal entities in Texas.
Grant Awards: Up to 80% of eligible costs. Maximum amounts listed on the Rebate webpage.
Eligible Projects:
• Purchase/lease of new, near-zero, or zero-emission vehicles or equipment.
• Replacement/repower of heavy-duty diesel vehicles/equipment.
• Additional funding for refueling infrastructure if coupled with vehicle purchase.

Austinites and those who have spent time in Austin with their kids and grandchildren have been eyeing the anticipated relaunch of a beloved Austin institution—the miniature train that encircles Zilker Park.
The train fell onto hard times pre-pandemic, with track maintenance issues, vendor disputes and antiquated technology. The pandemic didn’t help matters. And after many starts and stops, the Zilker Eagle has lifted off.
After a lengthy spring testing period, the Zilker Eagle finally launched in June 2024. Tickets are $6 a person, with children under the age of 2 being free. Regularly hours of operation are 10 a.m. to 6 p.m.
Is it any wonder that the newest iteration is using propane to cleanly power this family friendly mainstay? “The decision was made to use propane because our contract with the city stipulated that the train use a non-polluting fuel source,” said Colin Wallis, CEO of the Austin Parks Foundation. “Propane was the best choice as it is a clean-burning fuel, odorless, and ultimately allows for a quieter ride.”
On average, the train is using 12-15 gallons per day.
