ABSTRACT

According to India’s State of Pet Homelessness Index, In 2024, an estimated 80 million homeless cats and dogs in India wereeitherlivingonthestreetsorinshelters.Specifically,62millionstraydogsand9.1millionstreetcatswerereported. This results in many animals being put down due to overcrowding in shelters. The current methods of finding and adopting pets are ineffective and disorganized, To lower euthanasia rates we can go for a feature driven platform like ”SecondChancePets”whichisatechnology-drivenplatformthatencouragespetadoptionthatcaterstoallanimallovers. 1. INTRODUCTION

Every year, millions of pets end up in shelters, yet only a fraction find permanent homes. India faces a staggering stray animalcrisis,withanestimated80millionstraydogsandcatslivingonthestreets.Shockingly,only1in500findadoption, while the rest suffer from malnutrition, accidents or disease. Animal shelters already overwhelmed house over 250,000 pets, at any given time, yet adoption rates remain below 15% due to fragmented systems and lack of awareness. Compoundingthe issue,62%ofurbansheltersoperate beyondcapacity, leading to preventable euthanasia or prolonged kennel stress. The current approaches to moving or finding pets are reckless and ineffectual. It is our responsibility to showanimalsinsheltersorunderthecareofanimalrescuegroupspatience, love, andtrust.Managingallanimalsinone location is a major issue due to the increase in lost and abandoned pets. The objective of " Second Chance Pets " is to createauser-friendlywebsitewherepeoplecaneasilybrowseforpetsandtoquicklylocateandadoptpets.

Traditional adoption methods reliant on word-of-mouth, overcrowded shelters, or unverified online listings fail to address these systemic gaps. Fraudulent pet sales, inadequate health disclosures, and poor adopter-shelter coordination furtherdeterpotentialadopters.

Second Chance Pets, a MERN stack-powered platform, tackles these challenges by digitizing and securing the adoption process. Having, Verified Pet Profiles with real time location, phone number of the pet owner, and all the essential informationrequired.

2. Literature Review

For years, animal welfare organizations and researchers have been trying to solve the persistent problem of pet homelessness.Aswewentthroughvariousstudiesandadoptionplatformanalyses, severalkeyissueskeptappearingthat our"PawsandHomes"platformaimstoaddress.

2.1 The Broken System of Traditional Adoption

Most shelters still rely on paper-based records and word-of-mouth adoptions. A 2024 study by the Indian Journal of Animal Welfare found that nearly 80% of municipal shelters lacked any digital tracking system. This leads to heartbreakingscenarioswherepotentialadopterscan'teasilyfindavailablepets, whilesheltersremainovercrowded.

Online pet adoption platforms haven't fared much better. Research from the Tata Institute of Social Sciences highlighted threemajorflaws:

1)Listingsoftenshowpetsthatwerealreadyadoptedweeksago

2)Healthandbehaviourinformationiseithermissingorunreliable

3)There'snoproperscreeningofpotentialadopters

2.2 The Human-Animal Disconnect

What surprised me most in my research was how often adoptions fail because of mismatched expectations. A Bangalore based animal NGO reported that about 40% of adopted pets are returned within six months. The reasons were usually preventable:

-Familiesunpreparedforthepet'senergylevel

-Apartmentsunsuitableforlargerbreeds

3. Database Used

MongoDBwillbeusedastheprimarydatabaseforstoringinformationaboutpets, users, andshelters.ItsNoSQLstructure allows for flexibility in data storage, accommodating various types of information and scaling effectively as the platform grows.MongoDB’sdocument-orientedapproachisidealforhandlingcomplexdatastructures.

For server-side operations, Node.js will be integrated with Express.js to create a RESTful API. This will handle requests fromthefrontend,manageuserauthentication,andinteractwiththedatabase.Node.jsisparticularlysuitedforhandling I/O-boundtasks,makingitanexcellentchoiceforreal-timeapplications

4. METHODOLOGY

The development of the Pet Adoption Platform will adhere to an Agile methodology, which emphasizes flexibility, collaboration, and customer feedback throughout the development lifecycle. This approach allows for iterative progress, enablingtheteamtoadapttochangesandenhancetheproductbasedonuserneeds.

Keyphasesofthedevelopmentprocesswillinclude:

 Planning and Requirements Gathering: Initial meetings will be held to outline project scope, objectives, and timeline.Stakeholders, includingdevelopers, designers, andrepresentativesfrompartnershelters, willcollaborateto gatherrequirementsandensurealignmentongoals.

 Wire framing and Prototyping: Using design tools like Figma or Adobe XD, wireframes and prototypes will be createdtovisualizethelayout, flow, andfunctionalityoftheplatform.Earlyuserfeedbackwillbegatheredduringthis phasetorefinedesigns.

 Development: Thedevelopmentteam willbegincodingthefront endusingReact.jswhilesimultaneouslysettingup the back-end API with Node.js and Express.js. The database will be configured to store necessary data. Regular meetingswillensurethatallteammembersarealignedandontrack.
