I

n an effort to reduce recidivism rates at the Tompkins County Jail, the county’s Mental Health Department has nearly tripled the amount of time it spends at the jail each week in order to better identify whether or not inmates are in need of further services upon reentry.

From here on, the department will now be spending 21 hours in the jail as opposed to the previous eight hours according to Deputy Commissioner of Mental Health Services Sharon MacDougall, conducting not only mental health and substance abuse screenings for every inmate coming in but also working on immediate release plans for every inmate so that they can link up with resources in the community and not get back in jail.

So far, 165 inmates have been served (the jail population is currently about 60, right around capacity) though, with just three providers from the department working at the jail, resources are somewhat strained.

“We’re trying to make sure they know where they should be when they get back out on the street,” said Captain Ray Bunce, administrator of the Tompkins County Jail. “It’s a reentry service for sure… The people in here should be able to get the services that are available to people on the outside.”

Upon initial discussions with providers at the jail since these new hours were instituted, Bunce said that they are using up their fully allotted time with inmates and so far, have evaluated that extensive counseling and screening at the jail is nearly a unanimous necessity for all the inmates at the jail: according to Bunce, 92

Taking The LEAD On Crime

I

n response to the city’s simmering drug problem, the Ithaca Police Department is nearing the implementation of a new method of dealing with drug and alcohol offenders that aims to better address the vicious cycle between detainment and addiction that has proven effective in cities on both coasts.

Law Enforcement Assisted Diversion (LEAD) is a program first instituted in Seattle in 2011, spreading to Santa Fe, Albany and most recently, Baltimore, where it arrived in December

2016. Described as a “ harm reduction-based program that diverts low level drug offenders away from the criminal justice system and towards community based services,” LEAD is being pushed by IPD as a long-term solution to addiction issues in the city, and a way to prevent the “revolving door” of drug arrestees in and out of the criminal justice system.

The program is voluntary and non-abstinence based, and those who qualify will be redirected away from the to the necessary services when they are arrested.

Shirley Kane, chair of the city’s Community Police Board, that saw a presentation about LEAD last week, said one of the more important aspects of the program lending potential to its long-term success is that officers in the department itself are orchestrating its application, rather than being pushed from the outside. Common Council Alderperson Graham Kerslick, who serves as the Council’s liaison to the CPB, agreed.

“It’s not something being imposed top-down,” Kerlick said. “That really helps, if they’re engaged with it and they’re enthusiastic about it, it has a much higher chance for success.”

Kerslick supports the idea, and thinks it shows an acknowledg ment t hat f lex ibi l it y is necessary when dealing with something as inscrutable as addiction.

It hac a’s L E A D prog r a m would look very similar to the ones seen in Seattle and Albany, though obviously on a smaller scale both in population and police force, according to Orsaio.

Comparisons between cities are difficult because of that reason, but Orsaio is optimistic based on a combination of the statistics and what she has seen, particularly in the state capital with a population only about three times more than Ithaca’s.

“Albany is still bigger than Ithaca, but it’s a smaller scale than Seattle,” she said. “And when you see it work there, I don’t see why it can’t work in Ithaca.”

Suicide Prevention/Crisis Intervention: The rate of suicide in jails is higher than that of the general population. Inmates may experience the sudden shock of being separated from families and other sources of social support, and have anxiety over trial or sentencing outcomes.

5. Access to Inpatient Psychiatric Care: Some behavioral health care needed by inmates goes beyond the scope of the services available at the jail. TCMHS provides evaluation for inmates needing forensic state psychiatric referrals.

6. Discharge Planning: Case management-like assistance to inmates with obtaining links to services upon release (with appropriate follow-up.)

With expanded screenings have come a need for more space within the jail to conduct them and, as a result, jail staff have converted a former break room into a screening room. But space, Bunce said, is always an issue.

“I don’t even think it would qualify as an office,” Bunce said.

“But there is a computer in there and enough room for a chair and a desk… we had to move our break room – crowding up into other spots – but we do what we can to make it work.”

Affordable Housing In T’Burg? Maybe.

e f o r e Tr u m a n s b u r g updated its wastewater treatment plant and opened another water source there was no way for a project the size of Hamilton Square, a mix of affordable and market rate housing, to even think about building in the area.

Now, the land owner and project developers are working on the plan they will present to the planning board but, at this point, are ready to answer some community questions.

Claudia Brenner, the owner of the land and architect who plans to build custom-made family homes on the property, said she started thinking about building housing in Trumansburg in part because of the vibrant Main Street and downtown. She became familiar with the area while working on other projects in the area.

“I thought about what are the kinds of things people want as they age? And where else, other than downtown Ithaca, was there a place that was desirable for people to move? So I started thinking seriously about the Village of Trumansburg,” Brenner said.

She bought the land that the project, Hamilton Square, has

been planned for in 2016, just before the village started work on fixing the water issue. Soon after, she started working up her own basic site plans. But several months later she realized that she needed a partner.

The size and magnitude of the job was beyond what she could do alone. She reached out to INHS because she has done work with them in the past in her capacity as an architect.

“What we’re really interested in doing is building an integrated community in several different ways,” Bowes said.

“So, it’s going to be economically integrated. People of lots of different incomes. People who make a lot of money, people who don’t make a lot of money, everybody in between.”

The size and scale of the project has been one of the biggest local concerns. Based on the last plans presented, the project would house almost 200 residents in the affordable units if they were all full to legal capacity. But Brenner argues that the project is more compatible with the village character than people might think.

“These are small buildings that are two-story. Two-story townhouses. Some one-story,”

As for density, the site that Brenner owns and plans to develop is 19 acres; plenty of space to comfortably hold the amount of residents the project is planning for. The problem with this idea of extreme density, Brenner said, might be chocked up to miscommunication with the public.

Since Brenner and INHS introduced the idea of Hamilton Square several community members have brought up a housing study done for Trumansburg in 2015 that indicated Trumansburg wanted more single-family homes and senior housing, not rental units.

The study also showed that 61 percent of respondents wanted townhomes, which the project has.

Uber May Not Be Worth The Hype

L

ast week, Tompkins County and the rest of Upstate New York wa ltzed hand-in-hand into the future as, at long last, ridesharing services like Uber and Lyft were finally allowed to do business in the region.

For anyone who’s ridden a taxi in Ithaca, this is welcome news given – upon even a second’s glance over the reviews on Google and Yelp – these companies have had no reason to improve their service or even provide a good rider experience: a lack of competition on the taxi industry set the par for the course as low as it can go.

In a town where employment relies heavily on the service industry, it is doubtless that soon drivers for these companies will be in extreme abundance and, given a highly-mobile student populous, ridership will be high: a type of capital other small cities may otherwise lack. It might even mean trouble for the cab companies, leaving them just one option: adapt or die, as one auto industry publication detailed it.

While the arrival of Uber and Lyft may be a great thing for the in-city commuter, it may prove a boon for the rural consumer.

The ultimate goal of any industry, the prime motivation for private enterprise, comes from one place and one place only: the chance to make a buck. It’s the reason why, as one spokesperson for Uber told the New York Daily News in 2015, the rural areas of Upstate New York would be among

the “last places” in the country Uber would be making a strong push: with its far-flung and small communities dotting a difficult, poorly connected landscape, it’s simply too difficult an area to serve effectively. Or, for that matter, make a profit: serving the furthest-flung areas of the county, you’ll be far less likely to get the type of ride volume you would in Collegetown as, say, in Groton.

Especially considering, according to the app itself, a ride will cost a little more than $16 to get you into town.

Cheaper than a cab, by far.

But only if you can manage to hail one.

What Uber and Lyft saves on overhead – which is included in your typical cab fare – comes out of the driver’s pocket. On top of the commission the companies demand, you also cover your own gas, your own insurance and the maintenance on your vehicle. You have a phone bill to pay and, as an independent contractor, taxes to pay as well. Couple that with the wear and tear on your vehicle and, suddenly, serving the rural community becomes a prospect that isn’t simply unattractive: it’s downright stupid.

There is a reason taxis are expensive: their costs, unlike Uber and Lyft, aren’t so hidden. It’s one reason why, to help the companies out with ridesharing on the horizon, the City of Ithaca worked to standardize their rates to ensure there would be no concontin u ed on page 7

thaca is not a big town for following pro sports. With a wealth of available outdoor activities, many Ithacans prefer to hike, bike, swim, sail, skateboard, or ski rather than spectate.

Pro sports are available only on TV here, with no big league teams nearby. The closest are in Buffalo – the football Bills and hockey Sabres (basketball’s Nationals, Royals and Braves left long ago) – and neither has played in a championship final this century, so they are mostly a local concern to western New York.

There are two major league baseball teams in New York, in the Bronx and Queens. They have long and vivid histories and more than a few championships, and are followed fairly avidly throughout the state.

Unsa l has achieved something remarkable in our community—requiring his hard work, smart decision making and determination. Yet, all he speaks of is the support he has received in this community, not about his success. Coming to the U.S. from Turkey when he was only 17, he worked as a waiter, chef and dishwasher in restaurants in NYC. By a stroke of good luck he also met the love of his life, Carina, during those fast-paced years. Marrying and starting a family young Unsal and Carina came back to Tompkins County, where Carina grew up. Together they started the popular restaurant Istanbul on Third Street in Ithaca.

“In the beginning I worked day and night seven days a week to launch the restaurant,” he said. “Often, I would still be here at Istanbul: prepping, cooking and washing dishes at 2 or 3 a.m. But I found very good staff and they have remained with me since 6

son – it spans spring, summer, and fall – and much of the time there is no competition from football, hockey, or basketball, none of which are played in summer. Thus, baseball has long been known as the summer game and the national pastime.

It’s a slow game, which is good for passing time, but not so great for television, a medium that demands action. National pastime or not, baseball has been eclipsed on TV, thus in American households, by football, which features the visual excitement of strenuous athleticism and systematic violence.

Baseball is the only sport where the team that doesn’t have the ball scores the points, and what doesn’t happen is as important as what does.This can often play poorly on camera.

Perusing the reviews Istanbul has received, the teamwork has paid off.

High school and college graduation parties swelled the ranks to bursting at Istanbul: This spring, Unsal celebrated his third year with an enhanced menu; and none of his customers’ favorites dishes disappeared: Seafood lovers can choose Rainbow Trout or Swordfish, options inspired by his homeland.

“I grew up fishing in the Black Sea region,” he said. “When I caught Rainbow Trout my mother cooked it just as I serve it at Istanbul. Both seafood dishes are accompanied by Istanbul’s popular salad. Reviewers love this very brisk, fresh, light greens mixture, contin u ed on page 7

The open space of the baseball field, and the possibilities of where the ball might travel when struck, are important components of the game, and the game is best viewed live, with the space fully in front of you, rather than segmented on a screen.

This is tough for fans in Ithaca, five hours away from the New York Yankees and Mets, but there is salvation of a sort an hour away in Binghamton, where there is a minor league team affiliated with the Mets.

Met fans in Ithaca are delighted with the proximity of an adjunct where one can see future players for the big league team. Usually it is Yankee fans who get the perks and breaks.

The Mets have always played in the shadow of the Yanks and Met fans are not used to organizational triumphs or renown.

If you walk into a shop in Ithaca that sells sports paraphernalia and apparel, you will see plenty of Yankee merchandise, and not much Mets, and even more Boston Red Sox merchandise than Mets. Boston is in Massachusetts.

The Dangerfieldish nature of the Mets persona is evident even with the franchise team in Binghamton, which this year changed its name from the Mets to the Rumble Ponies. This is not a typo.

It’s actually not so much a matter of respect as of marketing. In minor league ball, the trend for the past decade or so has been names featuring an animal and an adjective that is either quizzical or colorful.

But these regulations don’t account for ridesharing apps and therefore, segregate these companies from the competition, a trend similar to one pointed out in a 2014 article by the Harvard Business Review: price regulation is killing the taxi industry while helping Uber. You could always regulate the companies, some government groups have argued, but that might lead to the companies pulling out, as Uber did to Austin, Texas last year.

If the taxi companies are allowed to die (though unlikely, considering their reliance on business via Medicaid recipients under state law), there is no guarantee that Uber and Lyft’s

Children like it, and children are the engine for much merchandise purchase at minor league ballgames, which cater to families.

It can be tough on adu lt fans, though. A grown-up can feel a little funny expressing affection for Rumble Ponies. The team used to be known as the B-Mets and I have taken to calling them the Ex-Mets. I need time.

Still, I go to the games (two this year so far), and root, root, root for the home team, or as near to home as there is.

I recommend the outing. It’s a quick, enjoyable trip out of town. The level of play is good, the tickets are cheap, the ballpark is clean, and the fans wellbehaved. Don’t feel obliged to wave at the mascot if you don’t want to.

Uber has been rumored to have an IPO coming up, after all, and will soon have shareholders to answer to.

And maybe if they’re lucky, the drivers will get to make a buck too.

According to our readings, there are now multiple Uber and Lyft drivers in the area. If anyone is willing to do a comparison of them and all the taxi companies, we would be more than willing to publish it. For science.

topped with lemon and olive oil, parsley and mint, plus special light Turkish seasonings.”

With the addition of new equipment and new skills Unsal has also added a good size Turkish Steak: hand cut and much in demand. More chicken options have premiered. For those who love eggplant, there are still seven eggplant choices. And the delicate olive oil and the olives which come from the Mediterranean part of Turkey, across the sea from Greece, still grace each diner’s meal.

Open all day, serving lunch and dinner and those who arrive between meals, old and new diners have welcomed the extended lunch and dinner menus. Those who cannot resist ordering their customary favorite can be heard negotiating with a fellow diner to order a new dish and they will go halfsies.

Unsal has crammed a lot into his 28 years, and Istanbul Restaurant and Cafe is just part of his life. Spending as much time as possible with his sons, he also coaches soccer for the fourth year in Lansing. Growing up, he played soccer all the time, almost every day he says. “I am thrilled that my children can play soccer too; and I am glad to give back to the community we love.”

Despite the demands of a lively restaurant, Unsal spends as much time as he can doing his restaurant work at home, while his kids do their homework. His youngest started kindergarten last year and it was a big transition. Now he has made good friends, and looks forward to school next year.

“And he and we loved his teacher,” Unsal beams. “I can’t believe that his wrestling coach was Kyle Dake, four-time Gold Medalist! He is great with the kids and a hero in Lansing. He is a great guy and a great role model for the children, for all of us.”

Luckily Carina’s parents are a big part of this young family’s life. An Ithaca College graduate, she handles the endless bookkeeping and paperwork and grew up right here: in beautiful, rural Tompkins County.

Unsal raised by another close, loving family in urban Istanbul 5,000+ miles away, this couple is committed to their children feeling connected to both cultures and their relatives. Last summer, Unsal’s younger sister spent three weeks in Lansing, and the winter of 2015 Unsal and Carina and their boys spent 12 days in Istanbul.

“Annual travel with a growing family’s schedule is difficult,” Unsal said. “Now with the outbursts of terrorism in Turkey travel is even more problematic. I wish it were different, but there were attacks near my Father’s bakery. The attacks affect everyone and business too in my country. Turkish people are tired and scared and they can’t enjoy life as much as they used to do.”

The New York state legislature was supposed to be gone and settling down in their home districts this week, however Governor Cuomo had different plans in order to settle on last minute piece of business.

Mayoral control over New York City’s schools was the issue in question, but more issues were tacked on the side of the mayor’s control of the city’s schools. One of the most crucial issues that didn’t make it into the legislator’s chamber during regular session was the yearly provision to extend all of the upstate counties’ sales tax revenues. The legislature did reach a deal to hammer out both of these differences however.

The ultimate resolution gives control to New York City Mayor Bill De Blasio over the city’s schools for another year. It also tacks on provisions extending the upstate counties sales tax revenues for another year, allocates funding to alleviate flood damage on Lake Ontario, and mandates full-day kindergarten for all New York schools.

Tom Reed U.S. Congress Congressman Tom Reed sponsored a bill this week expand Medicare coverage for t ype II diabetes patients. Reed, who co-chairs the house Diabetes Caucus, says the legislation would expand access to, often expensive, insulin medication that is often necessary for diabetics across the district.

His provision would make it so that those receiving coverage under the plan could be subject to tax breaks.

In addition, Reed also signed on as cosponsor to legislation that would prevent marijuana dispensaries across the country from being accountable to any other federal tax breaks.

Chuck Schumer and Kirsten gillibrand - U.S. Congress Senator Chuck Schumer was tour the district making a stop in Cortland to tout his efforts compact the local effects of the opioid epidemic. He visited local authorities to comment on the situation in Cortland and surrounding counties.

On June 30, both Schumer and Gillibrand announced $190,000 in federal funding for the Cortland Fire Department. The funding was allocated through the Department of Homeland Security’s (DHS) Assistance to Firefighters Grant Program (AFG).

The Cortland Fire Department will use this funding to purchase new vehicles.

Who’s Taking On Tom? ★★★

It’s early, but the fight for the 23rd is already hot.

In 489 days (from the time this issue hits newsstands) voters in the 23rd Congressional District will head to the polls to see who will represent them in the House of Representatives.

The incumbent, Republican rising star Tom Reed, has held this district in its current state for three terms now, each time fending off challenger after challenger to maintain his foothold on most of New York’s Southern Tier. Coming off of renewed energy from losses across the board in 2016, Democrats are fevered to counter attack all offices in 2018. That sentiment is evident in the field of candidates that has already come forward to take on Reed in 2018.

Rich a rd Ga l l a nt: The Teacher

ick Gallant commands a room. Though that may not be a surprise considering his profession as a coach a teacher.

Though reading, writing and arithmetic have almost always been Gallant’s trade, as well as his family’s for generations, it’s now politics that calls to him.

“My biggest concern was the representation or lack thereof of the families in our region,” Gallant says. “Everything that I have done has really revolved around communities, the kids, the families, their families and the different services and I don’t think that the current government is doing a very good job of servicing these families and holding up their end of the

deal on the promises and the budgeting.”

Gallant draws on over 30 years of teaching experience, 17 of which he spent in the Painted Post-Corning School District. During his time in the district he also served as president of the Corning Teacher’s Association for three years and a board member for New York State Teacher’s United, where he oversaw an area encompassing much of the 23rd district.

He thinks this familiarity with the district paired with his more moderate, yet progressive ideology will serve well to the dynamic of voters in the district.

“I think you tend to see things from a bigger picture,” Gallant says. “I, back in the day, would’ve been much more radical than I am now. But just like anything else – you know how you temper something by pounding it over and over and over again with a big hammer – I’ve been pounded over and over and over again with a big hammer. So now I’ve been tempered.”

Gallant calls himself a “tempered radical,” which means he’s moderate on issues such as second amendment rights (that means gun rights) and the economy but still a social progressive on movements such as climate change and healthcare policy.

Sure to raise questions during the campaign is Gallant’s history of living outside the district. Until this May, Gallant was a resident and registered voter in Wellsboro, Pennsylvania. Gallant says this was to give his wife – who has now retired – a shorter drive to work, adding that he has been an active participant and 5 –11,

Five candidates from four counties have stated their intent to get their names on the ballot at this point. These five have either filed official with the Federal Elections Commission or began the process to confirm their candidacy with the local democratic committees and the Democratic Congressional Campaign Committee.

Each of these candidates will be making their way around the district in the coming weeks and months in what will surely be a heavily contested primary in June of 2018.

Edwa rd “Eddie” Su ndqu ist: The L aw y er

Current Occupation:Lawyer Public Service Background: Family Lawyer Age: 29 County:Chautauqua Former Occupations:Middle School Teacher The product of a Jamestown blue collar household, Eddie Sundquist is making a run for Congress based his passion for public service and connection he feels to his roots in the district.

Sundquist’s mother is a FedEx customer service representative, his father in the trucking industry and sister a volunteer firefighter, but he said he was lucky to be able to pursue a

different route.

“I was the first in my family to graduate from college, to go off to get a higher-level degree and ultimately a law degree,” Sundquist says. “I’m so fortunate that I’ve been able to do that. Not everybody can.”

While pursuing his masters in education at the Ivy League University of Pennsylvania (he graduated high school in 2007), Sundquist taught middle school science at a nearby middle school before moving back to the area and getting his law degree at University of Buffalo.

“Part of coming back to this area, choosing to practice law, I realize that this is like the land that time forgot,” Sundquist says. “Nothing has changed in this area. In some aspects, that’s fantastic. It’s great that we can count on that, but we haven’t moved forward as a district.”

It’s this realization that caused Sundquist to run for Congress in an attempt to bring his hometown and home district back to what he considers its full potential. Sundquist, who’s by far the youngest candidate in the race at 29-years-old, hopes to couple his youthfulness and what he sees as a new political energy across the board since the 2016 election to propel his campaign forward.

From an ideological basis, Sundquist roots his philosophy in what he sees as best for the average working class constituent in the 23rd district. He’s a supporter of single-payer healthcare systems, a strong believer in climate change and a defender of public schools.

On the topic of campaign funding, Sun-

dquist he’s not seeking out large corporate donors at this point, and, even if he ends up in a position where he’s accepting those donation, he won’t be accepting them as “blood money.”

“Whether I’m in the suit or not or if I get the opportunity to take off the tie that’s fantastic,” Sundquist says.

“At the end of the day I’m here to listen to people and I want to make sure that’s the case.”

Pia, that moment of reckoning occurred earlier this year.

“The reason I decided to do this at this time is because I actually went to one of the town halls and I came away from it with the feeling that I needed – someone needed – to run against Tom Reed,” Della Pia says.

For him, that run will be focused on listening and working with constituents to thoroughly understand both or many of the sides of a particular issue such as agricultural workforce, environmental impacts and combating the opioid crisis.

Della Pia says his ideology is fairly moderate for a Democrat. Della Pia is a strong supporter of federal programs to help combat and intervene with issues in communities such as hunger and the opioid crisis. On topics like international trade, Della Pia, who has a background in economics, advocates for the government to be tough on nations like China and Vietnam who may be producing goods using exploited labor.

Della Pia just launched his race earlier this week and is continuing to organize his run.

“It’s more important for me to say what people need to hear then for me to say what they want hear,” Della Pia said.

Boasting a lengthy career of more than 50 years as an air force officer, lawyer, economist, analyst and legislative aide, Della Pia can walk the walk when it comes to leadership experience.

“I don’t consider myself an insider or anything because I was only there 18 months and I was working for the Air Force reserve, but I really didn’t have a political agenda at that point,” Della Pia says.

He attributes his inspiration for running, like many others in the field at this time, to a renewed sense of political responsibility and activism following the 2016 election. For Della

an Golden is not your father’s congressional candidate. The softspoken entrepreneur from Ithaca

looks far more like he should be wearing running shoes on a trail in Ithaca’s gorges rather than clad in a necktie and suit on Capitol Hill.

It’s not your typical image of a denizen prowling the hallways under the rotunda on Northeast and First Street. But that’s just what Golden, who claims himself a progressive, grassroots candidate, wants to portray.

“I think there’s a lot of people that are very leery with just another politician stepping to the plate,” Golden said. “I think I can relate more to a lot of people across the district because I’ve been on the ground. Because I haven’t been a politician. Of all the things that I think I bring to the table, I would probably this day and age see as strengths, not weaknesses.”

While Golden’s record as a politician may be essentially nonexistent, his record doing business in the area is well known. Now in his eleventh year in business – running the Commons institution Finger Lakes Trail and Running Company as well as events company Red Newt Racing – Golden said he believes his experience gives him a unique and important perspective of being “on the ground” in the 23rd district.

“I’ve been open, since my first business, eleven years now and a lot of that’s been really month to month living,” Golden said. “I’ve been trying to figure out power, keeping the lights on. I think that allows me an ability to relate to which line item may make a big difference for me and what federal and state revenues streams have really made a difference to getting me open and I think keeping me open.”

In his role as a business owner, Golden says he is more inclined to approach the federal budget as well as aspects of other issues like healthcare and how they affect the average small business owner in New York.

Campaign finance is a major issue for Golden, who claims he is not going to accept money from corporations or super PACs in the course of the campaign even despite facing likely heavily funded opponents in the primary and possibly general election.

Golden says no matter who wins in the primary, he would hope all those contenders would come together and support the democratic side to produce a much larger and more powerful body in the general.

The Vanquished Nate Shinagawa Hospital administrator Nate Shinagawa was an unexpected surprise in 2012, netting 56 percent of the vote against attorneys Leslie Danks Burke and Melissa Dobson in the Democratic primary to face Republican Tom Reed in his first bid for re-election. In the tightest of Reed’s re-election bids, Shinagawa lost by just under four points, gaining 45 percent of the vote.

He later successfully won a seat on the Tompkins County Legislature – representing District 4 – before resigning and moving to District 2, gaining the local Democratic endorsement. He was then upset by current legislator Anna Kelles.

As of April, he had moved on from his role at Robert Packer Hospital in Pennsylvania – the job he held while living in Ithaca – to become Chief Operating Officer at a hospital in Phoenix, Arizona.

Martha Robertson A longtime stalwart of the local Democratic party (she has served on the County Legislature since 2002) Robertson made her run against Reed in 2014 as the sole Democrat on the ticket. A founder of the Cleveland Children’s Museum and a onetime educator, Robertson ran against Reed in a “battleground race,” her platform heavily leaning on economic development and clean energy.

This played to Reed’s advantage however and, in an effective advertising campaign, branded Robertson across the generally red district as an “Ithaca Liberal.”

Despite backing from the Democratic Congressional Campaign Committee’s Jumpstart program, she lost handily, taking home less than 36 percent of the vote to Reed’s 57 percent.

John Plumb A surprise pick in 2016, Plumb – a former naval commander and once military advisor to esteemed congressman Ken Salazar – left his post in Washington D.C. to return to his Jamestown home, a choice departure by the Democrats as they moved away from Ithaca candidates. A more moderate candidate, Plumb’s platform included advocacy for nuclear energy use and generally not being Tom Reed, with a particular interest in national security.

Dubbed by his opponent as “D.C. John” in an otherwise disastrous year for the Democratic party, Plumb was drubbed; losing by more than 15 points in the general election.

John Hertzl erThe Actor

ohn Hertzler has served as a general and chancellor of a great empire of Klingons, but in 2018 he wishes to take political office off the television screen in the U.S. Congress.

The Star Trek actor, residing in Trumansburg, has garnered numerous headlines and column mentions after his early June announcement of his candidacy, one which he intends to pursue under the persona of Mark Twain.

Hertzler’s political experience is limited to the Ulysses Town Board where, four years ago, he filled a spot for an ailing trustee and never left. But that isn’t go-

ing to stop him. “Why not me?” Hertzler says. “I’m 67. I’ve been around enough so I know a lot of things.”

He touts his ability, as a political outsider, to be able to listen to issues without bias or secret political allegiances.

As far as Hertzler’s portrayal of Mark Twain, he says this will improve his relatability with more non voters and moderate Republicans that may not otherwise vote for a Democrat.

“The man (Twain) could criticize Congress and call them – they’re full of ‘you know what’– but he did it with humor,” Hertzler said. “I hope to be able to discuss my issues and criticize the opposition to those issues in such a way as not to make enemies, but if I can do it with humor, if I can do it with humanity in my heart for the other person on the other side of the issue, then I think I’ll be alright.

Hertzler’s political ideology is as sporadic as his frazzled, Twain-style hair. He is as adamant of a climate change advocate as they come and was even arrested several years ago for protesting gas development on Seneca Lake. When it comes to the second amendment, he believes the second amendment is in place to defend the first amendment and the right to bear arms is fundamentally indoctrinate. He also sees benefit in a value-added-tax on foreign nations such as China and India.

Pending a loss in the Democratic Primary, Hertzler says he plans to stay in the race as an independent or run as a writein if the party would stray away from being what he describes as the party that is “fighting for the little guy.”

MacDougall wrote in an email that after the county objected, OASAS came to meet with government officials from Tioga and Tompkins County as well as all the providers, explaining this was due to a “short timeframe in planning a regional approach to responding to the opioid epidemic, assuring them the decision was not a negative reflection against CARS or the ADC. Despite the fact little is known about the grant or the program it will create, local officials say they were caught offguard, if not completely baffled by the proposition.

MacDougall, since then, has worked to get the local groups a seat at the table and, after an apology from OASAS, is now setting to work on not only organizing how the program will be implemented but actually figuring out what the grant entails as well. Over the next three months, CARS and the Alcohol and Drug Council will be working with the county and the other two organizations involved to come up with a plan on how to apply this grant.

There will be much to figure out – as Tioga County has little service infrastructure of its own, it already relies heavily on Tompkins County’s services and will likely be requesting a larger share of the money – and a meeting taking place in Albany on July 13 (which MacDougall said she plans to attend) will only help to clarify the purpose of the grant as, she said, nobody is really sure exactly what the work to be done even is.

Shortness of Breath During Exercise: It’s Not Always Asthma

ou're out on a run, or cycling up one of the many steep hills that Ithaca has to offer, and after a minute or so of high-intensity exercise, you start to feel the familiar symptoms such as wheezing and shortness of breath. Here goes my asthma again, you might think.

However, according to Andrew Getzin, MD, it’s likely not asthma.

“Asthma is a problem that classically occurs at the end of exercise, or after exercise,” says Getzin, director of the Shortness of Breath Clinic at Cayuga Medical Center.

“If the individual has symptoms in the first five minutes, it’s not asthma.”

Many of the patients that come to see Dr. Getzin have been diagnosed as asthmatic.

And for those those that do suffer from exercise-induced asthma (asthmatic symptoms in reaction to exercise), it is primarily expiratory, and occurs either at the end of, or after, exercise. It takes place in the chest, and the associated symptoms — which include wheezing and shortness of breath — gradually manifest, often lasting for hours.

If an asthmatic is exercising outside during the winter, the symptoms worsen, as the high ventilatory rate as a result of exercise coupled with the cold, dry environment exacerbates the asthma.

While moderate alcohol consumption has been linked with improved heart health, seniors should be careful not to drink too much. ny sports fan within a hundred mile radius is well aware that a group of 12 year-olds from the Maine-Endwell area won the Little League World Series last year, and you can believe me when I tell you that when those kids walk around that area, they are treated like rock stars. I know this because I spent a fair amount of time at the indoor facility utilized by that team (my daughter’s travel softball team uses the same facility) and I have seen the many layers of

support that exist to keep such programs on a winning track. In fact, using the rock star metaphor again, it is as if there is a vast road crew behind the mail act. Sound technicians, light technicians, roadies, support staff… you get the idea.

years, more fields have been put into play, teams are making noise on a regional level, and a girl’s travel team has taken shape.

Jeff Spada is one of the people working to move the programs forward, and he told me, “We have a Cal Ripken program for baseball players from 8 to 12 - Minors and Majors – and A Babe Ruth baseball program for baseball players from 13-15.” He added, “On the girls’ side, we have two 14U teams, an Elite team and a Developmental program. We’re always trying to build better ballplayers for the Ithaca High varsity softball program.”

The Little Red have had a tough time in recent years and it’s no surprise, considering the solid “feeder programs” in other school districts. As mentioned on many an occasion, I have spent a few hundred hours at softball tournaments over the past dozen years, and many towns have 10U, 12U, 14U, 16U and 18U teams. By the time a players is in 9th grade, she has had the opportunity to play twenty to thirty extra games every summer, and that translates to a 2 or 3-year jump start on kids who play a 15-game school schedule (five of which are rained out) and then throw the glove in the closet until the next spring.

The Ithaca teams are getting noticed, as the boys 10U and 12U teams both just won their regional tournaments (both beat West Elmira) to move on to the state tournament.

The girls team (Little Red Softball Program) had a tremendous season in 2016, and hopes to keep the momentum going. According to Spada, “They play against teams from Dryden, Marathon, Homer and some Syracuse-area teams, and they went 10-0 during the regular season.” That would have been a great season, but they didn’t stop there. Jeff added, “They ran the table in the postseason as well, going 5-0.”

The movers and shakers that are trying to keep the programs going in the right direction are aware that in addition to playing more games against better opponents, keeping skills sharp on a year round basis is important as well. Jeff offered, “One thing we don’t have is indoor batting cages.

Parents have had to take their kids to Syracuse, or Binghamton, and that has been a disadvantage.” That will soon change, as Spada is teaming up with Ryan Ciotoli of Ultimate Athletics to utilize some of the space in the old Sears store in the Shops at Ithaca Mall. “Before,” Jeff stated, “we had to compete for hours with other sports like lacrosse and soccer, and it was difficult to get the times we wanted. Now, we’ll be able to provide indoor batting cages, some pitching machines, and we’ll have some video simulators that will be able to measure mechanics. We will offer supervised training programs.”

The video simulators will have the ability to give players the view they would see from the batter’s box at, let’s say, Yankee Stadium, and track the “balls” they “hit” as if they were playing an actual game.

“We’re planning on bringing in coaches from various colleges and hosting clinics in the fall and winter,” Spada said. “We’re planning on taking it to the next level.”

Activists Call On Cuomo To “Keep His Promises”

group of about 30 protesters gathered in DeWitt Park last week armed with signs and speeches calling for Governor Andrew Cuomo and the state government to hold the line against new oil and natural gas projects.

The event was framed as a declaration of independence from fossil fuels, merely five days from when the United States will celebrate its own independence holiday.

A smattering of chants popped up to open and close the speeches, delivered by Jenna Lamb of the New York Public Interest Research Group, Joe Wilson of the West Dryden Road Residents Against the Pipeline, Elisa Evett and Lisa Marshall from Mothers Out Front and Kathy Russell from Fossil Free Tompkins, as well as a statement from State Assemblywoman Barbara Lifton (from a previous speech) delivered by her Chief of Staff Linda Smith.

For the most part, the rhetoric centered on holding Cuomo and the state legislature accountable for the commitments the group feels have been made about green energy efforts.

Additionally, the group voiced support for New York Attorney General Eric Schneiderman’s investigation into ExxonMobil’s alleged deception of the public regarding potential dangers of burning fossil fuels.

A statement accompanying the event aimed to codify the message of the several combined groups: stop the progress of not just coal and oil usage, the normal targets, but natural gas as well. Some examples were local, such as resistance against the natural gas pipeline extension in Dryden, while others took aim at the environmental policies of President Trump’s administration, which have become a source of controversy highlighted by his decision to pull out of the Paris Climate Accord. Incidentally, the rally also fell on “energy week” as this week has been dubbed by Trump administration officials, signaling the roll-out of some energy agenda items.

“New York can help lead the nation by blocking the development of all new fossil fuel infrastructure deals,” the statement reads. “Weaning the nation off of its fossil fuel addiction must start now and blocking expansion of new projects to expand the use of oil and gas is a key step.”

Lamb said the governor has generally been middle-of-the-road on environmental issues; while his initiatives have been encouraging, such as Reforming the Energy Vision, it seems he’s often working against his own statements by allowing new projects to break ground.

t is summer once again in Ithaca (We have survived yet another winter of our discontent).

And I am going to once again suggest that one of the absolute best things in the Ithaca summer is the Ithaca Shakespeare Company.

Trust me, people, if you’re missing the ISC’s summer performances, you’re missing one of the most wonderful things the Ithaca summer has to offer.

And this summer, the ISC will be performing The Tragedy of Richard III and the romantic comedy Much Ado About Nothing.

Richard III is the conclusion of a series of William Shakespeare’s history plays the ISC has presented over the last two years. In Shakespeare’s time, his most popular plays were a cycle of eight history plays: Richard II; Henry IV, parts 1 and 2; Henry V; Henry VI, parts 1, 2 and 3; and Richard III. They function as one continuous meta-story, like a miniseries of the era.

Here in the 21st century, they are among the least produced of Shakespeare’s plays.

(With the obvious exception of the play the ISC is concluding with this summer, Richard III. Nobody can resist a charming, funny, overthe-top monster.)

The reason for this is that Elizabethan era audiences were familiar with these historical figures. To a modern American audience, it would be the equivalent of biopics about, say, Jefferson or Hamilton; Lincoln or FDR; the Kennedy, Bush, or Clinton dynasties or — God help us all — our own current monster-king, Donald Trump.

And the ISC has undertaken the entire cycle as a two-year project. They began with Richard II back in February 2015, and they will conclude with Richard III this July of 2017.

The ISC’s artistic director, Shakespeare scholar Stephen Ponton, cut the meta-story down to five plays, one for each king. Ponton characterized the meta-storyline as “The Original Game of Thrones.”

At the launch of the series, in the Richard II playbill, he wrote: “Shakespeare’s cycle of history plays may be his greatest single achievement. Taken together they form an astonishing epic adventure that can rival any modern fantasy or adventure epic — and was a major inspiration for most of them.” *** Now, there’s something we need to cover here. (This has been causing some confusion for the ISC’s audiences.)

The ISC has moved to a new location for its summer performances.

For the previous 12 years, the ISC presented its summer performances at the Cornell Botanic Gardens (formerly the Cornell Planations) at Cornell University. In the summer of 2016, the ISC moved to the shores of Cayuga Lake, to the Allan Treman Marine Park.

The plays are performed on a stage in a forest glade, surrounded by titanic trees out of a Hudson River School painting, right on the Cayuga Inlet.

It is an astoundingly beautiful location.

It is so ethereal it is disorienting — it doesn’t seem terrestrial. It feels like one is in some sort of afterlife — the Elysian Fields or Heaven or something.

And then there are those plays.

Richard III: Richard seems to me a pure archetype, a cartoon character like the Joker in the Batman comics and films. Although, in a conversation with Ponton, he argued Richard is more complex than that, citing a scene where Richard reveals the pain of his childhood. the end of the play, where we glimpse the guilt buried in Richard’s subconscious over the terrible things he has done.

And then there is the matter of Richard’s charisma.

Richard seems like one of those mutants in the Brotherhood of Evil Mutants in the X-Men comics and films: he seems to have a super-charming power.

In particular, I’m thinking of the scene where he seduces the Lady Anne (prior to making her his queen and then murdering her). One has to remember that Richard is hunchbacked, club-footed, has a withered arm and, topping it all off, has just murdered Lady Anne’s husband and father-in-law.

Shakespeare scholar Harold Bloom, in his magisterial book, Shakespeare: The Invention of the Human, attributes Richard’s power to a mixture of charm and terror. I view Richard as supra-human. A sort of over-the-top, gleeful archetype of Evil — like the character the Vice in the medieval morality plays. (And the play itself seems to have a kind of magic-realism feel to it.) *** Much Ado About Nothing is a comedy. A helpful Cliffs Notes book I perused likened it to the Hollywood screwball comedies of the early 20th century.

The core of Much Ado is the battle of wit between two lovers, Beatrice and Benedick (who apparently had a relationship in the past that ended badly). Beatrice is a sort of super-wit, one who Benedick can almost keep up with (Bloom maintains that Shakespeare’s female characters are invariably superior to his male characters). He also writes that Much Ado is Beatrice’s play as surely as Richard dominates his play. My own take on reading the play is that the characters are slyly complicated. Even the wanky, ostensibly silly plot is slyly complicated.

I spent some time hanging out with the cast and crew of the ISC as they rehearsed; both at their home, the Fall Creek Studios and the Treman Marine Park. It was almost like being lost in one of those Robert Altman ensemble films like Nashville.

Watching the actors breathe their humanity into the script, it occurred to me that theater, no matter how well written, requires the inexpressible human element of living actors.

Here is an impressionistic blur of scenes that impressed themselves on my memory: At the Fall Creek Studios, I watched a scene in a garden where the young noblewoman Hero (Samantha Sloma) and the gentlewoman Ursula (Caitlin Weems) have a faux conversation with a hidden Beatrice (Molly Makowiec) listening in where they convince Beatrice that Benedick is in love with her. Unlike Onodera, Merrick doesn’t have one distinct medium. He’s done work in sculpting, printmaking and other forms, but his latest works are oil on canvas.

A Funny Thing at the Theater Hangar Theatre’s newest show impresses

By Ros s Ha ars ta d A Funny Thing Happened on the Way to the Forum: music and lyrics by Stephen Sondheim, book by Burt Shevelove & Larry Gelbart, Hangar Theatre through July 16.

S

ondheim always intended to be a lyricist-composer like Cole Porter and Irving Berlin, but his first big Broadway breaks was as lyricist to composers Leonard Bernstein (West Side Story,1957) and Jules Styne (Gypsy, 1959).

Finally, in 1962, he got his chance: A Funny Thing Happened on the Way to the Forum was a huge hit, and grabbed Tony Awards for Best Musical, Best Book of a Musical, Best Director (Musical), Best Actor and Best Supporting Actor. Yet Sondheim wasn’t even nominated for the score.

The score has zip, bounce and an oldfashioned Broadway feel; yet Sondheim himself felt it didn’t quite match the book, a farce built on the stock characters of Plautus, who set out all the stock types: young lovers, gullible fathers, sly

servant/slaves, vainglorious soldiers, and constructed what still ranks as one of the best American farces. But as co-writer Shevelove points out, without the songs to let it breath (and hum and sail), it would be too relentless.

The Hangar brings the production bounding to life in Artistic Director Michael Barakiva’s exuberant and vividly designed production, which has one foot in the Borscht Belt circa the late 1950s (the other, of course, in 200 BCE Rome). Other than color and silhouettes in the design, the main Catskills resort element is a perfectly 1950s onstage band (Barakiva plays a neat trick in the overture, and the orchestra under Music Director Daniel Lincoln is top-notch.) The cunning set design is by Raul Abrego, the fleet, joyful costume design by Kenisha Kelley and Hangar veteran Matt Richards makes it all glow in his superb lighting design.

Barakiva also cleverly repairs the overly sexist edges of the original by casting a pansexual menagerie of

courtesans (gender and drag are on play throughout.)

The abundant shtick and vaudeville turns and calls for show biz turns and technique from its performers. Michael Goldstrom plays to the scamp side of the star role of Pseudolous, keeping the show moving with a delirious glee as he schemes his way to freedom. There is a fey, Pucklike quality to his comedy. As his foil, the overseer slave Hysterium, Aundre Seals

hurls himself pell-mell into broad physical comedy with a strong manic streak. It’s a bit of a reversal of the usual energy poles of this duo, but, surprisingly, it works.

Young Hero is not usually a stand-

out role, but he is here. True, he has some of the better Sondheim songs, and Jacob Shipley manages dewy innocence, affability and a sweet fulsome tenor; the addition of a guitar to the Rodgers & Hart styled “Love, I Hear” is an adroit touch. His love interest the courtesanvirgin Philia is sweetly sung and played in winning wide-eyed earnestness by Alexandra Nicopoulos.

Linda Marie Larson finds the balance of envy and vanity that propels Domina (Hero’s mother), the befuddled, blind Erronius is played to the hilt by a bandy-legged Greg Bostwick, and as the gender-switched brothel madame Marcia Lycus, Robin Payne purrs with elegance.

Chris White is basso magnificence as the braggart soldier Miles Gloriosus, first in a great line of Sondheim portraits of puffedup male preening.

And, oh, the simple song-and-dance authority of Herndon Lackey as Senex: a performance that shows that comedy can be effortless even in farce. Lackey is wry, commanding, twinkling and insouciant at the drop of a dime, with precision timing.

You just feel a whole era of the soft-shoe shuffle as he leads off “Everybody Out to Have a Maid.”

Even though it’s known as a stardriven show, Forum already shows Sondheim’s penchant for ensembles. And Barakiva’s prime achievement here is to create an ensemble that radiates the same conviviality that he does in his warm and witty curtain speeches. •

Summer in Tompkins County means ‘tis the season to see movies “in the great outdoors as God intended”, to quote the great film critic Joe Bob Briggs. But if you want to stay in town and get that feeling, summer in Tompkins County also means that Cornell Cinema is back with its annual four outdoor film screenings.

The Ithaca Times spoke to CC’s Mary Fessenden about what movies made the cut – and at least one that got away.
