The promotion of this e-magazine requires a new form of dialogue with the reader, starting from the belief that professional training and the production of buildings, objects and landscape architecture, today need the work of a typical architect, builder and designer, indefatigable revealer of "formulae" and impressions, which translate into an architecture and a design made of orders, proportions, harmonies, to communicate the culture of Man and Nature. It is renewed in the moment in which modernism and its utopian ideology have shown Man not having been able to fully exploit the existing technological potential and the arsenal represented by the historical experiences in each place. Finally, we wish to orientate the field of intervention also towards the study of integrated communication systems, to be used in the architectural design of interiors, exteriors and urban furniture and in designing objects and services. In fact, in the analysis of future architectural structures, it will be increasingly necessary to take into account the needs dictated by the growing use of new media (new-media) and, in particular, technical equipment, installation of new technologies, such as the wired area, the intelligent building, home automation and many other applications. VRBS FELIX MANIFESTO FOR A WELLBEING CITY, GREEN, SMART AND MILD (Presented on 2017 September 7th in Voronezh, Russia at the “Green Infrastructure of the Urban Environment Conference) Prof. Franco C. Grossi Kazan State University of Architecture and Engineering Kazan’, Republic of Tatarstan, Russian Federation We were awake all night in the admiration of Alyye Parusa Park, animated by the thoughts of Ivan Bunin's (Иван Алексеевич Бунин), Nikolaj Ge (Николай Николаевич Ге) and Aleksej Kolcov (Алексей Васильевич Кольцов), who hovered over us. Then came to our mind the colossal statue of the Great Mother Russia, with the beautiful face of Valentina Izotova, standing on the hill of Mamaev Kurgan in Volvograd. How much beauty, strength and hope! But here are the gray cities of the postwar period, the inhumane popular houses, the invisible parallelepipeds deposited on the ground, the dreary and sad faces of the citizens. Here is Metropolis, by Fritz Lang, who, already in 1927, wanted to represent the city of the future, already dominated by the machines! Metropolis's prophecy is coming! Let us oppose ourselves with all our strength by launching a new city model, a city where citizens are happy to live and work, a wellbeing city! A GREEN city, where the pact of coexistence between man and the environment will be restored. A GREEN, eco-friendly city, nestled in a natural environment rich in greenery, with public gardens, with vertical green walls and also green roofs, to live and work in a wellbeing. Of course, all existing technologies must be present, so that the city will be SMART, but all technologies must be human-oriented and absolutely easy-to-use and invisible. Telecoms will be guaranteed wirelessly so that citizens can work in a nomadic way with a mobile office that will dominate the fixed one. Many jobs will also be SMART, smart office, smart mobile work. Climate change will have to be anticipated, so that citizens can prepare
themselves for the best. Here the city will also be MILD, with the citizens who will begin to love, respect and think about their wellbeing. Many architects have tried to imagine an ideal city and in some cases there has been a result, such as the Renaissance cities and then the garden cities and the so called "new towns". It is therefore finally time to launch a true and new model of city, the wellbeing city, which puts the center in the midst of man's own changing needs of social life and of working with the new technologies. Here is the VRBS FELIX, which is proposed right here in Voronezh! 1. We sing the City that allows man to achieve his happiness in life and work, that is, we want to build the VRBS FEL IX, the wellbeing city. 2. We want to scream for going back towards nature and with technology to man's full service as a mediation between the technological trends and the thoughts of our time. 3. We want to sing the beauty of the city and the of the houses immersed in greenery, offices and factories embedded in the environment and respectful of ecology and the territory, to give a new value to architectural design and landscape, promoting a dialogue with the social and cultural context. 4. We want to evolve the gray and melancholic cities and the technologies that attack man, to counteract the augmenting reality of climate change, rising water, urban waste problem and the consequent imperative of respect for resilience. 5. We want to promote innovation in a city, that allows slowness, sharing, the admirable vision of nature. 6. We believe that new the communication information technologies will enable people to live and work better in the green places. 7. We want all the arts to come together to design a new city, in complete beauty and architectural unity, and in full harmony with the environment. 8. We want to go back to build eco-cities and ask the citizens to love their city and to contribute to public and private green.

9. We say, whatever the form of architecture, it should embrace green spaces; green space should emerge in parallel, not subservient, to built forms. 10. We propose to the designers, the architects, the engineers and the geometers to design Green, Smart and Mild cities, aware that it is necessary to promote a new type of design, a new architectural and urban planning, unmistakably revealing new architectural and landscaping formulas, that will be translated into orders, proportions, harmonies, for a renewed alliance between man and the environment. Вот Метрополис Фрица Ланга, который в 1927 году хотел представить город будущего, уже во власти машин! И теперь Пророчество Метрополиса сбывается! Давайте же будем противостоять этому всеми силами, вдохнув жизнь в новую
модель города, города, в котором граждане будут счастливо и гармонично жить и работать. ЗЕЛЕНОГО города, в котором будет восстановлена гармония сосуществования человека и окружающей среды. Полностью ЗЕЛЕНОГО, экологически чистого города, расположенного в естественной, богатой зеленью среде, с подвесными, вертикальными садами общего пользования и садами на крышах, в котором всем жителям будет комфортно жить и работать. Конечно же, в нем должны присутствовать все существующие технологии, и такой город также должен быть УМНЫМ. Но все технологии должны быть созданы для человека, быть абсолютно простыми в использовании, и незаметными. Телекоммуникации будут обеспечены беспроводной связью для работы в портативном режиме, с использованием мобильного офиса, превалирующего над стационарным. В работе также будут использоваться SMART-технологии, все преимущества умного офиса, это будет умная мобильная работа. Необходимо учитывать возможность климатических изменений с тем, чтобы граждане были максимально к ним подготовлены. Этот город также будет КОМФОРТНЫМ. Его граждане будут любить и уважать его, и думать о своем счастье. Многие архитекторы пытались представить себе идеальный город. В некоторых случаях были достигнуты значимые результаты, например, города эпохи Возрождения, а затем город-сад и новый город (new town). И потому, мы считаем, наконец, настало время для того, чтобы создать настоящую и новую модель города, счастливого города, в центре внимания которого находится человек с его меняющимися потребностями в социальной жизни и в работе с использованием новых технологий. Вот перед нами VRBS FELIX, приступить к созданию которого предлагается прямо сейчас и здесь, в Воронеже! 1. 2. Мы громко призываем к возвращению к природе, к человеку и технологиям, направленным на служение человечеству в качестве посредника между технологическим тенденциями и мышлением нашей эпохи. 3. Мы хотим воспевать красоту города и домов, погруженных в зелень, офисов и фабрик, гармонично вписывающихся в окружающую среду, заботящихся об экологии и территории, что придаст новую ценность архитектурному дизайну и ландшафту, способствуя диалогу с социальным и культурным контекстом. 4. Мы хотим реконструировать здания – «экологические монстры», серые и депрессивные города, агрессивные к человеку, противопоставляя наши инновации реальности, грозящей нам климатическими изменениями, повышением уровня воды, проблемами с городскими отходами и необходимости придерживаться показателей ударной вязкости. 5. Мы хотели бы способствовать созданию обновлённого города, позволяющего возврат к размеренному образу жизни, к совместному использованию объектов, к любованию природой. 6. Мы считаем, что новые коммуникационные технологии позволят человеку жить и работать качественнее. 7. Мы хотим, чтобы все виды искусства объединились для создания нового города, в полной его красоте и архитектурном единстве, в полной гармонии с окружающей средой. 8. Мы хотим вернуться к строительству городов, заботясь при этом об окружающей среде, и просим граждан любить свой город и внести свой вклад в его общественное и частное озеленение. 9. Мы утверждаем, что любой архитектурный проект должен включать в себя зелёные пространства, находящиеся в постоянном параллельном развитии, свободные от обусловленности и ограничений строительными формами. 10. Мы просим дизайнеров, архитекторов, инженеров и геодезистов спроектировать Зеленый, умный и комфортный
город, с учетом необходимости продвижения нового типа дизайна, нового архитектурного и градостроительного планирования, безошибочно раскрывая новые архитектурные и ландшафтные формулы, которые найдут свое воплощение в благоустройстве, пропорциях, гармонии и возрожденном союзе между человеком и окружающей средой. In the Neolithic Era, as a result of climate change, which made it increasingly difficult to hunt, man became settled and anthropized the environment. So, man devoted himself to breeding and agriculture, in perfect harmony with nature. Just because of stable settlements and social life, great civilizations were born and the first scientific discoveries were developed. The first cities grew up, initially on a human scale, even idealized with models proposed by great thinkers. Unfortunately, large urban aggregations became, over the years, increasingly gray, unlivable and hostile to human and social life. At the turn of the third millennium, climate change is reappearing, moreover together with a new disaggregating element, globalization. The main answers are the environmental rescue with "Green Solutions" and the overcoming of globalization with "Smart-ICT Technologies". VRBS FELIX (Happy City) is a new city model, “green & smart” together, that rewards the pursuit of happiness of its citizens, even for a renewed alliance between man and environment.
