SPEAK UP ON THE PROPOSED ISAAC REGION PLANNING SCHEME A number of key changes in response to community feedback has gone back out to community consultation, as Isaac Regional Council looks to finalise its proposed planning scheme. The proposed Isaac Region Planning Scheme is open to further consultation after being reviewed to incorporate the outcomes of five rounds of community engagement on coastal hazard impacts, and completion of a detailed coastal hazard study in October 2019. Further changes have been made to the planning scheme to incorporate other matters raised during the July-September 2018 public consultation process relating to zoning in Moranbah, and policy changes regarding density in residential zones. Isaac Regional Council Mayor Anne Baker said the proposed scheme sets out the vision for how Isaac’s 17 unique communities and rural areas should grow over the next 20 years and is Council’s key document for determining development applications. “Framing the Isaac’s key plan for the region’s future development continues to be the priority to meet

community needs and expectations,” Mayor Baker said. “As a result of amalgamation in March 2008 we are presently operating under three Planning Schemes, representative of the three former Shire Council areas. “Each scheme deals with development differently and has different provisions which are understandably confusing and frustrating for members of our communities. “To help us move forward together as a region, it’s important to have one planning scheme that reflects the needs and aspirations of Isaac.” Mayor Baker said the proposed Planning Scheme is an important document that will assist in shaping the Isaac region’s future. “If you own a property or business in the Isaac Region; If you live, work or holiday here, the draft Planning Scheme shall affect you. The draft Planning Scheme will impact on what you can do with your property and what others around you can do,” Mayor Baker said. Continued...
SPEAK UP ON THE PROPOSED ISAAC REGION PLANNING SCHEME Deputy Mayor Kelly Vea Vea, who is the chair of the Planning, Environment and Community Services standing committee, said she strongly encouraged Isaac residents, businesses and commercial industries to provide their submissions. “We understand the time and effort people spend on lodging feedback however this scheme demonstrates a high level of community commitment and interest in framing the best policies for our region’s future development,” Cr Vea Vea said. “I strongly encourage our residents, businesses and commercial industries to provide their submissions. “This proposed scheme is about having a clear and define strategy for growth along with policies that underpin such a plan.” Following the first consultation in 2018, Council conducted four rounds of community engagement with coastal communities and committed to prepare a detailed assessment of coastal hazard impacts on the Isaac coast, with the study adopted by Council in November 2019. Council most recently held community engagement sessions in Carmila and Clairview in October 2019 to present the findings of the Isaac Coastal Hazard Study and discuss next steps for completion of the draft planning scheme. Following the renotification of the planning scheme, a consolidated submissions report will be prepared for consideration of the Queensland Government in approving the planning scheme for adoption.
This report will also be presented to Council once prepared for final endorsement. The proposed Isaac Region Planning Scheme is set to replace the current Belyando, Broadsound and Nebo Planning Schemes. It is also intended to apply to the area currently included in the Moranbah Priority Development Area Development Scheme, once revoked by the Queensland Government. PUBLIC NOTICES CLERMONT HISTORICAL CENTRE RE-OPENING Clermont Historical Centre will re-open with restrictions from Wednesday 17 June 2020 in accordance with Queensland Government’s directive for the staged resumption of services. It will re-open with the following operational hours and information with restrictions as signed: • Opening hours: Wednesday to Saturday 9am to 3pm • Entry fee: $6 adults, $4 pensioners, $3 children under 12yrs $15 family with two or more children.

PUBLIC CONSULTATION - DRAFT LOCAL GOVERNMENT INFRASTRUCTURE PLAN Issued under Planning Act 2016 Chapter 5, Part 2 of the Minister’s Guidelines and Rules Under the Planning Act 2017 Isaac Regional Council is seeking submissions about any aspect of the draft Local Government Infrastructure Plan (LGIP) which is intended to form part of the proposed Isaac Regional Council Planning Scheme during the following period: Monday, 8 June 2020 to Tuesday, 4 August 2020 The purpose and general effect of the LGIP is to: • Integrate infrastructure planning with land use planning identified in the planning scheme; • Provide transparency regarding Council’s intentions for the provision of trunk infrastructure; • Enable Council to estimate the cost of infrastructure provision to assist its long-term financial planning; • Ensure that trunk infrastructure is planned and provided in an efficient and orderly manner; and • Provide a basis for the imposition of conditions about infrastructure on development approvals. The draft plan would supersede the current Local Government Infrastructure Plans contained in the Belyando, Broadsound and Nebo Planning Schemes. It would also include the area in the current Moranbah Development Scheme. It would have force and effect over the entire Isaac Regional Council area.

Council has continued its work with the Queensland Government to clarify aspects of State Planning Policy as it relates to the proposed planning scheme, to refine coastal hazard mapping and appropriate zoning for affected properties. The outcome of the further consultations has been incorporated into this draft planning scheme, for a final round of public consultation prior to adoption. The purpose and general effect of the proposed Planning Scheme is to set out a strategic vision for future development of land and it also contains an assessment regime for new development within the Council area. BACK IN BUSNESS! Isaac Libraries have re-opened following the easing of Queensland’s COVID-19 restrictions. Patrons are welcome to return stock, browse and borrow but there is a limit of 10 visitors at a time in the Clermont library to maintain social distancing and a few other changes to ensure we adhere to government directives. Library programs, such as Storytime and Craft, are still on hold due to visitor limits and social distancing.
FREE WI-FI All Isaac Libraries now offer free Wi-Fi to visitors. You can access up to 500mb of data per day via your smartphone, tablet or laptop. It’s great for browsing and downloading some of our fantastic online resources. Just search for the IRC Libraries network in your settings and follow the prompts to register and log-in. It’s available inside and outside the library so you can maintain social distancing.
E-RESOURCES An Isaac Libraries membership allows you to borrow out not just books, DVDs and audiobooks on CD, but also e-books and digital audiobooks. Library membership also gives you access to e-resources, digital magazines, movies and music online. TUNE INTO Isaac Libraries now offer Freegal Music to patrons. Freegal Music is a free music service offering access to about 15 million songs and over 40,000 music videos. Patrons can access Freegal Music through the Libraries, Arts and Cultural Services link on the Isaac Regional Council website or download the Freegal app on to a device. You will need your library membership number and Libero password to access Freegal. You have 24 hour 7 days a week of free music streaming and you can download three titles to keep per week.
MOVIE ONLINE WITH Kanopy can bring the cinema to you in the comfort of your lounge. Kanopy is an on-demand streaming video platform for public libraries that offers viewers a large collection of award-winning films and documentaries. There are collections on Australian films, popular films, foreign films, documentaries. Kanopy for Kids has many popular children’s TV shows and films To access Kanopy, you will need to download the Kanopy app on your device and be an Isaac Libraries member to create an account. Member for Burdekin, Dale Last, says we all have a part to play to keeping each other safe on our roads.
EMERGENCY FUNDS AWARDED TO COMMUNITY GROUPS I recently received the half yearly report on road safety and to say it made for scary reading would be an understatement. In the first five months of 2020, 91 lives have been lost on Queensland roads and, frankly, that is 91 lives too many. And, to make matters worse, despite the reduction in traffic due to COVID-19 there have been more fatalities than for the same period last year. As a former Police Officer, I know that there are many causes of traffic accidents. We all know about the “fatal five”: speeding, drink & drug driving, fatigue, seat belts and driver distraction & inattention. But these incidents keep happening. We all have a role to play in making our roads safer. As I said in parliament recently, if you observe anyone who is using any type of vehicle inappropriately, please take action! Take the keys off them, call the Police or do something else to keep them, their passengers and other road users safe. The other factor which plays a role in road accidents is the roads themselves. I make no apologies for being a strong advocate for more spending on roads throughout the electorate. When so much wealth is generated in our area, I think it’s only fair that we have safe roads. Roads like the Peak Downs Highway, May Downs Road and the Clermont-Alpha Road are just a few that are mentioned to me regularly.
I find it alarming that some people were “upset” that I called for more funding for our roads but, despite what they may say, I will continue to fight for better roads. I would like to publicly acknowledge the Isaac Regional Council for their Regional Floodway Program that aims to make roads in the area more resilient. It is a great first step and something I am proud to support but we all have a role to play. If you know of a road that needs attention, please let me know. Interlock fingers and rub back of fingers on opposite palms.

Rinse hands with water.
Dry hands with clean paper towel and use paper towel to turn off tap.
