If you're like me, you'll be interested in our feature story on page 8 that traces the roots of the bottled gas industry to well before the time of Dr. Walter Snelling, the chemist in the early 1900s who patented a method of processing and producing liquefied petroleum gases. The article is primarily taken from a piece published in 1944 in our first ever published association publication. It takes a look at the early 1800s when gas lighting was evolving and changing fuel sources. Take a read and see what you think! We’ve also specifically looked back to 1944 to take a snapshot of where our industry was during that moment in time. That year, 1944, was towards the end of World War II, and America was in the thick of it. Propane was important for the war effort. It was also an important year, as it was when the Texas Butane Dealers Association was formed. If you’ve ever wondered what your checkoff dollars get you, turn to page 14 for a rundown of the many, many programs that ProCOT participated in during 2023. From Duty to Warn safety brocures and calendars, to propane appliance rebates to consumer marketing, there’s a lot going on there. Your ProCOT team works hard to manage all of these programs. And finally, take a look at this month’s Propane with Purpose on page 30. Tom Townsend, a military veteran and also military collector and re-enactor, turned his hobby into a profession. He rents out vehicles and artillery for movie sets. You won’t be surprised to find out that propane powers all of his artillery. He’s fascinating! Tracing the Roots of the Bottled Gas Industry

s the association brings back our Look Back series for 2024, TPGA came across an article published in the first ever association magazine, Texas Butane News, that talks about the roots and inception of the bottled gas industry. We had to share this July 1944 article that includes a few updates. Did you know that the origins of propane are tied closely to lighting? This nearly 80-year-old article reminds us about propane's humble beginnings.

a spectacular display of brilliance. This turning point not only attracted crowds but also led to the formation of the Gas Light Company of Baltimore. Despite facing challenges from established lighting methods like candles and kerosene, gas lighting began to carve its niche in the American landscape. The Gas Industry’s Evolution

A Historical Prelude

Before electricity became widespread to allow for general public use, gas was the most prevalent method of outdoor and indoor lighting in cities and suburbs, areas where the infrastructure for distribution of the gaseous fuel was practical. More than two hundred years ago, the visionaries of the gas industry began experimenting with the distillation of coal gas in England. William Murdock, a construction engineer for the legendary James Watt, embarked on a journey that would ultimately light the path for generations to come. His experiments with coal gas culminated in the illumination of his cottage and office, marking the inception of gas lighting. In 1812, the London and Westminster Gas Light and Coke Co. was formed with the explicit purpose of supplying gas for illumination. This marked the organized foray into gas lighting, setting the stage for what would later become a revolution in the energy landscape. The advent of gas lighting, initially met with skepticism, laid the groundwork for a transformative era in the energy sector.

From Candlelight to Gaslight

The journey of gas lighting faced early setbacks in America, where initial attempts to sell the concept faltered. It wasn’t until Rembrandt Peale, the manager of a Baltimore Museum, took center stage in 1816 that gas lights found their spotlight. Peale, driven more by curiosity than industry interest, installed a gas-making machine in his museum, turning the night of April 23, 1816, into

The manufactured gas industry encountered several crises in its 128 years of existence in America. From competing with candles to facing the revolutionary impact of Thomas Edison’s electric light in 1880, the gas industry weathered storms of change. Yet, it pivoted and adapted, shifting its focus from gas lighting to domestic and commercial applications such as cooking. The Welsbach mantle light, a pivotal innovation, enhanced the efficiency of gas lighting, but the electric light’s inexorable rise posed a new challenge. Undeterred, the gas industry diversified into areas like domestic and commercial cooking, fortifying its resilience against changing times. Discovery of Propane

“In 1910 Dr. Walter O. Snelling, a chemist and explosives expert for the U.S. Bureau of Mines, was contacted to investigate vapors coming from a gasoline tank vent of a newly purchased Ford Model T. Dr. Snelling filled a glass jug with the gasoline from the Ford Model T and discovered on his way back to the lab that volatile vapors were forming in the jug, causing its cork to repeatedly pop out. He began experimenting with these vaporous gases to find methods to control and hold them. After dividing the gas into its liquid and gaseous components, he learned that propane was one component of the liquefied gas mixture. He soon learned that this propane component could be used for lighting, metal cutting and cooking,” reports the National Propane Gas Association. Recognizing its potential, Snelling patented a method for processing and producing liquefied petroleum gases, that primarily included propane. He later sold this propane patent to Frank Phillips, founder of Phillips Petroleum Company, for $50,000. In a 1912 article by The New York Times, the newspaper reported Snelling’s finding, reporting that, “a steel bottle will carry February 2024 • Texas Propane

enough to light an ordinary house for three weeks or a month.” The New York Times reported that Snelling found a way to “extract element of natural gas that give the greatest heat and energy…One advantage of the new gas is that it will give five times the light of coal gas and eight times as much as natural gas.” The Times went on to report that “For every gallon of petroleum taken from the ground, more than a gallon of gas goes to waste, and it is that waste that the doctor is able to conserve.” The doctor being Snelling. Bottled Gas Emerges: A Portable Revolution

Fast forward to the late 1920s, and a new chapter unfolded in the annals of the gas industry with the emergence of the retail bottled gas business. This marked the birth of a portable energy source that transcended the limitations of city mains. The versatility and convenience of bottled gas installations found a place in various locations, from dining cars and remote regions like Moosehead Lake to even atop the lofty peak of Mt. Washington. Propane, a key component of bottled gas, became the fuel of choice.

Resilience and Growth

As we fast forward to the present day, the retail bottled gas industry has not only survived but thrived. From its humble beginnings of just over two and a half million gallons in 1928, fast forward to present day, and in 2022, the U.S. propane industry reported retail sales of 9.84 billion gallons with 493 million gallons sold in Texas representing 776,686 accounts. The versatility

of the fuel from its original inception has morphed beyond lighting and cooking to whole home and business solutions. Looking ahead, the propane industry is actively investing in new technology like microgrids, upgrading current applications, and even renewable propane production. The Enduring Legacy of Bottled Gas

As we reflect on this journey, it’s imperative to acknowledge the profound impact of bottled gas in emergencies and industrial applications. During wartime, the industrial demand for LP gas surged, finding utility in shipyards and war industries for heating, cutting and heat treating. The enduring legacy of bottled gas has seen it coming to the rescue during disasters, providing cooking and water heating facilities within hours. In the face of the present challenges, including the everevolving energy landscape and regulatory hurdles, the propane industry stands resilient. Propane, with its clean profile, portability and diverse applications, remains a critical fuel in the energy sector. The Texas Propane magazine pays homage to the pioneers and innovators who founded the bottled gas industry. From the flickering gaslights of the past to the portable and versatile propane of today, the evolution has been nothing short of extraordinary. The industry’s commitment to progress, resilience in the face of challenges, and dedication to serving the community exemplify the spirit that continues to nurture the flame, illuminating the path into an energy-efficient and sustainable future. In 1944, the height of World War II, it was a pivotal year for the Texas propane industry with the formation of the Texas Butane Dealers Association (TBDA), spearheaded by President Elmer L Atkins of Fort Worth, TX; Vice-President James O White of Dallas, TX; and Secretary-Treasurer Gus J. Moos. The association established its first office in downtown Austin and published its inaugural magazine, the Texas Butane News, graced with advertisers like Gas Equipment Company that we still see today. The campaign reached Texans through a variety of channels, including web advertising, radio advertising, TV advertising, and display banners.

The Council is in its third year of implementing a rebate to consumers to help incentivize the adoption of propane appliances and informing their propane retailers that new appliances have been installed by requiring a safety check. In 2023, consumers could apply for rebates through their propane providers for water heaters, boilers, furnaces and hybrid furnaces.

Our longest running project is our Propane Consumer Safety Tip & Recipe Calendar. The calendar not only highlights important residential propane safety tips, but also features reminders to check your gas gauge monthly and the importance of scheduling early fills in the months leading up to the heating season. In 2023, the Propane Council of Texas (ProCOT) majorly revamped the Propane Employee Gas CSR Guide and supplied propane companies with complimentary copies of this quick reference guide that gives your office personnel quick answers to customers most commonly asked questions, from what do if they smell gas to tank distances. In 2023, ProCOT held our annual Propane Emergencies Training for Texas firefighters and the propane industry at the world renowned TEEX Brayton Training Field. Both emergency responders and propane retailers received continuing education credit for the two-day training. In addition, we sponsor other firefighter events like the Texas Fire Educators Conference attended by fire educators across Texas, letting them know about both state and national propane training opportunities. The Propane Council of Texas looks forward to 2024 to continue to offer consumer education campaigns, propane industry resources and market outreach. Four Steps to Calmer Customers simple steps you can follow to masterfully navigate these challenging customer situations. We call this the ASAP technique. STEP ONE: Apologize and Acknowledge

The unfortunate reality of working in a customer-facing position is that sometimes, customers will be unhappy with your product, service or company. In some unfortunate situations, those customers might even be irate. As difficult and unfair as these situations can be, they often ultimately boil down to the customer wanting recognition of their problem or frustration from a representative of the company – in this case, you. In most cases, when dealing with irate or otherwise upset customers, a customer service representative’s main task is managing their feelings. The secondary task – which is often much easier – is to fix their problem. By your evaluation, their anger might not even be proportionate to the problem that they’re reporting. However, the disruption or impact from this problem could feel like a huge deal for them in the midst of other stressors or events in their life. For this reason and many others, it’s imperative that customer service representatives handle irate customers with a bit more care. Luckily, there are four

As we’ve already explained, 80% of handling irate customers is managing their feelings. In many situations, simply acknowledging that you can tell the customer is upset and offering a sincere apology will go far in diffusing their anger. Customers are likely to enter the interaction defensively, already prepared to have to fight to be heard by the company or to have their problem fixed. So, start with an apology to let the customer know right away that you’re on their side and ready to help. For instance, a customer interaction might begin with the customer saying, “Your technicians were supposed to be here at 9am and it is 3:30pm now! I’ve not had any information from your company to let me know why it’s so delayed, and I’m ready to cancel my services from you altogether!” Using step one of the ASAP technique, you would reply, “I apologize for the inconvenience that this delay must be causing you. No wonder you’re upset.” Rather than needing to be on the defensive still, the customer can start to understand that you’re making steps towards a solution.

STEP TWO: Sympathize and Empathize

Now that you’ve offered a genuine apology and an acknowledgement that the customer’s concerns are valid, it’s time to put yourself in the customer’s shoes and consider how you would feel and how you’d like the situation to be handled. You might now say, “I can understand why you’re frustrated if you were expecting our technicians hours ago.” This again validates the customers feelings and helps in building rapport with them, even in the midst of heightened emotions.

STEP THREE: Accept Responsibility

The next step towards diffusing the situation is to accept responsibility. While a heartfelt apology can go a long way, the customer also needs to know that the company understands and takes responsibility for the disruption or problem caused. This step also indicates to the customer that you won’t just stop at understanding their frustration – you’re going to work to solve it, too. For step three, you might now say to the customer, “Let’s see how I can help.” The next key statement here is to reintroduce yourself – “My name is Charlie, and I’m speaking with…?” This reintroduction signals a turning point in the conversation. It offers a fresh start and another personal rapport-building opportunity.

STEP FOUR: Prepare to Help

Now that you’ve successfully diffused the situation and you’re speaking with a calmer customer, it’s time to put your plan into action and solve the customer’s problem. A good place to start in developing your plan of action is to ask the customer to describe what happened in more depth so you’re able to fully understand the situation. Automative Training: PERC Grants Available for Propane Autogas Curriculum Adoption Tech Schools, Community Colleges & Education Institutions Encouraged to Apply search Council (PERC) launched the Autogas Vehicle Inspection Grant Program, aimed at providing enhanced hands-on learning experiences for students. The program focuses on PERC’s propane-specific curriculum, “Propane Autogas Vehicle Inspection Introduction for Automobile Service Technicians,” designed for a one- to two-week curriculum spanning approximately 20 hours. Grant Program Overview

Schools and career centers across the country can soon earn up to $7,500 in grants to add propane-specific autogas training and equipment to their classrooms. Last month, the Propane Education & Re-

The grant program is structured to strengthen the professional service network by upgrading the knowledge and skills of current and future automotive professionals. It also aims to introduce students to a wider range of career opportunities post-graduation.

Eligibility and Application

Open to all U.S. educational institutions and career centers, including tech schools and community colleges, willing to expand their curriculum with propanespecific material. Eligible recipients can apply for grants, with funding of up to $7,500 available per institution.

Limitations and Funding Availability

Each school is eligible for one grant, and funding is limited. Institutions are encouraged to apply early to secure their spot in the program.

Grant Allocation

Approved grant recipients will receive


funding to be utilized for various purposes, including the acquisition of a new autogas-specific training board for the facility, covering travel costs for instructor training, and promoting the new class offering to prospective students. Training and Resources

PERC commits to providing standardized training boards, digital instructor tools, student workbooks, curriculum, and other resources to grant recipients. The hands-on component aligns with the curriculum, ensuring a comprehensive learning experience.

Program Curriculum

Available through PERC’s Learning Center, Propane Autogas Vehicle Inspection Training: Introduction for Automobile Service Technicians is an introductory course for automobile service technicians looking to understand propane Autogas components, systems, and operations. There are four lessons in this course: Propane Fuel, Safety Considerations, Propane Vehicle Systems and Component Operation, and Vehicle Inspections.

Course Objectives:

• Understand propane Autogas components, systems and operation • Practice Propane Safety Considerations • Be able to use/locate info in NFPA 58 specific to on road propane Autogas systems • Perform Propane Autogas inspections • Present customers the inspection results following the RIM approach • Ability to document and follow the 3 C’s of vehicle repair “By placing propane-based curriculum in schools with trained instructors and ensuring relevant content is available via The Learning Center, learners in all stages of their career can find the propane education to fit their needs,” said Elena Bennett, PERC’s senior manager of industry training and education. Role of Marketers as Program Advisors

Marketers are sought to serve as program advisors for participating schools in their communities. Responsibilities include advising instructors on propanespecific queries, addressing the class on propane-related topics, and ensuring the curriculum is effectively taught.

Applications for the grant program opened on January 2, 2024, and will be accepted until March 29, 2024.

Light-Duty Motor Vehicle Purchase or Lease Incentive Program (LDPLIP)

The Light-Duty Motor Vehicle Purchase or Lease Incentive Program (LDPLIP) administered by the Texas Commission on Environmental Quality (TCEQ) provides rebates first come, first served statewide to persons who purchase or lease an eligible new light-duty motor vehicle powered by liquefied petroleum gas (LPG). The rebate is $5,000 for converting or purchasing a qualifying LPG vehicle under 10,000 lbs. The deadline to apply is March 22, 2024.

Checklist The vehicle purchase was made after September 1, 2023, and before March 22, 2024. The sale or lease of the vehicle must be from a Texas dealership and if converted, the conversion must physically occur in Texas. LPG's fuel system is EPA-certified and listed on TCEQ's LDPLIP Eligible Vehicles List. The vehicle has a dedicated or bi-fuel LPG fuel system installed prior to the first sale or installed within 500 miles of operation of the vehicle following the first sale. The vehicle has a range of at least 125 miles.

In Memoriam

Walter Lowery Thompson was born on a farm just southeast of Weslaco, Texas, on October 21, 1936. His parents moved to South Texas in 1931 in the beginnings of the Great Depression to be near his grandparents who had moved to the Weslaco area in the late 1920s. Growing up, during the summers he would help with work at his family’s business, Border Butane, started by his father, TPGA Past President Paul Lowery Thompson, which he would later take over running in the early 1970s. In 1976 he merged the business with Bell Butane and renamed it Federal Petroleum. He would run the company until he sold it in 2011. He is survived by his wife, Sherry, his son Kent Thompson, formerly with his family-owned Federal Petroleum now with the Railroad Commission of Texas, his brother Donald (Mary), his grandchildren Courtney, Kyle, Jeremy, Michaela, his great granddaughter Lily, as well as many nieces and nephews. Dorothy Walzel Tomascik passed away on December 30, 2023, at the age of 97. Dorothy's life was marked by a commitment to hard work and service. Dorothy married Jack Walzel, Sr. in 1944 during World War II. She was a secretary at Pyote Air Force Base and later a bookkeeper for a gin in Buckholts. Over 30 years ago, when her son Jack Walzel established Tri-Co Propane, Dorothy stepped in as a key figure, serving as the company's secretary and bookkeeper. Her dedication, support, and tireless efforts were instrumental in shaping Tri-Co Propane into the successful business it is today. Additionally, Dorothy dedicated over 60 years to farming and ranching. Dorothy is survived by two sons, Jack Walzel, Jr. and Dale Walzel, both of Rogers, as well as 4 grandchildren and 7 great-grandchildren. Our thoughts and prayers are with the family. Charles Keith Ellis passed away January 7, 2024. Keith served as the assistant manager for many years at Consumers Fuel in Abernathy and was also a master propane mechanic. When Consumers Fuel sold, he worked several years for Acuff Propane in Acuff, Texas, as the manager of operations. Keith’s passion was loving people. He was a dedicated husband, a great dad to his children, a fun-loving “Poppy” to his grandchildren and a wonderful friend to everyone who was fortunate enough to cross his path.

The Propane Education & Research Council (PERC) invites America’s plumbing and HVAC instructors to apply for our Train the Trainer, HVAC program, as well as propane marketers working directly with the schools chosen to attend, to learn the fundamentals of how to safely work with propane. Nominate your HVAC Trainers from local schools in your communities today to attend and strengthen your programs in your area. There are two levels of training available this year: for high schools or other educational facilities where the instructors are new to teaching or do not have a strong understanding of how gas systems function, the PERC is offering a train the trainer on the eight-hour Overview of Propane Distribution Systems course. For community colleges and other higher educational facilities where the instructors are more senior and understand gaseous fuels in HVAC systems, PERC will offer the train the trainer on the full 80-hour curriculum, HVAC and Plumber Technical Training. 2023 Propane Appliance Rebate Applications Extended Deadline February 15, 2024 `NPGA’s Benchmarking Council provides opportunities for propane marketers to discuss business practices with other marketers who share the same challenges. During meetings, the Council may discuss topics including employee retention, performance, marketing, safety, insurance, and supply outlooks. The Council has 110 members divided among 10 groups and each group welcomes new members.

The Propane Council of Texas (ProCOT) has extended the deadline for its 2023 Appliance Rebate Program due to historical low temperatures and inclement weather that hit us in January. Rebate applications must be submitted by no later than February 15, 2024. Rebates include $300 for a new propane boiler or furnace and $300 for a propane water heater, with a $600 cap per Texas household or business.

People in Propane Hino Gas Celebrates 60 Years

Congratulations to Hino Gas, members of the Texas Propane Gas Association, for an impressive 60 years in business. In 1963, Alejandro Hinojosa Sr. laid the foundation for Hino Gas, a thriving propane business that has become a testament to his entrepreneurial spirit. Hinojosa Sr. foresaw and met the propane needs of rural communities. “His foresight into the agricultural market’s propane needs, especially during the 1973-74 oil embargo, propelled Hino Gas to new heights,” reported the International Business Times. His visionary move into converting commercial truck fleets for the dairy industry in the 1970s marked a pivotal moment for Hino Gas. Despite challenges, the business thrived, and Hinojosa Sr.’s legacy lives on through his son, Alejandro Hinojosa Jr. (Alex). Alex, now the sole owner of Hino Gas, reflects on his father’s dedication, emphasizing the customer-centric approach that has driven the business’s sustained success. As Hino Gas celebrates its six-decade milestone, the company stands as a shining example of resilience and commitment in the LP gas industry. Hino Gas has 26 employees in Harlingen, Brownsville and Port Isabel. The majority of these employees have worked with Hino for 10 and 15 years or more. Hino Gas now serves approximately 9,000 residential, commercial and industrial customers in Cameron, Willacy and Hidalgo counties in Deep South Texas. Congratulations to Paula Wilson on her retirement. Most recently, Paula served as the Director of Industry Engagement at the Propane Education & Research Council (PERC) for 8 years. Before that, she built on her extensive 32-year tenure at AmeriGas, where she previously held the position of Director of Marketing. Notably, Wilson served as the first woman to serve as chair of the PERC Council before transitioning to PERC as staff member. Throughout her time at AmeriGas, Wilson earned recognition in the industry for her significant contributions, dedicating numerous years to volunteer service. Her involvement extended across various roles within both the National Propane Gas Association (NPGA) and PERC. Propane Provides Power for Movie Magic

Tom Townsend of Rusk, Texas, founded Toyland Combat Vehicles in 1995 kind of by coincidence. He was both a military vehicle collector and a World War II reenactor at the time that Courage Under Fire, a movie about a friendly-fire incident during the first Gulf War, was filming near El Paso. To recreate the extensive battle scenes the producers had purchased a dozen early postWorld War II British Centurion tanks from a collector in Australia and rebuilt them to look like M-1 Abrams. The regular army crews hired to operate them immediately proved to be unfamiliar with the primitive mechanics of 50-year-old armored vehicles with steering levers, crash box transmissions, and 90-lb. clutches. The producers went looking for old ex-tankers, museum volunteers and military vehicle collectors. They found all three in Townsend, and he was hired. “The job proved to be two weeks of pure fun and no sleep, driving a fifty-ton tank through fire and smoke, but without anyone actually trying to kill me,” Townsend says on his company website, www.

MilitaryFilmFleet.com. “I fell in love with the filming business, so I began enlarging and tailoring my own collection of combat film vehicles to fit the needs of movie and television production.” “Nowadays, I enjoy sharing my vehicles with the film industry, as well as lending my historical and experiential knowledge to projects,” he said. All of Townsend’s artillery are real weapons. He welds a chamber to the end of the barrel and runs two lines through it that supply propane and oxygen. The propane and oxygen mix provide 95 percent of the correct noise and more than 100 percent of the fire that the weapon would normally show. Using the propane/oxygen mix is a much cheaper method than blanks. For instance, the Browning .50 Machine Gun fires 600 bullets a minute and they cost $5 each. “When I rent out the Browning it uses about $30 of propane for the day.” He uses the canisters that welders use for both propane and oxygen. His movie set artillery includes: • Flak 30. Probably the

only one in private hands. His is a German WWII 20mm anti-aircraft gun, which fires off propane and oxygen and the proper rate. It is primarily a reproduction with some original parts. Tows behind light vehicles such as the Kubelwagon. • British Bren Light Machine Gun. Entered service after WWI, continued thru Vietnam. Used by British and Commonwealth forces as well as French Foreign Legion and many others. • US Browning .50 Caliber Machine Gun. MA2 “MA Deuce” in service from the beginning of WWII through current day. He has three and all can be ground mounted on tripods or vehicle mounted.
