Presidents Update Dear Friends and Neighbors, September was a busy and rewarding month in Bell Canyon. From the Fitness Expo to Movie Night, Endless Summer, and the Town Hall on Safety, residents came together to learn, celebrate, and strengthen our community. Thank you to all who participated and supported these events. October also brings plenty of seasonal fun with the Halloween Bash, Boo at the Barn, Trunk or Treat, and the Pumpkin Patch. Each offers a chance for families and friends to gather, celebrate, and enjoy the spirit of fall right here in the community—a special shout-out to CSD, Cerulean Farms, and Sage Creek for their sponsorship of events. Upcoming events in the Canyon include Bagels at the Community Center, a Toy Drive for Charity, and a 3-Mile Turkey Trot on Thanksgiving Day. Also, “Hold the Date” for a CSD-sponsored Casino Night on New Year’s Eve. On the legal front, the contingency lawsuit filed a year ago against former attorneys for malpractice and breach of fiduciary duty in representing Bell Canyon has been successfully resolved in our favor, bringing funds back into the Association. Operationally, we completed the asphalt road repairs, making our streets safer and more protected. Also, September was Keystone's fourth month of community oversight. While we can all expect to encounter challenges during the transition to new operational and financial systems, your understanding and patience will help us navigate any issues as our new partner implements its time-tested operational programs. Finally, an apology. A recent message about the median was not our finest wording; it was more like a rough draft that should have stayed on the cutting room floor, as it implied that your views were unwelcome. Let us eat some humble pie and correct the record by unequivocally stating that your opinions are welcome! The median treatment was intended to display options and get a reaction—and boy, did it. A Summer Favorite Movie at the Park September 6, 2025 - It was one of those perfect late-summer evenings in Bell Canyon. Earlier in the day, the skies were a brilliant blue and the temperature hovered near 80 degrees — ideal weather for the Bell Creek Park HOA Movie Night, where Lilo & Stitch lit up the big screen. Families and friends arrived with blankets, lawn chairs, dogs, frisbees, and balls, turning the park into a lively scene of laughter and connection as everyone waited for dusk, and for the irresistible smell of freshly popped popcorn! Glow-in-the-dark necklaces and candy treats were the must-have accessories of the night, adding a playful sparkle as the sun went down. Events like this remind us why Bell Canyon is so special — more than just a place to live, it’s a community where neighbors come together, traditions flourish, and memories are made. Thank-you to all the volunteers and organizers who made this magical movie night possible. If you missed it this time, we’ll see you at the next one!

Meet Your HOA General Manager This month, Insider sat down with our HOA General Manager, Debbie Graffam, to learn more about her journey, her experiences in property management, and the passions that shape her life outside of Bell Canyon. From growing up among orange groves to leading a team that keeps our community running smoothly, her story is one of perseverance, humor, and heart. Where did you grow up? I grew up in a very small town called Sunnymead, California, when it was still orange groves and full of Air Force families assigned to March Air Force Base. I spent most of my childhood swimming, camping, and walking around outside with my brothers and friends through fields and trails until the streetlights came on. That small family town has grown into a very large city, and the fields and trails have now been replaced by industrial buildings and houses. The base is no longer active and is now called Moreno Valley.

When the housing bubble burst and the kids grew up, I went back to school and earned two AAs—one in Office Administration and another in Paralegal Studies—and a BS in Organizational Leadership. Jobs were scarce, and no law firms were hiring. I sent out many, many résumés before being called by Keystone, who hired me as a receptionist in their Temecula office. I quickly worked my way up and became a manager within a year.

How long have you worked in the Property Management/HOA field? I started my career in HOA management late in life and quite by accident. I began working at 14 in an optometrist’s office doing administrative work and administering the air test everyone hates. Then at 16, I worked for a wonderful lady who owned a trophy shop, and at 21, I bought my own and sold it 10 years later. Having been freshly divorced and inheriting three children (for a total of six—five boys and one girl), I had to find something I could do that would

What is the best advice you would offer to an owner living in an HOA? There’s a false stigma associated with HOAs—that management is hiding around the corner ready to send out a violation letter at every turn. But that process is a very small part of the job, and most managers do not enjoy it. Most of our time is spent resolving maintenance issues, reducing liabilities, and working with owners to determine the best outcomes for their specific situations. My particular role is very financial. I spend a great deal of time paying association bills and looking for money-saving options to help preserve and enhance the HOA for both the present and the future. What is your favorite part of your job? I love just about all aspects of my job. I really enjoy working with and training my team, implementing processes, and meeting with owners. I find that in the management world, I’m an outlier because I truly love Board Meetings. They’re a time for the Board to make decisions regarding the association, which in turn provides a roadmap and timeline for management to follow based on the needs and goals of the community.

But I really love the ocean. My brother is a crabber and has worked in that industry since he was 15. I would love to buy a fishing boat and work the crab season, then shrimp in the off-season with him. What is your favorite food? I really like pasta and spend most of my weekends making some kind of pasta dish to bring to work for the week. If you could talk to someone dead or alive, who would it be, why that person, and what would you ask? Growing up in Southern California in the ’80s, my taste in music is very New Wave and what would now be considered alternative. I was fascinated by Oingo Boingo and would love to sit down with Danny Elfman to hear his story from band frontman to film composer.

If you were not a GM of an HOA, what would you be doing for work? When I was very young, I wanted to be a stewardess (now flight attendant) because I loved to fly and thought it was the best way to see the world. When I was flipping houses, I thought about becoming a contractor because I really enjoyed tearing down a wall and replacing it with something better.

What does your dream vacation look like? Where would you go, and with whom? I’m one of the lucky ones who has had a best friend literally since birth. We spend a lot of time together and take a vacation each year. My dream vacation is a cruise to anywhere—the destination is less important to me than being on the ship in the middle of the ocean. I would like to take a New England cruise to check off the eight states I haven’t been to yet; most of those are in the Northeast.

Give us three fun facts about yourself. 1) I spend a great deal of time on weekends doing questionable and unnecessary renovations on my house. 2) I raised seven children (my sister-inlaw, my three boys, and my brother’s three kids) on my own—each of whom are fantastic humans and very successful in their own right. I don’t have any grandbabies yet, but I do have two great-nephews who call me “Auntie-Gran.” 3) I love to drive and would rather spend a day and a half driving crosscountry than fly. I wish I could drive to Hawaii. Thank you to our HOA General Manager for sharing her story and for everything she does to support the Bell Canyon community.

Town Hall Brings Bell Canyon Residents Together for Safety When Seconds Count

On September 21st, the HOA hosted a Town Hall meeting titled “When Seconds Count.” Earlier this year, the Bell Canyon HOA began presenting a series of public meetings at the Community Center as part of the board’s ongoing commitment to transparency, accountability, and meaningful community involvement. We are grateful to everyone who attended. The strong turnout, thoughtful questions, and active engagement underscored our community’s dedication to staying informed and working together to reduce shared risks. Following opening remarks and encouragement from Supervisor Parvin and the Assemblyman’s office, the Ventura County Sheriff’s Office, Fire Marshal, and Battalion Chief outlined practical steps every resident can take to help protect both their families and the broader Bell Canyon community. Together, this meeting and others like it mark a turning point for Bell Canyon: a forward-looking HOA board, a culture of open engagement, and a clear focus on investing in the safety, resilience, and longevity of the community we all call home. Bell Canyon Fire Ready Town Hall I spoke at the Bell Canyon Town Hall, where neighbors gathered to learn vital safety skills and preparedness strategies. From hands-only CPR lessons by UCLA West Valley Hospital physicians and nurses, to fire safety tips from Ventura County Fire, and even wildlife encounter guidance from our Park Rangers, the event was filled with valuable information to help keep our community safe. So many residents came out to engage and commit to making our community more resilient. I’m thankful to everyone who made this event possible and to all who attended.

Bell Canyon’s First-Ever Fitness Expo August 30, 2025 – Bell Canyon’s Community Center came alive with energy, motivation, and music as residents gathered for the first-ever Bell Canyon Fitness Expo! The event, held in the gym and courtyard from noon to 4 p.m., brought together fitness enthusiasts, families, and friends for a full afternoon of wellness, workouts, and fun. Top trainers Lana Titus, Gio Quinterro, and the Calabasas Fitness Center team led free workout sessions throughout the day, from bodyweight and mobility drills to ab-focused classes and banded strength training. Residents rolled out their mats for an invigorating mat Pilates session led by Bell Canyon’s own Shelly Needham, who kept everyone moving and motivated through a full-body workout. Between workouts, attendees took part in a “Mindful Eating Practice” led by nutritionist Rhonda Krick, offering refreshing insight into how small daily choices can support a balanced lifestyle. Health-focused vendors kept the energy flowing, with Next Health offering vitamin shots and ObsidianFit™ showcasing performance supplements.

And for those who like their fitness with a side of fashion, pop-up shops from Frankie’s Bikinis, Dippin’ Daisies, and more featured brand-name swimwear and athletic wear at special event discounts. A live DJ set the vibe as neighbors mingled, tried new classes, and celebrated the community’s shared commitment to wellness. Events like this one prove that Bell Canyon isn’t just about scenic trails and open space, it’s about living well, together.

Huge thanks to the organizers, trainers, and volunteers who helped make this inaugural Fitness Expo such a success. Here’s to many more healthy, happy gatherings ahead! R E M M U S September 6, 2025 Bell Canyon’s Endless Summer celebration lived up to its name with an unforgettable evening that perfectly captured the joy, connection, and community spirit that define life in the Canyon. Hosted by the Bell Canyon Community Services District (CSD) at the Community Center, the event drew a large, festive crowd eager to celebrate the close of summer in true Bell Canyon style. Guests were treated to free food, live entertainment, and a full no-host bar, as the courtyard and patio transformed into a lively party under the stars. From the moment the music started, the night took on a rhythm all its own. The band was electric, the lighting and sound were flawless, and the atmosphere, glowing with energy, laughter, and good company, was nothing short of magical. Behind the scenes, the event was brought to life by Brad Elfenbein of BME Hospitality, whose passion for creating experiences that bring people together shone through every detail. The vendor team, from bartenders and servers to food vendors and AV crew, shared that same commitment to community, professionalism, and fun. Even the cleanup crew earned high praise for wrapping up the night seamlessly. cont’d

R E M M U S Residents described the evening as “flawless” and “unforgettable,” with compliments pouring in for everything from the food and bar to the layout and organization. Families danced, kids played, and neighbors reconnected, many saying it felt like the perfect reminder of what makes Bell Canyon such a special place to call home. While the CSD team is already making notes for the next event, adding a few more kid-friendly activities and dedicated handicap parking, the overall feedback was overwhelmingly positive. As Brad shared afterward, “One of the most satisfying parts of what I do is seeing how events like this bring people together. I really believe this was a good start to healing and reconnecting the community.” A warm thank-you goes to the Bell Canyon CSD Board, Walter Kelly (CSD General Manager), Brad and the BME Hospitality team, and every vendor and volunteer who helped make the Endless Summer such a success. Summary of Bell Canyon’s Fiscal Year 2025 0perating Results and Financial Position Bell Canyon operations are accounted for in the following separate funds: --The Operating Fund which accounts for the general operations of the Association and reflects the majority of its activity. --The Replacement Fund which accounts for major repairs and replacement of assets. (The Replacement Fund is only presented when there is related activity to report). The results for each of these funds are presented below. Operating Fund Results During the year ended June 30, 2025, the Canyon recorded $4.7 million in revenue, primarily composed of $3.9 million in monthly assessments; a $370 thousand gain on the sale of an unproductive asset, 67 Ranchero, acquired in connection with a prior legal settlement; and a $300 thousand gain resulting from the drawdown of excess liabilities for refundable construction deposits. During 2025, expenses totaled approximately $2.9 million, net of a gain of $495 thousand from a lawsuit settlement in favor of the Association. Income for 2025 was $1.8 million, reflecting the positive impact of the above noted items and other operationally related savings, including reduced litigationrelated expenses.

Operating Fund Results (cont’d) As of June 30, 2025, our cash balance was approximately $2.3 million, reflecting an increase of $850 thousand from June 30, 2024. This increase is primarily the result of operating income and the proceeds from an additional borrowing from a third party of $825 thousand, partially offset by the repayment of $600 thousand owed to the Replacement Fund for amounts previously borrowed and advances of $400 thousand made to the BCCC for payment of amounts owed to contractors for renovation of the Community Center. As of June 30, 2025, Bell Canyon owes a third party approximately $2.4 million, which bears interest at 9% and is repayable in monthly installments of approximately $66 thousand through February 2029. Additionally, the Operating Fund owes the Replacement Fund $4 million for amounts previously borrowed. Replacement Fund Results As of June 30, 2025, the cash balance was approximately $250 thousand, representing the receipt of the repayment from the Operating fund of $600 thousand of borrowed funds less $350 thousand spent on needed road repairs.

On November 6, 2025, Ador Venturanza will have worked for Bell Canyon for 30 years! He started working for the BCA in 1995. Throughout his tenure here, he has come to know many residents and regular visitors. He always welcomes everyone home with a smile and a great attitude. He enjoys working with Bell Canyon because of the community and atmosphere. He especially likes working with his fellow ACOs. Being here so long he describes his coworkers as team players, supportive, understanding, and caring. Ador is originally from the Philippines and came to the US looking for better opportunities. He has 5 kids with his wife Vivian who sadly passed away in 2021. He is very proud of his children who continue to support him. All his children are working, and some are going to school to pursue a higher education. Ador is active in his church and loves his family very much. Ador likes to travel, play chess, go shooting, gardening, and swimming. His favorite foods are fish, chicken, veggies, noodles, and loves a good barbeque. He plans to retire in the future, continue to support his church, and remain close with his family. As we ended the interview, I asked if he had any special words he’d like to say. He said, “Let’s continue to support each other. Bell Canyon is a wonderful place to live in.” So, if you are around the entry station from 11pm to 7am (graveyard shift) stop by and say hello to Ador!

BELL CANYON Here’s a few things you may not know about Bell Canyon The Bell Canyon Bus Stop Area Owned and maintained by the Bell Canyon Community Services District, the bus stop near the community entrance serves as a daily meeting place for families during the school year.

Also there are two “Little Free Library” enclosures where you can take a book or leave a book to share. They serve both adults and children alike.

It offers shade and shelter from sun or rain and includes a dedication plaque honoring those who helped make it possible — The Boeing Company, Ferguson Engineers, and TCG & Associates and was completed in December 2002.

More than two decades later, the shelter still stands as a symbol of community partnership and Bell Canyon’s dedication to its families.

Located on the main bench area, there is also a dedication plaque for resident Dr. Kate Vedehra, who was LVUSD School Board President.

Each month, the Bell Canyon Insider will take a step back in time, revisiting pieces of our community’s history to see how far we’ve come—and perhaps learn something along the way. Over the years, thousands of people have called Bell Canyon home, some for just a short while, others for decades, shaping the fabric of our unique neighborhood.
