CLERMONT SWIMMING CENTRE RE-OPENS WITH COVID SAFE PLAN Isaac Regional Council wishes to advise that the Clermont Swimming Centre is one of eight aquatic facilities that has re-opened this month with an industry COVID Safe Plan.

The pools have been closed in the Isaac region since 23 March under a State Government coronavirus directive.

Each Council pool will be tested by an external agency prior to any reopening and tested monthly while open to the public.

The pool lessees at each site have increased the sanitation and crowd management measures in response to the COVID Safe Plan.

Patrons should contact their local pool for details regarding any site-specific operating conditions.

NOMINATIONS OPEN FOR 2020 ISAAC REGION AUSTRALIA DAY AWARDS Nominations for those who truly embody Isaac’s mantra of pure people power are now open for the 2021 Isaac Region Australia Day Awards.

Residents are encouraged to nominate their community champion, the quiet go-getter or perhaps the humble hero by Sunday, 30 November 2020.

Isaac Regional Council Mayor Anne Baker said the annual awards are an opportunity to acknowledge and say thanks to some of the region’s most noteworthy residents.

“We are region rich in resources, but we are also blessed with the greatest resource of all - our people,” Mayor Baker said.

“The COVID-19 pandemic has taught us that even though we have to stay apart at times, human connection in communities is ever so important.

“We continue to show that our pure people power is helping our communities to thrive as we continue to help energise the world. In Isaac, we’re used to meeting new people and no-one stays a stranger for long.

“We enjoy sharing our enthusiasm and pride of our region with each other and this is the chance to celebrate that person we all think highly of.”

Mayor Baker said the awards are a chance to honour those individuals, groups and organisations who have made a significant contribution to our social, civic, sporting and cultural life locally, nationally and internationally.

“Nominees can be from all walks of life from youth, to community groups, to senior citizens,” she said.

Dig It Isaac is a fresh and ground-breaking competition to unite green thumbs across Isaac as well as supporting local business.

Isaac Regional Council in partnership with generous local businesses have planted the seeds to encourage residents to get back to basics by starting a new garden or completing a project that’s been sitting on the to-do list.

Mayor Anne Baker said this is the competition for those who absolutely love their time in their yard and there is a Dig It Isaac! Category for all budgets and abilities.

“Let’s put spring in Isaac’s step and take advantage of our incredible weather this time of year,” Mayor Baker said.

“Dig It Isaac! is all about getting back to nature, in your own backyard. Winners will share in $3700 worth of Shop Isaac gift cards with the major prize winner walking away with $1000 to spend at Isaac businesses.

HELP SHAPE LOCAL GOVERNMENT’S ENERGETIC PULSE The next generation of youth and mature age adults have a chance to shape local communities as recruitment kicks off for Isaac Regional Council.

The 2021 intake of trainees and apprentices has opened for applications from 1 September 2020.

Young adults, school leavers and mature age adults can gain a nationally recognised qualification for 12 positions now available in Clermont, Moranbah and Nebo.

PUBLIC NOTICES HAZARD REDUCTION BURNS, VACANT COUNCIL LAND, CLERMONT Isaac Regional Council will be working with the Queensland Fire and Emergency Services (QFES) to conduct a routine hazard reduction burn along: •

Vacant Council land, between McDonald’s Flat Road and the Clermont Primary State School

9am to no later than 5pm, weather permitting

Hazard reduction burns are delivered in cooperation with the Queensland Fire and Emergency Services to reduce fuel load in local reserves prior to the bushfire season.

Hazard reduction activity will be subject to prevailing weather conditions. Council advises residents to prepare for possible smoke hazards and related health impacts, and to expect these effects for a number of days following hazard reduction burns, and recommends the following steps: •

Keep doors and windows closed to prevent smoke entering homes

•

Remove washing from clotheslines

•

Keep outdoor furniture under cover to prevent ember burns

•

Retract pool covers to prevent ember burns

•

Ensure pets have a protected area and ample water

•

Be aware that snakes and grass rats may be on the move as result of the hazard reduction burns

•

Residents with breathing difficulties are advised to remain indoors due to possible smoke haze.

•

Residents are also asked to remove any personal assets (cars, boats, trailers, etc.) from the highlighted area on map, prior to the burn commencing.

PUBLIC NOTICES DOG REGISTRATION RENEWAL DISCOUNT EXTENDED The 50 per cent “early bird” discount on dog registration renewal from Isaac Regional Council has been extended till September 25.

The offer was due to expire this Friday, September 11, but delays in registration renewal notices being received by owners has led to Council extending the deadline.

Reciprocal Free Dog Registration up to 12 months if the dog has an active registration in another local government area; and

Other incentives under the Paws-itive Blueprint for Responsible Dog Ownership scheme are continuing indefinitely.

For the first time in the Isaac region, and to encourage responsible dog ownership, there will be free puppy registrations for pups that are microchipped and aged less than 12 months.

Free registration for pensioners who hold concession cards and own a desexed and microchipped dog;

*50 per cent discount to anyone aged 65 or over who owns a desexed and microchipped dog.

CONSTRUCTION OF CYCLE TRACK AND FOOTPATH CAPRICORN STREET, CLERMONT Isaac Regional Council advises Clermont residents of upcoming works to construct a cycle track and footpath on Capricorn Street as part of Isaac Regional Council’s capital works program.

Works will be carried out by contractor Durack Civil Pty Ltd and will occur on Capricorn Street, from the Sirius Street intersection to the Kitchener Street intersection between Thursday 3 September and Wednesday 30 September 2020, weather permitting.

PUBLIC NOTICES WATER RESTRICTIONS ADVISORY - LEVEL 2, CLERMONT, EFFECTIVE FROM 14 SEPTEMBER 2020 Isaac Regional Council advises Clermont residents that Level 2 water restrictions came into effect from Monday, 14 September 2020. Projections indicate that the water level will be between 1.25m to 1.5m below the spillway height of Theresa Creek Dam, which supplies the local water treatment plant, on this date. This is the trigger for Level 2 water restrictions.

Residents will be notified through Council’s website, Facebook page, next edition of the Clermont Rag and a letterbox drop to reaffirm these restrictions. We encourage residents to share this important message with their families, friends, workmates and neighbours.

No watering on any day between 9am and 5pm

Watering permitted 5am to 9am and 5pm to 9pm on watering days (as below) using a:

Filling must occur via a metered standpipe only used on designated watering days in the specific time period as per residential use. Applications for an exemption must describe use and volumes required. Exemption approval will be based on social, health, environmental or economic considerations. Standpipes will not be accessible without an exemption from Monday, 14 September 2020. An application for exemption for mobile water tankers in water restrictions is available for download at Council’s website.

CLERMONT WATER QUALITY RESPONSE PLAN Isaac Regional Council would like to advise the Clermont community of the Clermont Water Quality Response Plan.

DIRECT FROM DALE - CONTRIBUTION Contributed by Dale Last MP, Member for Burdekin Is there a doctor in the house?

I gave my commitment to keep working to address Clermont’s health care needs and I have done just that.

In fact, they are probably sick of me mentioning it in Parliament. I have also met with the Hon Mark Coulton MP, the Federal Minister for Regional Services to discuss the rural doctor crisis and the need for an overhaul of the current system.

Whilst it doesn’t directly help Clermont, I wanted to let you know that we were recently able to attract an additional doctor to Collinsville. Maybe, just maybe, we are starting to see doctors heading back into regional Queensland!

Managing our future sensibly Nearly two-and-a-half years ago, vegetation management laws in Queensland were radically changed.

It was legislation that was welcomed by some but, in regional Queensland, it was widely condemned. I’m sure you don’t need a reminder of my thoughts but my contribution to the Clermont Rag is apolitical.

Since the legislation was first introduced, I have been working on the LNP’s policy. A lot of work goes into creating policy and it does take time, especially if you consult with as many interested parties as possible.

It is vitally important to get points of view and to understand the real-world implications to ensure a fair balance.

So, where is this all heading? I wanted to take this opportunity to thank the people who have helped with putting together that policy and to use this as an example of what can be done when we work together.

Stakeholders in Clermont, and throughout the state, played a huge role in formulating that policy. No matter

your view on politics, that’s what democracy is about!

It is very important to remember that you can influence the future of Clermont every day, not just on election day.

Regardless of the outcome on October 31st, one thing that stands out about Clermont is that people genuinely care about their community. That attitude is a credit to everyone, and it is that attitude that will serve the community well, not just over the next few years, but well into the future.

Make sure your vote counts!

Due to the COVID-19 pandemic there have been quite a few changes to the ‘how, when and why’ for the upcoming state election. These changes are probably bad news for the groups that usually fundraise at elections so please find another way to support them if you can.

By the time you read this edition of the Clermont Rag, applications for postal votes will be open and will remain open until October 16th.

Applications for a postal vote can be made by calling 1300 881 665 or by visiting www.ecq.qld.gov.au but please remember, ballot papers cannot be issued until nominations close, so please be patient.

If you prefer to vote in person, pre-polling will commence on October 19th with polling centres open until 9pm on Tuesdays and Thursdays of both weeks.

Pre-polling will also be available on Saturday, October 24 and then, a week later, we have election day itself on Saturday, October 31.

Please ensure that, if you are mailing an application or a ballot, you allow plenty of time for mail to arrive. I would hate to see your vote not counted due to postal delays.

COMMUNITY NEWS CLERMONT JUNIOR MOTOR CROSS CLUB HOUSE REFURBISHMENT Like the thrilling art of motor cross, ups and downs are part of everyday life.

2020 so far has been such a challenging time for all sporting clubs and organisations with the uncertainty around the when and how to operate within the confines of COVID -19. The upside has been the opportunity for clubs and organisations to do some much-needed maintenance to their facilities in the absence of participants.

The Queensland Corrective Services work camp prisoners have done an amazing job completing a refurbishment to the Clermont Junior Motor Cross club house. Prisoners stripped back and repainted the entire building, patching up the timber fascia and making repairs, sanded and re-painting the aluminium shutters giving this valuable facility a fresh new lease of life. Now as the participants return to their beloved sport, they will be met with a new fresh space in which they can enjoy.

MEALS ON WHEELS CALL FOR VOLUNTEERS Clermont Meals on Wheels delivers meals to those who need it, either on a permanent or temporary basis, to assist them to remain in their own homes. The committee is calling for volunteers to fill a few vacancies in our delivery team.

The role entails delivering midday meals prepared and packed at the hospital to clients around the town who are in need of this assistance. A car is provided.

Queensland Corrective Services prides itself on being able to provide a labour source to the clubs and organisations of the communities in which they live. The work camp initiative is important in offering low-security inmates the opportunity to make reparation to the community harmed by offending behaviours, whilst developing skills that will increase employment opportunities upon their release.

CLERMONT HISTORICAL CENTRE WERE YOU LICENCED TO LISTEN? It was only 46 years ago that Australians no longer needed a licence to listen to the radio or watch TV in their own homes. Until then, people were legally required to have a radio and television licence if they owned a radio or TV set in their home. The licence could be bought at a Post Office. The Post Master General employed licence inspectors whose job was to knock on doors of homes and ask to see the radio and TV licence.

Imagine the hurried scramble to hide the radio or TV set if you didn’t have the licence as fines were imposed on those without a licence.

When radio broadcasts started in Australia in 1923, they were only available to listeners who had a subscription. When a radio set was bought, it was tuned only to the wavelength of a particular radio broadcaster and listeners paid a subscription to listen to that radio station. But people found a way around paying subscriptions as they built their own radio sets to receive programs from multiple broadcasters.

Commercial radio stations were funded through businesses paying to advertise with the station, but the Australian Broadcasting Corporation was funded through licence fees.

Then along came the introduction of TV in Australia in 1956. Those who could afford to buy a TV set also needed to buy a viewer’s licence. Watching TV in your loungeroom was at first a luxury restricted to major cities, but TV transmissions spread to regional cities. TV transmissions to the bush was still a couple of decades away. TV transmission didn’t come to Clermont until the mid-1970s and the town could only watch ABC TV. Clermont residents would have to wait until the early 1980’s for a commercial TV channel to be retransmitted to Clermont. Remember the excitement when the TV station MVQ6 from Mackay was beamed into your loungeroom for the first time?

On September 18, 1974, Prime Minster Gough Whitlam and his Federal Government abolished radio and TV licences because of the inequity of costs and the heavy cost of policing compliance.

ON THIS DAY... 58 YEARS AGO CLERMONT CENTENARY CELEBRATED On 23rd September 1962 Clermont was ready for a week-long celebration to mark the town’s centenary.

As final preparations were underway, the town’s accommodation was nearly booked out and residents were asked to provide temporary accommodation to visitors. The sideshow area at the showgrounds would be opened up to caravans if the Clermont Caravan Park was full.

The official opening of the Clermont Centenary would be held on Monday, 23 September 1962, starting with a huge street parade of at least 60 floats. The parade would start in Francis Street near the hospital and wind its way downtown to the showgrounds. The showgrounds at the time were near Hood’s Lagoon.

The Minister for Health and Home Affairs, the Hon H. W. Noble would officially open the Clermont Centenary celebrations. A sports programmed followed the official opening and there was a fireworks display that evening.

The Clermont Centenary Celebrations 1962 Souvenir Booklet documenting the town’s settlement and development over a centenary, was launched. Other events included was the opening of the Centenary Wing at the Clermont Hospital, plays performed by the Myalla theatre group, the Centenary Ball, a mardi gras carnival and the Centenary Cup race meeting.

Isaac Libraries now offer Freegal Music to patrons.

Freegal Music is a free music service offering access to about 15 million songs and over 40,000 music videos.

All Isaac Libraries now offer free Wi-Fi to visitors. You can access up to 500MB of data per day via your smartphone, tablet or laptop. It’s great for browsing and downloading some of our fantastic online resources.

Patrons can access Freegal Music through the Libraries, Arts and Cultural Services link at Isaac Regional Council’s website or download the Freegal app on to a device.

Just search for the IRC Libraries network in your settings and follow the prompts to register and log-in.

It’s available inside and outside the library so you can maintain social distancing.

You will need your library membership number and Libero password to access Freegal. You have 24 hours 7 days a week of free music streaming and you can download three titles to keep per week.

MOVIES ONLINE WITH KANOPY Kanopy can bring the cinema to you in the comfort of your lounge. Kanopy is an on-demand streaming video platform for public libraries that offers viewers a large collection of award-winning films and documentaries.

There are collections on Australian films, popular films, foreign films, documentaries. Kanopy for Kids has many popular children’s TV shows and films.

To access Kanopy, you will need to download the Kanopy app on your device and be an Isaac Libraries member to create an account. You will then be able to download 10 films/documentaries each month, but each download has a time limit for viewing.

E-RESOURCES An Isaac Libraries membership allows you to borrow out not just books, DVDs and audiobooks on CD, but also e-books and digital audiobooks. Library membership also gives you access to e-resources, digital magazines, movies and music online.

You don’t even need to visit a library to sign-up.

CLERMONT WATER QUALITY RESPONSE PLAN Council has developed a plan to outline what changes and improvements are planned for the Clermont Water Treatment Plant and network.

Isaac Regional Council is committed to maintaining, renewing and expanding its water infrastructure to meet the present and future needs of the communities of the region.

In partnership with government and industry, Council continues to invest significantly in this essential function as part of a focus on improving water infrastructure and service delivery.

Council acknowledges the region’s communities have experienced past issues in relation to water supply, but is working hard to deliver long-term solutions, particularly in the area of drinking water quality.

In 2019-20, Council is spending over $1M on maintaining and improving the region’s water infrastructure. In 20/21, over $2.5M has been approved and additional funds are also proposed to be spent specifically on projects relating to the sustainability of the Clermont water supply network.

Council is committed to providing regular updates on the progress of the actions outlined in the Clermont Water Quality Response Plan. Regular updates on the progress will be made on Council’s website.

Each item outlined in the Clermont Water Quality Response Plan will be updated on the website so the Clermont community can regularly keep track of the progress.
