he Tompkins County Health Department is warning the public of potential COVID-19 exposures after two new positive cases. One individual tsested positive after working multiple shifts as a cashier at the Ithaca Wegmans, and another tested positive after dining at Ithaca Ale House and Liquid State Brewing Company during their infections period. Neither individuals are Tompkins County residents, so contact tracing is being managed by their home counties’ health departments.

Parents reflect on first weeks of school

s schools have kicked off in unprecedented ways, whether it be masked and in person, at the kitchen table online, or some combination of both, parents have had an up-close look at how the system has been working — and how it hasn’t. Below, we let parents Brian Bessire and Corinna Loeckenhoff share their experiences.

The bite occurred Thursday, Oct. 15 around 9 p.m.

The dog is described as a Rottweiler or similar large dog with brown and black coloring.

The dog was accompanied by an older couple.

The health department wants to verify vaccination status and health of the biting dog over a 10-day period. If the dog can be located and observed to be healthy, the risk of rabies infection can be ruled out and rabies post-exposure treatment for the person who was bitten will not be necessary.

Anyone with information regarding this dog is urged to call the Tompkins County Environmental Health Division at (607) 274-6688.

This summer varroa mites were listed by the USDA as the number one stressor to bee colonies— contributing to the loss of 42.3 percent of all colonies of five or more. Hailey Scofield and Nathan Oakes, founders of Combplex, beelieve their new technology can drive those numbers down.

Oakes and Scofield have been working on a patented varroa mite detector since 2018. The process of removing the parasitic insects is like “laser hair removal gone slightly wrong”— for bees, Scofield described. On Monday, the Combplex team finished the 2020 NYSERDA 76West Competition as finalists, secur-

ing $500,000 for their business venture.

Taking on varroa mites wasn't the Cornell grad’s first idea, Scofield said. When they began working together after taking a Bug and Game Theory crossover course at Cornell University in 2016, they thought that the answer to solving collapsing bee colonies was remote technology that could monitor the temperature of bee hives and alert keepers ahead of time of potential collapse.

After traveling across the country and speaking with large commercial beekeepers through I-CORP, Nate learned that while a remote technology interested beekeepers, it didn’t address all of their concerns— especially a more deadly one.

“Nathan traveled across the U.S. and found out something that we already knew— that varroa mites were the biggest problem beekeepers were dealing with and until there was a more practical management solution for varroa mites,” Scofield said, “beekeepers didn’t really have the bandwidth to entertain a novel data-driven device. [Our first idea] didn’t solve enough problems for them.”

That’s when the team turned their attention to the varroa destructors as they’re officially known. Combplex produces a smart honey bee hive frame that actively combats varroa mites year-round, thereby strengthening pollinators and increasing their ability to contribute to farming ecosystems and reducing farmer reliance on fertilizers and pesticides. Its frame also uses sensors to collect valuable colony-wide data that enables agriculture practices that promote soil health and carbon sequestration.

Oakes’ design uses light reflection and color recognition to distinguish the mites from healthy bees. Scofield explained that the system is essentially a hive frame base that is designed similarly to the way bees nests are organized to encourage bees to use the device.

She added that a healthy dose of beeswax is also essential for the project to work.

Exit ways from where larvae are kept and often infected use light to screen the bees as they pass through. If the optical mechanism detects the

reddish-brown mite a laser zaps it, disorienting the host for a three-count and exploding the parasite. The system is effective at locating the mites 90% of the time.

The idea is both an exciting alternative to the traditional infestation treatments, and it provides far less hands-on interference with the hive, Scofield said.

“There hasn’t been a lot of changes in beekeeping for— I’d definitely say the last 200 years in terms of the equipment we use,” Scofield said.

On Monday, Combplex became one of four finalists to win the 76West 2020 Competition, which initially opened with 183 contestants in June.

Along with AGREATE and COI Energy Services, Combplex was awarded a $500,000 prize to go towards substantially growing their business and employment within the Southern Tier region. The one million dollar prize was awarded to a Montreal, Canada based company, ThermoAI. "The 76West Competition creates compelling opportunities for companies from around the world to partner with us at the forefront of climate change strategies,” Governor Andrew Cuomo said. “We congratulate the winners, who will help us build a stronger, greener and more sustainable empire state for future generations."

Scofield said the next steps for Combplex are to make sure their laser is compliant with FDA regulations and then make more devices. Currently, Scofield and her team have been creating the handful of frames they have by hand. She said they intend to enter the market in the spring.

“We hope to bring transparency to the pollinator marketplace. When beekeepers have really healthy bees or a farmer has a really pollinator-friendly farmland, we can actually ensure the agreement that farmers have with beekeepers, we can help make sure the prices actually reflect the real value of the landscape and that relationship.”

that businesses that make Halloween plans singularly are not included in this decision, “Individual businesses might be doing their own things.

Some business probably will be. But on an organized basis, we are not organizing anything

specifically,” he said.

Ferguson is right; the virus has not stopped individual stores from doing what they can to offer some sort of community celebration for its customers. According to the DIA Instagram page, specialty toy store Alphabet Soup is hosting a Halloween event called Pumpkin Pets all throughout October. When local Ithacans enter the store they can choose “to decorate a pumpkin with stickers and take it home to be your pet!” an Instagram caption reads. The store also encourages customers to wear their costumes to the shop as well as remain conscious of social distancing rules.

Meanwhile, the Tompkins County Health Department has made it clear to the local community that Halloween poses a clear threat to public health. This message comes after an increase in local COVID cases. In a statement posted on the health department’s website, guidelines are laid out for alternative ways to celebrate Halloween this year as well as recommendations for Ithacans who are at-risk.

The post lists traditional trick-or-treating as a “highrisk activity,” and recommends “One-way" trick-or-treating where individually wrapped goodie bags are lined up for families to grab and go while continuing to social distance (such as at the end of a driveway or at the edge of a yard).” The guidelines also lists “crowded costume parties held indoors” as well as engaging in “alcohol or drugs, which can

cloud judgment and increase risky behaviors” as potential high-risk activities.

Other recommendations for low-risk activities from the Tompkins County Health Department include pumpkin carving, a Halloween scavenger hunt, a virtual Halloween costume contest and a Halloween movie night with household members.

The guidelines also outline social distancing, using face coverings, avoiding overcrowding, and hand hygiene as important recommendations for safe trick-or-treating this year. Residents can also print out a poster from the health department’s website which both welcomes trick-or-treaters and reminds them of safety guidelines. Residents can hang the poster on their doors on Halloween night.

While many Ithacans will likely feel disappointment at the cancellation of Halloweenthemed events as well as the inevitable safety restrictions placed on holiday celebrations this year, the health department impresses on the public the imperativeness of taking into consideration every interaction we take part in daily, even on the holidays.

Since October 1, the County has reported 90 new positive cases, with 50 cases being released from isolation (recovered), leaving the active case count at 57 cases. The Health Department is finding that more recent positive cases do not know where they may have been exposed to the disease,

reflected in the ongoing source of exposure chart published by the department. The recent increase in unknown exposure suggests a higher degree of community spread in Tompkins County. New York’s Southern Tier region, which includes Tompkins County, has seen a significant increase in cases over the past month, as noted previously in a Health Alert issued by the Health Department.

COVID risk adds fright to Halloween

H

alloween is going to look a little different this year. The Downtown Ithaca Alliance has made no plans to partner with local businesses for a Halloween celebration, and the usual festivals have either been altered or completely abandoned due to COVID risks. The Tompkins County Health Department has also warned residents to take precautions if they’re attending small gatherings.

In past years, the Downtown Ithaca Alliance (DIA) has part-

nered with local businesses to host a community trick-ortreating event for children.

Stores that were winding down off the excitement of the Apple Festival and the Wizarding Weekend Festival would encourage the Ithaca community to come out in their best

costumes as each store offered candy and other fun activities to child customers.

However, according to DIA’s executive director Gary Ferguson, this event will not occur this year.

“Well what we can say this year is that the Downtown Ithaca Alliance has had to cancel our organized Halloween activities due to concerns about the pandemic and the state regulations regarding large gatherings,” he said.

wish to respond to the recent letter put out by Ithaca Police Department leadership. They ostensibly worry about the “further degradation to the quality of life for the citizens of our community” when the quality of life for so many citizens is so non-existent that it can’t degrade any more.

This leads me to believe that these latter are not considered citizens at all, and not worthy of protection.

The IPD letter shows how policing works: turn simple acts of “property destruction” — wax-pouring (lions!), graffiti (and tigers!), and flag-burning (oh my!) — into crimes to criminalize the very populations whose voices are silenced at the polls and in the communities. Laws enacted specifically to enable mass incarceration. Laws that when broken whip the middle class into a frenzy of fear. Laws that justify police demands for more. More guns! More police! More toys, like that ridiculous SWAT vehicle that has no business in Ithaca, unless! Unless it is there to threaten more black lives.

The IPD complains that they don’t have enough resources to do their job — a job that includes policing the homeless, those with substance abuse problems, those who suffer from mental health issues. Why?! Why are those people in the job descriptions of the police? Whoever thought that sending cops armed with guns and handcuffs into social problems like this ever de-escalated anything?

The police have the nerve to complain of low morale when daily their members nationwide arrest, incarcerate, murder people for the crime of being black. Your morale will improve when you stop!

Low morale? Good! Rethink your career goals. The morale of Black, indigenous, and people of color has never been lower. They have tried reason, love, the legislative route, the electoral process, patience; they’ve tried forming their own self-sufficient communities to live apart from white people’s hatred or benign neglect for four centuries. It is time for a reckoning.

Bu r k e y the time he was in his 30s Ed McGowan had already helped make history as one of the Camden 28, Vietnam war protesters who destroyed draft files at a federal facility in Camden, N.J., and were subsequently exonerated in what was reportedly called by Supreme Court Justice William Brennan “one of the great trials of the 20th century.”

In his 60s, McGowan completed a book about the trial, “Peace Warriors: The Story of the Camden 28.”

Last month, at age 85, Ed passed away in Ithaca, where he lived the latter half of his life, still active in political work, writing, and music.

Many Ithacans will know Ed as fiddler for Traonach, a local Irish band which played many venues, including GrassRoots Festival and a weekly pub session. As a boy Ed took lessons from James Morrison, legendary fiddler of the Sligo style.

Ed gave up early ideas of a musical career for one as an academic and priest.

He was ordained as a Jesuit, a scholarly order with a liberal component.

Ed taught at various Jesuit schools, including McQuaid, a college preparatory high school in Rochester, where in the 1960s his political awareness grew and his anti-war dissent became profound as the Vietnam war developed.

In “Peace Warriors” Ed describes the process in testimony at trial. Reported in the book, and edited here, Ed testified: “In 1965 I was teaching sophomore history. The morning papers mentioned another day of bombing in Vietnam.

Troop call-ups were a daily occurrence.

“It came in a flash, looking at the 15-year-old boys before me: War was their future.

“Selective Service was a new reality in American lives. We had been living under a draft for 20 years. Never before had we had peacetime conscription. In the last century, thousands of Europeans had fled to our shores to avoid the draft at home.

Americans had looked upon conscription as involuntary servitude and were against it on principle, as an instrument of militarists and tyrants.

“I demonstrated. I petitioned. I worked for candidates. I tried to divest myself of my Selective Service clergy exemption. All legally, all seemingly to no avail.

“The war was clearly illegal. The breaking of bad law came to mind.

“I decided on civil disobedience and understood anew the story of Jesus in the temple overthrowing the tables of the moneychangers and driving them out.”

The group of citizens who became

known as the Camden 28 shredded or removed 700 files from the Selective Service office in Camden. The cost of restoration was estimated by the office’s supervisor at $13,500. Yet federal prosecutors asked that bail for John Grady, Sr. (father of Ithaca’s Grady family, still political activists today), considered by the FBI a leader of the group and other antiwar actions, be set at $150,000, the equivalent of perhaps a million dollars today, indicating that the trial was more political than criminal. Potential prison sentences for individual group members reached as high as 47 years.

Similar groups had previously staged other such actions. Ten of them had come to trial. All those trials barred any testimony about motivation. All resulted in conviction.

The Camden trial, however, allowed such testimony, to a degree; and after a lengthy trial of over three months, the jury found the defendants not guilty on all charges, in just four days of deliberation.

Coincidentally or not, five weeks after the trial, active conscription by the Selective Service ceased. There has not been an involuntary military induction since.

In his preface to “Peace Warriors,” Ed notes that he spent eleven years researching and writing the book. There were 9,000 pages of court transcripts, and 42 articles in the New York Times alone, along with many in other media.

Ed writes, “The Camden 28 experience was the first and only trial experience for all the defendants,” and that the book intends, in large measure, to show how to run a resistance trial.

“It was intentionally a resistance trial,” he says, “a true debate,” which he and his colleagues, and all those they represented, emphatically and historically won.

The late Howard Zinn, author of the best-selling “A People’s History of the United States,” testified at the trial and wrote the foreword to “Peace Warriors,” which he called “an important contribution to the history of the struggle for peace and justice in our country.”

Zinn writes of the trial, “When the verdict was announced, the friends of the anti-war protestors stood up in the courtroom and sang ‘Amazing Grace.’”

At Ed McGowan’s burial Mass, as a recessional hymn, his friends sang “How Can I Keep From Singing?” for him: a great man of music, letters, faith, community, and history.

or out of in-person learning, even though there are issues of instructional inequities for distance learners that persist.

Some of the class size issues for the distance learners are lingering large for some students, especially when things are more easily missed in a bandwidth-challenged digital audio setup. Then the students' impromptu questions, which are second nature for younger learners, have to be put on hold until the moment arises where they're allowed to request a teacher's attention, which seems very unnatural and can be detrimental toward participation and proficiency.

The assembly and delivery of learning materials and devices for district students has been impressive and most appreciated, as has the availability of meals for families in want or need of food. The communication with our schools (Northeast Elementary School, Dewitt Middle School) has been open and helpful, whereas there's been a bit more opacity as to the rationale of directives and details of plans in ICSD's central communications. I just hope that the voices of the teachers in their needs for better preparation and training, for both distance education and in-person instruction during a pandemic, are being heard and valued by the district.

The section below is from Corinna Loeckenhoff, who has a student in eighth grade at DeWitt Middle School and a fifth grader at Northeast Elementary.

Distance learning summary – Oct. 5-9 The middle-schooler in 8th grade at DeWitt is doing fine. Turns out that half of his classes (including the key classes which count for High School credit, Algebra and Earth Sciences) are being taught by teachers who teach from home. This puts distance and in-person learners on equal footing and assures good visual and sound quality. In the classes where teachers are in the classroom, there were some technical glitches (echos, connection outages) and some lost time due to ongoing reminders about mask-wearing. Hope these will no longer be an issue once in-person learners develop a routine. Band lessons and sessions were also cancelled for this week to allow for the transition, but that should be a one-time issue. The only major concern remains Physical Education. In both sessions scheduled for this week, the teacher logged on briefly, took attendance and told online students to do some activity of their choosing by themselves (e.g., walk a mile).

My son is very active on his own accord, but it makes me concerned about his peers with more sedentary habits.

I’ve heard from parents and teachers that the situation for distance learners

is more challenging at Boynton Middle School, where the breaks between classes were cut from 15 to 5 minutes to accommodate in-person learners. This means significantly more screen time for distance learners who can no longer stretch or walk around the block.

The situation of my 5th grader at Northeast Elementary is heartbreaking. She had to change teachers – just after bonding with her teacher and she is now in a class with 31 (!) children.

After the first session in this large group she curled up in a ball on the couch and cried because it was so overwhelming.

Throughout the week, the class continued to meet in the large group. She tells me that students who needed extra help with understanding assignments were offered smaller groups, but since everything was clear to her, she remained in the large group. The school told us that there would be four “educators” assigned to the class claiming a 1:8 student ratio, but there is only a single fully trained teacher. Additionally, there is a TA assigned to the class as a whole and there are two additional aides, but from what my daughter tells me, these two aides are assigned to work with specific children on a 1:1 basis.

What’s even more concerning is that the TA and the additional aides are ALSO expected to supervise in-person children for lunch and other activities. As a result of that, they weren’t able to attend part of the daily sessions. The teacher has announced that because of the high number of children he won’t be able to accept any homework submitted after 6pm which creates issues for parents who are working from full-time home and won’t be able to assist their children with homework until later in the evening.

My daughter has considerable issues with spelling and I am concerned that because of the large class size, the teacher will not be able to assign and grade longer writing assignments that will be so critical for her learning. Also, because of the large class size, opportunities for interaction and active learning are much reduced. My daughter’s room is next to my home office and I have gotten used to hearing her talk frequently as she attended distance classes in spring and throughout September. This week, there has been an eerie silence.

Yesterday, she proudly told me she got to speak 3-4 times – over the course of 3 hours! Every single day this week, my daughter told me multiple times she “hates school.” This was the first time ever that I heard this from her and it is so upsetting.

To clarify, this situation is not due to negligence by my daughter’s teacher or the principal of her school. It is due to a continued on page 13

YOUR LETTERS My experience at the Trump rally

had planned to go to the Trump sidewalk rally at 5pm, after work.

I was waiting at the light at the intersection of Geneva and State Streets when I saw a large crowd walking east on State Street. It looked like a parade. A pickup truck with Black Lives Matter and Rainbow flags blocked the intersection, so I couldn't get through. Then the crowd came—mostly white with some black, Latino and prideful—shouting and carrying signs that said Black Lives Matter, Fuck Trump, and Abolish The Police. A black guy with a bull horn lead a chant ending with "Fuck That!"

The first group passed me without really noticing my red hat, but then the light changed. I saw a gap in the parade and started to move forward, just as a second, more unruly group began to pass.

They saw the van, and then they saw the hat. A young black kid came over to my open window and started pestering me: ”Yo, let me get that hat. Can I have your hat?” Others started walking toward me and around the van. My heartbeat rose. I kept calmly shaking my head and saying no.

The parade moved east, toward The Commons. Others in the wilder second group were just noticing my MAGA hat when I saw my chance to turn onto State Street and get the hell out of there. I drove west on State with my heart racing, wondering why this large wave of rolling young anger was demonstrating in our peaceful town where cops barely enforce the marijuana laws.

When I parked in the lot across from the new Republican Headquarters, the first thing I saw was an ambulance. When I got inside, I saw 64-year-old Katherine McKay, sitting in a chair with her arm out of its socket and two paramedics wrapping it for transport. Then I saw Tony with a lump on his head and Angela with no shoes on. Her socks were filthy, and her wrist was sprained from when the protestors tried to wrench the flag she was carrying out of her hands.

Here is what I missed by coming at 5:00pm instead of 4:00: Apparently a large group of protestors, the same group that had accosted me, saw our rally plan on Facebook and assembled across the street from the new Republican headquarters.

As soon as our people gathered outside with their signs and flags, the protestors descended on them like wolves. They tore our huge Trump flag out of two peoples’ hands and set it on fire in the street. They climbed up on the building and tore down and destroyed all our signs and flags.

They wrote Fuck Trump on the glass, and red graffiti all along the stone side of our donated building.

The peaceful protestors sprayed huge red letters that spell TRUMP DIES, TRUMP GOT COVID, and JESUS HATES COPS. Katherine must have looked like an easy target, and they thought it would be easy to yank the Trump flag out of her hands. It wasn't. It O c to b e r

took two of them. She didn't let go until they yanked her shoulder right out of its socket and her arm dropped to her ribcage.

Our group's only protection, at first, was the three IPD officers who were on duty Friday night. They too were overrun, and the peaceful protestors did not feel pressed to move on until two state troopers and a couple of sheriffs arrived to ask them nicely.

I'm a little afraid now to attend the Back The Blue rally next Saturday, but I will be there early, to help my friends.

Police reform

I

am totally NOT down with 'ACAB', but I do think we need some serious reforms.

We need to hold police accountable for the behavior of their fellow officers - literally and fiscally accountable.

Who watches the watchers, if officers are discouraged from ‘ratting out their brothers in blue’? Officers need to be legally mandated reporters of any and all criminal acts, policy violations, or even unprofessional attitudes on the part of their fellow officers. If they knew or should have known and did nothing, then they should be liable. Those who report criminal activity or policy-violations on the part of their fellow officers need to be valued and protected by the department, not sent out on dangerous assignments with no backup, or fired for being 'not a team player', which is apparently the current status-quo in many departments across our nation.

The civil damage awards or settlements for wrongful death and deprivation of civil rights under color of law should be paid by an insurance fund that comes directly out of the police union's pockets, not that of the municipality's taxpayers.

Unprofessional officers that fail to respect the rights of We The People need to COST other officers real money - that's the only way they'll get weeded out. Who else could watch the watchers?

We also need national licensing and standards, such that an officer who is fired for flagrant civilian abuse in one city can't just get a job the next week in another city.

Finally, we need to eliminate 'dynamic entry' warrants entirely. These 'no-knock raids' have resulted in the deaths of many innocents and officers alike. Meta to that, we need to eliminate the 'war on drugs' entirely and treat addiction as the public health problem that it is, rather than a criminal problem.

POLICE FUNDING: it’s complicated Common Council and IPD chief discuss policing concerns, budget requests

erhaps no topic has been debated more widely throughout both Ithaca and the country as police funding. Following the murders of George Floyd and Breonna Taylor — as well as countless other people of color throughout the nation’s history — by police, protests erupted worldwide this spring and calls began across the United States to defund the police.

What defunding the police means is complicated, and frankly, so is funding the police. From contractual obligations like paying for dry cleaning to obvious costs like equipment replacement, the police budget is complex. Some argue less money should go to police departments and more should go to social services to help those with mental health problems and addiction issues.

When Mayor Svante Myrick presented his proposed 2021 budget for the city of Ithaca, he suggested defunding eight positions at Ithaca Police Department that are currently vacant. Last week, on Oct. 14, Police Chief Dennis Nayor met with Common Council and requested five of those positions back.

A lengthy discussion ensued, running the gamut from the department’s current staffing issues and SWAT, to officers on long-term leave and repairing the department’s relationship with the community.

“We’re running on fumes,” Nayor said. “I’m struggling to keep my officers well enough to do their job at the level people expect.”

Nayor cited that, according to the Federal Bureau of Investigation and the Department of Justice, the average rate of police officers is 2.4 officers per 1,000 residents. With a permanent population of about 31,000, that means the Ithaca Police Department should have 74.4 officers.

Nayor said IPD is currently operating with 61; however, 10 are out on leave and are not active, bringing the functioning total to 51.

Additionally, three more officers were injured that week during an arrest.

“That puts us 31% below average,” he said. “To maintain what we do with a number that is so starkly below what we need — that’s why there’s been an increase in burglaries, robberies, gun-related calls.”

Nayor also clarified that the reason those positions were vacant in the first place was because he had been looking for the right people to fill them.

“I was waiting for quality people who are diverse, kind, compassionate and will treat people well,” he said. “I was banking on doing that and had conversations with the local Civil Service Commission to open the test up nationally to expand reach to accomplish that.”

Myrick, however, argued that crime was more complicated than just the number of officers.

“I think this numbers game is a fool’s errand,” he said. “Trying to figure out the right number of officers based on any other city is never going to work out because crime is complicated and multifaceted. The chief said there have been more robberies because there are fewer officers, but between 2012 and 2019 we’ve had increasingly fewer officers and increasingly fewer crimes.

Why is that? Because crime is not only a function of how many officers you have, it’s also a function of how strong the economy is, how strong your social supports are and what else is happening in the world. Police departments around the world are noticing more crimes of desperation because of the pandemic and lockdowns.”

Some council members wondered if adding officers back would reduce the amount of overtime hours being worked, thus negating the costs of the five officers.

Nayor said that yes, the amount of overtime would go down, but Deputy Chief John Joly added the department would still be short-staffed so the difference would likely be negligible, especially because of the cost of benefits for new officers.

“We have overtime positions that aren’t filled because officers are burned out,” he said. “We’ve been holding people over trying to keep a safe level of staffing, but we’re stretched so far beyond capacity we can’t even fill the need with overtime.”

Funding those five positions with benefits would add $410,175 to the city’s budget, while at a county-wide forum Nayor said

that in 2020 the department will have budgeted $800,000 for overtime and $5.6 million for salary and benefits costs.

LONG-TERM LEAVE

One of the reasons the police department is currently so shorthanded is that 10 officers are currently not active, and Nayor said it’s assumed seven of them will not return; three have been out for two to four years but are expected to return at some point.

Those officers can be out for any number of reasons, including long-term disability, administrative leave, military assignment, field training status or family and medica leave.l Multiple council members expressed concern about the high number of non-active members, and Nayor agreed that it was hurting the department.

“I think it’s a drain of the limited resources we have to know that person holds a position but isn’t here,” he said. “If there’s no pathway to come back, they should find one or medically retire. Again, I don’t control that, but I have brought it forward [to HR]. I don’t know why it’s occurring, but that would free up positions.”

Human Resources director Schelley Michell-Nunn said that her department is doing what it can to get officers retired or back in the field.

“We’re working closely with our insurance agency to monitor individuals’ progress,” she said. “For those with a long-term disability, we have moved forward in applying for disability and retirement. We have

one or two that have been submitted to the state and are waiting to hear back […] If we don’t have an indication that they’re not able to return to full duty, there’s not a lot we can do in terms of filing for disability retirement because we don’t have the support of documentation to support that request.”

Michell-Nunn said that sometimes an officer will try rehabilitating an injury, only to end up needing surgery which delays the recovery even further.

The city’s attorney, Ari Lavine, said that there are incentives for officers to stay out as well that could encourage officers not to return as soon as they can, including the fact that they are receiving their salary tax free for the period of the disability. MichellNunn said that sometimes the city hires an independent doctor for a second opinion to make sure the officer isn’t being kept out unnecessarily in an effort to mitigate that.

Nayor agreed that officers avoiding coming back could potentially happen, but that many work to get back as soon as possible.

“I had [an officer] in my office today who was injured in the arrest [on Oct. 12] who asked his doctor to cut him loose to return as soon as possible because his fellow officers need him,” he said. “I know it bothers him that he’s not out there.”

Ithaca like Binghamton, Auburn and Cortland also have SWAT teams.

“They bring those skills to basic patrol, to domestic violence or gun calls, or some other call that ends peacefully because they have those skills,” Nayor said. “We wouldn’t have a team that’s reserved only for SWAT — that’s for big cities — but with the current challenges going on, to know we have that team is a huge benefit and peace of mind. Having that team puts the best odds in our favor for a safe outcome.”

Alderperson Cynthia Brock said, after hearing from community members about

“What we have been seeing from dozens of speakers at council and protests is that we really have a breakdown in trust in our community,” Brock said. “Throughout this evening, I’m listening to the discussion, and we’ve been talking about responding to disturbances […] we’re setting

the SWAT truck, that she would suggest repurposing or renaming the truck.

“It’s a galvanizing instrument,” she said.

“You have often said it’s primarily a communications vehicle, so I would like to strongly urge we as a community to repurpose and rethink this vehicle as a communications vehicle and a community support vehicle and remove the SWAT name. It’s a very intimidating and dominantly aggressive vehicle.”

Nayor, however, disagreed.

“It’s a reflection of Ithaca in a positive way,” he said. “Sometimes we pull up with that vehicle and someone in a house with a gun sees it and they come out. It’s a valuable tool in that sense. And a lot of people in the community love it.”

So with all this tactical training, what training have we engaged in to assist our officers in dealing with a way to build trust, increase accessibility and create cultural competency?”

Nayor said that the department has put in hours of training to gain skills in working with vulnerable populations such as the LGTBQ+ community, however this year that has been negatively affected by COVID and the department’s staffing issues.

“I believe in outreach,” he said “Instead of looking at things nationally I like to stay local. I’m open to conversations and I’m

looking forward very much to the reform movements we’re undertaking.”

At the beginning of the council meeting there was an opportunity for public comment. Resident Genevieve Rand spoke and suggested ending patrolling as a way to make residents feel safer and reduce the workforce for officers.

Alderperson Seph Murtaugh agreed with that general idea, and encouraged getting creative and rethinking the patrol model.

“It doesn’t make sense to have patrolling in areas where there’s no need,” Murtaugh

SWAT

Funding for the IPD’s SWAT team has been a talking point among community members, as activists have called for the demilitarization of police. The topic came up as council members asked for clarification for SWAT costs, training and benefits.

The SWAT budget last year was close to $200,000 and encompassed costs for travel and training for both officers and K9 units.

“The [SWAT] team is a part-time team, but they’re full-time officers who bring the highest level of tactical skill to the community,” Nayor said. “Things that could go wrong don’t because of that training.

They understand the value of negotiation and they understand de-escalation […] If things go wrong, a lot of times it’s because there’s no way it can go right. This team puts all the odds in our favor.”

The IPD added a SWAT team to its force after investigator Michael Padula was killed while responding to a call for an emotionally disturbed person in 1996. Alderperson Stephen Smith asked if other cities the size of Ithaca generally have SWAT teams, but Nayor said it was less about the designated SWAT team and more about the training those officers got by being part of it. However, Joly clarified that comparable cities to

Brock took an opposite stance when it came to community policing, however, noting it was a good way for people to get to know the officers serving them.

“Our residents appreciate seeing officers on patrol and in their neighborhoods and being around,” she said. “I don’t think it’s a universal sentiment that residents don’t want to see officers making themselves present and available.”

Nayor reiterated that he believes in collaboration and reaching out to the community, and that he’s excited about what the reimagining of IPD could look like. All municipalities in the state are required to submit a plan to the governor’s office for police reform by April 1, 2021.

Equally Motivated

wo columns back, I highlighted the impressive mother/daughter effort put forth by Michaela and Vicki Brew, the Ithaca duo that rode their bicycles around all eleven Finger Lakes.

This week, I will share another such collective effort, and again, the mother/daughter adventure theme will be front and center.

When the world (sort of) ground to a halt in March, many people shared their isolation stories, lamenting the weight they were gaining and the activities they missed. Amy and Elizabeth Dawson had a different idea. They started doing daily hikes on March 16, and Amy – who is a middle school math teacher in Trumansburg – said, “We decided to do it until life got back to normal.”

Twenty eight and a half weeks later, life had returned to “normal” in the sense that Elizabeth had to return to Ithaca College (where she is a music education major) and they were running out of daylight.

The pair tossed their hiking shoes aside after walking 593.8 miles; their journey included 86,823 feet of elevation, and they were on their feet for a total of 196 hours.

“I taught virtually at the beginning of the

school year,” Amy said. “It gave us three extra weeks, so we hiked until Oct. 1, and that made 200 consecutive days.

It was a nice, even number.”

Amy thought back to April, and shared this story: “We had some snow at our house in the morning, but it had melted.

We got out on the trail and there was a half-foot of snow! It was kind of crazy.”

That recollection prompted Elizabeth to talk about a full-circle sort of experience, saying “I remember the first day of fall, in mid-September, when I needed to put on a winter coat and a hat and gloves. I said to my mom, ‘This is how we started.’”

Amy recalled the time the two found themselves outside when it was dark, and they turned on their phone flashlights to illuminate their path. She said, “I told Elizabeth that we probably shouldn’t be out here.” I asked why, and she said, “When it’s dark it’s still animal time!” I asked another question… “Were you fearful of bears?”

Amy replied, “No! Snakes!”

That drew a laugh from Elizabeth. “One time,” she shared, “she was startled and she screamed and held onto me, as if I could do anything about it!”

I love it when people make the most of negative or unforeseen circumstances, and I have done enough fitness-related activities to know that putting forth any demanding effort 200 days in a row is a serious accomplishment. Some people have enough internal motivation to put such a streak together; some need help. I asked Elizabeth how that dynamic played out in the experience she shared with her mom and she replied, “I’d say we were equally motivated. It was really nice to connect that way.”

Spiritual Counterpoint

Textures in Stitch & Strokes at The State of the Art Gallery

B y Wa r r e n G r e e n w o o d ow we got here: I was walking along the Cascadilla Creek in Ithaca, NY, on a Ray Bradbury October evening, when I heard a voice call out my name in the dark.

It turned out to be the excellent Ithaca artist Diana Ozolins sitting on a porch overlooking the canal. She was at the home of her son, who she was sitting with, along with her daughter-in-law and one of her grandchildren (and we all wore masks, people).

Diana told me she had a new show at the State of the Art Gallery with a woman named Saundra Goodman and asked if I would write about it.

I didn’t really feel like working.

I wrote for the Ithaca Times for a 15-year period from 2003 to 2018 after my career in the film industry in L.A. crashed, circa 2000, and I returned to Ithaca like Odysseus in 2002.

I retired from the film industry in the summer of 2018, and I didn’t feel like working anymore (Cornell professor-at-large John Cleese once said: “Work is highly overrated”).

But Diana, a wonderful artist and a dear person, asked me to do it for her, so I acquiesced.

I feel like Batman in Frank Miller’s seminal graphic novel The Dark Knight Returns… lurching out of retirement…old, out-of-shape and alcohol-addled…back to battle evil one more time…

So here we are.

Diana opened up the gallery just for me, one beautiful autumn afternoon here in the age of COVID-19, so I could take notes.

Here’s what I saw…

This is a big, complex, two-person show with a lot of art…19 pieces by Diana Ozolins and 17 by Saundra Goodman.

Diana’s work is largely impressionist landscapes in oil (with one abstract expressionist piece) and Saundra’s work is composed of crochet, creating both pictorial and sculptural forms.

With Diana’s art dealing with the eternal concerns of the natural world and Saundra’s art occasionally dealing with urgent and poignant social-political concerns, their art works nicely as a kind of spiritual counterpoint.

I’ll start with Diana’s work first, as, being a cartoonist, I am naturally more attracted to representational art. Also, impressionism is my favorite period of art (and I love the outdoors).

Diana convincingly captures the atmosphere of a forest enveloped in a light fog.

There are heavy, hanging pine branches in the foreground…the yellow-green of new leaves…a vibrant green meadow…a pathway into the forest…the indistinct blue-green shapes of distant trees in the fog…a surprise burst of early pink blossoms. You can practically smell the spring air, and feel the cool, wet fog on your skin.

Rockport Harbor is a long downshot on a harbor, painted during the time-of-day called “The Golden Hour” in the film industry… that period when the sun is going down and burnishes the world with golden light.

This painting is closer to realism than impressionism. We see a burst of orange foliage in the foreground; a Dr. Seuss road with blue shadows from a copse of trees along the water marching across it; a bay; a distant, dark

purple promontory of houses and buildings; and the last of the light illuminating the water.

At the Top of the Hill, Cornell Arboretum is another downshot…from the top of a hill, looking down on a pathway running through a meadow in summer. There are bursts of pines and leafy trees. And the painting has a “Lord of the Rings” feel…like a pathway Frodo would be walking on his way through the Shire.

The brush strokes here have more of a quick, wet feel, which gives the painting an outdoors freshness. And there’s something compelling about the summer light and shadow on the trees and pathway.

Let’s pivot here, and cover a few of Saundra’s pieces…

Mischief in a Jar: Covered Jar & Little Gator is a charming little sculptural piece with a cute, green, black-bead-eyed baby alligator climbing into a crocheted jar.

Saundra uses the same technique to create a couple of heartbreaking works with socialpolitical content.

Two pieces that go together: Give Me My Child!! & Innocence Shattered (both from the series: The Wall): These deal with the abominable practice of the Trump administration of separating refugee children from their parents at the border, and putting kids in cages and other inhuman conditions.

Give Me My Child!! is a little sculptural representation of a woman on her knees imploring, begging for her child. Saundra uses a fabric crochet of a dress for the woman…with long sleeves and a long neck…but no hands or head, giving her the look of an invisible woman.

Innocence Shattered is the companion piece.

It features a little teddy bear with a blue ribbon around his neck and stuffing coming out of him…perhaps representing the child torn continued on page 15

Senses in Animate

Local artists appeals to all five senses in latest series

efore taking up portrait photography, local artist Jari Poulin was a dancer and choreographer. It’s a background that has served her well in her latest career. Working between commercial portraiture and various “fine art” series, she engages her subjects to create images evocative of feeling and movement.

Alternating between artisanal printmaking techniques and the more usual digital methods, she brings a varied approach to her familiar, classical theme.

For her recent series, “Senses in Animate,” Poulin worked with a small group of models and props. Digitally layering

multiple exposures and saturations of tone, these pictures echo Cubist paintings with their displacements of moment and perspective. They tend toward bright, citrusy colors and polished sheen — a contrast to the austere monochrome and antiquarian textures of some of her past efforts.

A selection of prints from the series currently fills the gallery at Artist Alley, located in the South Hill Business Campus: a busy hub of artists’ studios, including Poulin’s own. Originally slated to be held earlier this year at the Community Arts Partnership’s downtown ArtSpace, the exhibition was yet another victim of

the current pandemic. In its current iteration, the show will be up indefinitely, with Poulin hosting periodic open houses. It’s also viewable by appointment.

Sets of framed prints encircle the gallery. The pieces (everything untitled) revisit a varied group of models. Among them are a young man with curly hair and a beard; a woman with spiky blond hair; a brown-haired little girl; and a young woman with ornate tattoos. The repetition of the subjects’ arms (lower bodies are cropped out) recalls portrayals of Hindu gods with their power and plentitude.

A group of small square prints give some of Poulin’s props their own star turn: yellow rubbery and red leather gloves, bells and a drum, a typewriter, an apple, an antique yellow book, flowers, a feather duster. While much of her work has a tasteful austerity (here mitigated by her use of sugary color), these deconstructed still-lifes have a distinctly postmodern brashness. Blocks of flat color, gray-andwhite checkerboards (a sly nod to Photoshop), and stylized pixelation mark a departure from her signature lyricism.

Three-dimensional and interactive pieces aim to engage viewers in a way that traditionally framed photos may not. Most compelling are four sets of tiny, toy-like wooden blocks pasted with matte-printed portrait images. Using black-and-white and relatively subdued color, these are rare specimens of interactive art that actually work. They evoke a sense of child’s play, echoing the original collaboration between Poulin and her models. Unfortunately, due to the current health crisis, visitors cannot actually touch or manipulate any of the work, but you can use your imagination.

Glossy variations of these blocks come across less convincingly. A larger-thanhuman scale set serves as a sort of signage for the show, fronting the wide glass window that introduces the gallery to visitors.

Additional miniatures line up on a nearby metal support column. These all seem tawdry and ephemeral in comparison. While the matte blocks invite pick-up-ability, the gloss is off-putting, best kept behind glass where it maintains its allure.

In a statement accompanying the show, Poulin offers a quote from the medieval philosopher and theologian Thomas Aquinas: “The senses are a kind of reason,” he writes. “Taste, touch and smell, hearing and seeing, are not merely a means to sensation, enjoyable or otherwise, but they are also a means to knowledge—and are, indeed, your only actual means to knowledge.”

It’s an apt credo for a body of work that calls up both the difficult task as well as the pleasurable sensation of looking. These pieces also evoke kinesthetic movement — the viewers’ as well as the subjects’ — as well as sound (various musical instruments) and even scent (try smelling the wood blocks or imagining the fruit and flowers).

In addition to the Cubism of the early twentieth century, the artist’s multiple exposures have affinity with a contemporary direction in painting, a phenomena recently identified by critic and curator John Seed as “disrupted realism.” Sometimes influenced by photography, disrupted realist painters seek to break up the ubiquitous familiarity and easy fixations of the traditional portrait. Like them, Poulin challenges us to embrace the slipperiness of our perception.

The district committed in July to offer full time in-person schooling to students AND to allow teachers to choose their preferred modality. However, they made this commitment without having any data that this would be possible.

When it became clear by early August that the numbers of students asking for in-person learning and teachers willing to teach in person did not add up, the district failed to issue a timely course correction.

Instead, they delayed until mid-September before announcing that they would no longer offer choice to teachers. As a result, principals and teachers had a mere three weeks (!) to prepare for the in-person opening and had to scramble to find solutions.

In particular, the delay has led to two major issues. First, principals find themselves short of aides and are trying to hire them on short notice. Hiring would have been much easier if the district had announced their decision in August. At this point in the school year the market is exhausted. Also, if the district had announced their decision earlier, principals would have been able to assign learners to online-only classes from the start without requiring students to change teachers which – in the case of my daughter – was quite traumatic.

Overall, the district’s haphazard approach to opening has led to a situation where the vast majority of material and staffing resources, especially at the elementary level, is directed towards in-person learners. Online learners at the elementary level, who make up close to half of the student population, are receiving significantly worse offerings than in spring, are treated as an afterthought, and are condemned to a passive style of learning with limited opportunities for individualized feedback and interactions This is unfair to online learners, many of whom did NOT have a choice to sign up for in-person learning because of family health issues and will have to continue learning from home until a cure or vaccine is available (this includes my own family).

Moreover, if quality issues in online learning are not addressed, families who do not face health issues will push their students into in-person learning at the earliest opportunity. As a result, the district will no longer be able to offer 5-day/ week in-person learning at the elementary level and this will be devastating to families who need full-time schooling because both parents work outside the home or because their children cannot learn in an online setting.

Blue Pointe Grille

ooking at the Harbor Hotel at the foot of Seneca Lake in Watkins Glen, you can almost imagine the architects straining their brains trying to figure out how to create a large stone structure with as many windows offering a lake view as possible. As a result, the hotel bends around the lake and the spacious outdoor patio bends right along with it.

There are a large number of tables and chairs made out of metal grill work that spread out to cover all areas of the patio.

Although dining is not directly on the lakeside, you will have a lake view from every table. And even if you sit with your back to the lake, the patio itself features trees, flowering shrubs and large pots with colorful flowers. Alternatively, you can choose to eat inside in the restaurant or by the attractive backlit bar.

At this writing, no one is certain when it will be too cold to keep the patio open.

In any case, I am a big fan of the atmosphere indoors. It’s kind of cozy, with backlit cabinets filled with wine bottles, some major stone and woodwork, and large windows overlooking the patio with the lake in the distance. It can seat about three dozen diners.

The menu offerings are somewhat limited with a half-dozen starters ($6 -$19),

three salads ($9$11), five sandwiches ($13$19), and five entrées ($27-$38) which are only offered after 5 p.m.

During recent lunches, I enjoyed a Reuben Panini ($13) and Maine Lobster Rolls ($19). Notice the plural “rolls.” There really are two buns and, unlike some pretenders in other establishments, these lobster rolls offer a generous portion of lobster and are not crammed with inexpensive celery and mayonnaise.

The Reuben Panini sparked an interesting conversation because it wasn’t a panini. I asked the server, who had only been working there three weeks, about it and when he relayed my comment to the chef, he was told, “We’re either going to have to get a panini press or take the word off the menu description.” Works for me! The Reuben itself was authentic, with corned beef, Swiss cheese, sauerkraut, and thousand island dressing. It was served on dark Russian rye bread, which I initially

mistook for pumpernickel. It is one of the better Reubens on offer in this area.

When we ordered our sandwiches, our server asked if we wanted “chips or fries.” While the tasty homemade chips are included with the sandwich, it should be noted that there is a charge of $2 for the fries, which he neglected to mention but which is clearly noted on the menu.

There is no dessert menu, but the server can tell you the daily selection, which usually comes in at about $8.

Because the Blue Pointe Grille is a hotel restaurant it serves breakfast, lunch and dinner. Dinner is a continuation of the lunch menu with five additional items available after 5 p.m. One of those is Chicken Milanese ($29). Again, just as I was confused by the word panini describing the Reuben, I was confused by the use of the word Milanese.

A Milanese preparation refers to how northern Italians prepare food. With veal

or chicken, the method involves pounding the meatuntil it becomes a thin, flat cutlet, then dipping it in an egg wash and then in flour or breadcrumbs and sautéing it in butter and/or oil. The cooks at Blue Pointe Grille add a cherry pepper and shiitake mushroom cream sauce, which alters the flavor and texture and creates an entrée different from the description of Milanese the menu promises.

Another dinner entrée is Seafood Scampi ($35) which, although lobster is listed on the menu, had only one lonely piece of lobster along with the shrimp, scallops and fish. It was a bit on the bland side for a scampi, which should include garlic. I asked the server for some garlic and, moments later, he cheerfully returned with some cooked garlic bits, which enhanced the dish immeasurably.

One evening, there was a Seafood Fra Diavolo special. It was delicious, with just the right amount of spicy accents in the tomato sauce. They were most likely supplied by the addition of red pepper or red pepper flakes — it was a perfect blend.

The wine menu is more than adequate, with about a dozen and a half whites and the same amount of reds. There are a few international representatives and a strong representation from New York State. Pricing strength in bottles is $32- $50 and is $8-$10 for wine served in glasses.

Although I had a few issues with menu descriptions, I had no problems with the food, ambience and service, all of which were terrific.

rt both reflects life and gives us perspective on it –– as evident in the socially aware work now being produced at the Hangar Theatre and Syracuse Stage. Their online projects, most of them free to the public, address key political and racial issues of inclusion and equity.

From the Hangar Theatre Company, a reading of Jacqueline E. Lawton’s “The Inferior Sex” streamed last Friday, directed

by Cynthia Henderson. The nine-woman play is set in summer 1972, when Congresswoman Shirley Chisholm (played

by Adara Alston) was campaigning to be the first Black female president. Having founded a new feminist-fashion magazine, the editors struggle to define their focus –– how much food, fashion, or politics?

–– while trying to stay afloat financially.

When the magazine’s white women (and one Asian) editors welcome to their team a cutting-edge activist reporter who’s Black (Erin Lockett), their assumptions and values are tested.

Exploring racial issues in a professional and avowedly feminist workplace is the compelling premise of Lawton’s play.

The story deepens with the editor in chief (Sarina Freda) needing to decide whether to expose her powerful father’s misdeeds (he’s partly bankrolling the publication); all is complicated by their Black fam-

ily housecleaner (Dionne M. Robinson) finally deciding to speak out.

The Hangar’s next production, Joy Peskin’s “Dear Hope,” streams also only one evening: Sunday, Nov. 1, at 7:30 p.m.

Former artistic director Michael Barakiva helms this story about “coming together in divided times.” When a woman heading to the D.C. Women’s March meets a conservative man attending the presidential inauguration, both sincerely try to find common ground. (This show is free, with registration required.)

Also next month, Syracuse Stage’s “reimagined” six-play virtual season opens Nov. 11 with Lanford Wilson’s “Talley’s Folly,” starring real-life couple Kate Hamill and Jason O’Connell. Subsequent shows include work by Black playwrights: Anna Deavere Smith’s “Twilight: Los Angeles, 1992” and Kyle Bass’s “salt/city/blues,” a world premiere.

In addition, Syracuse Stage is now featuring three different social initiatives, all free. “100 Conversations for Change,” a series of video dialogues with community members, is an innovative project with 100 Black Men of Syracuse and Black Cub Productions. Drake Harrison, president of 100 Black Men, hosts the discussions with Central New York leaders and influencers.

The first four conversations are already online, with Syracuse’s mayor and chief of police, among others.

Two theatrical shows are also currently streaming, free upon registration. Black women’s lives are the focus of “A Gatherin’ Place,” available through Sunday, Oct. 25.

Written, directed, and produced by Dr. Juhanna Rogers, this hour-long piece, handsomely filmed on an actual stage, is a collaboration with The Harriet Tubman Troupe, a community theater group associated with Auburn Public Theater.

The spine of the show is Rogers’ performance of her poem, “It’s Hard to Tell a Black Woman’s Story,” the lines then repeating to inspire monologues by each of eight women. In the play’s context, they’re all residents of the same Brooklyn building, and they’ve just learned that their writing teacher and beloved mentor, Miss Paulette (played by Rogers), has passed.

She had listened to them, given them journals, urged them to find their voices, and encouraged them to face life’s trials while supporting each other.

The individual tales they share — about the challenges they face and overcome –– are as varied as the women themselves: white perceptions and judgments, social exclusion and sexual abuse, self-doubt and exhaustion. Each intense story is richly detailed and shared with real intimacy.

The women recount historical traumas that are “passed through generations,” but they also find a way forward. In one story, a woman overloaded with bags urges the others to “put down your bag and readjust your crown” –– don’t carry heavy woes and fears, travel lightly, free yourself.

In contrast, the hopeful strains of “A Gatherin’ Place” are countered by the fearful message that dominates “It Can’t Happen Here,” a powerful reading of the satirical radio play based on Sinclair Lewis’s 1935 novel. This production, featuring professional actors, is set in the era of rising fascism, as well as the ascendancy of Huey Long in Louisiana. Presented

by Syracuse Stage in partnership with Berkeley Repertory Theatre, this work can be heard via YouTube through Monday, Nov. 8.

Listening to this play proves more disturbing than the 1938 broadcast of Orson Welles’ radio play “War of the Worlds” ever did; Martians invading New Jersey pale when compared to the brave new world that Lewis imagines. His incompetent demagogue who ascends to the U.S. presidency, supported by a powerful few and backed by a ruthless militia, seems remarkably familiar. We observe the government’s increasing repressions through the perspective of one newspaper editor (played by David Strathairn), whose fight for freedom of speech (not to mention his family’s safety) comes at great cost.

Voters now have nine extra days to vote prior to the General Election on November 3, at special Early Voting locations.

Everyone who is registered to vote in New York State, and a resident of Tompkins County, is eligible to vote at one of our two Early Voting sites. Each site is fully accessible to voters with physical disabilities. Voters do not need to have an “excuse” for voting Early. Once they have cast their ballot on a machine at an Early Voting site, they will not be able to vote on Election Day.
