This summer issue was designed true to our mission in the spirit of community by delivering fresh content to Bell Canyon that is both informative and full of fun!
We hope you’ll enjoy this new medium for BC as a breath of fresh air! The future of our canyon is bright and our editor and contributors to Insider are working hard to provide a new and exciting energy to it’s content.
As for the board, we will stay dedicated to our promises to the community with an abundance of hope but few illusions --- the immediate difficulties will make us better, not bitter, and Insider will stay true to its mission to see past the discord and highlight the special place in which we are blessed to live

Bell Canyon is due for some aesthetic improvements, and one of the first projects we’re working on is a restoration of the median between the gate and Hackamore.
Over the next couple of months, we will add drought tolerant flowering plants and repair the many broken waterlines.
This project will be done on a tight budget, with the work being performed by our maintenance manager Travis and his crew. No outside contractor will be involved. This beautification project will be overseen by Travis our Facilities Manager and the Maintenance Committee
Why go drought-tolerant?
First and foremost: Water Conservation. Drought-tolerant plants require less water, reducing the demand on freshwater resources, which is crucial in areas prone to drought like ours.
Besides that, there are strong economic benefits Less water is required to maintain drought-tolerant landscapes, resulting in lower water bills for the Association. As well, these types of plants typically need less maintenance, such as watering, trimming, and fertilizing, and that reduces labor and material costs
To top it off, Sustainable landscaping keeps Bell Canyon environmentally friendly. If you are interested in types of drought-tolerant plants, here are some ideas:
1. Succulents: Plants like aloe, agave, and various cacti are excellent at storing water and thriving in arid conditions
2. Mediterranean Herbs: Plants like rosemary, lavender, and sage are wellsuited to dry conditions and are also beneficial for culinary and medicinal uses. Besides that, they look beautiful in a yard.
3 Trees and Shrubs: Certain trees, such as Coast Live Oak, and shrubs like manzanita and ceanothus, are drought-resistant and can provide shade and habitat for Bell Canyon’s wildlife.
Did you know that oak trees might help battle wildfires?
Here’s a quote from the Santa Barbara Botanic Garden that explain why:
“Many oaks, including the Coast Live Oak (Quercus agrifolia) retain moisture throughout the entire year, while other plants may dry out and become wildfire fuel in the dry season Oak trees can shade out invasive annual plants with their dense canopy and leaf droppings, leading to reduced presence of invasive annuals that more readily catch fire.
What’s more, they are unparalleled at providing habitat It is pretty remarkable that mature oak trees provide the services of weed control and fire risk reduction, two tasks that would take land managers a lot of resources to achieve. While oaks are slow-growing and require some initial work to establish, I’d say it may be worth the wait.”

Before you run out in your sunhat (or maybe you're more of a no-sunhat rebel), let's chat about something super important: sun safety.
Yes, we’re talking about the magical potions that protect our skin sunscreen! But with so many choices, how do you know which one to pick? Don’t worry, we’ve got you covered. It’s easy to get tripped up with so many choices, starting with mineral or chemical? What’s the difference? Let’s explore.
But first, why do we even need sunscreen? Well, as much as we love the sun, it comes with a dark side harmful UV rays. These sneaky rays can cause sunburn, premature aging, and even skin cancer We all know the sun can be strong in Bell Canyon, so let’s go over our options!
Mineral sunscreen, also known as physical sunscreen, is the natural, earthy warrior in the sunscreen world. Its active ingredients, like zinc oxide or titanium dioxide, sit on top of your skin and reflect those pesky UV rays away Think of it as a tiny mirror shield for your skin!
Pros:
Instant Protection: It starts working as soon as you apply it. No waiting around!
Gentle on Skin: Ideal for sensitive skin types and those prone to irritation.
Environmentally Friendly: Often reef-safe and kinder to marine life.
Cons:
White Cast: Sometimes it can leave a white or chalky residue.

Chemical sunscreen is the modern, high-tech defender It contains organic compounds like avobenzone, oxybenzone, or octocrylene that absorb UV radiation, transforming it into heat, which is then released from the skin.
Pros:
Cosmetically Elegant: Lightweight and easy to apply, often leaving no white residue
Water-Resistant: Many formulations are better for swimming and sweating.
Broad-Spectrum: Offers comprehensive protection against both UVA and UVB rays
Cons:
Absorption Time: Needs about 20 minutes to start working, so plan ahead!
Potential Irritants: Can cause reactions for sensitive skin and eyes
Environmental Impact: Some ingredients can harm coral reefs and aquatic life
So, which sunscreen should you choose? It all depends on your skin type, your activities, and your personal preferences If you’re an ecowarrior with sensitive skin, mineral sunscreen might be your go-to. If you’re all about that seamless, no-white-cast look and you need something that stays put during your swim sessions, chemical sunscreen could be your best bet

The Bell Canyon Community Center historically has been an anchor feature in our community for hosting events in Bell Canyon.
It’s rich history has hosted board meetings, town halls, weddings, New Year’s Eve celebrations and so many special moments for our residents.
It is a unifying place of gathering where families in the community have come together to create lasting memories.
The restoration of the Bell Canyon Community Center is a top priority for the BCA Board, and we would like to share with you an inside look at our progress as we keep to our commitment of transparency and open communication with the community.
In this video, Bell Canyon Facilities Manager Travis Simpson talks with our very own Adrienne Janic, giving
us an inside peak at the future designs under consideration. These designs are not cast in stone --- we plan to get the community involved before finalizing aesthetic decisions.
Of course, financial limitations are a limiting factor, so we plan to “think big, act small.”

THE BELL CANYON COMMUNITY SERVICES DISTRICT IS YOUR LOCAL GOVERNMENT AGENCY PROVIDING SERVICES PAID FOR WITH YOUR TAX DOLLARS.
IT IS THE LOCAL FORM OF GOVERNMENT ALLOWING YOU, THE TAXPAYER, TO PARTICIPATE IN THE SPENDING OF THOSE PRECIOUS DOLLARS.
FOUNDED IN 1984 IT IS COMPOSED OF FIVE DIRECTORS SERVING FOUR YEAR TERMS OF OFFICE.

After hearing from consumers across the state and reviewing the evidence in the record, on May 10th, the California Public Utilities Commission (CPUC) issued a ruling rejecting AT&T’s request to withdraw as a carrier of last resort (COLR) for Landline service.
This was great news for us in Bell Canyon. We already suffer from marginal cell service from T-Mobile; and both Verizon and AT&T have refused to provide a cell tower which would work for us.
Our reliable option during emergency power loss, fires, and earthquakes is the landline.
Residents have used work arounds such as VOIP service, WiFi calling, cell phones and maybe satellite phones, but for the vast majority the landline is the emergency solution.
A big thank you to our Bell Canyon Association Board, Bell Canyon Community Services District officials, and our Bell Canyon Volunteer Wildland Fire Department who all sent letters to the CPUC on our behalf
Also thank you to our residents who also sent letters to the CPUC reinforcing our position. We also received a great deal of leadership and support from our Ventura County supervisor Janice Parvin.
Our topography presents challenges but fortunately those residents who want the reliability of a landline during an emergency will still have that option.

The Canyon’s revenues for the month of April were $299,000 while our expenses were $173,000. Our revenues include the impact of the 20% increase in monthly assessments that commenced in March.
As previously discussed, these additional proceeds of $45,000 are being used to make the required monthly payment on the Association’s $2.2 million loan from the third party.
Our cash balance at April 30 was $1.3 million compared to a little under $1.2 million at March 31 As a reminder, all of our cash is currently held in our Operating Fund and we have no amounts set aside in our Replacement Fund for the repair of our roads and related assets.
