Regulatory Compliance Training Forum at Crossroads Propane Expo & Conference The Texas Propane Gas Association (TPGA) will be hosting a Regulatory Compliance Training Forum on Monday, June 20, 2022, from 12 p.m. – 5 p.m. in conjunction with the 2022 Crossroads Propane Expo & Conference in San Antonio. The afternoon will kick off with lunch followed by 30- to 45-minute training sessions from various state and federal government agencies that regulate the propane industry. Attend the regulatory training series that will include compliance sessions from: • The Railroad Commission of Texas will be discussing details of the new Operations & Maintenance Manual requirements and guidelines for compliance. • The CDL Division of the Texas Department of Public Safety supervisors will be discussing how on the Entry Level Driver Training (ELDT) requirement plays into the Texas Commercial Driver’s License (CDL) process, as well as be there to answer FAQs about the CDL process. • The Commercial Vehicle Enforcement of the Texas Department of Public Safety has three officers doing an educational session on roadside enforcement, as well as intrastate vs. interstate regulations. • The Federal Motor Carrier Safety Administration (FMCSA) will do a session on motor carrier responsibility, as well as employers’ responsibilities for the FMCSA Clearinghouse. • The Pipeline Hazardous Material Safety Administration (PHM-

SA) will host a session and go more in depth on their number one violation they find during propane facility audits, as well as cover hazmat security plan compliance. • The Texas Department of Agriculture will be discussing propane retailer weights and measures (meter & scale) compliance. DRIVING IN THE RAIN Safety Meeting you from slowing down quickly enough to avoid losing traction. What is hydroplaning and what causes it? • Hydroplaning means loss of traction and sliding on a film of water. Wet road surfaces can cause tires to hydroplane. • Hydroplaning can result in loss of control and steering ability, as your tires may lose contact with the pavement. A combination of standing water on the road, car speed, and under-inflated or wornout tires causes Hydroplaning. Our Driving Concern created the following for you to use in Safety Huddle gatherings with your team. These handouts provide talking points on a variety of traffic safety issues. They are intended to help refresh your employees on driving basics ranging from risks involved in backing up incidents to understanding how to navigate through intersections. LENGTH 2–5 minutes TO PREPARE Read the background information. BACKGROUND
• When you talk to your employees and drivers about wet weather, make sure they understand the importance of seeing, and being seen, when they are operating a vehicle. • Wet pavement contributes to nearly 1.2 million traffic crashes each year. Weather can change from wet to dry fast in Texas, so you need to be ready for anything when it comes to driving. • Hydroplaning means loss of traction and sliding on a film of water. Wet road surfaces can cause tires to hydroplane. This could result in loss of control and steering ability, as tires may lose contact with the pavement. • Hydroplaning is caused by a combination of standing water on the road, car speed, and under-inflated or worn-out tires. DISCUSSION
• Who knows someone who likes to be the center of attention? We all know somebody like that. He or she loves being in the spotlight and enjoys seeing and talking to everyone. • When you’re driving, especially in inclement weather, you DO want to be seen by everyone else, and you DO want to see them as well. Should you use Cruise Control when the roads are wet? • Cruise Control is for dry roads. When roads are wet, it can prevent

How can you prevent hydroplaning? • Slow down during wet weather. Drivers should reduce their speed to correspond to the amount of water on the roadway. Even new tires can lose some contact with the roadway at speeds as low as 35 mph. • Avoid hard braking or turning sharply, and drive in the tracks of the vehicle ahead of you. • Allow ample stopping distance between cars by increasing the following distance of the vehicle in front of you. • Allow ample time to slow down to stop for intersections, turns, and other traffic earlier than you would if roads were dry. Responding to a Skid Even careful drivers can experience skids. You can prevent skids by driving slowly and carefully, especially on curves. Steer and brake with a light touch. When you need to stop or slow, do not brake hard or lock the wheels and risk a skid. Maintain mild pressure on the brake pedal. If you feel your vehicle beginning to skid, what should you do? 1. Don’t panic. 2. Continue to look and steer in the direction you want the vehicle to go. 3. Avoid slamming on the brakes because this will further upset the vehicle’s balance and make it harder to control. SUMMARY
• Overall, be extra cautious in wet weather. Safety starts before you drive, and your goal should be to see and be seen. • Make sure your vehicle is always ready for the unexpected. • Slow down, avoid hard braking and turning sharply, and allow ample stopping distance between you and the vehicles in front of you.

The Propane Farm Incentive Program Continues for 2022 Farmers can earn up to $5,000 for propane equipment
Sponsored by the Propane Education & Research Council, the Propane Farm Incentive Program is a research program that provides a financial incentive up to $5,000 toward the purchase of new propane-powered farm equipment. In exchange, participants agree to share realworld performance data with PERC. Qualifying Equipment
The agricultural equipment listed below may be eligible for the program. Qualifying equipment and participating equipment dealers are subject to change at any point. • Propane-Powered Industrial Engines. New, EPA- and/or CARBcertified industrial engines used for agricultural purposes, typically in pumping applications, can qualify for incentives of $300/liter of displacement, up to $5,000 total. Additionally, EPA- or CARB-Certified dual fuel systems can quality for an incentive up to $3,000. • Propane-Powered Generators. New, EPA- and/or CARB-certified generators are eligible for incentives when used for agricultural purposes. Prime power generators can qualify for incentives of $30/kW while backup power generators can qualify for incentives of $15/kW.

• Propane-Powered Water Heating Systems. New, high-efficiency water heating systems used in agricultural production operations are eligible for an incentive of $2,000. The system must either be installed in new construction or as a conversion from another power source. • Propane-Powered Poultry, Swine, & Greenhouse Heating Systems. New heating systems are eligible for an incentive of $0.10/square foot, up to $2,000 maximum per system, when installed as part of an entire system installation. The complete system must either be installed in new construction or as a conversion from another power source. • Propane-Powered Flame Weed Control. New tractor pulled flame weed control systems are eligible for an incentive of $1,500. New push type flame weed control carts are eligible for an incentive of $100. • Propane-Powered Agronomic Heat Treating. A new category of the Propane Farm Incentive Program, these agronomic heating systems use propane heat as an alternative to pesticide use, improving crop quality and offering a new organic, sustainable solution for farmers. Farmers could receive an incentive of $500 for up to two agronomic heat systems.

Applying Is Easy
Step 1: Farmers fill out the PFIP application at propane.com/farmincentive Step 2: Once farmer is approved to take part in the program, you’ll receive a link via email to a webpage with program guidelines, a contact form/contract and a pre-season survey. Step 3: After downloading and completing all the forms, farmers send them to PERC, along with proof of purchase (including serial numbers) for all qualifying equipment. Step 4: In about 30 days, PERC will send farmer the incentive payment. Step 5: Watch your inbox at the end of the season for a second survey. You must complete this post-season survey to be eligible for future incentives. Double Incentives
PERC does offer additional incentives for qualifying propane equipment for those affected extreme weather events like tornadoes and wildfires. People in Propane Lynn Gray of Independent Oil Co DBA Dixie LP Gas of Hillsboro, TX, has retired after 53 years. After completing college at the University of Texas at Austin and active duty in the Texas Army National Guard, in 1968, Lynn followed his father, Otis Gray, into the propane industry. His father started at Independent Oil Co. in 1928 as their bookkeeper, and the company later added propane to their business in 1944. While in the propane industry, Lynn took on many leadership positions, serving as the Texas Propane Gas Association (TPGA) President from 1989-1990, Chairman of the AFRED Oversight Committee, as a trustee on the TPGA Scholarship Foundation for 25 years, serving as an Insurance Trustee for TPGA Employee Beneficiary Trust (TPGA-EBT) for 23 years, including 8 years as Chairman, as well as serving on numerous other TPGA committees during his long career span. Although Lynn is now retired from the LP Gas industry, his family carries on the family legacy. Lynn’s son, Chad, joined the company in 1996. Grandson Matthew Pevehouse joined the company in 2020 while attending Hill College, making him the fourth generation of the Gray family to work in the business. Since retiring, Lynn has spent more time as a TDCJ volunteer doing Kairos Prison Ministry and teaching a weekly class on Christian Discipleship at the Boyd Unit outside of Teague, and playing golf. Congratulations on your retirement and all your years of servitude!

EPA to Approve Canola Oil for Renewable Propane Production

Protection Agency (EPA) published its intention to approve adding canola oil among products that can be utilized to
create renewable fuels. Through a hydrotreating process, canola oil can serve as the base to create renewable propane as well as renewable diesel, jet fuel, and heating oil. The United States Canola Association petitioned the EPA to add canola oil as a pathway to produce these renewable products under the Renewable Fuels Standard (RFS). Through RFS, producers of renewable fuels can claim Renewable Identification Numbers (RINS), which are credits. Producers must meet a threshold of
credits in different fuel production categories to demonstrate compliance with upstream production standards. Ultimately, more fuel pathways approved to generate RINS may encourage more production of renewable propane by upstream producers. Also, the more fuels eligible for the production of renewable propane, the more possibilities for producers. Propane Helping Poultry Producers Combat Bird Flu
Propane-powered heating and sanitizing equipment is being promoted as a more effective way for poultry farmers to keep flocks healthier in response to a severe outbreak of bird flu. Experts say Highly Pathogenic Avian Influenza (HPAI) is a serious disease and requires a rapid response because it is highly contagious and often fatal to chickens. Millions of birds in at least 17 states are being euthanized in an effort to bring a current strain of Avian flu under control, according to the U.S. Department of Agriculture’s Animal and Plant Health Inspective Service. Almost two dozen of this year’s outbreaks involve the backyard flocks of hobbyists, but the rest are HPAI outbreaks involving American commercial poultry concentrated across the country. Because propane-powered equipment offers more consistent heat that destroys pathogens more reliably than chemical applications, PERC is urging poultry farmers to consider their ability to effectively curb the spread.
