|Cuban Oil Drilling...

Florida may have a ban on drilling for oil off our coast, but that doesnâ&#x20AC;&#x2122;t affect our neighbor to the south. Just 90 miles from Key West sits the island nation of Cuba, and last month they came one step closer to putting an oil rig in the Florida Straits, something that is creating a huge outcry from environmentalists, who fear that another Deepwater Horizon type blowout will result in oil covering our beaches.

Models predict that 90 percent of oil from such a blowout would be transported northward to the Keys and up along Floridaâ&#x20AC;&#x2122;s East Coast.

Last month, the U.S. Coast Guard and HQYLURQPHQWDO VDIHW\ RIĂ&#x20AC;FLDOV LQVSHFWHG and approved a drilling platform that is headed to Cuba, where the Spanish-based Repsol YPF oil company plans to drill off Cubaâ&#x20AC;&#x2122;s northwestern shores â&#x20AC;&#x201C; about 70 miles from the Keys. In an attempt to alleviate some concerns, Repsol invited the U.S. Inspectors to check out the platform â&#x20AC;&#x201C; called Scarabeo-9 â&#x20AC;&#x201C; even though it will be operated within Cubaâ&#x20AC;&#x2122;s Exclusive Economic Zone and thus be beyond the reach of the United States.

In a statement released last week, the Interior Department said that the inspectors â&#x20AC;&#x153;reviewed vessel construction, drilling equipment, and safety systems â&#x20AC;&#x201C; including lifesaving DQG Ă&#x20AC;UHĂ&#x20AC;JKWLQJ HTXLSPHQW HPHUJHQF\ generators, dynamic positioning systems, machinery spaces, and the blowout preventer.â&#x20AC;? â&#x20AC;&#x153;The review compared the vessel with applicable international safety and security standards as well as U.S. standards for drilling units operating in the U.S. Outer Continental Shelf. U.S,â&#x20AC;? the statement said. â&#x20AC;&#x153;Personnel found the vessel to generally comply with existing international and U.S. standards by which Repsol has pledged to abide, although the review does not confer DQ\ IRUP RI FHUWLĂ&#x20AC;FDWLRQ RU HQGRUVHPHQW under U.S. or international law.â&#x20AC;?

Repsol YPF has contracted with the Cuban government for the right to explore in a section of the Straits of Florida that is generally deeper than the area where the Deepwater Horizon exploded and sank.

Personnel from the U.S. Coast Guard and the Department of the Interiorâ&#x20AC;&#x2122;s Bureau of Safety and Environmental Enforcement (BSEE) completed the inspection on Monday off the coast of the Caribbean nation of Trinidad and Tobago.

While the United States has no RIĂ&#x20AC;FLDO VD\ LQ ZKHWKHU RU QRW 5HSVRO FDQ drill in Cuban waters due to a full trade embargo that has been in place since 1962, Repsol does have leases with the Interior Department in Gulf of Mexico waters, which gave the federal government enough leverage to get the company to commit to following American standards and to let U.S. inspectors examine the vessel outside of Cuban waters.

The $750m Scarabeo was designed by Norwegian engineers; its structure was EXLOW LQ &KLQD DQG LW ZDV Ă&#x20AC;WWHG ZLWK WKH latest deep-water drilling technology in Singapore. It is considered to be state of the art.

Cuba has been planning since 2000 WR VROYH VRPH RI LWV Ă&#x20AC;QDQFLDO ZRHV E\ exploiting its oil resources â&#x20AC;&#x201C; estimated to be as high as 9 billion barrels by the U.S. Geological Survey.

The Cuban government has designated 59 blocks encompassing 43,200 square miles where a half-dozen private energy companies â&#x20AC;&#x201C; including Repsol, which has contracted for 22 of the blocks â&#x20AC;&#x201C; have said they could drill GHHS ZDWHU WHVW ZHOOV 1RQH RI WKH Ă&#x20AC;UPV are American due to the embargo but some U.S. Firms have expressed interest.

The topic of Cuba drilling for oil was a hot one at last Septemberâ&#x20AC;&#x2122;s Society of Environmental Journalists (SEJ) annual conference, where Daniel Whittle, Cuba program director of the Environmental Defense Fund and Jorge Pinon, former president of Amoco Corporate Development Company Latin America now doing research at Florida International University, said that all countries that could be affected by a spill need to be in constant dialogue. â&#x20AC;&#x153;There is an urgent need to come up with a plan to manage a high-risk event if it were to occur in order to avoid an incident like the 2010 BP oil spill,â&#x20AC;? said Whittle. â&#x20AC;&#x153;This event should generate game changes

in [the] U.S. and Cuba relationship since it is in both countriesâ&#x20AC;&#x2122; best interest to foster a better relationship in order to protect the marine and coastal environments.â&#x20AC;?

Pinon explained that Cubaâ&#x20AC;&#x2122;s main interest lies in the fact that the successful achievement of this drilling project will provide about the exact amount of barrels needed for Cuba to sustain itself.

On November 9, Florida Senior Senator Bill Nelson â&#x20AC;&#x201C; long an opponent of oil drilling off our coast, introduced a bill that would require foreign companies drilling in Cuban waters to pay for damage to U.S. Territory without liability limits. He was joined by Florida Republican Marco Rubio and Senator Robert Menendez, a New Jersey Democrat. â&#x20AC;&#x153;The legislation the two senators introduced would change this provision to ensure that U.S. claimants can sue foreign spillers directly. The bill would also remove the $75 million liability cap for spills emanating from foreign waters, and would also ensure that U.S. spill victims could avail themselves of the Oil Spill Liability Trust Fund for such spills,â&#x20AC;? according to a summary from the senatorsâ&#x20AC;&#x2122; RIĂ&#x20AC;FHV Nelson, Menendez and Rubio are joined in their concern by Florida Republican Congresswoman Ileana RosLehtinen â&#x20AC;&#x201C; who chairs the House Foreign Relations Committee. In May of 2011, she introduced legislation in the form of H.R. 2047 that would place sanctions on foreign companies participating in exploratory drilling off of the island nation. â&#x20AC;&#x153;A state sponsor of terrorism is poised to achieve a tremendous economic boon by entering the oil business and endangering US waters to boot,â&#x20AC;? she said. When Cuba will begin drilling the wells is uncertain, but the Scarabeo-9 platform is expected to be off the nationâ&#x20AC;&#x2122;s coast by the end of January.

The majority of Leeâ&#x20AC;&#x2122;s volunteer work has been in the areas of children and education. She chaired the Exceptional Ed School Advisory Committee for six years and was elected to the School Board of Sarasota County for a term from 1990-94. She has served on the Teen Court d board since the early 1990s, is a Big Sister and on the corporate board, and is a member of the Family Safety Alliance which supervises foster care in Sarasota, Manatee and DeSoto counties.

Branching out to service for older people, she is on the board of trustees for Plymouth Harbor and is vice chair of the Human Services Advisory Committee which advises the Sarasota County Commission on several million dollars in grants for programs for Susan Keal, Lee Hayes Byron (Leeâ&#x20AC;&#x2122;s daughter), Lee children, the elderly, sick and homeless. |Siesta Key Round Up... #1 beach going after #1 improvements

The Sarasota County Commission is fast-tracking plans for improvements for Siesta Public Beach. Rather than waiting for the 14 years originally planned for the project, commissioners are pushing for two years. The only question will be getting the funding in that period of time.

Money has been allocated for the initial design and permitting work, with current plans to begin stormwater drainage work this summer and all work to be complete by spring of 2014.

Improvements will include construction of new tennis courts, maintenance facility, restrooms and concession area on the HDVW VLGH RI WKH SURSHUW\ LQ WKH Ă&#x20AC;UVW SKDVH 7KLV ZRUN ZRXOG EH followed by improvements to the main parking lot, restoration of the beach pavilion and construction of a new public safety building and concession area.

Not quite so tight

Sarasota County completed improvements to Beach Access 12 this summer. This tightest of all tight accesses near Stickney Point Road now has room for cars to turn around at the end rather than having to back out of the access.

The enlarged space will also allow access for trucks when theyâ&#x20AC;&#x2122;re needed on occasion to haul seaweed off the beach.

Lighting to be looked at

Following complaints from many in the community, Sarasota County is looking into improved lighting for pedestrian crossings in Siesta Village, in particular the area in front of Gilliganâ&#x20AC;&#x2122;s and Daiquiri Deck. Additional lighting had been proposed during the initial planning of the Village %HDXWLĂ&#x20AC;FDWLRQ 3URMHFW EXW ZDV GHHPHG WRR H[SHQVLYH DW WKDW time.

Major repairs planned for bridge

The Florida Department of Transportation will begin a major rehabilitation of the Siesta Drive Bridge on June 5 of this year.

Following open meetings and community input, FDOT has agreed to keep both lanes of the bridge open during the day DQG RQH ODQH DW QLJKW EHWZHHQ S P DQG D P ([FHSWLRQV will be during the Fourth of July (June 29-July 8) and Labor Day (Aug. 31-Sept 3) holidays.

|Sunsets and a Walk on the Beach By Ben Nelson ©2011...

“You know, we haven’t gone down to watch the sunset in a long time. Why don’t we go for a walk on the beach tonight?” My wife and I say this to each other at least 3 or 4 times a year. I bet we’re not the only ones that are so involved with work and our day to day routines that we forget that there’s a world class beach with the most beautiful sunsets anywhere, all of 5 minutes away. It’s so strange… it’s like we have to “make” ourselves go there, but as soon as we walk out onto the beach, on a calm evening just before the sun touches the water, we can’t believe what we’ve been missing and that we’re not there every day.

It feels so good to stroll along without any purpose other than to take in the scenery and relax. Your only goal is to listen to the waves gently end their journey by setting themselves with a whoosh onto the shore, to feel the clean coarse sand on your feet, to close your eyes and feel the gentle sun and breeze on your face. We talk… not about work, but about the sandpiper zigzagging back and forth in front of us, about the coquinas that appear and then frantically rebury themselves beneath our feet with every wave, about the beautiful patterns and variety of colors in the sky surrounding the sun… about that one heavenly beam of yellow light escaping between the distant clouds. Soon we’re both stooped over, looking down as we walk, stopping

now and then to exam an unbroken or especially colorful shell. My favorite thing to look for is driftwood. I like how the rough edges seem to have been painstakingly sanded to perfection by chance… like some of the people I’ve got to know in my life.

Occasionally you pass another person or couple and you nod to each other, acknowledging that you’re sharing the same wonderful experience. Although watching the wildlife is fun… people watching can be just as interesting.

For example…it’s pretty easy to spot our tourist friends. I have a favorite list of signs that may lead you to believe that someone is a visitor to the area. 1. He’s wearing shorts with black socks and sandals or dress shoes. 2. The FRXSOH LV ZHOO FDPRXÁDJHG LQ PDWFKLQJ VHDVKHOO SDWWHUQHG RXWÀWV 7KH\·UH ZHDULQJ ZD\ WRR PXFK FORWKLQJ 4. They’re wearing way too little clothing. 5. The water temperature is below 70 degrees and they’re swimming. 6. They are so sun burnt that you’re tempted to throw a blanket on them and roll WKHP RQ WKH JURXQG WR SXW RXW WKH ÁDPHV Lori and I invariably end up sitting side by side together next to our sandals, our toes digging into the cool sand, as we watch the sun ever so slowly disappear beneath the horizon. After the sun has blinked out, we pause quietly for a minute, but the show is over. We haul each other off of our sandy butts and KHDG EDFN WRZDUGV RXU GD\ WR GD\ lives, somehow calmer, refreshed and PRUH FRQÀGHQW WKDW ZH DUH EOHVVHG WR live in the best place in the world. Arm in arm, one of us always says…“We should do this more often!”

About 15 minutes south of Siesta Key is a unique tour called “Just Ducky”.

It’s a trip on the JD Dolphin LARC V((Light Amphibious Resupply Craft), an ex military vehicle commonly known as a duck. The comfortable, open air boat is U.S. Coast *XDUG FHUWLÀHG IRU up to 27 passengers.

One climbs a ladder to board because the trip starts in a parking lot beside US 41 (the Tamiami Trail) in Nokomis located between Sarasota and Venice. Once aboard, Captain Stewart and son Shane give you the history of “Ducky” and its capabilities. Then you are off down the three lanes of US 41 - high DERYH WKH WUDIÀF PXFK WR the amazement of passing motorists. Shane hoots his ancient horn at people and there is much waving by everyone on board.

Ducky enters the water at the old railroad station park in Venice. The captain points out nature habitats and other highlights of land and sea as you travel the picturesque inland waterways of Venice and Casey Key down to the Gulf of Mexico. Often dolphins swim alongside and an occasional manatee is sighted.

You’ll see ospreys, other wildlife, and beautiful waterfront sights.

The Duck returns to shore at Higel Park boat launch on Venice Island. You’ll then travel by land down scenic Venice Avenue with much more hooting at the pedestrians and storekeepers. Then you’re back over the bridge that you had earlier gone under by water. Back to the lot and you’ll be talking about this cruise for a long time!

A: At the bar I worked at back home, we had a retirement party for one of the regulars who was probably 60 years old.

Well, several drinks into the night, he proceeded to stand up on the bar, take off his pants, and start dancing.

The white pelican is one of the largest and heaviest birds found in Southwest Florida. Only the wild turkey, back from its own brush with extinction, is larger. That said, the white pelican has a much longer wingspan, measuring nine feet across for a mature bird. The white pelican is one of only seven pelican species worldwide; the only other pelican native to North America is the familiar brown pelican. There is one pelican species in South America, the Peruvian pelican, which is similar in appearance to the brown pelican but more than twice as large.

Over the past 20 years the sightings of the white pelican throughout the region have increased dramatically.

In the early 1990s it was found only on remote barrier islands and along oyster bars along the coastline. Today it can be seen regularly in Myakka River State Park, Rookery Bay, and many other locations. A stunning bird WR REVHUYH LQ Ă LJKW WKH ZKLWH SHOLFDQ has conspicuous black tips at the end of its wings and carries one of the largest bills in the world. (The Australian pelican, which is seven pounds heavier than the white pelican, has the largest bill of any bird species on earth.)

During the nesting season the white pelican develops a large, conspicuous plate on its upper bill. Its purpose is not entirely understood but is believed to be related to breeding displays. Unlike its brown cousin, the white pelican does es not dive for its food. Instead it forms a communal group that herds its catch into shallow water or surrounds a school of sch minnows, then minnow feeds on them by dipping its di large bill into

the water and scooping them up. Although LW IHHGV RQ VDOWZDWHU Ă&#x20AC;VK GXULQJ WKH winter months, its primary diet consists of IUHVKZDWHU VSHFLHV VXFK DV SHUFK VXQĂ&#x20AC;VK suckers, and carp. As the white pelicanâ&#x20AC;&#x2122;s numbers have rebounded, it has come LQFUHDVLQJO\ LQ FRQĂ LFW ZLWK WKH JURZLQJ aquaculture industry in the southeastern United States.

Because of its commanding size, the white pelican has few natural predators.

Like many other birds, this pelican was severely impacted by the widespread use of DDT and other pesticides beginning in the 1940s until DDT was banned in the United States in 1972. The white pelican
