By now most of the non-seasonal residents will have seen the dramatic construction that is underway at the Landings Shopping Center.

Benderson Development is reportedly undertaking an estimated two million dollar renovation of the aging plaza.

The makeover is expected to include re-roofing of the center.

It will also include the support pillars which will be girded with an attractive design along with numerous flower beds planned along the walkway. The composition of the current sidewalks is being replaced with state-of-the-art pavers.

In addition, approximately eight feet of the sidewalk is expected to be extended so the area under the portico can be utilized for outdoor dining. The parking lot will be reconfigured to accommodate the wider sidewalk areas and newly landscaped islands.

LMA Meeting Notes LMA Pres., Deirdre D’Silva opened the meeting by introducing Kathy Stern as the new chairperson of the Safety and Security Committee. She thanked Neil Goldman for serving on the committee for 3.5 years and reported he would stay on the committee and provide legal guidance. D’Silva led a group of committee chairs to meet with leadership at Stoneybrook of Palmer Ranch to see how they protect their natural assets. They came away with some great ideas that may be implemented at The Landings and a discussion of environmental issues followed. She thanked several Association Presidents who have already agreed to join in the natural resource preservation effort. Another effort in the works is identifying people in the community interested in birding. With their help they are hoping to compile a list of birds that inhabit The Landings.

FINANCE REPORT

Treasurer, Dick Bayles projected an estimated $14,000 loss by the end of the year but cautioned it’s still too early to make an accurate projection.

He also reported making a category change on the gate repair expense. Nine delinquent owners’ accounts have been turned over to the LMA attorney for collection. Four C&D accounts are also unpaid and are early in the collection process.

DRAINAGE

Committee chair, Michael Knupp reported cleaning out a few drain pipes.

In particular, they removed a huge rock from a drain pipe at Kestral Park Place and Kestral Parkway South which should dramatically improve drainage conditions in that area. A broken grate near the racquet club is being replaced.

Most drainage problems occur on the streets of Kestral Parkway South and Flicker Field Circle. As the storm season approaches, residents are asked to keep swales on their properties mowed and cleared of debris.

LAKES

Lakes chair, Michael Knupp reported the committee is in the process of applying for a county grant to offset expenses associated with making the lakes healthier. The grant would likely be used to purchase water plants that would help with erosion challenges around the edges of some of the lakes.

Recent rains have filled most of the lakes to capacity and most are nearly algae free. The committee is also enlisting Associations to establish what the County calls a “ring of responsibility“around each lake. This ring is a 3 foot buffer from the edge of the lake that is not mowed. This allows grass to grow taller which will slow erosion and prevent fertilizer from getting in the lakes. It will also eliminate grass clippings from entering the lake and be safer for landscaping crews.

COMMUNITY EVENTS

Chairman Doug Day, announced the Summer Pool, Family Swim Party is scheduled for June 29.The event will be catered by PDQ and will include a surprise that everyone will enjoy.

LMA Pres., Deirdre D’Silva reported Lou Grossman shared a list of ideas that Landing’s residents might consider to become more active in the overall community of Sarasota.

The list included: * An art or photography show to benefit All Faiths Food Bank. * A tennis clinic for underprivileged children.

* Volunteer to cleanup a section of Siesta Key Beach. * Host a boat ride for underprivileged children. * Organize a Landing’s Brigade to volunteer periodically at Sarasota Memorial Hospital. * Sponsor an All Faiths Summit with speakers of all religions. * Donate bullet proof vests or other equipment for the SC Sheriff’s Department. * Contact the New Town community and ask if The Landings community can do anything to help them. * Volunteer to help enforce the “No Wake” zone at the gazebo. * Sponsor a Charities Gala at The Landings.

SAFETY AND SECURITY

New Chairman Kathy Stern, reported troubling results from the new speed detection camera Traffic Hawk. During testing on May 28, there were 24 violations during a 24 hour period.

Warning letters are being sent out to those going 10 miles over the speed limit. They will not count toward violations during the community 60 day grace period. The committee hopes warnings will deter residents from speeding. An Appeals Committee made up of four residents unaffiliated with the Board, has been established to address enforcement issues. Board members were given proposed changes to the speeding policy to consider.

A complete reassessment of security at The Landings is underway. The committee is sending out requests for proposals to six security companies, including the current vendor, in an effort to improve security. Aside from the security companies, the committee is also looking at other measures to enhance security.

MAINTENANCE

Maintenance Committee chair Joan Golub reported fifteen signs and one post were replaced this month as part of the sign replacement program. A cement border is being repaired along Kestral Parkway South and Landings Boulevard and reflective delineators will also be installed for improved safety in that area.

COMMUNICATIONS & PR COMMITTEE

Chairman Norman Olshansky, reported good news regarding the website. The committee engaged a web professional to work with them and they will not need to redo the entire site, their goal is to bring it up to speed. In addition, they hope to enlist a volunteer to market the website to realtors and create a periodic newsletter to provide updates on LMA activities open to all residents.

She said, “Why travel up-and-down Tamiami Trail? Let’s enjoy a fun gathering of our own residents and friends with everyone bringing a refreshment and appetizer they enjoy sharing.”

She believes the Happy Hour events just get better each time.

The latest evening gathering gave members an opportunity to meet and mingle with more of our year-round residents. She expected a smaller and more intimate group, but over fifty members came to meet, eat, and mingle!

Looking to the future Happy Hour Wednesdays will be held, on August 8th, and October 10th, from 6:00 pm to 8:00 pm. Mark your calendar since we are putting “Happy” into Landings Happy Hour.

LHA Meeting Notes At its regular June meeting, the Board approved: • Exterior paint colors on Pine Harrier Drive, Landings Court and Flicker Field Circle.

• Roof tile replacement on Pine Harrier Circle.

• A tree and plantings removal Pine Harrier Drive, Flicker Field Circle and Kestral Park Way S. • The replacement of a concrete driveway with pavers on Kestral Park Place.

• The installation of a generator and buried LP tank on Pine Harrier Circle.

The board reviewed plans for a garage extension on Pine Harrier Circle approved earlier subject to its review. Questions were raised and the plans must be resubmitted showing the revised residence on a survey of the property.

The June meeting of the LHA Board will take place on July 12, 2018, at The Landings Racquet Club at 7:00 pm.

In early June a contingent of Landings residents representing the Aesthetics, Communications Environment, and Lakes and Drainage Committees of the LMA visited Stoneybrook in Palmer Ranch to learn best practices for the care of our Lakes.

Representatives from Stoneybrook, Forest Crooke, Grounds and Natural Assets Manager and Ken Brinker, Vice Chair Natural Assets, were very generous with their time and gave us an informative presentation on the process they have been utilizing for the past several years on their 37 Lakes to successfully minimize the need for chemical spraying, slow erosion and to attract more birds and other wildlife.

The first step they took was to make sure that their Lakes were in compliance with the Sarasota County Ordinance that proposes that each Lake should have a Ring of Responsibility (low maintenance zone) or grass buffer around its edge.

They also made sure that each Landscaper working in their property signed an agreement and was aware of these Rings and did not blow any grass clippings into the Lakes when the Rings were being trimmed, nor spray the Rings with chemicals. These requirements are also detailed in the Sarasota County Ordinance.

Next, they added plants to their Lakes to help filter the nutrients in the water and slow erosion. After implementing these strategies, they noticed over time more birds, and the need to use chemicals such as copper sulfate to control algae greatly diminished.

During the tour of the property, we got to see their Lakes, and areas in their preserves where they removed invasive trees.

After the meeting, the consensus among the group was that we are on the right track by working in collaboration with our Associations and Residents to put Rings of Responsibility or buffers (12-15 inches high and 3-4 feet wide) around the Lakes. In our opinion, the Lakes at Stoneybrook looked beautiful and well maintained with the Ring of Responsibility and Aquatic Plants.

and Drainage Chair Mike Knupp: michaelknupp9@ gmail.com In the meantime, Mike Knupp, Lakes and Drainage Chair and Maralyn Kaufman David, Environmental Chair are in the process of applying for a neighborhood grant through Sarasota County to continue to meet our objectives of improving the water quality in our Lakes, slow erosion and attract more birds. In this grant we will be focusing on 3 Lakes (Bayview Lake, Mayne Lake and Starling Lake). These three Lakes are interconnected and their waters empty out into Sarasota Bay and Phillippi Creek. In the grant, we will be asking for funds to purchase aquatic plants that will help filter out nutrients and slow erosion.

As part of the application process, the County is looking for community support in the form of resident signatures. We will have a form available at the front desk of the Landings Racquet Club and would appreciate your signature showing your support for this project.

The County also requires that the community

matches the funds provided either by cash, in-kind donations, professional labor or volunteer hours.

We will be looking for residents who are interested in volunteering their time to this project, particularly master gardeners with knowledge of aquatic plants.

I hope that someday our community will be able to share knowledge and help another community in the way that Stoneybrook did for us. Their warmth, generosity of their time, and valuable information shared will not be forgotten.

Traffic Hawk

The new speed detection system, Traffic Hawk, has been deployed at various locations within the community for the past several weeks. Warning notifications will be sent out to speed violators for the months of June and July. Please be mindful of your speed and advise your guests to do the same.

Do Not Miss My wife and I celebrated our 51st anniversary there tonight. From the rose pedals and anniversary card on the table when we arrived made the evening outstanding.

In addition our waitress Delores made us have a very memorable evening. I must also say the food was perfect and as a final nice touch the chef gave us a special dessert.

No. 1 -- No question about it!

I was vising Mom on our birthday, same as I have been doing in Sarasota for over twenty years. What a happy discovery this was! I was walking by during the day and noticed “this new restaurant.” The proprietor (a handsome and extremely affable young man) welcomed me to stop in and have a look. He told me that the restaurant was only three months old. I walked around and was immediately taken by the 10,000 gallon giant fish tank. (I’m a scuba diver so I was thrilled with this.) The place is stunningly neat, clean, and immaculate. That alone makes you want to eat here. I came back for dinner the same night with Mom. I had oysters on the half shell then a delicious filet. Two drinks suited me fine with dinner, not too strong, not too light. The service was outstanding and the food was the best you’ll find in Sarasota, an believe me, I’m Mr. Picky -- if the food, service, and atmosphere ain’t good I’ll be the first person to make my complaints known. No complaints about this place, just the highest compliments I can offer.

A British couple were checking this place out the next day, and I told them, “This is it. Have dinner here. You won’t regret it.” They said, “Right, thanks for the tip. Will do.

Landings Property Named in Herald Tribune Article |Investigations by Sarasota County Property Appraiser have added millions back to the tax rolls If you’re looking to make a little extra money with a short-term rental on your primary residence, you could be in for a very costly surprise if you also claim a homestead exemption.

Back in October 2014 the office of the Property Appraiser’s began reviewing all of the county’s 97,887 homestead exemption accounts, of that amount 534 were found not to be in compliance with state law. Evidently, one of the 534 properties is located at 5440 Eagles Point Circle in the 16 unit condominium.

In 2015, from October through May of this year, investigations brought back $380,264,000 back on the tax rolls, with taxes, penalties and interest having added up to $8.6 million with $7.5 million already collected. A total of $551 million have been added to the tax rolls over the past three-and-a-half years through audits of homestead exemptions and other investigations, netting $12,492,000.

According to the Herald Tribune article dated June 18, 2018, the County placed a $178,862 lien on the Eagles Point property citing tax fraud.

Buzzfeed Names Fresh Catch Top New Florida Restaurant to Try in 2018 According to a list published on the popular website Buzzfeed.com, Fresh Catch is the top new restaurant diners should check out in Florida in 2018.

Data focusing on new restaurants that opened during the past year from the restaurant-review site Yelp.com was used to compile the list. Only one restaurant was chosen from each state, adding to the impressive recognition this small restaurant is receiving.

Fresh Catch’s father/son duo, Bob and Devon Provost, have a serious passion for seafood which started way back when the family lived in the Boston area. Their simply prepared, never-fried, never-frozen dishes are paired with a variety of simple sauces that serve to complement, so the freshness of the seafood shines.

The Provost Family Wishes Everyone a Happy 4th of July

Siesta residents, workers, and visitors who needed to use the north bridge to get on and off the island on June 14 probably felt as though they were seeing seasonal traffic woes multiplied many times over.

The Sarasota Police Department sent out an alert via Twitter that Siesta Drive was closed in the 800 block because of a single-vehicle crash with serious injuries. Vehicles were being re-routed onto Norsota Way. “We’re asking you please avoid the area and find an alternate route,” the Twitter alert added.

Genevieve Judge, the public information officer for the Sarasota Police Department (SPD), indicated that only one person — the male driver — was in the vehicle, which hit a Florida Power & Light Co. (FPL) pole just before 6 am on June 14. She did not have his age when she responded for the request for information.

“Officers didn’t clear the road until after 10 am and then FPL worked to replace the pole,” she added.

A second Twitter alert on June 14, which reported that Siesta Drive had reopened to traffic, also noted that an FPL crew would be working throughout the day to install a new pole.

One driver caught up in the crush of diverted vehicles said Norsota Way proved a problematic detour because of landscaping companies’ equipment and trucks blocking sections of the road. Drivers had to play a form of motorized hopscotch to get around them.

We held our annual Memorial Day BBQ on Memorial Day. This year was a bit smaller than the last few years. We ended up with 108 people that came out to celebrate the day including 24 military veterans.

Thank you to our chefs Edvin & Gary for cooking all the burgers and hot dogs. I’d also like to thank Mike & Christine Knupp, Nancy Ferraro and Dick Bayles for their help in the kitchen and behind the bar. All the volunteers that helped with the food prep and cleanup certainly make events of this size much easier to pull off. We couldn’t do it without them.

Are you looking for more tennis? We are receiving a lot of calls in the Pro Shop lately to find “subs” for social games.

Since the summer is here, there are less tennis players on the courts. The seasonal members have already left and some of the year-round members are taking their summer vacations. If you are interested in playing more tennis, please contact the Pro Shop and let us know when you are available. We are frequently looking for members to be a “fourth” in the 8:00 or 9:30 am social games.

When you go out to practice, make sure you work on the quality of your shots. Realize that your cross-court shots are the foundation of your game for singles and doubles. Try to improve the depth of your shots so you can push your opponent’s back. This will give you many short ball opportunities to attack and come to the net or to move the opponent around the court. Basically, if you can hit the ball deep you have a chance to bully your opponent and take control of the point. Practice with patience on this goal because hitting the ball consistently deep is one of the hardest things to do in tennis.

We will have our annual Wimbledon Social Round Robin on Saturday, July 14th from 9:30 to 11 am. Followed by breakfast at Wimbledon from 11 am – Noon. We will be serving mimosas, scones and strawberries and cream.

So far, this summer has not been a good one for snowy plovers on Siesta Key, Kylie Wilson, the Sarasota coordinator for Florida Audubon’s Shorebird Monitoring & Stewardship Program, told SKA members during their June meeting.

While Siesta’s total number of nests in 2017 was approximately 20, she said, this year — with the season half over — only five have been counted.

The primary reason the birds are not doing well on the island, Wilson added, is most likely the raiding of the nests by crows. We had a good response to the survey sent out in early May. We closed the survey in the first week of June, with 198 responses from the 430 surveys distributed by e-mail and mail. This represents 46% of our membership.

The Club’s management has work to do to evaluate the non-statistical information requested in the survey – comments and suggestions; a separate report will be forthcoming when work is completed. A heartening result from the survey is that 40 respondents indicated they were interested in volunteering for the Club in addition to the 13 that indicated they already were.

With respect to the following statistical information, note that this represents only 46% of our membership, presumably the most active. The responses from mandatory (Landings South) vs. optional members was close (about 5%) to the percentages each represents of our entire membership. Again, recognize that our optional members will certainly be more active on average than our mandatory members.

Cosentino Charter amendments only a few signatures short

Progress on Landings Shopping Center Continues

The Eagle took the opportunity to check in with the Sarasota County Supervisor of Elections Office to find out the status of the Sarasota County Charter petition drive that Siesta resident Mike Cosentino began in July 2016.

The petitions Cosentino and supporters have been gathering on behalf of Reopen Beach Road would try to revoke the County Commission’s May 2016 vacation of a 357-foot-long segment of North Beach Road and make it impossible, under the aegis of the Charter, for any future board to abandon similar county-owned waterfront property.

The elections office provided these figures on June 20: The total for proposed Amendment 4.1, 13,695; for proposed Amendment 4.2, 13,496.

He has made major progress since early April, when the Supervisor of Elections Office reported the number of valid signatures on the petition for proposed Amendment 4.1 was 8,489; he had 8,362 on petitions for proposed Amendment 4.2.

Cosentino needs 13,866 valid voter signatures to get the proposed amendments on a ballot.

The County shall provide maximum right of way use of Beach Road for public access, including vehicular use and viewing of waterfront vistas. The County shall make Beach Road accessible to mobility impaired persons.”

One of the most exciting elements will be a Starbucks which is to be located between Sweet Tomatoes and the Fifth Third Bank and close to the sidewalk bordering Tamiami Trail. It is anticipated this will be a tremendous draw of customers to the mall.

Unfortunately there isn’t any new information on the opening of the restaurants under construction. Further, the renovations do not pertain to the structure owned by Publix or the adjacent parking lot. Hopefully once Publix sees the wonderful improvements they too will want to update and coordinate with the new motif.

FDEP Secretary Grants Permit for Dredging of Big Sarasota Pass

By Rachel Brown Hackney Two days after U.S. Sen. Marco Rubio of Florida toured severely eroded areas of South Lido Key Beach, Florida Department of Environmental Protection (FDEP) Secretary Noah Valenstein granted the Joint Coastal Permit that the City of Sarasota and the U.S. Army Corps of Engineers (USACE) need to dredge Big Sarasota Pass to renourish a 1.56-mile stretch of South Lido.

However, Valenstein did stipulate that the removal of sand from Cut — or borrow area — B of Big Pass and the easternmost 1,200 feet of Cut C may not occur from April to September.

He further stipulated that the permit authorize the removal of up to 1.3 million cubic yards of sand, instead of more than 1.7 million cubic yards, as FDEP would have allowed when it issued its December 2016 Notice of Intent to allow the project to proceed.

Valenstein’s June 18 Final Order points out that the city and the USACE “did not model the effects of dredging 1.732 million cubic yards of sand from the ebb shoal and pass. There is insufficient evidence in the record to support an authorization to remove more than 1.3 million cubic yards of sand.”

The two new permit conditions were included in the Recommended Order Florida Administrative Law Judge Bram D.E. Canter issued on May 8, after reviewing testimony and evidence in a five-day Florida Division of Administrative Hearings (DOAH) case held in December 2017, mostly in Sarasota.

During that proceeding, the Siesta Key Association (SKA), Save Our Siesta Sand 2 (SOSS2), and three individuals who reside on Siesta Key challenged FDEP’s plans to issue the permit to the city and the USACE. They presented expert witnesses who explained what they have contended will have negative consequences for Siesta Key and Big Pass itself if sand is removed from the waterway and its ebb shoal.

Canter referenced the expert testimony of one of the SOSS2/SKA witnesses — R. Grant Gilmore Jr. — as the basis for his decision on the borrow area restrictions. Gilmore, who is president of the Vero Beach consulting firm Estuarine, Coastal and Ocean Science Inc., explained that he had discovered — through a field trip to the pass in the summer of 2017 — that spotted sea trout spawn in two areas of the waterway. Gilmore pointed out that such spawning sites are not common. As Canter noted in his Recommended Order, Gilmore testified that the areas are used repeatedly and “are important to the conservation of the species.”

Those trout spawn from April through September, Canter added.

The Lido Key Residents Association (LKRA) — which was allowed to intervene in the case — submitted Exceptions to Canter’s order, saying Canter was wrong to give weight to Gilmore’s testimony.

“Dr. Gilmore’s field investigation consisted of a single, one hour visit wherein he utilized a hydrophone to detect sounds in the water,” the LKRA argued. “In that one hour, Dr. Gilmore testified that he heard spotted sea trout spawning in certain areas, the sounds being more intense in some areas as opposed to others. … Dr. Gilmore did not testify that he saw any spotted sea trout, his identification of their location and spawning activity was solely based on judging what he was hearing,” the LKRA contended.

“Dr. Gilmore presented no evidence to suggest that there were spotted sea trout spawning sites within the entirety of proposed Cut B,” it added.

Regardless of the stipulations in the Final Order, a June 19 city news release said, “Subject to any future litigation delaying this critical project, work is expected to begin by Spring 2019 and be completed by next hurricane season.”

In that release, City Manager Tom Barwin noted of the Final Order, “After losing approximately 15 feet of shoreline during Hurricane Irma and the deceptively destructive Subtropical Storm Alberto last month, this is uplifting news.” He continued, “In addition to the city’s infrastructure being increasingly vulnerable to saltwater intrusion, we are now experiencing high risks of property damage and business interruption.”

The release also pointed out that an agreement between the city and the USACE “will be executed soon. The U.S. Army Corps of Engineers will oversee the dredging portion of the project while the City will be responsible for monitoring it.”

Accompanied by city commissioners and Barwin on June 16, Rubio referenced the $13.5 million in funding the USACE announced for the Lido Renourishment Project on June 11. “Our job now is to get that money going,” Sen. Rubio added.

“This time next year, there should be a beach out there.”

City staff has estimated the total cost of the project at approximately $22 million, with the rest of the funding to be split evenly between county Tourist Development Tax revenue set aside for the city for beach renourishment/maintenance initiatives and a state grant.

Since Canter filed his Recommended Order, Barwin has sought to persuade the SKA and SOSS2 from pursuing further legal challenges.

In the news release, he said, “I again urge the handful of people litigating this matter to forego additional litigation and work with us to become environmental and shoreline protection leaders in the state of Florida. I remind all this permit requires

unprecedented monitoring and future adjustments as warranted.”

“We’re pleased that Lido has gotten funds,” SKA President Gene Kusekoski said in a June 20 telephone interview, referring to the USACE’s June 11 announcement. “They are our neighbors and they are in crisis. … Our one and only objection is the source of sand.”

The SKA has been especially concerned, Kusekoski continued, about dredging in Cut C. “Once you dig that trench, you change the dynamic of the pass and God knows what’s going to occur.”

Kusekoski also took exception to the fact that

Barwin continues to indicate that only a small number of Siesta residents are opposed to removal of sand from Big Pass. An SKA survey in 2017 showed 88% of the nonprofit’s members were resolutely against the project, Kusekoski noted, and they represented about one-third of the island’s residents.

SKA Vice President Catherine Luckner pointed out in a June 20 email that the SKA filed a Verified Complaint in March 2017 in the 12th Judicial Circuit Court as a second means of halting the dredging of Big Pass.

“The purpose of the SKA Verified Complaint is to encourage the City of Sarasota to engage Sarasota County to develop a Best Practices project,” Luckner stressed.

“We hoped the complaint would encourage the City of Sarasota as a ‘good neighbor’ to work with the County regarding coastal management,” she added in the email.

“SKA will continue to work for a best practices project, through donations, researching and engaging governmental representatives, serving the public interest of natural resources, and focusing on the recreational and financial stability of our unique and beloved coastal community,” she concluded her statement.

In a telephone interview Peter van Roekens, chair of SOSS2 said, “We’re going to do everything we can to make sure Siesta is not harmed.”

Red Tide

Once again, red tide has been plaguing beachgoers on Sarasota County’s shoreline, including Siesta Public Beach, Mote Marine Laboratory and the Florida Fish and Wildlife Conservation Commission (FWC) have reported.

In its June 15 update, the FWC noted that the Florida red tide organism, Karenia brevis, continued to persist in Southwest Florida. However, as of that day, the report said, concentrations in 30 samples collected in Sarasota County showed very low to medium levels of the organism. Over the previous week, the report continued, “fish kills were reported in Southwest Florida in Sarasota County (Crescent Beach, Lido Key, Manasota Beach, New Pass, Nokomis Beach, Siesta Key, Venice Beach),” as well as Charlotte County and Lee County. Respiratory irritation was documented on Siesta from June 8 through June 15.

The FWC also explained, “Red tide is a naturally-occurring microscopic alga that has been documented along Florida’s Gulf Coast since the 1840’s and occurs nearly every year. Blooms, or higher-than-normal concentrations, of the Florida red tide alga, Karenia brevis, frequently occur in the Gulf of Mexico. Red tide begins in the Gulf of Mexico 10 to 40 miles offshore and can be transported inshore by winds and currents.”

Mote’s June 15 Beach Conditions report at 10:40 am noted respiratory irritation was moderate, the report added, and some dead fish were located on the Siesta Public Beach. Mote’s Beach Conditions reports may be found at www.visitbeaches.org.

Two days earlier — in the afternoon of June 13 — the respiratory irritation level on Siesta was noted to be “Slight.”

Yet, just after 9:30 am the previous day — June 12 — the Mote report for Siesta noted an “Intense” respiratory irritation level and a “Heavy” amount of dead fish. The wind recorded on the beach was 3.72 mph out of the west at that time.

She is continuing to enlist new members for the committee and is hoping to have an environmental liaison from each association involved as well. Several projects are continuing: • Publishing an environmental topic of interest each month in The Landings Eagle.

• Continuing with the idea to get a start on integrated pest management (IPM) with a summer project involving interested children and adults to monitor a few ‘pilot’ street islands for insect levels throughout the summer.

• This meeting also generated the idea to include a reminder/ announcement in The Eagle about the ban on fertilizer from June 1 - September 30.

• Gathering information on Florida Friendly Landscape designation guidelines to publish in The Landings Eagle and then again in the Fall/ Winter for returning residents.

A concerned resident wanted to know if anything could be done about vendors parking on the grass. The cost to replace the damaged grass of one resident was $150. A suggestion was made to hand out a notice to vendors entering The Landings.

Streetlights on Siesta Key to Make Transition to LED Starting in Late July By Rachel Brown Hackney Florida Power & Light Co. (FPL) plans to begin switching out high pressure sodium lights for LED fixtures on the 325 poles that it owns and maintains on the north and south ends of Siesta Key. That was the news Lisa Cece, Sarasota County’s special district coordinator, and two representatives of FPL provided about 25 members of the Siesta Key Association (SKA) during the organization’s regular meeting on June 7.

leaders have not decided yet whether to proceed with a switch. Discussions between FPL representatives and city staff have been underway, she noted.

The project plans called for work to start in the vicinity of the Higel Avenue/Faubel Street intersection and encompass the northern and southern segments of the island, except for Siesta Village.

The annual savings for FPL for 296 of those 325 lights on the island has been projected at 9.84%, Eric S. Culling, FPL senior sales rep for commercial and industrial clients, told the SKA audience.

The yearly bill is expected to drop from $33,182.88 to $29,918.04 for the 296 streetlights, a PowerPoint slide said, while the switch also will eliminate 70 metric tons of carbon dioxide being released into the atmosphere each year.

The remainder of the 325 streetlights will have a higher wattage fixture to provide greater illumination at areas such as large intersections, Culling explained.

The LED lighting also will enable drivers to see true colors, he pointed out, instead of their observing everything in an orange shade created by the high pressure sodium streetlights.

Under the terms of an ordinance the County Commission approved in 1982 — which won voter support in a referendum the same year — the Siesta Key Lighting District has 325 streetlights that FPL owns and maintains under agreement with the county, Cece told the SKA audience. The special ad valorem tax assessment for the current fiscal year for the expense of those lights, she added, is $25,487; property owners within the district’s boundaries pay for the lighting.

Madonna Rykken, a senior sales consultant with FPL, explained that the company’s primary interest in making the conversion to LED lighting is to save money. With about 10 million customers throughout the state — including those on both coasts — FPL still manages to charge some of the lowest utility rates in the Unites States, Rykken pointed out.

“The biggest expense that we actually have is to build a new power plant,” she said. The greater the efficiencies the company can achieve for existing customers, she added, the longer it can hold off on constructing a new facility, which most likely would cost about $100 million. As more people continue to move to Florida, she added, the company has been working hard to contain its costs.

Culling explained that LED technology has undergone a series of improvements over the years. Company leaders wanted to make certain it was at a good stage in that process before beginning to implement it, he added.

In 2017, FPL asked the state’s Public Service Commission for a rate increase so it could start making the conversion to LED lighting, Rykken noted. In March 2017, the commission granted the request. Last summer, FPL began implementing the changes on the east coast, she said. In January, it was ready to start the process on the west coast. “We wanted to stage it so we wouldn’t run out of inventory.”

One other important facet of the project, she said, is the incorporation of a “smart node” in each fixture, which stays in constant communication with the company’s power grid.

When a streetlight is close to the point of failing, she added, the node will let the grid know.

Whenever a light does fail, she continued, the company automatically generates a ticket so an FPL employee can put in a new light. “ Other advantages with LED lighting Rykken then introduced Culling, calling him her “tech master.”

Culling talked of the “orange” effect of the high pressure sodium lighting (HPS). “The grass is orange. The white car is orange,” he pointed out. From a technical standpoint, he continued, the HPS lights have a color rendering index (CRI) of about 20. The CRI of full daylight is 100, he added. “That’s kind of your reference point.” With LED lights, he said, the CRI is 70. “The grass is going to start to look green.”

LED streetlights also are important from a safety and security standpoint, Culling noted. Drivers are able to see the actual colors of other vehicles on the road and of buildings they might be seeking as reference points. In the event of accidents or criminal incidents, he said, LED systems make it possible for people to accurately report the colors of clothing and other cars.

Siesta Resident Involved in Lawsuit Against Sarasota County Commission Files for District 4 Board Seat By Rachel Brown Hackney Siesta Key resident Michael Cosentino, who remains embroiled in litigation against Sarasota County in a road vacation case, has filed as a Democrat for the County Commission District 4 seat held by Commissioner Alan Maio of Nokomis.

Maio won his first term on the board in November 2014.

Cosentino filed as a Democrat on June 14, Sarasota County Supervisor of Elections Office records show. He will face Wesley Beggs, a marketing and media entrepreneur, in the Aug. 28 primary.

Beggs filed for the race on Feb. 8.

Maio also has a primary challenger — Siesta Key resident Lourdes Ramirez, a member of several Republican organizations; she filed on Feb. 20.

The candidate qualifying period for all statewide and county races ended at noon on Friday, June 22, Suprvisor of Elections Ron Turner pointed out to the County Commission.

Both Maio and Ramirez already have qualified, the Supervisor of Elections Office records note.

In June 2016, Cosentino filed a complaint in the 12th Judicial Circuit Court, alleging that the County Commission violated the county’s Comprehensive Plan when it voted 4-1 on May 11, 2016, to vacate a 357-foot-long segment of North Beach Road. Only then-Commissioner Christine Robinson opposed the petition for the vacation, citing the same section of the Comprehensive Plan on which Cosentino based his complaint.

Maio represents Siesta Key, which is part of District 4. He was among the board majority that approved the road vacation, which was sought by three sets of North Beach Road property

owners.

The case remains in the discovery phase. The county already has won dismissal of parts of the amended complaint that Cosentino filed in February 2017.

In recent months, Maio has far outpaced his opponents in fundraising, bringing in close to $90,000 in monetary contributions, plus a $10,000 loan he made to his campaign, his latest financial records show. He has raised another $474.89 through in-kind services. As of the end of May, he had spent $18,574.35.

Still, Maio’s fundraising has slowed over the past couple of months. In May, he reported only $2,650 in monetary contributions, compared to $17,000 in April — though that April report included the $10,000 loan. In March, Maio reported $18,205 in monetary contributions and $199.89 in in-kind services.

Through May, Beggs had a total of $13,004.18 in monetary contributions, $1,147.82 in in-kind contributions and $4,322.93 in expenses.

Ramirez’s May campaign finance report showed her with a total of $10,613 in monetary contributions, $4,444.42 in in-kind contributions and $3,300 in loans she has made to her run for office this year. Through May, she had spent $792.82, her June 6 campaign finance report said.

New County Zoning District to Facilitate Improvements at Siesta Key Palms Hotel By Rachel Brown Hackney Altogether, it took only seven-and-a-half minutes on June 13 for the Sarasota County Commission to unanimously approve the implementation of a new zoning district and then agree to allow the owners of property on Stickney Point Road to make use of that district to rehabilitate the Siesta Key Palms Hotel.

During the public hearing, Chair Nancy Detert asked a few questions about the zoning district, which has been crafted to allow the redevelopment of older hotels and motels. One member of the public also had a question, though it related to traffic patterns.

Detert was absent because of illness when her colleagues heard a staff report during their first public hearing on the proposed new district. Held on May 22, the hearing also focused on developer Henry Rodriguez’s plans to preserve what he called the “chic, mid-century experience” for his guests at his 14-unit hotel.

Robert “Bo” Medred, president of Genesis Planning & Development in Bradenton — who has worked on the project on behalf of Rodriguez — explained to Detert on June 13 that Rodriguez’s approximately 1-acre site is split into two zoning districts: Office, Professional and Institutional (OPI), and Residential Multi-Family 4. The latter allows up to 18 units per acre.

Neither would allow Rodriguez to redevelop the property as he desired, Medred continued, and Rodriguez did not want to apply to have the parcel

rezoned to a commercial designation.

After talking at length with county staff, Medred explained, the decision was made to propose a new zoning district: Boutique Resort Redevelopment/ Planned Development — BRR/PD. “It was to account for those transient accommodations properties that were ripe for redevelopment” but whose zoning would hinder the transformation, Medred added. Because of setback, buffer, and other requirements implemented in their zoning districts since their construction, he explained, they have ended up being nonconforming properties.

Only about eight or nine hotels or motels in the entire county would qualify for the BRR/PD designation, he said. If any of the other owners wished to redevelop those properties, he continued, they also would have to request County Commission approval.

that the redevelopment would be compatible with neighboring land uses before gaining County Commission approval for the rezoning, Medred told Detert on June 13.

“You probably won me on that,” she responded.

Referring to Rodriguez’s proposal for further changes to the Siesta Key Palms Hotel property, Detert added, “It’s not out of the box; it’s not crazy; it’s compatible.” Her concern, she said, had been focused on the proposal for the new zoning district.

|Liberation began on the beach--women’s swimwear evolved despite regulations As beach vacations became routine, the women’s apparel industry capitalized on the demand for innovative, attractive swimwear. Colorful, impactful swimsuits have become especially popular during spring breaks and the summer season. Stimulated in part by the avant-garde swimwear fashions displayed on supermodels in the annual swimsuit issue published

by Sports Illustrated since 1964, the feminine swimwear industry has developed into a $3 billion per year business in the USA alone and $20 billion worldwide.

Because of the lack of any prohibitions on beachwear in Sarasota County, Siesta Key is one place where its evolution occurred naturally without any restrictions.

A century of progress despite beach regulations elsewhere

Women’s swimwear evolved during the past century to reflect changes in the social climate. During the late 19th century, women typically wore wool bathing dresses— a beach frock over a slip buttoned up to the neck and covering the length of the legs. Some women also wore stockings to emphasize their modesty. As the Victorian era was ending, liberation began as the billowy, heavy layers of the earlier swimsuits were reduced to a lighter version.

Although these swimsuits still resembled dresses right down to the buttons and were made from heavy flannel or wool fabrics so as not to outline the female figure, a smaller silhouette signaled that the culture was progressing. Changing into them, however, was difficult, especially when done in the backseat of a car parked on Siesta/Crescent Beach— at least until I.G. Archibald built the first bath house there in 1919.

The Roaring 20s bring risqué designs and more regulations

Advances in women’s swimwear developed during the 1920s when reckless, pleasure-seeking behaviors naturally stimulated swimwear expressions of the new culture with sleeves eliminated, hemlines up, and the form-fitting upper section tighter. This led to the Bathing Suit Regulations of the American Association of Park Superintendents being enforced in the USA— if a bathing suit was too short, it could result in receiving a warrant from the police. Some beaches even had “bathing suit patrolmen” with tape measures to determine if a woman’s beach attire met the proper length standards and not be more than six inches above her knees. But in the 1930s, knee-length bathing dresses were discarded, legs and shoulders were bared, and tighter fitting swimwear became popular. During the 1940s, hems rose further and one-piece bathing suits appeared with spaghetti-strap tops. Two-piece swimsuits also existed then, but they were high-waisted, covering up the belly button and resembling a miniskirt, while the top was usually a modest halter/bra hybrid that became fashionable on Siesta/Crescent Beach and was featured in tourism and real estate advertisements.

Soon thereafter, the bikini was seen on beaches everywhere, despite the objections of religious organizations.

Next, Hollywood became very influential. Bridgette Bardot popularized the bikini in 1953. Then, the “First Bond Girl,” Ursula Andress, made an everlasting impact and skyrocketed bikini sales when she appeared wearing the iconic two-piece she designed for the 1962 James Bond movie Dr. No. The Andress influence was augmented by the 1960s Feminist Movement as swimwear became even tighter with the continued development of stretchy synthetic fabrics of rayon, nylon, and then lycra.

Most recently, as body sculpturing in fitness centers has become popular, a new bathing suit style has emerged with high bikini lines and more skin exposure. The 21st century has become the “anything goes” era with thongs, fishnet, and laced-siding styles, as well as high-cut “extra cheeky” design innovations prominent on Siesta/ Crescent Beach. A bolder innovation, the monokini (topless) style, has been featured in Sports Illustrated and seen on European beaches. Undoubtedly, this evolution will continue, and we can expect Millennials in particular to appear on Siesta Key in even more risqué swimwear.

Other facets of the proposal During his May 22 presentation, County Planner Kirk Crane explained that the Siesta Key Palms Hotel has six multi-family units and eight hotel/motel units, Crane continued. The southern boundary of the property is Dawn Street, he noted, while other access points are on Avenue B. Rodriguez wants to build one new 18-unit, threestory structure, Crane told the board, but it would not exceed 35 feet. After that has been completed, he said, Rodriguez plans to remove one of the two multi-family structures on the property and put in a new spa and pool. The site plan also calls for 30 parking spaces, along with a total of 30 units.

Furthermore, Crane said, Rodriguez plans to eliminate the current five access points and create a new entrance from Avenue B. After Crane concluded his remarks, Rodriguez addressed the commissioners, telling them that he and his wife bought the hotel property in 2016.

The travel industry nationwide has put a focus on rehabilitating older properties, he pointed out.

On The Today Show the previous week, he continued, the editor of Travel + Leisure magazine was talking about destinations and mentioned Sarasota. The only hotel she discussed was his, he added. “I had nothing to do with this,” he added laughingly. “So we’re actually full this weekend.”

The Siesta Key Palms Hotel also has held the No. 1 or No. 2 spot among 52 Sarasota accommodations on TripAdvisor, he pointed out. “It consistently ranks above the Ritz-Carlton in downtown Sarasota.”

Public and board support During the May 22 public hearing, three adjacent property owners endorsed Rodriguez’s plans for the hotel.

“Mr. Rodriguez has just been a godsend,” Bernadette Tirpsira told the commissioners. “His existing vacationers are polite and quiet,” she added. “He has stopped noisy parties, constant flow of traffic in and out at all hours and, especially, rat infestation.”

Margot Linn said that before Rodriguez bought the property, it was the scene of prostitution and drug dealing. “Almost everybody I know is in favor of his project.”

After the public hearing, Commissioner Charles Hines made the motions to approve both the creation of the new zoning district and to approve the rezoning of Rodriguez’s property to that district.

Commissioner Alan Maio seconded it. The motion passed 4-0, with Commissioner Michael Moran absent because of a death in the family.

On May 22, Maio referenced the speakers’ approbation for Rodriguez’s plans, including Tirpsira’s comment that Rodriguez has been a “godsend” to the neighborhood. “Nothing else needs to be said,” Maio said.

“I’ve just never seen, to-date, such a rehab” as Rodriguez already has achieved on the site, Moran added that day. He characterized the hotel atmosphere as “that Old Florida feel,” noting that he and his wife had toured the property.

“I think the lesson here is that the scale is completely appropriate for this area,” Commissioner Paul Caragiulo pointed out.

5027 Ocean Boulevard was sold for $600,000 to Judy A. Fryer of Sarasota, county Property Appraiser’s Office records show.

Fryer also owns the site of the Old Salty Dog, which she bought in June 1992, the Property Appraiser’s Office records say.

The seller of the 5027 Ocean Blvd. parcel was the Fledging Point Trust. The previous record for that land on the Property Appraiser’s Office website listed John A. Ericson as trustee. A search of the records of the Sarasota County Clerk of Court and County Comptroller found that the death certificate for John A. Ericson was recorded on May 22, the same date as the property transaction.

The last establishment to open in the 5027 Ocean Blvd. space — a business that featured wine tastings — closed during the recession. Last year, the Property Appraiser’s Office records say, the market value of the property was $428,400. The land area is 5,000 square feet, with the building dating to 1957.

Since November 2017, online county permitting records note, three inquiries were made regarding the zoning and parking regulations for the site. One, submitted on Jan. 4, was from a real estate agent who wanted to know what could be built on the site, that record says.

On Jan. 31, Barry C. Seidel of American Property Group in Sarasota had listed the property for rent at a rate of $35.42 for a total of 1,360 square feet.

People who paid close attention to the “For Sale” sign on the parcel have told the newspaper that it specified no restaurant could go into the space. However, when a question was posed about uses of the property to county staff, Mary Beth Humphreys, customer service manager in the Planning and Development Services Department, responded that the property is zoned Commercial General, and a restaurant is an approved use in that zoning district. “The County doesn’t have any stipulation about a restaurant on this parcel,” Humphreys added.

Speaking of Village property …

The preliminary taxable property values released by the Sarasota County Property Appraiser’s Office in late May show the Siesta Village Public Improvement District’s value is up 7.29%, compared to the certified value last year.

The preliminary report puts the total taxable value for this year at $72,814,878.

The final property values will be released by July 1, according to state law, as local governments are at work on their budgets for the next fiscal year.

The revenue from the special tax the property owners in the Public Improvement District pay is used for upkeep in Siesta Village.

Robert Luckner, a member of the SKA’s Environmental Committee, took the opportunity of the discussion to offer an explanation about why Sarasota County staff years ago removed garbage cans from the public beaches and put them at the accesses.

The containers, he said, “were a great magnet for crows,” which exacerbated problems for the beach-nesting birds on Siesta.

In response to another question, Wilson also pointed out that she and volunteers cannot rope off potential nesting areas until eggs have been found. The only exception, she said, is on property owned by the Conservation Foundation of the Gulf Coast, which is just north of the public beach. The foundation allows pre-posting, she said.

However, in the past, she continued, the birds have been inclined to nest closer to beach vegetation.

On one other positive note during her remarks to the SKA members, Wilson did point out that the northern end of Longboat Key has had “a lot of snowy plover nesting this year.” Of the six nests reported so far, she said, chicks had hatched from two of them; two remained active with eggs and two have failed.
