Message from Mayor Messam

N

eighbors, as we enter the last month of the year, it never ceases to amaze me how fast a year can go by. Seems like yesterday we brought in the new year and now most of us have already celebrated birthdays, anniversaries and many special moments. December is perhaps the most festive month of the year. It is the month we celebrate Christmas, Kwanzaa, Hanukkah and other religious and secular occasions. Regardless of how you choose to celebrate during the Holiday Season, it is a time when we all can spend time with family, take some time off from work and plan for the new year. The best part of it all are the memories we create during these times. So make it a special holiday as best as you can. Join us as we take flight by attending my 3rd Annual “Aviation Expo” sponsored by Spirit Airlines! Witness a feat that will bring the entire travel experience to The Amphitheater at Miramar Regional Park this December. From check-in to landing, this event aims at expanding the minds of our youth to the evergrowing career field of aviation by promoting involvement in S.T.E.M. Bring the entire family and invite friends to experience everything aviation. Meet pilots, air traffic controllers, test out the brand new Spirit passenger seats, walk through the Fort Lauderdale International Airport entrance and you can even fly drones! This can't miss event will be taking place over twodays, December 6th for Broward County Schools and December 7th, 2019 Community Day, which is FREE and open to the public. During the Aviation Expo come see teams compete in the S.T.E.M filled display of excellence that is the Broward County Public Schools VEX Robotics competition! A hit at last year’s Expo, this year’s competition is expected to be just as intense! Gather around to watch a true highlight of the event as students put their knowledge

and custom built robots through a test of agility and navigation. Together with the Aviation Expo, the VEX Robotics competition provides exceptional educational exposure and recreation for our youth, who will follow in the footsteps of who they see and what they experience. These two events are great opportunities to inspire the next generation. The Amphitheater at Miramar Regional Park, 16801 Miramar Parkway, Miramar 33027. For information, please contact my office at elaroche@miramarfl.gov As we prepare for the Thanksgiving and Holiday Season, keep in your prayers those who are less fortunate. There is no act greater than extending kindness and sharing of our treasures. Our brothers and sisters in the Bahamas are still facing tremendous devastation as a result of Hurricane Dorian. Use this opportunity to serve your community and find a way to give something back. Let's continue to keep the Bahamas in our prayers and continue to donate to the many charitable organizations still working hard to help our neighbors. I would also like to take this moment to thank each and every one of you for giving me the opportunity to serve as your Mayor. I am always a phone call away, right here in Miramar. I wish all of our City of Miramar residents a safe and wonderful start to the beginning of the holiday season. Enjoy Thanksgiving with friends and family and promise the Mayor you won't eat more than you can chew. Yours in service, Mayor Wayne Messam

Saving for your child's College Education

Y

ou’ve witnessed the first steps, first lost tooth, first day of school, and other milestones. But another event is coming that has significant and lasting effects on your child: college. A college education offers lifelong friendships, personal accountability, and a move to adult responsibilities. College also shapes your child’s future career path and financial potential. Going to college takes more than an application and a desire to attend. It also involves tuition. Even with financial aid and scholarships, funding college often requires significant savings, but it also offers a lifetime of economic benefits. Studies have found that the average four-year college graduate earns 57% more than someone with only a high school diploma. However, some factors can affect the cost: will your child stay in-state or move out-of-state, attend a public or private college. You should also consider the cost of tuition, fees, room, board, books, and transportation. Consider an average estimated Full-Time Undergraduate Budget for 2018-2019: • Public University (In-State) • Public University (Out-of-State) • Private College

Many students receive financial aid to help pay for the cost, in the form of Grants and Scholarships (money that doesn’t have to be repaid), Loans (money that has to be repaid, usually with interest), and some use Work-Study (students work part-time to earn money for college expenses). Henoc L. Most students use a combination of financial Paulicin Sr. aid options to help pay for college expenses; loans are very common – nearly 69% of college grads in 2018 graduated with debt. If you’d like to avoid the burden of student loan debt, a college savings plan could be a solution. In the next issue, I will share more information about other available college funding options, and then you can choose the college funding strategy that best fits your situation. Message from Vice Mayor Davis

H

ello, My Dears: Happy Holidays! I am grateful to be able to connect with you again through this medium to bring you updates from my office. In association with Anzora's Foundation, I hosted Gospel Groove Sunday, September 22, 2019, featuring the Stellar Award-nominated Williams Singers, Cool Church Worship, Psalmist Ernest Gonder and other local artists at the Miramar Cultural Center. This event was created to bring awareness and raise money for Sickle-Cell research. Biz-Fit Workshops (Start Grow & Improve your Business) took place on Tuesday, September 24, 2019 and October 29, 2019 at Miramar Multiservice Complex from 6:30PM to 8:30PM. Residents enjoyed topics like “Marketing in Miramar” and “Building Your Business to Succeed”. Hispanic culture and music were alive and on display as I hosted City of Miramar’s first ‘Latin Nights’ Awards Gala on October 11, 2019. Residents enjoyed a cocktail hour as they walked down the red carpet in the Miramar Cultural Center Arts park art gallery showcasing this month’s art exhibition “Roots of an Identity” highlighting artists from all over Latin America. Featured alongside these artists were the winners of my Hispanic Heritage Month Student Art Contest, Somerset Miramar Elementary School winner, Lauren Rodriguez, Somerset Preparatory Middle School winner, Olivia Mason and Somerset Academy Miramar High School winner, Jonah M. Fluerimond. Each winning school received a $500 donation from the Office of the Vice-Mayor towards their art department. As most of you know, I was born in London and Black British History is

celebrated and recognized in England annually during the month of October. As a special treat to my fellow British and American friends, I hosted the Black British Heritage Awards & Gala event on Friday, October 25, 2019. Special guests in attendance included British Consul General, Nicolette Brent and internationally acclaimed Reggae Fusion singer, Maxi Priest. The Master of Ceremonies for the evening’s event was Judge Norman Hemmings. Attendees were entertained by comedian, Rohan Gunter (GunterNahLaugh) and singer, Collette Small with music provided by In Crowd. As we enter the new budget year, I am pleased to announce we have not raised our mileage rate or the fire service fee. Instead we have opted to work within our means all while looking for new sources of revenue. Some of the projects that I’ve proposed and have been approved for this budget year include a splash pad and additional picnic pavilion at Monarch Lakes Park, a new fishing dock as well as a barbeque grill (already installed) at Trilogy Park, a brand-new children’s playground at Harbour Lakes Park and a new picnic pavilion at Shirley Branca Park. In addition to these new park improvements, the long awaited skatepark and dog park I had proposed 5 years earlier, will finally come on stream this budget year. With regards to other capital improvement projects, we will begin the resurfacing of parts of Monarch Lakes Blvd. For more information please contact the Office of Vice Mayor Alexandra P. Davis at (954) 602-3155 or apdavis@miramarfl.gov

Message from Chief Williams

A

message to my residents: I LOVE MIRAMAR! I love the city and what it stands for. It provides a place of sanctuary to raise a family. It provides peace for those who desire to feel safe. It provides stability for those seeking to be employed and finally, it provides fun for those of us who want entertainment after a hectic week. Miramar has become a base for families to grow, and as we grow we invest in our future. This was an amazing year for our agency and the community we serve. I am proud to announce we are on target with yet another great year of reduced crime rates. Our officers have worked hard to keep you safe, but we couldn’t do it without your collaboration. We would also like to applaud our community for supporting our safety campaign of “See Something, Say Something,” which has proven to be a force in crime prevention. Way to go Miramar! As we close-out 2019, I would like to recap some of the investments that have been made in our department: we have outfitted officers with the latest body-worn camera technology available; we have championed this effort with the support of your elected officials and levied funding of more than two million dollars toward this project; we have purchased additional License Plate Recognition (LPR) Systems that can be strategically placed to provide intelligence and enhance the efficiency of our patrol; and we have also produced numerous public service announcements as part of our community outreach, to inform our constituents of the many services and programs our department offers. The Miramar Police Department will continue to foster technology for the new age of policing and maintain transparency to support the legitimacy of public safety. As we embark on the upcoming year, we continue on this same trajectory. We will be providing our residents in our historic area with a 10-million-dollar state of the art police sub-station, due to open in late 2020. This is only the beginning! I would implore you to “Stay Connected, Stay Informed” and visit our YouTube page and other social media platforms (Twitter, Facebook, Instagram) to view our public service announcements and future messages. As chief of this amazing city, I have watched it transform into a thriving community and I feel confident that “your” investment as residents will make Miramar the best city in 2020. I would like to extend our gratitude and appreciation for your continued support of our department. Sincerely, Dexter M. ear Readers, as the year comes to an end I can’t help but look back at all the wonderful things Pembroke Pines has accomplished in 2019 due to the help and support of our residents and businesses. Thank goodness Hurricane Dorian decided not to visit our great city this hurricane season. We watched in horror for days as it raged war on Abaco and Grand Bahamas and left the islands devastated. When the coast was clear, however, I was so proud of our City and community for coming together with support efforts to help our Island neighbors with cargo truckloads of donations. I’d like to thank our staff for diligently working to ensure that hurricane preparations were made prior to, during and after. We kept everyone informed via advanced communication measures and via our comprehensive hurricane pages at www.ppines.com/hurricane and social media. I’d also like to thank our many residents for their preparations and for heeding the alerts and notices presented for their protection. There was a lot of good news this year. We were awarded the Florida League of Cities Spirit Award for the Raising Positive Children Forum Series held here at the City Center to help parents, grandparents and educators become aware of critical issues affecting today’s children. We were also recognized from various sources for being one the “Safest Cities,” “Happiest Cities,” ranked #12 as Best City to Retire In, #10 Best City to Relocated To, #2 Best City for Hispanic Entrepreneurs, and our FSU Charter Elementary School was ranked as having the “Best Public Elementary School Teacher in Florida, being the Best Charter Elementary School in Florida and the Best Public Elementary School in Florida. So let’s celebrate our City and the upcoming holidays. There are many exciting and free events planned throughout the city during this holiday season including our annual Snowfest, and our Holiday Open House at the Carl Shechter Southwest Focal Point Community Center. You can find many more activities and information on our website at www. ppines.com and on our facebook page at https://www.facebook.com/ cityofpembrokepines. I have great hopes for a new year in which all of our best expectations are met. May it be a safe and joyous holiday season for all of you, with a happy and prosperous New Year! As always, if you have any questions or concerns, please do not hesitate to contact my office at 954-450-1020 or by e-mail at fortis@ppines.com Mayor Frank C. Ortis City of Pembroke Pines

ear Friends: In past months I've asked our city residents what our city must do more to improve. These have been candid conversations as they should be. They worry about a quality of life they fear may be slipping. Most are still thankful to live in Pembroke Pines, but there's growing dissatisfaction with traffic, concern about crime, frustration due to a lack of communication from City Hall. Many living in East Pines feel their communities are being ignored and that's not as it should be. Pembroke Pines should never become be a tale of two cities but one city with one standard.

and uniform? Signage and banners are in common use in other cities, these are attractive and useful yet absent in Pembroke Pines. Our city suffers from a severe lack of public art. We need public art and statuary to beautify our parks and roads. There is a beautiful YMCA in West Pines but none East in our city. Residents want one standard and many are tired of getting less attention from City Hall then their communities deserve. Some communities need more police patrols to keep them safer. Parks and roads, crime and landscaping, art and culture, events and celebrations, how we use our City Center, the facilities and offerings citywide -- all this and more should be improved according to residents who candidly speak to me. I want for our city to respond to these concerns, not brag about being the best at this or the happiest or the most romantic -- look, nobody wants to hear that. Pembroke Pines doesn't want a sales pitch. They want us at City Hall to work harder for them, to deliver more of what they need. And I agree that's what we should do.

True, West Pines is the newer section of our city. But that's not what they're referring to. They're talking about the uneven distribution of city attention in a broad array of ways and the lack of a unifying standard for all of the communities in our city. They believe there's no reason older areas can't look and work as well as newer ones, it simply takes effort, desire and creativity. And I agree with them.

Municipal succcess means knowing, not ignoring what residents need and want. The people who live in Pembroke Pines have told me they want One City and One Standard. And that's a message we should not ignore.

And that's why Pembroke Pines needs "One City, One Standard" a new approach in which we can unify by creating a common set of standards, not just visually but substantively as well. Let me explain.

What's your opinion? I'd like to know. Write me at acastillo@ppines. com and from my family to yours, please enjoy a Happy Thanksgiving and a very Happy Holiday Season.

Public landscaping east to west is different but that need not be true. We have an array of different looking bus stops -- why can't each be beautiful. covered
