here a wet spring and snow(ier) winter may have helped hard-hit Tompkins County recover from the bone dry days of the drought of 2016, last week ’s scorching temperatures served as a reminder that hot conditions – and unpredictable rainfall – could put us at some risk for a drought this summer.

And the summer after that.

And the summer after that.

According to early predictions from the National Oceanic and Atmospheric Association, Tompkins County – and the whole of the northeastern United States – is on course for another summer marked by above average temperatures.

Even with a replenished watershed (the Northeastern United States exited the drought that began in March 2016 last month) the region is still susceptible to drought. How? Assuming precipitation in the region, which is generally unpredictable on a long-term basis, remains consistent, the region’s water should be fine. The promise of consistent rain, though, is likely to become less easy to rely on: because of changes in climate, rainfalls may be more infrequent and, when they do come, come down in an intensity that may lead to increased runoff from oversaturated soils, leading to little water retention.In a recent newsletter from Cornell’s Northeast Regional Climate Center, it was stated the recent trend of the rainfall coming in heavy rainfall events (e.g. more than 2 inches in 48 hours) is likely to continue, suggesting both flooding and drought will continue and that severe short term droughts in summer could increase in frequency.

he public battle over additional construction on the road salt mine under Cayuga Lake continued last week at a meeting organized by Cayuga Lake Environmental Action Now (CLEAN).

Several speakers addressed the packed room at the Merrill Family Sailing Center outside the city, one central question, blared on a flyer handed out at the entrance, around Cargill’s expansion of the mine further up the lake: “Too high a risk?”

The event served as a call to action, urging the crowd to contact Governor Andrew Cuomo’s office and demand the completion of a Draft Environmental Impact Statement (DEIS) from the state’s Department of Environmental Conservation (DEC).

On August 31, 2016, that department declined the opportunity to produce a full DEIS, deeming that the 12.3 surface acre addition’s effect on the environment is negligible enough to not warrant a full-scale review process.

The DEC had previously issued

a “negative declaration” of the project’s environmental impact in June 2016.

The DEC has final say on such matters, as the state owns the land on which the mine rests, though the mining subsidiary of multinational company Cargill operates the mine itself.

CLEAN, on the other hand, is asking for an environmental review of both the additional shaft, intended to provide ventilation to the minors, officials say, and the tunnel which would connect it to the mine. The shaft would be located 2,500 feet in the ground, while the tunnel would stretch one mile.

Brian Eden, the Chair of the Tompkins County Environmental Management Council, advised attendees that the only way to work against the proposal is to convince the DEC there are actual environmental concerns that are being overlooked, a process Eden admitted will be difficult but is the last option left. He said the DEC had quietly publicized their previous rulings on

the mine; two public comment periods were held, he noted, but only after the department had made its determination that a DEIS was unnecessary.

Shawn Wilczynski, Cargill’s mine manager for the Cayuga Lake salt mine, defended the new shaft project, pointing out that much of the information at the meeting seemed to primarily deal with residual fear about mining under the lake in general, though that operation has been inspected annually for 15 years and has passed, every time.

“The need for a new shaft is purely a matter of maintaining the health and safety of the employees who already work here,” he said. “The shaft has nothing to do with the operation of the mine, which is already covered by an approved mining permit.”

reparation for construction has begun at the Collegetown site that formerly hosted the Chapter House before a fire destroyed the popular bar in April 2015 but, as the Times once reported, the future of the bar as it once was remains in doubt.

The new construction at 400404 Stewart Avenue is being conducted by Syracuse-based contracting firm Hayner Hoyt after over a year of molasses-slow progress, reportedly resulting from a desire for lower construction expenses. No tenant has been announced yet, though the location is fully expected to be occupied by another bar as has been approved.

Jim Goldman, who already owned the neighboring property to the Chapter House (an apartment building which was severely damaged by the fire, and leveled afterward as a result), bought the Chapter House property from Sebastian Mascaro in April 2016 for $850,000 according to a deed filed with the county. The cause of the fire has never been determined.

State Appellate Court Strikes Down Groton Nuisance Law

A

law passed by the village of Groton in 2014 to reduce what many residents saw as increasing lawlessness in the village, the Property Buildings Nuisance Law (Local Law #4 of 2014) was struck down by the state’s intermediate appellate court on June 15. Local property owner Norfe Pirro, whose Heritage Properties rental housing earned the dubious distinction of being the first to be penalized under the nuisance law, was vindicated by the ruling.

project is slated for completion by later this year, which he called “admittedly very ambitious.”

John Hoey, who owns the Chapter House Pub trademark, had previously voiced his desire to reopen the bar, though without owning the land. Reached in London, he said in an interview that he and Mascaro had planned on rebuilding on the site, but as time went on and prices went up, selling to Goldman became the more logical move for Mascaro, which Hoey supported.

“We were going to jointly develop it, but as time went on, the costs kept going up and the current owner made an offer that the Mascaro family couldn’t turn down, so they sold it,” Hoey said.

As for whether or not the Chapter House name will accompany the building on its former site, that remains unclear. Hoey said from conversations he has had with the commercial broker

who is now managing the project, Pyramid Brokerage, they are “a long way” from an occupancy date. According to those conversations, Hoey said at this point the construction will entail laying preliminary foundation.

“I would like it to happen, but it’s all a function of economics and how long it’s going to take,” Hoey said. “The longer it goes, the tougher it’s going to be to start it again. We’ve been in touch, but before you can finalize anything, you have to know if you have everything approved, and if you have a contract and the completion date and occupancy date. That’s the big question, and that’s been going on for two years.”

Hoey said he feels no closer to an answer to those crucial questions than he was previously.

pleased, a nd I believed a l l along that this was unconstitutional,” said Pirro. In 2016 State Supreme Court Justice Phillip R.Rumsey had denied a counter suit by Pirro, but the higher court’s ruling that the Nuisance Law is unconstitutional pushes that ruling aside.

The village of Groton’s Nuisance Law used a system of points to deem a property a public nuisance. Such things as the property being kept in messy condition, or police being called to the place, could be counted as points against the property by local police, and when the points reached a certain number, that property was declared a public nuisance.

Once the property was deemed a nuisance, that gave the village police and the mayor the power to stop the landlord from doing business there. Two Heritage Homes properties in the village and two under Pirro’s name were cited as nuisances in the

fall of 2014.

P i r r o’s l aw ye r, R u s s e l l Maines, found a few problems with this law. Maines argued that the law was too broad, it penalized the landlord for crimes his tenants committed, and the way the law was applied was unfair. Further, the law put pressure on Pirro to evict people even if the reason they called the police was for their own protection. The appellate court agreed, in the main with the argument that the law violates the tenants’ rights to call on the government for help.

The court went on to question whether the village was assessing points against any and all properties where police were called, or only certain properties.

Village officials could not be reached for comment by press time.

“With above normal temperatures, there’s always the chance of drying things out,” said Jessica Spaccio, a climatologist at the NRCC said. “It leaves a little concern there that if we were to change this wet pattern and dry out, there may be some drought concerns later in the summer.”

These concerns, due to climate change, may become a consistent fact of life for residents of Tompkins County. Between 1895 and 2011, temperatures in “We are expecting to see more of these long and short term droughts due to the effects of climate change.” the Northeastern United States have increased by almost 2˚F and, with it, high volume precipitation events have increased by more than 70 percent since 1958, according to figures from t he 2014 Nat iona l Cl i mate Assessment while concurrently, droughtlike conditions related to bouts of extreme heat are predicted to intensify. With less consistency in precipitation, Spaccio said, periods where the region will be susceptible to drought are only expected to widen.

None of t his def initively means there will be a drought this summer: as climatologists can only determine the outlook for precipitation about 14 days out (it looks like the next two weeks will be fairly wet, Spaccio said), it is almost impossible to predict whether or not all the pieces will fall into place leading to another drought, especially when the water table is at a healthy level.

“Right now, (a drought) is not expected,” Spaccio said. “But conditions can change and, if we were to get a change in the weather conditions, we’d reexamine that.”

But, she said, the conversation on summer droughts may soon become a regular occurrence at the start of every summer.

“We are expecting to see more of these long and short term droughts due to the effects of climate change,” she said.

Rally Signals New Push For County-Wide Living Wage

h e To m p k i n s C o u n t y Workers Center organized a rally outside of the Tompkins County Legislature building Monday afternoon before heading inside to a meeting of the Health and Human Service Committee, looking to reinvigorate the effort to push a living wage law through the legislature.

Workers Center Coordinator Pete Myers addressed the crowd before the meeting, along with Ithaca Alderperson Cynthia Brock, and Ithaca resident Milton Webb, long an advocate of a living wage, among others. Webb, Meyers and living wage advocate Stanley MccPherson all addressed the committee once the meeting began inside.

Meyers also delivered a 3000 signature petition asking for living wage legislation to committee chairperson Anna Kelles. A living wage is defined as “a wage sufficient to provide the necessities and comforts essential to an acceptable standard of living.”

Richard Young – a geological sciences professor at SUNY Geneseo – and Ray Vaughan, a former environmental scientist with the New York Attorney General’s office, both presented to the meeting their concerns over the lack of an DEIS. Young, who has written a book about the infamous collapse of the Retsof Salt Mine near Rochester in 1994, explained some of the similarities he sees between the geology surrounding that mine and the Cayuga Lake Salt Mine.

Young said the sheer size of Cayuga Lake and the mine, mixed with the structural geology of the area and the lack of public information on exactly what seismic data Cargill has collected, make him wary of another such collapse and warrant further DEC inspection.

Wilczynski said while there are lessons to learn from the Retsof situation, he was unable to speak about any comparison between the two.

▶ The Power Of Community last week, the community was shocked by the death of a transgender woman of color here in the City of Ithaca, one year to the day of an incident of hate that took 49 lives in Orlando, Florida.

The rally comes on the heels of Enfield’s town government becoming the fifth municipality in the county to formally request the legislature consider a living wage law, joining the Town of Ithaca, the City of Ithaca, the Town of Dryden and the Town of Caroline.

The Tompkins County Workers Center website lists a litany of other businesses and organizations who have endorsed the implementation of a living wage.

Surrounded by about 50 supporters toting signs out front of the legislature building, Meyers told the story of encountering a woman working at Wal-Mart who contended that her job was only worth the seven or so dollars an hour. Part of the fight, Meyers said, is convincing workers stuck in low-paying careers that they are worthy of a living wage.

Inside the meeting, Kelles said she appreciated the rally’s message, but encouraged those in attendance to stay engaged so the effort would not fall to the

wayside. There have been calls for a living wage in Tompkins County for years, even as the minimum wage in New York state has climbed recently under Governor Andrew Cuomo’s direction.

“This is a long haul, this isn’t something that happens overnight,” Kelles said, noting it’s also important to consider the effect on local businesses and that both sides can be mutually supportive.

Cuomo has enacted a plan to rise the minimum wage to $12.50 per hour by the end of 2020, and at the beginning of 2017 the statewide minimum wage jumped 70 cents to $9.70 an hour for areas outside of New York City, Long Island and Westchester. Cuomo’s plan, according to the Department of Labor, is to have a statewide minimum wage of $15 at some point, though for upstate New York it is unclear when that day will come or the schedule by which wages will be raised in the interim.

The Workers Center, though, contends the pay is still not high

Va u g h a n g a v e a s p e e c h regarding five points of the project that troubled him, including lack of a clear closure plan (the future decommissioning of shaft 4 is mentioned in the DEC document, though specifics are scarce other than it would include sealing the shaft and filling its uppermost 8-10 feet with a “high-strength concrete plug”), possible thinning bedrock and the potential for water leakage into the mine along through an existing fault.

Pertaining to the thinning bedrock, arguably the most significant of Vaughan’s points, he showed data that indicated the distance from the top of the bedrock layer through to the top of the salt mine is only about 100120 feet, which is far less than other parts of the mine under the lake. Vaughan said this can lead to possible water leakage issue, and that ideal bedrock distance to protect a mine would be more like 350 feet.

Vaughan also said bedrock scanning data shows, in his mind,

results indicating the existence of a fault-line near the mine, which could be leading to leakage into the mine and eventually could threaten the mine’s stability as a whole.

When interviewed after the event, Wilczynski disputed several points raised by Vaughan.

The bedrock near the north part of the project, he said, is not nearly as thin as Vaughan claims – Wilczynski pegs the layer’s thickness at around 650 feet, far more than Vaughan’s claims and even doubling Vaughan’s ideal level. He also said the company conducted drilling and testing to make sure the area could support another shaft and that there were no fault problems.

Much of the debate could theoretically be settled by a release of information from the DEC regarding the information they have examined surrounding the mine under Cayuga Lake; as it stands now, it’s basically the word of a respected mining organization versus the word of community citizens, academ-

enough to compete with Ithaca’s notoriously expensive living costs.

With three and a half years until hourly wages reach $12.50, the Workers Center is advocating for more – a similarly gradual four year path – but leading to a $14.34 minimum wage by the end of 2021, which would at least be a living wage for a single person according to the Alternatives Federal Credit Union (as it is currently calculated, though that biannual calculation is due to be updated in the next few weeks).

The living wage for a family would be higher.

“I don’t imagine this is a oneand-done and next week we’re going to have a county-wide living wage,” Meyers said.

“We’re going to up the ante at the Workers Center,” he said to

The issue of segmentation was not broached directly at the meeting, though it was listed as another allegation by CLEAN. Segmentation is essentially an end-run around the environmental review process: instead of presenting a complete proposal, applicants might break down a proposal into smaller parts, or segments, which would give the appearance of lesser environmental impact than if the whole project was submitted at once. It is outlawed in New York. Wilczynski declined to comment on any segmentation allegations, saying only that Cargill had obeyed all state guidelines.

Both times, the community responded in solidarity and support for lives lost, showing poise and strength in the face of true evil.

What About Hydropower For Tompkins? Found Money

T

hank you for your extensive coverage of local energy issues in the June 7, 2017, issue of the Ithaca Times, ranging from the proposed solar installation for the Cayuga power plant to the finances and politics of the county’s energy. Your article mentions hydropower brief ly, noting that 29% of the county’s electricity supply in 2008 came from hydro. In the Engineering Management program in Civil and Environmental Engineering at Cornell University, we have recently completed a semesterlong feasibility study of hydropower for our area, so I would like to comment further.

Historically, hydropower was Ithaca’s first renewable energy source. Cornell University founder Ezra Cornell as a young man helped to develop local hydro resources for mechanical purposes. Eventually, hydro was used to generate electricity. Today, use of hydropower continues in the form of the Fall Creek hydro plant that generates about 5 million kWh per year – enough for about 1,000 homes – and various small residential-sized systems scattered around the area.

There could be more. At the national level, the U.S. Department of Energy has recognized that there are no more opportunities for large hydro projects like the

Hoover Dam left in the country. Instead, their studies suggest that the nation focus on developing small hydro systems, whereby annual hydro output of electricity might be increased by 50% or more using numerous small systems from coast to coast. One of USDOE’s strategies is to identify nonpowered dams, or NPDs, where hydropower can be retrofitted, so as to avoid the cost of creating a water diversion system in addition to the hydropower plant itself.

As a renewable source, hydropower has a number of advantages. First, whereas solar photovoltaics are most productive in the summer when the days are longest, hydro resources in our region are more productive in the other three seasons of the year. Small hydropower systems could therefore act as a complement to solar power installations to balance renewable energy production across the year.

Hydropower is also available continuously during the times of the year when water flow is high, for example in late winter and early spring. With reliable water flow, hydro is not subject to disruption due to nightfall or cloudy weather, unlike solar.

Furthermore, small hydro is not subject to the large “footprint” on the land that is typical of a multi-megawatt solar plant. contin u ed on page 7

s a former board member of the Ithaca Hours currency system, I got a message last week from a local school group. They had heard that, long before the U.S. decided to replace Andrew Jackson on the twenty dollar bill with Harriet Tubman, Ithaca had a paper currency that featured an African-American woman on its signal note, the Ithaca Hour.

The group had questions and was hoping to see the Hours note.

Although I haven’t been active with Hours for many years – and Hours is essentially inactive now – I had a Beverly J. Martin note in my possession and gave it to them.

Ms. Martin had been a student at the Ithaca Central Elementary School and eventually filled a pioneering role there as principal. When she died in the early 90’s the school was renamed for her. Hours was beginning then and decided to honor Ms. Martin as an educator and leader.

Coincidentally, two other messages have recently come to Hours from afar, from people on the west coast and Pennsylvania, who want to visit Ithaca and learn about Hours.

It’s too bad, because while there’s plenty of past, there’s really no Hours activity at present, and none likely in the near future.

The Hours system created and circulated paper money in notes valued

from one to twenty dollars. The concept was to stimulate economic activity with new, locally-controlled money.

Hours would supplement U.S. dollars – always scarce – to create work. The currency would help local merchants compete with non-local chains which would not accept it.

It worked for me when I owned a CD and record store on W. State Street. I joined Hours by paying the annual $10 fee (despite printing its own money, the system needed dollars for office rent, printing expenses, taxes, etc.), getting $20 worth of Hours in return.

The system had maybe 500 members at its height, thus disbursed $10,000 worth of Hours a year. The multiplier effect meant maybe millions of dollars in transactions.

I took out a business loan from Hours (with no interest or fees), and used Hours in partial payment to workers and for inventory and supplies.

I accepted 25% Hours per purchase.

I used Hours in my business, spent them personally, and of course needed new Hours to repay the loan.

Hours’ heyday was in an era when people didn’t use credit cards so prevalently. When Hours started, GreenStar Co-op (for example) did not accept

brown, and white, the Jew, Muslim, and secularist. These stereotypes allow the characters, and us, to simplify our lives, gradually dumbing down our capacity for complexity and mutual responsibility. The show mirrors our recent history.

Each character is drawn with such care as to capture both the stereotype we love and the one we hate. We careen from hilarity to horror. As a Manhattan drama, we miss stereotypes of the proselytizing atheist, the Evangelical Christian, the committed underachiever; but they, too, lurk in the background. This is a play for urbane America, now.

Each character’s aspirations have already been betrayed by American market secularism and by reactionary religion. Betrayed and marginalized, they pursue personal achievement. But the good life escapes their grasp. At the center of the play is a shallow, liberal multi-culturalism. This obliging diversity masks tremendous vulnerability and inauthenticity.

rovocative theater, like earnest worship, should comfort the afflicted and afflict the comfortable. When provocative theater and earnest worship succeed, they compel us to work together across our differences in power and identity, ignorance and hate, so that we can better face our human condition without flinching.

We begin to move, ever so slightly, toward each other with kindness to address common challenges. This is the work that is never finished.

“Disgraced” is a powerful play, with a compelling performance, built on the very stereotypes and prejudices that we wish we could tame, or at least hide, yet we never fully escape--stereotypes of the good life, affluence and privilege, immigrant achievement, the black professional woman, the aspiring artist, the corporate lawyer, black, 6

credit cards. Many merchants required minimum purchases for their use.

By the late ‘90s, however, credit cards expanded explosively in use, quite deliberately, by curtailing credit screening, ending annual fees, lowering interest rates, and raising credit limits. While Hours offered new money to earn, credit cards offered money with easy borrowing and no effort.

Of course, the borrowed money had to be paid back eventually, which became harder to do as banks began raising interest rates to levels commonly passing twenty percent, and cutting credit limits.

The double-whammy choked consumers and contributed heavily to the Great Recession of 2007 and beyond.

In those years, there was a resurgence of Hours. But as the credit system rebuilt – or people forgot the pain, YourLetters contin u ed from page 6

The characters never carefully examine their own motives, the good they seek or the evil they are capable of committing. They never take responsibility for the rage they provoke or the offhand ways in which they destroy each other’s dreams and aspirations.

Without an anchor in mature adulthood these characters are fragile.

Without the resilience of mature faith expressed in secular or religious practice, their shallow, self-serving carelessness ends in violence.

The play captivates, but it does not comfort. Understandably, it frightens some who care about accurate representations of Islam, religion or secularism, because it may appear to endorse stereotypes.

Comfort may emerge much later, long after the play is over, as each member of the audience takes greater responsibility for addressing the shallow, thoughtless, self-serving behavior that we all, to one degree or another, indulge in. We are those characters. If you think you are fair, balanced and beyond prejudice or stereotype, this play is designed to afflict you--to shake you out of your more deeply guarded prejudices.

This play packs the same sort of visceral punch that the election of Donald Trump did. But this play is from and for affluent and aspiring liberals, to challenge us from within. It is a wakeup call for more open, honest and morally complex relationships. We do ourselves a great service as we let some of our deepest assumptions get challenged.

We cannot unwrite this play; we cannot unwrite our prejudices or our stereotypes.

We do not see ourselves as we are.

We have too high or too low an opin-

as people will – Hours again took a downturn, along with cash, which is also carried and used less and less.

Maybe Hours will re-emerge without another crises, but probably not.

You see hardly any sign of Hours around town. On the internet you might see ersatz sites not created or sanctioned by the board.

Years ago the board created a Facebook page, which should probably be taken down, but I don’t know who created or administered it. I posted something there recently to let people know Hours is essentially defunct. Yet some remnants remain, as our local schoolkids found, and interested parties from away demonstrate. The ideas and ideals still stand.

We are all disgraced. Pursuing grace is one clear answer to our dilemma. We can approach the play, and our lives, with an unself-conscious, eyes-wide open attitude, recognizing that human beings are flawed and embedded with a fair dose of good as well as evil. We can choose maturity in secular, spiritual and religious practice. With respect each other, we can find our way into more whole and honest relationships.

As we move from “Disgraced” to grace, no one is without guilt, and no one is wholly responsible, but we discover what each of us may do to improve our all too human condition.

Several groups have stepped in to facilitate ongoing consideration of the material in this play.

The Hangar Theatre is sponsoring guided discussions following each performance facilitated by local scholars sponsored in part by the Episcopal Church at Cornell University.

On July 5 at 7 p.m., at 111 East Seneca Street, the Islamic Community Outreach Services will host discussion of the play and the issues it raises informed by a less stereotyped understanding of Islam (icosithaca@ gmail.com for more information).

Compared to sunlight, water f lowing in one of the major waterways in our region is energy-dense, especially when it falls over a drop of 50 or 100 feet. Therefore, the physical size of a hydro plant can be small. Also, small hydro does not require a massive dam and reservoir, only the diversion of a fraction of the overall f low, which is then returned immediately downstream from the plant.

As an example, the possible reactivation of a small hydro plant at First Dam (also known as Van Natta’s dam, next to the Giles St Bridge) on Six Mile Creek was used as a case study. We found that this site, with one-fourth the capacity of the Cornell Fall Creek plant, would produce the equivalent of a 4-acre solar array. This site provides a local example of the national “NPD retrofit” strategy mentioned above since the dam and water intake already exist.

Certainly there are challenges with small hydro that would need to be overcome in time. One challenge is the cost of permitting the project. This includes both the cost of assessing and mitigating local environmental impacts of hydro, and designing and implementing the interconnection with the grid. Currently, most of the small hydro effort in the U.S. focuses on upgrading currently operating sites rather than developing new ones. With very few examples regionally or nationally, the environmental and grid permitting and interconnection costs are largely unknown. The possibility of high costs and cost overruns gives investors pause.

These barriers to investment might be overcome with the kind of generous incentives that were available to solar PV in the early years of its development. However, such incentive programs are not yet available. Without them, if characteristics other than the cost per kWh for renewables are ignored, it is difficult for a local small hydro project to compete with a utility-scale solar project. If the 18-MW solar plant at the Cayuga power station can be built for $25 million as described in your June 7 article, the installed cost is just $1.39 per watt. The resulting electricity production cost would be well below that of a possible hydro plant at First Dam. Fortunately for small hydro, as for several other renewable options that are not yet widely in use, help is on the way. As renewables penetrate more deeply into our energy system, and eventually become the entire supply, it will be vital to rely on diverse renewable sources, rather than just one.

Not only the USDOE but New York State will be motivated to financially support small hydro as a complement to solar and wind. Given our history with hydropower and locally available resources, Ithaca and Tompkins County could be positioned as a leader to plan, evaluate, construct, and operate new small hydro capacity. The result would be a small hydro “testbed” from which others could learn.

Week Of 6/11-6/17

By Vaughn Golden Barbara Lifton NY State Assembly Lifton is currently sponsoring a bill to call on the state to provide financial relief to Lansing School District and the Town and Village of Lansing following a reduction in production from Cayuga Power Plant. State law currently reserves funds for communities affected by a complete shutdown of the power plant, but not for scaling back production. The bill made it off the floor and into the education committee last week, and still has a ways to go.

Another bill Lifton is sponsoring is to allow the state board of elections to contract with a private agency to verify the authenticity and make recommendations on purges to the state voter roll.

The bill authorizes the state to share the personal voter roll information under the guise that it all remains confidential, the purpose being to combat claims of widespread voter fraud during the 2016 primaries and general election. That bill is still being revised by the assembly’s election law committee and is still a long way from being passed.

Assemblywoman Lifton also sponsored a bill to codify New York appellate and U.S. District Court rulings that ruled in favor of parties being able to contribute money to primary campaigns. Though the provision was already law as decided by the courts, it holds precedent that Lifton would sponsor the bill to formally make it law, especially considering her outspoken support of other voting reforms such as closing the LLC loophole. The codification passed unanimously in both houses and now sits on the governor’s desk.

Tom O’Mara NY State Senate Senator O’Mara is working on passing a bill to fund and give industrial hemp (which is not the same as marijuana) similar status as other crops therefore legalizing its cultivation in New York. Proponents of the bill claim it could bring increased tax revenue for the state and the inspection guidelines as proposed would catch growers from raising that other kind of hemp. The bill bypassed the senate agriculture committee and now sits in the rule committee where it waits approval before being sent to the senate floor.

Tom Reed U.S. Congress The house passed a bill called the Verify First Act, with Congressman Reed’s vote, that adds a mandate to the American Healthcare Act that would require recipients of the premium assistance tax to prove legal citizenship status. The vote passed mostly along party lines. The house tacked The Broader Options for Americans Act onto the AHCA as well. This bill would allow the premium assistance tax credit to be used on COBRA, which allows recipients to stay on employer provided healthcare under the existing law. Reed missed the vote for this bill, but later reported that he would’ve voted ‘yes.’

The house also passed a bill that originated in the senate that would increase provisions for accountability in the Veteran’s Administration and protect whistleblowers from that organization as well. Reed, as well as most of the house, was in agreement on the bill.

Living By The Bus Schedule The balancing act of equitable transit.

hey may be riding the same bus – the same route and time – and may be coming from the same stop. Some may be welldressed, others struggling to push a stroller off the bus with a young child, brought along as a companion for a day. Some you’ll meet laden down in two-thirds their weight in groceries, or nose deep in a novel during their first quiet moment all day.

And, if you talk to enough people, one realizes you’ll likely go through fifty conversations before hearing the same story twice.

T h r o u g h o u t To m p k i n s County, more than 50 TCAT buses covering 25 routes rumble and roar the streets and highways, carrying onboard a demographic stew as diverse as it is dependent. Sitting in any row, you are as likely to find yourself next to a lawyer as you are a welfare recipient, an engineer or a college student, all brought together by the one thing they have in common: they each have someplace they’re trying to go.

The rest of their situation can get a little more complex. Some don’t have a car, or can’t afford one. Some live far away, their return to their lives in the far-flung bedroom communities of Tompkins County dictated in time to the bus. Some ride out of plain convenience,

their homes and jobs conveniently linked to a single bus route.

It is, inherently, a system that works for everyone. But it isn’t always equal, especially for those who need it most.

The Consequence Of Sprawl

As a primarily rural county with a metropolitan center in the City of Ithaca, the communities within and on the fringes of Tompkins County’s borders have, for the past several decades, tended to feed into the rich employment opportunities available in the city. As the economy of Ithaca began to boom in the late 2000s, enrollment in local colleges and universities grew and the city’s population began to outgrow its housing supply, an exodus of the city’s poorest took place, relegating many of them into the towns and villages dotting the countryside. Far from the city limits – and their jobs.

Many of them, transportation advocates say, take the bus.

“We have census data showing low-income families are more dependent on transit – nonautomobile modes of transportation – to get to work than any other group,” said Fernando de Aragón, executive director of the IthacaTompkins County Transportation Council.

“This is particularly critical to these groups: if you can’t get to work, you’re short-circuiting the financial infrastructure of the household.

So there is an equity component to having good transit.”

That equity component – especially on the rural routes – comes at the cost of one’s relationship with the city, where the further out one is, the more and more one’s time in the city is limited by the bus schedule.

For someone like Ashae Forsythe, a diminutive, rising sophomore at Ithaca College served by 15 stops a day, a task such as grocery shopping is a challenging, albeit minor inconvenience of scheduling. On a hot Friday afternoon, Forsythe exited the “Shopper Bus” – the Route 15 – carrying several grocery bags, easing them off her arms on the bench of the Green Street Shelter to wait for the bus back to campus, the end of a nearly 90 minute trip.

“You have to make sure you know when the bus is coming, you have to be there at a certain time,” she said. “If you’re getting groceries, you know you only have an hour until the next bus comes so you have to be sure to get everything done in that time or you have to wait another hour. You really just have to be conscientious of time… you don’t have as much freedom with your time as someone who drives or can walk from place to place.”

Two buses later, Tyler Campbell, who takes the 52 from Brooktondale to work each day, takes a seat on the bench waiting for the 6:15 to Caroline: the last bus of the day for many living in the most rural areas of the county. A relaxing, scenic ride – if one he can’t afford to

miss – it brings him to Green Street, where he then connects with the Shopper Bus, bringing him to his job detailing cars at Maguire – like clockwork – at 8 a.m. each day.

“Some days, I even get there early,” he said.

The bus spells necessity for some. It was at the Seneca Street stop where a woman – pushing a stroller with a young child and laden with grocery bags – labored off the bus and down the street. 15 minutes later, she was found waiting at the Green Street bus shelter, waiting for the bus back home to her apartment at Overlook, in Northwest Ithaca.

Jackie, who relies on TCAT as her primary means of getting around, relies on the bus for most of her needs, taking the bus to get to Wal-Mart or to go food shopping. She said her day’s schedule tends to be dictated by the bus schedule, taking her nearly an hour and a half – after shopping – to get back to her home up the hill, far out of the city.

“I take about two buses a day, at least,” she said. “But it takes me where I need to go.”

For others, it’s less dire.

“I’m always concerned I can’t stay downtown or on the Commons too late or I’ll miss the bus,” said Matt Mayers, a Cornell MPA now working at LawNY. “It almost feels like Ithaca is a city with a curfew.”

“The Transit Premium”

Anyone who’s ever perused the housing classifieds knows all too well that bus lines are always plugged as an amenity: A cheap solution to car ownership and a tighter connection

to downtown. But in the county’s recent comprehensive plan, the bus line has also been defined as a guideline to future development: for maximum efficiency in density, you build on a bus stop. But as the city’s housing crisis ripples across the county, cheaper apartments in the more far-flung areas tend to market much better once they’re located on a bus route: limiting access to transportation for poorer residents and pushing them to areas where car ownership isn’t just more convenient: it’s a necessity. This “transit premium,” according to a 2014 paper by the National Association of Realtors, directly ties access to transportation to an increase in property values. In a largely rural area with a single transportation system’s terminus ending in one, vibrant economic center, the conditions are prime for this transit premium to be tacked on.

Recognizing this direct relation between transit and housing, a NYSERDA-funded study was commissioned, tasking staff from Cornell Cooperative Extension’s transit education program, Way2Go Tompkins, and David West of planning firm Randall & West, to examine the Housing/Transit Cost Index countywide, identifying the overall cost of living – including transportation costs – in certain areas.

“You have these situations where people live far from mass transit, forcing them to own cars,” Matt Yarrow, Service Development Manager for TCAT said. “And if you have a car, but don’t have the money to fix it and it dies… that person could lose their job.

It creates a real difficult cycle for people to get out of. Not all parties, either developers or renters, may be aware that’s a potential issue, especially if they don’t consider the cost of transportation.”

There is a paradox of equity built directly into the bus system: that the most expensive places to rent seem to have the best service when, at the onset, they seem to need it least.

But therein lies the paradox of income: according to the most recent figures available, just 12 percent of TCAT’s budget is supported by its bus fares while a significant portion – 38 percent – comes from equal contributions from the city, county and Cornell, which foots the lion’s share of that partnership in exchange for its top-notch, roundclock service.

Yet, in its public transit role, the system has an obligation to serve as many people as possible in the best way as possible: a constant balancing of demographics from the high volumes of students going block to block versus the low-volume, high mileage money losing routes carrying individuals from their affordable apartment out of town to one of the plentiful jobs based in the City of Ithaca. As a public service, Yarrow said, buses need to be available at a frequency that allows people some degree of flexibility with their lives.

How A Bus Route Is Made

The bus system and how people interact with it is a very personal thing: not one size fits all. So how do you best serve such a broad spectrum of needs, non standard workdays and medical appointments with such a limited, inflexible and rigid structure as a bus schedule?

This is where Yarrow comes in.

Yarrow acts as the middleman between the public and the machine, balancing the inputs of local opinion with the realities of TCAT’s data and resources, something the organization is constantly striving to improve in order to better optimize the quality of their service.

TCAT recently worked with a team of engineering and computer science students from Cornell led by professor Sirietta Simoncini, focusing heavily not only on TCAT’s systems in general but on the rider experience: interacting with riders, taking the bus and building an understanding of the entirety of the bus system through what their professor called “empathy fieldwork.”

“It’s like a little way of understanding who is interacting with your design,” Yarrow said.

“The problem obviously is in low density areas outside of town, you’re often dealing with a wide number of different schedules. They want to go from place to place at different times. You can’t schedule a trip around one or two people; you have to be looking at where the patterns merge.”

Yarrow acknowledges transit might not be the answer for some people, cognizant of the fact that if they try to overreach too much to accomodate everyone, TCAT may dedicate a lot of resources to something that isn’t cost effective.

This has often been the argument against increasing local funding for TCAT in government circles over the past few years.

TCAT usually requests a high amount during budget season for an increase, but doesn’t always get it said Dan Klein, a member of the Tompkins County Legislature who serves on the TCAT board, in part because of the imbalance between ridership in the urban and rural areas: it may seem like bad economics to fund a large number of trips to back lightly-used, rural ridership.

“There’s that visual when you see an empty TCAT bus go by… it feels bad,” Klein said. “I guess everyone’s in favor of public transportation to some extent, but there’s a different line for different people: how much money should we really be putting into it? That’s where the debate seems to be.”

The private sector – ridesharing and taxi services – could make up for some of the gap, but they have the likelihood to almost exclusively accommodate highefficiency, high-profit areas far

from the fringes of the county line and spurring transportation inequity even further.

Yet, mass transit is unlikely to step into that position of being the sole form of transit for everyone: it can only do the best it can.

“We can’t think about transit as a taxi service,” Yarrow said. “We can expect, if ridership on an inbound bus is strong, you’re providing a valuable service to a hamlet or village.”

Filling The Gaps

The solution to issues of f lexibility, Aragón said, comes in a million little solutions.

The car is a deviously practical and flexible mode of transportation – as literary giant and Cornell alum E. B. White once noted, “Everything in life is somewhere else and you get there in a car.” But then there are the negative implications: air quality, lack of access for the county’s poorest and efficiency-killing congestion on the local thoroughfares.

The common sense solution, he said is to give it all up.

To replace the prevalence of the car (it’s too convenient, Aragón says, to ever eliminate completely), Aragón – in line with the county’s 2014 Regional Transportation Strategy – calls for multiple modes of transportation to address realms where the car could feasibly be replaced. But, because our society has been shaped by the car – from suburban sprawl to a centralization of retail and commercial properties no longer democratized throughout the small towns – we continue to rely on them, the structures of our civilization interfering with our lives even when the car no longer seems a viable option.

Unfortunately, there seems to be little sign the government seems to be pushing for that future: In 1998, federal funding for transit systems in Tompkins County was about $50 million per year, Aragón said. Today, it’s just $20 million, of which less than $1.4 million goes to the bus system.

While traditional infrastructure – like bridges and highways – get the nod for a majority of federal funding from a healthy gas tax subsidy to the federal highway trust fund and, for the past few years, assistance from the general fund to make up for its declining tax revenues, mass transit – especially at the micro level, oftentimes gets slighted. This is an issue of parity in the federal transportation budget dating back to well before the Trump or even the Obama administration: in 2015 highway funding, on average, exceeded transit funding at a ratio of 60-40 at the local level and up to 81-19 at the federal level, according to figures from the Pew Research Group. And, if the proposed 2017 federal budget isn’t severely amended, this disparity is only set to get worse: in line with calls from organizations like the Heritage Foundation,

the Trump budget calls for a near elimination of federal funding to public transportation, relegating the brunt of mass transit costs to the states in a reformation of the highway trust fund while continuing to subsidize up to 80 percent of the costs of highway construction projects.

At the state level, it’s no better. Though 35 percent of TCAT’s funding stream comes from the state, in New York – where a significant amount of state transportation spending is committed to the mass transit systems of New York City – the loss of close to onefifth of its transportation budget could be crushing to rural communities, especially in a state where highway spending upstate is already at-odds with downstate, according to an analysis by the nonpartisan Citizen’s Budget Commission. (Though, to the approval of the New York Public Transit Association, this year’s budget sees a slight bump in funding this year.)

But the bus system is not a cure-all: there is a multi-modal approach needing to be applied in order to effectively fill all the gaps in the mass transit network. Yet for all the ideas thrown about, the most cost-effective solution to surpassing the limits of mass transit come by leveraging the simplest, most inexpensive resource we have: our own selves, and our willingness to step up where the funding falls short. From the Finger Lakes Ridesharing Coalition – a network of employees at various local businesses who cover each other’s commute each day – to a county-moderated carpooling message board hosted through Zimride, local organizations try and reframe the conversation on the efficiencies of getting from place to place as a group. One of the most effective solutions to the mass transit gap has come within the Ithaca City School District: Through the School Success Transportation Program, advocates have worked to create a system to coordinate a network of carpooling parents, bringing each other and their children to everything from PTA meetings to soccer practice, helping to overcome the loss of community that oftentimes comes hand-inhand with lack of access to transportation.

Then again, the bus can lead to the discovery of community.

On that same Friday, Shawn Wilson exited the bus from the Southwest Business Park with plans to take the 21 all the way to Trumansburg, where he lived. He’s a sporadic rider, recently without a car after failing the emissions inspection, so for the past several weeks now has been adjusting to life on the bus. “It’s warm out now, so I can wait as long as it takes to catch a bus,” he said, smiling a bit at his predicament. “I’m lucky I guess.”

He talked about life in Trumansburg a little bit, discussing the process of learning more about the town his lack of a car kept him in, by no choice of his own.

Then the bus pulled up and, abruptly, the conversation ended.

Grassroots activist to run for established politics

netime college-student-turned-resident Carolina Osorio-Gil is one of the many people running for the highly contested third district Tompkins County Legislature seat, a district set to see a new face in office for the first time in 10 years.

As an active member of various grassroots organizations in Ithaca such as the Immigrant Rights Coalition and the Latino Civic Association to her involvement as a volunteer for Loaves and Fishes and the Suicide Prevention and Crisis Service of Ithaca as well as an advocate for the Workers Center and her position on various planning boards around Ithaca, she has honed the skills of bringing people together. The list of local businesses and groups Osorio-Gil as collaborated with never ends. She has become an integral part of the Ithaca community and said that this is her greatest strength.

And her background lends a lot to her perspective as a candidate.

Osorio-Gill settled in Ithaca in 1998 after graduating from Cornell University. Her journey to Ithaca started when she was four years old, when she and her mother crossed the Mexico-US border to start a new life in New York, fleeing the violent and volatile political atmosphere of Colombia in the 1980s.

She became a resident at 12 years old and officially became a citizen at the age of 18.

“I don't remember much of the journey because I was so young but I still remember crossing the desert between Mexico and the United States,” she said. “My mom wanted to give me a better life, one without fear and one where I can embrace all of the opportunities I could embrace.”

Her journey from being an undocumented immigrant to an Ivy League graduate represent an American Dream that she says a lot of people forget is possible but is also a lot harder to achieve that most people imagine.

“Going through the process has made me very grateful for being a U.S. citizen, and I want to use that opportunity to represent my people; the immigrants, the low-income residents, those who deserve a living wage and the environment,” she said.

Running on a platform of participative democracy, she wants to bring her skills in grassroots activism to established politics, all within a context of recognizing that Ithaca is on stolen Cayuga land. She intends to bridge the gap between people and policies.

“All the issues in my platform are issues that I have been involved with in my community work on some level or another and have

connections to,” she said.

An example of this was her quick planning of ICE-out, a rally against Immigration and Customs Enforcement for taking José Guzman. Once the rally ended, she encouraged people to join the Immigrant Rights Coalition and created a system to be prepared if ICE comes again. She wanted people to be “informed, empowered and aware of their rights.”

The policies that she would like to see enacted are a continuation of her work within the community. Osorio-Gil explained that grassroots efforts are often a reaction to policies. She wants to be in the driver's seat, the one to shape a new political picture.

Other than working closely with the immigrant community, Osorio-Gil would like to see alternatives to incarceration, heavily interested in the debate surrounding Tompkins County’s chronically overcrowded jail.

“I am a firm believer of trying to keep people out of jail,” she explained. “I don't think that the jail should be a detox facility and I believe in keeping people out of it, especially those with non-violent offenses.”

She would like to see more a system than does not perpetuate racial stereotypes or the prison industrial complex.

She would also like to see more policies that focus on environmental protection as well as participate in more initiatives that would create a closer bond between Cornell University, Ithaca College, and the community. But the first policy that she would want to enact is establishing a living wage in Tompkins County.

“The reality is that a lot of the people who work for minimum wage are not teenagers anymore like maybe historically they once were,” she explained, “People who I know: single mothers and fathers others who are trying to pay their rent and bills and can only do that with two jobs. That's just not a life that people deserve.”

Another issue she wants to bring to the forefront is the housing problem in Tompkins County. As a woman who is 37 and married, she is yet to be a homeowner.

“There needs to be a continued and expanded focus on affordable housing for people like me,” she said. “There needs to be more policies, overall, that focus on people like me.”

t the end of Press Bay Alley on Green Street, a much different type of operation than its offerings of a café, bike shop and herbal remedies emporium is hidden below ground – a meat locker.

Not to be confused with an Upton Sinclaire-esque rendition of The Jungle or a training ground for an upstart Philadelphia boxer, clients can expect to find little more than a simple walk-in freezer, stocked with about two dozen Rubbermaid tote bins all managed by a completely non-murderous duo (no meathooks or axe murderers here) from the Finger Lakes Meat Project, an organization dedicated to promoting the benefits of buying – and storing – local meat.

Matthew LeRoux is a marketing specialist with the Cornell Cooperative Extension and founder of the project, which was began in April of 2014. LeRoux, along with partner Kina Viola, have been meeting happy clients at the freezer every Thursday since then.

“I was looking at the different ways to sell meat,” LeRoux said. “I w a s i nve s tigating a ll the channels for the kind of labor that it takes the farms and the costs and the returns which are based on the pr ices t hat you receive.”

The system works so that consumers directly contact a local farmer to purchase the meat – usually as a ‘quarter of a beef ’ – where the Meat Project, for a small fee, will store it for you.

This way of buying local meat in bulk makes it easier on farmers, who no longer have to go through the laborious and often costly process of freezing the product themselves to send to a distributor who will likely pay them less due to transportation and processing costs. “[LeRoux’s research] concluded that freezer trade, which is the sale of whole, half and quarter animals in bulk packages in meat, sold directly to consumers was very efficient as far as labor they put in,” LeRoux said. “It brings good prices. It reduces certain risks that they have in the marketplace. So, we found that that was the best way for the farm to sell.”

Those savings are also passed onto the consumer. LeRoux’s team estimates the average cost per pound of local beef after processing – bought in bulk – at $6.45. That’s based on one quarter of a cow, a quantity which would typically include a mix of ground beef, steaks and roasts.

“We started looking at ways to get it more common around the area,” LeRoux said. “How do we get more farmers to think about selling this way and how do we get more consumers to start buying this way?”

The solution for this roots in Meat Suite, the project’s online guide to all of the local meat providers in New York state. The meat locker in Press Bay Alley is just a small component of that.

“After Meat Suite had been out for a few years we tried to respond to people’s response that ‘I’d buy a quarter of a beef or a half of a hog, but I can’t fit it at home; I don’t have anywhere to put it,’” LeRoux recounted. “So, that’s when we started the meat locker, which is just a very old concept. Before people had home freezers, there were meat lockers.”

Reserving space in the locker is a minimal cost as well, the organization charging only $3 a year for a small bin. LeRoux says that this helps with maintenance of the freezer and other administrative costs, but otherwise the goal is to encourage local commerce and help consumers.

Most clients have been with the Meat Project for years, and only pull out if they leave the area or buy a commercial freezer of their own. Farmers enjoy the convenience and assurance of business. From a microeconomic view, buying and storing local meat only serves to stop leakages in the local economy and add to multiply money’s value over the local economy.

“People often have the perception that local food is more expensive and here’s this opportunity where it’s not more expensive. It’s really awesome food, it delivers profits to the farm and it’s more affordable than grocery stores,” LeRoux said. “We want to make more of it happen and these are our attempts at doing so.”

Active in Cornell’s vibrant entrepreneurial scene, he quickly recognized what, for many, is an issue for bootstrapping startups without any capital: the lack of a suitable space – outside of a business incubator – to live on the cheap. What his idea needed, to make him more than just a property manager, was a hook.

“I realized at Cornell, a lot of people seemed to just be working in isolation,” Fong said.

“Cornell – as well as the Ithaca community – offered so many resources, but entrepreneurs weren’t really getting to know each other; they weren’t collaborating as intensely as they could have… I figured the best way to do that is to have them live together.”

Entering his junior year now, Fong has already been involved in the fast-moving, high risk world of venture capital for the last several years, an experience which included, according to his LinkedIn page, the founding an organization to provide prosthetics for amputees in developing countries and a three month stint as an associate at AREA Accelerator, a real estate technology venture capital fund and startup accelerator located in New York’s financial district where he was personally hired by Gust.com founder David Rose, who chairs angel investment group New York Angels.

Down there, Fong stumbled on an organization called CoFound: Harlem, a nonprofit VC fund boosting local businesses and small tech companies choosing to locate there. There, he learned about the intersection of start-up tech and real estate, learning the intricacies of both industries and composing a concept where the two could intertwine. What he came up with was IvyStart, a co-living space for entrepreneurs to grow, network and collaborate with fellow startup dreamers, most of whom come from the Ivy League.

The issue was, he didn’t have the money to work with to get the idea off the ground.

He applied at first for “just about every grant” he could from the Dyson School at Cornell to get his idea off the ground but

was denied all of them; a lack of understanding in why anyone would want to live in the type of house he was proposing. And so, in a move straight from the industry playbook, he made a deal with a local landlord: if he couldn’t fill the property on his own, Fong would do it for him at a higher income than he would’ve gotten on his own, using the profits to reinvest in his company and expand to the market he really wanted: New York City, a location inspired by his own initial lack of connection to the city that gave him his start.

It paid off – the first house got 60 applicants right off the bat and, in true “prove ‘em wrong fashion,” Fong got his scholarship, this one for $25,000. Now, Fong is aiming bigger, partnering with universities in the New York City area and branching out to venture capital funds across the city to launch his business model first, across New York City, but later: nationally. It’s a no-brainer for landlords, the reason why Fong says they’re lining up to be a part of IvyStart: more money, higher quality tenants, etc. And with that growth potential in mind, not to mention proven demand from students, groups with money to spend are lining up as well, improving Fong’s network.

“We partner up with tech companies, we partner up with financial companies,” Fong said. “Everything from financial resources to mentorship opportunities to advertising… we’re open to collaborate with anyone willing to support us and who believes in our mission.”

To best capitalize on his business model, Fong essentially rides the wave of the gentrification the tech industry brings: he looks for high-rent, urban areas with high demand and high intellectual capital, where he then identifies landlords having a hard time filling their space and – with the guarantee he will fill the house at more than their anticipated profit – locks in a partnership, adding to IvyStart’s network. What this also brings to the table, however, is some alleviation to the aggravating factors contin u ed on page 13

What’s In A Statistic?

he Bureau of Labor Statistics reports that there were 50,500 persons in the Tompkins County labor force in April 2017. In the same month, the same source reports that there were 64,900 jobs in Tompkins County. How can that be?

The labor force includes every person who has a job or is unemployed and looking for a job.

There are two explanations for this apparent discrepancy. First, some people have more than one job. But more importantly, people pour in from surrounding counties to work in Ithaca. Those commuters are counted as part of the labor force in the county where they reside, not Tompkins County.

Some Ithacans commute to jobs in other counties, but they are swamped by the number of, shall we call them migrant workers, coming in. That raises an interesting question: Why is no one complaining about these outsiders coming in and stealing our jobs? One answer is very troubling to consider. No one is complaining because these migrant workers are almost exclusively fellow Americans who look and behave a lot like us. But I don’t think that answer is correct, in the main.

Perhaps no one complains about workers crossing county or state lines because we realize something at the local level that we are myopic about at the national level.

There is not a finite number of jobs in any community, be it a family, a town, a county, or a state. The work of the world is endless.

There is more to be done than there are hours in a day. However, when it comes to the national economy, for some reason, we

feel as if the number of jobs is limited.

The residency is diverse, featuring everything from individuals simply looking to join a startup to entire, burgeoning companies: a Cornell-based food startup, Natural Cuts, will have its entire staff living in the New York City house this summer as they flesh out their technology to extend the shelf life of vegetables without refrigeration. In the Ithaca house, another student is working on an online model to allow different school districts to exchange curriculum in order to collaborate on better teaching methods.

“We make sure the people coming into our community are passionate individuals who have a lot to offer, and are willing to give back,” said Fong. “Ideally, they don’t just live here for a while, leave and never talk to us again: the goal is they come here, really get connected to the community and continue to come back to provide mentorship to future members.”

Ithaca’s new Toy Library to hold ribboncutting ceremony after receiving three local grants The Finger Lakes Toy Library (FLTL), a 501(c)(3) nonprofit formed in 2016 to operate a toy lending library in Ithaca, has found a location, and after being awarded three local grants this spring, will be opening its doors with a ribbon-cutting ceremony on Thursday, June 22 at their location in Clinton West Plaza. All are welcome to stop by between 4:30pm and 6:00pm with the ribbon cutting ceremony happening at 4:45pm.

The mission of FLTL is to improve quality of life by increasing access to toys, supporting play, and encouraging a culture of reuse and sharing. Our community toy lending library on Clinton Street will function for toys and play much in the same way that the public library functions for books and reading. Internationally, toy libraries work just like book libraries, except that instead of borrowing a book, members borrow a toy. Toy libraries have been around in the USA since 1935 and provide a large number of benefits to members, which for FLTL will include both individual families as well as organizations and businesses.

After announcing the nonprofit’s existence to the community with a successful crowdfunding campaign this past holiday season, which engaged over 100 donors, the board of FLTL spent the winter writing grants and searching for a location. So far, the toy library has been awarded three local grants: a $750 Sustainable Tompkins Mini-Neighborhood Grant, a $425 Friends of the Tompkins County Public Library Community Organization Grant, and a $5,000 Community Foundation Grant from the Howland Foundation.

There’s a new painter on the scene

I

Robert Sikora, “Voids”, Lot 10, until June 30 sat down with the young artist Robert Sikora, last Friday afternoon at Lot 10, and we were the only two around. The bar just opened and it was nice to time to discuss his paintings that covered the brick walls.

It was a nice time, because Sikora’s paintings are sneakily dense. You want some space (and calm) to experience these works. There’s a quality to them that resonates with solitude.

Sikora recently graduated with a degree in engineering from Stony Brook, and you can sense the artist feels strongly about architectural planning. Lines and angles rule his sparse canvases. There’s a minimalistic approach, but a total sense of composition, and that’s where Sikora’s paintings really succeed. He has an excellent sense of visual communication. There may be only a few markings in his paintings, but each one means a great deal, and the dialogue he creates with them is fundamental to the appreciation of his work.

Ithaca’s starved for some avant-garde and out-of-the box visual art. So it’s really great to see some more experimental-laden work hang on the walls of the city’s galleries. Ithaca’s a strange art-market to crack, but crack it, is what Sikora intends to do.

I grabbed a Bud Light and we started talking.

Ithaca Times: Do you think your background in science has anything to do with the way you divide a canvas up? We’re seeing a blank space and we’re getting a conversation with your work, an equation waiting to be opened.

Robert Sikora: It’s very hard to make something work with just a few elements. Honestly, I think the way it works is very amazing. This entire show was actually inspired by Robert Motherwell’s Open series. I used to do a lot more intricate geometric works. I still do them from

time to time, but I shifted to do more minimal works because I really liked the feeling they presented. The openness gave an eerie vibe to everything, a dark aura that was truly intense.

IT: Very cool. It’s almost like the viewer has to work a little harder, and that makes the experience that much more rewarding. So with a background in science, what’s your future look like?

RS: Well, I’m hoping to work on my art outside of my job. I mean my science degree is practically an odd job in a sense, like an artist’s grant. I plan on working on my art, whether it’s painting or writing music, forever.

IT: Where some of these pieces related to musical scores you wrote?

RS: Well, let’s see. In general, I guess they can be. A lot of the pieces I make are influenced by classical music.

IT: How so, like notation-wise, or spiritualwise? Do you listen to the music and then create the art?

RS: Probably spiritual-wise. A lot of the music I listen to is contemporary classical. One of main influences is Helmut Lachenmann. He’s a German avant-garde composer. I think what’s important is the way everything is placed: in music and in art. And in my case it’s lines. In the music’s case, it’s tone color. I’ve actually written an orchestral piece in the same manner. The art that I do is basically the same geometric procedure. Other influences are John Cage and Earl Brown: very modern composers, very edgy.

IT: What about visual artists, any big influences? Is Piet Mondrian an influence?

RS: Mondrian is definitely an influence.

Motherwell is really a huge. Barnett Newman is a particular favorite of mine.

IT: You said you kind of got into art by going to galleries and seeing stuff you liked. Is that sort of your approach to putting compositions together?

RS: Yes, actually, quite frankly, one of these days I’ll build for myself an artist studio and I’ll fashion it into a gallery. I’ll make it with white walls and everything, because I think that the gallery and the art go hand-in-hand.

IT: Like Gerhard Richter, who builds his pieces in an environment like that?

RS: I’m not familiar with Richter, but yes. It may sound pretentious, because I’m not some famous artist, but I think a lot of these works would work a lot better in that kind of atmosphere.

IT: You want to run down your process of creating one of these paintings?

RS: Sure. This is how it all starts. I draw a sketch of it in my little book. I draw dozens of these; and when I find one that I want to really pursue I go for it.

IT: Actually, could I get some pictures of you working on these sketches?

RS: Of course, let’s see, I was working on an idea here earlier. I was actually on one of the roads in a Pennsylvania location today and I was looking at some of the marks on the road. So this sketch (shows me) is actually inspired by this.

IT: So the process is really rigid for you, not a lot of chance going on?

RS: I don’t really experiment with chance that much, but the works certainly develop over time. I paint a lot by correction. By curiosity, do you have a favorite painting?

IT: You know I really like them all. When I was in college I worked in similar minimalistic and reduction-based ways. I think in a gallery setting is where these paintings really belong.

Disgraced opens the curtain for heavy themes

By Barbara Ad am s Provocative and powerful, Ayad Akhtar’s Disgraced opens the Hangar Theatre’s summer season. Intensely acted, briskly paced and well directed by Christopher Grabowski, the 2013 Pulitzer winner for drama comes to us concurrent with Maine’s Portland Stage production.

Each performance here is followed by a facilitated talkback, and given the complex, even incendiary, nature of this drama, I highly recommend staying to participate.

A Muslim, a Jew, a black woman and a white woman enter a bar — no, that’s not it.

But the protagonists here suggest the whiff of a formula, with major cultural and ethnic conflicts lining up to be explored, often more programmatically and didactically than needed.

If not yet the one percent, these characters are definitely the top five, which puts Disgraced in that tiresomely overpopulated category of plays about highly privileged New Yorkers. The cognoscenti will enjoy easy references to the Magnolia Bakery and “Jerry” (Saltz, New York magazine art critic) — and we don’t miss the point about who’s in and who’s not.

Interaction takes place in Amir and Emily’s upper East Side apartment. He’s a powerhouse lawyer in mergers and acquisitions, Pakistani-born of originally Indian Muslim parents. (Alex Purcell plays him whip-smart, with a wiry energy and constant nervous smile that’s at once engaging, threatening and defensive.)

Attractive and stylish, Emily (an agreeably superficial Roya Shanks) has all the attributes of a white trophy wife while having a career as an upcoming artist who’s now incorporating Islamic aesthetics into her work.

Just throw on some Grindhouse trailers and make a drive-in evening of it at home. *** Masterminds is my favorite Jared Hess movie, but from my perspective, there isn’t that high of a bar to surpass. I really didn’t really get the whole Napoleon Dynamite thing, and I walked out of Nacho Libre after about 20 minutes.

What we have here is a goofy, Southernfried comedy character study based on the 1997 Loomis Fargo robbery. I hadn’t heard of the crime, which netted its perpetrators somewhere in the neighborhood of $17 million.

Zach Galifanakis stars as a slow but sweet and dedicated armored car driver. He’s engaged to marry Kate McKinnon, a soulless religious wacko, but he’s made a real connection with Kristin Wiig, his co-worker. Wiig quits her job and uses her feminine wiles to induce Galifanakis to be the inside man in a job engineered by Owen Hugh Jackman plays Logan in what is likely his last film as Wolverine .

I know there’s a sizeable portion of X-Men fans who have always looked at the PG-13 level of mayhem as the worst type of compromise, and James Mangold’s Logan finally delivers the groceries for those fans.

Peter Lannoo – also a member of the Class of ’17 – was a walk-on in 2015, and was drafted by the San Francisco Giants.

Justin Lewis, who has another year of college eligibility left, was selected by the Los Angeles Dodgers. His season highlight came in a game against Penn, when he fired a 5-hit complete game shutout against eventual division champ, Penn.

Congrats to all three Big Red hurlers.

Ad mit ted ly, we a re a few mont hs away from basketball season, but there are a couple of items of note from the hardcourt. First, I wrote last week that Ithaca High track coach Rich Bernstein is headed to Israel to coach in the Junior Maccabiah Games, and being a part of that even in any capacity is a big deal. I’m pleased to report that JoJo Fallas – who just graduated from Cornell after a 4-year stint on the Big Red basketball team – is also headed to the Maccabiah Games in July as one of twelve players that will represent Team USA. Team USA will be coached by former college player and high-profile basketball analyst Doug Gottlieb.

Fallas played in 100 games in a Big Red uniform.

Another basketball note: I reported a few weeks ago that Cornell’s Matt Morgan had declared for the NBA draft, but he ultimately withdrew his name and will retain his final two seasons of eligibility.

I hope Morgan’s time does eventually come to sign a pro contract, but he’s a very exciting player and Cornell would have suffered a big blow had he decided to leave.

One more hoops tidbit: It has been announced that Cornell and Syracuse will renew their longstanding rivalry when the Orange welcomes the Big Red to the Carrier Dome for their November 19th season opener. The 122-game rivalry has gone dormant over the past

few years, but there is good reason to breathe some life back into it, given that Jimmy Boeheim – the son of Syracuse coach Jim Boeheim – will suit up for the Big Red. I’m sure the freshman will get a nice welcome when he steps onto the floor in the Carrier Dome, and I will take a guess that he will appreciate the fact that the expectations that come with being the son of such a coaching icon will be easier to handle for one games, as opposed to how it would have been had he chosen to play for Syracuse.

Cong ratu lat ions to It haca’s Rya n Ciotoli on his induction into the Ithaca College Athletic Hall of Fame’s class of 2017. Ciotoli wrestled for Hall of Fame coach Mart y Nichols and helped the Bomber program to 45 dual victories over the course of his career (2999-2002). Individually, Ciotoli posted an overall record of 91-22 and ran the table as a junior, going 17-0 as a junior in 2001.

Ciotoli was a three-time All-American and was a four-time ECWC champion in the 149 and 157-lb. weight classes. As a senior, he was presented with the John Murray Award for making the greatest impact on the wrestling program, and would be serve as captain his final two seasons in a Bomber singlet.

As a sophomore, Ciotoli earned his first All-American recognition, as he went 25-4 overall and was the runner-up at the NCAA Championships. He went 33-2 mark as a junior and was the national runner-up again. Ciotoli wrestled through numerous injuries as a senior, but went 12-4 and finished sixth in the country.

Ciotoli is just one of a few three-time All-Americans in the program's history, and presently owns and operates Ultimate Athletics in Ithaca and Syracuse.

A Splendid Read, Indeed Author addresses children’s literature

uzanne Bloom, critically acclaimed children’s book author of A Splendid Friend, Indeed among others, as well as illustrator to many of Eve Bunting’s books, stands in the center of the Ithaca Barnes & Noble activity room. She greets each member of the Western New York chapter of the Society of Children’s Book Writers and Illustrators as if they are an old friend, whether they are or not.

With an extremely welcoming misdemeanor — she’s a hugger, not a hand shaker — Bloom, a Queens native transplanted to the decidedly quieter hills of Chenango County, makes everyone feel immediately at home. Bloom is no stranger to these SCBWI meetings and, as an accomplished author/illustrator with a Theodor Seuss Geisel award to her name, she’s most certainly qualified to be leading tonight’s shop talk. The subject: picture books and rhyming, asking writers the question of why one should write a book that includes rhymes, or why not?

Bloom touched upon the importance of reading rhyming books aloud to

children.

“I love reading out loud. I love the way words sound,” she said. “Active reading is physical: reading out loud to your child is like a big embrace.”

She reads her book Piggy Monday aloud to the circle of SCBWI members to demonstrate, accentuating each internal and end rhyme. The room erupts into applause when she finishes, and she bows her head in appreciation.

Blooms sets a standard — with writing as well as editing.

“Once I worked with a copy editor who thought my adverbs weren’t necessary,” she said. “I said, ‘No! You want me to give them oatmeal! I want to give them oatmeal cookies!’” she shook her head. “Show them what you want, and your editor will grumble all the way, but they’ll go along with it if you have enough heart and talent.”

Bloom believes in the sentimental as well as the autonomous, educational aspect of children’s books.

Forgotten Tales of Time

Honoring rural heritage through photography

One was carefully preserved and stored while the other was used in a greenhouse in Rochester — the glass exposed to the sun daily. Many of Morton’s pieces deteriorated because of sunlight entering the greenhouse. Hundred-year-old photos — photos of ancestors of current Tompkins County residents and photos that served as a record for life in the 1900s — nearly gone.

Unlike 35mm film, glass-plate negatives retain details in their images without becoming warped as easily.

results in a pixelated image, but with glass plates, the photos have a chance of surviving. “[Littell] would scan a glass-plate negative that was in terrible shape and the chemicals retained a lot of the original image,” Baxter said. “He was able to use Photoshop and bring them back; some of them were cracked and he could erase the cracks. Then he thought, ‘What would

happen if I made them bigger?’”

And Littell was successful in blowing up the photos to a larger scale. Strands of hair, veins on flowers, splits in wooden logs and straws of hay show up crisply.

“You can see shadows, you can see her hair,” Baxter said. “The details are amazing.

It almost feels like you’re in that scene.”

Morton, since his passing the middle of the 20th century, has remained a sort of local celebrity. Between photographing rural life, he worked as a school teacher in towns such as Groton and Lansing. He and his brother never married or began families of their own, which for the time, was unusual.

While many of the photos appear candid, it was likely Morton had his subjects pose for several minutes. Not too long, though long enough to dissipate smiles from family portraits.

“This is a pretty good representation of what we have; Bob Baxter was pretty selective,” Howe said. “He wanted to not show sad things necessarily … [Baxter] did take more of a breath of images, but I think you see what Verne really focused on.”

Morton’s photos serve as a portal to the past, bringing to life the forgotten past of rural lifestyle — a foundation for a County.

“We’re encouraging the public to get out and explore all of the corners of Tompkins County, even the rural parts,” Howe said. “Find out about the people and the places and the stories that are still embedded in the landscape. I think what these pictures help do is start to help us see those stories that are still part of our landscape.” •

The Dog Days

Stone Cold Miracle is heavy. Heavy on the funk, the soul and the unyielding energy. The Ithaca-based band showcases some of the area’s most epic talent, including powerhouse singer LaTrece Stevenson, guitarists Nick LaVerne and Dustin Stuhr, drummer Zaun Marshburn (this guy is literally everywhere in town), and bassist Andy Adelewitz. As a playwright, Fierstein is most well known for the musical “Newsies” and the current Broadway production of “Kinky Boots.”

W

hen you crank the dub in your headphones, the world spins real, like a widening grin of substance and geometry. When the moon is high and the breeze is swift, you can hear the distant Jamaican-born groove in the rustles that blow through through your mind, titillating and natural. Reggae music is the sound of the earth: all organic, complex and pathbased. Ithaca’s very first Reggae Fest this weekend is something epic: as vast and substantial as the history of the music.

The history of reggae is lengthy and dense here in Ithaca. You can read all about it at the Ithaca Reggae Fest website (it’s a cool read, and quite educational). There’s a reason that legends like Scratch Lee Perry, Black Uhuru and Mad Professor visit this place, because for a city this size, that is not a regular or normal occurrence. No, Ithaca is a reggae destination, and a Reggae Festival is something very fitting.

Kevin Kinsella’s playing at the festival too, and he was one of the founding members of JBB. His first band, The Tribulations (which eventually morphed into JBB) was like the first great American reggae band. I’m telling you! Go to TCPL and check out their debut CD if you haven’t listened to them: you’ll be pumped and ripped: those guys slayed for real.
