Message from Mayor Wayne M. Messam

M

iramarians, every year I have the privilege to present the State of the City to our residents and business community. It's a tradition I began when I was elected mayor in 2015. This year's State of the City address was held virtually due to COVID-19. In years past, the address would have been open to the public, however, out of an abundance of caution, I decided to utilize technology to share the city's progress. Despite the tremendous impact of the pandemic on our city, I am pleased to share that the State of Miramar is Strong. This year's address featured success stories in Economic Development, shed light on our Business Climate, provided updates on Resident Services, Impacts and Responses to COVID-19, highlighted our opportunities and the future of Miramar. It is without question that Miramar remains on fire. Our population has grown to nearly 150,000 residents and our economy remains one of the fastest growing in America with the continued addition of high paying jobs. Industry-leading companies continue to move to Miramar with salaries averaging $80,000. During the address, I took time to tell the COVID-19 stories and the resiliency of our community. Miramar was able to provide $1 Million dollars in Small Business assistance

as well as rental and utility bill relief for our residents. Together as a city we stood together in the face of a pandemic that continues to be relentless to families and businesses to this day. Your city government is committed to doing all that we can to assist. As I reflect on the progress of the city and our response to the pandemic, I am just as resolved in leading the city commission and administration as I am to continuing to invest in the future of Miramar. For the next twenty years and beyond, in order to continue our momentum, we cannot rest. We must continue to make the bold moves today that will secure our competitive advantage in the future. I encourage you to visit the City of Miramar's Facebook Page or YouTube Channel to view my State of the City Address. There you will find the facts about our city's progress, our challenges and our way forward. To stay informed on events and news from the mayor's office, follow me on social media. EATERY + SPIRITS

A Mexican Inspired Kitchen and Tequila Bar

Unit B Eatery + Spirits is a casually sophisticated cocktail bar and eatery from Chef Harry Capacetti, located at the Shops at Pembroke Gardens. Our fashionable, intimate eatery is the sister restaurant to the Unit B speakeasy concept in Downtown, Fort Lauderdale. The ambiance behind us will take you back to the 1920’s prohibition days with a modern day twist.

The restaurant's interior embraces the Unit B brand aesthetic with posh lighting, a time-lapse mural and chic furnishings.

Agave Bandido offers a contemporary cuisine that attracts those looking for a lively ambiance. Our open kitchen provides authentic creations, such as taco’s, burritos, fajitas, chimichangas, table-side guacamole and queso fundido; designed to satisfy the palate in a polished, vibrant, sophisticated setting; perfect for dinner, a spirited night out, happy hour or brunch.

The dynamic hand-crafted cocktail production brings creative and classic libations experiences to the bar like you have never experienced before. Our tapa style and small plate menu fuses international flavors and techniques, while focusing on unique palate experiences.

Beautifully designed by Pam Manhas at Manhas Design, the alluring and charismatic atmosphere runs seamlessly into the dramatic outside bar. Agave Bandido brings a historic moment for Pembroke Pines featuring the first ever fluorescent filled illustrated wall mural in the city artistically created by Ruben Ubiera. Message from Commissioner Davis

H

ello, Miramar! I am grateful to be able to reach you through this medium once more. As Covid-19 continues to impact our lives, we must continue to wear our mask, social distance and practice proper hygiene. During the Holidays, let’s find innovative Covid-19 safe ways to spend time with our family and friends. This fall I am happy to report that even though this pandemic has affected many businesses, I was able to attend 2 ribbon-cutting ceremonies and 1 groundbreaking ceremony. On Friday, October 23rd, I joined business owners of The Grove at Miramar, a new plaza on Flamingo & Miramar Blvd, for a ribbon-cutting ceremony. Shops include an animal hospital, a nail salon, a childcare facility and others. On October 26th I joined my peers of the Commission at Miramar Park Place groundbreaking ceremony to celebrate the new commercial and residential development on Red Road & Miramar Parkway. The Miramar Park place will house anchor restaurant Flanigan’s which will increase our eatery choices here in the City. Way to go Miramar! The City of Miramar hosted the grand opening of the newly renovated B&M Shopping Plaza along with owner Roy Maynard on October 27th. The renovation was made possible by a $500,000 grant approved by the City Commission for commercial rehabilitation projects in Historic Miramar. This holds a special place in my heart because I have lived in Miramar for over thirty (30) years, part of that time in the historic neighborhood - a few blocks from B & M, and first brought the idea to improve the façade of the plaza before the Commission as part of a broader vision to revitalize the area. This was after championing the building of the Shirley Branca Park bandshell as well as organizing events such as the annual tree lighting and the Caribbean festival in the historic neighborhood along with the soon to be opened Historic Police Sub-station. Back to school has commenced and I had the opportunity to participate in Jumpstart’s 15th annual “Read for the Record” a fall campaign engaging over 2 million participants who aim to increase awareness about the critical importance and impact of early literacy. I had the privilege of reading to the kindergarten students in Ms. Badel’s class (Coconut Palm Elementary). This year was quite different from last year as we used technology read to the students virtually instead of in person. Kudos to all our teachers and thanks for all you do! As the students pivot to virtual learning, the city hosted its first ever Virtual State of the City. If you would like to see what I have been up to this past year, you can find out more at Miramarfl.gov/Davis. I am proud to announce our plans to build the City’s first Skate Park which I proposed back in 2014 after one of my students was killed simply riding his skateboard in his Vizcaya neighborhood. This should be ready by next spring and I hope to name the park in honor of my beloved student! For Thanksgiving I created “Turkey Tuesdays” to do my part to help alleviate food insecurities in our community. I was able to secure turkeys for deserving residents who rsvp’d, while supplies lasted. As the Holidays approach my office will be giving out toys to children during our ‘Happy Holiday Toy Drive-Thru’ so they can have some normalcy during these abnormal times. Please take care of yourselves and be kind to each other. To contact my office, please call (954) 602-3155 or email me at apdavis@miramarfl.gov. You may subscribe to receive email updates from my office at www.miramarfl.gov/Davis or follow me on Facebook, Instagram and Twitter @4AlexandraDavis.I am pleased to have proposed and established the City’s first Dog Park; grand opening on October 20th at 9am at the Miramar Regional Park. As the proud owner of a dachshund I know what it means for our furry friends to simply have a place for them to mingle. Your Humble Servant, Commissioner Alexandra P. Davis

“Behind the badge”, the story of Officer Leo Braga

N

was put through an extensive field training program.

ot all police officers come from the same backgrounds, upbringing, or experiences, and for officers like Leo Braga you can honestly say he is one in a million. Leo was born in Brazil and spent approximately nine years residing within inner cities and the Amazon, since his father was Brazilian Indian. During his time spent in the Brazilian rainforest, the house he lived in had dirt floors and no electricity. Leo also began working by the age of seven. His tribe had to grow their own food and hunted animals with spears, and bow and arrows. Leo, had to grow up quickly.

On one occasion during field training, Leo recalls going to a domestic dispute and meeting a one-year-old girl. Two weeks later he would return to that same address, having to perform CPR on her. Leo received a Life Saving Award for his actions that day. It would not be the last time he would have to rescue someone. Years later, he responded to call about a suicidal person that he later located in a neighboring city. Leo immediately assessed that the person was not breathing, had no pulse, and began CPR. While performing CPR the person began breathing again, and regained consciousness. He received treatment and got the help he needed. Leo still checks in from time to time, to see how the family is doing. They have built a friendship that still exists till this day.

Several years later he moved to the United States, where he experienced a tremendous culture shock. Leo quickly adapted and appreciated his new life. In 2004 he began working for Best Buy, where he was the 2nd top salesman in the Southeastern region of the U.S. After that, he became a mail carrier for the U.S. Postal Service. In 2012, Leo began to think about a career change. Since his older brother was already working as a law enforcement officer, he started exploring the field by doing ride-alongs. “I just loved law enforcement work. It was where you could be outdoors all day, as opposed to working in an office,” Leo felt. Seeing a way to pursue his goals, Leo took out a student loan and put himself through Palm Beach State College’s Police Academy where he ultimately graduated in 2013. Later that year, he became “Officer Braga” with the Miramar Police Department and

You never truly know if you were able to make a difference once you leave a call, but sometimes you get lucky and hear good news. “I remember one time I was at a restaurant and a guy that worked there asked if I remembered him…. The worker then said, ‘you came to my house and spoke to me and really helped me out. I now have my life back on tract and have a lot going for me,’” Leo said. Officer Leo Braga is happy that his journey has brought him to Miramar, where he proudly serves our community.

Message from Mayor Ortis

D

ear Reader: As the year draws to an end, many of us will be glad to see it go. While it has been challenging, much good has also come to fruition. We have come to appreciate family, a simpler life and to realize our strength and determination to forge ahead. Our first responders, frontline workers, volunteers and essential works have become our heroes. I am pleased to have been once again re-elected as your mayor and will continue to provide only the best for all residents of our great city. I am also excited that I finally mastered ZOOM calls and that virtual Commission Meetings will no longer be needed, or at least at the time of this writing. You have been patient with these challenges and understanding when difficult decisions had to be made and for that I thank you. As we head into the holiday season, please remember to continue to be safe. Remember that shopping presents unique dangers outside of a pandemic situation, which is why taking a few preventative measures can help keep the holiday season joyous. In addition to wearing your mask and practicing social distancing, it’s important to be aware of your surroundings and following safety tips that include staying alert as you walk to and from your car, not leaving personal items in your car, and parking near well-lit areas. More tips can be found on our city website at www.ppines.com, in City Connect, and our social media. A quick reminder for those interested in attending our Pembroke Pines Charter

Schools. Starting next month on January 10, 2021 through March 10, 2021, Florida residents are invited to enroll their child(ren) into the 2021-2022 school year lottery for the City of Pembroke Pines Charter School System (PPCSS). Wait-listed students are required to re-submit their online application to remain on the wait list. In addition, parents of currently enrolled PPCSS students are required to re-enroll via a link provided online. You can find the links and more information at http://www.pinescharterapply.net On a “housekeeping” note, please note the following 2020 holiday schedule for garbage, recycling and trash service for the City of Pembroke Pines. Residents will not receive garbage, recycling and bulk service on Friday, December 25, 2020 (Christmas Day). Those residents who do not receive service on Christmas Day should place garbage and recycling out for pick up on the resident’s next regularly scheduled pick up day. Residents who do not receive bulk service on Christmas Day have been rescheduled for Tuesday, December 29, 2020. There will be no change to the garbage, recycling and bulk schedule for the New Year’s holiday (January 1, 2021). If you have questions, please call the City of Pembroke Pines Public Services Department at 954-518-9000. May it be a safe and joyous holiday season for all of you, with a happy and prosperous New Year! As always, if you have any questions or concerns, please do not hesitate to contact my office at 954-450-1020 or by e-mail at fortis@ppines.com From your Mayor Frank C. Ortis City of Pembroke Pines

Fire Prevention Safety Tips for Older Adults

A

t age 65, older adults are twice as likely to be killed or injured by fires compared to the population at large. By age 75, that risk increases to three times that of the general population—and to four times by age 85. Don’t be a statistic! Pembroke Pines Fire Rescue wants to help our community remain safe. Follow these simple tips to ensure the safety of you and your loved ones.

Candles should be placed in a sturdy candle holder. Keep candles at least 1 foot away from anything that could catch fire. Blow out all candles when you leave the room or go to bed. Never use a candle if oxygen is used in the home. Think about using flameless candles in your home. They look and smell like real candles.

Use large, deep, sturdy ashtrays that are difficult to tip over. Wet cigarette butts an ashes before throwing them out. Never Smoke in Bed. Never smoke if oxygen is being used in the home. During the winter months you may tend to use a space heater to keep you warm. Always keep in mind that space heater must be kept at least 3 feet away from anything that can burn – including you. Shut off heaters when you leave or go to bed. Wear tight-fitting or short sleeves when cooking. Use oven mitts to handle hot pots and pans. If a pan of food catches fire, slide a lid over it and turn off the burner. If food in the oven catches fire, do not open the oven door, simply turn off the oven. Never cook if you are drowsy from medication or alcohol.

Make sure your home has smoke alarms. Push the test button to make sure each alarm is working. If you cannot safely reach the smoke alarm, ask for help. Everyone in your home should be able to recognize the sound of the smoke alarm. If possible, plan two ways out of every room in your home and two ways out of your home. Make sure windows and doors open easily. If the smoke alarm sounds, get outside and stay outside.    Have a telephone near your bed in case you are trapped by smoke or fire. Have other necessary items near your bed, such as medications, glasses, wheel chair, walker, scooter, or cane.

PETS ARE PEOPLE TOO

MEET HEMI!

ENTER YOUR FURRY FRIEND TODAY!

About 5 years ago, my family went to an animal shelter to meet a 1 year old dog that had been rescued in Spain by a partner organisation, and needed a home. Little did we know a small moose was about to jump on us, slobber on us, and steal our hearts completely. Hemingway "Hemi" is our giant rescue baby - a 140lb Spanish Mastiff. He came to us with a host of health issues, a sensitive tummy, allergies, and is essentially made of titanium nowadays with replacement hips and knees. He is the king of our house, even though he's scared of almost everything. His favorite person in the world is our 3.5 year old son, who uses him as a pillow. In exchange for this indignation, he will happily accept all the food that is dropped on the floor. He can frequently be found cuddling with his stuffed lobster, and while he enjoys walks, food, and every person he has ever met - his true joy in life comes from terrorizing the ducks in our pond. (Although he moves too slowly to ever truly be a threat to them.) We love our big gentleman, and hope you do too! Picture includes him on the left and his "big" sister Lady on the right, our other rescue baby...

Rules: Your furry friend could be featured in the next issue of inside Miramar. What do you win...$50 gift certificate to City Crab, plus you will have a great picture to put on the refrigerator and bragging rights for a full issue. Email entries to art@insidemiramar. com. Tips on getting the highest price possible when selling your home f you are interested in selling your home, here are a few tips on getting the highest price possible.

Let's start from the outside, pressure clean the house and the roof. Clean up the landscape, cut hedges below window height. Cut trees and bushes so that you are able to see the house and the front door. WESTON

Inside let's start by decluttering the home, remember the saying "Less is More". You are planning to move, so let's start by making three pile's, one pile of things you are keeping, another pile of things you are giving away or selling and the last pile of things that I'm going to throw away.

Try your best, that when you show your home it looks as much as possible as a model home.

Message from Commissioner Schwartz F

riends: Pembroke Pines and the Nation would agree that 2020 has been the most challenging and difficult year in our lifetime.

It goes without saying that COVID-19 has impacted our lives on many different levels. There are so many businesses that have been closed or are on the brink of closing. Pembroke Pines has seen storefront after storefront become shuttered. Commercial property values are expected to decrease. As a result, the taxable value will go down and the City will not receive the same levels of funding from the current tax rate. In order to balance this year's fiscal budget, the City used reserves to offset any tax increase. The Cares Act provided 7.5 million dollars in reimbursement payment for all COVID-19 related expenses. We will have to wait

and see if Congress comes to any agreement on future legislation to help citizens get through this crisis. Our traditional holiday open houses will be modified and become a drive thru and/ or virtual experience. More details are available on the City website at www.ppines.com. I want to take a moment to thank the readers and supporters of this publication for your community support. Now more than ever we must come together and help one another by supporting local businesses and our neighbors. The holiday season is a time for reflection and hope for the future. Wishing all of you a Safe, Happy, and Healthy 2021. For more information, please call me on my cell 954-518-3965 or email me at jschwartz@ppines.com. Commissioner Jay Schwartz City of Pembroke Pines
