ISAAC INTRODUCES MY COMMUNITY DIRECTORY Isaac Regional Council has partnered with My Community Directory and Diary, an Australiawide online searchable directory to help locals find hobbies, volunteer opportunities, health information and community events.

Mayor Baker said the initiative will help Isaac residents better connect by finding up to date data on businesses, services and events in their local communities.

“There are hundreds of local community groups and services on the website, which receives thousands of hits each month,” Mayor Baker said.

Mayor Baker encouraged local community groups to list their details with the directory to take advantage of all the platform has to offer.

COUNCILLOR JONES’ COLUMN Well hello to everyone who reads the column. I know I have been a bit slack in getting one in for a while but life has been a bit chaotic with Council and the truck business. No excuse I know, I will just have to be a bit better at managing my time. Anyway, I hope everyone is enjoying the warmer weather, I always think summer gives you more time in a day as the sun comes up much earlier. For those who don’t enjoy – turn up the air conditioning. Have done a fair amount of travelling around and our meeting season is in full swing also.

Restrictions are getting a lot less with the COVID-19 requirements which means a lot more freedom for some. I see we are having our Markets on at the Church of England Hall this Saturday (by the time you read this they will have already been done and dusted) hope to see a lot of you there. Good chance to catch up, have a chat a cuppa and check out all the stalls. Well done Annette for getting this underway. Everyone I am sure realises that there are still covid rules to abide by but will all be managed successfully with your COVID safe management plan.

How good is the work being done down at Lagoona.

Thanks to a generous grant from Glencore a new meeting room and office space is under construction.

Had my CHANT meeting at the hospital at the start of the month which always gives a very thorough roundup of what is happening in the community. Comprehensive reports from the Meals on Wheels, Men’s Shed, Rural Community and others.

Sadly though we still cannot engage with the Montcler Residents in a communal capacity, this means the volunteers still cant show their many craft skills (which you all should know by now that I don’t have any – but I try.) Certainly miss our board games (bingo, etc) and just

being able to chat in a group and share morning tea.) Fairly sure even Axel is missing this however he doesn’t seem to be any smaller for not going up. Visitors are still able to go up and see residents in their rooms which of course is great. I am still very reluctant to go up as I feel that I come in contact with a wide variety of people and I would certainly hate to spread anything up there. I do miss my interaction with all up at Montcler, hopefully it won’t be long before things get back to normal.

I’m guessing everyone has noticed that the flying foxes are back. Thinning out of trees along the boardwalk will hopefully deter the little b’s from going in that area which will allow us to at least keep walkways open. Just remember Council does do all that it can do to manage this seasonal invasion.

Also had a lot of comments on the new people and bicycle lanes that have been prepared in Capricorn Street. Like them or not, they are there for the safety of our residents. If they are found to be annoying by some then an equal amount if not more have found them to be of a benefit knowing that community and their children are a lot safer for having them there.

I realise that this column is already fairly lengthy but I thought it was important to include from the Water directorate of Council a report regarding leaks (see below). If you do have a leaky pipe this will give you all the information you need in regards to it.

DON’T LET A CONCEALED LEAK COST YOU $$ Did you know you may be eligible for a remission on your water notice if you find a concealed leak?

If you’ve received a higher than usual water bill, a MiWater water leak alert or you’ve noticed damp patches in or around your property, you may have a concealed leak. To be considered for a concealed leak remission, ratepayers must organise a licensed plumber to investigate the property for leaks. If a concealed leak is found, ratepayers may be eligible for a remission on their water notice.

Council has recently reviewed their Concealed Leak Policy and Procedure to provide a fair, transparent system for ratepayers to request a remission if a concealed leak is identified. To find out more about Council’s Concealed Leak Policy and Procedure or to

FREE MICROCHIP POP UP CLINICS TO SPARK PAWS-ITIVE PUP POWER The Chip N Check program, powered by Isaac Regional Council’s Paws-itive Blueprint for Responsible Dog Ownership, is a great opportunity for pet owners to save money on something that is compulsory by law.

All dogs from 12 weeks of age are required to be microchipped and Council is offering this great service to residents for free in proud partnership with Clermont Veterinary Surgery and Moranbah Veterinary Clinic.

Isaac Regional Council Mayor Anne Baker said Council’s number one priority is to reunite owners with their four-legged family member and a microchip is the best chance a lost pet has at going home.

“For the first time in Isaac’s history, we are genuinely proud and excited to work our local Isaac vets to deliver this free and crucial service,” Mayor Baker said.

“How many times do we see lost and wandering dogs? It’s too many and it’s our job as a community to encourage responsible dog ownership and microchipping is amongst it.

“A microchip is permanent identification and for the first time free of charge, it’s peace of mind for Isaac’s dog owners.”

Cr Simon West, who chairs the Domestic Dog Advisory Committee, said a microchip – the size of a grain of rice – is implanted near the dog’s shoulders.

“A microchip is not a tracking device - it stores a dog’s unique identification number, which is linked to a database registry which includes important information

such as the breed and the owner’s contact details.

The information is only activated using a scanner used by a Council compliance officer or a vet,” he said.

“We strongly encourage you to bring your dog to get microchipped at our on-the-spot clinics.

“Those who register through Council’s new engagement platform Speak Up will receive a free leash and waste dispenser for you and your pooch’s next walk together.

“If your dog is currently unregistered, you will also receive free registration until 30 June 2021 during your pop-up visit.”

If your dog is feeling unwell, please call your local vet directly. This is only a microchip check clinic for dogs.

CALLING ALL CREATIVE TEEN WRITERS IN CLERMONT FOR REGIONAL THINKTANK A novel idea to create a thinktank for teenage writers has become reality in the Isaac region.

Isaac’s Young Writers’ Group is an online forum to connect aspiring authors aged between 13 and 18 years of age to collaborate, be empowered and share their writing dreams.

Acting Mayor Kelly Vea Vea said Isaac Regional Council has a strong belief in the creative power of our local youth.

“Council is hosting weekly online meet ups to discuss, share and explore how teenagers can extend their passion for writing into the future,” Cr Vea Vea said.

“Feel empowered to share your interest in writing with others across the region and learn how to turn your passion for writing into a potential career.”

Starting from 27 October 2020 to 17 November 2020, there will be activities to participate in, weekly challenges, information on opportunities to

extend your skills, and a special guest speaker, author Ellen Madden, who will talk about her own personal journey from novice writer to published author.

TAKE A WHISK, CLERMONT AND SIGN UP TO JAMIE’S MINISTRY OF FOOD Jamie’s Ministry of Food is set to launch a fiveweek online cooking program exclusively to Isaac region residents from their home kitchens in October.

Open to residents aged 12 and above who are living and working in Isaac’s 17 unique communities will learn how to make meals from scratch.

Acting Mayor Kelly Vea Vea said Isaac Regional Council is proud to offer this world-class course to residents to help develop and sharpen their cooking skills.

“With funding contribution from the Queensland Government and with the support of Health and Wellbeing Queensland, Jamie’s Ministry of Food is committed to improving the nutritional education and cooking skills for locals and priority groups,” Cr Vea Vea said.

“Thank you to The Good Foundation and Jamie’s Ministry for Food in providing this prime opportunity to help teach residents how to bring the best flavours out of fresh ingredients and how to meal plan on a budget, so food goes further.

“We are a region that feeds, powers and builds communities and this program exemplifies Isaac’s mission.”

The Good Foundation CEO Siobhan Boyle said the program will teach participants the basics of food, nutrition and cooking, as well as some of Jamie’s

special tips and tricks.

“Isaac locals will learn how to make meals from scratch, by baking, grilling, sautéing, boiling and roasting fresh ingredients,” Ms Boyle said.

“The program equips people with skills that make it simpler and quicker to cook healthy, delicious meals. Maintaining a healthy diet is always important and particularly during these difficult times.”

The program is open to Isaac region residents aged 12 and above every Monday from 5.30pm starting from 12 October to 9 November 2020.

NEW POLICE STATION FOR CLERMONT Isaac Regional Council has welcomed an announcement the Queensland Government is to spend $3.5 million on a new police station in Clermont.

“This is great news for Clermont and the broader Isaac Region,” Acting Mayor Kelly Vea Vea said.

“Clermont certainly needs a bigger police station, particularly with the ongoing protest action against the Carmichael coal project which draws police from the town.

“Adani’s operational workforce – expected to be up to 1,800 people – permanently located in their onsite camp will also be serviced from Clermont.

“I understand that, if re-elected, the Government will develop a design in consultation with the Queensland Police Service and build the new station during the next term of government.”

Cr Vea Vea said the announcement about Clermont Police Station highlighted the demands placed on services and infrastructure in the Isaac Region by largescale mines and their work force.

“The Carmichael project draws police from Clermont and will have other impacts on the town but Clermont is not eligible for special consideration under the State Government’s Strong and Sustainable Resource Communities (SSRC) Act. “Although Clermont is the main gateway for the Carmichael site, it is outside the 125 km radius required under the SSRC Act to be considered a

‘nearby regional community’.

“Nearby regional communities receive special consideration to strengthen benefits from major projects, for example through employment and business opportunities. As it stands, the Carmichael Mine will draw on Clermont services they are not currently funded for.

“Adani have stated their entire operational workforce will come from Rockhampton and Townsville. That’s not fair on the people of Clermont, or workers who would prefer to live in Isaac closer to their work.

“The SSRC Act needs to be amended so Clermont and other towns in the region can benefit from the Carmichael project and also have social and other impacts considered.

“Of course, there is also the broader issues of so many State Government services for the Isaac Region being funded on the basis of our fulltime resident population of 21,000 whereas our true population – because of the travel-in travel-out mining workforce that resides here on any night of the week – is 33,000.

“Nonetheless, the decision to build a bigger police station at Clermont is welcome recognition of the increased demands on services and infrastructure generated by the mining industry.

“Isaac Regional Council hopes this recognition will see a flow-on of funding for other necessary services and infrastructure.”

PUBLIC NOTICES GET IN NOW BEFORE RATES DISCOUNT ENDS Isaac Regional Council would like to remind residents they have until 21 October to take advantage of the rates discount period. Ratepayers who make prompt payment on or before this date will receive a 10 per cent discount on general rates.

This year, Council has granted an interest free holiday on all unpaid rates notices until Thursday 31 December 2020 to help support Isaac families respond to the impacts of COVID-19.

After Thursday 31 December 2020, unpaid rates will incur 8.53% per cent interest per annum, compounded daily.

Some financial institutions take up to three days to process electronic payments. Please check with

financial institution to ensure your payment is received

by Council in time to secure discount. Ratepayers who have encountered delays with the postal service in their area can register their email address with Council for an additional rates notice to be issued electronically. If you have not received your rates notice please contact Council.

PUBLIC NOTICES 2020-21 FLYING FOX SEASON UPDATE #1, ISAAC REGION - 7 OCTOBER Isaac Regional Council advises it is monitoring several flying fox roost locations across the Isaac region.

We have adopted a Statement of Management Intent to guide its management of flying foxes in the Isaac region.

Flying foxes migrate into the Isaac region townships between September and April each year which is a part of a greater yearly migration across the Australian eastern coast.

Since its adoption, Council has saved ratepayers over $200,000 per annum in costs associated with management of flying fox roosts.

Flying foxes are protected wildlife in Queensland under the Nature Conservation Act 1992, with some species classified as endangered.

It’s important to note that Australian flying foxes DO NOT carry COVID-19 following several enquiries made to Council this season.

Residents are reminded that it is against the law to harm or disturb a flying fox roost, and unplanned and unauthorised actions can impact on you, your neighbours and your community.

If your property has been a popular roosting site for flying foxes in the past, and they haven’t yet arrived in 2020, we recommend taking proactive vegetation management activities to deter flying foxes from roosting in your backyard.

The best way to do this is to trim or remove potential camp trees prior to arrival of the flying foxes, commonly mature Mango, Fig, or Poinciana species. Little red flying foxes can also camp in eucalypts, palm and other trees.

Flying fox roost management needs to be undertaken in accordance with the Queensland Government’s Department of Environment and Science (DES) guidelines and codes of practice.

Dispersal activities have no guarantee of success, and potentially spread roosts over a larger area or shift roosts from public lands into private backyards.

CLERMONT Little Red flying foxes have roosted at Centenary Park on 21 September 2020. Current numbers are estimated at around 1500 animals, with fluctuations in numbers experienced over the previous week.

The Centenary Park roost is protected as it is used by the Little Red flying foxes for breeding and the rearing of their young.

This brings additional considerations and responsibilities for management of the roost.

Initial approved vegetation trimming recently occurred within Centenary Park to improve park amenity and to manage risks of falling tree limbs associated with highdensity roost.

Further works are scheduled in coming weeks to undertake additional vegetation management activities within Queensland Government’s DES guidelines.

Council’s vegetation management activities of roost trees are capped at 10 per cent of the canopy, per annum, in accordance with the DES Code of Practice for low impact activities affecting flying-fox roosts.

BIN COLLECTION INFORMATION STICKERS LIFT THE LID ON WASTE Isaac Regional Council would like to encourage residents across the Isaac region to Lift the Lid on Waste and know what items can go in red or yellow lidded bins to ensure bin collection.

Council’s Waste Management Services is introducing Bin Information stickers which will help the Waste Collection Truck drivers notify residents if there was an issue with emptying their bin.

To ensure bins are emptied on the dedicated day in your street, residents are asked to ensure their bin: •

isn’t too heavy (contents under 75kg)

•

isn’t overfilled (lid must be closed)

•

doesn’t contain non-recyclable waste

•

is an authorised Council bin (contact Council for info)

If the Waste Collection Truck is unable to empty a bin for any of the above reasons, residents will receive a Bin Collection Information sticker on the bin with details included from the driver.

Residents are encouraged to get in touch with Council to arrange another suitable bin collection time.

PUBLIC NOTICES COUNCIL CALLS FOR A REAL PLAN FOR THE ISAAC REGION Isaac Regional Council has written to the Queensland Government with questions about funding for regional recovery and has also written to all candidates for its electorates to seek their commitment.

This followed last week’s release by Premier Annastacia Palaszczuk and Treasurer Cameron Dick of the MackayWhitsunday Regional Economic Recovery Plan and the Mackay-Whitsunday Regional Recovery Action Plan.

In a letter to the Premier and the Treasurer, then Acting Mayor Kelly Vea Vea queried the ability of these projects to help stimulate the economy in Isaac as the plan intends.

Mayor Anne Baker this week reinforced these concerns and stated that any party wanting to lead Queensland and benefit from the Isaac contribution to the State’s GDP will need to clearly demonstrate that it has a real plan for the Isaac region and that the plan will actually work to make the economy stronger in recovery and more sustainable for the longer term.

“This means that Government must have a real plan to invest in services and infrastructure that underpin and

support our region’s economic engine – the source of Queensland future wealth and prosperity.

“It’s true that while the rest of Queensland locked down earlier in the year during COVID-19 restrictions, our region’s 26 active coal mines continued to operate to generate revenue and employment for the rest of the state and country.

“However, that doesn’t mean businesses in our region were not impacted. It’s been extremely important to their recovery that Council had a real plan that genuinely responds to those devastating impacts.

“For example, way back in March we established the Community Chest Fund which has already distributed $490,000 to 70 small or medium businesses across the Isaac Region needing financial assistance.”

Mayor Baker acknowledged recent campaign commitments by the LNP and issued another call to action and commitment by all candidates.

“We have issued our Priority Policy Issues and Priority Projects to all candidates and we invite them to demonstrate their real commitment to our region.”

PUBLIC NOTICES WATER RESTRICTIONS ADVISORY - LEVEL 2, CLERMONT, EFFECTIVE FROM 14 SEPTEMBER 2020 Isaac Regional Council advises Clermont residents that Level 2 water restrictions came into effect from Monday, 14 September 2020. Projections indicate that the water level will be between 1.25m to 1.5m below the spillway height of Theresa Creek Dam, which supplies the local water treatment plant, on this date. This is the trigger for Level 2 water restrictions.

Residents will be notified through Council’s website, Facebook page, next edition of the Clermont Rag and a letterbox drop to reaffirm these restrictions. We encourage residents to share this important message with their families, friends, workmates and neighbours.

CLERMONT WATER QUALITY RESPONSE PLAN Isaac Regional Council would like to advise the Clermont community of the Clermont Water Quality Response Plan.

COMMUNITY NEWS CLERMONT4DOCTORS PROJECT UPDATE A grand total of $435,000 over 4 years is a lot of moolah! That is the amount Glencore has committed to our community to change the way we access healthcare!

Our dedicated committee members are:

The Clermont4Doctors project is proudly supported by Belyando Enterprise Network Inc and is partnering with local providers QLD Health, Clermont Doctors Surgery and Clermont Country Practice with a focus improving access to healthcare in our community.

Launched on 18 July 2020, the project has taken off with a bang and provided opportunities that were certainly not expected so early on. We’ve had interest from State and Federal politicians, a run on Channel 7 News and even our own caricature in the newspaper.

Clermont4Doctors has been contacted by Queensland University of Technology as a stakeholder in a study for the delivery of mental health services in the Bowen Basin, and has been invited to attend meetings with QLD Health, James Cook University and Northern Queensland Primary Health Network for community input in service delivery models in the Isaac Region. All that in just three short months!

Like many not-forprofit organisations, Clermont4Doctors relies on a volunteer committee to make decisions and steer the project objectives and outcomes. We are proud to have a committee which represents the multiple facets of our community.

Daniel Silva is regarded as one of the greatest American spy novelists.

As a child, Silva knew he wanted to be a writer and journalism would be his career.

He was studying a master’s degree in international relations when he received a temporary job offer from the United Press International to assist in covering the 1984 Democratic National Convention.

Silva later abandoned his studies to work for the UPI fulltime.

KEEP KIDS ENTERTAINED WITH KINDERGO! It can sometimes be a challenge to keep young children entertained for more than five minutes but Isaac Libraries has come on board with Kindergo.

Kindergo is an interactive reading App for children aged two to seven years.

Thanks to First5Forever, children can explore interactive islands, read curated picture books, play learning games and build their literacy skills for free until 1 December 2020.

CLERMONT HISTORICAL CENTRE LEARNING TO SWIM IN THE OLD CLERMONT POOL

If you grew up in Clermont in the late 1970s and early 1980s, you may have been taught to swim with a ‘bubble’ on your back by Mr Nolan in the old Clermont pool. A bubble was a swimming device made of a Styrofoam and worn on the back to help keep you afloat in the water. Mr Nolan gave swimming lessons for many years at the old Clermont pool, helping and encouraging children to be competent swimmers.

The old Clermont swimming pool was built on the northeast corner of Lime and Capella Streets and officially opened on Saturday, April 7, 1962. A large crowd attended the opening and Member for Barcoo, Mr E C O’Donnell was among the dignitaries present.

The Clermont Town Band was also in attendance. The swimming pool was 25 metres long, six feet deep at the eastern end and had six swimming lanes. There was a shallow wading pool for younger children. The pool was emptied every year during winter for maintenance. The pool was used by the Clermont community until 1983 when a new pool complex was built on CopperfieldRubyvale Road. The complex included a wading pool and an eight-lane, 50-metre long pool.

ON THIS DAY….72 YEARS AGO Clermont Hospital Staff Crisis - October 16, 1948 The Clermont Hospital was facing closure from November 1,1948 unless a matron and at least one double-certificated sister was employed by the hospital by that date. The Outpatients Department would remain open if the hospital closed.

The Clermont Hospitals Board sought applications for a matron to replace the current matron who was resigning at the end of October. Clermont doctor, Dr J S Sullivan told the board that unless a matron and one sister were acquired, it would be impossible to continue even limited services at the 35-bed hospital. If the Clermont Hospital closed, patients faced travelling 60 miles to Emerald or 200 miles to Rockhampton. The Clermont township had a population of 1600 people at the time.

The Blair Athol Hospital had been closed for three years and a doctor visited Blair Athol twice a week.
