• Weapon System Facilities & Infrastructure Planning.
• WSF&IP is the Shore planning process. • Ensuring the Navy has the right infrastructure at the right locations at the right time for each new platform or weapons system.
• F&I Integrated Product Services (IPS) focuses on mitigating risks, controlling costs, and direct operational support facilities.

ROLES AND RESPONSIBILITIES

OPNAV
Consists of an ensemble of assistants in various positions (such as Vice Chief of Naval Operations (VCNO), Deputy Chiefs of Naval Operations (DCNOs), etc.) as well as their respective staffs. OPNAV functions are split between resource sponsors and requirement sponsors.
USFF/CPF

United States Fleet Forces Command (USFF) and United States Pacific Fleet (CPF) are Navy Component Commands and act as the primary force providers of naval units to each Unified Combatant Command. In their roles as force providers, they do not carry out military operations independently, rather they train, maintain, and sustain subordinate numbered fleets, type commands (TYCOMs), development of concept of operations and specialty organizations/units.
NAVFAC

NAVFAC is the shore facilities SYSCOM and Navy acquisition executive and head of contracting agency authority for facility planning, design, construction, services, utilities, facilities maintenance (public works), environmental, and real estate.
CNIC

Commander, Navy Installations Command (CNIC) is responsible for all shore installations under the control of the US Navy. Reporting directly to the CNO, CNIC has overall responsibility and authority for all installation support programs and is the lead within the Navy for installation policy and program execution oversight.

ADVANCE PLANNING METHODOLOGY
The process of anticipating and funding support elements early, due to the complexity and long lead times to support the planning requirements for both platforms and infrastructure development.


Outcome
Development of the following “Products”: planning scope, planning costs, and planning schedule. Advance planning products catalyze planning and initiate PPBE process participation, as well as contributing to the investment strategy for future POM submissions.
