Task force formed Dryden Rail Trail’s grand to battle nightlife opening this weekend problems

A

t the behest of Mayor Svante Myrick, the Public Safety and Information Commission voted Monday night to form a task force called the NightLife Safety Team to combat issues with alcohol and nightlife in downtown Ithaca.

The full list of goals for the task force aren’t yet known, but generally speaking, they will be assessing the downtown nightlife situation and generating ideas to make it safer and more comfortable for all different kinds of patrons. Presenters at the meeting included local DJ Ben Ortiz, Naomi Barry of the Advocacy Center, Lindsey LeBlanc of the Watershed bar, hospitality manager and paralegal Aleshia Akers and local event organizer Johnny Tunnel, all of whom will serve in some sort of advisory role to the commission’s task force or will work with the group itself.

The problems mentioned Monday night aren’t necessarily new, such as overserving, overcrowding of bars and often lackluster bar security, but they had reached what seemed like a new level of urgency after several people reported to the Ithaca police that they feared they had been drugged at undisclosed downtown Ithaca bars during late March. The police are still investigating the incidents. There was also an incident in April that involved a fight on the Ithaca Commons allegedly after a woman was inappropriately touched, though that story has taken on a different tone due to questions about the police’s conduct while making arrests after the fight.

he Town of Dryden Rail Trail Task Force will host a celebratory event for the grand opening of the Dryden Rail Trail on May 11.

The new trail will connect the villages of Dryden and Freeville using what used to be a Lehigh Valley railbed. The trail is part of the Dryden Rail Trail Project, a 20-mile-long trail that will also include the Jim Schug Trail and the East Hill Recreation Way. Bob Beck, chair of the

Rail Trail Task Force, told The Dryden Courier back in March that one of the biggest challenges of this project was obtaining easements between the Town of Dryden and 38 landowners who have owned sections of railbeds along the trail since the early 1980s.

“We’ve had the task of gaining trail easements from those current owners to allow […] the construction of the trail and public access for trail users, and we’re making huge

progress in our three years of effort where we have most of those landowners on board,” Beck said. “Most have signed agreements, and we’re still working with some because there are 48 land parcels owned by 38 different owners. It was a huge, huge challenge, but it’s working very well.”

There will be an array of festivities held at the opening of the trail. Starting at 7:30 a.m., there will be a bird walk starting at the Freeville entrance of the trail, followed by several nature walks beginning at 10, 10:30 and 11 a.m..

Also at 10 a.m., the mayors of Freeville and Dryden will lead a pack of individuals from both entrances of the trail to walk toward the center, where speeches will be made and a faux golden spike will be driven into the ground as a sort of ribbon-cutting moment to officially open the trail. Also at that time, a 5k run and walk hosted by the Town of Dryden Recreation Department will begin, with a $10 registration fee. All proceeds from the 5k will benefit the Dryden Elementary School PTA. The first 60 participants will receive a train whistle.

People are encouraged to dress up in their best train-themed costume, as there will be a costume contest.

“I’m looking forward to seeing families and kids come out and run and walk on the trail and then stick around and stay for the celebration afterwards,” said Melissa Reynolds, vice president of the Dryden PTA. continued on page 11

Alternatives celebrates 25th Anniversary of Living Wage Study

T

his year marks the 25th anniversary of Alternatives Federal Credit Union’s Living Wage Study.

What started as an in-house means of ensuring their workers were earning fair wages became a regional benchmark for how businesses should be paying their workers.

In honor of this, Alternatives released their 2019 study and held a panel discussion on May 3 about how a living wage affects not just workers at the company but across the county.

Karl Graham, chief of community development at Alternatives, moderated the panel, which began with Leni Hochman, former chief operations officer at the bank.

Hochman was instrumental in conducting the first living wage study back in 1994. Hochman realized the need for this study when she discovered that certain Alternatives employees were having trouble affording life in Tompkins County, which sparked her to find what would be a decent wage

The majority of the crowd was, predictably, opposed to the project. That was telegraphed long ago, as the Library Place proposal has seemingly met controversy along 8–14,

Graham went on to address the updated numbers in this year’s study. The study is calculated for a single person with no kids and one car living in Tompkins County. Since the previous study was done, the living wage increased to an average of $29,696. The study reports that rents have gone up 4.3 percent between 2016 and 2018, from an average of $937.00 to $978.00. Most other categories,

such as food, transportation, healthcare, recreation, savings, and taxes, increased between 2016 and 2018. The one area that decreased was the cost of communication, meaning internet and cell phone-related costs.

One addendum on the study since its inception, the cost of childcare, is broken into three categories: care for infants, care for toddlers, and care for preschoolers. Infant care saw the most substantial increase, rising by 56.2%.

Rates went up from $1,201.06 to $1,877, or $22,524 a year.

Following that was care for a toddler, which increased by 44.4% from $1,130 to $1,632, or $19,584 a year. Finally, care

The Library Place project remains what it was: an agerestricted active senior living facility, with 67-units of one-, two- and three-bedroom apartments. There will be many senior-focused amenities, including certain home health services, an on-site cafe, an exercise facility and others.

Perhaps surprisingly, the commentary was not all negative, particularly the first few speakers. Former Tompkins County Democratic Committee Chair Irene Stein was the first to address the crowd, voicing positivity for the project and the lifestyle options it would provide for senior citizens.

“I strongly support the abatement for this excellent project,” Stein said. “It strongly supports seniors being able to stay in their homes and a lifestyle that is positive.”

Former legislator Jim Dennis also spoke in support of the project’s tax abatement, talking about the adversity the project had faced, in the form of redesign suggestions from the Ithaca Landmarks Preservation Commission (ILPC) and anger which arose last year over the project’s asbestos removal plan. Former developer Mack Travis, Frost’s father, also lent his voice in support of the project. Fall Creek resident Bill Demo additionally came out to support the tax abatement, arguing that the project filled a void in Ithaca housing by catering to the active senior citizen population, although he

acknowledged that the project lacks an affordable aspect.

Outside of those people, though, the crowd was largely against granting the abatement.

Mac Carden, one of the youngest people to speak, came out against granting an abatement for the project, saying it would contribute to the gentrification of his neighborhood.

“I understand that there’s a shortage of housing for seniors in Ithaca, but it needs to be addressed in an affordable manner so it can cater to all seniors in Ithaca, not just those with the most disposable income,” Carden said.

Notable affordable housing advocate Teresa Alt also showed up to reiterate her customary complaints against tax breaks to non-affordable housing proposals, and environmental activist Walter Hang argued against the project’s abatement, though he based his comments heavily on environmental reasons as opposed to the affordability worries stated by others.

Making a Difference W

hat does it mean to make a difference? We often follow this imperative. It carries the weight of responsibility with the idea of change or to make an improvement. There are a lot of causes to help in the world. Making a difference is solicited every day. It can feel impossible and futile when the opposing forces are all so big.

I received a message on Facebook. It was a woman from another city with an unfamiliar name. I was cautious to open a message from someone I didn’t know.

As if I might open a door and welcome in a hacker to inspect all the contents of my home. She said we met in 1994.

She explained: Her name is Jessica. We met in 1994 on Ithaca College campus when she was attending a summer program. One evening, way back then, she and I spoke through her dorm window. In that conversation we discussed food and I talked about a thing called vegetarianism. At the time she wasn’t familiar with the term or diet choice to eliminate meat.

Jessica did care about animals and was interested in the humane treatment of animals. She then decided to become a vegetarian and has not eaten meat since.

She remembered me, my name, and

attributed the choice to not eat meat to that conversation we had through the window many years ago. Recently someone in her office said my name. It was a different Jesse but it prompted her to search for me and send a message.

I was raised on a mostly vegetarian diet. Often drawn from a cookbook that had a broccoli tree on the front. Rice, squash, spaghetti, salads, etc. My mother would cook some chicken or fish but today is still not comfortable cooking red meat. As an adult I had stints of being a true vegetarian. Once after not being able to clean the fish I caught. Despite having done it a hundred times I was morally distraught and couldn’t do it anymore. I felt I couldn’t eat what I couldn’t kill so I refrained from buying any meat. Another vegetarian chapter was after being a prep cook in professional restaurants. I prepared meat by the tons. Separating, slicing, washing, baking, boiling. It was from food factories, it was off trucks, and the ability to serve it was all teetering on the line of temperature. Between the slime, the juice, and the likely chance of botulism, I couldn’t eat it anymore. Even-

In cities where the human population is further removed from nature than we are (no lake or creeks, fewer parks and trees, bigger highways), morning arrives with rude motor sounds and rumbling traffic. Here the main noise comes from small feathered vehicles which are alive and can fly, so the sound is lighter than droning cars and trucks, but no less insistent than that type of traffic nor the due daybreak.

“Get up, get up, get up” is the message (one supposes; it might as well be) through your bedroom window, from their nests to yours.

The choral presentation starts well before dawn and you don’t really notice when it fades because you get used to it and stop paying attention. Of course this is a relevant indicator of how most days proceed entirely.

Once you’re up and have dismissed the birds from your senses the main matter most mornings (that is, for most of us) is coffee. Maybe food, if you can think that far ahead about requirements of life. A lot of us can’t or don’t.

Scheduling is a mighty concern in the morning, a time when you have more crucial things to do than anytime else all day, and not a lot of time to do them; and in going to work there are people who will notice (and mind) if you haven’t accomplished things as quickly as they have, i.e. arrived at work on time.

Thus, “What time is it?” is probably the most frequently asked question in the world, at least to oneself, at least before 9 a.m. It will cross the mind of the conscientious every few minutes in reckoning how rapidly the exploits of exiting the house must be executed, or if any must be excised.

Of these exploits: Shaving is a must for those who need to, even in casual Ithaca, unless willing to attempt an aspect of

competence at work while looking like Adam Sandler.

Scrutinizing the fit and fitness of one’s clothing is nice, but not strictly necessary in Ithaca, at least not every single day, as our customarily lax dress code will allow for the occasional pass on sharpness or strict propriety. (Still, an aura of hamper is best avoided.)

In terms of performance and punctuality, there are two kinds of people in the world: one, who when faced with a fiveminute deadline for a necessary act (such as leaving the house), thinks “I only have five minutes,” and one who thinks “I still have five minutes.”

There is a world of difference between that “only” and “still.”

The “still” people are the ones in the morning recklessly speeding and tailgating and desperately trying to pass, mouthing the words “come on, come on, come on” like a prayer, or curse.

In Ithaca, the three main highways (such as they are) do not promote passing very readily (one lane in each direction much of the way) for the harried hurried.

Even if they did, even when passing occurs on these roads, the passers and the passed are soon reunited at the first traffic light in town, indistinguishable from one another in position and deployment, although the passers can be recognized as the ones now mouthing “come on, come on, come on” at the light.

Everyone everywhere thinks driving is tough where they live, but while Ithaca has occasional slowdowns and tie-ups, it rarely has bona fide traffic jams.

A bona fide traffic jam is when you can’t move or exit, and you have a nearempty gas tank or a near-full bladder, and far cry of hope or relief.

This doesn’t happen on road configurations in Ithaca, unless you are really unprepared, which means the jam you’re in is your own doing.

For guidance and good example in your day, maybe harken back to the birds of the morning. They neither hurry nor worry. They get up early, thus can greet the day with a song. How about us?

tually these feelings faded and meat was included in my diet again. But I did want to reduce my impact. I claimed to be a discriminating omnivore eating less meat than the average American and shopped for organic local meat when available.

That was my compromise between the menu and making a difference.

In 1994 having a vegetarian diet was difficult. Today we also have the cue from climate change. Being vegetarian is taking on a new role as important and being recognized for its principles based in sustainability and humane treatment. Red meat is a leading cause of deforestation and greenhouse gas emissions. The United Nations considers becoming a vegetarian one of the most important things we can do to prevent a future with the very likely and catastrophic ecological events such as species extinction and global warming. That is, if you are a vegetarian you are making a difference by not supporting the meat industry in your choices.

With environmental concerns changing and the feeling that I had to do something, the feeling that I had to make a difference, I volunteered to serve on the City Conservation Advisory Council.

For five years I worked with commitment and ambition to help the City be a steward of environmental values. After so many hours of meetings and failed initiatives I began to feel disenfranchised.

With a claim to victory of saving two or three trees, and little more, it felt pointless. The system of policy and status quo was strong. The interest to change and improve the environment was small compared to the politics behind urban development. It wasn’t making a difference and I began to say under my breath why bother? My term was expiring and the city was eliminating the advisory council.

It answered the question for me.

A few of my friends did go to that sum-

mer program in high school and I did go visit them on campus. One evening I was kicked out of the dorm by an RA when we exploded in laughter and made too much noise. I went outside and loitered in the yard, until someone said hello through a window. I don’t remember Jessica or that conversation. It’s hard to fathom my making a difference in her life but she wrote to share the story with me and say thank you. I give credit to Jessica for making the decision to be a vegetarian and sticking to it. The resolve and persistence in her choice about her lifestyle does make a difference. Her message was also a reminder to me that every effort counts. Every action and each moment can or does make a difference. She has had a tremendous positive impact on the environment.

She sets an example for her son and students. Her words also bolstered me when I needed it most, when I felt outnumbered and disillusioned. It made a difference in my life when I thought it pointless to keep doing these things when no one else helps to make a change.

This year I am committed to growing more vegetables in my garden and I signed up for a CSA (Community Supported Agriculture). It encourages me to have a healthy diet and vegetarian meals.

It also supports the local farm network and reduces negative impacts caused by my food supply (pesticides and transportation). I try to buy organic as much as possible and I have slowly reduced our meat centric meals for dinner. A healthy body and sustainable lifestyle are priorities for me. I am aimed towards eating even less meat and planting new trees on my land. And I will be emailing my representatives to reintroduce the Storm Water Management report to our City. I recently bumped into the water commissioner. We talked about that report. He reminded me that we had worked hard on it and the suggestions can make a difference in our watershed. He said, “I really appreciated your tenacity.”

am writing to express concern about the continuing attacks of the Trump administration on access to health care. Unable to repeal the Affordable Care Act, the administration is implementing more subtle policies that chip away at access to affordable healthcare, particularly in the area of reproductive health services. One such policy scheduled for implementation is the gag rule imposed on health centers that receive Title X funds. This rule will deny Title X funding to Planned Parenthood on the basis of its commitment to providing a full range of reproductive healthcare options that includes abortion. Title X funding enables Planned Parenthood to offer reproductive healthcare to underserved communities such as lower income and rural constituents. The local Planned Parenthood of the Southern Finger Lakes serves over 7,000 patients through the Title X program

across Tompkins, Chemung, Schuyler, and Steuben counties. Patients receive crucial services such as birth control, cancer screenings, and testing for sexually transmitted infections that they otherwise would not be able to afford. The voters spoke loudly and clearly in last year’s election that access to affordable healthcare is of utmost concern yet the current executive branch of our government is not willing to accept the will of the people on this issue. We must continue to speak out by contacting our legislators and by supporting political candidates who understand and will work tirelessly to protect the right of all Americans to affordable healthcare.

As parents of two children who have each been in ICSD schools since kindergarten, for the past decade we’ve gone to “curriculum night” every fall, where we sit at small desks, listen to the thoughtful plans set for the year by our kids’ enthusiastic teachers, and count our blessings that we have access to excellent teachers, attentive support staff, and forwardthinking public education.

At the same time, it’s no secret that the buildings need attention. We are glad to see ICSD getting ahead of the game with a 10-year plan. One big example -- our two kids went through grades 1-4 and grades 5-8 respectively, toting a water bottle to school every day because the schools’ water was shut off for three years, only just going back on this year. Roofs leak, bathroom tiles are falling off, and learning spaces are tight.

It’s truly impressive that ICSD has figured out a way to address infrastructure needs – plus building safety, and upgrading teaching and learning spaces – all without raising taxes.

If you no longer have children in public school but you did in the past, send out a mental thank you to the generation that came before you and planned ahead so your child could benefit – and vote yes for the next generation.

initial fight, drop all charges related to the incident and apologize, pay medical costs for those involved, discipline the arresting officers, empower the accountability tools of the Community Police Board, and “acknowledge the larger pattern of discrimination against people of color by the IPD.” “Immediately after the incident I asked to review this footage. I saw enough that worried me—so I ordered an internal investigation,” Myrick wrote on Facebook Friday night. “I can’t speak to the details of an ongoing investigation but I can tell you that if the outcome suggests wrongdoing we will take appropriate corrective action.”

On Saturday, in response to the release of the videos, the Ithaca Police Benevolent Association, the police union in Ithaca, issued their own statement on Facebook, appearing to condemn the release of the videos as a politically motivated move meant to taint the police’s image; considering the footage release is simply a factual accounting of the event in question, it’s not quite clear what the PBA’s substantive objection to the release is, aside from claiming that publishing them was premature because there’s an ongoing internal investigation. Myrick and the PBA have long had a contentious relationship, stemming primarily from the lack of a new employment contract agreement for several years between the city and the police department.

“The only purpose this serves is to incite dissention [sic] and hatred towards our members and to encourage civil unrest in our Community, all which are entirely unacceptable,” read a post on the PBA’s Facebook page. “We are concerned

The Elephant in the City Last summer, the Jungle got crowded and dangerous. Is there a plan for this year?

The task force, headed by Ithaca Fire Department Chief Tom Parsons, has met regularly to generate solutions or initia-

tives, but progress has been difficult. That’s left the city without a more advanced plan to address the potential temporary swell in Jungle population, and the issues resulting from it, even with the benefit of last year’s experience.

The initial motivation for the task force, according to Parsons, stemmed from the rise in fires last year, which led to an increased fire department presence at the Jungle. That added to the presence already there from agencies like the Tompkins County Department of Social Services and Family and Children’s Services, organizations like Second Wind Cottages, the homeless shelter and so on. The Jungle’s location, tucked behind a row of big-box retailers along Elmira Road, also contributed to some of the issues because it resides so far out of the community’s eye.

“It’s been out of sight and out of mind, and nobody has really paid attention to it,” Parsons said. “I didn’t really notice it until the fire department started responding in there more often and I got a look-see about what things look like in there [...] It’s not safe and it’s not healthy for the folks living there.”

Months later, though, and Parsons said a variety of factors have contributed to the lack of tangible progress: primarily, a need for resources that just aren’t there in the amounts necessary, at least with the ideas that the city has proposed so far.

“I’m disappointed that more progress has not been made,” Parsons wrote in an email. “The challenges include lack of funding and disagreements between agencies and organizations on acceptable actions.”

The disagreements between public and private entities are another significant obstacle, and create tension among people who are ultimately working toward the same goal. A prime example of this occurred earlier this year, when city officials discouraged Carmen Guidi, the founder and owner of Second Wind Cottages, from building and installing small structures or sheds (8 feet by 8 feet, without plumbing or electric, in Guidi’s words) for Jungle

ditor’s Note: We understand objections to the use of the word “Jungle” to describe the city’s homeless encampment, but considering the universal usage of the term, and the lack of a term with as much name recognition, we decided to use it for this story.

For decades the Jungle has existed in some form as the de facto homeless encampment for Ithacans and others unable to find housing in the city, but who still want to live near downtown. The Jungle’s attraction is a place for its residents to remain largely unbothered, with the bonus of being out of the way, off of Elmira Road in a clear field that meets dense woods, so as to not attract the attention of authorities. But that relies on the Jungle never becoming too big or too unruly that it demands attention from officials and authorities, which has become less and less the case recently, particularly over the last year, according to advocates and reports.

For those involved, it’s well known that last year, the Jungle’s population swelled.

While the number can fluctuate hourly as people move in and out, homeless advocates estimate that it grew to about 5060 people regularly, far greater than the dozen or so permanent residents, even in the winter. With that growth, crime and violence increased. Several fires damaged or destroyed campsites late last summer and fall, the remnants of which can still be seen months later. But even with warm weather now upon us, and the same situation likely if not certain to play out, it doesn’t appear there will be much change in the city’s approach to managing the Jungle this year. That’s despite the establishment of a dedicated task force that has gathered feedback from many homeless advocacy figures around the community in recent months.

According to numbers obtained from Tompkins County Emergency Dispatch, there is a fairly consistent trend of calls rising during the warmer months, as more people gather in the Jungle, either by necessity or choice. The first five months of 2017 saw only seven calls for emergency dispatch, but in June, July and August there were 31 calls covering harassment, theft, fights and assaults. The situation reached new heights in late 2018: Law enforcement and emergency response both began publishing more press releases about troubles there, concerning structure and tent fires to rising violence. That coincided with a spike in Jungle population from the usual 10-20 daily to closer to 50 or 60 people. While the summer months in 2018 yielded 21 calls, compared to 31 the previous year, September until the end of the year saw 59 emergency response calls, dealing with anything from serving warrants to a rash of fires to plenty of “assist” calls, as well as low-level fights and theft.

That’s what the numbers show, but there is a caveat: some residents of the Jungle would prefer to avoid interaction with law enforcement and authorities in general, so their rates of reporting crimes, fires, health issues, etc. are potentially far lower than the actual incidence rate. Some residents prefer “Jungle Justice,” which mostly involves either kicking someone out of the encampment for a serious enough violation, or settling it another way, perhaps physically.

Another theme arises among Jungle residents and people who regularly interact with them: those who cause the most problems in the Jungle are not actually

residents. They don’t have nearly as much stake in the Jungle’s future and what befalls its residents, and often they aren’t actually homeless. They go to the Jungle because they believe it’s a place the police won’t normally patrol, allowing them to carouse freely. But that behavior can bring tangential issues, like increased crime and violence.

“Not everyone committing those crimes lives in the Jungle,” Guidi said.

“They flee there because they know they’re not going to be pursued. Everybody thinks all these crimes are happening because of the people living in the Jungle. They’re pretty harmless, they’re not perfect, but still. The original Jungle got the same bad rap: they had fights, they had fires, but most of those people were just people that came in, not living there. The poor people stuck living there got the bad rap [...]

They’re good people. They’re just stuck.

There is drug use, sure. There’s a lot of drug use from people in big expensive houses, too.”

“The majority of the violence is not people who are living there, or who have to live there,” Foster echoed. “It’s people who are choosing to use that as a safe haven to do different kinds of criminal activity.”

A common sentiment from advocates and residents was that the police don’t pay enough attention to the Jungle, although the argument can be made that especially with staffing issues, that statement might apply to several places in the city. Homeless people and advocates both have doubts about the frequency of police patrols through the encampment, but for different reasons: Jungle residents tend to believe the police don’t care about them, except if a high-level criminal flees there after a crime, while advocates think

that the police do care, but are choosing a hands-off approach to avoid criminalizing the mere act of being homeless. IPD denies both of these, contending that while they are short-staffed, they make an effort to regularly patrol the Jungle.

“Every call for service that comes in we treat the same [...] whether it’s in the Jungle or Cayuga Street or a business,” Deputy Chief Dennis Nayor said. “As best as staffing allows, the officers assigned to the beats where the Jungle is will go in there on bike patrol or on foot. As much as time and staffing allows, they’ll go in and be a presence there, even if it’s just to make sure everything is okay. They’re people too, and we want to make sure everything is safe.”

RESIDENTS

It seems, at least for now, that the area remains expansive enough that permanent residents can retain some level of separation from the more transient people who come to drink or use drugs; Wayne and Chris, for example, are not worried, despite the concern expressed by advocates and officials last year and in interviews for this story. Another resident, who didn’t want to be named, said “keeping to themselves” is the most effective strategy. Soon, though, the Jungle will undergo a significant decrease in size: the City of Ithaca set a May 1 deadline for people to move their houses or campsites out of the way of a 15acre dredging construction project which will force at least three camps, and maybe more, to be displaced.

While residents seem to be handling that situation fairly well, there’s a larger, persistent fear that at some point the city will tire completely of the encampment and force people to move out again as happened several years ago with the original Jungle.

“I can’t live out there, man,” Chris said, claiming he picked up post-traumatic stress disorder from his 13 years in prison.

“If they kick me out of here, I’ll probably end up in prison again.”

Chris, who’s lived here for three years, is the Jungle’s self-appointed DJ and wakes the Jungle up every day with a song from his speakers between 5 and 7 a.m. He’s working his way back from a recent fire that devastated his former campsite, where he had been planning on establishing a “Jungle Hotel,” a set of tents that could be rented by visitors for nights in the Jungle.

It was an idea that could have helped him make money off of the transient population that comes in and out, but the idea fell apart last month when his tent and adjoining shed were consumed by fire. A friend was badly injured in the fire as well, though he survived. Chris and his girlfriend Desiree survive on a bounty of food salvaged from nearby dumpsters that’s thrown away because it’s past its shelf life, and are always ready to offer some when they have a visitor.

They both don’t seem to mind living in the Jungle. Desiree admitted she used to hate it, but “doesn’t mind it now.” Chris feels like he couldn’t live among conventional society anyway due to his PTSD, so it suits him well. Whether they actually are content themselves, or simply have abandoned optimism that they’ll be able to extricate themselves isn’t clear; whichever it is, they aren’t going to let it defeat them.

That seems to be the attitude of almost all the “Junglers,” as Chris deemed them.

Regardless of who’s answering the question about what to do with the homeless population, or how to most efficiently and effectively help them, the answer comes back to the same, frustration-ridden response: Whatever it is, it’s not going to be easy. And there’s a chance it only gets more urgent as the warm-weather influx comes to the Jungle with less geographical area this summer. While the task force is a positive initiative, it hasn’t yet produced much in the way of new, concrete plans to help people in the Jungle or elsewhere in the city dealing with homelessness; meanwhile, those people remain the most vulnerable among us.

“I wish I could say that we’ve got all the answers, we don’t,” Parsons said. “If we did, everyone would be coming to Ithaca asking, ‘How did you fix homelessness?’”

wo years ago, I wrote about the passing of two local softball legends, Eddie Joseph and Ted MacCarrick, both of whom played in local leagues and brought as much heart—if not speed—to the game in their 70s as they did in their 30s Eddie and Ted passed around the same time, and while I wish I was still showing up at over-70 tournaments and cheering them on, I am so pleased that their names and legacies live on.

I spoke with Amy Kenney, Ted’s daughter, and she was thrilled that the second annual softball tournament to benefit the Ted MacCarrick Memorial Scholarship Fund is coming up on June 1, starting at 10 a.m. at Cass Park Fields #6 and #7.

“We were at my dad’s memorial service and Deb Joseph (Eddie’s daughter) said, ‘We should get some of their friends and former teammates together!’ It grew from there,” Kenney said.

This year’s tournament field has grown from five to eight teams, there will be food, a raffle, a silent auction, a bounce house and a dunk tank to cool off the losing teams. It is a true family effort, as Amy’s two brothers (Paul and Sam) are involved, and given their father was playing softball at age 76, they are not worried about running out of energy.

While the event looks quite typical from some angles, its mission is as unique as Ted himself. In Amy’s words, “My dad was not really that into school. He loved sports, and he loved working, and he started working in his father’s auto body repair business in high school. He bought it in 1969, and to honor him we have created a scholarship in his memory.”

She paused, eager to spell out the caveats… “The scholarship is to be awarded to a Trumansburg senior who is graduating from TST BOCES, and they have to be going into one of the trade professions.”

I asked Amy if they were able to find an appropriate beneficiary last year, and she

could barely wait to get the story out.

“Oh, it was wonderful,” she said. “There is a young woman who was graduating from the welding program, and she had plans to start her own business where she went from place to place and did welding for people.”

That plan faced a bit of a challenge, as the student did not have her own tools, but the scholarship changed that.

“She showed up with some of her family members and spent the day with us at the tournament!” Kenney said. “She helped with selling, and serving, and it was just great. Our family is so thrilled. We love keeping this going in my dad’s honor.”

The news ran across Facebook at the end of April that Clint had suffered a major stroke—related to his long-term battle with diabetes—and his friends in Ithaca and North Carolina hoped and prayed he would pull through.

at bars in the downtown area, yet the ways to deal with them aren’t widespread yet, so the problems manifest themselves throughout the night. What starts with buying an unwanted shot could turn into a forced hug, then something more sinister like following someone out of the bar, etc.

“The frequency where I’m seeing those risky behaviors is incredibly high, but culturally our ability to recognize those behaviors is incredibly low,” she said. “When people don’t actively call out their friends or their colleagues or people that they’re with, the underlying message that they’re getting is that this behavior is okay.”

Lieutenant Scott Garin of the Ithaca Police Department also attended the meeting. He suggested that someone who works the overnight shift be included on the task force in an advisory role, adding that alcohol is easily the most likely culprit for a situation that requires a police response, particularly at certain times of night, in certain locations (like the Commons), and during certain times of the year.

“We’ve had some reported incidents of people using substances to intoxicate people in bars that we’ve been looking into as well, that’s something that’s not usual that has happened lately that has attracted a lot of attention in terms of investigations,” Garin said. “Alcohol and sexual assault and fights are definitely linked, and a lot of the injuries that occur.”

The Watershed is widely thought of as one of the leaders in this type of bar monitoring locally; they strictly adhere to occupancy limits, and they only serve liquor in cocktails, not shots.

Jackson explained that to begin, one potential idea would be for the task force to evaluate bars around the area and ask if they’d want to opt into a safety program run by the Downtown Ithaca Alliance, which would require regular evaluations by the task force. For joining the program, the bar would receive some sort of label or recognition that could be used in advertising or elsewhere. Jackson said that is just a preliminary idea, but that the group could rely on a peer-pressure type of system to get other bars to join.

There was also some sentiment from commission member Mike Comella that other local involved parties should be involved with the task force, such as someone from one of the local colleges and someone from the Tompkins County District Attorney’s office. Jackson said she’s heard concerns from the public about aspects of the city’s downtown late-night hours, and hoped the task force could yield some results for those people.

“We want to give them a voice that’s official,” Jackson said. “The community is very much in favor of this. They’re basically demanding it.”

“We’re really excited to be teamed up with Dryden Rec and with the Rail Trail. It’s a huge project for our area. We’re just hoping to increase the community involvement and bring in some proceeds for the kids of Dryden Elementary.”

All individuals in attendance for the grand opening will receive a train ticket, which they can bring along with themselves as they walk to get stamped at each of the five stations along the trail. Individuals will have the opportunity to turn in the ticket for raffle tickets depending on how many stamps they receive. (One stamp equals one raffle ticket. The maxi-

mum an individual can receive is five raffle tickets.) Certificates to local ice cream shops and restaurants, along with other items, will be raffled off at the event.

Lime Bikes will be available for those who do not want to walk the trail. There will also be food trucks from local vendors as well as live music from Madd Daddy, the local father-daughter duo of Ted and Maddy Walsh. Maddy is the lead singer and songwriter for The Blind Spots, a local rock band. Lilly Gershon, the owner of LilySilly Puppets and the director of the Lilypad Puppet Theatre, will be in attendance to hold a puppet-making workshop.

I will personally miss his regular comments on my column. Despite the fact that Clint lived 500 miles away, he stayed connected to Ithaca and read our paper on the web on a regular basis. He was so positive, so grateful for the exciting career he had, so loyal to his friends. I will miss him.

for a preschooler rose 38.4 percent from $1,074.40 to $1,487, or $17,844 a year. The living wage does not take these costs into account but is on the study as a reference for parents.

After Graham, Mayor Svante Myrick spoke about some of the hardships his family faced when he was growing up. The lack of financial instability often caused tension in his household and was a primary factor in his family regularly moving.

Following Myrick was Ashley Cake, coowner of The Watershed, a bar in downtown Ithaca. She is a certified living wage employer and is the Alternatives board director. Cake spoke about implementing a living wage in establishments that are reliant upon tips. She said getting The Watershed certified as a living wage employer was a no-brainer for several reasons.

“First, because it was easy,” Cake said.

“All but one of our employees is a bartender who bartends for two days over and above the tipped wage. Regularly, our bartenders top out at about $25 to $30 an hour. With the certification adjusted for tipped employees, the only real stretch we had to make, relative to similar establishments, was to pay any untipped hours a $16 wage.”

The number was rounded up, according to Cake, to cover any shifts that are slower than usual, which has only happened twice in the last two-and-a-half years. The Watershed, she said, is able to set the example for other tipped establishments.

Other reasons include opening a dialogue about what it means to be a socially-responsible employer. Because the hospitality industry faces many ups and downs, there are more than enough times when employees are getting by rather than feeling financially free. Cake offered one

anecdote of an employee at The Watershed whose financial situation walks the line between living and surviving.

“One of our employees, for example, is a single mother of two school-age children who spends around $900 a month on childcare for only two nights a week in her home,” Cake said. “Since her shifts go from 7 a.m. to 3 p.m., a lot of subsidized school programs and daycare are not available to her. She wanted me to point out that she is one of the lucky ones, as her parents are still able to help out one night a week and she has a network of support in Ithaca that allows her to save time and money in other ways. Nevertheless, the slower nights at The Watershed, when she pulls down $150 for an eight-hour shift—there is almost nothing left after she pays the babysitter.”

Pete Meyers and Rob Brown of the Tompkins County Workers Center spoke about how they have led a charge to ensure

that workers are receiving fair wages.

Brown mentioned that healthcare has often been an issue of contention, suggesting a solution of universal single-payer health care. Meyers went on to say that since its inception, the Workers Center has been one of the champions for workers’ rights to a fair wage and fair benefits.

Rounding out the discussion was Nazelle Davis, an employee at Alternatives, who found that life before a living wage was unsustainable. She resorted to selling clothes to make ends meet and had very little savings for any emergency expenses.

Finishing the panel was Eric Levine, chief executive officer of Alternatives, who said he hoped the study’s results will reverberate around Tompkins County. The bank will now distributed the data to local businesses and in the hopes that their employees receive the wages they deserve.

Jubilee Singers go on tour to celebrate Dorothy Cotton’s life

o honor the life of Dorothy Cotton, the choir that bears her name will be embarking on a three-stop tour, performing shows in three different places that were near and dear to Cotton’s heart.

Cotton, a civil rights movement era icon, died in Ithaca on June 10, 2018. She settled in the area after a lifetime of activism, working as the education director for the Southern Christian Leadership Conference and growing to be part of Dr. Martin Luther King Jr.’s circle of friends and advisors. The tour begins May 10, with a show at Ford Hall on Ithaca College’s campus starting at 7:30 p.m. Following that, the Dorothy Cotton Jubilee Singers will have shows in Washington, D.C. and Cotton’s hometown of Goldsboro, North Carolina over the next three days, the latter where founder and leader Baruch Whitehead said they will appear alongside current civil rights leader Dr. William Barber, who was also born there.

In addition to the May 10 performance at IC’s campus, the group will also perform at the

grand opening of the new Tompkins Center for History and Culture on the same day.

One of Whitehead’s primary motivations for the trip came from a Bible verse, Mark 6:4, which quoted Jesus as saying that a prophet has honor everywhere except in their hometown. Whitehead had been mulling that quote, and decided he wanted to ensure that even though Cotton had spent much of her life away from Goldsboro, she could still receive the respect she was due in her hometown.

“I really wanted to recognize her and the town of her birth,” Whitehead said. “Often, people are not recognized locally, particularly if they’ve not been in the place for such a long time. But with her career and her legacy, I felt it was important that her hometown know about her and celebrate her life and her life’s work.”

After making that decision, Whitehead said Washington, D.C. was a natural addition to the tour, mostly because it is conveniently located about halfway between Ithaca and Goldsboro, but also due to its national significance. The more customized tour will take the place of the choir’s annual tour, which has taken them to venues as large as the John F. Kennedy Center for the Performing Arts in Washington, D.C. and around Canada. Whitehead said he hopes to return to a national tour over the summer of 2020, which would coincide with the 10th anniversary of the choir’s

founding; he said the Jubilee Singers have an invitation to perform in the Dominican Republic, which would be their farthest trip.

Reaction has been enthusiastic both from group members and from host cities, especially Goldsboro, Whitehead said. There, not only has Barber agreed to join them, but the mayor has issued a proclamation regarding the event and the city council has lent their support as well, according to Whitehead. While he knew the Jubilee Singers would be excited, Whitehead said he was pleasantly surprised by the reception of the Goldsboro locals, especially considering the group has never performed there before. It draws him back to a conclusion, something he knew during her lifetime but which has been driven home countless times in the 11 months she has been gone: Cotton is an example of someone whose memory might be able to lift Americans out of the anger and fear that dominate much of the national rhetoric currently.

“In this time in our history, we need to celebrate people who bring people together rather than pull people apart, and she certainly did that through her music and her life’s work,” Whitehead said. “Because I had such a close relationship with her, I want to do all I can to preserve her legacy.”

oltivare is a bit of an anomaly in Ithaca. It’s a restaurant, a private dining room, an amphitheater, and a cooking laboratory/classroom that is affiliated with Tompkins Cortland Community College. Adjacent to the college campus in Dryden is a farm where, in season, produce for the restaurant is grown.

The downtown Ithaca site is a complex that occupies the area that, up until 2014, had been home to a shop and tasting area that promoted Finger Lakes wines.

Coltivare’s atmosphere is modern-industrial with windows fronting on Cayuga Street and a ceiling that features hanging filament lighting fixtures and large open duct work. The walls are composed of bricks and white tiles. Restaurant managers who refer to their restaurants as “bistros” often save linen laundry costs by using uncovered table tops, as is done here. There are two types of tables: marble tops for the smaller tables and wood for four or more diners. The entrance to the restaurant is the bar area. The bar, itself, is formidable: large, with room for a dozen and a half chairs, and features a marble top, and soft pink under-lighting. The dining area, with capacity for 110 diners, is a wraparound format with a narrow line of tables that follows Cayuga Street and then makes a sharp left turn around Clinton Street.

The restaurant is promoted as a “Farmto-Bistro concept.” I learned, from a dining room staff member, that the policy is to use produce from farms within 300 miles of the downtown Ithaca location.

The menu is divided into a half-dozen

appetizers, three salads and about a dozen entrées.

One of the appetizers I enjoyed was sausage flatbread ($11): a savory thin crust pizza with sausage, apples, onions, and cheddar.

One of the entrées, seared salmon, is served with a basil pesto and lemon olive oil. I don’t normally order farm-raised salmon, so I inquired about its origin from my server. He didn’t know, and went to the kitchen to ask the chef. Surprisingly, in a restaurant that promotes fresh food, the chef didn’t know either and the server replied, “We don’t know, but it’s vacuumpacked, if that helps.” It didn’t, but I ordered it anyway and thoroughly enjoyed it as it was well cooked, tender, moist and flaky.

Plating, in the kitchen, is obviously preplanned and visually appealing and virtually all the food I’ve ordered has been well-prepared and tasty.

Although I find the servers to be cordial and eager to please, there can be inconsistencies in service, particularly on weekends when the restaurant gets busy, though not only then. A recent example: On an evening when only three tables were occupied, our server took our wine order, a bottle of Malbec, and appeared moments later with a bottle of Chianti.

It is sometimes difficult to find a server when you want one.

I was also concerned with some of the pricing. On a recent evening, I ordered an entrée I would not have selected had I continued on page 15

not been reviewing. It was called “Corbin’s Cauliflower,” with a price of $19. I was interested to see how Chef Corbin could assemble an entrée that cost that much if it consisted exclusively of cauliflower. When it arrived, I thought that it was, indeed, overpriced. The florets with stems were arranged in the form of a log, in a sauce with some “vegan cashew nut cheese.” Although I did enjoy it, the total size of the portion looked to be the equivalent of about three side orders that might have served as accompaniments to a meat, poultry or seafood entrée. Most of the non-sandwich entrées range from $22-32, while two of the three sandwich entrées are burgers and cost $16-17.

There’s an interesting and extensive selection of wines ranging from $25-75, with a strong representation from New York State. Coltivare offers a large selection of straight and innovative mixed drinks, (cocktails).

Tid-bits: On Wednesday nights (“Wine Down Wednesday”), a complimentary bottle of wine is offered with the purchase of two entrées.

Our conscientious waiter didn’t “fire” (order chef to start cooking) entrées until we had almost finished our appetizers, avoiding multiple dishes arriving at the same time.

Other than Sunday, lunch is not served.

The restrooms are in the building but outside the restaurant. They’re large, modern and clean, and worth “checking out” even if you don’t have to “go.”

FLX Pottery Tours running this weekend

ophisticated enough to be museum pieces yet made to be handled and used, pottery is one of the earliest known arts as well as a significant vehicle of contemporary expression. Shaped into vessel form, clay comes to evoke the human body—its strength and beauty but also, often, its fragility and imperfection.

As the art critic Jed Perl once wrote: “There is something in the ancientness and the plainness of ceramics that mixes together the practical and the metaphysical to a very extreme degree. No other art is simultaneously so literal and so metaphorical. Every ceramist who makes a vessel, a literal thing, is also making the vessel, a metaphorical thing.”

The Finger Lakes region is home to an admirable group of potters. While working in a traditionally communal artform, professionals today commonly build and fire their wares in individual studios.

This weekend marks the second year of the annual Finger Lakes Pottery Tour.

Following the recent trend for self-guided

ceramics tours, the two-day event gathers nine regional and nine guest potters.

The tour will take place in the studios of three founding members: Julie Crosby’s in Mecklenberg, Julia E. Dean’s in Ithaca’s, and Renata Wadsworth’s in Danby. In addition to work for sale and scheduled demonstrations, food vendors add to this lively and informative event.

Crosby emphasized the affordability and approachability of pottery.

“It’s a very accessible artform that people can really connect with and they get to use it every day,” she explained. “It ends up becoming a part of your life.”

The tour differs pointedly from the popular Greater Ithaca Art Trail, with which some of the participants have also been affiliated. While the Art Trail features a much larger, shifting roster of artists working in a range of mediums, the Pottery Tour is more focused. Highlighting a core group of regional potters—supplemented each year by different guest artists drawn from outside the area—the event balances the familiar and the new.

“One reason [for the tour] is to be able to connect the potters with the community directly, without being in a gallery or being in a craft show,” Crosby said. “It’s a little more of an intimate experience.”

Crosby, who established her current home studio and kiln in 2007, is one of the area’s most distinguished ceramists. She is the subject of a feature length documentary, “By Hand and Fire: Julie Crosby Pottery,” which recently premiered at Cinemapolis. The work of local filmmaker Marilyn Rivchin, the movie delves deeply into her techniques, process, and inspirations.

The artist discovered clay as an undergraduate at the Hartford Art School in Connecticut, where she received a B.F.A. in 1995. She is also a nationally-known kiln builder, a skill she learned in 1997-98 while working as a special student with Lisa Stinson at Louisiana Tech University.

She works primarily in stoneware (fired at high temperature) using her self-designed Bourry box wood-and-salt kiln.

Crosby’s style is distinctive. She cites Native American wood vessels and prehistoric Japanese pots as particularly influential. Combining a minimal use of glaze with the controlled accidents of kiln-firing, her approach is austere and formal. Cut-out handles, boat-like shapes, painterly surfaces, and the combination of faceted forms with rounded ones are all common signatures.

with a more large-scale, standardized approach. Some of her most distinctive vessels incorporate impressions of leaves and

Crosby and her fellow artists plan to hold on to the spirit and core membership of the Pottery Tour while continuing to develop.

other natural and man-made forms. She is also the founder and director of Ithaca’s Clay School. The school, an important teaching center and communal workspace, opened in 2015. It’s located in Ithaca’s South Hill Business Campus in a wellappointed space that also houses Dean’s personal studio.

Wadsworth, who works primarily in porcelain, brings an elegant, streamlined sensibility to her work that contrasts with Crosby’s and Dean’s more textural inclinations. Among others, her Danby studio

proud, feisty woman (the Pilot) who lives for two things: being a warrior, and being all alone, high in “the blue.” Her flight suit is a second skin as she inhabits a sweaty, hard-drinking, hard-talking male environment with ease. Her attitude toward sex is no less frank and take-charge. Imagine her surprise when she falls in love, and then learns of her pregnancy—a pregnancy that literally grounds her. Even after she gives birth, she is relegated to being one of the new drone “pilots,” (the “Chair Force,” she scoffs) who are locked to a screen in 12-hour shifts in windowless trailers an hour’s commute through the empty desert outside Las Vegas.

A warrior feels triumph in their kills, and a fervid camaraderie with one’s fellows (“a band of brothers” now complicated with sisters) who live on a knife’s edge.

MacCluggage, as the Pilot, glows with heroic self-assurance as she begins her story.

Her body sinewy and whip-smart, her words both raunchy and tinged in wonder.

Is this hubris? Is it tragic? Brant prepares his protagonist for a huge fall, and MacCluggage takes hold of that journey with a ferocious passion that is increasingly undercut by isolation, the competing needs of family, sleeplessness, and sudden shifts from mind-numbing staring into “the gray” and the release of the drone’s carnage. A carnage too visible on her screen, as daily she shifts from one desert,

through another, to “home.”

It’s an unraveling that demands both stamina and nuance from any actor, and she attacks it with grace and power, maintained by an abundant raw humor that keeps us at her side. ate MacCluggage, who wowed audiences in last year’s “Ironbound” at the Kitchen Theatre, is back and flying solo this time in George Brant’s “Grounded,” a tense, riveting study of a contemporary female fighter pilot navigating pregnancy and a demotion to drone warfare.

The Decker Student Health Services provides comprehensive psychiatric services, within a collaborative care model, to a culturally diverse student population. The primary duties include obtaining psychiatric, medical, social, and family histories as appropriate to chief compliant, diagnosing, managing and treating acute and chronic mental health illnesses, including the initiation of psychotropic medications and follow-up.

Under the direction of the Clinical Director of Psychiatry, the individual will create and be assigned special projects during breaks. The successful candidate will assist in providing and coordinating the mental health care of students referred by providers from their home and in our community, and document progress and stability in treatment. The individual would also assist in referring students to outside provider and agencies, obtain follow up information about students referred to providers at their home and in our community. The selected candidate, on or before the date of filing your application, must have a New York State License to practice as a Registered Professional Nurse; and certification by the New York State Education Department in psychiatry to practice as a Nurse Practitioner.
