Flipping the Script on Safe Transportation
Propane bobtail rollovers can occur in the blink of an eye, taking only seconds to happen. These incidents can occur on any road, in any weather, and at any speed, the Propane Education & Research Council (PERC) reports.

Recent headlines across the country like “Propane Truck Rollover Causes Small Evacuation”, “Propane Tanker Rollover Closes Intersection,” and “Troopers Investigate a Propane Truck Rollover” are not uncommon to read.
As members of the propane industry, it’s essential to understand the causes of these rollovers and the best practices for preventing them. Propane bobtails play a crucial role in delivering propane to customers across the country, but they also pose a significant risk of rollovers, which can lead to high costs to propane companies from clean-up, towing, driver injuries, and loss of property, including the delivery unit.
According to Texas Propane Gas Association member Michael Terry, Linscot Enterprises, a training and compliance specialist, from his clients alone over 14 years, Linscot has tracked over 107 bobtail rollovers. Most, he said, are single-vehicle accidents.
In this article, as a refresher, TPGA explores the causes of bobtail rollovers and ways you can prevent them.
Propane Bobtail Rollovers Causes
There are several factors that can contribute to propane bobtail rollovers, including:
The Unwavering Power of Gravity. A bobtail’s center of gravity –the point at which the vehicle’s weight is distributed evenly or balanced – is typically higher than that of other types of vehicles. This makes the bobtail less stable, which makes driving it more challenging. The barrel diameter, length and gallon capacity, as well as the weight and chassis length and height, are all factors in determining the bobtail’s stability and center of gravity. Generally speaking, the higher the center of gravity, the more unstable the vehicle.
Sloshing. No matter which type of bobtail you drive, you will be in a vehicle that has a high center of gravity and is more prone to rollovers than other types of trucks and passenger cars. When you go around a curve or apply your brakes, your load shifts. This liquid surge or shift is called “sloshing,” and this is what causes your bobtail’s center of gravity to shift toward the outside or front of the vehicle. Although all bobtail barrels are equipped with baffles to limit sloshing, a bobtail can still be dangerous.
All bobtail drivers experience the phenomenon of liquid surge or sloshing. The shifting of the fuel within the barrel occurs any time the vehicle is in motion and is especially noticeable during sudden stops and turns.
Partial Loads Present Problems for Drivers. Many drivers say that sloshing is most problematic when they are carrying a partial load. FMCSA reports that “94% of cargo tank rollovers occur in trucks with a partial load.” This is because there is more room in the barrel for the propane to gain momentum, creating a forceful surge of liquid. Too much sloshing can lead to a rollover, especially if you are traveling too fast around a curve, brake suddenly, are traveling on a road that is not well maintained or leave the road and encounter a soft shoulder or drop-off.
Fully Loaded Bobtails Create Challenges. Fully loaded bobtails can be difficult to drive in hilly or mountainous areas. The propane load and weight shift toward the back of the barrel when driving up a hill or steep driveway. Conversely, the liquid shifts toward the front of the barrel when driving down an incline. Understanding this push-and-pull effect, and knowing how to adjust for it, is an important safety skill for bobtail drivers.
No matter what level of fuel is in your bobtail, sloshing can
trigger a rollover. It doesn’t matter where you are – whether on an expressway, a country road, or private property such as a steep driveway or small bridge – you must always be aware of the danger of sloshing.
Rollovers don’t discriminate. Rollovers can and will occur if the circumstances present themselves and you aren’t prepared to react.
Driver Error: “Many drivers might think that poor driving conditions or taking sharp curves too fast lead to most rollovers. The truth is, only 4% of single vehicle rollovers are caused by roadways and environment-related reasons,” the Federal Motor Carrier Safety Administration (FMCSA) reports.
Drivers may take turns too quickly, accelerate too quickly, or brake too suddenly, causing the bobtail to become unstable and tip over.
Driver error is one of the most common causes of propane bobtail rollovers. The Federal Motor Carrier Safety Administration (FMCSA) goes on to state that “Over 78% of rollovers involve driver error.”
“Eight times as many rollovers occur on straight roadways, often when a driver 'over-corrects' after dropping a wheel off the road surface or becoming distracted,” FMCSA reports.
Driver complacency, distractions, and inattentiveness are among the most common reasons for propane bobtail rollovers. The familiarity of a delivery route can breed complacency, leading to a false sense of security. It’s crucial to remain alert and aware of changing conditions, as well as your vehicle’s capabilities, even on routes you know well. Remember that bobtails have a high center of gravity, carry significant weight, and can be difficult to maneuver or stop in emergency situations. Avoiding distractions and staying focused on the road can prevent rollovers that can have devastating consequences.
To minimize distractions for a bobtail driver, some companies enforce a “no cell phone” rule while driving. Others require drivers to use headsets so that their hands are always on the steering wheel while their eyes are on the road.

Weather: While driver error is the common cause, weather can play a factor. It’s crucial to be aware of your surroundings at all times while driving as familiar roads and neighborhoods can change drastically under different weather conditions. Even the condition of the road shoulders or soil along a winding driveway can impact the safety of the vehicle. Each delivery situation is unique, and drivers should anticipate potential hazards such as damaged or weakened bridges or roads. Since property owners may not perform regular maintenance, it’s the driver’s responsibility to inform the property owner of any suspected unsafe conditions and delay delivery until the site is safe.
Uneven Surfaces: Bobtail rollovers are not solely caused by bad weather, but uneven surfaces such as potholes, ditches and bumps can cause a bobtail to become unstable and lead to rollovers.
Wear and tear on roads and private bridges, soil and road erosion, and parking on soft or unstable ground can pose risks for propane bobtails. Even parked bobtails can tip over if parked on a steep driveway or too close to the edge of a shoulder or driveway. Drivers must be mindful of road and soil conditions at all times to avoid these situations. It’s important to investigate any uncertain situation, no matter how laborious it may seem.
Other factors that have contributed to these types of incidents include speeding, driver fatigue, drivers being under the influence, and aggressive drivers.
Additional Measures for Preventing Propane Bobtail Rollovers
Preventing propane bobtail rollovers requires a combination of proper maintenance, driver training and safe driving practices. Some of the best practices for preventing propane bobtail rollovers include:
Proper Maintenance: Regular maintenance and inspections of bobtails are critical for preventing rollovers. Before each trip, drivers should inspect their vehicles thoroughly, checking for any signs of wear or damage that could compromise the vehicle’s safety. They should also check the tires, brakes, suspension and steering systems to ensure that they are in good working order.
Excessive wear or improper inflation can increase risk. According to a PERC Safety Talk, in the case of a blowout, steer your vehicle in a straight line, then reduce power and gradually brake as you steer out of traffic lanes.
Adjusting Driving According to Diminishing Load: As the load becomes lighter, drivers should reduce their speed, avoid sudden turns or stops, and take extra care when driving on uneven or sloping terrain.
Compensate for blind spots. A PERC Safety Talk, on bobtail safety, also discusses the importance of monitoring blind spots for rollover prevention. Larger vehicle size and higher center of gravity result in blind spots to the sides and rear. Check mirrors frequently, use turn signals, and maintain proper lane location. Consider blind spots whenever backing the vehicle to ensure your bobtail will not strike anything.
Driver Training: Proper driver training is another critical factor in preventing propane bobtail rollovers. Drivers should receive comprehensive training on safe driving practices, including how to handle their vehicle in different driving conditions, how to load and unload propane tanks safely, and how to recognize the signs of a potential rollover.

Bobtail safety is covered in the Certified Employee Training Program (CETP) 2.2 Bobtail Delivery Operations course, as well as dedicated training called Preventing Bobtail Rollovers. The trainings can be taken at www.training.propane.com.
Why Evasive Maneuvers Can Be Dangerous When Driving a Bobtail
Whenever anyone driving a vehicle, regardless of its type, is confronted with having to make an evasive maneuver, it’s a natural reaction to “turn” or “jerk” the steering wheel away from the potential hazard or to get back on the road if you’ve driven off of it.
But – when driving a bobtail – these types of reactions can cause you to lose control of your vehicle. Whether it’s swerving to avoid an obstruction in the road or overcorrecting when the passenger-side wheels of the bobtail drop off of the road and onto a soft shoulder, these maneuvers can quickly set the sloshing effect into motion and create a situation from which you may not be able to recover.
Play It Safe. Leaving the road, or having your wheels go onto the shoulder, is a concern for propane companies because of the potential danger to its drivers and others nearby.
If you do go off the road, it’s extremely important that you resist the natural tendency to get back on immediately. Trying to get back onto the road while you’re still moving will increase the chances of a rollover and may endanger you and other people on the road. Play it safe. It’s better to be stuck in a ditch than to risk a rollover.
If you are involved in a rollover, PERC recommends you follow these guidelines:
• If you are able and it is safe to do so, exit the vehicle.
• Once outside, eliminate any potential ignition sources if it is safe to do so. Call 911 to notify the emergency response personnel. Then, call your supervisor and report the incident.
• You may not know the condition of the vehicle after the accident and will need to rely on the emergency response personnel to assess and handle the situation.
As propane companies, it is our responsibility to always prioritize safety. By following best practices such as maintaining our vehicles, adjusting our driving according to the diminishing load, and implementing rollover protection systems, we can significantly reduce the risk of rollovers.
In addition to these best practices, we must also prioritize driver training to ensure that we are equipped with the knowledge and skills necessary to operate our vehicles safely.

Free Propane Compliance & Safety Training at the TPGA Convention
The Texas Propane Gas Association (TPGA) will be hosting a Regulatory Compliance & Safety Training on Thursday, August 3, 2023, from noon – 5 p.m. in conjunction with the 2023 Crossroads Propane Expo & Conference in San Antonio. The afternoon will kick off with a lunch followed by 30- to 45-minute training sessions from various state and federal government agencies that regulate the propane industry.
The training is designed for branch and operations managers, compliance personnel and those interfacing with regulatory aspects of the propane business.
The training is in high demand, and seating is limited, therefore it is packaged as one class and is not available as individual sessions. It is a full half-day of training, and you must attend the entire half-day to get the Railroad Commission of Texas Continuing Education.
The Propane Education & Research Council (PERC)has been invited to cover the PERC Learning Center, which is packed with free training including Dispensing Propane Safely Training, DOT Hazmat Training, Entry Level Driver Training, Cylinder Requalification Training, and Cathodic Protection Train-
ing, as well as regulatory resources like a Comprehensive Compliance Handbook and Operations & Maintenance Manual. Learn how to access and take the training and download these resources.
The upcoming training session by the Railroad Commission of Texas (RRC) will cover several important topics. First, attendees will get a preview of the portal the RRC plans to launch in the fourth quarter of 2023. This will provide valuable insight into the commission’s digital transformation plans and how the new portal will improve the RRC’s services. Second, the training will provide a refresher on how to comply with the RRC Fire Safety Analysis (FSA) requirement and will include a walkthrough of the RRC’s new FSA template. Participants will also learn how to use the PERC Dis-

The Pipeline Hazardous Materials Safety Administration (PHMSA) of the U.S. Department of Transportation will hold a session on propane facility audits, offering valuable insights into these assessments as other issues they find in the field. The training is essential for ensuring propane facility safety, compliance, and readiness for DOT audits.
The Commercial Vehicle Enforcement of the Texas Highway Patrol will walk through what to expect during a roadside inspection and what they look for.
Additionally, TPGA Affinity Partner NoCELL will be walking through state regulations and Federal Motor Carrier Safety Regulations on hands-free devices and how their technology can help propane retailers and transportation companies comply with those laws.
Overall, attendees can expect to gain useful knowledge and insights from this comprehensive training session and get RRC continuing education credit.

NPGA Celebrates 75-Year Milestone of Southeastern Convention & Expo
The Southeastern Convention & International Propane Expo™ returned to the Music City Center in Nashville April 23 - 25 and celebrated 75 years of the Expo. The 75th Anniversary Expo included:
• 3800+ attendees,
• 210+ exhibitors showcasing their products and services, and
• 40 sessions and workshops providing attendees with education and professional
development.
NPGA hosted Lounge 1075, which featured a retrospective of the past seven decades of the propane industry to celebrate the 75th anniversary of the Expo and recognize the accomplishments of the industry. The exhibit space included a 60foot wall with historical photos and a display of vintage propane industry artifacts on loan from several exhibitors.
The Expo included a welcome session with NPGA President & CEO Steve Kaminski and NPGA Chair Michelle Bimson Maggi; the PERC Update from Propane Education & Research Council President & CEO Tucker Perkins; and a keynote address from best-selling author Jon Acuff.
The 2024 Expo is being held at the Charlotte Convention Center in Charlotte, North Carolina on April 5-7.

New Updated Propane Regulator Operations Program Available Online
Propane regulators are the heart of the propane distribution system. Recognizing the significance of regulators in the propane distribution system, the Propane Education & Research Council (PERC) has developed a Regulator Operations program. This program aims to equip learners with a deep understanding of regulator operations, offering them the necessary knowledge and skills to excel in the field. Whether you prefer self-paced learning online or instructor-led training, this program is readily available through the PERC Learning Center.
The Gas Regulator Operations program encompasses two topics: Residential and Small Commercial Regulator Operations, and Large Commercial and Industrial Regulator Operations. The online program includes an Introduction to Regulator Module as well.
The Residential and Small Commercial Regulator Operation module delves into the intricacies of small-scale propane systems. Learners will gain insight into how regulators function within these systems and familiarize themselves with various types of regulators. Additionally, participants will learn to identify the essential components of a regulator used in small systems. Furthermore, the program sheds light on the crucial aspects of overpressure and underpressure protection, providing learners with a comprehensive understanding of the system.
While residential and small commercial systems serve as the foundation of propane distribution, large commercial and industrial systems require a more sophisticated approach. These systems operate at higher pressures, boast diverse configurations, and handle substantial connected loads. The Large Commercial and Industrial Regulator Operations module addresses these complexities and equips learners with the knowledge necessary to excel in this specialized field. Participants will explore the key differences between residential/small commercial and large commercial/industrial regulators, gaining a profound understanding of their distinct characteristics.
Furthermore, they will become proficient in identifying the types and components of regulators used in large-scale systems.

Harassment & Misconduct Policies
School is out and if you are employing young workers this summer, you should familiarize yourself with both federal and Texas laws designed to protect these employees. It is crucial to understand the legal restrictions and requirements to ensure a safe and compliant work environment. Here are essential guidelines for staying within the bounds of the law when hiring individuals under 18 years old.
Age Restrictions and Exceptions
As a general rule, children under 14 years old are prohibited from working, except in specific cases. Exceptions include children employed by their parents in a parent-owned business (including small family farms), actors with special certificates issued by TWC, and newspaper delivery workers.
For individuals aged 14 and 15, during the summer break period from June 1 to Labor Day, federal law permits work between 7:00 a.m. and 9:00 p.m., with no night shifts. They can work a maximum of eight hours per day and 40 hours per week, assuming they are not enrolled in summer school.
Employees who are 16 or 17 years old may work any hours as long as local or-
dinances or curfews for young people are not violated.
Prohibited Hazardous Duties
Certain hazardous duties are off-limits for young workers, including driving, operating power-driven machinery, roofing, most food preparation jobs, and warehouse work. The complete list of prohibited tasks can be found at https://twc. texas.gov/jobseekers/texas-child-labor-law.
Wage Agreements
To ensure transparency and adherence to labor laws, it is advisable for all employees, including those under 18, to sign clear written wage agreements. For the first 90 days of employment, a minor can be paid a “training wage” of at least $4.25 per hour. Afterward, the minimum wage of $7.25 per hour applies. Additionally, 16- and 17-year-olds are entitled to overtime pay if they work more than 40 hours in a seven-day workweek. The Texas Payday Law covers all private-sector employees, regardless of age.

Employers must obtain written consent
If the business employs children, it is advisable for management to receive special training regarding harassment issues. Complaints from employees under 18 years old should be given top priority for resolution. Implementing zero-tolerance policies against improper conduct, such as “friending” on social media or engaging in non-business-related texts, is crucial. Certain offenses, such as assault and improper photography or recording, may need to be reported to law enforcement as crimes against children.
Unemployment Claims
When a company receives an unemployment claim notice regarding a summer employee, timely response is essential. It is important to explain whether the job ended because the employee returned to school after the summer break. This distinction can significantly impact the financial implications for the employer. On March 14, 2023, Weltha Joyce Gibbs (Swope) Atkins, age 90, of Thorndale, went peacefully to be with her Lord and Savior, surrounded by her loving family. She was the face and voice of the Centex Butane office in Florence for 23 years. Our thoughts and prayers are with her family.
Bailey Gene Horn, 94, of Beaumont, died March 2, 2023. Horn proudly served his country in the United States Army. Among his various jobs, he worked at Neches Butane for 35 years as a pipefitter. He was a skilled carpenter who built homes for his family and enjoyed farming, growing various crops that he shared with loved ones. Our thoughts and prayers are with his family.

Homeowners continue to spend more time in their outdoor living spaces following the pandemic. As a result, the pool, hot tub, and spa industry is experiencing record sales, as well as demand for longer swim seasons. To help pool builders and designers answer this demand, the Propane Education & Research Council (PERC) is offering an updated, free online continuing education course,“Propane Heaters for Pools and Spas."
This comprehensive course equips professionals with the knowledge they need to effectively utilize propane heaters to meet the specific demands of their customers. It explores the applications of propane heaters in both residential and commercial pools and spas, highlighting the advantages and disadvantages of various energy sources for pool and spa heating.
Furthermore, the course delves into important design and specification considerations, such as heater size, emissions, and heat exchanger types. By covering these topics, the course empowers professionals to make informed decisions that optimize pool and spa heating efficiency and performance.
The course is designed to be accessible to all, with no pre-requisites required. Additionally, participants who complete the course by November 17, 2024, will receive AIA 1 LU course credits, further enhancing their professional credentials.

$400 Million Available from EPA for Clean School Buses
Texas School Districts Encouraged to Apply
The Environment Protection Agency (EPA) has announced $400 million in funding to accelerate the replacement of existing school buses with cleaner school buses, including propane buses. Propane buses are eligible for up to $35,000 per bus.
The National Propane Gas Association has petitioned for increased funding for propane and from 2022 to 2023, propane bus funding increased by an average of 14%, electric bus funding increased by an average of 4.25%, and CNG funding remained unchanged.
Eligible applicants include school districts, school transportation contractors, and school transportation associations. Private school bus fleets cannot apply directly for funding. However, eligible applicants listed above can enter a contractual arrangement with a private fleet that owns and operates buses to replace buses that serve a public school district.
To be eligible for replacement, old school buses must be vehicle model year 2010 or older diesel school buses that will be scrapped and replaced with a cleaner bus like propane.
Priority will be given to rural school districts, high-need school districts, and Tribal school districts; however, metro districts were awarded last grant round, so priority distinctions should not discourage applicants.
Application packages must be submitted electronically to EPA through Grants. gov by no later than August 22, 2023.

Now Available: Propane Autogas Training
A new propane autogas training program is now available in The PERC Learning Center. The Propane Autogas Vehicle Inspection program was developed in partnership with the Advanced Transportation & Logistics sector at Cerritos Community College. The purpose of the four-lesson course is to standardize basic safety training to grow
awareness and careers in the Autogas industry. The lessons are available as eLearning or as an in-person classroom format.
Students will learn to understand propane autogas systems, use/locate info in NFPA 58 specific to on-road propane autogas systems, and perform propane autogas inspections, among other course objectives.

Uninterrupted Paradise: Beach Resort’s CHP System Shines Amidst Hurricane, While Other Businesses Faced Blackouts
“In 2017, Hurricane Maria ravaged Puerto Rico’s electrical grid, requiring island residents to go without power for more than 100 days in what was the largest and longest blackout in U.S. history,” the Propane Education & Research (PERC) reported.
Puerto Rico’s electrical infrastructure has struggled to recover from the damage caused by Hurricane Fiona, resulting in frequent blackouts and brownouts even in mild weather. As a result, many property owners are seeking alternative power sources to minimize disruptions. 2G Energy, a company based in St. Augustine, Florida, has a regional office in Puerto Rico and is installing combined heat and power (CHP) systems for businesses that want to reduce their reliance on the unreliable grid.
One of 2G Energy’s recent projects involved installing a propane CHP system at Rincon Beach Resort in Anasco, located on the west coast of the island. This sys-
tem can operate independently of the grid and provide both heat and power to the resort’s 112 rooms and 24 condos. During Hurricane Fiona in September 2022, when widespread flooding caused significant damage to the electrical infrastructure, Rincon Beach Resort was able to continue operating while many other facilities struggled to stay online.
The size and fuel type of the CHP system should be determined in collaboration with the vendors. For Rincon Beach Resort, 2G Energy specified a 240 kW package unit, which includes a prime mover, generator, control panel, and heat exchanger housed in a container. The system is connected to the grid but can also operate independently during blackouts. The unit had additional capacity available during a recent visit, operating at 130 kW and meeting the resort’s entire needs. It can export excess energy to the grid and has 367 kW of thermal capacity
for hot water supply.
While most CHP systems operate on natural gas or propane, the resort operators chose propane due to its availability and cost-effectiveness. Propane is stored on-site as a liquid and is converted into gas to fuel the CHP system’s engine.
Operating on CHP has reduced operating costs for some facilities, resulting in a fast return on investment. However, for Rincon Beach Resort, the primary motivation was resiliency rather than cost savings. The resort wanted a reliable power source to ensure uninterrupted operations during emergencies.
Overall, the installation of a propane CHP system has provided Rincon Beach Resort with a resilient and sustainable power solution, allowing it to maintain operations even when the grid experiences disruptions.
