s the world continues to deal with the impacts of COVID-19, the City of Miramar continues to take steps to ensure public safety and economic sustainability. I issued a State of Emergency in March in response to the pandemic and the City of Miramar has imposed several emergency orders to do our part to stop the spread of this silent killer. I’m so proud of the way our community has responded in complying with wearing facial coverings and practicing social distancing while in public. There is no doubt that our community working together and keeping each other safe has saved lives and reduced the spread of the coronavirus within the City of Miramar. Now that the city and a State are entering Phase 1 of reopening, now more than ever, we must be even more vigilant in adhering to CDC Guidelines. Earlier this month due to negative impacts on revenue projections due to the COVID-19 pandemic, the city manager took action to furlough all city employees. That resolution was withdrawn and the projected revenue shortfalls will be covered by city reserves. No city employees will be impacted during this fiscal year, including our first responders. During this process, I have received inquiries from residents on how the city prepares for emergencies. This is a great question and one that can be answered quite easily. The City of Miramar has established several fiscal and budget policies that allocates funds and reserves beyond assigned budgeted funds for the protection and sustainability of the city during a financial challenge. The first of these fiscal policies is the funding of a Stabilization Fund. This fund mandates that the city reserves 12% of our $180 Million General fund for the purposes of liquidity, cash flow, bond mandates as well as to address unexpected expenses. This amount averages approximately $21 Million. In addition to the Stabilization Fund, the annual budget also has an Emergency Fund. This fund is used to provide funding for Disaster Preparedness and

response for hurricanes each year, funding is approximately $6 Million. Finally, the city has cash reserves of unassigned funds totaling $8 Million. These reserves can be used to address unexpected or budgets expenses during the fiscal year. In total, the City of Miramar has approximately $35 Million in these accounts. I share these figures with you to ensure you that the City of Miramar has sufficient funds to not only deal with our day-to-day operations but also to ensure that we have cash on hand to make our payroll, to prepare for an anticipated active hurricane season as well and to deal with unexpected expenses. Any allegations that the state the City of Miramar does not have money is not only false but is ignorant of the facts. We all know that COVID-19 has caused an extreme financial depression worldwide and the City of Miramar is not exempt from these impacts. Municipalities nationally are stressed with this realization. That is why National League of Cities, where I serve on the Board of Directors, is calling on Congress for $500 Billion in direct funding for cities. Recently, The city made public that our projected revenues for the general fund would endure significant impacts. This is not associated with the property taxes that we collect but instead our revenues we collect from the state of Florida, Broward County, and fees for services the city charges the public. Due to the fact these revenue projections are needed in part to fund operations of the city, the city manager imposed a 15% reduction for every department to offset projected revenue shortfalls. These cuts with the availability of the aforementioned reserves put the City Of Miramar in the best position to deal with these impacts for the months ahead for the remainder of the fiscal year. Because no one knows when and how long the coronavirus will have an economic impact on us all, we are preparing for the long haul and will reflect these challenges in our upcoming budget for Fiscal Year 2021. I am committed to ensuring that our budget process is transparent and accessible to the public. My number one goal is to ensure that the City Of Miramar continues to lead with economic prosperity, a great quality of life and public safety. Together we will get through this challenge as one community. Yours in service, Mayor Wayne Messam

Message from Vice Mayor Davis

NOW OPEN TO SERVE YOU IN PEMBROKE PINES & MIRAMAR

H

ello, Miramar! COVID 19 has impacted many of us since March of this year but we know how resilient our Miramar residents and business owners are and we will rebound together in this new normal.

Early on during the pandemic I instructed the City Manager to institute a 90-day moratorium on all water lock offs so that our residents will have access to water which is so essential to keeping us safe during this pandemic. With the lack of hand sanitizers available, the only way many can remain safe is to practice hand washing for 20 sec with soap and water. After seeing our community being reported as having the third highest Coronavirus cases in all of Broward County, I spoke with the City Manager regarding issuing an Emergency Order requiring facial coverings in the City of Miramar for patrons and employees of all grocery stores, restaurants, hardware stores and pharmacies to help curb the spread Covid-19. I was pleased to see a new Emergency Order in effect ahead of the County’s order, with an amendment being implemented on 4/13/2020. As we face these very challenging times brought on by the Covid-19 pandemic, we recognize the need in our community to lend a helping hand to our friends and neighbors. It is with this in mind that I decided to launch a Drop & Go initiative where residents that are unable to attend the weekly food distribution sites, either because they are elderly, disabled, have young children or have no mode of transportation, will have food delivered to them. Volunteers have been able to deliver to over 1000 homes providing produce from organizations such as Feeding South Florida and Joshua’s Heart Foundation, Bravo Supermarket, Dollar Tree, Walgreens and CVS. We have 15 -20 volunteers who have heeded the call to assist their neighbors using their own vehicles to drop off groceries contactless. In addition to the grocery items, each household received two masks to assist in keeping with the emergency order requiring them. Deliveries are on a bi-weekly rotation to assist as many as households as needed. As long as we have the donations of food products, we will be providing this service to our residents. For the month of May, we celebrated Haitian Heritage Month focusing on the culinary flavors of Haiti. We supported three Haitian restaurants, feeding the community and exposing patrons to the Haitian cuisine. I was so thrilled to see the multicultural exchange and the love through food especially during this time. I responded to the call from many residents regarding the billboard at Miramar Pkwy and Dykes Rd and certainly agreed that the location was not appropriate. To this end I brought the issue up at our Commission meeting and got consensus for the Manager to look at its relocation. I am please to report that the Manager has assured me that this will be done as an agreement has been reached regarding its removal. I do plan on following up at the next Commission meeting to get some sort of a timetable. It has been trying times and there will be some costs associated with our City’s Coivd-19 response, however I am pleased that any shortfall did not include the furlough of any of our City employees. We value all our workers and have found ways through our reserves to cover any shortfall in this year’s budget. The month of June is where we recognize the significant contributions of Caribbean Americans to the fabric of our nation and celebrate the culture and vibrancy of a people. In recognition of Caribbean-American Heritage Month, the Caribbean Bar Association in collaboration with myself invite you to “Meet the Caribbean-American Candidates & Civic Leaders” virtual event to be held on June 25, 2020 from 6:00 p.m. to 8:00 p.m. For more information please see contact information below. PUBLISHER’S INSIGHT We are back, but challenges lie ahead

PUBLISHER’S INSIGHT

Police Officer kneel on him as he is pleading for his life. It is wrong and with the entire world protesting, there has to be something done to prevent these senseless deaths to the African-American community. This feels different however; this incident will provoke change and reform. We have so many unbelievable Police Officers that leave their family each and every day to serve and protect us. We need them during our worst time of despair but we all know things need to change so that every citizen feels that they are there for them. It is an extremely tough job, with split second decisions being made everyday. I believe most officers get it right but for the ones that do not, the outcomes are tragic and it tarnishes the entire profession. We have no choice; things must change because everyone is watching now and expecting better.

Palm View Animal Hospital, the perfect enviroment for treating your pets

F

or the past 20 years, Dr. Christie Waldie-Torres has been working hard to earn your confidence as Pembroke Pines and Miramar’s most trusted veterinarian. Having practiced for a nationwide veterinary care chain for many years, Dr. Waldie knew she wanted to create an animal hospital that was warmer and more family-like where she could practice medicine with a compassionate and personal touch. So, she left the corporate world and went on to open Palm View Animal Hospital almost 10 years ago. From the beginning, Dr. Waldie set out to create an environment where all her clients would feel welcome and their pets were treated like part of the family. Prices are reasonable and every pet receives the best possible care. Multiple services are offered including routine medical examinations, vaccinations, dental cleanings, and surgeries including spays and neuters (just to name a few). Of course, Palm View Animal Hospital is by no means a one woman-show and that is why Dr. Waldie spent quite a few years putting together the best possible team. She felt it was essential to have a team made up of caring and bright people who also treat pets and their owners as family members. Her Hospital Manager, Kiki, keeps everything in check. She came from a large corporate environment as well where everything was fast-paced and precise. Jasmine and Lina are Certified Veterinary Technicians (CVTs) who go above and beyond to ensure that their patients are treated as if they were their own. Both of them had to complete specialized schooling and pass board exams to become licensed CVTs. And in order to stay certified, they must take part in continuing education courses on a regular basis. In other words, it requires a real passion and dedication to the welfare of animals. Brooke, her veterinary assistant, rounds out the team with

her commitment to caring for pets and keeping everything moving smoothly. Palm View Animal Hospital combines compassion and quality veterinary care. It is a full-service veterinary clinic with a knowledgeable and friendly staff committed to providing the best care and love for your pets. Located conveniently at Miramar Parkway and Flamingo Road, they are a short drive away from any point in Miramar and Pembroke Pines. Give us a call today and become part of the family.

PRIME - Preventing Repeat Incarceration through Monitoring and Enforcement

W

hen identifying basic needs within a community, public safety is often recognized as one of the most essential needs within our society. Police departments across the nation are constantly looking for innovative ways to deter crime and positively impact crime trends. With this purpose in mind, in 2013 the Miramar Police Department sought to implement a different approach to community policing. After experiencing a consistent upward trend in property crimes such as residential burglaries, the department moved forward on a plan to start a crime suppression unit focusing on repeat offenders. It is a widely accepted idea that a greater percentage of crimes are carried out by repeat offenders. The unit would be named Preventing Repeat Incarceration through Monitoring and Enforcement (PRIME). PRIME is comprised of detectives with experience in working with juvenile offenders, and a crime analyst who assists in identifying new crimes trends as they are happening, focuses its resources on juveniles and adults who are identified as repeat offenders. The unit works in conjunction with the Florida Department of Juvenile Justice, the Florida Department of Probation and Parole, the Broward State Attorney’s Office and Broward judiciaries. Since its inception, the PRIME Unit has been successful in analyzing, tracking and apprehending habitual offenders who reside within the city of Miramar. ĵ 14

The idea was to monitor and continue to work with known offenders in order to curve behavior and reduce recidivism. The detectives assist probationary offenders by maintaining a level of accountability, and providing ways to complete community service hours; in the process, they have the ability to have a positive impact and give back to the community. Some of the daily functions of the unit include, conducting curfew checks on juvenile offenders currently on probation and providing input at judicial proceedings for both juveniles and adults. PRIME detectives also conduct warrant and probationary sweeps for Miramar offenders, in addition to violent crimes and gang related investigations. The PRIME unit and their efforts have been instrumental in contributing to the reduced crime rates in our community, while also fostering good community relationships. Since 2013, the crime rate in the city has been on a downward trend and the community has been the overall benefactor. This highly successful program has been recognized by the Commission for Florida Law Enforcement Accreditation and other entities as an exemplary program. The Miramar Police Department and the PRIME unit are proud to serve the residents of this city, and look forward to a continued partnership in ensuring public trust by fostering relationships, engaging the community, and evolving to meet the ever changing demands of public safety.

ear Readers: And just like that, it’s hurricane season, and while it runs until November 30, it is critical for everyone in South Florida to always be prepared and aware of weather events that can impact the state. While our focus has been on the pandemic, hurricane season is not going away and must be addressed. We encourage our residents and businesses to please visit and scroll down through all the hurricane prep pages under Pembroke Pines Prepared at www.ppines.com/hurricane, but most especially visit our resource page for helpful information that can be printed or downloaded before a storm approaches. Should a hurricane occur, the homepage of the city website will be dedicated to hurricane information, and a special page will be created for all updates. Updates will also be provide via social media, Pines Media TV (Comcast 78 and U-verse 99) and to all local TV and radio stations. If you prefer to get a call, residents are encouraged to sign up for CodeRED, a telephone notification system that sends mass notifications by phone, email and text. In the event of an evacuation, utility outage, water main break, fire or flood, chemical spill, or other emergency situation, the City may activate CodeRED to send emergency notifications to registered subscribers. The City may also use CodeRED to communicate non-life safety matters, such as planned road closures, water main repairs, water service interruptions, etc. You can sign up for CodeRed on the city’s website at www.ppines.com or by calling 1-866-939-0911.

Legislation Individuals Recent legislation, such as the Families First Coronavirus Response Act and the Coronavirus, Aid, Relief, and Economic Security (CARES) Act has provided some financial and tax relief for certain taxpayers. The following is a summary of some of the provisions.

Filing and Payment Deadline The April 15, 2020, due date for any person (individual, trust, estate, or unincorporated business entity) who must file a federal income tax return or has any amount of federal income tax due, is automatically postponed to July 15, 2020. The postponed deadline is automatic, meaning no extension is required to be filed. No interest or penalty will accrue until July 16, 2020. You do not have to be sick or quarantined, or have any other impact from COVID-19 to qualify for the postponed deadline. Estimated tax. First quarter estimated tax payments usually due April 15 are postponed to July 15. Second quarter estimated tax payments remain due June 15. State tax returns. Most states have also extended filing and payment deadlines, but some states have implemented different due dates or not conformed. Be sure to confirm with each state for the most updated information. Contributions made by due date. Generally, contributions made to an individual retirement arrangement (IRA) or a health savings account (HSA) applicable for tax year 2019, must be made by April 15, 2020. Because the due date has been postponed to July 15, you have until July 15 to make 2019 contributions to an IRA or HSA.

benefit programs, such as SSI benefits. The threshold amount is based on 2018 AGI (unless a 2019 return has already been filed). Phaseout. The rebate amount is reduced by $5 for each $100 that your AGI exceeds the phaseout threshold. The rebate is completely phased-out at $99,000 (Single), $136,500 (HOH), and $198,000 (MFJ). How to receive. For most individuals, no action is required in order to receive the recovery rebate. It will be direct deposited if you have authorized a direct deposit or direct debit for your most recently-filed tax return. Otherwise, a check will be mailed to your last known address. The rebate may be offset by past-due child support, but not any other federal or state debt.

Retirement Plan Distributions COVID-19-related distribution. The 10% early-withdrawal penalty is waived for COVID-19-related distributions up to $100,000 from qualified retirement plans or IRAs. A COVID-19-related distribution is one made during the 2020 calendar year to an individual who is diagnosed with COVID-19 by a CDC-approved test, whose spouse or dependent is diagnosed with COVID-19, or who experiences adverse financial consequences as a result of being quarantined, furloughed, laid off, having work hours reduced, being unable to work due to lack of childcare due to COVID-19, or closing or reducing hours of a business owned or operated by the individual. Any income from an early withdrawal can be included in income ratably over a 3-year period. The withdrawn amount can also be recontributed over three years without regard to annual contribution limits. Retirement plan loans. Plan loan limits are increased from $50,000 to $100,000 and loan repayment may be delayed up to one year.

2016 tax return. The postponed deadline applies only to 2019 tax returns. Any claim for refund for tax year 2016 must be filed by April 15, 2020.

Required minimum distribution (RMD). RMDs are waived for calendar year 2020. If you are currently taking RMDs, you are not required to do so for 2020. This also includes your first RMD, which you may have delayed from 2019 until April 1, 2020.

Recovery Rebates (Stimulus Payment)

Charitable Contributions

A one-time recovery rebate is an advance refundable credit against your 2020 taxes and equal to $1,200 for individuals ($2,400 for joint filers), plus an additional $500 per child under age 17 who qualifies for the Child Tax Credit. Eligibility. All U.S. residents with adjusted gross income (AGI) up to $75,000 ($112,500 for Head of Household, $150,000 Married Filing Jointly), who are not claimed as a dependent of another taxpayer, and have a work-eligible Social Security Number, are eligible for the full rebate amount. This is true even if you have no income, or if your income comes entirely from nontaxable means-tested The content of this transmission does not constitute a professional service. New deduction. Beginning in 2020, a new above-the-line deduction up to $300 is available for individuals who do not itemize deductions. Limitations. For 2020 only, the 50% AGI limit for cash donations by individuals is suspended. If you itemize, you may deduct cash contributions up to your AGI.

Health Savings Account (HSA) COVID-19 health benefits. A high-deductible health plan (HDHP) may pay for COVID-19 health benefits before the minimum deductible requirements are satisfied. Health benefits provided by an HDHP may include medical care services and items purchased related to testing and treatment. Vaccinations, once available, are treated as preventive care.

EDITION Over-the-counter (OTC) medicines. Beginning in 2020, OTC medications may be purchased using HSAs, flex spending arrangements (FSAs), and Archers MSAs. This includes pain and allergy relief medications without a prescription. In addition, menstrual care products have been added to qualified medical expenses.

Unemployment A temporary new program provides unemployment benefits for those individuals not traditionally eligible (self-employed, independent contractors, limited work history), who are unable to work as a direct result of COVID-19 public health emergency.

Student Loans Some relief is available for federal student loan borrowers. Most provisions apply only to Direct Loans and Federal Family Education Loans (FFEL) not in default that are currently owned by the U.S. Department of Education. Perkins Loans, private loans, or commercially-held FFEL loans are not eligible. Payment suspension. All payments due for eligible federal student loans are suspended until September 30, 2020. Each month of suspension will count toward a loan payment for the purpose of any loan forgiveness program or loan rehabilitation program. This means suspended payments are considered qualifying payments for incomebased repayment, Public Service Loan Forgiveness, or defaulted loans enrolled in a rehabilitation program. Interest waiver. During the period of payment suspension, no interest will accrue. For eligible federal student loans, the interest rate is 0% until September 30, 2020. Collections. During the period of payment suspension, wage garnishments, refund offsets, federal benefit reductions, or any other involuntary collection activity are also suspended. Employer educational assistance. If your employer provides educational assistance fringe benefits, up to $5,250 may be excluded from taxable income for employer payments to your student loan from March 27, 2020 through December 31, 2020. The $5,250 limit applies to student loan payments and tuition assistance payments combined. You cannot claim a student loan interest deduction for employerpaid interest.

Technology is getting us through the quarantine

T

he Coronavirus is touching every part of the world, impacting our way of life both personally and professionally. Even as life gets back to the new normal, a lot of my Sellers are asking me how do we stay connected with potential Buyers? Let me explain how during these times, somethings have gotten easier to do business. Yes I take all the precautions during these times with the gloves, masks and shoe coverings. On my listings I hire a professional company that takes my pictures and videos of the property, they take minimum 40 pictures and a great video of the entire property, even a YouTube video of the property. The pictures, video and YouTube video get the potential buyers to the property. I have had buyers come from California to see a property in Sunset Lakes because they saw my YouTube video and loved the property. My sellers and I agree on 1-3 days and specific hours for the showings. Required for all showing are gloves, mask and a pre-approval letter or proof of funds to make sure the potential buyers are qualified for the property. This has worked very well as Buyers are much more serious and ready to buy. Here are some stats from "2019 Online Video Statistics and Trends" report: Buyers Prefer Videos, 74% of people prefer to learn about products and services through videos rather than text or photos. 56% said they spent more time on Facebook than other social media. 67% said YouTube was their go to place to watch videos. 49% watch more than 5 online videos per day. 52% prefer to watch videos on mobile. F

riends: We have experienced one of the most frightening times in our lives.

COVID-19 has put the globe on hold. There have been daily changes in the information that know about the virus. Too many opinions and not enough science have led our Nation into leading the world in deaths. My family has adhered to every CDC guideline. We were not a part of the few who put themselves ahead of others. It is critical that public officials lead by example. The City of Pembroke Pines has had its challenges throughout the crisis, however, we functioned, we delivered, we provided accurate information to the public. With the voters overwhelmingly rejecting Angelo Castillo for Mayor, your Commission was left with four representatives. Together with the assistance of the City Manager, the City took on a massive project to feed those who we unable to shop for food due to underlying health or financial issues. Through community connections in the public and private sector, City Staff, and Public Officials came together to ensure we delivered support to everyone in need. The past several weeks, we delivered food to the doors of our Senior Condominiums. The day would start around 7am at the Focal Point Center. Volunteers would gather donated shopping carts and would pack bags with

a variety of items from Feeding South Florida. The bags were then loaded onto the City of Pembroke Pines Charter School busses for delivery. Employees from the City unloaded the bags onto mobile carts and went floor by floor, building by building from a list provided by building captains. The property management team assisted us with the task and support we needed to make the project successful. City Center became the site for drive up Feeding South Florida assistance after the Pines Baptist Church location became too small for the amount of distribution required for the public. Every week since the beginning of April, City Center has provided more than 1,500 meals to the public on a weekly basis. I want to thank everyone who put forth the effort to make sure that no one went hungry. At the submission of this article, Broward County entered phase one of the recovery period. Too much uncertainty about when we will move to phase two. I don't want to guess or mislead anyone as to when we go to the next step. I encourage you to follow local media reports. You can also contact your property manager or email me with any questions. Commissioner Jay Schwartz City of Pembroke Pines

Remembering Coach Don Shula through a young fans eyes by Chris Koval - Publisher

T

he first Super Bowl was played in 1967 and in 1985 when the Miami Dolphins lost to the San Francisco 49ers, Don Shula had coached in six of the first nineteen Super Bowls. That was a remarkable 32% of the SuperBowls played at the time or, in other words, getting your team to the big game every three years.

Coach Don Shula passed away on May 4th at the age of 90 at his home in Indian Creek Florida. To understand Coach Shula through my eyes is very simple, he was and will always be the one defining figure when you think of South Florida sports. He singlehandedly put the area on the sports map and made Miami a big league sports town and gave it national attention and more importantly, credibility. You have to understand a few things growing up in South Florida as I did in the 70’s and 80’s. The Dolphins were the ONLY professional sports team in town. Yes, the University of Miami Hurricanes were coming into their own starting in the early to mid 80’s but professionally the Dolphins were it and they were king. The Heat, Marlins, and Panthers did not exist yet, so you think it is tough now without any sports being played, try growing up in South Florida when you were a kid and then into your teenage years, waiting until the end of football season in January to training camp in August for the season to start up again. It was seven LONG months and it seemed to last forever.

I can remember my Dad taking me to my first Dolphins game at the historic Orange Bowl in 1976, I was ten years old. That’s all it took and I was hooked. I remember getting into the stadium early enough and walking down to the very bottom of the stadium and thinking, “Wow, the stadium looks bigger on TV”, but I couldn’t wait to see Coach Shula. I had my really big binoculars; you remember those, the size of a pumpkin. I looked all over for Coach Shula, up and down the sidelines, checking the tunnels and the benches and finally I spotted him. There he was, the coach with the iron jaw. The man that coached the 1972 team to a PERFECT SEASON and back-to-back Championships. The coach I heard my dad talk about every Sunday and Monday win or lose, but mainly winning. He was standing right in front of me, or it seemed through my 5-pound binoculars. From that moment on, until present day, I bleed Aqua and Orange. Hell, I don’t even remember if the Dolphin won that day. All I remember is, coming home with a two dollar game day magazine, sitting in the OB for the first time and being in the same stadium with my Dad and Don Shula. It left such an impression on me and the years to follow, that when I was a senior in High School, I wrote in the yearbook under my graduating picture, “Long live Don Shula and the Miami Dolphins.” That’s called passion folks. I have a lot of other great stories to tell about Coach Shula as my life progressed and as I got involved in local sports radio. I also had a very good friend who played seven years with the Dolphins under Coach Shula and he respected him dearly. Coach is gone at 90, my Dad is 78 and not doing so well health wise, but 44 years later I can still remember that day like it was yesterday. Coach Shula will live on forever and his legend will grow and I am so glad my Dad introduced me to the game of football as we shared some great moments at the Orange Bowl while I was growing up. Happy Father’s Day to everyone and especially to my Dad and the Shula family. Coach Shula made South Florida his family’s home for 50 years and he will be missed but never forgotten.
