ornell University and Ithaca College have both re-instituted mask mandates on campus due to the spread of the more contagious delta variant of COVID-19. The rise in cases across the country is also seen locally, with Tompkins County reporting 71 active cases as of Aug. 3, up from single digits throughout much of the summer. The Health Department also reported the county’s first death from COVID since April.

In response to this, the Health Department issued a health advisory that encourages local organizations to have employees and patrons wear masks when indoors, regardless of vaccination status. In Cornell’s letter to the university community, it was outlined that all faculty, staff, students and visitors are required to wear masks when inside campus buildings or facilities.

Ithaca College is also requiring face coverings for all indoor campus spaces for all individuals, regardless of vaccination status. The college said the county health department includes eight new positive cases among the Ithaca College student body, though all eight students reside off campus.

Individuals at IC are not required to wear a face covering indoors when in an office or workspace alone, in a resident hall room or apartment with roommates, or when seated in a designated dining area while eating or drinking (however, face coverings should be replaced immediately when finished.) IC has also relaunched its COVID dashboard with weekly updates to keep the community informed on the status of active and recovered distances.

At this time there is no plan from either school to alter their plans for the upcoming fall semester.

Ithaca native takes over as Women’s Hall of Fame director

W

hen Jennifer Gabriel left Ithaca after graduating high school she had no intention of ever coming back. She went to Boston to study journalism and then got a job in Mayor Thomas Menino’s office as a press assistant and then speech writer. From there, she went to Colorado, where she worked in grant writing. She then moved to the San Francisco Bay Area with her now-husband, who had wanted to live on the west coast. During those job changes and moves, her family had left Ithaca and she hadn’t been back in 12 or 13 years.

But then her brother moved

back to the area and she came to visit.

“The plane touched down at Ithaca airport and I had this profound sense of being home,” she said. “Like this is where I belong.”

It took some convincing and white lies (“the winters aren’t that bad!”), but Gabriel convinced her North Carolinanative husband to move to Ithaca. Upon her return, she took a job in fundraising at Ithaca College. But then her childhood best friend was diagnosed with brain cancer.

She lived 10 years with the disease before succumbing, and Gabriel said that experience

taught her about hospice.

“I got to understand hospice and the power of the hospice movement and what hospice can do for the family, not just for the patients facing sickness and end of life, but also for their families,” she said.

Six months after the death of her friend, the director of development and community relations position opened up at Hospicare. After applying, Gabriel got the position and spent three years working there. Then in January 2021, a friend sent her a job listing for the executive director position at the National Women’s Hall of Fame.

“It said in all capital letters, this job has you written all over it!” Gabriel said. “And it truly continued on page 7

hile the details are ever-changing, the plan is to have all Ithaca City School District students and teachers in person for the 2021-22 school year.

“This is the mode we’re planning on moving forward with,” Deputy Superintendent Lily Talcott said at the July 27 Board of Education meeting.

The CDC recently recommended universal masking in schools regardless of vaccination status, but there has yet to be official guidance from New York state. The CDC also said they believe it’s paramount to have in-person teaching and learning, so if six-foot physical distancing is not impossible, then it is important to ensure that all other preventatives are in place, such as wearing masks, practicing good hand hygiene and possibly surveil-

lance testing.

“The American Academy of Pediatricians also urged universal mask wearing,” Talcott said. “So those are some of the things that lend themselves to further planning for the fall.”

Ithaca City School District will be moving forward under the most stringent guidance available, according to Talcott.

This includes three-foot physical distancing while learning and masked, and six feet of distance during activities like eating and singing. Masks will be required indoors, and it’s possible unvaccinated people will be able to be tested regularly. Talcott also said vaccines are expected for children under 12 mid-winter. To clarify, the school district does not and cannot mandate the COVID-19 vaccine for students.

Such a mandate could only

come from New York state and currently does not exist.

Despite the return to inperson classes, there will still be limited online options for those who have a COVIDrelated medical reason to not return to school. In order to learn online, the student’s guardian must complete an application and have a New York state-licensed medical provider complete an eligibility form.

That form will be reviewed by a medical panel put together by the district.

At the elementary school level, there will be multi-age classes available for remote learning, both synchronous and asynchronous. There will be three elementary classroom teachers providing remote learning for three multi-age classrooms. At the secondary level, virtual learning will be asynchronous through the district’s online learning platform with access to tutoring remotely or in person. Unless someone’s medical condition changes, virtual learning will be a year-long commitment.

teaching for the 2021-22 school year.

Board member Sean Eversley Bradwell reminded the community that guidance is changing by the minute, if not the hour or day, and that ultimately the school district has to answer to the county’s health department, the state and the CDC. “I know there are times people ask why we aren’t doing certain things and we have to explain it’s not our decision,” he said. “Whatever’s decided today may not be the same thing that happens in the first week in September when we start opening schools.”

And to his point, three days after the Board of Education meeting, the Tompkins County Health Department announced new mask guidance due to a large spike in the number of cases in the county.

Talcott said the district will start communicating with families to fill them in on what to expect beginning in August.

Wightman, the Cornell Maple Program co-director, the previous facility was only about 900 square feet, was not heated and had a rough floor.

“This has running water, heat and a bathroom,” Wightman said. “Which the other place didn’t have.”

The original sugar house was built in 1957 and at the time was considered state-ofthe-art, but Wightman said they had outgrown it in recent years.

“When that sugar house was built there were 1,500-2,000 taps, and we now have about 7,800 taps,” he said. “So this facility gives us that capacity.”

The first step in getting the new sugar house up and running was redirecting the 50 miles of tubing to the new facility. The tubes transfer the sap to the sugar house and flow directly to the building to increase efficiency. Wightman said the new tubing is also more modern.

“It’s going to make our workflow that much better,” he said.

They’re overbuilding with excess capacity so that the lab has the ability to expand and grow over the years with

equipment that can support up to 15,000-16,000 taps.

“We don’t see the need for that now, but we could in the future,” Wightman said. “Right now we’re at the commercial scale we need to be at to do that research.”

The facility also has new storage tanks that allow for up to 20,000 gallons of storage. Wightman said a lot of research the facility is working on involves how to store maple concentrate. The lab is also working on manipulating microbial activity in sap. The flavor of maple products comes from the microbes inside the sap that break down the sugars.

“We can boil it and get the flavor we want and we do that through temperature, dissolved oxygen management and holding time,” Wightman explained.

The facility also includes reverse osmosis equipment, filtration equipment and cold storage. The lab is currently working on producing things like maple soda, beer, chocolate and more.

ornell University’s College of Agriculture and Life Sciences celebrated the opening of its newly rebuilt facility in Arnot Forest, the Arnot Maple Research and Teaching Laboratory. The building is home to a new maple product development lab — the first of its kind in the country.

Planning Board tackles Cliff Street retreat, new fitness studio, apartment complexes in marathon meeting

T

he Planning and Development Board met for its first in-person meeting in City Hall since the beginning of the pandemic. Absent Chair ​​ Robert Lewis and members Garrick Blalock and Elisabete Godden, the remaining board members discussed a lengthy July 27 agenda sprinkled with proposals for commercial and residential projects.

201 East Tompkins Street in Fall Creek

Serviente is relocating his artisanal glass studio at 201 East Tompkins Street in Fall Creek, and local coaches Jana Leyden and Andy Lonsky want to use the commercial space as a community fitness center.

The planned fitness center requires a special permit because it will have a commercial use while located in a lowerdensity residential neighborhood (R-2b).

With the aim to “bring a little bit of equity to the world of fitness,” Leyden and Lonsky plan to use an income-based membership model. The gym would welcome up to 12 people into the studio at a time for classes which will take place about four times per day, with a total of approximately 24 classes per week.

The proposal received many emails in favor of the studio, but there was some opposition to the endeavor. Some community members worry about the noise the music from the classes will generate. IthacaTompkins County Transportation Council’s Fernando de Aragon voiced his concerns about increased traffic congestion the studio could bring to Fall Creek.

Leyden conceded that there will be some noise impact, but that it would not reach “an unreasonable level or a level that would not be allowed by the city.”

Serviente and the gym coaches recently did sound testing with some of the concerned neighbors, playing the music at a noise level 30%

higher than would be played during classes. The testing failed to produce a noticeable ruckus, which quelled the fears of many neighbors.

The gym owners also addressed the congestion concerns: “We built in 15 minutes in between each of our classes to allow members to exit and enter so that there’s less overlap in the parking lot to avoid some of that congestion,” Leyden said. “Our plan is not to grow beyond what the neighborhood could sustain.”

Although they heeded the potential noise and traffic impacts raised by concerned neighbors, the board members generally supported the proposal.

“I appreciate that you’re bringing this business, and I feel that [Serviente’s] description of the sound testing was compelling,” board member Mitch Glass said. “...I don’t think the fitness studio is going to create some of the traffic that keeps getting implied.”

Emily Petrina expressed her appreciation for the noise tests conducted and outreach done for the neighbors.

After slightly modifying the conditions of the special permit, noise constraints, and the class size, the board granted Leyden and Lonsky the special permit in a 4-0 unanimous decision.

401 E. State/Martin Luther King Jr. St.

The State Street Apartments, the proposed 347 unit and 340,000 square-foot apartment complex, hit a “milestone” at the meeting, with the board granting the project preliminary approval. At the meeting, Brian Bouchard stood in for Jeff Githens as the McKinley Development Company representative.

Due to a delayed meeting, the Board of Zoning Appeals has yet to approve the project’s variance request, which a final

site plan approval requires. The planning board, however, can grant preliminary approval.

There were still a few loose ends that the board wanted to see resolved with the project.

The members requested material samples, more detailed landscaping plans, and more images of the building.

Bouchard said that he took no exception to any of the updated conditions.

The board granted preliminary approval, which passed 4-0. The intent is for the McKinley Development Company to return before the board at its meeting next month, hopefully with a variance approved by the BZA.

510 W State/MLK Jr Blvd

After last month’s meeting, Visum Development had unfinished business to resolve regarding concerns about construction externalities and unsettled foundation decisions.

This month, the representatives delivered better articulated noise ordinances and a firm decision to use CMC foundations for the 58-unit affordable housing project.

Board member McKenzie Jones expressed that she was “glad” that Visum made the decision to use CMC foundations, a less invasive substitute to traditional deep foundations for buildings.

In terms of the noise concerns, the board has struggled to effectively balance potential noise inconveniences broached by neighbors with the benefits the project will offer to the community. Affordable to households making 50 to 80 percent of the area median income, the building would help fill a need for affordable housing in the area.

The board unanimously passed a negative declaration on the environmental review and supported a BZA recommendation for the project.

407 Cliff Street

Linc Morse presented before the planning board for the 407 Cliff Street project, which plans to convert an industrial building into a multi-use building with residential rentals, retail space, and small conference and lounge spaces.

Morse shared site improvements and modifications to the project, which include more parking areas, new building fa-

cades, garden spaces, and two modern cottages. The majority of the discussion was dedicated to addressing neighborhood concerns, however.

During the public hearing, West Hill resident George Frantz voiced his opposition to the project. In addition to citing traffic concerns, he shared his belief that the mixed-use project is incompatible with a residential neighborhood and fails to comply with the city Comprehensive Plan.

“This rezoning reformalizes a long standing incompatible non conforming land use within a residential neighborhood, a neighborhood already under stress from nearly 15,000 cars and trucks per day passing through it,” he said.

Morse and his partners with STREAM Collaborative responded to these concerns.

“We are trying to create an adaptive reuse that we think is the best use of the site,” Craig Modisher said. “Why tear something down just to create something newer and bigger?”

“We are stakeholders here, and we are locals,” Morse said.

“What we’re proposing is really nice.. We have something that belongs to the neighborhood.”

Morse, who shared his plans to reside in and be the on-site manager of the property, also cited projected arrival and departure statistics to address fears about the site’s potentially disruptive traffic patterns.

Overall, the board was receptive to the plan and appreciated the time Morse took to address the comments. The board requested more information about traffic from the Department of Transportation.

Once a few more materials are gathered, the project can undergo its complete environmental review, which could potentially be completed next month.

As additional business, the board plans to dedicate time to discussing the status and progress of the ongoing construction projects in the county. The Planning and Development Board will hold its next meeting on August 24 at 6:00 p.m. in City Hall.

The likelihood of overhearing a casual conversation about the later plays of Chekov increases in direct proportion to the likelihood of being run down by a texting undergraduate driving a Tesla through a red light.

Dogs — I’ve been unsuccessful at wrapping my head around the idea that people not only bring their dogs into the grocery store, but put them in their shopping carts. Where I place my food. Do not be alarmed, it’s a clinical fact that local people have lost their minds about pets.

In Ithaca, expecting a dog to hold up its end of a conversation is not necessarily a symptom of mental weakness. (It’s not exactly a sign of genius, either.)

That decimal point on your tax bill is actually in the right place — You’ll likely hear people choking out words like “confiscatory” and “ruinous” when opening their property tax bills. Of course, there’s no other way to finance giving the County Administrator an 18.5% raise. This is on top of the tax burden imposed by New York, the first state to name an official parasite, which is the North American freshwater leech.

Winter — With the earth toasting up, it’s really not that bad until about the seventh week of February. Maybe it’s a little relentless, but we have a charming tradition in mid-winter.

On Groundhog Day morning, join the fun at the Cayuga Street end of the Commons and wait for the first patron of the Chanticleer to poke his or her head out for a cigarette. If there’s a shadow, we’re in for two more months of miserable weather. If there’s not, we’re in for two more months of miserable weather.

Those little cloth squares — They’re Tibetan prayer flags, not tear-away towelettes. Buddhists have this reputation of being so chill, but they get really touchy over an honest mistake.

We’re smart — That’s according to Luminosity and Forbes magazine. You can say “exacerbate” in most Ithaca bars and not get beaten up. You might want to be careful to enunciate clearly outside city limits, though.

We’re green — We’ve been carbonconscious locavores since way before it was cool. Other places have developments with names like Whispering Pines and Quail Run. We’ve had one called Ecovillage for 25 years. The Maguire dealership behemoth is LEED Platinum certified.

There’s a pilot program being discussed in our Common Council in which every new resident will get a hemp bag of local organic kale with our compliments as a welcome gift.

We’re not that mean — Just as students quicken the pace of life here, you’ll see that we’re pretty relaxed as a rule.

You might find it’s hard to leave once you get used to this place; 71 percent of us came here “temporarily” decades ago, and just can’t seem to leave.

the season. A few days later, Jim Case, an athletic trainer at Cornell and a beloved member of the lacrosse family, passed on unexpectedly at age 55. It was announced that someday — when things returned to some semblance of “normal” — a celebration of Jim’s life would be held.

That someday was July 31, and about 300 people showed up at the Ithaca Farmers Market to honor their friend.

As each of the half-dozen speakers took the podium, the scene was enhanced by a beautiful sunset over the Cayuga Inlet, by several boats passing by, and by a few cormorrants and ducks. All three of Jim’s kids spoke (Devin, Collin and Carson), as did his wife, Ladeen, his sister, former coach Jeff Tambroni and a family friend and head athletic trainer Bernie DePalma, who hired Jim and worked closely with him for 32 years.

The fact that the Cornell lacrosse team has not played a game since Jim’s passing, and many of those in attendance had not seen one another in nearly a year-and-ahalf made the gathering that much more compelling. Jim’s family was clearly grateful for such a great turnout, and many players and coaches from both the football and lacrosse programs were there, as Jim was also the football trainer. Guys who have gone on to play at the highest

level of the sport were there, like Max Siebald, who, in 2009, won the Tewaarton Trophy, collegiate lacrosse’s equivalent of the Heisman. Former coaches Ben DeLuca and Peter Milliman were there, as was current head coach Connor Busczek, who is tasked with getting the program back into gear after such a long layoff and all manner of disruptions, like graduations and transfers.

While the night was clearly — and justifiably — about Jim Case, there was also a great outpouring of love for Richie Moran, the retired Hall of Fame lacrosse coach who won three NCAA titles while coaching the Big Red, and who was still at Cornell when Jim was hired. Moran’s successors gathered around him for hugs and photos, looking like seekers who had ascended to the top of the college coaching mountaintop — and indeed they have, as Division I coaches. There at the top of that mountain sat Richie, the wise guru at whose feet his students were honored to sit. Longtime friends from as far back as Richie’s early days at Cornell were there, like Buck Briggs, who arrived at Cornell in 1972, the year after the lacrosse team had won its first national title.

The weather gods were smiling that evening, as 12 hours later, heavy thunderstorms rolled in. It was a beautiful tribute, put forth by an incredible extended family, in honor of one hell of a good guy.

She saw the job posting on Jan. 14 — a fact she remembers because the deadline to apply was Jan. 15. A strong advocate for equal rights, Gabriel sent in her application and accepted the position in June.

The National Women’s Hall of Fame was created in Seneca Falls in 1969 to celebrate the achievements of extraordinary American women who had a significant impact on their field.

“I’m extremely proud that the women’s rights movement began in this area,” Gabriel said. “I remember as a little girl going to Seneca Falls and feeling like history happened here.”

Gabriel said that when she lived and worked in Boston in the mayor’s office, she began to understand the weight of history.

“It allowed me to understand the importance of history and feeling our place in history, and creating progress so future generations can benefit from what we establish today,” she said.

She said while history is easy to feel in cities like Boston, it’s not as easy in places like central New York, but that it’s important to know that history happened here too.

Gabriel has been on the job for just a few weeks now, but has hit the ground running as she prepares for this year’s induction ceremony, scheduled for the first weekend in October.

“The immediate priority is […] making that a really special experience,” she said.

Inductees this year include Octavia Butler, Judy Chicago, Rebecca Halstead, Joy Harjo, Emily Howland, Katherine Johnson, Indra Nooyi, Mia Hamm and Michelle Obama. All living inductees will be attending in person, aside from the former first lady, who will be attending via livestream. Deceased inductees will be represented by their family members.

After the induction, Gabriel wants to focus on fundraising and building recognition regionally and nationally.

“It’s remarkable how few people know about us,” she said. “We’re going to launch a series of programs and events and exhibits that utilize technology and other innovations to be able to bring people to the organization and experience the power of the 293 inductees and their accomplishments.”

The Hall is located in the old Seneca Knitting Mill at 1 Canal St. in Seneca Falls and is open 11 a.m. – 4 p.m., every day except Wednesday. Who is he to decide how the property owner’s use of property?!

The reasoning that using the existing trail under the Fall Creek Bridge adds too much distance is ridiculous. The Rail Trail has been ‘sold’ as a recreation trail.

Another 0.6 miles is problem? Spending 2.9 million (only 2 million of which is covered) when there is an attractive available option is a complete waste of taxpayer’s money.

No one has answered who’s responsible for year round maintenance. Their documents assure the bridge will be well maintained and cleared of snow in winter.

By whom? For how much?

The owner of the residential property did agree to an easement in 2016. The revised plan is substantially different from the plan that was agreed to and no longer was acceptable as it requires a handicapped access ramp that rises up beside the property allowing all users to stare down into their windows. Now they are foisting their problem onto NYSDOT to use eminent domain.

At the Open House on June 30, 2021, trail representatives lied to when they assured that the properties had already been acquired and they said they had not been able to contact the residential owner.

Said owner had several conversations with Mr. Beck and was then contacted by a Town Board member, then by a lawyer trying to buy the property for an unnamed ‘client’.

feel George Frantz attempts to be demonizing and inciteful. It comes by to me as NIMBYism.

On the claim: “Rezoning the parcel at 407 Cliff Street for large-scale commercial use sends the signal that the City of Ithaca, officially, does not view Cliff Street as a legitimate residential neighborhood worthy of zoning protection…”

The building is currently a large-scale commercial metal fabrication facility, Incodema. What currently exists is omitted because adding context would detract from his argument. This is no “post-Katrina” style rezoning: It’s simply Au gu s t

finding a new use for an existing commercial property that is unlikely to attract new commercial buyers. I don’t believe Cynthia Brock or others are trying to “… destroy lower income and BIPOC communities…” as George eludes to.

As one of those “Town of Ithaca and Town of Ulysses commuters” George scorns, I would enjoy a bakery, coffee shop, etc. convenient to my route home.

I’d also enjoy having a place near my neighborhood that my family could gather and stay. Aside from the few hundred feet stretch to the bottom of the hill, it is a pedestrian friendly area. Connecting the larger West Hill community to the site may be difficult, possibly in part due to the 40% grades and shale cliffs that encompass the opposite side of Cliff Street.

Finally, the post portrays the neighborhood under significant stress from commuters. Being the only thoroughfare from Trumansburg to Ithaca, I think its appropriate that this stays a busy road.

But why are the number of commuters increasing? Ithaca is too expensive for many. New housing developments take years of onerous planning through regulatory hurdles and committees.

Taxes throughout Tompkins County are extremely high. Consider that these factors influence at least 20,000 cars to commute via Dryden Road and, as George mentions, 15,000 down Cliff Street. Some estimate that as much as a quarter of our workforce commutes from outside the county! These policies contribute to the tepid production of single-family homes in our neighborhoods, exactly the type of community I believe George is advocating for. This mixed-use development will have much less of a negative impact on our communities than the cost of taxes and regulations, which influence the conversion of homes to apartments.

In my humble opinion, we seem to readily throw away sound planning efforts addressing noise, traffic congestion, vibrancy and other things with a particular place. Why not take a multi-layered approach to architecture? The current proposal becomes design solely for a developer’s idea of making a quick buck.

It is the “let’s do it and sell it in a few years” approach. What other programs could be envisioned for this site and still allow for development? How is this hotel an opportunity to solve the neighborhood around Cliff Street? How do people get here? Walking seems out of the question in a narrow sidewalk next to occasional rails on route 96. Could we approach via the east parkland? Please allow West Hill alderwoman, Cynthia Brock, alderman George McGonigal to live right next to this development. Yes, they should live there happily for a decade.

WHERE ARE THE BIKES? City officials and community agencies are working on bringing a bike share program back to Tompkins County Fa i t h F i s h e r

E

ver since Lime Bikes left Tompkins County in March 2020, Bike Walk Tompkins has been actively working with the City of Ithaca to bring a micro-mobility program back to the area. The organization, part of the Center for Community Transportation, has been engaged in ongoing conversations with Common Council, city staff and other stakeholders about a new program, which they hope to implement by 2022.

Micro-mobility describes transportation meant for individual use over short distances provided by lightweight vehicles such as bicycles and scooters, designed to increase access to public transportation and replace cars for short trips.

On Wednesday, Aug. 4 at 6 p.m, Bike Walk Tompkins will deliver a special presentation — “Bikeshare Update and Potential Service” — to Common Council. The presentation will share the success of the previous bikeshare and outline options to restart a micro-mobility program in Tompkins County.

Introduced in 2018, Lime Bikes was the first micro-mobility program to arrive in Ithaca. Bike Walk Tompkins facilitated the arrival of this dock-free bike-share service operated by the company Lime. The San Francisco-based company placed 200-300 Lime bikes on the streets throughout the county. In addition to managing the arrival of the bikes, Lime took care of maintenance and distribution, making the ride share a virtually cost-free endeavor for the city.

The motorized bikes were widely-used among many community members. According to survey data compiled by Bike Walk Tompkins, there were approximately 100,300 trips taken on Lime bikes in 2019 by community members of all different demographics, which vastly surpassed ridership projections. Riders who used the bikes most frequently tended to be people

of color, students, and people from lowerincome households.

“Folks really enjoyed and responded well to Lime Bikes when they were here, and there was really broad use of them,” Gary Ferguson, executive director of Downtown Ithaca Alliance said. “Certainly people with limited incomes found them to be an extremely useful way to get around the community. They were used by young people, visitors, people who were downtown and just wanted to get somewhere, really anyone.”

Despite its popularity, Lime decided to pull its bikes from the streets of Tompkins County in March of 2020 in order to help mitigate the spread of COVID-19.

The company made the same decision elsewhere, pausing its bike sharing operations in 24 countries. Although it was assumed that the bikes would return to the streets after the worst of the outbreak, the compa-

ny permanently removed Lime Bikes from Ithaca in June of that year. The removal of the bikes was part of a broader company decision to withdraw the bikes from unprofitable areas.

Although the Lime Bike program had its merits, many residents had voiced their concerns about and discontent with the bike share service, mostly due to riders irresponsibly leaving the bikes in walkways and increasing sidewalk traffic. The irresponsible use of the bikes even proved hazardous in September 2019, when four unidentified individuals set fire to the rental bikes in the early hours of the morning.

However, according to Ferguson, these disruptive incidents were rare, and the community’s reception to the bike program was overwhelmingly warm. Ever since the removal of Lime Bikes from the county, demand for a bike share program remains high as a way to decrease car usage, de-

crease gas expenditures, and generally increase mobility.

“I think that there was a real demand here in our community for that type of mobility, and it’s a really important one to help a lot of different people be able to get around,’’ Ferguson said. “I think the minute Lime Bikes left, there was an effort made to try to figure out how to get them back.”

Ducson Nguyen, Common Council member and the City’s Transportation Committee liaison, considers micro-mobility a missing piece in the county’s set of transportation options.

“The data shows that at around 1 or 2 a.m, there’s a flood of rides from downtown,” Nyguen said. “That could be service workers, for example, so it fills this niche that nobody or nothing else really fills to go a couple of miles, where a walk might be burdensome but also might be too short for a car ride or Uber ride.”

Beyond the benefit of increasing individual mobility, chair of Downtown Ithaca Alliance transportation committee Fred Schoeps said that a micro-mobility program can be an important economic driver for the city, especially as it would help fuel the downtown night economy.

“We have a night economy that a lot of people aren’t even aware of, and that economy is driven by folks who will come down to listen to music on the Commons, spend time with friends, go to a show, get a bite to eat or have a drink, and so on,” he said.

“And that economy is a significant economy.”

In an effort to fill this demand, Bike Walk Tompkins has reignited the push for a micro mobility program in Tompkins County. The organization and the city have identified two main avenues under which to potentially introduce and manage a new program: either partner with a private company (as done with Lime) or build a locally run and managed system.

The ultimate decision rests with the city.

Lacking superfluous funds due to the financial strain of the pandemic, Nyguen indicated that a major consideration for the ultimate choice would be the amount of monetary investment required.

“Some vendors require the city to make a big investment, and coming out of this pandemic, we’re not really in a position to do that,” Ngyuen. “So, if we can get someone who can make a profit or breakeven on their own— without [a city investment], that would be huge.”

Margaret Johnson, director of Bike Walk Tompkins, said that regardless of which avenue they choose to implement a micromobility program in the county, Bike Walk Tompkins is looking to replicate the successful aspects of the previous one.

“Whether it’s something that is funded locally that the CCT manages or whether we take advantage of the opportunity to bring in a provider that would just bring it to us, we’re looking to repeat the successes we had [with Lime],” Johnson said.

“We made sure people with low income had ways to get access to bikes, ways to pay without a smartphone, and we really made sure they were available to a wide range of communities within the area.”

Advocates working on bringing a micro-mobility program to the city are using the experience with Lime to prevent, or at least limit, the repeat of the past nuisances.

“It was annoying to have the bikes parked in the middle of sidewalks and things like that, but one great thing about the vendors that we’ve been looking at is they have things in place like photographing parking before allowing the rider to stop the charge to end the ride,” Nyguen said. “So, technology is providing ways to mitigate those complaints that people had.”

Nevertheless, the generally successful Lime Bikes experience — and lessons learned from it — have not quelled all apprehension about the reintroduction of a micro-mobility program, especially as other vehicles like scooters have been introduced into the equation. Nyguen said that micro-mobility programs that only provide bikes are not very profitable, so “we can expect that scooters and mopeds will be a part of the mix.”

Just like with Lime Bikes, community concerns have centered on safety issues.

Many stakeholders worry about the complications potholes, winter weather, and the hilly topography of the area present. Scooters, specifically, also come with more operational issues than bikes. According to Nyguen, although they may garner more

ridership, they tend to break more often than bikes, which necessitates more investment in ongoing maintenance and repair.

Although Ithaca is a relatively bike friendly city — the League of American Bicyclists recognized the city with a Bronzelevel Bicycle Friendly Community award in 2016 — Schoeps said that the city needs to upgrade its biking infrastructure to enhance safety for bicyclists and other micromobility users.

“Being able to have a bike-friendly trip is the missing piece,” he said. “We have to make sure the infrastructure is upgraded if we really want to start making biking a main mode of transportation. We need to make our streets truly bike friendly, safe and convenient.”

The lack of bike-friendly infrastructure contributed to a major issue associated with Lime Bikes: people riding the bikes on the sidewalks. Hector Chang, active transportation coordinator for Bike Walk Tompkins, said that even though the bikes belong on the road, people would opt to ride on sidewalks because they didn’t feel safe enough next to cars.

Bike Walk Tompkins is actively working with the city to promote and create more bike-friendly infrastructure. According to Chang, the city will soon put together a transportation plan, and Bike Walk Tompkins has been active in these conversations to try to improve micro-mobility infrastructure. The organization hopes that the formal plan will incorporate many recommendations in its Bicycling for Everyone Action Plan, a comprehensive proposal to make bicycling more accessible and safe for members of the community.

Some recommendations in the action plan include the expansion of bike lanes, the creation of protected bike lanes, and

the introduction of traffic calming devices. Informed by the Lime Bikes data, a key component of the plan is the “Better Bike Network,” which seeks to improve the conditions of a strategically chosen set of routes which “take people where they actually want to go” by bike.

“We saw that a lot of people were riding to the grocery store or going to the West End, where there’s a lot of restaurants and bars,” Chang said. “There was a lot of ridership downtown with shops, libraries, bus stops, and parks as well, so making those connections between all these neighborhoods within Ithaca on very on a few selected routes that are safe and comfortable — not just for like hardened cyclists but for like grandmas, children, teenagers, really everyone — is a really important part of bicycling for everyone.”

Even though Bike Walk Tompkins recognizes the need for better micro-mobility infrastructure, the organization is confident that a successful reintroduction of a micro-mobility program is not only possible, but likely. One in four people in the community used a Lime Bike at least once when they filled the streets of the city, so there is already a sizable population of potential riders. Bike Walk Tompkins expects this population of users to only grow with safety improvements.

“A quarter of the people in our community are already ready to start bicycling when a bike share comes back, and we hope to grow that as more infrastructure gets placed,” Chang said. “The infrastructure is going to get even more people to be able to use and feel comfortable with a bike share.”

To implement Lime Bikes in 2018, the mayor and city hall simply signed a Memorandum of Understanding with Lime, which let them place its bikes on the city’s Au gu s t

streets. Ngyuen said that the exclusion of Common Council from the decision stirred a “bit of controversy,” so Common Council will play a central role in the approval of any new micro mobility program.

There will also be periods for public comment because the lack of public input in and knowledge about the Lime Bikes decision was also a major complaint.

“These bikes just appeared, and they were very new and strange,” Chang said.

“And it was not one or two, but it was 200 or 300 at once, which was probably a bit of a shell shock for some folks who weren’t expecting it.”

Tompkins County is not alone in its pursuit of a micro-mobility program. Officials in Elmira, New York and State College, Pennsylvania have opened dialogue about implementing a bike share in their respective cities. After Gotcha bikes left Syracuse this winter due to the financial strain of the pandemic, the city recently approved the arrival of 200 electric bikes operated by VeoRide. The city anticipates the arrival of scooters to the streets of Syracuse following the placement of the bikes.

Other cities similar to Ithaca have already introduced two-wheeled transportation options to its streets using multiple different approaches. In Buffalo, New York, Reddy Bikeshare has been run by a nonprofit organization since 2016. Burlington, Vermont offers bikes through Greenride Bikeshare, which has been operated by a private for-profit company since 2018.

There is a general atmosphere of support for the implementation of a new program in the city of Ithaca — the question that remains is how to best do it. Even with decisions still in the air and details in need of refinement, Bike Walk Tompkins and other advocates are excited about the prospects of a ride share in Ithaca, and they hope to launch one in the spring of 2022 — if not earlier.

The Mobility Accessibility and Transportation Commission has already drafted operational guidelines for a micro mobility program in Tompkins County, and conversations between stakeholders continue in earnest.

“Having a bike share definitely brought a lot of benefits to our community,” Chang said. “I think we can recapture that — recapture the success that we saw and hopefully do it in an even more sustainable way going forward.”

Sunscreen isn’t the only form of sun protection, however. There are clothing items that offer sun protection, as well.

Yentzer said that you can find clothing labeled SPF 50+ in many sporting goods stores. The level of protection depends on the material of the clothing, and often the quick-dry material affords adequate protection against the sun’s rays.

Skin protectants prevent sunburns and suntans, which both cause harm to the skin. Although sunburns are generally more painful, each is a form of sun damage.

“People think that tanning is somehow helpful, because they say ‘well now I’m not burning as much,’” Yentzer said. “Unfortunately, tanning does not stop sun damage, does not prevent skin cancer, and does not prevent all of the bad health effects of the ultraviolet rays.”

The sun’s ultraviolet rays do Delipenetrate Sliced the clouds, so it is possible for the sun to damage your skin even on cloudy days.

The intensity of ultraviolet rays also varies throughout the day, and is highest between 10 a.m. and 4 p.m.

“It’s always best practice to just get your sunscreen on first thing in the morning when you’re going to be outside,” Yentzer said. “Then you don’t have to worry about whether or not it’s cloudy or sunny.” lb.

As a final piece of advice, Yentzer warns, “Always be aware of whatever medications you’re taking because they may sensitize you to the sun. That includes over the counter herbal supplements.”

Allison Larkin’s love for Ithaca inspires the setting in her new novel

llison Larkin’s novel, “The People We Keep,” is a comingof-age novel that follows a 16-year-old songwriter as she leaves home and tries to find herself in the world.

The Book of the Month Club, a monthly book subscription, got an early release and chose “The People We Keep” as their July book of the month. The novel went on sale to the public Aug. 3 through Simon & Schuster’s Gallery Books (https://simonandschusterpublishing.com/gallery-books/). It will be available online and in some stores.

Larkin, similar to the main character in her book, April, had a period of her life where she felt lost and Ithaca, NY was a happy place in both of their lives. Larkin has a sentimental feeling towards the Ithaca area because she went to school at Ithaca College for two years and took private voice lessons outside of the school.

“It’s where I met so many of my friends who are like my family now,” Larkin said. “I

feel like it was the first time in my life that I had a lot of good freedom.”

The novel, partially set in Ithaca, could appeal to those who also have Ithaca as a special place in their hearts.

“I fell in love with the city and it hasn’t faded,” Larkin said.

Larkin hopes her novel appeals to people in their late teens and 20s, but said she can see adults relating with the story as well.

“I hope that anybody who is kind of searching for a feeling of belonging, or has had that search where they’ve felt like a little bit of an odd duck in the world and needed to work a little harder to find the places and the people they belong to,” Larkin said. “I feel like that’s who this book is for.”

The novel brings you through a story of April’s youth and how life can change everyday.

“People will either reflect on their experiences or find some kinship in the book,” Larkin said. “Just feel some kind of understanding from the story.”

This novel began in 2006, when Larkin started creating characters. Larkin heard the songs “Iowa” by Dar Williams and “This is the Sea” by The Waterboys and inspiration for her story struck.

“Something about the combination of those two songs just jiggled something loose in my head and April kind of showed up,” Larkin said.

She stopped that night after hearing those songs together and wrote 5,000-6,000 words about April. Larkin has been working through her story ever since.

“I wrote this book because I couldn’t stop writing it,” Larkin said. “None of it was for any purpose other than that. In terms of just my heart and appreciation for the city [Ithaca], it would mean a lot to me if other people who also loved the city understand what I’m talking about.”

Larkin said the title of her novel, “The People We Keep,” is about the things in life that you hold onto and the things you let go.

“The things we let go of are one thing, but once we get to a point in our lives where we can be kind of purposeful, who do we keep?”

Larkin asks. “What stays and what matters? In a lot of ways this book is an examination of the core of what matters to you in your life and who matters to you.”

Larkin said she was the kid reading with a flashlight under the covers as a kid and that she will always love it when she can bring that kind of comfort to others.

“I’m so honored when other people feel that way about something,” Larkin said. “That I could give something like that to other people, I will never not be excited about that.”

Q&A with Terri Hendrix

The musician opens up about her latest album and her unique place in the music industry.

ver the years, I have heard the energetic and talented musician Terri Hendrix perform. Sadly, the last time I caught her concert was more than 10 years ago at a South by Southwest music conference in Austin, Texas. She was performing with Lloyd Maines (legendary producer/Austin City Limits Hall of Famer) on a small stage in front of a crowd of people. Hendrix and Maines were both singing and playing artfully, as they performed and picked away with great verve.

The audience seemed enthusiastic as they swayed and clapped to the upbeat music being played.

Hendrix has been performing for 31 years and has released nearly 20 records to date according to her website. And all albums have been cut on her own Wilory Records label, as she garnered three generations of fans from coast to coast and overseas, running workshops from the Texas Gulf Coast to the Berklee College of

Music. As a musician Hendrix has earned a Grammy for the The Chicks’ (formerly known as the Dixie Chicks) song “Lil’ Jack Slade” in 2002. And eager for new paths, Hendrix founded a flourishing 501(c)(3) non-profit music community center, the OYOU (which stands for “Own Your Own Universe”). Hendrix has done this with a can-do smile and seemingly indomitable

spirit while simultaneously waging a lifelong battle to control epilepsy.

“My work doesn’t have a genre,” Hendrix acknowledged. “It has a mission, and that mission is resilience, rebounding and courage.”

But, given more room to roam than ever across the sprawl of Project 5, she approached each “chapter” as a means to examine the central themes from a distinctly different musical and emotional angle. Hendrix is releasing a new album, “Pilgrim’s Progress Project 5.5,” which features an artful collection of cover songs, and in this interview she talks about the new release and her love of life.

Ithaca Times: Your last two releases (“Talk to Human,” and “Who is Ann?”) came out in 2019, but what is different about this new record?

Terri Hendrix: The past two records seem like a lifetime ago. A global pandemic hit. Like other artists, I had to pivot.

While I was recording the last two albums, I had vocal trouble. I felt a tightness in my vocal folds. But I didn’t know why. The last two albums are part of Project 5. It’s a thematically linked series that crosses genre lines. But the subject of the song is thematically linked. “Pilgrim’s Progress” is different in the fact that I’ve never done an album of cover material. Project 5.5 was supposed to be a book. It’s not. It’s an album of country and alt-country covers. I can’t complete the book right now, because it’s still being written. Please see terrihendrix.com for information as to why.

IT: Producing a new record now is hard, but how did you come to sing and select the many thoughtful songs from it? (Such as “Wildflowers.”)

TH: It’s an album of cover songs. I’ve always loved “Wildflowers” by Dolly Parton.

That was released on a record with Linda Ronstadt and Emmylou Harris. It was a trio album. I feel that song to my core. I’ve never fit into our industry. I’m not folk.

I’m not country. I hope I’m a wildflower.

And if so, I hope folks see it as a genre.

IT: You have worked with Lloyd Maines on many of your past CD releases, but what is it like to create and perform with him in the recording studio for this current record?

TH: I’m an independent artist. I’m lucky to have a grassroots following. It has always been business. Even though we’re now “family,” it’s still business. This latest record is all business. That is the key.

However, if the profit margin dips too low, we will no longer be business partners.

We have had wonderful success. But going forward, we won’t tour like we once did.

Toons & Time The Looney Tunes gang returns and M. Night Shyamalan’s new film lives life in one day

get it, I get it. No Warner Brothers executive cares about the Looney Tunes except as intellectual property to be sold. Mel Blanc has been dead for decades and no one in the boardroom cares that Bugs Bunny and company barely sound like themselves. Geezers like me know that the true Looney Tunes legacy is the dozens of seven-minute cartoons directed

by Chuck Jones, Tex Avery, Bob Clampett, Friz Freleng, Robert McKimson and others. “Space Jam: A New Legacy” (Warner Bros. Animation-Proximity Media-The SpringHill Company, 2021, 115 min.) pays tribute to them by landing one laugh every seven minutes.

The WB puts “Legacy” into the title, and I’m reminded of a line from “The Princess Bride”: “I do not think that word means what you think it means.”

They should have called this thing “Look at All the Intellectual Property Warner Bros. Owns: The Movie.” The story has LeBron James diving into a great big WB “server-verse” to form a basketball team with the Looney Tunes to win back his son, a game inventor, from the cyberclutches of Don Cheadle. But it’s really just an excuse to plaster the screen with characters from Hanna-Barbera, “Harry Potter,” “The Matrix,” “Rick and Morty” and everything else in the WB archives, so there are stretches of story where the Tunes gang feel like afterthoughts.

The big game is played for a huge crowd of familiar faces; I was bored waiting for the inevitable triumphant ending, so I spent my time spotting The Iron Giant,

Penelope Pitstop’s car, The Jetsons, gremlins, King Kong and even a gang of droogs from “A Clockwork Orange” (another childhood favorite).

Trying to critique a movie like this is like trying to critique those Coke machines at Five Guys that dispense 700 kinds of soda. But I will say that after all these years, you can’t beat a gag featuring Wile E. Coyote looking into the camera holding a sign, and at least we get a couple of those. ● ● ●

M. Night Shyamalan’s films sometimes land with a clunk; in one of my favorite

“Community” bits, when a federal agent hassles Abed after finding a bootleg copy of “The Last Airbender,” Abed says, “keep it.” But when he’s really on, M. Night Shyamalan makes the best “Twilight Zone” episodes as movies. I think that “Old” (Universal Pictures-Blinding Edge Pictures, 2021, 108 min.) is the most affecting and interesting Shyamalan joint since his 2015 found-footage picture “The Visit.”

In “Old,” Gael Garcia Bernal and Vicky Krieps play a couple with two kids on vacation at a lush tropical resort. Along with two other families, they are taken to a remote stretch of beach for the day (Shyamalan cameos as the luxury van driver) where time passes at a rapid rate. A grandmother dies almost immediately, Bernal and Krieps’ kids become adolescents, and a cute prepubescent girl gets pregnant and gives birth in an hour.

As the stakes escalate by the minute, Shyamalan keeps the story tense and somewhat sad in the same frame. He tries some really innovative camera work here, with the image dollying back and forth between the actors and the scenery like the pendulum of a clock. In one two-shot between Bernal and Rufus Sewell, Sewell’s profile is off, showing only a sliver of his face.

“Old” gives you a lot to ponder as you shiver, given that time is really the only thing that money can’t buy back.

Personal and profound Terry Plater’s striking exhibits feature Hariett Tubman’s legacy, as well as personal family portraits

nown for her portraits and figure compositions as well as her dense, evocative memory landscapes, Terry Plater is one of Ithaca’s most ambitious painters. A traditionalist in an age of novelty and spectacle, Plater’s oils and watercolors incorporate 19th century European modes without heavy-handed irony or fashionable gimmicks. She distinguishes herself through a strong sense of art history and the material possibilities of her medium.

Through this week (concluding Aug. 7) Plater’s work is the subject of a two-part exhibition at the Schweinfurth Art Center and the Cayuga Museum of History and Art, next door to each other in Auburn, NY. “Harriet’s Legacy” pays homage to Harriet Tubman, who spent her latter years in the small Finger Lakes city. Exploring themes of racial trauma and family history through unabashedly lush painting, this is the best local painter solo show I’ve seen this year.

In an “emerging artist” proposal sent to the Schweinfurth, Plater suggested exhibiting her watercolor landscapes there and her family photo based oils next door at the Cayuga Museum. Her watercolors were intended for the “white box” modernist architecture of the Schweinfurth, where they currently fill the modest Gallery Julius. Her oils are particularly well suited for the Cayuga, an 1836 Greek Revival mansion, inhabited by distinguished 19th century physician Sylvester Willard — among other famous men.

All of the watercolors and most of the oils on show were completed this year.

Influenced by her reading of William Still’s anthology of escaped slave narratives “The Underground Railroad Records,” as well as site tours with local historian Carol Kammen, Plater’s Schweinfurth display contains perhaps the most striking watercolors by the artist that I have seen.

Like most of her landscapes, these are imagined recreations rather than direct topographic transcriptions. The sense of haunting and foreboding that they convey is characteristic of her work in the genre but takes on a new significance here. Trees, roads and barns serve as metaphors for fraught journeys, while skies and atmosphere often convey sublime terror. Her color — characteristically — is restrained but rich while a painterly language of drips, splotches and smears dispel any expectation of a dry history lesson.

Particularly striking here are a pair of pieces done with whitened, opaque colors on black paper. (Her watercolor titles, too lengthy to mention here, are quotes from Still’s book.) Recalling the practical necessity of night travel for escaping slaves,

there is nonetheless something dreamy and enchanting about these ghostscapes.

Next door at the Cayuga Museum, Plater has committed sly subversion by inserting her family history — emphasizing depictions of Black women — into a former home marked by a history of wealthy white men. Working from old family photos and imaginatively reconstructing them, the artist suggests the possibility of an alternative history.

Recalling their photographic sources as well as painters like Goya and Manet, her colors are again earthy but strong.

Hung above a fireplace, “Night Picnic” is the most remarkable of several impressive group compositions here. The piece is not huge but it recalls European group portraiture at its most grand. A varied crew of relations, standing and seated, pose amidst an impenetrable black background. As the artist explains in an online video accompanying her show, the nocturne recalls a need for Black folks to be clandestine that long outlived slavery.

Approaching single figures, her portraits take on a generally more realistic approach, particularly to facial detail.

The local hero herself makes an appearance in “Harriet (née Araminta Ross).”

It’s a striking portrayal. Amidst a vague, implied background of thinly painted dull beige, she appears — clad in black with a billowing white skirt — seated on a barely seen chair.

I wasn’t entirely convinced by Tubman’s presence here. Doubtless Plater’s affinity for the great woman is sincerely felt, and of course the local connection is striking.

Still, the suggested link with the artist’s own family feels a bit contrived — particularly as the abolitionist appears here as a one-off, the sole famous figure amidst a more private history.

“Harriet” is an unusually ambitious project for a local painter. It called for research and planning as well as empathy and imagination — and of course, painterly bravura. That Plater was able to pull it off is testament to her abilities and her courage.

he Australian new wave band Men at Work topped the early 80s pop charts with tunes like “Who Can It Be Now?” “Down Under” and “Overkill”.

The band’s frontman Colin Hay recently finished “I Just Don’t Know What to Do With Myself,” a new album of favorite 60s pop classic covers, including The Kinks’ “Waterloo Sunset,” The Beatles’ “Norwegian Wood” and Glen Campbell’s “Wichita Lineman.” The album releases on Aug. 6, and Hay and his band will be at Point of the Bluff Vineyards in Hammondsport, NY on Aug. 8 for a 2 p.m. matinee performance.

Ithaca Times: I love the song selection on the new album. If you could do a Volume 2, what songs come to mind?

Colin Hay: Well, like you say, as soon as you start thinking about songs, there’s literally hundreds of thousands you could do. But the reason I chose the ones on this record was just because they had some kind of impact on me at various stages of my life. So that’s really why I put those on there, but I haven’t started to think about what I would do if I was gonna do another one. I’m certainly not thinking about it at this point.

IT: Songs like “Wichita Lineman” and “Waterloo Sunset” sound simple, but they’re not that easy to get right.

CH: Yeah. That’s right. A lot of seemingly simple songs are trickier than you think. “Waterloo Sunset”,, that’s a top one.

IT: I love your guitar sound. What was your first guitar?

CH: My first guitar? Well, I can’t remember the brand name, but it was a nylon-strung guitar, and I got it from the shop. My mother and father had a

music shop in Scotland before we went to Australia. I think I was about 12. So I played this nylon-string guitar for a while.

But when we went to Australia, I took this — it wasn’t a particularly good guitar, but I liked it. It was an Italian guitar called an Echo; it was a semi-acoustic guitar with one pick-up. I used that to learn chords and stuff. I didn’t take the nylon-string to Australia. My mother and father said, “Look, you can take one guitar, but that’s it. We don’t have room for any more.”

IT: I’d love to know about the homegrown Aussie scene of the late 60s and early 70s that spawned so many amazing musicians. You and the Young brothers and Bon Scott were Scottish emigrants who wound up stuck in Oz when your home country and America were going through an explosion of art and creativity. What was that like and how much frustration played into the blossoming of creative talent in the 70s in Australia?

CH: I don’t think it was really frustration. I think it was really just the fact that there were a lot of emigrants that went down to Australia from Britain and continental Europe as well…especially if you went into the hostel system — they had hostels for you as a temporary accommodation if you didn’t have a house or you didn’t have anywhere to go. I think those places served as a kind of breeding ground for people to get together and play music.

I think that’s what the Young brothers did.

But there just were quite a lot of emigrants, and they all seemed to put bands together.

Everyone was in a new country, so it was kind of exciting rather than frustrating, you know.
