M

y Fellow Miramarians, Hoping everyone is doing well and staying safe. These are still trying times and we must do our best to protect ourselves and our neighbors while finding a way to continue safely moving forward both personally and professionally.

The same holds true for us in Miramar - we take the safety of our employees and residents very seriously but we too must move forward.

As we enter into the last quarter of the year, it is time to update you on the State of our City. I invite you to join me for the first ever Virtual State of the City on October 29th beginning at 6 p.m. on the City’s FB Page. As you are aware, it’s been a very different year for all of us and I am excited to share behind the scenes steps the City had to take to adjust to the impact of Covid-19 including: *Our Economic Climate – Miramar remains a leader in corporate activity *Hear from actual Covid-19 survivors, here in our City. *Resources provided to our residents and businesses. *Opportunities for you to participate and ask questions.

As our children have begun attending school it has not been without challenge in this virtual learning environment. This may be a new way of learning for our children but it also presents an economic challenge in accessing hi-speed internet. As a result, I have launched the Mayor Messam No Digital Divide Challenge. This partnership with Comcast provides internet access to families for $9.95 per month for 6 months. My goal is to support 80 families who may have to choose between paying rent or buying food and providing internet for their child to learn. I am challenging Mayors from all Broward County cities to identify and support families who may be challenged in their respective cities. It’s a truly worthwhile cause.

Message from Commissioner Davis

Election Tuesday rolled in and I would like to congratulate all those who won their perspective seats especially our very own Marie Woodson who has volunteered in many of my initiatives.

The City of Miramar accepted another donation of 3,000 masks from LGY enterprises, a woman owned company. These masks will be distributed throughout the community.

ello, Miramar! As COVID 19 continues to impact our lives, we are pleased to report that the numbers are trending downwards in terms of our positivity rate and the number of deaths.

We must continue to wear our mask, social distance and practice proper hygiene.

The water shut off moratorium that I initiated has been extended to September 30th, 2020 as we continue to look for more ways to better assist our residents and businesses.

Every Thursday we have my Drop & Go initiative where residents that are unable to attend the weekly food distribution sites will receive free groceries courtesy of our partnership with Feeding South Florida. I extended this service to the elderly, disabled, mothers with young children who are unable to drive to the drive thru location. Volunteers have been able to deliver to over 5500 homes contactless. If you would like to join our volunteer efforts, please contact 954-602-3141.

Early August, I had the pleasure of celebrating our resident centurion Grace Smith, on the eve of her 100th birthday. We’d like to thank her family for allowing us to celebrate her life with them.

I also had the honor along with my colleagues of accepting 3000 masks donated to the City of Miramar by the Korean Community Empowerment (KEC). These masks have been distributed to both residents and businesses to ensure they are equipped with proper personal protective equipment (PPE).

August was also Jamaica’s 58th year of independence. This was celebrated with a Motorcade at the Sawgrass Mills Mall, which was in collaboration with the Jamaica Diaspora Council, powered by the Consul General of Jamaica, Oliver Mair. We enjoyed 5 miles of proudly parading our heritage and culture.

I’d like to thank all the well wishers and condolences expressed during the recent passing of my father, Ronald Davis who was an active participant in the Miramar Senior Center and Miramar Senior Daycare. Rest in Paradise, dad. To all those who have lost loved ones during this time, please accept my sincere condolences.

The Hispanic food, culture and music was alive on display as I hosted our first ever Hispanic Heritage Month Drive-Thru “Celebrating Latin Flavors” on September 29th. I partnered with 3 local Latin eateries La Carreta, Tribeca, and Bravo to treat 100 residents who rsvp’d in time to a FREE lunch as we celebrated together and took social distancing precautions while honoring Hispanic Heritage Month. I am pleased to have proposed and established the City’s first Dog Park; grand opening on October 20th at 9am at the Miramar Regional Park. As the proud owner of a dachshund I know what it means for our furry friends to simply have a place for them to mingle.

Beyond the Call of Duty. A must read story!

he spoke to. I wanted to see him again.”

t’s a moving story of a friendship that grew out of a horrific crash: Ten years ago Moise Brutus lost three limbs, but gained much more than he could imagine.

Moise was a fighter though, and this was a battle he was not ready to lose. With every day that passed he became stronger. Although dark days followed, Moise never gave up. The officers who responded that night would stop by to visit, pitched in and bought him an iPod, and later a dog.

Capt. Andina began inviting Moise to dinners and movies with his family as well.

After a get together with friends one October night in 2010, Moise hopped on his motorcycle and headed home. He remembers riding on Florida’s Turnpike and then waking up on the ground, severely injured.

His motorcycle was nowhere in sight. Moise managed to call 911, but could not tell dispatchers his exact location. He felt he was going to lose consciousness and time was running out.

“He has been a part of every major milestone in my life,” Moise said. “He helped me set up my first saltwater fish tank, my first car, when I got Dexter (my dog), my graduation…. We met under not so good circumstances, but a lot of good has come from that.”

“We had the helicopter on the way to search for him.

We had every single officer in the city looking for him,” recalled Capt. Cesar Andina. “He was laying on a sliver of concrete that drains from the turnpike. When I saw him, I knew that his legs were gone and his right arm was gone. I knew we had to start applying tourniquets.”

Capt. Andina echoes the sentiment, “He’s like a son to me.”

The first officer who located Moise, Det. Carlos Villalona, a war veteran, described Moise’s injuries as similar to what he saw while serving in Iraq. His chances of survival were less than one percent.

“It’s one of those things that stays with you forever,” Capt. Andina says with tears in his eyes. “He lost so much blood…. We were going to be one of the last people that

Today Moise is a father to two young boys and is an inspiration to many, showing them you can overcome no matter what challenges or hardships are presented. Both Moise and Capt. Andina say the bond that was formed that night of the crash is one that will last a lifetime.

Fire Prevention week, "Serve up Fire Safety in the Kitchen"

A

s part of this year’s Fire Prevention Week campaign, the Pembroke Pines Fire Department is holding a fun recipe contest that is open to residents of all ages.

The theme for Fire Prevention Week, held October 4 – 10, 2020 by the official sponsor the National Fire Protection Association (NFPA), is “Serve Up Fire Safety in the Kitchen.” According to the NFPA, cooking is the leading cause of home fires and home fire injuries in the country. Almost half of the reported home fires start in the kitchen and two-thirds of home cooking fires start with the ignition of food or other cooking materials. Due to COVID-19, with more people cooking at home more frequently than ever before, the NFP wanted to especially focus on preventing kitchen fires.

To commemorate this theme, the Pembroke Pines Fire Department began a recipe contest last month that extends until Friday, October 16, 2020. As part of the contest, a downloadable cookbook will be created for all to enjoy the recipes. To add to the fun, fire station personnel will also be submitting their favorite Fire House recipes to be included in the cookbook. They will also be cooking the submitted recipes and help select the winners.

Original recipes will be judged on taste, simplicity and cost. Three recipes will be chosen for lunch and three for dinner. Winners will be announced no later than the second week in November. As the judging takes place, pictures will be taken of the chefs and crews in action, demonstrating fire safety in the kitchen. They will then be featured in the cookbook.

So if you have a favorite original lunch or dinner recipe you’d like to submit, send them to Martha Leiva, Community Risk Reduction Specialist, at mleiva@ppines.com. For updates on the contest, please visit @ PembrokePinesFD on both Facebook and Instagram.

The City of Pembroke Pines Fire Department encourages everyone to follow safety tips to help prevent cooking fires: Never leave cooking food unattended. Stay in the kitchen while you are frying, grilling or broiling. If you have to leave, even for a short time, turn off the stove.

If you are simmering, baking, roasting, or boiling food, check it regularly, remain in the home while food is cooking, and use a timer to remind you that you’re cooking.

In addition, you must be alert when cooking. You won’t be alert if you are sleepy, have taken medicine or drugs, or consumed alcohol that makes you drowsy.

Always keep an oven mitt and pan lid nearby when cooking. If a small grease fire starts, slide the lid over the pan to smother the flame. Turn off the burner, and leave the pan covered until it is completely cool.

Have a “kid-free zone” of at least three feet around the stove and areas where hot food or drink is prepared or carried.

Message from Commissioner Schwartz

F

riends: The City of Pembroke Pines passed the lowest tax rate in the last 11 years. By doing so, the budget was balanced by using the reserve account. COVID-19 has impacted everyone in one way or another. As one of your elected officials, I could not in good conscience raise taxes on the community.

Every year, the City Commission holds multiple public meetings to allow public input into the budget process. This year was no different despite having to utilize Webex. We had more participation this year compared to the previous four years combined.

Our Fire Department and Police Department have been fully funded with the recommendations of both Chiefs. We must continue to support our first responders. We are blessed to have a community who loves them.

This past August, the City of Pembroke Pines District 4 seat that was vacated after the March election. The previous Commissioner who enjoyed a win percentage greater than 65% in the past failed to get a mandate of support by the majority of voters and settled for 49.77%.

The November General Election is upon us. Vote by Mail is expected to increase voter turnout over 75% Countywide. If you are voting by mail, please make sure to print your name on the required line and sign the bottom of the form. Ensure your vote counts!
