he Alcohol & Drug Council of Tompkins County has announced that they have received a $500,000 for the planning and implementation of a 20-24 bed residential detox/stabilization and rehab center in the county. The grant comes by way of the Care Compass Network Innovation Fund, based out of Binghamton. The detox program, the statement said, supports a level of f lexibility in substance abuse treatment that is currently lacking. Bed assignment and treatment processes will be based on “individualized assessments and an evidence-based plan of care.” Angela Sullivan, the Council’s executive director, thanked CCN for the funding and said the money would help the A&DC provide easier access and offer a wider range of the best services for those struggling with addiction. She said they would hope to open the center’s doors in under 12 months.

“We’re very pleased to have been awarded this funding from the Care Compass Network that will help enable us to continue our innovative, forward-thinking program development, and much more effectively and compassionately address a public health crises in our community,” she said. The money will not cover the entire cost of the project, but Sullivan said it does provide a significant boost to get their funding started. In order to cover the rest of the costs, which will be around $1.5 to $2 million, the Council will seek out private donors and state funding. Sullivan said she is “very optimistic” they would receive the necessary money. They will also be searching for staff members and volunteers down the road as the center becomes clearer.

“In Tompkins County, we currently have a system that is underresourced with significant local gaps,” she said, noting currently the nearest detox center is quite far away. “We want the program to mold around the person. What is really dangerous and unhelpful is admitting people to a program that doesn’t meet their needs, or admitting them to a program far away. There are gaps.”

ver y spring, Lou Cassa n it i – k now n more commonly about town as “Lou The Hot Dog Guy” – likes to pull people aside to tell the tale of the $1,000 hot dog.

It’s an almost annual tradition, he says, where in each May for the past 15 years, an anony mous benefactor has stopped by Lou’s stand, nonchalantly dropping Cassaniti a grand in return for a perfectlycooked, if unpresumptuous, Hoffman link. Despite Cassaniti’s friendly and gregarious demeanor behind the grill, his haste and generosity in top-

ping off your lunch with your choice of peppers or sauerkraut and his well-developed rapport with the downtown fabric, that sum is hardly comes in return for a display of exceptional service.

Rather, that money comes on a day where there are no prices at Lou’s Hot Dog stand: you can pay what you want.

Partly because there’s no overhead and no profits to be had.

Therein lies the reason why Cassaniti’s annual fundraising effort for the local SPCA seems so much more special.

For the 16th time on Friday, March 5, Cassaniti will be holding his pay-what-you-want fundraiser for the SPCA in his usual spot on the Commons from 10 a.m. to 4 p.m., with all proceeds going to help out the SPCA. For 16 years Cassaniti – a hot dog peddler with a soft spot for all animals – reached

The event has become something of an institution downtown, some regulars making a point of making it out to Lou’s cart for a charitable lunch. And Cassaniti is very aware of how to work the public relations arm of his cause: on Monday, he listed off the television stations he expected to come by – some even coming in from Syracuse – and the strings he pulled in order to get Wegmans and Hoffman’s Hot Dogs – his brand of choice – to donate links for the day’s feast.

ince Tompkins County settled on a consultant to conduct a $60,000 study exploring the population of the county jail in November, the firm – Rochester-based nonprofit CGR – as well as the conduct of the in-progress study has fallen under scrutiny from a number of decarceration activists in the community.

Spurred by a mandate last summer by the state to examine ways to alleviate the population of its long-overcrowded jail in order to maintain a double-bunking variance and avoid costly board-outs to other jails, Tompkins County has been working with CGR on a study to explore a number of scenarios to address the issue, be it expanding the facility itself to accommodate more inmates or finding potential improvements to the county’s vast network of alternatives to incarceration, also known as ATIs. At a meeting of the county’s Jail Study Committee last Thursday, activists spoke during the public comment portion of the meeting to two concerns of theirs they felt were not being adequately addressed by the committee: whether increased spending to diffuse the contributing factors adding to the inmate population would be a better use of public funding than expanding the jail and whether or not the study being conducted by CGR was being done in a transparent manner.

rent study itself, is one main thesis: that any corrections facility – like the county jail – is not conducive to solving the public health issues which contribute to crime and that additional reforms to the criminal justice system outside of the facility at 779 Warren Road could have a dramatic impact on the county jail population.

Here’s where t he debate stands so far: W h at a re the m a in issu es for acti v ists?

For many activists in opposition of jail expansion, it has been observed by just about everyone involved in debate over the study that there is an environment of distrust surrounding the study. While transparency has been one concern (more on that later), a primary issue for many lies on what activists see as the motivations and perspectives of those involved in conducting the study. A chief complaint?

T hat t he st udy i n herent ly favors a public administration bias in the level of credence it gives to the perspective of local officials.

W hat t he s t udy shou ld chief ly be ack nowledg ing, Ithaca College professor and Decarcerate Tompkins County (a local activist network formed in 2015) member Paula Ioanide, are the inherent flaws in our criminal justice system and society itself: that instead of considering an expansion of the jail at all, the county should

instead be exploring various social services once considered common that today, are vastly underfunded – leaving a system where jail populations have had almost no correlation with the crime rate. In New York, this has been prevalent in the closings of a number of prisons (at least 16 since 2009) that has, to a certain extent, contributed to a reliance on the local jails to fill the gaps once occupied by those with substance abuse or mental health problems.

(Tompkins County, to clarify, has had a double bunking variance in place since 2009 but has had overcrowding issues since the early-2000s.) “ Thoug h t he state has recently been trying to reduce t he prison popu lation a nd close more prisons, the trend at the local county jail level is to expand them,” Ioanide said.

“What that’s doing is it’s displacing the cost that normally, the state would pay for onto local municipalities whose tax base is largely based on property taxes. The state is paying less and less for its responsibility of handling incarceration and passing that on to local residents.”

The function of a jail, after all, is simple: To hold people awaiting trial or awaiting prison. But, where average stays are often very short and oftentimes, many inmates in the jail are unsentenced, activists like Ioanide say completely eliminating the practice of shortterm incarceration through continued on page 13

arly on in the 115th Congress, Congressman Tom Reed announced t hat he wou ld co-chair a caucus with Democrat, Josh Gottheimer.

According to a press release from last December, The Problem Solvers Caucus, “includes lawmakers from both parties who are committed to bridging the partisan divide and developing bipartisan solutions to the major issues affecting our country.”

What could’ve been previously labeled as a “for show” caucus, Congressman Reed and his group of problem solvers may actually carry some heavy weight when Congress takes up the vote on the budget this coming Friday. The congressman reaffirmed that the Problem Solver’s Caucus would vote as a block in favor of passing a “clean” budget which would be void of any strong policy related line items.

“We have agreed, member to member, to vote as a block for a ‘yes,’ and I can say that we hit that threshold and we delivered that message publicly to our leadership in regards to the opportunities that this block of votes on the Democratic side, with the Republican votes represents to govern,” Reed said on a call with media on Tuesday.

Despite a cooling of rhetoric around the budget following the President’s announcement to withdraw provisions to defund Obamacare and build the wall, there still may be a showdown if the House Freedom Caucus refuses to vote in favor of the spending plan. Should that be the case, Reed and his caucus may be a knight of shining armor against a potential government shutdown.

“When you have a block of 20 Democratic votes that are close to committed to crossing the aisle and doing what’s right for the country,” Reed said. “That obviously alleviates a lot of faction on our side of the aisle.” However, that would require an exceptional level of cohesiveness for a bipartisan caucus.

Of the 431 current voting members of congress, 216 votes would need to be in favor to pass the funding bill. The 238 Republicans in the house would be able to carry the measure, however if the Freedom Caucus dissents, then the opposition would be able to block the budget and send the government into shutdown.

However, if the Problem Solver’s Caucus converts its 20 democratic votes to vote in favor, that would provide 226 votes and successfully pass the budget. Yet, the situation is still incredibly fluid. Members will likely decline to affirm their allegiance to a ‘yea’ or ‘nay’ until the vote comes forward on Friday, leaving 431 independent variables milling about Capitol Hill. But under the very acute circumstances that Problem Solvers in particular sway the house, Congressman Reed’s group of pro-governing representatives could gain some fairly strong credibility and weight in what will assuredly continue to be a dynamic congressional session.

Meet The New Director Of The Sciencenter

N

ew Sciencenter executive director Dean Briere has some big shoes to fill. He’s worked at science centers all over the country for nearly three decades, and now he’s taking over for Charlie Trautman, the Ithaca institution’s leader of the last 26 years.

Trautman was around when the Sciencenter was first constructed with the help of local volunteers in 1993, and he gave Briere a crash course in the center’s rich history, its role in the community and its day to operations.

Now that Trautman has taken off on a well-earned globetrotting vacation and Briere has settled into his new role, we asked the new executive director to tell us a little about himself.

So you’ve been at the Sciencenter for six weeks? How has it been going so far?

Wonderful. The first month was like drinking from a firehose, trying learn everything I could. Charlie [Trautman] was here for the first few weeks, and it was like taking in 26 years worth of what was in his brain. Three weeks was not a lot of time, but it was better than none.

What has been one of the most surprising or unexpected things you’ve come to realize about the job so far?

I think one of the biggest things was recognizing how close the Sciencenter is to the community. This is an amazing organization because it was built by the community, and just to get to know people who can point and say “see that beam right there? I put that nail in that beam,” has been eye opening.

I knew it was connected to the community, but having spent last six weeks talking to community members has been an amazing journey.

Can you tell me a little bit more about your background?

I’ve worked at three different science centers: Discovery

Pl ac e i n Charlotte, NC, (I was there twice in two different roles), and the Challenger C enter for Space Science Education in Alexandria, Virginia, developing scenarios for the Challenger Learning C enters , t he A rizona Science Center in Phoeni x, AZ , and the Museum of Life and Science in Durham, N.C. Although they are beloved by the community, it’s a difference sense.

Pa r t of it i s t he difference in scale of the city and how everyone is really connected to the Sciencenter. As executive director I can open the door and walk out and see the impact I’m having on these young people. I can walk down the street and say I work at the Sciencenter and they say “oh my gosh; I know that place.”

It’s just a wonderful, warm feeling.

How did you first become involved with science centers?

I k i nd of fel l i nto it . It started when I was in seventh

grade, and my best friend in school moved away, and I took it kind of hard. My mother thought that maybe if I volunteered at the Springfield Science Museum in Springfield, MA, I mig ht meet new people and make new friends.

This was at a t i me before youth programs, so no one rea l ly knew what to do w it h me .

I wa s 13, a nd I got bounced around from person to person, and then this wonderf u l woma n Pat t i Bartlett really took me under her wing.

She was in marketi ng a nd PR , a nd she just knew how to work with kids.

She got me excited about things.

She a nd I a re still friends and s t ay c on ne c t e d .

When I graduated f rom my u ndergrad degree in chemistry because I wa nted to be research chemist, I found that I loved going to school for chemistry didn’t really quite love doing it when I got out of school.

I w a s l o o king through the paper one day at these things we used to have in the day in the back of t he paper ca l led wa nt ads, and they were looking for a physical science specialist at Discovery Place; I had taught high school for one year, right out of college, so the idea of working for a science center seemed exciting. I said said, “I’ll do this until I figure out what I want to do with my life,” and that was 28 years ago.

What are some of the exhibitions you have worked on that you are most proud of?

The Dead Sea Scrolls at the Discovery Place in partnership with Pacific Science Center was one of the most amazing

projects I’ve ever worked on.

It was one that we were able to rally the entire organization around.

We followed that up immediately with Body Worlds, and then an exhibit about the last day in Pompeii, which was really exciting to work on. It was a collaboration with four different science centers, and I think that’s important: collaboration with other organizations instead of competing with other organizations.

▶ Science! though it seems like Ithaca has a march for something seemingly every week now, it’s at least good to see so many people engaged and concerned enough to participate in a march nobody outside the county will see for a cause they believe in. Though... if you can’t believe in science, what CAN you believe in? ▶ Cornell for its somewhat embarrassing attempt to discipline somebody for leaking internal documents to the Cornell Daily Sun. We talk enough about whistleblowers at the national level, but the documents he released matter greatly given the subject matter they address, and early release of those documents give the campus community room to voice their approval or dissent before a decision was reached.

Is there anything you’ve encountered in your previous work that you would like to bring to the Sciencenter?

Four years ago a good friend and colleague of mine in Arizona said he would like me to come work on developing a makerspace at the Arizona Science Center. So we focused on taking this exhibition hall and turning it into something very welcoming for second, third and fourth graders who didn’t yet see themselves as going to makerspaces Ma kerspaces ser ve a n incredible role within communities. When I was growing up, garages were filled with tools.

You learned from your dad or grandfather, and high schools had shop classes Today that doesn’t really ex ist. Shop classes are not as prevalent as they were in the past. In New York there’s BOCES [Board of Cooperative Educational Services], which is a great way to help bridge that gap, but the world has changed.

We went from a society that repaired things to a society of “throw it away and buy something new.” That idea of using tools and creating things sort of got lost, and that’s the reason I believe makerspaces came into being.

But even bigger than this, you shouldn’t punish people for rules you were too shortsighted to implement. (See our story at left)

Pipeline Had Extensive Review I

wish to clarify with more accurate details after others have falsely indicated that Dominion sought and gained permission to encroach in wetlands after the New Market Project was approved by the Federal Energy Regulatory Commission and permitted by the New York State Department of Environmental Conservation.

This opposition has been terribly misleading and consistently ignored the basic facts about New Market. The project had a very extensive and thorough 30-month environmental review from various local, state and federal agencies, which they concluded by issuing an extensive list of permits and approved plans to ensure all ground water, stormwater and wetlands and waterbodies are protected.

These protections include, but are by no means limited to, New York State Pollutant Discharge Elimination System (SPDES) General Permits for stormwater discharges from construction activity, approved New York State Stormwater Pollution Prevention Plans (SWPPP), and New York State Air State Facility permits. The list goes on.

The above-listed permits are to ensure the protection of wetlands and waterbodies from construction activities, and not allow work in those wetlands or waterbodies.

Based on public comment, we re-designed

the project and eliminated a temporary stream crossing at one of our project locations. With that, we withdrew our application for a Section 401 Water Quality permit.

Now, with approval of our Wetland and Waterbody Construction and Mitigation Procedures, we will be impacting just one waterbody for the entire project.

That is why this project qualified for a U.S. Army Corp of Engineers Nationwide Permit and, as part of that, received the New York State 401 Water Quality Certification.

The fact is that we will not be working in any other waterbody or wetland at any other work location, including Borger Station in Tompkins County.

Project construction began last month with the installation of silt fencing and other mitigation measures to protect wetlands and waterbodies on Dominion property where land will be disturbed, as required by the approved SWPPPs at each project location.

Full-time environmental inspectors are at each location to ensure we follow all agreedupon and permitted procedures. Site visits from environmental inspectors who work for the FERC, and state or local agencies also typically occur to confirm wetlands/waterbodies are avoided and protected.

thaca is renowned for its central isolation. It is also a small place.

Both these traits can be obstacles to glamorous living.

But our remoteness and small size make us special. The charms of this place are unlike others, and known to few.

In contrast, New York City (for example) is a wonderful, captivating place. But the special-feeling guy in Williamsburg wearing a hat at the rustic bar which used to be a hardware store and thinking about his unique, trail-blazing life is just one of thousands in similar places thinking and feeling the exact same thing.

Big cities can be confining. Spend 90 minutes on the road from New York and you are still in the urban complex.

It’s easy to get out of Ithaca for a quick trip and be somewhere very different.

You can be in a foreign country in just a few hours. A friend of mine did it last weekend, with a jaunt to Toronto.

The international passage takes a minimu m of f uss: no passpor t required, just an enhanced license from the Department of Motor Vehicles. The DMV in Ithaca is the friendliest and fastest in the world, so the process will be easy.

I plan to undertake it soon. Meanwhile, I took advantage of Easter/

spring break (an important time in Ithaca, when many residents will take their first out-of-town trip since Christmas) for a trip to Cooperstown, a nearby town of unique character and chronology.

C o op e r s t ow n i s home t o t he National Baseball Museum and Hall of Fame, where moments and milestones of America’s erstwhile national pastime are enshrined.

The hall is there because, in 1908, an official commission decreed that Abner Doubleday, a resident, founded the game in Cooperstown in 1839.

Subsequent research shows this is hogwash, but the fiction is too entrenched and the place too pleasant ever to change.

The hall stands near the tip of Otsego Lake, which resembles Cayuga, its sister Finger Lake, except much less developed or populated. There are no highways visible on surrounding hills, and few buildings along the shore. The town population is less than 2,000, and despite good weather and wind, I didn’t see a single boat on the water.

Also by the lake is a nice art museum, the Fenimore. It has hardly any modernism, but plenty of folk and Native American art. Past eras are the focus.

Poor graph provides educational opportunity

used the graph presented in “Little Diversity, Interesting Economics” (Elia Kacapyr, April 19-25, p.16) as an opportunity on how NOT to present economic data to my children. As our 13-year old daughter quickly discovered, both graph axes were unlabeled, requiring the reader to dig into the text to understand what this graph was attempting to explain. Yet, the text is also contradictory, describing the taupe-colored bars as “horizontal” — they are vertical — something our 9-year old daughter pointed out.

Last, I explained that the graph was poorly scaled. As the Y-axis represents an index (with 100 equal to the Ithaca Business value in Jan 1985), the axis should extend downward to 20, such that 100 is equidistant between the top and bottom of the scale. Economies can grow, but they can also decline, as they have for many upstate New York cities. By representing just the

Decarcerate Tompkins County Calls On County Legislature To “Build Community Not Jails”

s the flawed $70,000 study by CGR nears completion, one trend has been for supporters of jail expansion to claim that an expanded jail will offer more opportunities to provide treatment for addiction and mental health services. DTC calls this smokescreen for what it is -- an attempt to increase incarceration in our community. Jails are not treatment centers, and it is dangerous and irrespon-

Farmers Museum, also by the lake, one of the oldest rural-life museums in the country. It has over 20,000 historical objects (carriages, plows, butter molds) and a working 19th-centurystyle farmstead.

I encountered an aspect or rural life along the way. Only the second half of the drive from Ithaca is via multi-lane highway. The first is on country roads: routes 79 and 206. They are one-lane each way, with lots of hills and curves, not amenable to speed nor passing.

On a hill a few miles into 206, east of Whitney Point, I caught up to a hay truck: that is to say, caught behind one. It had trouble making hills, which means so did I. Exasperated at first, I decided to relax. After all, what’s the hurry, when one is going back in time on purpose?

There is some modern life in the region, with the presence of the Brewery Ommegang, a few miles from Cooperstown.

sible to claim otherwise. Putting mental illness and addiction treatment inside the jail criminalizes what are essentially public health issues.

The CGR study of alternatives to jail expansion is irrelevant and disingenuous. Jail population numbers have been at record lows for many months now likely because judges are following the TCMCTF recommendations to limit use of bail, instead releasing more people on their own recognizance. CGR has also failed to uphold its promise to be transparent in their process by not releasing information on who they’re meeting with and withholding a letter from the correction officers union possibly related to the jail study.

We believe a bigger jail would only expand an unjust mass incarceration system that runs on jailing poor people and people of color. A bigger jail would only deepen social problems that are rooted in poverty and systemic racism. Instead, the jail population should be reduced through community-based alternatives to incarceration. True alternatives to incarceration take place outside of the walls of jails and prisons and therefore do not require additional or improved jail or prison infrastructure.

A New Route 13? Better Make It Local

think that anyone involved in this project should be a taxpayer in this county for over 10 years. It seems to us that the folks making the decisions to change our area come from outside the area and get tax abatements, with the local

hosts concerts by bands such as the Avett Brothers, Old Crow Medicine Show, and Elvis Costello (all scheduled this season).

The brewery offers tours and tastings. The average age of the workers seemed to be about 35, maybe less.

They looked like they’d be at home in Williamsburg - beards; a certain savvy - but here they were, many miles (and years, in a sense) away.

After two nights and three days, I returned home to Ithaca. Moving forward in time now, I’d take a different route, mostly by interstates (Route 88 all the way southwest to Binghamton, then 81 north): no rolling roadblocks bearing hay and delay from another day. Slow, fast, old, new, near, far, it was all a good time and good travel.

Tax Abatement Approved For City Centre

ttention college students: Give up that degree program in medicine or law, become a real estate developer and live in Ithaca, New York. Get to build things free of property taxes, and most sales taxes. Become a winner. As for those losers: students who went into social services, healthcare, or teaching... too bad. Abatements were supposed to be for bringing in new types of business, not market price housing that will compete with and harm people who have been paying taxes in our community for years.

And abatements for market price housing?

Foregoing potential tax dollars. Someone must pay for the services this project will receive to make up for the taxes it does not pay. Those paying will include students and fixed income seniors. Shame on Martha Robertson for supporting this type of abatement. But then, her unsuccessful campaign for Congress did receive donations from developers. Get rich, become a downtown property developer. But don’t build in some of the other towns such as Robertson’s own Dryden because there you won’t be able to get low cost fuels and

growing needs of National Grid customers in upstate and downstate New York. None of the natural gas for this project will be going to Canada, which has been a consistent misrepresentation by those opposing the project.

We also expect to provide $66 million in property tax revenue over a 15-year term, about 320 construction jobs and 10-12 permanent jobs as a result of this project, all in an environmentally safe manner to meet the growing energy needs of this region for years to come.

Barbara Lifton NY State Assembly Legislators return to Albany this week. With the budget battle of a few weeks ago still in the back of its head, the chamber will transition back to work on policy.

First up on Assemblywoman Lifton’s list is voter protection. Lifton released a statement early this week saying she will be proposing legislation to bar the state Board of Elections from using the controversial Crosscheck voter system. According to Lifton’s release, the state received a list of names to purge from the voter rolls from the system last October.

Purging names is a normal thing so to remove individuals that are registered in two states or have died, but Lifton believes the Crosscheck system is too sketchy to rely on and could potentially remove non-purgable voters.

Stan Ossowski, is the manager of Gas Operations for Dominion Transmission, which includes a natural gas pipeline system that runs throughout upstate New York.

Senator O’Mara made a stop at Cornell last week for the firstever New York State Industrial Hemp Summit. The state senator was joined by assemblywoman Donna Lupardo, Lieutenant Governor Kathy Hochul, state Agriculture Commissioner Richard Ball, and representatives from Cornell’s agriculture programs. The idea behind the meet was to discuss the potential that hemp crop (not to be confused with marijuana) has for agriculture and industry in the state.

hese projects still pay property taxes. They pay the amount that the property was assessed for when they bought it but they only have to pay a percentage of the taxes that are due on the difference between what it was originally worth and what it will be worth after they build what they build. And the percentage they pay increases each year over 10 to 20 years until they are paying the full amount. In other words, the city and county never actually lose any property tax revenue on these deals. They just get the new revenue in increments over time and then collect the full amount for the rest of the life of the building. And this building was last a lot longer than 20 years. It’s nice if abatements can bring new businesses, but they also exist in order to help increase density by making it more affordable. In addition, in this case they are helping to provide a business that the city needs badly, namely rental housing. Allowing more people to live downtown has follow-on benefits for all the downtown businesses in the form of more commerce. If someone proposed a multi-use project for the commercial street of the village of Dryden—it needs it—I’ll bet Ms. Robertson would vote for it in a heartbeat.

The senator also announced this week that the state would be divvying up around $2.6 million in funding for bike transit and sidewalk improvements in the city and town of Ithaca.

Tom Reed U.S. Congress Congressman Reed spent a large portion of his two-week recess from congress meeting with constituents and touring businesses across the district. On the tour stops locally was a trip to Cornell where Reed met with agriculture and environmental professors as well as another meeting with representatives from the New York Farm Bureau.

What Tompkins County needs is developers who have that kind of progressive vision. Are you reading this Mr. Schickel?

n a crowded February meeting on the third floor of City Hall, a tense vote took place, one emerging from one of the longest back and forth negotiations in recent Ithaca memory.

The results of that vote made the divisive nature of this great debate clear: At final roll, four hands went up at the call for those in favor. Three went up at the call for those opposed.

After months of debates and assessments, the Ithaca Landmark Preservation Commission had approved the DeWitt House project, the ambitious plan for the quirky Cayuga Street landm a rk t h at wou ld r e i n v e nt t h e o l d count y librar y bu i ld i ng – g rowing over w it h iv y and empty for years – i nt o 5 8 s e n i o r a p a r t m e nt s w it h 32 covered parking spac e s . Memb er s of both sides of the project – those for and those against – expressed, above all else, relief. The “ bat t le,” as ma ny termed it, over the h i s t or ic s it e h a d been ha rd foug ht for years at multiple levels of government (with several still to go) before officials will finally settle on the sevent h rev ised plan submitted by developers Travis Hyde Properties and their a rchitects, HOLT Architects.

Among the list of building challenges, acquiring the approval of the ILPC is rarely on any developer’s radar; after all, not much of Ithaca’s historic districts fall on potentially developable land. While certainly an outlier, the DeWitt House showdown was indicative of a larger issue: on the whole, it is just plain hard to build in Ithaca.

The development process in the city is notoriously arduous for developers, particularly those from elsewhere not familiar with the unique obstacles the city has

in place that can hinder new construction. For those who have been here longterm, though, the challenges are simply the reality of the business of building in Ithaca. Frost Travis, VP of Travis Hyde Properties, and Graham Gillespie of HOLT Architects are leading the DeWitt House crusade, both seasoned veterans of the Ithaca development culture.

“I’ll tell outside developers when they come in here, they ask me what the process is like and I say: ‘Be prepared,’” Gillespie said. “Because it’s going to be long. But, from an architectural standp oi nt , I t h i n k it does enhance the product.”

“And it’s funny,” Travis said with a grin. “They never believe you.”

While Mayor Svante Myrick h a s s how n h i m self to be pro-development, as well as most of his administration, local architect Noah Demarest of STREAM Collaborative said t he public hasn’t supported it as enthusiastically.

“The city planning staff, Planning Boa rd a nd C ommon Council seem generally on board w it h promot ing good urban planni ng pri nciples,” said Demarest, “but there is sometimes a disconnect bet ween of f icia ls and vocal individual residents when it comes to implementing these principles, in my opinion.”

Ithaca’s population and demographics make it an attractive target for outside developers looking to tap into the market, Travis said, but that very appeal is what makes it easier for the city to justify waiting to find the right project instead of jumping at any opportunity.

type of public consternation that’s come to be customary. That consternation stems from a variety of things, perhaps most often a desire to preserve the “soul” of an Ithaca people feel might be slipping away at the hands of builders solely looking to make a profit.

“There’s concerns about Ithaca changing, especially people of the older generation who might’ve come here in the 1970s,” Murtagh said. “They have a very specif ic idea of what t he cit y should be. They like the smalltown charm that Ithaca offers, and there’s a sense that It haca’s losing its uniqueness a nd becomi ng too much like a big city.”

Even at times when development has picked up, t he publ ic has reacted by s l a m m i ng t he brakes. Murtagh noted that housing projects often face the most public backlash, for a variety of reasons, despite the need for housing in the city being such a high-profile topic of discussion. This is at times a result of people generally supporting more housing, but not wanting it to directly affect their property or neighborhoods – colloquially referred to as NIMBYism (Not In My Backyard).

The tension most notably came to a head with outcry over the controversial State Street Triangle project, which was the precursor to the now-approved Cit y Centre apartment project on West State Street. Travis told developer Campus Advantage they were walking into a “ buzzsaw” when they consulted him about their proposal. “[Trebloc] ran into a huge amount of public pushback,” Murtagh said. “And

it really hit this moment where I think people were just fed up with the pace of development, with how quickly things were happening, how many projects were going up.”

Once Newman Development Group stepped in and scaled the project back a bit, the plan met less resistance, but even then the decision by both the city and county to grant Newman ta x abatements on t he proper t y ’s construction drew the ire of many.

This all sounds quite negative – a rancorous citizenry unwilling to y ield to development that is essentially nece s s a r y for t he city to survive.

But t he public gauntlet has posit ives a nd negatives; Travis and Gillespie bot h sa id t he I L P C ’s i n s i s tence on changes to their plans led to a superior overall project in the end.

Beyond anyone’s vocal opposition, and maybe far more significantly, the laborious process of hearings, permits and navigating building laws can overwhelm some outside developers as well. Regulations were mentioned quite a bit as a universal source of frustration. Demarest said the toughest opponent development faces is from the city’s own “antiquated” zoning laws. He has experienced personally that the reputation Ithaca’s building environment carries with it can discour-

“I know first hand that Ithaca has a reputation to outside developers for be-

ing unnecessarily challenging,” Demarest said. “There are definitely some really good outside developers who understand good urbanism but it is hard for them to justify working in Ithaca for a number of reasons [...] I think it is great that we have a healthy mix of local people willing to invest in Ithaca but with better zoning in place I could see more interest from outside developers who have the means and understanding to deliver good walkable mixed-use developments.”

The city’s Comprehensive Plan, introduced in September 2015, calls for reviewing the zoning code and “consider revisions to increase flexibility for residential development, while preserving desirable neighborhood characteristics.” It was part of an effort to vault building regulations into friendlier territories, and the effects are starting to be seen. Demarest noted increased interest in Collegetown construction since new zoning went into effect there, and drastic new zoning laws for the Waterfront are being considered by the Planning and Economic Development Committee.

Like the others, he agreed the public scrutiny and zoning can be a frustrating side effect but said transparency is a positive effect of the former and changes to the latter may begin to ease the burden further, such as in Collegetown or the Waterfront.

“As we see the code continue to evolve,

we’re going to see different sorts of projects,” he said. “Council has acted upon that and made it easier to build higher in our urban core, which is of course sensible for any number of reasons.

Whitham added that he thinks Ithaca is a “great place to build” and that he would still advise outside developers to at least make an attempt here.

From the viewpoint of those familiar with the city’s development, one virtually undeniable fact exists: Ithaca’s future is bleak without the development it seems comfortable resisting. With a development-sensitive population slammed by already high taxes, the city knows it must strike a tender balance between selectivity and necessity. Essentially, the city cannot get too comfortable on either side of the issue. Gillespie said living with the type of quality of life Ithaca can provide comes with an inherent price tag.

“The taxes have to come from somewhere,” Travis said, arguing (from a place of some bias) that the community is sometimes blinded by antipathy towards change. “It takes money to live in such a great city. That’s where the short-sightedness comes in [...] All these expenses that it takes to run a city, you’ve constrained the ability of the city to grow its revenue when you oppose development.”

“We want to make sure we’re maintaining a standard, we want the best development we can possibly get,” Murtagh said. “We have high standards, I don’t think we should apologize for that. But at the same time we do need the projects, we need things to happen.”

Smaller-scale efforts are in play as well.

Murtagh said there are currently guidelines being drafted which would theoretically clarify the city government’s desires for future development in Collegetown and Downtown to “make the process more predictable,” mostly centered around any new construction’s physical aesthetics such as facades or windows.

Southwest Ithaca, West Hill, Emerson and the Waterfront were all pinpointed for more attention, and potentially development, as part of the Comprehensive Plan. The focus has shifted to building dense, mixed-use structures to main-

tain, or supplement, the city’s walkability goals while also keeping visual appeal.

Jamie Gensel, president of Fagan Engineers (the civil engineers behind the ambitious Chain Works District proposal for the former Emerson Power Transmission Site), realized how important a building’s physical beauty was early – Ithaca is the only place he has worked where architects do the bulk of presenting to planning boards, as elsewhere that job falls to engineers.

Gensel said there are ways to alleviate pressure on developers by eliminating

certain bars. He told a story of developing a mixed use building with 54 apartment units in Elmira requiring just two meetings for approval, though he acknowledged the two markets are vastly different. He too said often a planning board’s greatest problems come from unclear or inconsistent zoning laws, which create problems that may weed out smaller, local developers who run out of resources.

Onto Bigger Things

his is the time of year when baseball and softball teams want to heat up, and both teams on South Hill are doing just that. The Bomber men just ran their win streak to ten games over the weekend, and that burst has taken them from a ho-hum 10-8 team to a 20-8 “How-do-youlike-us-now?” squad.

In the game versus Rochester, it appeared that the winning streak was about to grind to a halt, as the Bombers needed seven runs in the last two innings to tie the game and stay alive. They took care of most of that business in the 8th inning, scoring a half dozen to tie the game, and then the defense

shut down the visitors to enter the final frame tied at 11. In the 9th, senior Trevor Thompson drew a one-out walk, stole second and moved to third on a fly out. That set the stage for fellow senior Ryan Henchey to line a single into center to seal the deal.

The Bomber softball team split an Empire 8 double header with Utica to move to 12-2 in conference play. This creates some drama, because St. John Fisher also has two conference losses, but they have two games yet to play. Winning the regular-season championship is a big deal, because of course, every team want to host the Empire 8 tournament. Based on

a complicated tie-breaker rule, it appears that the Bombers will host the tournament, despite the fact that Ithaca and Fisher will have identical 12-2 records. Winning the tournament will be a tall order, as Fisher is led by Lindsay Thayer, one of the most dominant pitchers I have ever seen in my 25 years of watching and covering Division III softball. Last week, she threw two nohitters – one of them a perfect game – and she is in her groove.

I must admit, I was very surprised when I first heard that Matt Morgan – Cornell’s electrifying point guard – had declared for the NBA draft. I was taken aback, thinking that Morgan is a crucial part of the Big Red’s rebuilding effort, as recruiting around such a fine player makes the decision more appealing to prospective Big Red players, and Morgan put up some serious numbers.

When I read a little further, I learned that Matt did not hire an agent, so his eligibility will remain intact.

Morgan has been an under-the-radar player given Cornell’s struggles of late, but if we look back at the path taken by Harvard’s Jeremy Lin, we see that a national presence is not always necessary. Lin was a dazzling player at Harvard, but national audiences never saw him play because he never made it to the Big Dance. That was a matter of bad timing, because he played from 2007-2010, and when he was a freshman, Penn won the Ivy League championship and hence the

The next three seasons were dominated by Cornell (culminating in their historic Sweet Sixteen season), so Lin was shut out of ever making an appearance. That said, he was and is a fine player, and he has had a very respectable NBA career.

Morgan is a very solid player by any measure, and he was a Second Team All-Ivy pick as a freshman and again as a sophomore. This is perplexing, given he was the league’s leading scorer both of those years, and it seems that a First Team selection would be in order as a result. Morgan is also the first Big Red player ever to reach the coveted 1.000 point mark in his sophomore season. He was selected to play in the Continental Tire Las Vegas Invitational, and was chosen as a member of the All-Tournament Team. efforts like bail reform could be worthwhile. Groups like Decarcerate Tompkins have advocated for things such as bail reform similar to programs in the state of New Jersey to release on recognizance – without bail – and judges better utilizing their discretion in sending people to jail in the first place.The group has also stated that jails are the worst possible place for people to recover in, in part because jails have been designed not to rehabilitate, but to punish.

As a result, those with drug or substance abuse problems – which jail supervisor Captain Raymond Bunce said 66 percent of the jail population has on average – they are hardly in an environment conducive to effective treatment. Some in the group want to divest completely from the concept of incarceration period, a sort of extreme shift to transformative or restorative justice: a system where crimes are still addressed, but in a different sort of way. Some, however, do see a place for jails in society, albeit ones used for purposes other than a waiting room for non-violent offenders, for example.

A potential expansion to the county’s dilapidated facility (which, it should be clarified, is only one recommended course of action that would stem from this study) would be a multimillion dollar investment of public funds that, over time, will only cost more money with staffing and maintenance costs. However, any spending on the jail itself has for the most part been put

off, a greater focus on the policy front being a greater reliance on various ATIs in the community. This is especially important in the fact that, despite consistent growth in the county population, the overall inmate population of the county jail at any given time has remained relatively stable, if not over its intended capacity.

“Reading the reports our consultants did for neighboring counties (in regards to ATIs available), the differences between them and Tompkins County is startling,” said Rich John, the chairman of the Jail Study Committee. “Some of these municipalities don’t even have alternatives to incarceration… because we’ve had such an emphasis on that for so long, what we need to focus on are the inefficiencies; if we can do anything better, and what type of impact our new treatment resources – things we’ve never had – will play into everything.”

H av e w e topped ou t, as fa r as ATIs go? Where do w e go from here?

To keep track of exactly how the criminal justice system in Tompkins County works, John keeps in his files something of a roadmap of the various programs one can go into – including jail – if accused of a crime. Reading like a “choose your own adventure” story, the real impact of the chart is not simply in its complexity: it’s that the county seems to have such a wealth of programming already to keep people out of jail.

How is CGR conducting the stu dy?

Over the past several months, CGR has made nine visits to the county jail, conducted 52 various interviews and has had numerous meetings with a number of local groups throughout the public health and nonprofit sectors. Though it’s way too early for CGR to highlight specifically what it’s going to recommend, the firm is at a place in the process where it will be looking at the ATI programs currently in place that, while they may be good in theory, could be strengthened or expanded to reach more people, potentially recommending ways in which those programs could be made to be more cost effective.

This, consultant Don Pryor said, has been based on a slew of both statistical and anecdotal evidence.

“We’re trying to look as much statistically at hard data as possible. We’ve got a lot of data from the jail and from most of the ATI programs. There are some cases where the data, frankly, is not as good as we hoped, which is fairly typical. But we’ve got a pretty good array of data we’re working

Officials from CGR said that while the study will be considering best practice options in defining its recommendations to the county, the cost benefit of those recommendations will be unclear without a rigorous review by the budget office, which could potentially happen in Phase 2 of the jail study.

complicated… the community is putting so many resources around it already, so when people get up and say ‘oh, why don’t you try alternatives to incarceration?’ Like, where do you begin? There are so many dedicated people in our community who are already working so hard to keep people out of jail. That’s what they get up in the morning and do everyday. And I wish that was more clearly recognized… I understand the people from Decarcerate Tompkins are engaged and they’re passionate and everything else, but the statements they make act like we just want to put people in jail. That’s not it. If it were, this chart would be a lot simpler.”

This is why, John said, the jail study is being taken in two parts: one part to examine the effect of improving the ATIs “any way we can,” if at all. If nothing else can be done, then the county will begin to explore whether or not they should build onto the jail’s 62-bed expanse, which is currently permitted to hold about 80 inmates at once.

This is where the county may find room to work: Though Tompkins County’s spending on social services is higher per capita than in many areas of the state, anecdotally, many of the ATIs in the community outside of the judicial system are highly-underfunded. At the county level, the question of where funding for these programs leaves a number of difficult choices, especially with an aversion to spending: It’s often difficult to justify spending money from the capital budget for programming for example, or funding social services through bonding

with, and we supplement that by meeting with people to kind of overlay the data with people’s perspectives on the environment producing that information. Then we ask questions of them, trying to get the perspectives of people familiar with the data to help interpret the information. In some cases, we are left with anecdotal or impressionistic information, but we try to supplement that with hard data as much as possible.”

But the question is will any of our newer moves as a county, like the recently announced detox resources and last year’s ambitious Ithaca Plan, be worked into the firm’s research? These are unrealized things which, after all, will have an unpredictable impact on the community. How can CGR make projections based on the unknown?

According to Paul Bishop, another consultant working on the study, whenever a firm makes a projection, there are often ranges that have to generated – similar to a weather forecast – to estimate what potential impact these programs could have on their recommendations.

“If we look at a treatment program and see it lowers the rate of people going back to jail by 10 percent, we would measure that in our impact and explain how those programs impact the system and where,” said Bishop. “We might not be able to pinpoint exactly what that impact may be, but we can figure where the impact would be and what range to expect.”

A lot of this information – to the chagrin of groups like Decarcerate Tompkins – has been kept confidential (due to “confidentiality concerns,” the firm has said), despite arguments from the group that the information collected is, essentially, public: it just took effort to gather.

How much l eeway do w e h av e to ignore the state’s m a ndate?

one of which can be considered the “control” scenario: what would happen if the county did absolutely nothing at all and maintained the status quo?

Nobody is really sure how that would go.

“The answer is an unknown,” John wrote in an email last week. “The state could back off and do nothing. The state could pull our variance and we would have to board out the equivalent of the eighteen beds that we are now able to use. At worst, the financial cost would be $1,500 per day paid to other counties, not including the transportation and overtime expense for deputies to drive prisoners around. In addition, we would then have all the social consequences of having these people housed away from their family and support.”

John named two additional scenarios which could take place if the state decides to revoke its variance on the jail: Theoretically, John wrote, the state could just not allow us to utilize board outs, the county addressing this by perhaps releasing people early to clear room if the jail reaches capacity. The state could also take over, John stating that the New York Constitution gives the state authority over detention systems, where prisoners could perhaps be transferred to state institutions and the costs charged back to the county. “While County Law Section 217 is where the county is required to have a jail, presumably the state does not have to let us populate it,” he wrote. “I think this pathway is highly unlikely, but if the County just refused to study the problem, we would be daring the State to react in a punitive way.”

“So I would say,” John concluded, “the answer is we do not know what the consequences might be.”

Knuth went on to contradict McBride’s claim that he shared the documents because he was uncomfortable with the working group’s direction potentially having a negative impact on lower-income students. She also said confidentiality is implied and known when working with a combined group like this.

The rest of the prosecution’s case mostly involved other students who knew McBride from Student Assembly and/or the Working Group recounting their reactions when they found out McBride was behind the media leaks. At this point it appears the case may hinge on a still-unclear interpretation of confidentiality, and whether it is correctly implied in this instance. None said they felt legally bound to confidentiality, and only one, Yamini Bandhari, said she was told of confidentiality (by a fellow student on the Working Group).

Two witnesses for the defense testified they did not consider their work necessarily confidential. One said confidentiality was mentioned only after the leaks were uncovered.

The defense, with a relatively short witness list after the disqualification of Prof. Clermont, then moved onto McBride. He made an impassioned plea that he was only trying to do what he

thought was right, and whatever the school ’s opinion of his actions, they didn’t technically violate anything in the Code of Conduct as it is currently written.

McBride felt burdened by the knowledge he held from his spot in the Working Group, and said he felt he was the “one [representative of the students] who understood what was going on here.”

McBride said a sense of duty to other students on financial aid was what drove him to spill the documents to the Sun. McBride knew his actions wouldn’t be popular among the Working Group, but he still went ahead. The prosecution made two significant points during McBride’s cross-examination: first, they tried to prove McBride avoided an email paper trail while leaking the documents because he didn’t want to get caught, and thus knew it was wrong.

Second, they pointed out that Knuth had said something to the effect of “Keep this private” during his first meeting with the Working Group. McBride said he remembered the comment vaguely, but didn’t know what she meant by it.

During final summations, the OJA asserted their point that regardless of McBride’s possibly noble intentions, he went about it in an improper manner; McBride’s counsel, Kendall Karr, argued that McBride was the last line of defense for students without many protectors.

A makerspace for younger children is part of what I’d like to see happen here at a scale that’s appropriate to the Sciencenter and Ithaca. We have the beginnings of one right outside my office here. The kids are using very low-tech type materials, but is a makerspace, so the idea is to grow that by including more tools that are appropriate for the work the children can do with facilitators.

I would like to see the kids working with wood and 3-D printers; we could even grow it to things like laser cutters, and hitting the art side of it with vinyl printing and sewing.

With wood we would have to be careful about using saws, but with the right facilitation and the right guardian supervisor it is doable. I know it can work because I’ve seen it work.

What brought you to Ithaca and the Sciencenter?

The Sciencenter has an incredible reputation nationally due to national collaborative projects and the traveling exhibit program.

Also the community love of this organization is something I knew before I got here, and it really came to life for me once I arrived.

And then Carlie, and the way Charlie has talked about this place. I’ve known

him since the mid 1990s. He was always so energetic about this place and his love for this place.

You’re stepping into this role coming off of a very successful fundraising campaign for the Sciencenter. That must feel like a good place to be, starting out.

We just came off a $4.1 million capital campaign to improve our exhibitions and facilities. The fundraising campaign officially came to a conclusion on February 28, and I officially started on March 1. So I can’t take any credit for it, but it is good to be in a place that is financially sound.

We had some incredible support from our community on this, and the Sciencenter is what it is today and will continue to grow in the future because of the support that we receive.

Do you have anything coming up at the Sciencenter that you would like to promote?

I do! Grossology: the impolite science of the human body… there are so many things that the human body does, from a gurgling stomach to a runny nose that people don’t necessarily want to talk about but kids are really enthralled by. We’re going to have an exhibit that explains that in a very fun way, May 13 through Labor Day. We’re also going to have family friendly business after-hours on June 1 in conjunction with the Tompkins County Chamber of Commerce, so people can do after-hours networking, but they can also have their kids with them, who can play in the Sciencenter from 5 to 7 p.m.

A brilliant (and fun) show at Eye Gallery

T

he Eye Gallery, on the Ithaca Commons, is a wonderful cultural component of the Ithaca art scene.

Eye was created in September of 2015. It is the brainchild of Julie Simmons-Lynch, the former editor of Heavy Metal magazine.

My friend, the cartoonist and fine artist, Jim Garmhausen, pointed out to me that the Eye Gallery is significant to Ithaca, because, in addition

to local artists, Julie Simmons-Lynch exhibits artists from both the national and international art world.

And, speaking of Jim Garmhausen, he is one of the artists in the current show: Curiosities, Oddments, & Gifts from Sailors (which is up until April 30).

The show features the work of three artists: Paul Chatem, Joshua Charles Hart, and the aforementioned Jim Garmhausen. Let’s take them one-by-one…

The Nightmare Wooden Dream Toys of Paul Chatem Paul Chatem’s work consists of outré cartoon paintings on sprocket-like pieces of wood set in wooden frames.

The highly unusual thing about the work is that, (to quote the gallery brochure), “By turning a crank that moves layers of wooden gears, the viewer has the opportunity to change the composition and drive the action of the narrative.”

In Aye Aye Captain, we see a retro cartoon style face with a handlebar mustache and multiple eyes like an H.P. Lovecraft monster, spidery white hands with eyes in their palms floating off rubber hose limbs wrapped in a pinstripe suit, an ocean roiling like fat snakes burning with the flames of Hell, craggy Matt Groening teeth, a floating derby hat, and stylized, floating, Rick Griffin-esque eye logos. A troubling work.

The Left-Handed Smoke Shifter is the showstopper of Chatem’s self-invented genre. Another cartoon face with five large crankable sprockets containing eyes and craggy teeth and slurping

tongues and tufts of greased cartoon hair and flying cartoon drops of spittle. (As I cranked it, it struck me like one of H.P. Lovecraft’s nightmares…perhaps if he were dreaming of some other-universe childhood wooden toy.)

The Multi-Colored Waterfall Tears of Joshua Charles Hart Joshua Charles Hart’s art consists of acrylic paintings on wooden panels, some with little open widows with sculptural figures set within making the work, simultaneously, bas-relief sculpture.

I have written of Jim Garmhausen before (enough times that I could be his publicist). He is a great 21st century cartoonist, evolving into a great 21st century painter and sculptor.

And, for this show, he has ventured into new territory…

These works are cabinets. Knowing Jim personally, he told me that he was inspired by the work of an artist named Joseph Cornell, who created art-cabinets (and hung out with the Surrealists in their heyday).

And these are very much surrealist cabinets…full of curios and wonders. (And they are interactive – the viewer can open drawers in them, pick up and examine objects and so on.)

They are difficult to describe in their complexity. They contain a plethora of weird objects:

giant 1950s robot space invader and a deranged children’s toy.

I’m Not Aging Well has flower patterns projected upon the robot, as if it were attending a 1960s rock & roll light show, and it appears to be bleeding rainbow-colored waterfalls from its eyes.

In I Could be Strong for You, the giant robot is decorated with intricately painted, nearpsychedelic leaves, like the feathers of a Native American headdress…and holds a little red house on its enormous arm.

And On the Wondrous Second Life of Earth is the showstopper of Hart’s work. Once again we see the robot lit with glowing flower patterns… and bracketed by a cluster of fabulous floating foreground elements: Stylized, near-psychedelic flowers. A sleeping fox, and a bulldog (wearing an intricate crown), lying on multi-colored, luminous seed pods. And a floating, bulbous skull with a near-neon scrimshaw pattern engraved upon it.

Ink drawings of little alien creatures and bizarre cartoon humans in old picture frames. Suspended blue cartoon heads as weird as Maori masks.

An other-universe, middle-aged Mickey Mouse.

A spaniel-eared dog person.

There are ancient kitsch toys, a cheap clunky red robot from some indeterminate lost age; little animal figurines (polka-dotted and striped and worn away by time), a businessman with a briefcase (time worn into a zombie); a boxer from 1900 and a blue 1950s cowboy. continued on page 16

The Flight of Thought

Skyships is equipped with ideas and notions

D

ennis Bertram’s current exhibit at CSMA, Skyships, is certainly dense with ideas. Religion, communication, relationships, and the desire for a sort of street boldness—a safe graffiti if you will—are some of the deep impressions it leaves. The mark of bravery is certainly noted.

There’s a mystery to the show that is unique. Interdependence (psychologically and physically) is at the forefront of the artist’s indulgence. It works with certain angles and is claustrophobic at others.

Where Bertram is able to succeed most efficiently is in his desire to function critically, vis-à-vis his inner psychology.

Meaning, he’s close to mapping out actual, complex considerations via two-dimensional art.

You get that right way. Interestingly, the density of the work, and the way it’s arranged, sort of pushes your senses towards overload; effectively lessening the charm of each individual work.

But regardless, there are really great pieces here. Such as, Skyships Reclaim No. 20, a balanced work, where the geometric

considerations are in taught motion with the concept of a perpetual self. Bertram is at his best when he’s working with both organic and geometric forms. The balance of cold and soft is one of great strength, and Bertram can sense it.

a permanent invasion (which the artist acknowledges). Bertram describes the structures as “incarnate aggregates”, and this is really something. If you get past the rigidity and repetition of the physicality of the objects (they are a part of every painting), and think of them as something like pure thought: the paintings become almost weightless. And the canvas never really ends. This is where real ideas live.

The dark and isolated, Bridge, is someplace the Netherlands born Bertram has pondered for some time. The painting— with its gold leaf so vivid and tactile—is perpetually dogmatic. The geometric forms are clumps of inaction, the sea surrounding the city (which is the mind), a means of separation. God and the individual are marked.

Such is the case with Skyships Reclaim No. 4. Here, a figure study is suffocated by the degree of waste via a sky ship. The splatters across the canvas are dreams and connections gone sour. O, those sky ships are really something. Almost like

Bouquet Skyship Falling suffers from lack of definition. Bertram is far away from this piece. The tricky part of forging deep ideas through a two-dimensional canvas is you can’t over compensate.

Sometimes a lot of detail ends up being no detail at all. Furthermore, you can’t

overthink your vision. The mid-stage is complex, the place where patience and observation is critical. Still, the equations that Bertram attempts with each painting are always interesting.

Skyships is good show to see a few times to get a sense of the very estimated psychological interaction. The show comes down this Friday, so you have three more days to experience Bertram’s vision. Perhpas someday the artist will work larger and with deeper three-dimensional notions in mind. Bertram has got a deep scale, and a lot of space to explore. •

Behind them, inlaid into the interior, are collages composed of Jim’s Hieronymus Bosch-like cartoon characters: Red-nosed businessmen riding an other-worldly centipede…little egg-shaped, armless, quasimedieval Breughel characters…an evil toy bear in a blue pantsuit…a jaundiced, red-lipped, cigarette smoking joker in pink bunny-eared pajamas and so on.

These little drawings and paintings are layered with photos and cartoon illustrations from the past: wrestlers and housewives…a nude Grecian figure lounging on a column…cartoon dogs wearing Gay Nineties police outfits and carrying billy clubs.

And there are words in the collages, too. Words as weird as a parts list for a B-C5 machine (whatever that is)…a listing of the Bay Area nightclub acts of some distant past…an incomprehensible short story… musical notation and lyrics for a song about “What the Lord had done!”

One gathers that there is some sort of post-postmodern irony at work here as Garmhausen sorts through the ephemera of our American past.

And there is more…

Another new direction is a series of three cartoon sculptures – heads-on-wheels – called Mark-O Rolling Smoker Toy, Oil Can Harry, and Jack the Extractor.

The thing about these works that fascinates me, is that, as I know Jim personally, I have perused his sketchbooks, and these sculptures are three-dimensional manifestations of the sort of characters that I found there.

These heads-on-wheels characters are as weird as Native American tribal masks… or the characters in the animated film Yellow Submarine (which was designed by a German artist named Heinz Edelmann).

To get more specific…

Jack the Extractor has two heads piled on top of each other like a totem pole…one face a bit like an extraterrestrial version of Edvard Munch’s The Scream. Jack has little miniature arms, a pulley for a nose, and a drawer in his torso with a dismembered doll within. (A Harlan Ellison character designed by Guillermo Del Toro.)

a hat, a rusting bracket ring for a nose, a cigarette in his mouth.

And Mark-O Rolling Smoker Toy has a bright red awl handle nose…and a bevy of rather disturbing Max Fleischer animation bear-like creatures dancing across his torso wearing pink and blue Hillary Clinton pantsuits.

Jack & Jill Fun Wagon is the magnum opus of the genre. A chunky, chalk-white, cylindrical head with rubbery lips and beady black eyes, wearing a crown cut from a large ancient tin can, and sporting a metal doorknob for a nose. With an ornate cabinet body…set on a vintage toy wagon as old as 19th century farm

machinery rusting in a field.

And, lastly, there is a startling 2-D piece, Helping Hand, which is perhaps the largest Garmhausen work I have yet seen (almost 9 x 6 feet).

This features two of Jim’s giantheaded, rubber-lipped, wizened old human characters…with little 1950s cartoon bodies, candystriped, Tim Burton-character arms, nautilus shell ears, puffy almond eyes, bald pates and waving strands of paramecium cilia hair.

The sheer scale of the work is both riveting and a bit disorienting.

There is a lot more to see – I have but touched upon a fraction

of the wonders involved. And this is the last weekend of the show.

unday evenings are usually reserved for episodes of NPR’s Selected Shorts, featuring notable actors reading fiction and non-fiction, and some of my favorite shows have featured the voice of Cynthia Nixon. So it’s fitting that some of Nixon’s most effective and powerful moments in Terence Davies’ Emily Dickinson film, A Quiet Passion, are those moments when we see her as Emily writing or in repose and we hear Nixon reading pertinent Dickinson verse.

I am not the biggest fan of Davies’ previous work, particularly The Long Day Closes; Davies makes very personal but very deliberately paced films that frankly make me itch. But like Kubrick’s Barry Lyndon, where zoom lenses and candlelight were used for period effect, here Davies uses his calculated camera moves to take us back to a time – the 1800s – when time moved more slowly, when there was an overall heaviness because people – particularly Dickinson’s family – didn’t live that long. A Quiet Passion eschews the cradle to grave approach to the biopic, focusing on the years and words that Dickinson is remembered for.

Besides Nixon’s fierce yet fragile performance – we see her late in life shivering violently in bed for more than a minute – the cast includes Jennifer Ehle, Duncan Duff and Joanna Bacon as Emily Norcross Dickinson, Emily’s mother. I had just watched Keith Carradine in Thieves Like Us, one of my favorite 70’s Robert Altman films, and yet I did not recognize Carradine at first as Edward Dickinson, Emily’s stern, emotionally remote father. He disappears into the man’s skin. *** My mother was not a fan of animation apart from Fritz the Cat, but I think she would have liked Makoto Shinkai’s Japanese anime film Your Name. If its rich watercolors and animation aren’t hand-drawn, they sure feel like they are. In the film, a meteor

storm triggers a moment when Taki, a teenage boy living in Tokyo switches identities with Mitsuha, a teenage girl living in the mountains.

So on one level, Shinkai’s film is a high school comedy about two kids just taking on adolescence who are suddenly saddled with much bigger challenges. The Japanese pop soundtrack gives the film an 80’s flavor reminiscent of John Hughes (there’s a running gag where the boy-as-girl’s little sister keeps catching her feeling her breasts) and that late 80’s trend of body-switch movies that included the winsome Big, the

less winsome Like Father Like Son, Vice Versa and 18 Again.

There is also a running visual motif involving the same extreme angle of glass patio doors and train doors closing. Perhaps this might be a witty tip of the hat to Peter Howitt’s 1998 metaphysical romantic drama Sliding Doors, in which Gwyneth Paltrow slips between parallel worlds depending on whether she catches one train or another.

But the movie has a more bittersweet and elegiac level beneath the comedy, and there comes a moment late in the story where a pen drops to the ground, and someone behind me gasped. It’s one of those movies that so engages you that you find yourself sitting forward in your seat. •

The program features some of their favorite music. They start off together with English Divisions in e minor by Christopher Simpson. Divisions are a kind of variations, a favorite form during the baroque period. Fox then plays two

A Duo of a Lifetime

Italian works for solo theorbo, the first

by Girolamo Kapsberger, the second a Ciaconna (chaconne) by Alessandro Piccinini. The chaconne, an often catchy dance form in triple meter and favored especially in opera finales, has a repeated bass line with a set of chords, a good vehicle for more variations.

Terry’s two solos are from a set by the prolific Georg Philipp Telemann of 12 Fantasies, of which the original 1735 print, thought to be lost, was recently discovered.

They are free-form compositions, each in a different key.

Fox will present two French works (a prelude and another chaconne) by Robert de Visée, a court musician of the Sun King Louis XIV. She loves all the music on this program, she says, but her favorites are the duets by gamba virtuoso Marin Marais, also from Louis XIV’s court. The “Tombeau de M. Colombe” in e minor, is a funeral piece Marais wrote to honor his beloved teacher.

Though Fox’s part is written for the gamba, “it fits beautifully on the theorbo,” and she loves the sound of the different instruments together. She describes the “strange, evocative” Tombeau as fascinating, heart-rending, and worthy of attentive listening. The two friends close their recital with sections of a Marais suite, ending with a final dance. As Fox says, “everybody likes to go out on a chaconne.”

Let’s join these two gifted performers and enjoy the benefits of their friendship, ideas, and special music. •

Lisa Terry and Deborah Fox are a magical force

A

fter a brilliant concert last month complete with multiple instrumentalists and two soloists, NYS Baroque closes its 28th season with “Just the Two of Us.” Artistic director Deborah Fox playing the theorbo and Lisa Terry the viola da gamba present a varied program of duets and solos on Saturday, April 29, at Ithaca’s Unitarian Church, starting at 7:30 p.m. Note that the customary preconcert talk is NOT scheduled. During the program the two will share their thoughts about the music and their instruments (each has brought two), as well as the art of performing together.

Deborah Fox hardly needs an introduction here. She took over the leadership of NYS Baroque upon the departure of Heather Miller Lardin in 2013 and since then has put together a steady stream of richly varied, sparkling, and thought-provoking programs.

Moreover, she has played in all the concerts since then, except for the few involving a soloist. A leading performer worldwide on various lutes including the theorbo, the long-necked lute with a complex string mechanism, she founded Rochester’s Pegasus Early Music in 2005, a group that now partners with NYS Baroque. Like other early music colleagues, she travels widely and performs with many different ensembles.

Lisa Terry, based in NYC where she is a member of the viola quartet Parthenia, plays regularly both as a chamber music performer and soloist on viola da gamba and violincello. She also works with many symphony and opera orchestras. A dedicated teacher with special expertise in technique analysis and discovery and in ensemble coaching, she has thought a lot about the technique of playing the viola and cello with the goal of helping players make a good sound.

The two have been good friends for almost thirty years. Fox recalls that they first met when she was asked to substitute in Terry’s four-woman group—three gambas and lute—for a concert. They subsequently found themselves freelancing in the same concerts. They enjoy playing together but have rarely done recitals with just two. Their concert of about 70 minutes without intermission will include “intimate and cozy” chatting together.

“We both like to talk to audiences,” Fox explains, “it provides a different atmosphere,” and luckily the audience gets to

The Soul and the Shape

Rebecca and the Soul Shakers are moving fast

ayre, PA blues rockers, Rebecca and the Soul Shakers, are a band in flux. Growing, shifting and picking up dimensions wide and far, the band’s latest release, Born to Fly, showcases an idea that’s becoming a complete vision.

The group’s sound is still varied, but their central design is crystallizing.

“We’re sharpening the periphery,” guitarist Jim Smith noted. “Letting the genie out the bottle. The lyrics and the music are more fearless and honest now, and the band is really starting to gel.”

“We’re certainly evolving artistically,” vocalist Rebecca Smith, added. “We’re doing things at a much different speed now.

There’s multiple forms of music in our sound currently, from straight up blues, to soul, and even some hippie metal,” she laughed.

The husband and wife duo started the band with the idea of writing original music. Rebecca had previously estab-

lished a strong career as a soul, country and honky-tonk singer, performing with bands like, Tops in Blue, and the Texas Honky Tops; and that classic rootsy sensibility is still part of the dynamic of the Soul Shakers, but the edge they’ve discovered of late, is something of note.

“My background is in country music with a little southern edge, and the more recent stuff we’re writing is certainly more rock centered,” Rebecca explained. “My favorites aren’t necessarily the band’s favorites,” she laughed, “but it’s a compromise. A song like “Your Junky” is a lot different than anything I imagined I’d ever be doing, but people are really moved by the faster songs. And it’s really been fun rocking them out.”

For Jim, his life long passion for the guitar fuels the band’s diverse and retro sounding repertoire. In many ways, Rebecca and the Soul Shakers is a throwback group. There’s a psychedelic vibe running throughout many of the band’s exploratory numbers, and even the straight blues and soul songs have a

unique twist and defining heart to them.

“I’m a child of classic rock, (Europe 72, is a staple for me), and I think Rebecca’s learned to embrace her inner Dead Head,” Jim laughed. “We met at an open mike and really connected. We’ve been married for 16 years now. Rebecca had a vision to write her own music, and it’s led up to where we are.”

After many years of shuffling, the band’s finally found a solid formation of members. And they’re varied in their musical appetite, offering a diverse palette of technique and touch.

“This group has been together for about four years now,” Rebecca said.

“And the sound has become very consistent and refined. I’m hoping by the third record we’ll have a definitive sound, something based around one style.”

“Everyone’s contributing, and things are really shifting,” Jim added. “RC [Nobles], our bassist, has a background in really heavy music—he’s a Metallica guy—and you know, at one point I looked around and all our songs had gotten really heavy,” he laughed.

Born To Fly’s real strength is its intimate connection. Each track is a coalition of love and effort. From the psychedelic blues rocker, “100 Blossoms”, to the hard charging, “It’s So Hard”, to the Grateful Dead, Shakedown Street-era inspired “Born to Fly”, the band offers more than just music: it offers the history of a team, and a map of new directions and daring turns. It seems bonding over an English progressive rock band was only the start.

“When Rebecca told me she was a Supertramp fan, I knew right then and there, she was the one,” Jim laughed. “The band’s journey is a special one, and in many ways it’s really just starting out.” •

Cornell violin professor’s vision comes to life

F

or Cornell violin professor and acclaimed chamber musician, Ariana Kim, the need to express her concerns and frustrations with the current social and political environment was something of utmost priority. Protesting wasn’t enough.

She was searching for a deeper muse.

“I kept feeling helpless,” Kim noted over the phone last Friday from Europe while on tour with the musical collective, The Knights. “I really wanted to do something more personal, objective and tactile.”

While on leave from Cornell teaching with the Milano Classica group in Italy from January to July of 2016, Kim started working with two organizations: Cooperativa Selene and Periscope for Arts. It was here that her vision coalesced. Cooperativa Selena is a non-profit working and housing refugees seeking asylum from war ravaged countries, and the Periscope for Arts is a non-profit that brings together diverse artistic forms through concerts and other creative happenings. With these two groups, Kim started working with the North and West African refugees living around her and started to see a unique opportunity.

“I wanted to create a cultural bridge,” she noted. “I wanted the refugees to feel free within the larger community, because in many ways they were still very isolated. I thought that interacting with them through music and art would be a good place to start.”

“We started it as an open forum of sorts”, she continued. “A place where this group of refugees could share their stories through poetry and music and create a sense of community. They had some serious post-traumatic stress disorder going on, they had basically lost everything.”

It was a process. Things started slowly with evening saloons based around poetry

and jam sessions. Kim’s background in bluegrass music helped ease the transition, and when she started bringing drums to the sessions, things rapidly developed.

“When we brought the drums their eyes sort of lit up, and we proceeded to have some really lively sessions,” she said.

“They were quite comfortable with Africanpercussion based music and that sort of inspired us to explore some deeper realms.

When Cornell had announced their 2016/17 CCA Biennial project would be about “empathy”, and the international immigrant crisis, the wheels started spinning for Kim. Once she was awarded the grant, her vision crystallized.

She commissioned the Italian architect, Ottavia Lancini, to design a mural that the refugees painted an abstract painting on, depicting their lives before they came to Italy; and also commissioned Cornell composer, Can Bilir, to compose three new compositions in response to the refugee crisis.

“Can was the perfect person to write this kind of music,” Kim noted. “He’s from the sound world and has a unique intuition and visual intensity. He’s such a great example of the globalization of music.”

Kim’s final presentation and concert happened in Brescia, Italy, on July 25, 2016, with compositions by Mozart, Corelli and three world premiers by Bilir. The show also showcased the mural the refugees created as well as traditional African dance and music. This Saturday, the project will light up Klarman Hall, with a newly re-designed mural (which was shipped from Italy), a documentary, and a live performance of the trios that were performed.

“This whole experience was absolutely transcending,” Kim said. “At first the refugees were very skeptical about the whole project, thinking ‘what’s the catch’; but once we opened the bridges together, this amazing thing happened.” •

Drug and alcohol free since August 1, 2008, Herren has refocused his life and put sobriety and family above all else. He’s launched a basketball player development company, written books, and has talked about his life all over the world. Hear his story.

This moving one-person play written and performed by Alexander Thomas is an edge of your seat tale about the history of a family and their struggles and successes.

odd Meredith first worked for Cortland Repertory Theater as an intern in 2006, and returned in 2013 to play Buddy Holly in BUDDY: The Buddy Holly Story. Since then, Meredith has played Holly in 20 productions, and he and his band The Rave-Ons have become foundations of CRT Downtown. They return on April 28 and 29 with two allrequest shows.

Meredith spoke to me from a gig on a cruise ship.

Ithaca Times: What are you doing on this cruise?

Todd Meredith: The Rave-Ons are performing on Holland America’s Maasdam. We’ve gotten to see Hawaii, and the Cook Islands and we’re on our way to Bora Bora and Tahiti. It’s a tough job but somebody’s gotta do it. We have two 45 minute shows that we do on the ship, a Buddy Holly tribute and a 50’s rock and roll tribute called “Rockabilly Legends.”

IT: Is it difficult coming up with these themed evenings? It seems like a

special edition copies of Norse Mythology, signed by Neil Gaiman and lots of other goodies.

great way to keep the shows fresh. And if I recall correctly, you’re getting pretty far afield from Buddy Holly and roots rock.

TM: Yeah, we’ve had to rack our brains a little bit to keep things fresh for everyone.

We don’t want to do the same exact show every time, though there are some venues we’ve played where we’ll do the same Buddy Holly show over and over again and it still sells out. I’m really excited about this show, however. I was in a Beatles tribute that did an all request show, so we stole the idea from that. People will have a chance to request Buddy, Cash, Elvis and other 50’s stuff, but we’ll also have a lot of classic rock as an option as well.

We play a lot of 60’s and 70’s when we play out in the bars in New Jersey, so we’ll get to branch out and break out some of those tunes as well. It should be a nice, completely random mix. I like the idea of not knowing exactly what’s going to happen. It will keep us focused and on our toes.

IT: How will you manage two nights of all requests?

What if someone requests a song you guys don’t know?

TM: We’ll have a song list of about 125-150 songs for people to choose from before the show. If people request a song that’s not on the list, it’s pretty unlikely that we’ll play it, but you never know. We’ll sift through the cards before the show and pick the songs that are most requested or the ones that come with the best reasons. We’re going to give the audience a chance to share a story about the song or explain why they want to hear it on the card, and we’ll read the best ones during the show. There will most likely be an acoustic portion of the show, so if there’s certain songs that maybe only I know or ones that Jeremy and the rest of the band know that I don’t, we can still make those songs happen while the members who don’t know it can go off stage and take a breather. Most of the set list and order will be decided right before the show after we receive all the requests. We suggest that people get there at least a half hour early to get their requests submitted in time.

They’ll have another chance to submit at intermission. I’m also toying with the idea of keeping a few song slots open and pulling a few requests from a hat, so that we really have no idea what we’re going to play at certain points. We’ll see how daring we decide to be. •
