Encouraging Propane Use with Rebates Bill Van Hoy TPGA Executive Director The Propane Council of Texas (ProCOT) is continuing its mission by raising awareness for the propane industry in the way of a new propane appliance rebate program for homeowners and business owners. This program affords an opportunity for a $300 rebate on a new propane furnace or boiler and a $300 rebate on a propane water heater, with a cap of $600. The ultimate goal is to encourage propane use in new construction and get consumers to continue to use propane as
their source of heat and hot water when it is time to upgrade or retire their water heater or furnace. Propane marketers licensed in Texas can apply for rebates on behalf of their Texas customers who purchase qualifying propane appliances. This month’s feature explains everything you need to participate in this program. Texas Saves with Propane Appliance Rebate Program, Which Launches This Spring
The Propane Council of Texas (ProCOT) or (Council) has launched a Propane Appliance Rebate Program to assist homeowners and business owners, the end-users, in offsetting the cost of some of their propane appliances in the Lone Star State. Texas homeowners and commercial businesses can earn rebates of $300 back on a new furnace or boiler and $300 back on a new water heater, with a cap of $600. This program has been established to encourage the safe installation of propane appliances. Additionally, the Council hopes this will encourage propane in new construction and get consumers to continue to use propane as their source of heat and hot water when it is time for them to upgrade or retire their old furnace, boiler, or water heater.
How Texas Saves with Propane Works
Propane marketers licensed in Texas can apply for rebates at TXSaveswithPropane.com on behalf of their Texas customers who purchase qualifying propane appliances. If the rebates are approved, a check will be mailed directly to the end-user of the appliance after system installation and a safety inspection have been performed by the company. Over the next several pages please find the full Texas appliance rebate guidelines, rebate reminders, and rebate application instructions, as well as downloadable marketing materials.
National Propane Construction Incentive Program
The appliance rebate program is designed for builders or developers. For incentives for builders, developers, HVAC and remodelers, please see pages 16-17 for the newly revamped National Propane Construction Incentive Program administered by the Propane Education & Research Council (PERC). The new National Propane Construction Incentive Program has removed the cap per builder. Builder incentive is now first come, first serve while funds are available.

Furnace or Boiler: The current program authorizes a $300 rebate for a furnace or boiler used as central or primary heating installed in a home or commercial building. This includes new construction, replacing electric units, or replacing an old propane unit. Propane furnaces or boilers used as backups for heat pumps are also eligible. Burner tips only. Drops alone are not eligible.

Within 30 days after the Council suspends or declares a participant ineligible, the applicant or propane marketer may appeal the action by submitting the appeal in writing to the Council. Responsive action taken by the Council will be final. Payment: ProCOT may approve rebate payments subject to availability of funds and completeness of the application. Applicants have no legal right or other entitlement to receive rebates under this program, and receipt of a complete and correct application does not bind ProCOT to approve payment of a rebate to any applicant.

Feature • If the safety inspection date is over 30 days in the past you will not be allowed to submit your rebate. • Once the rebate is submitted, the rebate is locked, and changes cannot be made unless your rebate form has been identified as Incomplete or you contact the program administrator with any corrections. • Make sure that the Rebate Recipient Mailing Address on the rebate form is the address where the customer receives mail, and that it is entered correctly including zip code. • Uploads: You must upload completed appliance rebate application signed by all required parties and upload a receipt or copy of paid invoice for purchase of qualifying appliance. • Please include your phone number and email address on the Appliance Program Application under “Propane Marketer Information” where you can be reached in the event questions arise about your rebate submission. • After you have completed the online application, the rebate status will change from Reserved to Submitted
Application Statuses • Submitted - Marketer has submitted the rebate and it cannot be edited. At this point, the rebate program has everything it needs from you and the rebate will enter the queue to be processed by Texas Saves with Propane. • Reserved - Marketer has reserved funds for a rebate. Reserved funds are valid for 60 days. Application must be submitted within or by the end of the 60 days. • Under Review - The rebate is under review by Texas Saves with Propane and cannot be edited. • Incomplete - Your rebate is missing information or there was incorrect information that must be updated. You will be noti-

fied. You must edit and/or submit missing information within 10 business days. Processing - The application is approved, and the check is being processed. Declined - The rebate form was declined. You will be notified with the reason for the application rejection. Declined rebates cannot be resubmitted. Expired - The application status will change to expired if any of the important dates lapse or you cancel your rebate. Keep a close eye on the important dates, as expired rebates cannot be resubmitted. Payment Sent - The rebate check has been mailed to the customer.
For Your Customers • Please tell customers that their rebate will be arriving in an envelope from the Propane Council of Texas. • Inform customers that their rebate should arrive within 6-8 weeks of completed application submission.

2021 Propane Construction Incentive Program: No Cap + Bonuses
The Propane Education & Research Council will pay you up to $1,000 for each new home or remodel completed in 2021, if you include qualifying propane appliances. You can also earn a $500 bonus for installing propane appliances specified for your region. That’s $1,500 per home. Funding is limited, and certain restrictions apply, so get your application in as soon as possible by following these steps.
WHO CAN APPLY?
In addition to meeting the baseline propane installation requirements, you must also meet the following criteria1: • You are a U.S. builder or remodeler, and at least 18 years of age. • The homes for which you are applying were built or remodeled in December 2020, and/or January through December 2021. Incentive funding is limited, so the sooner you submit your application, the better.

As a part of the application process, you must also submit a home energy analysis from the Energy Planning Analysis Tool (EPAT) for each project in order to qualify. The EPAT is an easy to use online tool that calculates potential energy use and modeled emissions data about your homes, which must be included with your application.
HOW IT WORKS
Qualifying and selected construction professionals receive a monetary incentive for building or remodeling homes using propane appliances. To be eligible for this PERC incentive program, a home must include at least one of the following propane appliances: a boiler or furnace; hydronic air handler; combi boiler; tankless or storage tank water heater; a hybrid heat pump with propane gas emergency heat. Verification of installed appliances should be provided by a completed gas check, or similar form, performed by a propane supplier.

Home Builders Association Announces Top Sustainable and Green Building Trends & Features in Homes
Energy efficiency is a primary driver in home buyer preferences, according to research from the National Association of Home Builders (NAHB), revealed at the 2021 NAHB International Builders’ Show®
virtual experience (IBSx) in February. This past summer, NAHB surveyed more than 3,000 home buyers, both recent and prospective, on the types of features they prefer to have in their homes,

including eco-friendly components and designs. Top features included: ENERGY STAR rating for the whole house and other energy-efficient amenities. Out of 200 features that were polled, Energy Star Rated Appliances made the Top 10 Most Wanted List. It also appeared in the top 5 when polled on green features. “There are a wide range of green features that buyers feel are desirable,” noted Paul Emrath, Ph.D., VP of surveys and housing policy research at NAHB. “Energy efficiency, though, tops the list of what they most want.” Buyers are willing to invest in features that help lower their utility bills, with the average buyer willing to pay as much as $9,292 more upfront for a home to save $1,000 annually on utility costs. Buyers are generally willing to spend more on green certifications as well, including more than $2,000 upfront for a home certified to an above-code standard for health and wellness—features that have becoming increasingly important in the wake of COVID-19. “We’re doing a lot more in our homes now,” observed Brandon Bryant, founder of Red Tree Builders, a green home building company in Asheville, N.C. “So, in turn our homes need to do a lot more for us.” Examples of features that incorporate health and wellness include zone heating, purified air appliances such as UVC fans, indoor air quality sensors and a connection to the outdoors help residents live comfortably and safely in their homes. Buyers may not realize that many of these features are also inherently energy efficient and meet a number of additional housing and lifestyle desires. The top 5 tech features included a pro-
grammable thermostat and multi-zone HVAC system in addition to home security features that took up the top spots. “Education is key,” Bryant added. “We’ve got to teach people how to live in green homes, how these homes operate and even before we build to let them know what we could do because a lot of times we could do so much more for their life.” In addition to the green and energyefficiency preferences, the Texas Propane Gas Association shares with its readers some highlights of 2021 edition of What
Home Buyers Really Want. The What Home Buyers Really Want not only includes homebuyer’s preferences, but also how the recent pandemic has changed some of those preferences. One of five buyers stated they want a larger home as a result of the pandemic, with a median square footage of 2022 square feet. “Most buyers (52%) prefer to heat and cool their homes with electricity, while 33% prefer to do it with gas. The reverse is true for cooking: 51% prefer to cook
with gas and 39% with electricity. Preferences are more evenly split for water heating: 45% prefer gas and 40% electricity,” NAHB reports in their key findings summary. Interest in outdoor kitchens, built in grills and outdoor fireplaces substantially rose with the price point of the home. It’s a practical solution that will be easy to implement. • “Near zero” ultra-low NOx propane autogas engines are certified to the optional ultra-low NOx CARB .02 standard, operating 90 percent cleaner than the EPA’s strictest heavy-duty standard. • Propane autogas has 15 percent less
carbon intensity than an EV, according to CARB. • Propane autogas school buses produce 96 percent fewer nitrogen oxide emissions than clean diesel school buses in real-world tests conducted by West Virginia University’s Center of Alternative Fuels, Engines, and Emissions. • Propane autogas school buses are also cleaner than electric buses when factoring for the upstream emissions created by the manufacturing of electric batteries. • A recent study from Georgia State University found students riding lowemissions buses were missing school less and scoring better on tests compared to students riding aging diesel buses with dirtier emissions.

Inside the Industry
People in Propane William Stephen Smith, 75, of Floresville, TX passed away on February 23, 2021. He was a graduate of the University of Texas at Austin where he received a Bachelor’s degree in business. Steve owned and operated Smith Gas Company, established by his grandfather in 1928 in Floresville. Steve was a dedicated runner, and he wrote a weekly column for the San Antonio Express News for 10 years. He generously gave of his time to help meet the needs of many. He was a member of the TPGA board of directors, a member of the Floresville Chamber of Commerce and numerous other service organizations. He will be remembered fondly for his love of hunting, surfing and coaching beginner riders on the Boogie Bahn at Schlitterbahn. He is survived by his mother, son and daughter. Our thoughts and prayers go out to the family at this time. John William Ketchum, 74, of Saint Charles, MO, passed away on March 12, 2021. John was an avid runner for 34 years, running in 5Ks every month for 10 years. He was driven, motivated and quirky. He enjoyed the outdoors and loved to go hiking and camping. John learned to love cycling at a later age. He loved nothing more in the world than family. He retired from Gas Equipment Company after working there for many, many years. Propane With Purpose
Outdoor Fish Fry at Its Finest with Propane
Outdoor cooking and backyard entertainment have always been popular in temperate Texas. And perhaps the pandemic has drawn attention even more so to the good old outdoors. With 12 months of the year (absent a week or two) being available to enjoy outside, Texans are accomplished with their outdoor cooking.
Heating from the “inside out” is accomplished by using a horizontally mounted rear jet burner that blasts intense hot air through inner vent tubing under the oil, then exits safely through a rear exterior vertical exhaust. Heat transfers through the metal tubing into the oil.
Bayou Classic, a company founded in southern Louisiana with a goal of providing cooking equipment to enhance any outdoor experience, offers a four-gallon propane-powered Bayou Fryer that feeds a crowd.
The fryer bottom collects loose batter below the heat source to prevent scorching. Cooking oil stays cleaner and lasts longer. Stainless construction and a bottom drain valve provide easy clean-up.
The cooker allows users to fry fish, shrimp, chicken, fries, hushpuppies and onion rings with the stainless outdoor fryer. The fryer heats from the “inside out”, not the bottom, so cooking oil stays clean.
