With the rise of technology, Isaac Libraries is getting nostalgic and bringing the playing, reading, talking and sharing books outside as part of a new First 5 Forever program – Pop Ups @ The Park – starting from July 15. Mayor Anne Baker said First 5 Forever is about supporting parents to be their child’s first and most important educator. “Parents want to do what’s best for their kids, but sometimes it’s difficult to navigate what kids really need when there’s a barrage of competing messages out there,” Mayor Baker said. “That’s why we’re really excited to be part of this grassroots initiative – something that gets back to basics and empowers parents and caregivers to help their children learn when their brains are developing at their fastest.”

COUNCIL APPROVES ADANI INFRASTRUCTURE ACCESS AGREEMENT Council has approved the terms of an Infrastructure Access Agreement relating to the proposed Carmichael Mine and associated rail network to protect the long-term interests of ratepayers. The Infrastructure Access Agreement between Adani, the Carmichael Rail Network and Isaac Regional Council was considered at a special meeting last week. Mayor Anne Baker said the proponents were required to establish an agreement with Council as a condition of the approval process set down by the Office of the Coordinator-General. “This is a requirement of all major projects and ensures the ratepayers of Isaac region are not directly or indirectly burdened by the cost of improving or maintaining infrastructure required to develop or operate a resources project,” Mayor Baker said. “The Infrastructure Access Agreement formalises the obligations of the proponents to fund the upgrade to existing infrastructure to an agreed standard, provide required new infrastructure and to equitably fund the maintenance of existing roads impacted by activity created by the project during construction and operation.
“If other roads are impacted by the mine and rail project over time, they too will be subject to improvements funded by the proponent. “Council is satisfied that this agreement addresses issues relating to our local government area and acknowledges the work undertaken by all parties over many months to reach this outcome.” Mayor Baker said the Carmichael mine and associated rail link were just two of several significant resources projects currently under development in the Isaac. “Whilst there has been an unprecedented focus on this one development and one company, negotiation and formalisation of these agreements is business as usual for our organisation. We already have 26 active coal mines across the region, which collectively produce more than half of Queensland’s saleable coal,” she said. Mayor Baker reiterated that Council’s involvement in the approval process for the Carmichael Mine, and similar resources projects, was limited to establishing infrastructure access agreements and other compensation arrangements with the developer as a condition of their approval.
“For example, this agreement requires the proponent to carry out works in two stages to improve the MorayCarmichael Road, which is the primary route to the mine.
“Responsibility for approving the mine itself, including operational and environmental conditioning, rests with the State and Federal Governments. What Council is responsible for is ensuring the interests of Isaac region ratepayers are represented and protected,” she said.
“The first stage will be undertaken immediately while the sealing of the road and the substantial upgrading of bridges will be undertaken in agreed timeframes over the next few years.
“Council is supportive of responsible development by the resources and mining sector within the region, but we are also committed to making sure big companies fairly pay their way.”

PUBLIC NOTICES CLERMONT WASTE WATER MAINS CLEANING AND CCTV RECOMMENCED Clermont residents are advised Council have recommenced waste water mains cleaning and CCTV inspection throughout the township as part of its commitment to improve waste water removal service quality and delivery. WHAT ARE WE DOING? • Council has engaged contractor Relining Solutions to undertake specialised cleaning of waste water mains in Clermont and conduct CCTV inspection of all waste water mains in the township. • The Relining Solutions cleaning process involves cleaning waste water mains using steam cleaning technology. Once the mains are clean a CCTV camera will be used to conduct inspections of all waste water mains. WHEN IS IT HAPPENING? To minimise disruption to households these works will be undertaken:

WHAT TO EXPECT • Council will be working closely with our contractor to minimise any impacts of this work on your daily routine. • There is a possibility that there may be some water escape from the bowl of your toilet. It is advised that a 5 to 10 kg weight be placed on top of your toilet lid to minimise any affects. • A hand delivered notice of when your street will be done will be issued 2 days prior to any cleaning activity this will also include if any vehicle access to your property may be required. • To ensure the safety of motorists and pedestrians, appropriate signage will be in place, where necessary. REPORT A PROBLEM We apologise for any inconvenience this may cause and thank you for your patience and understanding as this important work is carried out to maintain the quality of your waste water removal and treatment network.
WATER METER READS ACROSS ISAAC - JUNE AND JULY Isaac Regional Council’s water meter readers will begin in June to record the water consumption for upcoming water notices. To help ensure the charges are accurate, efficient and reliable, the manual water meter read project will take place across Isaac between the hours of:
6am to 6pm Monday, June 17 to Friday, July 12 The program will not be operating during public holidays and weekends. This is in preparation for the water notices to be issued for the period of January 15, 2019 to June 30, 2019. This notice is expected to be sent to ratepayers in August.
All meter-reading contractors will carry official Council identification. Authorisation to undertake the water meter reads is under Section 37 of the Water Supply (Safety and Reliability) Act 2008. Council has MiWater, a website where residents can sign up to receive water consumption information. Residents can set email and SMS alerts and be notified of water leaks and high consumption within days of occurrence, see www.isaac.qld.gov.au/miwater. $50.1M WORKS COMPLETED
A total of $50.1 million has been spent recovering and improving Isaac roads and waterways over 15 months. Tropical Cyclone Debbie and other weather events in 2016 and 2017 damaged 85% of the Isaac network of roads. The huge strain on 205 roads meant major restoration works were needed to repair 706kms across 4457 sites. The works are now complete, and were jointly funded by the Commonwealth and Queensland Governments under the Natural Disaster Relief and Recovery Arrangements (NDRRA) program.

BABY BOUNCE, STORY TIME AND CRAFT Have you discovered Kanopy yet?
The Clermont Library runs several weekly children’s sessions. They are a great way to connect with other parents with young children.
Kanopy is an online cinema offering free access to over 30,000 movies anywhere and at any time.
BABY BOUNCE (0-2 years)
Isaac Library members can borrow and download up to 10 films a month for free.
Come along on Thursdays from 9.30am to 10am.
KEEP ENTERTAINED WITH KANOPY
Titles include popular movies, Australian cinema, documentaries, world cinema, Oscar winners and nominees, short films and more. New titles are added every month. Kanopy Kids is especially for young library members and offers unlimited programming. Parents and children can browse for educational and engaging videos for children of all ages.
Baby Bounce is a chance for parents to interact with their child through movement, music and song. STORY TIME AND CRAFT (0-5 years) This is held on Tuesdays and Fridays from 9.30am to 10.30am. Bright, vibrant picture book tales come alive when read by library staff along with a simple craft activity which helps enhance fine motor skill development.
Search by subjects, including movies, TV, History, Science and Languages, Story Time, beloved characters and animals.
BOOKINGS
Check out what’s on offer with ABC Kids, Australian Stories, Classic Tales or Explore Science and Math.
Bookings are essential for all library programs and events.

School holidays will soon be here and Library staff are busy planning STEM and craft sessions to help keep the children entertained during the holidays. You don’t need to wait until there are children sessions being held to visit the library with children, as they are welcome any time. The Junior Room has comfy seats to sit on and read a book together, or maybe have fun playing educational games on the iPad.
Please note: Children 12 years and under must be accompanied by an adult at all times when visiting the library, including during organised programs.
