Introduction. WHO WE ARE

Invest in Open Infrastructure (IOI) works to increase the investment in and adoption of open infrastructure to further equitable access to and participation in research and scholarship. 4


We provide actionable, evidencebased tools and recommendations for decision makers, offer tailored strategic support to infrastructure services and funders, and catalyze investment in open infrastructure.

What we see Open solutions have risen in popularity and use to further open access to research, but many struggle to be viable. Funding from philanthropy, government, and institutions empowers services to be mission-oriented.

Services are vulnerable to changes in leadership and often struggle with funding longterm operations and maintenance.

Community development and governance center researchers’ needs.

Communities are straddled with the cost of development without additional funding, leading to reliance on unpaid labor.

Open source solutions are customizable, and able to be built on or adapted as needs grow.

Implementation and usability of open solutions can be costly and time-consuming due to resource constraints.

Many alternatives exist to serve specific communities, providing choice to institutions. 9

Scarcity of funding and adoption can lead to unhealthy and unnecessary costs and competition.


What We’re Working On

IOI Fund for Network Adoption is a 6-8M USD fund to provide flexible, catalytic investment to support research communities at scale.

We will partner at least three networks, focusing on networks with a strong existing service relationship to a set of communities or institutions, a public commitment to open science principles, and a specific opportunity for using funds to develop open data infrastructure adoption among members.

Infra Finder, our new open infrastructure discovery and evaluation tool, enables institutions and funders to make more informed decisions about adopting and investing in open infrastructureand increase visibility for these services.

Explore our latest findings

Investigating ‘Reasonable Costs’ to Achieve Public Access to Federally Funded Research and Scientific Data is a research project that seeks to deepen our understanding of the true cost of “public access” publishing today for prevalent scholarly publication formats.
