f you’re looking for a job in the next few decades, you might have some luck in Tompkins County.

They’ll need you just as much as you’ll need them Ac c ord i n g t o n e w f i g u r e s released by Tompkins County Area Development, while projected job growth in Tompkins County will rise roughly 1.3 percent growth each year through 2035, bucking a trend of fiscal stagnation across New York State and, particularly, the Southern Tier, its labor force is anticipated to stay well below its needs during that same time, casting some doubt as to whether or not in-commuters – the non-local population that makes up nearly a quarter of Tompkins County’s workforce – can make up the gap.

The culprit, aligning with a national trend, is an aging workforce exacerbated by an anticipated lack of a middle-aged workforce to replace them, according to TCAD Vice President and Director of Economic Development Planning Martha Armstrong, who presented the numbers to a group of about a dozen local businesspeople at the Tompkins County Library last week. Though there are no losses necessarily predicted over the next few years, recently observed demographic trends are not favorable to fill the anticipated needs. Though the county population has grown by more than 10,000 people since 1990, the proportion of residents aged 30 to 40 years old has actually decreased by about 3,000 people while the 50 to 64-year-old bracket increased by 8,300. While many of those in that bracket were initially attracted to the area by the great benefits from places like Cornell – things that attracted baby boomers looking 20 years out at retirement – Armstrong said there seems to have been a trend of their kids leaving in adulthood and not coming back, the deficits in the organic workforce needing to be made up by people who were not born here.

“Just looking at what’s happening right now, you can see the workforce age population isn’t going to grow for a while,” Armstrong said. “In Tompkins County in particular, I’m worried because we have less than you would hope for in that 30-40 year-old age bracket: these are the continued on page 4

Could A New Law Finally Solve Ithaca Falls’ Persistent Lead Problem?

I

n a surprise to nobody, Ithaca Falls – and the former site of the Ithaca Gun factory – is still contaminated with lead.

What might surprise you is how contaminated the site still is, even after a more than 15 year legacy of remediation that has cost millions of dollars to carry out.

Toxics Targeting, Inc., an environmental database firm, released new test results evaluated by environmental testing f irm Microbac documenting significantly high contents of lead hazardous waste in soil collected at t he It haca Fa l ls Overlook site, a site which State Environmental Conservation authorities recently proposed for No Further Cleanup Action.

According to 2013 data on the site recently re-tested by Hang, some areas of the Ithaca Gun site tested several years ago at up to 190,000 parts per million, or 475-fold the national remediation requirement. Many other spots tested on the site were measured at more than 500 ppm: For reference, background concentrations of lead that occur naturally in surface agricultural soils in the United States average 10 parts per million (ppm) with a range of 7 to 20 ppm: levels of less than 300 ppm are considered to be safe for gardening, while levels above 300 could present risks for contamination and health risks: any level above 400 ppm is considered to be the action level by most state

A map outlining the contamination, detailing a profile of the site conducted by O’Brien and Gere in 2013, was submitted well before new work was carried out on the gorge floor: far below where the contamination was actually documented. Despite the DEC’s characterization of contaminated soils being located two feet below the surface, out of the way of human contact, anecdotal evidence says otherwise: According to EPA officials interviewed in 2016, contamination from the top of the gorge had apparently been falling to the bottom, meaning that clean-up efforts carried out on the popular walking trail below would, ultimately, be re-contaminated.

And the data unearthed by Hang – which he corroborated through a composite sample tested by the lab in Marietta, Ohio – he says only goes to confirm the extent of the pollution.

he race for the District 5 seat in the Tompkins County Legislature took another intriguing turn Monday as outsider candidate Keith Hannon was ruled ineligible for the ballot by the county Board of Elections (BOE).

The disqualification came as a result of an examination of Hannon’s petition to appear on the ballot as an Independence Party candidate that included 31 signatures, which Hannon submitted in accordance with New York state election law. One page of signatures was thrown out upon examination by the two party commissioners, Democrat Stephen DeWitt and Republican Elizabeth Cree, after an objection to the petition was lodged with the Board of Elections. When the page of 20 signatures was subsequently ruled meaningless, Hannon failed to cross the 13 signature threshold he needed to get on the ballot; he had submitted 31 signatures total, leaving him two signatures short of qualifying.

Hannon had been running against Democratic and Working Families candidate Anne Koreman, both vying to replace the outgoing Jim Dennis. In a video posted to his campaign’s Facebook page Monday afternoon in the wake of the BOE’s decision, Hannon called it a “very ugly day for the demo-

cratic process” and described the discrepancy on his petition as a “stray pen mark.” The video provided a picture of the mark, which appears next to a “20” that signified the number of signatures listed on the page.

Hannon further pointed out that while 30 candidates filed petitions, his was the only one subject to an objection.

“What also happened is 20 voters lost their voice in the democratic process,” Hannon said in an interview Tuesday.

“Which means increasing the likelihood that they would not have a choice for who would represent them on the county legislature.”

The person who raised the objection, Jeffrey Silber, is the hu sba nd of Tow n of It hac a Board member Pamela Bleiwas.

According to disclosure forms submitted earlier this month, Silber is listed as having donated $250.00 to Hannon’s opponent, Koreman, on June 20 by the New York State Board of Elections.

Silber said he simply raised the objection because he thought he detected a problem when reviewing Hannon’s petition document. He said he noticed what he thought was an alteration to the number of signatures and the date on the page in question, an objection that was upheld by DeWitt and removed the biggest swath of Hannon’s signatories. There were one or two more names removed as a result of incorrect party affiliation and an inaccurate town listing.

Hannon characterized the complaints f rom Si lber as a politically motivated maneuver to quash an upstart campaign designed to threaten the politi-

cal establishment, but Silber shot back that any eligible voter can raise an objection and he had no consultation with local Democratic party committee members prior to entering his complaints. “ I t ’s n o t t h e p o l i t i c a l machine,” Silber said. “Does one file an objection to have the objection heard? Of course. But this is not meant to represent the Democratic party in any way.”

Koreman declined to comment on the BOE’s decision, releasing a statement on Tuesday evening saying she had followed all regulations to the point while Hannon, did not. Dennis announced his withdrawal from the race on July 12, after initially stating he would run for another term.

Ha nnon sa id t here was a “clear effort” to avoid small objections such as the pen mark, but that the mark was not seen during that process. Hannon had met with DeWitt prior to submitting his signatures, a courtesy DeWitt offers candidates to provide a broad analysis of the documents and point out any obvious mistakes that are present. Despite the meeting, DeWitt did not notice the problem until after Silber’s objection was raised and further examination was necessitated.

In her experience, illegibility, wrong dates and voter signatures that are invalid for any number of reasons are the most common causes for disqualification. As a result, Zahler said they continued on page 11

people having babies, so we might shrink. Then again, employment tends to fall where jobs are.”

The logic behind this theory is simple. Binghamton, for example, has lost jobs and with it, its population. With approximately 15,000 in-commuters coming in from other places to work each day (some places, like Schuyler County, import a third of their workforce) it is clear that Ithaca, with the most jobs, can attract its workforce from other metro areas. But there are limits: housing stock is limited and the job growth in Tompkins County, at times, coming exclusively in highly specialized areas. Its largest sectors – Educational services accounting for 34 percent of the area’s jobs, healthcare and social services at 13 percent, retail at 9 percent, food service and manufacturing at 7 percent, respectively – may not fit the skill sets of displaced workers from say, Elmira, which has lost approximately 7,000 manufacturing jobs from its heyday.

What could help reverse this, Armstrong said, is a recognition of the changing economy. With an aging population, healthcare is anticipated to be a growing local sector, with health care support and protective service occupations anticipated to grow the most in Tompkins County over the next decade.

Advanced manufacturing, which often hurts for solid recruits, could do more to show what types of jobs it needs filled and the skills needed to fill those positions. That effort, she said, starts at home. “I think the big problem is parents here aren’t telling their kids to go into manufacturing,”

Armstrong said. They’re not even thinking of it.”

While projections can never be trusted fully – the Department Of Labor can’t predict what any companies are going to do over the next decade – the general trends indicate that job growth and the economy are only set to increase.

As jobs grow, space and infrastructure is also a concern and, while the labor force needs attention, the facilitation of growth requires attention as well. The local software company Rosie, for instance, had poor internet service when they were starting up, proving some difficulties. In Lansing, for instance, job growth could be a difficult prospect because of a lack of energy infrastructure, like natural gas expansion to its tech park.

“We k now t hat t he lack of natural gas in the tech park has affected some job growth, that’s a direct hit,” Armstrong said. “We know some groups there who were looking to expand who couldn’t for that reason.”

D.A. Office: Long Hours, Large Case Loads, Little Rest

T

he eight attorneys in Matthew Van Houten’s inaugural district attorney’s office have been no strangers to long nights, unrecognized overtime and grueling caseloads this year.

Two-week logs of 140 hours or more are routine. The lights in their third floor office in the Tompkins County Courthouse illuminate the cornflower blue walls of their ‘70s-era office space even on the weekends.

A nd blo c k bu s t e r c a s e s , it seems, pop up just as another one ends.

“We were just wrapping up closing arguments in the Nagee Green case,” Van Houten said, “and the next day, there was a murder up in Collegetown.”

With just eight staffers – six of whom handle felony cases exclusively – ser ving as the chief legal representation of the county’s more than 105,000 people, the D.A. office’s caseload is consistently packed fairly tight, Van Houten and his team of prosecutors covering cases ranging from felonies in the chambers of the County Court building to working trials in the 11 smaller municipal courts across Tompkins County. But the past year, it seems, has been anything but typical.

Though overa ll crime in Tompkins County has actually decreased 34 percent between 2012 and 2016, violent crimes – which typically entails mand ator y prosec ut ion – have

increased, largely based around activity in the city. In 2016, 72 violent crimes were handled by Ithaca police according to state data, the city’s highest total since 2009 and slightly above its 26-year average of 61. Add four murder trials over a 12 month period in the mix – which typically require two attorneys each to prosecute – and you have a workload demanding a significant portion of the office’s staff time, typically reaching up into the 70-hour per week range.

“It does seem like the nature of what’s been happening over the last 12 months is much more violent,” Van Houten said.

“People have asked me about that a lot. You could look at the most serious cases and it’s clear

and villages, relying on mass transit (often at a premium for their location) or their car to get to work. Others, seeing the expense in car ownership – from insurance costs and gasoline to routine maintenance – may stay downtown, foregoing the car in favor of the cheaper modes of walking and biking to make up for the hike in housing costs.

In each scenario, there is a trade-off. But how do you know if you’re getting the best deal from your lifestyle?

In January, local consulting f irm Randa ll West – in partnership with collaborators from Ithaca Carshare and Cornell Cooperative Extension’s Way2Go – released a survey trying to find out: How much do you make? How much do you spend on housing every year? How often do you drive?

With the theory that, through their questioning, they would be able to answer that question.

Six months and 64 respondents later, t he g roup may have something resembling an answer.

In a conference last week, the project team presented True Cost Tompk ins, a n on line, interactive map powered by the data collected from the survey exploring the combined housing and transportation cost of residents in various parts of Tompkins County. Detailing affordability for members of moderate as well as low income families, the project is meant to show hotspots of affordability for a general slice of the population merging both what their housing costs and transportation costs are and how much the give and take is between each expenditure.

From housing costs in the county’s economic center to the sprawling communities that feed the vibrant city’s bustling schools, offices and restaurants, making your way in Ithaca – whether by making your rent payments while living there or putting gas and work into the vehicle that takes you there f rom your more a f fordable home in the countryside every day – costs a lot of money. For some people, the solution to high housing costs in the city and near their jobs is to move out into more affordable homes in the county’s outlying towns

they’re not related to each other – they’re not arbitrary in the fact there is a specific type of behavior – but it’s still a major concern that it’s an aberration in the pattern of how much violent crime has happened here.”

But it’s not just high profile crime handled by the D.A.’s office: in addition to major violent felony cases, the D.A.’s staff is responsible for covering not only the 11 town courts (which is actually low by New York State standards for a county the size of Tompkins) but its specialty courts as well, giving their time to facilities like the treatment court, felony treatment court, family court, integrated domestic violence court, sex offenders court and the Ithaca City treatment court. Though two members of Van Houten’s staff are committed to covering for most of the high-volume, less serious misdemeanor cases, there is a significant amount of strain on staff overall, from arranging their schedules around each individual judge’s court dates to balancing interests to ensure local cases do not overshadow felony cases.

“It’s a juggling act to make sure we have coverage for all t hose cour ts,” Va n Houten said.

Staffing issues are common for many district attorney’s offices across the state. While the rule of thumb is to, on average, have one assistant district attorney per 10,000 residents, continued on page 4

While some places in Tompkins County were found to be relatively affordable for people of moderate incomes, for people of both modest and average incomes, one thing was clear: combined, housing and transportation costs in Tompkins County are, in most areas, extremely prohibitive.

But ever y data set has a human side and, because the numbers are general, True Cost Tompkins has another, more personable component to it: the individual stories of the people they surveyed themselves. In 12 individual case studies of respondents with a wide variety of housing situations and incomes, the survey seeked to provide an analysis of not only what would typically be afford-

obby Aceto and Rebecca Proctor’s stone home was the perfect setting for the arrival in 1999 of their son, Alexei. Located along a quiet creek, wildlife visited daily and became part of the family. Robby, a composer and career musician, followed in his father’s tradition of “repairing everything in sight…” and when not engaged with his music, worked on restoring their treasured Forest Home landmark. Along with her career as home furnishings designer, Rebecca created a delightful interior.

Growing up, Alexei especially loved music.

He played all the different tiny instruments stashed in his toy box. The Acetos laugh when they recall the three of them parading throughout the house singing improvised songs. Surrounded by music, art, and nature, Rebecca and Robby were thrilled to see Alexei drawn to their piano. As soon as he was old enough to sit at the keyboard he would identify music he liked; and Robby would help him pick out little bits of the pieces he admired.

By the time Alexei was 5, he was ready for a real piano teacher. Local pianist and teacher Trudy Borden, who had taught at both Eastman School and the New England Conservatory, immediately came to mind. Robby says: “I knew when he was still tiny that if Alexei showed aptitude at the piano, I would send him to Trudy in hopes she would take him as a student. I had known her for years and knew she was an extraordinary teacher—profoundly musical, and inspirational. We felt so fortunate she decided to

take him, as her studio was comprised of adults and older teens. I’ll always be really grateful to her for that.”

For the next 11 years the two of them studied and worked together.

“Trudy is a most remarkable person, and an incredible teacher,” Rebecca said. “Eleven years is a significant period, and over that time she really became like family. They drew very close and his music grew so much … and what was even better, they had such a great time being together.”

When he was 12, Alexei played his first solo recital, playing Bartók, Beethoven, Chopin and Satie. At age 13, he organized a multi-media performance featuring composer Eric Satie’s Les Sports et Divertissements. Held at the Carriage House Loft during an Ithaca blizzard, every seat was filled and the audience reaction was ecstatic.

by Satie’s poetry, recited by talented young actress Erin Hilgartner, a friend and classmate of Alexei’s. Each piece was also accompanied by the digital projection of an original mini art film created by Alexei and his dad, timed to the performance.

“For me, what was so beautiful, besides Alexei’s playing of course, was the way the two of them spent literally months together poring over the found footage and coming up with the film vignettes,” mused Rebecca. “It was really a labor of love.” contin u ed on page 7

y friend Tom recently posted on his Facebook page an article from Forbes magazine about the importance of punctuality.

Tom is not from Ithaca, where no one pays attention to Forbes magazine, nor to strict keeping of time.

He is from Brooklyn, where minutes matter. When you stand on a city subway platform, you can look up at an electronic sign that updates the time of the next expected train. It will say (for instance) “four minutes.” It won’t say “five minutes” or “about five minutes.” It will say four minutes because it means four minutes. That’s why there are choices of numbers, because they mean different things.

Of course, chances are this is hogwash, and the train will not arrive in four minutes, nor even five, but the feeling is, even when lying or mistaken, be precise about it.

I empathize with Tom because I am

originally from Brook ly n and had difficulty adjusting to the relativity of time here in Ithaca, and differences in the perceived importance of punctuality, or even what is normal.

Early in my Ithaca tenure, I had a loose arrangement to meet a friend for dinner. That night, I phoned her to determine a time.

“How about now?” she said.

“Great,” I said. “I’ll be at your house about, let’s see, 6:12.”

“6:12?” she asked.

“Yeah,” I said, “is that no good?”

“Why not say 6:15?” she said.

“Well,” I said, “because I just have to get my wallet and keys and drive over and I know that will take six or seven minutes, and it’s 6:05 now. It won’t take ten minutes.”

“Okay,” she said, but it sounded more like “Oh, brother.”

currency acted as an incentive that got people to try something new. This happened when we offered Ithaca Dollars as an incentive for making donations to Pay It Forward during the Holiday Hunger Game. The resulting success sparked a fire that evolved into a public program that benefits not only those it serves, but the entire community. Could the program have started in any number of other ways? Of course! But it was incentives in the form of local currency that did it.

So it should be clear now that we’re very happy about how Pay-It-Forward has become more publicly supported, and that more people are participating in it.

It serves as probably the best (local) case example to date of how Ithacash can offer value to our community: helping people take small actions that have big impact.

Ithacash has been in the process of revamping its offering to the community, and has experienced a few bumps in the road, as readers may know. This was largely due to a shift in our technology in moving to the Main St. Market app, and a recognition that without grant funding, we needed a more mature model if the system was going to be financed sustainably.

Many people have struggled to wrap their heads around what Ithacash is all about, and I don’t blame them. Mea culpa, I’m a total geek when it comes to this stuff, and sometimes the way I explain things isn’t clear. But at the end of the day, it is very, very simple. In our globalized economy, local communities like ours do best when they meet local needs with local resources. Programs like Pay It Forward and Ithacash help our community do just that.

On Pay It Forward & Ithacash

hanks for sitting down with us and having a chat about the role Ithacash played in bringing Pay It Forward to Ithaca. I’m writing today because I am concerned, however, that the article ended up giving the wrong impression about my thoughts and feelings on the program and I’d like to offer a clarification for our readers.

First thing’s first, we are actually overjoyed that the Pay It Forward program has come this far; not “annoyed” as the article states. It is true that we took the initiative and established the first menu of Pay It Forward options during the Holiday Hunger Game in December 2015, and it’s important to note how elated I was when the DIA took notice of it at Center Cafe and offered to take on the administration!

Secondly, there was and is no comparison happening between Ithacash and Pay It Forward, and in no way do we feel that Pay It Forward should be about community currency. They are separate and distinct programs, and should remain so. The only way we would draw a parallel between to the two is this: Pay It Forward is a system that makes generosity in the community more visible; while Ithacash is a system that makes loyalty to our economy more visible. We certainly never meant to give the impression we feel Pay It Forward is “shallow”, it’s far from it! Pay It Forward’s ability to channel generosity is something to respect and cherish.

Geography is not solely to blame (or credit) for such punctiliousness. I once heard a story about Tom Coughlin, the coach who lead the New York Giants to stunning Super Bowl victories against Tom Brady and the New England Patriots in 2007 and 2011.

Coughlin is from Waterloo, at the top of Cayuga Lake, and went to Syracuse University, a real upstate guy.

Coughlin scheduled a team meeting and a player walked in two minutes early. Coughlin said he’d be fined $1,000 for being late.

The player said he was not only on time, but early. Coughlin said everyone else was already there so he was late.

The player asked, how am I supposed to know everyone else would already be here?

Coughlin asked, how are you supposed to know anything? Do you know anything?

An engaged student, Alexei did well all through middle school. Large, successful school systems such as ICSD has to offer have provide so much beyond academics – all kinds of athletics, from soccer, tennis, kung fu and swimming, to the music arts of band, orchestra and theater. When considering what options were available for high school, Alexei was insistent that his music was paramount, that he needed to devote as much time and energy as he could to it.

Rebecca and Robby, both with careers in the arts, understood. At the core of their lives together were their artistic careers with all kinds of projects — films, musical performances, compositions, researches, concept development, creations.

Their friend Mary Lorson suggested they look into the Cascadilla School.

Ithaca is an activist town and I’ve gone to a lot of meetings – also at work – where at the starting time some people are missing, so the facilitator says we’ll wait five minutes for everyone to show up. And that makes me think about what it takes to win a Super Bowl, and perhaps feel like a chump in a folding chair.

Of course, I’m not trying to win anything, just doing my bit and my best, so I ease up. I always leave the house early for work and meetings, even though I know lateness is no bother in Ithaca, where social affability supersedes timeliness.

Whenever I am late, it’s usually because I saw someone I know along the way, and had to stop and talk.

I’ve gotten used to it. But I wonder if Tom’s blood pressure (either Tom, I guess) would stand the strain of the easy pace of life here.

Mary, a talented musician herself, taught English at the school and praised its flexible curriculum and reputation for excellence. After looking over what Cascadilla had to offer, it became the clear choice for Alexei’s high school.

“At Cascadilla there were no cliques, which was really special,” Alexei said.

“The class sizes were small, and everyone sat at a table and worked together.

Most of my classmates came from different parts of the world, plus a few students from Tompkins County. The international students boarded at the school and everyone got to know each other really well. My teachers were flexible, and helpful with accommodating my many music lessons, repertoire classes, recitals and competitions.”

From age 11, Alexei had been attending the Ithaca College Summer Piano Institute. This high school-age program held on the IC campus is geared towards allowing younger students a glimpse of

The Task Force simply agreed with the state extension of the moratorium while it pursued alternatives to the West Dryden Pipeline: it did not specifically call for one.

life as a full-time piano student, and providing them with an opportunity to study with the IC college faculty. His teacher in that program was Dr. Charis Dimaras, professor of piano performance and collaborative studies. A photo from that first summer shows Dr. Dimaras--a tall, distinguished looking man with an engaging smile and easy manner, with his arm around the young Alexei’s shoulders, and Alexei beaming. A profound pianist of vast experience, Dr. Dimaras is an incredibly giving teacher, in possession of an encyclopedic knowledge of music not just of piano literature, but vocal music, orchestral works, and chamber music of all kinds. He, Robby said, would prove to be a major transformative force in Alexei’s development.

Alexei continued each year to return for the summer concentration with Dr. Dimaras and in 2014, Dr. Dimaras invited Alexei to participate in a recital cycle with his college-level students.

In a celebration of the centennial of Rachmaninoff, each student was assigned works by this monumental composer. Alexei gave strong performances in the final recitals and his presence in the group of much older students was embraced by all.

At this point Dr. Dimaras offered to take Alexei on as a full-time student “whenever he feels ready.” When he turned 16, Alexei decided he was ready to begin his music studies with Dr. Dimaras.

During his senior year in high school, Alexei focused with Dr. Dimaras on preparing his college auditions. He applied to, and was granted auditions at 6 major conservatories, including Eastman School, and Peabody Conservatory.

His auditions proved successful and when acceptances and offers came in friends commented what a difficult choice this must present. But for Alexei the choice was clear. When it came time to make a decision, his relationship with Dr. Dimaras prevailed over all other considerations.

“After all this time and being around Ithaca College, it suddenly all seemed to make sense…

I knew I really wanted to continue to study with Dr. Dimaras, and recognized how much more I have to learn from him.” Alexei accepted admission and has enrolled as a piano performance major at Ithaca College for Fall 2017.

This Spring, Alexei was selected featured soloist for the 10th Anniversary Season of Classical Pianists of the Future. This came as a surprise to Alexei and his parents, who had no idea Alexei was under consideration for this wonderful opportunity. Alexei went to work with Dr. Dimaras, preparing two solo recital programs he performed in March 2017 to enthusiastic response.

At the end of the summer, Alexei will move into his new dorm room with roommate, Ivan, who is Russian. He and Alexei, already fast friends, are wildly enthusiastic about studying with Dr. Dimaras, and Ithaca College in general.

“I feel so lucky to have already worked with such amazing people,” Alexei says. “I hope to bring something new to the word of classical music; I want to show people my age how much meaning there is to discover in this music, and how much resonance it truly has in our lives today.”

News Quick Hits Reed Stays Busy Though the House of Representatives is in recess until September 5, Congressman Tom Reed has kept busy.

Earlier this week, Reed and New Jersey Democrat Josh Gottheimer, Co-Chairs of the Bipartisan Problem Solvers Caucus, announced the Caucus reached consensus over the weekend on a bipartisan set of solutions to stabilize health insurance markets.

Plans include proposals to bring cost-sharing reduction (CSR) payments under the Congressional oversight and appropriations process, but ensuring they have mandatory funding, creating a dedicated stability fund that states can use to reduce premiums and limit losses for providing coverage, adjust the employer mandate by raising the threshold on the requirement for employers to provide insurance under the employer mandate to businesses of 500 employees or more and a repeal of the medical device tax, among other fixes.

Sharing Is Caring Considered Victims Of Our Own Success, Tompkins County Meets Another Mandate.

But Could We Have Gone Further?

or severa l mont hs, Tompkins County officials have cast themselves as a tragic figure of the haughty and unfeeling whim of the New York State bureaucracy helmed by Governor Andrew Cuomo.

“Victims of our own success” has been a common cry in the legislative chambers of 121 E. Court St., the heads of the local towns bemoaning the mandate from the state to share services amongst each other at a level which they never had before – even though the topic of government efficiency had been a popular one in local government circles for decades: No strangers to shared services, it was estimated that in 2016, Tompkins County governments saved taxpayers an impressive $3.8 million through shared services agreements: around 5 percent of the combined tax levy for all local governments in the county.

Yet, after several months of deliberations and three public hearings almost nobody showed up to, the county has a proposal written and this week, the Tompkins County Council of Governments is expected to approve a plan that will be relatively painless to implement for all parties involved. While only marginally cost-saving, it is a plan that will allow the county and its communities to qualify for the state money that would otherwise, in what one official deemed “an annoying exercise Cuomo sort of hoisted on everybody,” have been withheld should it not have complied.

Tompkins County will submit a plan chock full of ideas to share governmental services with little to no potential to offend their individual communities: A Council of Government Training Academy to provide high-quality training to all local governments in the county. The creation and maintenance of a Service Modernization Plan and a purchasing pool for financial software, which would automate and standardize a number of redundant paperintensive tasks that could, potentially, pave the way for more centralized back-office functions. The creation and management of a purchasing pool to facilitate conversion of streetlights to high-efficiency LED fixtures for municipalities interested which, based on the anecdotal responses heard at a TCCOG meeting held last week, several in the county were.

“We’re way far ahead of the curve, and have been for years,” said Cayuga Heights Mayor Linda Woodard. “Two of Cuomo’s aides were at our last meeting, and essentially what they were telling us was that the other counties are using us as a blueprint.”

“It works for one town where the County would not fill a plow operator vacancy and would retire a part-time plow operator for winter operations, thereby saving some personnel costs,” Seneca County Manager John Sheppard told the Ithaca Times staff last week. “If more towns want to join in the effort, the dilemma is we can’t very well keep our own county employees and our own equipment and pay somebody else to do the job. So, there’s going to be a timing aspect in here.”

It’s a similar type of consideration – and interpersonal connection with local government – that could be holding Tompkins County back.

Though the odd Revolutionary War era structures of New York State’s municipal government are the primary culprit behind skyrocketing structural budget costs (and some of the highest local taxes in the nation), taxpayers in New York have traditionally been reluctant to give up local autonomy, even in cases where the merger, dissolution or consolidation of their local government might mean some significant savings. In a 2014 report by New York State-centric policy think tank, The Empire Center, it was noted that since the state passed the NY Government Reorganization and Citizen Empowerment Act of 2009, only two local governments statewide have successfully consolidated, countless others electing to share services between each other instead.

This is no different in Tompkins County: unlike many municipalities statewide, all 911 services between localities are shared under one roof and one frequency, allowing one call center to dispatch localized emergency response while still maintaining relative independence in the towns and villages. As the county is wont to brag, it created a six county health consortium which built a massive insurance pool that not only saves numerous counties money, but has significantly decreased insurance

rates for public officials all six counties over. Even at the municipal level, town supervisors have managed to strike deals in moves that seemed like no-brainers: common sense solutions that save money while preserving the independence ingrained in the fabric of life in New York State.

But there is still the intoxicating nature of home-rule government to deal with. In the more conservative Cortland County, for example, something as simple as centralized tax collection – a part of many counties’ plans – was an unpopular proposal: according to meeting minutes from Cortland County’s shared services committee, the issue of jobs being cut, inconvenience of travel and even parking were brought up as reasons not to pursue basing tax collection in one, central location, despite the potential savings to local administrative costs.

“People like to pay their taxes in person,” Woodard said. “And they like to be the first ones who’ve done it. To me I’m like, ‘really?’ I could just throw it in an envelope and send it in and if it was all in one place, it wouldn’t make any difference to me. That was something we talked about that would obviously have some savings involved but most of the municipalities said ‘no.’ Their constituents would really miss it if they couldn’t do it in person.”

“If you heard people talk about consolidation in communities that are affected by it, you might hear ‘we prefer to keep things the way they are, and we’re willing to pay a little extra to keep it that way,’” said Tompkins County Administrator Joe Mareane, who was largely behind Tompkins County’s Shared Service Plan. “I’ve been doing this a long time, and there’s this ‘team jersey’ effect that when you talk about changing the way things are done, we tend to put our team jerseys on and fight for the home team. You will often hear it said that, if it costs a little more, ‘we’re good for it.’”

Locally, there is no better example of

this perspective than the Village of Cayuga Heights. Historically considered a bonafide suburb – if not emotionally seen as an accessory neighborhood of the City of Ithaca – the village has managed to maintain complete autonomy and buck annexation by the larger city thanks, in part, to its affluent residential tax base and relatively robust economy. As a village of about 6,000 people, Cayuga Heights is an interesting example: it’s got everything – its own police department where larger communities lack one, its own fire department (with its own recruiting plan, housing Cornell students in exchange for their service), its own department of public works, its own judge.

“It’s like a city in microcosm,” Woodard said.

Cayuga Heights, while its taxes may be high (the highest in the county, based on median income and total tax rate), is willing to maintain its independence.

Largely, Woodard explains, because of the interpersonal connection its residents have with its village services.

“Nobody’s beating down our doors,” said Woodard. “They’ll all say the taxes are too high, but none of them are saying they’re not getting what they pay for.”

The Good L eft U ndone

For the few Cayuga Heights’ of the world, there are communities that are left behind, whether by stagnating economies or a changing of the times, that could benefit from even more ambitious moves to lower property taxes locally.

Efficiency plans have been proven to have significant savings. In a 2013 study conducted by researchers from Cornell University’s City and Regional Planning Department, 56 percent of the 946 municipalities polled reported they achieved cost savings and 50 percent reported improvement in service quality while, at the administrative level, 70 percent reported cost savings. Yet the biggest culprit behind property taxes lies far beyond a lack of cooperation at the local level: in an impassioned January speech by New York State Association of Counties president William E. Cherry, inefficiently levied school taxes raised through property taxes account for 65 percent of a taxpayer’s bill, unfunded mandates levied by the state at the local level taking up another considerable chunk of that bottom line. And this is an average number, assuming local industries and tax revenues have remained constant.

– has been devalued largely by state mandates, the difference in revenues lost has had to have been made up for by the taxpayer. Town Supervisor Ed Lavigne, who’s quick to point out the rapid devaluation of the plant as readily as the efforts Lansing has made to share services and cut costs, names multiple solutions the town has pursued: absorbing positions, giving local employees multiple jobs (like staff from their local recreation department manning a snow plow during the winter), promoting a business friendly environment.

But it’s the inability to keep residents in Lansing, whether through rising taxes or other reasons, that is the real killer.

“People can be multitasking,” said Lavigne. “And let’s face it, it’s mandated by the governor to at least look at it. One of the options was to say no, thank you.

what happens to that. And then ask your residents that were thinking of leaving, has this changed your mind?”

One of the simplest – if most painful solutions – to the affordability problem long-weighed but never given serious consideration is the consolidation of school districts, a practice common in the rest of the country but, due to historic precedent, never seriously considered in the Northeastern United States.

“A lot of people often point to what they do in other states, where there are a lot of county-wide services,” Bill Goodman, supervisor for the Town of Ithaca said. “That might be reasonable to look at, but given how New York has evolved over the past centuries, that’s not likely to change very quickly.”

While a number of studies have indicated there could be great cost-savings between municipalities and school districts, oftentimes community identity – a significant priority for 81 percent of New York communities, according to that 2013 Cornell study – is too much to overcome.

This is especially true in smaller communities where, according to a 2014 study

It’s this interpersonal need, the desire for control that cannot be denied as an

intangible factor behind the decisions of a local government: even though the county has no jurisdiction over school districts, it still proves to be a sensitive topic.

“While something may sound good on paper,” Woodard said, “you really have to take people into consideration.”

The key may be to think bigger.

One popular conspiracy theory behind the shared services plan lies with a plan from Onondaga County executive Joanie Mahoney’s proposal to annex the City of Syracuse – a once proud, manufacturing powerhouse – into the county, providing it with a broader tax base to work with and therefore, less volatility in its ability to maintain itself. While a divisive issue between city residents and the suburbs – urban dwellers desire autonomy of government and representation, suburb dwellers yearn for lower costs – the proposal is, in a way, an effort to rectify the damage of history. Though Syracuse – just 25 square miles out of an 800 square mile county – is a minority as far as land use, from the 1800s into the mid-20th century Syracuse was the money fountain for the

whole economy: all the jobs were there, all the people lived there and generally, the economy was self-sustained, and a booming one at that. Then the economy began to spread out: factories focused on the suburbs, white families moved to the suburbs in the backlash of ‘70s white flight… the economy needed to support a thriving city moved away. So the city shriveled.

Mareane, the onetime Onondaga County Executive, leans back and reminisces on his home of Indianapolis, a story of relative success in the realm of government consolidation. Today, the city and the unincorporated communities of Marion County, Indiana consist as one entity, a number of small communities clustered around a sprawling, thriving metropolis.

It was once called “Indian-no-place” and “Naptown,” Mareane said; the dull capital city of a frontier without town or village government: a victim of the same sprawl and lack of cohesion killing Syracuse today. It was one of the first landmarks of the Rust Belt: a testament to American decline well before the age of enraged populism and bloated tax bills.

“It wasn’t a great place to grow up or live,” Mareane said.

So they decided to forgo borders.

“One thing that has turned that around was in the 1970s, the city and the county came together,” Mareane said. “They put boundaries aside, and the city limits became the county boundary, creating a unified government. And when that happened, there were immediate benefits of sharing a common tax base.”

Today, the Indianapolis area drives 40 percent of the state’s economy, outperforming the national rate for GDP growth percentage. It’s a resounding success story for what was once considered to be a pilot program for the industrial wastelands plaguing the Northern reaches of the U.S. today. But it can also be considered a model for maximized county consolidation.

Eight years ago, the City of Ithaca and the Town of Ithaca that surrounds it – in the earliest years of the national recession – began to explore consolidating with each other. While there was plenty of interest, largely in the greater potential for shared services, there was one fatal flaw: the city’s elevated debt load, which would have hurt the town as much as it would have benefited the city. At this point, the only major consolidation option on the table seems to be a prospective merge between the city and county’s police services, which is currently under study.

There is no set date on the results of that study. But the current plan for county services, set to be approved by the legislature in the coming weeks, will be on the ballot for November 8.

Hamilton Square: The Struggle Continues

esidents of Trumansburg who have attended Planning Board or Village Board meetings in the last several months might believe that there is no measurable support for the proposed Hamilton Square project within the community, a sizeable affordable housing project developed by architect Claudia Brenner and Ithaca Neighborhood Housing Services (INHS) But, there are some residents who are in favor of the project, and their reasons may be as numerous as those who aren’t ready to accept the plan. Benjamin Darfler is a Trumansburg resident who lives on Whig street, and a supporter of the project.

“For me, it’s really about what the Village needs to be self-sustaining and flourish in the future and a lot of that comes down to looking at our population trends and our school trends and our tax base trends, and they’re all going in the wrong direction,” Darfler said. “The school’s been losing students for the past 15 years, the Village has been losing people for longer than that, and our taxes have kept going up as we need to support the same infrastructure with fewer people and a smaller tax base.”

“From just a density perspective, it certainly is more people, more units than a lot of the Village, but not overwhelmingly so,” Darfler said. “There are definitely sections of the Village that have similar density.”

remediation efforts at the Ithaca Gun site failed, Hang said, was the mixing of contaminated rubble from the building mixing with the soil during the initial remediation of the site, which took place post-demolition of the factory, leaving behind traces of soil testing as high as 190,000 ppm. For reference, the initial cleanup that qualified the gorge for “superfund” remediation status by the EPA that made national headlines tested at around 215,000 ppm.

The difficulty of cleanup lies greatly with the nature of the site: after the initial failures of removal at Ithaca Gun, the City of Ithaca and the EPA have had a divide and conquer approach to cleaning the site: While the City is responsible for the cliff face and gorge trail, the privately owned portions of the site – which figures show are the most polluted sections – are not subject to the city’s oversight.

That’s not to say the site is worse off than it was: To date, remediation of the falls has involved 2,600 tons of contaminated soils removed by the city and more than 165 tons removed by the EPA, at a cost nearly $5.2 million over the past decade-and-a-half (not including mitigation efforts of toxic plumes discovered in the adjoining neighborhood in Fall 2015).

“We’ve really done a lot to eliminate and mitigate possible pathways of exposure,” said Nels Bohn, the director of the Ithaca Urban Renewal Agency, which has acted as the point of contact for remediation on the site. “This is a much better site than it was in 2013, it hasn’t gotten worse. It’s gotten better.”

The most recent work on the site, last Fall, came at a cost of $400,000 of federal funding.

At the beginning of work, Ithaca Mayor Svante Myrick wrote the EPA requesting reconsideration of Ithaca Falls remediation as a superfund site. EPA investigator Donald Graham, despite the evidence of incomplete cleanup efforts occurring on the site above in 2014 and 2012, told the Ithaca Journal at the time it was unlikely the EPA would re-prioritize the site for cleanup or any oversight beyond annual monitoring of conditions at the site.

“The emergency response program I work in may trigger some more involvement on our part,” Graham said. “But the NPL (National Priorities List) process is a much larger, more involved, time-consuming process that takes years as opposed to how we operate, which takes months.”

The new discoveries at the site might change that.

Under the EPA’s definition of a “Superfund” site, the EPA could evaluate the site based on pedestrian access to lead contaminants, mitiga-

In that scenario, they can usually offer two options: long-term probation with treatment, or long-term incarceration.

“Most people, when presented t hat option, want to stay in society and get into treatment rather than go to jail or prison,” Van Houten said. “But that process requires me to go through someone’s personal history, to get to know them on a deeper level, than to just seek out the possible punishment.”

It’s this pursuit – and the time invested – that has actually contributed to one of the lowest conviction rates, according to Van Houten, in New York State. While it’s this philosophy that comes with a job he’ll readily deny is not a 9-5, Monday through Friday gig, he hints it would be nice to have some help doing it.

“We’re not looking to show the community a conviction rate or that we’re putting a lot of people in jail,” Van Houten said.

“We’re looking to show we’re doing justice.

If that means dismissing a case, that’s what we’ll do. If that means reducing a case, that’s what we’ll do.”

Of course, many of their case studies included deficiencies in their living situations as well. While one respondent making $35,000

a year and living in Dryden’s Poet’s Landing spent just six percent of their income on transportation (though, even on a bus line, the cost of ongoing longer distance medical trips proved to be a strain), another 35 percent went toward housing. Another respondents, a coliving situation in Enfield of three people making a combined amount of less than $80,000, bought a fixer-upper home and share a cheap car, keeping them well below the affordability mark at 31 percent.

According to the project team, the objective was to make the information available so people can meet about it in their own communities, using their own localized data, and try to adopt affordable transportation plans for their communities with the recognition housing costs and demographics differ widely among communities across Tompkins County.

tion plans in place for preventing the spread of the contamination and other factors in order to assess whether or not the site qualifies for federal funding to clean the site. If deemed significant enough, the site could potentially be placed on the National Priorities List (NPL), a list of sites of national priority among the known releases or threatened releases of hazardous substances, pollutants, or contaminants throughout the United States. Evaluated under a process called the Hazard Ranking System, a site scored with a rating of higher than 28.5 on the scale would be eligible for superfund consideration.

Though Mayor Myrick tried (and failed) to get superfund consideration with this data, Hang believes there is a possibility (assuming his campaign to get the governor to deny the no-further action request goes through.) to get the funding this round, only because of a federal change in the criteria of these superfund sites: Since January, the EPA takes soil/ gas vapor intrusion into account in reaching that HRS rating, potentially pushing Ithaca Falls into superfund severity. Because of the soil leaching documented several years ago in homes in Fall Creek, Hang believes this round, the site may qualify for superfund status under the EPA’s revised definition.

“The reason I believe this site could qualify for NPL status is because the factory area has a Th e

lot of toxic solvent contamination,” Hang said.

“It’s migrating west-southwest.”

Modern run-off of materials, Bohn said, would be mitigated by some of the measures put in place at the top of the site to keep any of the contaminants from spreading. But, according to Hang, the contaminants are still present on the site and are not going anywhere.

For a year at least, Hang said, the money is there to fix it: At present, DEC Region 2 has approximately $10 million in funding to work with for superfund sites this year, even facing down the barrel of a highly conservative budget under Mick Mulvaney’s budget office, which calls for sharp cuts to the superfund program.

Ithaca Falls might be able to get money to fix the problem, Hang said. But the pathway to get there is long and arduous.

“If we can get more resources, that would be great,” said Bohn. “We could always do more and make it as free of contaminants as we can.

But opposing the no further action… it may not be the way to get there.”

Shakin’ Out Old Bones

on “Bones” Jones – who grew up a few towns over and went to UnionEndicott High School and now has a home in Ithaca – returned to the international spotlight last weekend in Anaheim, California, with a punishing third-round knockout of longtime bitter rival Daniel Cormier in UFC 214. Jones’ reclamation of his belt elevated his media footprint by a few notches and elevated his bank account by a few million dollars, but a lot of the ensuing coverage has focused on a lot of “What-ifs?” What if Jones’ highly-publicized transgressions had not occurred How different would his image be from a marketing standpoint? How many more fights might he have had? Of course, all these questions lead to the biggest mystery of all: How much more money would he have made for himself and for the UFC? UFC president Dana White has hardly contacted any bankruptcy attorneys during Jones’ 2-plus year hiatus, and he has stated that Jones may be the best fighter ever to represent his brand, but at the same time, he has not been reluctant to voice his frustration. He too has asked the “What

if” questions.

I spent a couple hours with Jones at Pat O’Connor’s gym on Taughannock Boulevard a few years ago. Jones was on the front end of launching his UFC career, and he was very gracious during our interview.

He knew I was a small-timer compared to others he would speak to in the years to come, and I understood my “undercard” status as well. That said, Jon knew that Pat respected me enough to invite me in, and the interview was a positive experience. I tried to frame my questions in ways that would give the young fighter (then relatively fresh out of college) deeper insight into why he did what he did, and perhaps give him some useful experience. I liked him. He was polite, engaging and grateful for the exposure.

In the coming years, I was saddened by the string of bad choices and the resulting setbacks, but I do not ask the “What-if ” questions. I say, Big deal that he missed out on a few fights and a pile of money. He is only 30 years-old, he is healthy, he has (hopefully) another 60-70 years to continually reinvent himself as a professional

and a family man, and he is honest with himself.

He knows he has a wild side.

I a lso hear a lot of “He should know better” comments, and to those people I say, You have never been a 20-something man with a mount a i n of mone y a nd a thousand temptations.

You know nothing about what it takes to “know better.”

Congratulations, Mr. Jones, on getting back on track. Stay healthy, stay focused and continue to reinvent yourself in ways that bring good things to you and to your family. **** Far be it from me to encourage football fans from getting off the couch and going to watch the Big Red play, but the university just announced that eight of Cornell’s games will be televised this season. Three of those games are away contests (9/23 at Yale, 10/28 at Princeton and 11/18 at Penn), so it is encouraged to tune in, but the rest are home games, and even a big-screen hi-def, surround-sound experience cannot compare to an afternoon in the majestic Schoellkopf Stadium. Cornell is on the road for the opener against Delaware, then they play at Yale, but after that game they will open a 4-game homestand. On 9/30, they host Colgate, Harvard comes in on

Cornell took a big step forward last year, and this season David Archer’s troops look even better. The fact that Ithaca High graduate Turner DePalma will suit up for the Big Red will help to draw more local fans, and while it is as yet unclear to what extent DePalma ( whose sister, Taylor just completed her 4-year basketball career in a Big Red uniform) will contribute as a freshman, but he is a smart, hard-working player who has fought back from a knee injury.

Museum of the Earth’s shark exhibit

hark Week. An annual weeklong Discovery Channel television event that has been canonized in modern popular culture as being one of the most exciting, highly anticipated weeks of the entire year. What started in 1988 as an event to disprove common misconceptions about sharks and raise awareness about shark and ocean conservation, however, has morphed into a viral sensation. The kickoff to this year’s schedule was a swimming race between Olympian swimming legend Michael Phelps and the Great White shark (spoiler alert: Phelps lost).

And now, shark fever is spreading to Ithaca at the Museum of the Earth at the Paleontological Research Institution with artist Ray Troll’s traveling exhibit, “The Buzz Saw Sharks of Long Ago.”

The exhibit, which will be on display at the Museum of the Earth until Labor Day, explores the history of the oft-misunderstood prehistoric shark (or, more accurately, prehistoric ratfish), the Helicoprion, or “Buzz Saw Shark.” The extensive collection, which originated at the Idaho Museum of Natural History, includes over 20 original pieces from Troll, two lifelike (and lifesize) sculptures by Gary Staab and a series of other multimedia elements, including an operating animatronic replica of the Helicoprion’s terrifying jaw.

A couple weeks ago, Troll, originally from Corning, New York, came to the Museum of the Earth to give a lecture on the Helicoprion.

“I’m 63 years old and I’m still drawing dinosaurs with crayons,” he said, eliciting a big laugh from the completely filled classroom where his talk, “The Buzz Saw Shark and I: An Artist and the Quest to Solve the Mystery of the Helicoprion,” took place. “It’s a pretty serious case of arrested development.”

Troll has been a lover of art and history since he was a kid. “I was born a paleo-nerd,” he said. He credits the beginnings of his passion for natural history to his grandfather, who he said was a history buff. “I got the bug from him,” he said.

As a child, Troll and one of his brothers (he has five other siblings, including his brother) would play “Museum,” collecting and then labeling arrowheads and small fossils from around the small Western New York town they grew up in. “I’ve always had a real curiosity about the world around me,” he said.

This curiosity has lent itself magnificently to Troll’s art, and it shines through brightly in “The Buzz Saw Sharks of Long Ago.” It’s difficult to imagine anyone but Troll, an eccentric, fish-loving mixed media artist, spending over two decades poring over every last detail that could be picked out from the entrancing whorl that was the first clue into the mystery of the Helicoprion. The selfdescribed “scientific surrealist” has created something scientifically transcendent in his whimsical imaginings of what the Helicoprion looked like.

Jim Harper, the director of marketing at the Paleontological Research Institution, said that the “spontaneity and curiosity of [Troll] comes through,” in the exhibit. This is seen in pieces like “Staring into the Whorl,” an ink on vinyl piece that encapsulates Troll’s complicated and fantastical relationship with the Helicoprion.

Troll’s whimsical take on the paleontological mystery that is the Helicoprion has not only forged a path for science lovers of all ages to express their interests in art and science, but has given the saw-jawed shark life anew after hundreds of millions of years in obscurity.

The Helicoprion, a prehistoric shark that lived over 250 million years ago and survived the first great extinction between the Permian and Triassic geologic time periods, was first thoroughly researched in the late 19th century by Alexander Petrovich Karpinsky, a Russian geologist. In 1899, Karpinsky named the mysterious fish “Helicoprion” (meaning spiral saw) and spent years attempting to figure out where exactly the trippy fossilized whorl belonged on the body of the Permian oceanic beast. Was it a protuberance coming from within the prehistoric shark’s mouth? A weaponized dorsal fin?

Enter Ray Troll.

Troll, an Alaska-based paleontological artist and T-shirt designer, became enthralled with the Helicoprion over 20 years ago when, in 1993, he came across a fossilized whorl in the basement of a museum.

“Paleontologists’ minds have been blown for hundreds of years,” Troll said. “I fell in love.”

Troll made it his mission to figure out exactly where the spiraling whorl frozen in time was on the shark’s body. His imaginings of what the Helicoprion may have looked like became the standard from which many paleontologists based their own theories of the fish. It wasn’t until Troll connected with paleontologists at the Idaho Museum of Natural History, however, that the conjecture of an artist obsessed transformed into the now widely accepted vision of what the Helicoprion may have looked like.

Jesse Pruitt, a digital preparator in the 3D laboratories at the museum in Idaho and one of Troll’s main consultants in the conceptualization of the exhibit, was first introduced to the Helicoprion as an undergraduate at Idaho State University in 2008. Pruitt said the buzz saw shark has been a problem for a long time for paleontologists (poor Karpinsky), but, “I like problems,” he said in a phone interview.

Pruitt, with the help of museum director Leif Tapanila and the rest of their team in Idaho, began working closely with Troll to figure out the mystery of the Helicoprion. After a steady routine of sending Helicoprion sketches back and forth between the artist and the paleontologists, whom Troll jokingly said were “mean to him” with their nitpicky edits and suggestions of his drawings, the crew came to a final decision about the placement of the mysterious whorl: It was in the lower jaw. the Helicoprion looked like — a large shark-like creature with wide, flat teeth on its upper jaw, with an ever-growing whorl of sharp, serrated teeth on the bottom jaw.

Fun fact: unlike modern sharks, the Helicoprion never lost any of its teeth. Or, as Troll would say, it “cheated the tooth fairy.”

Now, Troll and his team of paleontologists’ discoveries are making more waves with their never-ending quest to learn more about the other prehistoric sharks that existed alongside the Helicoprion.

“The slow [of the exhibit] might be into ‘The Death Blade Sharks of Long Ago,’” Pruitt said. “The Helicoprion’s weird, but there’s things that make it look tame.”

At the end of Troll’s lecture at the Museum of the Earth, the fish-loving artist was approached by a number of his paleontology — and ichthyologyloving fans. Warren Allmon, the director of PRI and the Museum of the Earth, lovingly called them Troll’s “geeky following.”

Troll signed books, joked with the attendees and even drew on-the-fly sketches of fish on two women’s arms.

One of the women, aspiring young paleo-artist Alana McGillis, was

overcome with excitement at getting to meet Troll, whom she considers a personal hero.

His youngest fan, a 10-year-old boy named Gabriel, was rendered speechless when Troll, who affectionately called him “one of his acolytes,” signed two of his books and the back of his T-shirt, a Troll original.

Gabriel and his mother traveled to Ithaca from New Hampshire to meet Troll, who Gabriel, an aspiring paleontologist, had been looking forward to meeting for a while.

When asked about his inspirations and love for the Helicoprion, Troll just smiled. “It’s all just feverish dreams that an old paleo-freak can come up with,” he said. •

Learning the Culinary Ropes APizza School teaches the art of pizza making

p to your elbows in dough and playing with fire? If not, you probably haven’t been to Candor’s Apizza School, and it’s not too late to register for a sensual and delicious culinary adventure.

Located at Candor’s Turkey Trot Acres Lodge, the Apizza School experience starts with learning to stretch pizza dough gently over your knuckles, again and again, each time ever so slightly wider, until you have a perfectly round, thin, supple foundation. Making the sauce involves squashing tomatoes with your hands (which is also kind of fun) along with slicing up peppers, pepperoni and anything else you’d like to add. Then it’s on to make fresh mozzarella starting with the fresh cheese curds, heating milk, water and salt to a precise temperature and kneading the whole mess until it comes together in the buttery-est mozzarella; so much more delicate than something that has spent weeks encased in plastic in a refrigerator. In good company, it’s all a bit of a riot.

Compose your pizza, grab your peel, and ease it into a wood-fired oven (its name is Carmella), whose temperatures hover around 900 degrees Fahrenheit.

Slip it in, and in 90 seconds you’ve got a professional-looking pizza. Slip it out quickly, slice and enjoy a first steaming bite of your own slightly charred, gooey and f lavorful creation. The school staff serves a refreshing and bounteous salad along with the pizza, and Finger Lakes

The Apizza School is the brainchild of Turkey Trot’s Peter and Sherry Clare, who, having built in the rolling hills of Candor an expansive but cozy log lodge. They built it with their own hands over the course of many years and were looking for a way to utilize it outside of New York State’s brief turkey-hunting season, which was Turkey Trot’s original focus. Pete had pleasant memories of working as a youngster in his grandmother’s Italian restaurant in Groton. At the same time, Forno Bravo, makers of wood-fired pizza ovens, was looking for a distributor, and things just clicked. The oven at Turkey Trot is named Carmella after Pete’s grandmother. He jokes that they were both about the same shape.

After the oven cools down a bit it can accommodate other kinds of cooking, and the Clares have used it to make Italian bread, eggplant parmigiana or their favorite, cioppino, a spicy shellfish stew.

Recently the Clares invited chef Brian Lanphere to bring his culinary students to work with Carmella. Lanphere, who runs the cafeteria for Candor schools, and also teaches culinary arts to students at Candor High School was delighted to take them up on the offer. He arrived with eight of his students, several of them planning to attend culinary school in the fall.

He, too, had been experimenting with the

wood-fired oven in order to pass along instruction to the students, and his enthusiasm was clearly contagious.

When they arrived, the students were eager, focused, curious and willing to get messy.

“They’ve really excelled for me. We’re in a nontraditional setting and they are doers; they want to get into it with their hands, up to their elbows,” Lanphere said.

One is headed for the culinary program at SUNY Delhi, another to the TC3 culinary arts program at Coltivare.

“The kids absolutely had a ball,” Lanphere said. “I tell them, ‘Food made with your hands comes from your heart and tastes better.’”

He is looking forward to the fall semester; based on the success of his culinary

program, the school district is building a new culinary classroom for him.

But it’s not just kidstuff. The school is open to anyone who wants to learn how to use a wood-fired oven, and it’s a great opportunity for a girls’, guys’, or couples’ night out, a workforce bonding experience, some reunion fun, a day to give your liver a break from sampling along the wine trails, or an adventure that will add to your culinary repertoire. Until Aug. 23, classes will be taught every Wednesday from 10 a.m. to 2 p.m., and again from 4- 8 p.m. The cost is $125 per person plus tax and gratuity, and it includes Finger Lakes wines and beers. Group discounts are available.

I

n a large, Victorian gallery on the outskirts of Ithaca, The Renaissance makes a modern comeback. Ancient Greek and Roman characters come to life on the Ithaca gorges and landscapes from New England and Italy. They’re dancing on the water, splashing in puddles surrounded by trees — or maybe they’re just everyday people rowing on the Cayuga Inlet.

“On the Water,” North Star Art Gallery’s newest exhibit, features the works of Ithaca artist Brian Keeler’s oil paintings.

The collection displays Keeler’s recent pieces, all centering on the theme of water.

Growing up on the Susquehanna River, Keeler was always near the water and frequently painted it — and he’s continued to paint water over the decades he’s been an artist and teacher. Keeler is a quick worker — he almost always paints en plein air from start to nearly finish — and his studio is filled with landscape shots from places he’s lived and visited. “On the Water” captures just a taste of Keeler’s style, a style that’s popping with colors and fantasy.

“My colors are somewhat intuitive and somewhat arbitrary,” he said. “Lately they’ve been more traditional in what we call ‘local’ color. Primarily what I do is I

paint the light in the scene, so I’m still painting the actual color.”

When satin inlets and flying characters merge with Keeler’s pallet, it feels like a subdued comic book. Instead of bright reds and harsh lines, these works focus on pastel colors with dark compliments and blended edges. Clay dirt shines in orange, black shadows morph into purple and skies swallow landscapes in color.

What remains constant in Keeler’s work is a sense of whimsy. Since his art is inspired by his passions for different myths and the places he loves to travel to, a sense of warmth radiates from each piece.

“They’re fun to do. I get to update these myths in current settings and give them more context,” Keeler said. “That’s sort of what the Renaissance painters did, too, putting Christian allegories with their time period.”

Paintings in “On the Water” are mostly done in oil, which may seem odd given so many of them were painted so quickly.

Watercolors and immediacy often go together, but never oils. Keeler sticks to oils not because of their immediacy but because of their malleability. Oils can be pushed around easily, and if a mistake is

It may also be why he’s an Ithaca artist that takes the time to paint Ithaca: it’s part of his immediate routine. “[These paintings] have these unvarnished looks to them because I’m working instantly, and I’m trying to condense everything into the economy of pictorial means,” Keeler said. “I’m trying to get a statement or impression of something in just a couple of hours.”

The last theme of Keeler’s comes in the form of storytelling. Whether the painting is telling ancient stories, modern stories or both, the works capture something — and it likely won’t be the same for every viewer of “On the Water.”

“When I paint, I represent how we live and what our truth is,” he said. “That has this authenticity about it.” •

C

oming this fall from Cornell University Press is And the Sparrow Fell, a novel by Ithaca resident, Cornell alumnus and five-term congressman Robert J. Mrazek. A coming-of-age story set in the late 1960s, the narrative revolves around Rick Ledbetter, a wealthy young college man from Long Island in the midst of the Vietnam War as well as a war within his own family — political and marital issues run abundant in this novel. Arrogant and girl-crazy protagonist Ledbetter finds himself graduating from Cornell University at the bottom of his class. Set to attend the Naval Officer Candidate School and fight in Vietnam Ledbetter is indifferent about his future, unlike his younger brother Tommy who idolizes him and

morality while growing up during the Vietnam War as well as attending Cornell University in fictional form, splitting up his diverse political views in the growing character development of both Ledbetter and Tommy.

The mention of Ithaca landmarks that were dotted throughout (Fall Creek, Barton Hall and the State Theater are just a few), the humanity and development of Rick over time as he grows into himself as well as the colorful scenes of family life and life in Vietnam were what made this book particularly enjoyable. The novel begins and draws the reader in slowly, but soon the action, politics and the familial drama entertain and remind the reader the purpose the novel is serving.

attempts to imitate his lifestyle, but as they grow apart finds that he has pacifist views and is against the war in Vietnam. In his last semester at Cornell, Ledbetter meets Kate, Tommy’s girlfriend, and immediately falls in love with her despite all of their differences and her dislike of him.

Written in a style reminiscent of a memoir, Mrazek masterfully takes on the historical fiction genre with And the Sparrow Fell. Like Ledbetter in the novel, Mrazek also graduated from Cornell University in 1967. Also like Ledbetter, he joined the United States Navy to serve in the Vietnam War, yet turned against the war later on, like Tommy. This book was quite nostalgic, and it read like a recollection of memories from Mrazek’s youth: his own personal ref lection on

Mrazek dedicated his time in t he House of Representatives to preserving old-growth forests in Alaska, as well as historical landmarks such as the Manassas Civil War battlefield, and the Amerasian Homecoming Act, which brought children of people in the United States military home to the United States. His life is reflected in his literary ventures — he has written eight books (And the Sparrow Fell will be the ninth), comprised of fiction and nonfiction, as well as a screenplay that was later made into a film.

If you like historical fiction novels then And the Sparrow Fell is for you. If you like learning about Ithaca and Cornell University’s past history, give this book a try. If you like coming-of-age novels, romance and adventure, then check out this book. •

Life and The Belko Experiment toy with Horror

A

s the Alien infested numerous spaceships and planets, the Alien film franchise led to an infestation of Alien rip-offs. There really hadn’t been a horror film like Alien before 1979, and now it’s become a house-style bordering on cliché. So, in a year that already has Ridley Scott, the director who created that

Reynolds. Knowing these personalities as we do does ratchet up the tension, and Life goes for the groceries as best it can, and the ending is a real kicker.

Not to slight director Greg McLean (Wolf Creek), but The Belko Experiment has James Gunn’s fingertips all over it as writer and producer. A graduate of Troma Films, Gunn alternates between crowdpleasers like the Guardians of the Galaxy and Scooby Doo films, and edgier, nutzoid flicks like the anti-superhero movie Super.

S o m e h ow, G u n n h a s managed to bring the goofiness and extreme tonal shifts of Troma flicks like The Toxic Avenger well into the mainstream. I still think Gunn is one of the gutsiest hires that Marvel made when they were signing filmmakers up for the MCU, but then again, I didn’t expect to hear people around me crying when (spoiler) Peter Quill played that Cat Stevens song in Guardians of the Galaxy Vol. 2.

The Belko Experiment is much more messed up than baby Groot dancing to ELO. It’s like Dilbert meets the Stanford Experiment: an isolated Columbian corporate building suddenly shut ters itsel f, t rappi ng all the employees inside.

Beach Slang — in just the band’s name alone — captures a feeling of naivety and hope: the smell of salt water on the beach symbolizing freedom, slang on the beach undoubtedly meaning long afternoons and evenings with friends and almost-lovers.

Philadelphia-based Beach Slang meditates on the notion of brand new freedom: the teenage years that adulthood snuck up on too quickly. Growing up as what he describes as a “lost kid,” lead singer James Alex first began as a writer before getting into music. Trying to navigate the awkward and confusing adolescent years, he wrote in journals — similar to most teens — and he attended high school concerts of teens jamming out, having fun: again, like most teens.

But unlike some teens, Alex didn’t leave his young adult life behind him for good. He channels a feeling of invincible youthfulness in his work; he refuses to

And listeners can practically smell the cheap beer and cigarettes in the band’s songs, especially when Alex sings, “Let’s get lost in this feeling/ Like we’re never gonna die/ Make it soft like we’re dreaming,” in “The Perfect High.” When these lyrics get coupled with punk-rock vibes similar to those of The Replacements — it’s hard not to feel the spirit of a kid again.

“You’re tasting your own voice for the first time when you’re a teen,” Alex said. “You have this sense of wonder: everything feels possible and you’re running out of the starting gate. Something about that I never want to let go of — that importance to never let that spark go out.”

When Alex writes, feelings of teenage years swirl together with the fantasy of scoring a John Hughes film. And like John Hughes’ films set in scenes of youthful rebellion and freedom, Beach Slang’s songs are relatable, iconic and grow on the listener more with time.

“I want to think our songs are more universal: it’s your life, make it happen and make it count,” Alex said. “You need that feeling most when you first step into adulthood: your guitar goes in the closet, or your paint brush goes in the garage and you think, ‘Who has time for that now?’ And you do, actually.”
