Climate change, shore run-off lead to increase in harmful algal blooms

I

t’s that time of year again — harmful algal blooms are appearing in Cayuga Lake. Harmful algal blooms, or HABs, are caused by an increase in growth of cyanobacteria. According to Nate Launer, who heads up the HABs monitoring program at the Community Science Institute, cyanobacteria isn’t invasive, but a naturally occurring bacteria.

There isn’t one precise thing that causes cyanobacteria to grow to the point of HABs, but Launer said a lot of current research is pointing toward an increase in levels of phosphorus and nitrogen. The blooms may also be promoted by warmer water temperatures and prolonged periods of direct sunlight.

“Those have been the primary factors, but there’s

even more than that,” Launer said. “There’s a whole host of factors.”

Dr. Hilary Lambert, the executive director of the Cayuga Lake Watershed Network, said the weather this year has been particularly conducive to blooms.

a few days and everyone’s relieved when the sun comes out and the lake gets still, but then bingo, there’s all these blooms,” she said.

espite a fairly dramatic uptick in recent COVID-19 cases, the Tompkins County Health Department maintains that vaccination remains the best tool to fight the new delta variant.

Since January 2021, 0.2% of Tompkins County’s vaccinated population have been diagnosed with COVID. Currently, more than 67,000 residents have been fully vaccinated.

According to the Health Department and the CDC, vaccinated individuals continue to have very high levels of protection against severe disease, hospitalization and death from the virus. However, the recent increase of fully vaccinated individuals testing positive for COVID-19 mirrors national and state trends. The Health Department attributes

local positive cases to indoor gatherings and domestic travel.

Since May, cases among vaccinated individuals have been found in 0.1% of the fully vaccinated population.

Of the 315 new positive cases between May 1-July 30, 84 were in people who reported being fully vaccinated, or about 26.67% of cases.

According to the CDC, breakthrough cases of COVID in vaccinated individuals are to be expected, as no vaccines are 100% effective at preventing illness. It also states that there will be a small percentage of fully vaccinated people who still get sick, hospitalized or die from COVID-19. However, there is also evidence that shows vaccination makes illness less severe for those who are vaccinated and still get sick.

The best thing we can do to stop this pandemic and keep one another healthy and safe is to get vaccinated,” Dr. William Klepack, Tompkins County Health Department medical director, said. “The data we’ve shared, paired with our hospitalization data show that if you are fully vaccinated, you continue to have a very high degree of protection against severe disease and hospitalization. Positive cases in fully vaccinated individuals continue to be extremely uncommon; out of our entire vaccinated population, far less than one percent of individuals have tested positive for COVID-19.

We are advising all residents to get vaccinated and wear a mask because we know those are the best tools to stop the disease from spreading. By doing what we know works, we can stop this pandemic and look forward to a return to normalcy.”

The CDC said variants of a virus are expected to occur as viruses change constantly through mutation. The delta variant spreads more quickly

and causes more infections than other variants of the disease. All three vaccines available in the United States protect against delta and other known variants, according to the CDC. All COVID-19 testing will work for variants, but they will not tell you which variant you have. The CDC maintains that the best way to slow the emergence of new variants is to reduce the spread of infection by taking measures to protect yourself, including getting the vaccine, wearing masks and practicing good hygiene.

The delta variant is currently the most predominant strain of the virus in the United States and is nearly twice as contagious as previous variants. The CDC said unvaccinated people remain the greatest concern as they pose the greatest risk of transmission.

lineated call types is the “piece that will determine success or failure with regard to using armed and unarmed officers.”

Essentially, it’s the main essence of recommendation one, which calls for unarmed public safety workers to respond to certain types of calls in an effort to reduce the workload of armed officers. During the Reimagining Public Safety public outreach process in March, examples such as responding to calls to take reports for things like theft will go to unarmed workers, while any calls where there’s a non-zero chance of arrest will go to armed officers.

However, it’s worth noting those were the explanations given months ago, and not the actual solutions the working group has come up with. To better inform their work, the group recently had a call to learn exactly how dispatch works, and it will be working with myriad technical experts to consult with during the process.

Nguyen said at some point this month the group will also be launching a tool that will allow community members to submit ideas for recommendation one. Eventually, that tool will be expanded to include the

subcommittees for the working group, which will include staffing, training and equipment, data analysis and budget committees.

However, call delineation is considered the root of the new public safety department from which everything else will grow.

“Contrary to past expectations, we must focus on call delineation first,” Nguyen said.

“Everything that follows must be informed by an in-depth understanding of community needs and how those needs are responded to.”

He added that once they understand the new call delineation responsibilities, the group can organize staffing levels, shift assignments and beat designs. From there, it will proceed with naming conventions, job descriptions, titles.

Everything else, from training to budget, will follow that.

The working group will continue to meet regularly and report to Common Council monthly.

he Reimagining Public Safety working group won’t have recommendations ready by the proposed September deadline. The deadline, which was mostly chosen arbitrarily as a means to have an idea of needed funding heading into budget season, doesn’t provide enough time for the group to complete its work.

Alderperson Ducson Nguyen, who is one of the Common Council members on the working group, told Council at its Aug. 4 meeting that the size of the project means they’ll need more time.

“One thing that came up was the scope of the work is enormous, and the number of things we have to consider are huge, so work extends beyond September which is when we had wanted to have an answer to what the new department will look like,” Nguyen said.

“Due to the breadth of the work before us, that became quickly unrealistic.”

However, to keep things moving forward, Nguyen said the group expects to have estimates and cost benefit analyses by October so they can provide some placeholders for the mayor and controller to consider as part of the city budget. He compared it to when the city decided they wanted to hire a sustainability director and didn’t have specifics yet, but “knew we wanted someone to oversee that effort in city hall.”

The working group had a two-day onboarding program in mid-July that involved team building and leadership exercises, learning about the history of policing in Ithaca and hearing about the current state of policing in Tompkins County and Ithaca. The group thus far has also established a statement of work, goals and expectations, and are currently working on delineated call types.

The building was constructed with the company’s goal in mind of being “sustainable by default” as it is insulated with mini split heat pumps that provide a boost in energy efficiency. In addition to the building’s insulation, the company uses compostable and recyclable materials for its shipments, such as biodegradable tape and cardboard packaging. The products themselves offer an environmentally friendly alternative for consumers.

“A lot of our customers are refill stores, so that’s stores that sell bulk soap,” Apasov said. “You just buy one of our jars with the dispenser and then fill it yourself from a bulk refill store, or if you buy a gallon of soap at a time. So the idea being that you do reduce some of your plastic waste that you generate.”

Looking down the road, Jarmazing hopes to expand its operations further, such as selling more of its products in Canada. The company is also planning on developing and releasing a new product — a Mason jar dispenser for syrup, honey, and/or condiments to be used in cafes and bars — and has some other concepts on the backburner.

“We definitely have some ideas. We try to keep the cards close to the chest while we do it,” Apasov said. “A lot of making new products is just testing things out and prototyping. It may take us up to two years to develop a new product fully between having the original idea and then working with our designers to make a 3D model and 3D print it to test it and see if it works, keep doing that … making changes and then ultimately launching the product.”

Local representatives speak out on Cuomo resignation S

en. Tom O’Mara and Assemblywoman Anna Kelles have both released statements regarding the resignation of Gov. Andrew Cuomo after the state’s investigation found he had sexually harassed multiple women. Cuomo will be replaced by Lt. Gov. Kathy Hochul, the state’s first female governor.

From O’Mara: “I think we have all been tired of hearing this governor desperately and pitifully trying to hold on to power over the past several months and so it is important for the start of a new era in New York State government. It is critical that a new governor and the Legislature immediately get refocused on governing, on addressing the critical challenges facing local communities here in the Southern Tier and Finger Lakes regions and throughout this state, on rebuilding New York’s economic and fiscal future, and on restoring public safety and trust.

It is important to move forward. It is also important that all of the investigations into the misconduct and misdeeds of the Cuomo administration be carried out to their fullest extent for the sake of justice.

and illegal actions that have come to define this administration must be held accountable.”

I am in awe of these women for their courage in coming forward and sharing their excruciatingly difficult stories. We stand with these 11 women and all survivors of sexual harassment and assault. I will continue to fight for a New York that has no place for the treatment these women endured while serving as public servants. The Governor’s resignation does not prohibit the continuation of the impeachment investigation and impeachment trials. I am hearing from many constituents urging the NY Assembly to follow through with impeachment proceedings regardless of a resignation noting that there are four separate issues under investigation: sexual harassment, withholding of information about nursing

return to simple public pleasures (restaurants, concerts, movies) has arrived.

Places are open, though often with restrictions and protective measures (masks; limited hours or admittance).

It might be tempting to sit back until things are fully back to normal with no surprises, but that might take longer than is tolerable.

In fact, it probably makes sense to strike now while the iron is hot, as who knows if or when the virus or a variant will heat things up the wrong way, curtailing activities again.

We’ve seen some of that this month.

At the beginning of August many public spots and businesses in Ithaca were requiring, after a hiatus, masks for their staffers.

At Cinemapolis this past weekend there was some confusion about masks among patrons. A sign at the entrance says that masking is required for everyone.

“In the movies?” someone asked. “If we socially distance? I didn’t bring one.”

No problem: there is a box of them for customers at the door.

Businesses are showing plenty of resilience in the pandemic. In downtown Ithaca businesses are also having to ramp up patience and fortitude amidst a jumble of street closings for annual summer repairs, not just this year’s but everything postponed from last.

Businesses on the Commons have it particularly hard with the present demolition of the adjacent multi-story Green Street garage. It is quite a job, with the surprising (to a passing onlooker) scope of the effort. One sees a panorama of buildings previously hidden and at first glance it’s entirely easy to mistake the locale.

Even at second glance it’s hard to find Cinemapolis. Its entrance is just off Green Street, beneath the upper floors of the garage. It is presently surrounded by scaffolds shrouded in plastic. Its alley to the Commons, important for foot traffic, is completely blocked off.

But the theater is there for its patrons, who hopefully are reciprocating.

The Ithacans I know are. I think that more than at any other time in my life when I mention to someone the movie I just saw there, I’ve been told “Yeah, I’ve seen it too.”

In this case it might also have to do with the movie, “Summer of Soul,” which seems custom-made for Ithaca, a town of music lovers. It is a documentary of the Harlem Cultural Festival, a series of free concerts held over the course of six sum-

mer weekends in 1969.

The film features B.B. KIng, Mahalia Jackson, Nina Simone, the Staple Singers, Gladys Knight and the Pips, Sly and the Family Stone, Hugh Masekela, Stevie Wonder (age 19), and many worthy others.

(A local note: in later years three of these cited performers visited Ithaca. The Family Stone, without Sly, were Saturday night headliners at GrassRoots Festival in 2015. In 2014, a year before his death at age 89, B.B. King had a sold out show at the State Theater. In 2007 Hugh Masekela, from South Africa, played at GrassRoots.)

“Summer of Soul” was restored from tapes long forgotten and nearly lost. The documentary itself examines the historical neglect of the event compared with the attention given to the concurrent Woodstock Festival, contrasting the free family and community series in the inner city featuring Black performers of jazz, blues, and gospel with the commercial event primarily for white youth in a countryside escape two hours north of the city which embraced a mantra of sex, drugs, and rock and roll. Which was and which wasn’t favored and remembered is dispiriting but unsurprising.

“Summer of Soul” is a true documentary rather than just a concert movie. It considers issues of the time that weren’t discussed in the mainstream, such as the over-representation of Black soldiers in battle in Vietnam, and the questionable expense and justification for the first moon landing, which happened on a concert weekend.

It also squarely addresses police violence, economic inequities, and other facets of endemic racism. Fighting back is a topic.

It was a time of growing resistance. In April 1969, students at Cornell, mainly Black, occupied Willard Straight Hall as part of a continuing protest against racist strata at the school and in society, and a curriculum insufficiently relevant to realities of inequality and oppression.

The protests hastened change at Cornell, including the formation of the Africana Studies and Research Center. (For a subsequent column, we hope to speak with Dr. James Turner, the first director of the Center, retired and living in Ithaca.)

The film is not just historic but timely.

The Harlem Cultural Festival was a landmark event at a critical juncture, and “Summer of Soul” is too, connecting the eras, linking artistic and political expression, and showing the power of community. We’re lucky it’s here to see.

mowing their lawn all the way down to the water and instead consider growing a buffer of flowers to prevent fertilizer from the lawn from running into the lake when it rains. She added that they’ve been working with farmers as well to make sure they aren’t letting things like animal waste or fertilizer from their farms get into the lake, but “when it rains two inches in two hours, farm fields get overwhelmed and soil sweeps into the lake.”

But some factors at play are a lot bigger than fertilizer and farming fields — climate change is also a cause of the increase in HABs, Launer said.

“These blooms like warmer water, so the faster it warms up and the later it stays warm, that really helps blooms do well,” he said. “And also the rain storms are a factor of climate change that we’re facing and will continue to face. They can cause erosion and run off and will force more nutrients into our streams and lakes.”

Lambert noted that the lake has risen a couple degrees in recent years, and at the shallow shelves on either end, volunteers were reporting temperatures of 70 degrees

by June, which is “way above what you would expect.”

While preventing HABs is difficult, spotting them is pretty easy.

“These blooms have pretty striking appearances,” Launer said. “It can look like spilled green paint on the water, deep green pea soup, or sometimes it looks like green dots dispersed throughout the water column. They show a streakiness on the water, with parallel streaks almost like an oil appearance.”

He added that cyanobacteria are single-celled organisms, so they have no structure. If it’s something that looks like it could be scooped up, it’s not a bloom.

Unfortunately, once there’s a bloom, there’s no way to treat it.

“You just have to wait it out,” Launer said.

Lambert said a change in weather can often help, such as rain, wind or a drop in temperature, but admitted sometimes it takes a while for them to dissipate. Launer said a good rule of thumb is to wait until 24 hours after the bloom has disappeared before going in the water.

The blooms have been particularly intense this year, with Launer noting that around the third week of July the lake had widespread blooms on the southern end of the lake with more than 25 reports coming in over a few days. Lambert added that

the first widespread bloom of that type occurred in 2017, and that it’s been a problem around the world in recent decades.

“Globally this is a rising problem with warming trends, and we are unfortunate that it’s finally arrived on our beautiful lake,” she said.

If you are exposed to a bloom, Launer said you should immediately rinse off in clean water and then call the Health Department for next steps. He and Lambert noted that the HABs produce a lot of chemical compounds and not all of them are toxic to humans, but that it’s better to be safe than sorry. The Tompkins County Health Department lists some of the symptoms to be aware of as vomiting, nausea, diarrhea, skin, eye or throat irritation, allergic reactions or breathing difficulties.

It’s also important to note that HABs are also toxic, and often fatal, to dogs.

However, despite the seemingly sinister nature of the algal blooms, Lambert doesn’t want people to panic.

“People should not be frightened or decide they’re never going swimming again,” she said. “Don’t panic. It’s going to be around for a while but the lake is healthy.”

To track and monitor HABs in Cayuga Lake, the Community Science Institute has a team of volunteers called HABs Harriers. The volunteers cover about 60% of the shoreline and report once a week on their designated section. They monitor the water for blooms, and if they see one they report it to Launer, describe it and take a sample, and it gets recorded and analyzed in the lab.

live in the Fall Creek neighborhood and have been concerned by the amount of trash that has been dumped in the past couple weeks as people’s leases have ended.

Although I enjoy the common custom for neighbors to leave out free items to score like books, tennis racquets and lamps, the trash in question is far beyond a few household items to be donated after a few days when they remain unwanted. In several locations there are currently massive amounts of refuse including furniture and other strewn household items left behind on the curb by the exiting July tenants. Now these items are rain damaged and dirty.

As the trash has sat for two weeks in some places, I looked into complaining about the detritus. A nice worker at the Tompkins County Recycling and Solid Waste Center informed me that the former illegal dumping enforcer retired a year ago. The folks over there stated they don’t know who enforces dumping fines after he left, and they suggested I call the Ithaca police non-emergent phone line.

The person at the police department I spoke to also seemed unsure about who, if anyone is enforcing illegal dumping fines.

He did, however, say he would look into this complaint. I passed along the info I heard about the dumping enforcer retiring one year ago.

This gap in enforcement explains the astounding breadth of dumping I’ve seen in the Fall Creek area in the last few weeks! A walk in the neighborhood around Farm/Tioga/Aurora streets might have some interesting pictures for an article.

Re: Where are all the bikes?

don’t miss ‘em one bit. I am a strong advocate for bicycling and all human powered modes of transportation to help us enjoy the world around us as we move from point A to Point B... but, and this is an all caps BUT, I am not an advocate for dockless bikes. My primary issue is my concern for user and other traveler safety, and because I believe that this type of use-and-abandon transportation system encourages irresponsibility on the part of both the user and owner. In regard to safety, it has been my observation that dockless bikes are most frequently utilized by “casual” users, who do not wear helmets, and likely have limited “investment” in learning (and following) bicycle safety etiquette. As another reader pointed out, people who are Au gu s t

ill prepared (dress, level of intoxication, or who lack bike handling skills) are the most likely users.

As to “responsibility”, I came of age in the ‘70’s and I worked all summer in order to buy my first ten speed. It was awesome! But I quickly learned that with my new found freedom, came responsibility... I learned to maintain my bicycle, and I learned and followed the rules of the road. These investments have paid off by providing me with a life-long and sustainable transportation option. My fear is that dockless biking systems encourage the “bad egg” irresponsible riders, who inadvertently stoke the critics of biking.

And as to the owners of dockless bike programs, most of these owners are nonlocal, stock market investers with little regard for local concerns or for proper bicycle maintenance etiquette (it pains me to see their bikes left out in all weather, and be regarded as disposable) . I also would like to point out that these bikes are each rolling/stationary advertisements for a business, given their distinctive colors and signage. No other local business enjoys this level of free advertising, nor storage and display... and lastly, it is my belief that the dockless bikes are an insult to both aesthetics and function (one size does not fit all, and it pains the eye to see these neon, clunky beasts scattered about).

If our goals are health and safety and sustainability, then that is not what this industry is offering. There are better ways to achieve these goals for a much wider spectrum of our community and its guests, and at nominal cost to us. For example- Guest houses can maintain a small number of their own bikes to offer their customers, commuters can own and maintain their own bicycles, and casual users can instead simply walk the 1/2 mile (average distance traveled by LimeBike users) on our wonderful sidewalks. And with our encouragement and support, our own local bike shops could provide appropriate equipment and services to those residents and guests wishing to experience both traditional and specialized biking (Ebikes, trikes, and equipment suited for longer road distances, and off road bicycling).

PATCHWORK POLICIES Business work individually to find the best way to keep people safe from COVID-19

ake a stroll down the Ithaca Commons, and you will find freshly printed signs decorating the windows of many businesses. Following an uptick in COVID-19 cases in the county and new recommendations from the CDC, these colorful signs inform customers of updated in-store public health measures.

From mask requirements to vaccine requirements, businesses in the area have implemented a patchwork of different COVID-19 policies informed by county public health recommendations and tailored to the specific needs of the respective establishments.

On July 30, The Tompkins County Health Department issued a new health advisory encouraging local organizations and individuals to wear a mask while indoors regardless of vaccination status. The countywide health advisory conforms to updated federal guidance from the CDC following increased transmission of the more contagious delta variant. The federal guidance states that in communities with over 50 cases per 100,000 residents, fully vaccinated individuals should consider wearing a mask while indoors.

Tompkins County reached that threshold at the end of July, triggering the advisory. As anxieties and confusion mount, Tompkins County government officials hosted a virtual COVID-19 update on August 5th to discuss vaccinations, mask guidance, and community reopening.

According to Tompkins County Medical Director Dr. Bill Klepack, the delta variant accounts for over 80% of cases nationwide, and it spreads more easily between individuals. In addition to recommending wearing masks while indoors, the officials at the meeting pushed vaccinations as the most effective way to mitigate the spread of COVID-19 and prevent new variants.

“The numbers that you see in terms of preventing severe disease and hospitalization really, really show that you should get vaccinated,” Dr. Andreia de Lima of Cayuga Medical Center said. “And the mask wearing is not even just for you, it’s to protect other people so they don’t get infected...The safest thing to do is to wear masks again. We did it before, we can do it again.”

“Even with the variant, the immunization is very effective,” he said. “Whatever immunization, all of the platforms are very effective at avoiding the need for hospitalizations, ICU-level care, and death.”

The recommendations in the health advisory do not amount to a mask mandate, but it does ask individuals to practice caution for the benefit of the community. This includes wearing a face covering to lower the risk of transmitting the virus. In general, the community — on the individual and organizational level — has been receptive to the recommendations.

I think they understand that the health department is really weighing the safety of the community when we put out any of these advisories.”

New York state has not implemented new statewide mask rules. Nevertheless, following the new federal guidance, many large national corporations with locations in the county have reinstated mask requirements for their workers in many stores, regardless of vaccination status. Store patrons are highly encouraged — though not required — to wear a face covering. Some of these retailers and restaurants include Wegmans, Target, McDonald’s, and Home Depot.

With more autonomy when it comes to formulating store-specific policies, private businesses in the Ithaca area can decide to

enforce their own mandates and recommendations. The health department has been in communication with these establishments in the area to help them navigate the evolving guidance.

When the health department put out new guidelines earlier this summer that relieved vaccinated individuals from the mask mandate, many businesses loosened their mask policies for employees and patrons. According to Kristina Thelen, business development director of the Downtown Ithaca Alliance, even though the most recent guidance falls short of a mask mandate, most businesses in the downtown area are once again requiring masks.

“The majority of businesses are taking the guidance very seriously and to heart,” she said. “Now the majority of businesses are very much prominently back on the train of just requiring masks.”

Angry Moms Records on the Commons is one of the establishments that has recently updated its masking policies on the heels of the new health advisory. Earlier this summer, the store exempted vaccinated individuals from wearing masks. However, citing fears of the delta variant, the store now requires that all employees and patrons wear a face covering while inside.

“We were kind of doing the honor system — if you’re vaccinated you don’t have to wear a mask — but now with the delta thing, we’re trying to get everyone to wear masks,” owner George Johann said. “We had been going back and forth, and then once the

health department made its announcement, we decided just to do it.”

For some businesses, the updated guidance has had little effect on in-store masking policies. Even when New York state lifted the mask mandate, many stores decided to keep their mask requirement intact. Thelen said that a major factor in this decision was the presence of children in the store.

“The majority of folks who do business downtown and have any interaction with children under the age of 12 have never dropped the mask policy, because children under 12 have not been eligible to be vaccinated as of yet,” she said. “So there’s a number of businesses who never stopped requiring masks.”

Odyssey Bookstore, situated on West Green Street, is one of these businesses.

Owner Laura Larson said that she and the bookstore manager discussed the mask requirement almost every week, and decided to stay on “the more cautious side of best practices.” This summer the store considered relaxing the requirement, however, the store quickly dropped this possibility with growing prevalence of the delta variant and the health advisory.

“Earlier, cases were really low and we were actually pondering lifting the requirement,” Larson said. “And then the delta cases started going up so we decided not to. So we’ve kept the requirement the entire time.”

Hound and Mare, located within the N Aurora St. Streatery, has taken a slightly different approach to in-store masking policies. When the mask mandate was lifted, the cafe continued to require masks unless customers

could show proof of vaccination. Owner Christine Lam felt that this was the safest option for her customers and staff.

“My whole thought behind it was really because I have friends that haven’t been vaccinated, and they were just taking advantage of the fact that everyone was going on the honor code essentially,” she said.

Amid the spike in cases and new recommendations, the store will continue this policy. Although most people have been gracious about it, employees have had to deal with some displeased customers.

“There’s a surprising amount of people who have been very rude,” Lam said. “We’re living in a different world right now, and I just don’t think it is un- re as onable to ask for a vaccination card — and if y o u don’t have one that’s totally fine and it’s up to you — but i f

you also don’t have a mask on top of that, I just don’t think it is responsible for us to allow that.”

According to Thelen, these decisions are difficult for businesses to make. It not only requires the formulation of the in-store policy, but also decisions about how — and to what extent — to enforce it. Especially after struggling through the pandemic, many businesses fear alienating customers with unfavorable requirements.

“Policing it is also an important part of the whole equation — providing good customer service but also not being at odds constantly with the public,” she said. “There are several places who turn people away if they won’t commit to the policy, but there are some people who aren’t going to turn people away. It just comes down to the confrontation aspect of it and their personal philosophies of customer service and such.”

The Rhine House on W Seneca St. has espoused the policy of turning potential customers away, but not for masking purposes. In order to enter the establishment, individuals must show proof of vaccination via the Excelsior Pass, a physical vaccination card, or a photo of the vaccination card. On a national level, the restaurant industry has been comparatively quicker than other industries to embrace vaccine mandates due to the particular devastation the pandemic generated for the sector.

Many business owners see vaccine requirements as a way to avoid lockdowns and social distancing requirements, which ensure fewer customers and threaten to hamper the industry’s comeback from the worst of the pandemic. Although the vaccination requirement was a difficult decision to make, The Rhine House owner Kate Conroy doesn’t see any “other route towards normalcy.”

Kyle Dake: Olympic Medalist

N

o Cornell wrestler had earned an Olympic medal since Charles Ackerly won gold at the 1920 Olympic Games in Antwerp, Belgium, but that century-old drought ended when Kyle Dake stepped onto the podium in Tokyo after winning a bronze medal. What a roller-coaster journey it was.

Fans watched with delight at 10:45 p.m. last Wednesday as Dake opened his Olympic competition with a surgically precise Round of 16 victory, where he matched up against Mostafa Hosseinkhani of Iran and took care of business by a score of 4-0.

Many fans — including me — were not awake at 5 a.m. the next day to watch Dake take on Mahamedkhabib Kadzimahamedau of Belarus, and when I looked at the updates to learn that Dake had lost in the quarterfinal and that his medal chances were in the hands of the man who had defeated him, I wanted to go back to sleep and try again.

15-0, winning 10-0 over Geandry Garzón of Cuba and 5-0 over Chamizo, with the latter bout featuring a pair of two-time world champs. (Dake aslo beat Chamizo in their only other match-up, at the World Championships.)

Wrestling fans have been watching Dake on the national stage for a dozen years — local fans for longer — and his long and arduous journey to a spot on Team USA was well-documented. He came up short twice against Jordan Burroughs — who had dominated the weight class for a decade and had won an Olympic Gold — but in April, the Lansing native and Cornell alum (class of 2013) broke through with a convincing pair of wins over Burroughs. It has been an exhilarating run, and I join those who look forward to whatever comes next. Congratulations, Kyle. ● ● ●

n the new documentary “Fathom,” two biologists set out to decipher the complex communication of whales.

Dr. Ellen Garland of St. Andrew’s University and Dr. Michelle Fournet of Cornell University take on this colossal task, which you can watch on Apple+. Ithaca Times sat down with Fournet to talk a little bit about her work in Cornell’s bioacoustics lab.

Ithaca Times: Starting on a basic level, it seems to me that a significant aspect of your research, both at CU’s bioacoustics lab and in the field, is that it can help us to understand whales and our relationship to them, as well as to the environment — both in the aquatic realm and beyond. Would you elaborate on what you’re learning through your work?

enough and we’re going to just see how it goes with doing the vaccine only and see if that’s enough to keep everybody safe,” Conroy said. “It’s a super hard choice and I totally understand why businesses don’t want to do it because you potentially alienate a lot of customers. But I think that could be the fastest route to normalcy, even if it’s the most uncomfortable.”

Even though they have had to turn patrons away, The Rhine House has experienced a generally warm reception to the vaccination requirement.

“It is a bummer when people that we’ve known for years and years and they have been coming in a long time can’t come in because they’re not vaccinated,” Conroy said. “But mostly everybody’s been really gracious about it. I think everyone really understands the reasoning, and this is something we won’t need forever.”

Although The Rhine House has received good feedback for the vaccine requirement, it is not likely that other businesses will follow suit. Thelen does not anticipate that many businesses will require customers to show proof of vaccination due to the “controversial” nature of vaccination requirements.

“Requiring vaccination adds another layer of confrontation and potential pushback as far as quality customer service goes,” she said. “It just becomes even more challenging, and it’s already been a really delicate balance for these businesses to be accommodating and also have these new boundaries.”

Larson said that Odyssey Bookstore would resort to other public health measures in their store before requiring vaccination proof, such as specific distancing rules and limits on the number of people allowed in the store at one time. In addition to the fact that many of their young customers are not able to be vaccinated yet, the activity in a bookstore differs from that of a food and drink establishment.

“I understand [a vaccination requirement] in a restaurant where in order to eat someone has to remove their mask but that’s not the case here,” she said.

The Downtown Ithaca Alliance has played a pivotal role in helping businesses alert their customers of policy changes in a quick and effective manner. One of the main ways they have facilitated communication between businesses and customers is through informative signage. While some signs indicate a strict mask requirement, others simply ask patrons to wear a

face covering. Other signs instruct individuals how to properly wear a mask or indicate if a business sells masks.

“We are in quick, constant, and direct communication with our downtown businesses about any changes,” Thelen said.

“We’ve also highly encouraged our businesses this entire time to be highly communicative with their customer base, and they have quickly done that this week.”

Many business owners expressed frustration with the updated federal and county guidance. Just as operations were becoming more normal — with the majority

of vaccinated customers removing their masks where allowed — the new recommendations feel like a regression.

“We were so close,” Thelen said. “Now it feels like we are right back where we started.”

Conroy cited the exhaustion that industries face amid the ever-changing public health recommendations. She also stressed the importance of community-wide cooperation in order to overcome the challenges presented by the evolving pandemic situation.

“I hope that we get back to normal because I know there’s people across so many industries who are just exhausted,” Conroy said. “Part of living in a community is that everyone has to chip in and help to maintain community health. This is really important, especially in Ithaca.”

me in his film. I didn’t know Ellen personally until after the filming took place. I’d admired Ellen’s work from afar, and was fascinated in her perspective on the “other side” of humpback whale communication, but this film opened up a new relationship and hopefully future collaborations for us.

IT: What do you think about recent reports of conflicts between Orcas and sharks? Do these “sea battles” represent a surge in a form of territorial struggles in the Pacific? What factors may have contributed to these clashes?

MF: I haven’t followed this, so I can’t comment.

IT: Reflecting further on the research you’re involved in regarding whale communication modes and related matters, what are some of the upsides — for whales, oceans, humans, and, in the long run, for life on the planet? It seems to me that an enhanced awareness of the intelligence of whales can be conducive to getting humans to clean up their acts re: the treatment of whales.

MF: In the 1970s the Save the Whales movement was spearheaded through the voice of the humpback whale. That was a powerful tool for changing how people think about the ocean. In the modern world it is both whales and science itself that is under threat. Public opinion of science and scientists is faltering. Part of why I wanted to participate in this film was to humanize the research so people

would put their faith in the process. Also, by seeing how difficult it is to answer even the simplest questions (“Is this a contact call?”) my hope is that the public will understand the mystery of the natural world, and the effort it takes to understand it.

Whales are beloved, but that doesn’t necessarily mean people will adjust their behavior to protect them. Conservation takes effort. By showing the effort involved in the research, coupled with the mystery and beauty of the whales themselves, my hope is that we can move conservation forward.

IT: What got you started in your line of research? Would you encourage students at the undergraduate and high school levels to explore the possibility of doing work in this general arena?

MF: When I graduated from college, I packed up my dog and showed up in southeast Alaska with $70 in my pocket and a summer job working on whale watching boats. That was over a decade ago. Working on boats I was able to spend 40-50 hours a week observing whales, but I was doing so from noisy boats. I started to feel uncomfortable with the relationship. So, I went back to school and started doing research on the impact of vessel noise on Alaskan humpbacks.

I would encourage some people to pursue this line or work, and some I wouldn’t.

There are myriad ways to interact with the natural world — research is just one of them. For students that love math, problem solving, writing and the ocean: yes, pursue this career path. For students

who love being outside, observing nature, talking about the ocean, perhaps consider a career in wildlife education, or resource management. I spend far more time in front of a computer than I do on the

ocean, but I’m driven not just to observe the natural word, but to understand it and share it. It isn’t for everyone, but it is for some.

Ithaca author’s latest book explores the birth of the Adirondack Park Agency, and all the drama surrounding it

I

n 1971, Gov. Nelson Rockefeller created the Adirondack Park Agency, a governmental agency that performs long-range planning for the future of the Adirondack Park. Uniquely, it oversees development plans for private landowners, as well as activities within the Adirondack Forest Preserve. The passage of the law that created the Adirondack Park Agency (APA) led to an extremely polarized political climate within the rural towns of the Adirondacks.

In his new book “A Wild Idea,” author Brad Edmond­son details the full story of the birth of the APA — the good, the bad and the ugly.

Edmondson has spent his entire career in Ithaca, including — full disclosure — as the editor here at the Ithaca Times

from 1981-1985. He then moved on to write for the American Demographics Magazine for 13 years, and has been working as a freelance writer ever since. One connection led to another, and Edmondson was approached to tell the story of the APA. He did close to 40 interviews with the folks who made the agency happen, sitting down with them for oral history interviews, transcribing them, and having them archived.

This work was paid for by a grant, and when that money ran out, Edmondson filed the 1,500 pages of transcripts away and went back to freelancing.

“I was still self-employed and had to make a living,” he said. “I left things in my filing cabinet for 10 years […] I had a pretty good understanding that this could be a good book, but nobody was paying me to write it.”

Worth the price

The food at The Heights is expensive but delicious

T

he Heights, located in Community Corners in Cayuga Heights, is currently serving some of the best food and most interesting wine in greater Ithaca. However, it comes at a price.

Unless you’re interested in having a burger made with pork belly at $23, six of the other nine entrées cost $35 or more.

Even the seven starters range from $13(Sicilian cauliflower) to $19 (Portuguese octopus), and the soup du jour costs $9-$10.

Several pizzas are listed on a separate section of the menu but the food at The

Heights is so good I wouldn’t go there for pizza.

The wine menu, which is extensive, is also expensive, and the wines I’m familiar with carry a high markup. The only two bottles of wine I can find for less than $45 are $44 — by the glass they’re $11 to $17.

I recently ordered Duck Breast ($39). It was delicious — crispy on the outside and juicy on the inside. It shared the plate with two large asparagus spears, a slice of fried green tomato, a small section of acorn squash and watermelon cubes.

One of the more inexpensive items is Seven Spice Chicken ($29) which was accompanied by a small portion of broccoli and mushrooms.

The chicken, too, was cooked perfectly — easy to cut and chew.

The arrival of the Beef Short Rib ($38) entrée was impressive. Two large ribs lay perpendicular to each other with some al dente green beans strewn across the top. Attractive presentation at The Heights is obviously a priority in the kitchen. The ribs were accompanied by a brown gravy and some creamed sticky rice.

The Seafood & Gnocchi entrée ($38) reminded me of a Bouillabaisse only with a creamy white sauce instead of red. There were four clams shells, three shrimp, and a strip of smoked salmon lay across the top. Small bits of mushroom, spinach and tomato were evident in the gravy, and a scoop of ricotta cheese rounded out the presentation. The complex variety of flavors added to the interest.

Each evening there are a few specials.

One evening it would have been more professional if our server had known their prices instead of having to go to the kitchen to check when I asked. When she returned, she told us there were four doctored oysters served as an appetizer for $20. Five dollars an oyster, particularly as a starter, was too much for me so I passed.

On two other occasions, two different servers had to leave us to retrieve an “up-to-date” wine menu as the ones first delivered lacked a by-the-glass page.

Entrées are accompanied by a choice of salad: Caesar or mixed greens. Both are attractively presented and both feature fresh, crisp, chilled greens. The salad portions were so large I wondered why they weren’t offered as a dinner entrée, perhaps with an optional added protein, e.g., shrimp, chicken, tofu. This could have been helpful to vegetarians, vegans, or people allergic to gluten, as there isn’t a section of the menu devoted to special diets and there aren’t any abbreviations on the menu to indicate those items.

Some relatively common desserts are offered ($9-$10). I’ve enjoyed tiramisu and

crème brûlée. They are homemade and rich. The tiramisu was a traditional layered cake with alternating layers of homemade whipped cream. The crème brûlée was topped with a small scoop of cinnamon whipped cream and had an unusually layered bottom of chocolate Nutella.

When dining out with a companion, we usually share a bottle of wine, however the prices at The Heights are so high, each time I visit I eschew wine altogether in favor of an iced tea or coffee.

Although the prices are high, the portions are large and I invariably leave with leftovers.

Without an alcoholic beverage, and often passing on dessert, dinner for two at The Heights usually runs over $100 with tax and tip, however I always leave the table knowing I’ve enjoyed a quality meal — attractively presented and efficiently served.

Tidbits: -There is a single unisex restroom at restaurant level. If it’s occupied and you don’t want to wait, your only option is a very long and steep staircase to a lower level.

-The large sign on the shopping center property reads Corners Community however it’s Community Corners on the restaurant website.

- I asked several members of the staff why the bar was called the H Bar since it’s not in the shape of an “H.” No one knew.

Fictional crime with an Ithacan touch

Trumansburg author publishes a crime novel that features familiar scenes like a beloved Fall Creek diner.

om Harley Campbell’s journey toward publishing his first novel began more than a decade ago when the aspiring author first wrote “Satan’s Choir” and received a chilly response from New York City’s large publishing houses.

“I wrote the first draft and had a lot of trouble getting it published due to one of the main themes being sex abuse in the Catholic Church,” said Campbell, 70, who resides in Trumansburg. “Publishers didn’t want to deal with it, which was odd, but that was the way it was.”

So he shelved that story and began working on another book with the same protagonist, the second installment in what he hoped would become the John Burke Mystery series. But he still thought “Satan’s Choir” deserved another chance.

“One of my brothers talked me into getting back on the horse and getting it published,” Campbell said.

Finally publishing “Satan’s Choir” with Cayuga Lake Books has been an immensely rewarding experience, Campbell said. He recently returned from a trip to his hometown of Dayton, OH, where most of the novel takes place. Sure enough, when he visited local booksellers he found “Satan’s Choir” on the shelves.

“What a thrill to walk into Barnes & Noble and see three copies of the book,” he said. “That’s exciting.”

Campbell said that over the last 20 years he started reading crime fiction, particularly novels by Scandinavian authors Henning Mankell and Jo Nesbø. An idea began to take hold for a book, set in the 1960s, with a “Stand By Me”-style cast of teenage characters who plot to take revenge on an abusive priest in their church.

As he began to write, Campbell’s original idea began to morph into “Satan’s Choir,” which loses the teenage boys — it was too hard to believe they could actually pull off such a clever crime, he said — focusing instead on the homicide detective working the case when the remains of a priest are discovered decades after his mysterious disappearance.

Like the fictional detectives that inspired him, Detective John Burke is complex and deeply flawed.

Other characters borrow their careers, personality quirks and even favorite restaurants from Campbell’s own life.

Two chapters of the book in particular feature scenery and settings that Ithaca-area residents may find familiar — this is the part of the story when the detective

travels from Ohio to Ithaca to interview a potential suspect.

He is an older man with whom Detective Burke already shares a past, and he greets the detective warmly and takes him to none other than the Lincoln Street Diner, where he trades lighthearted, sports related insults with the owner, Chris, and is attended to by Erin the wisecracking waitress.

“Chris, the owner of the diner, is a real guy, and the waitress was a waitress there

who was always my favorite — she was sassy and a lot of fun,” Campbell said.

Udo Kier sings his “Swan Song” and the low-brow “Suicide Squad” is high art

think the first time I saw Udo Kier was in the Wesley Snipes Marvel vampire picture “Blade” (1998), but to be honest, I’d seen pictures of him in “Sex in the Cinema” articles in my dad’s Playboy magazines. Kier made his film debut in 1965, and now he’s got over 200 film credits on his resume.

In Todd Stephens’ “Swan Song” (Magnolia Pictures-Luna Pictures-House of Gemini”, 2021, 105 min.), opening at Cinemapolis on Aug. 13, Kier gives a spiky and funny performance as Pat Pitsenbarger, a retired hairdresser living in an old-age home in Sandusky, Ohio. He doesn’t speak for the first 10 minutes of the movie. He talks when a visiting lawyer tells him that a deceased former client wanted Pat to style her final hairdo. The death-bed request awakens something in Pat, and so he escapes his care-facility to wander around Sandusky, looking for the right supplies for the job.

This is one of those twilight, elegiac performances; Kier is clearly nearer to the end than the beginning, and there’s so much emotional subtext that Kier brings simply by who he is and his theatrical persona. Todd Stephens shoots everything in flat verité, like a straightforward documentary: “Udo Visits Sandusky.” To see him go from illicitly smoking and reclining like a living corpse at home to receiving the gift of a jaunty, pink woman’s hat from the hair stylists working at his former beauty supply place and playing jump rope with a bunch of kids in a vacant lot, is one of those small but human victories.

“Swan Song” would make a nice double-bill with Paul Masurzky’s 1974 “Harry and Tonto,” starring Art Carney as an old man embarking on his last road trip, or “Bubba Ho-Tep” (2003), a redemptive mummy picture starring Bruce Campbell as Elvis Presley and Ossie Davis as JFK (Yes, JFK).

James Gunn’s “The Suicide Squad” (Warner Brothers Pictures-DC Films-Atlas Entertainment-The Safran Company, 2021, 132 min.) has the same premise as David Ayers’ 2016 film: shady fed Amanda Waller (Viola Davis) rounds up expendable, low-life comic book baddies on a likely futile mission. But oh what a difference the journey makes depending on your guide.

Gunn, the man who made you believe that a racoon could cry in “Guardians of the Galaxy Vol. 2” (2017), drops all sweetness and sentimentality to concoct a riotous grindhouse mash-up of “The Dirty Dozen” (1967), “Alien” (1979), “Escape From New York” (1981) and Japanese monster movies. “The Suicide Squad” is the best American Godzilla picture ever made. It’s the kaiju movie that Paul Verhoeven never made.

The flick kicks off with Johnny Cash’s live version of “Folsom Prison Blues,”

which reminded me of that famous 1969 photo of Cash at a San Quentin gig, giving the finger to the camera. That sets the movie’s outlaw tone right from the get-go.

I won’t spoil the central bonkers action concept. I’ll just say that we get Margot Robbie back for the third time as the incorrigible Harley Quinn. We also get Gunn stock players Michael Rooker and Nathan Fillion, a much better performance from John Cena than he gave in “F9” and various other oddball DC characters played by Flula Borg, SNL’s Pete Davidson and David Dastmalchian, a real scene stealer as the Polka Dot Man. Be warned: just because your favorite actor is here, they might not be around long.

Recommended: “American Masters: Inventing David Geffen” on Netflix.

Not Recommended: “Snake Eyes” at Regal Stadium 14.

Museum on Blue Mountain Lake and asked if he could submit his transcripts into the archives there to keep them safe.

The director of the museum said he could and added that they had been looking for a way to commemorate the 50th anniversary of the APA. The director told Edmondson they wanted to fundraise to make a movie using the footage from the interviews, as well as organize a conference and put together an exhibit.

“I said, ‘wow you’re gonna do all that? I better write a book,’” he laughed.

The museum offered to pay his expenses to write the book, so beginning in 2018 Edmondson hit the road to go speak to people. By the time the pandemic hit, Edmondson said he had gotten to the point in his research where the law that zoned the Adirondack Park had been signed.

“But I hadn’t gotten past that point and a lot of good stuff happened after that,” he said. “It’s a story about many things, but it’s about the imposition of state power onto a rural area and how the rural people protested. That’s all for the book I’m working on now.”

As for “A Wild Idea,” Edmondson said the story of the creation of the APA proved to be a “really deep pool with a lot of interesting things in it.”

“This is a book about land use planning, and that’s a really boring topic,” he said. “And I guess unconsciously that my career has been spent writing long pieces about topics people think are dull, but they’re extremely important. You keep people interested by focusing on the human relationships and conflicts and breakthroughs and drama of these quests to pass this law.”

So while the story may be about land use planning, at its core it’s a story about people.

“The story is driven by personalities,” he said. “It’s about relationships between people and how those relationships moved

this really radical law to passage, kind of against all odds. So it’s a really great story.”

Prior to beginning his research, Edmondson said he knew vaguely of the law that had passed and that it had been a big deal and people had protested vigorously after the fact. But the more he dove in, the more he learned.

“One of the things I was really interested in investigating was the Adirondacks were, because of this law, extremely polarized politically,” he said. “Environmental people were angry because the law wasn’t strict enough […] And the [rural] people there who hadn’t dealt with this before said ‘this is communism.’ And they organized pretty effectively to protest the law.”

Edmondson said as he spoke to people, he saw how people on opposite sides of the fence “hated each others’ guts” in public, but were friends in private.

“They all knew each other,” he said.

“These were small towns in a really isolated area. It’s really expensive to hate someone in a small town.”

In addition to the book, Edmondson also wrote the script for the documentary, which is being put together by the public TV station for the North Country.

It’s expected to air in mid-October, and Edmondson said he hopes after that it will be offered for syndication.

And in the meantime, he continues to work on his follow-up book, which focuses on the intense resistance to the passage of the law.

“People were shot at, there was arson, buildings were vandalized, there were many death threats,” he said. “Things were bad.”
