Message from Mayor Wayne M. Messam
G
reetings Miramarians, Hoping your summer is going well as we make our way towards our new normal. For this column, I wanted to give you an update on an issue affecting our city, bulk waste collection.
Ever since the pandemic, our collection schedule has been inconsistent resulting in bulk trash not being collected for days. Although I recognize our environmental challenges, labor constraints and other factors, I am not satisfied with this situation, so let me explain what the issues are, cause of the delays and direct action taken to address these delays. ISSUE: Solid Waste hauling contractor Waste Pro is experiencing significant delays in completing daily solid waste bulk collection and resulting impact to City residents. CAUSE OF DELAYS: The delays are resulting from a number of factors: 1. Industry-wide issue with labor shortage in recruiting trained Commercial Drivers’ License (“CDL”) drivers to operate collection vehicles; 2. Increased volume in bulk material placed curbside for pick up; 3. Landscape contractors generated debris taking advantage of City’s unlimited bulk and placing landscape material curbside for collection; 4. General construction related material (concrete, roofing, fence material) placed curbside for pickup; 5. Long wait lines at the dump site. REMEDY: 1. Waste Pro continues to provide required resources to ensure bulk collection remains on schedule; 2. City staff continues to supplement with limited resource (equipment and staff) to retrieve bulk material;
ĵ 4
3. Waste Pro will provide daily updates on resources and collection completion. STEPS MOVING FORWARD: 1. City staff will continue to notify impacted communities by communicating any delays to Homeowners Association Property Managers for subsequent notification to residents; 2. Office of Marketing is also assisting with publishing notifications to the wider community via the City’s social media platforms; 3. City staff is exploring use of Waste Pro “Text-Em-All” notification system to aid in providing additional notification; 4. Assess any adjustments to retain unlimited disposal limits or reduce the amount of bulk that can be left curbside. 5. Request for Proposal (“RFP”) is pending publication by Procurement to advertise solid waste recycling and collection services. 6. Code Compliance enforcement of illegal dumping. I thank you for your patience as we work to improve this service. We can’t end the column without providing information regarding our upcoming events: • Jamaican Emancipendence Celebration - August 6th at 6 p.m. – register at jamaicaemancipendence2021.eventbrite.com • 9/11 Memorial Site Dedication – register at miramar911memorial.eventbrite.com • Mayor’s Free Yoga Sessions continue, every Saturday, 10 a.m. to 11 a.m. through August 28th at Miramar Town Center, 2300 Civic Center Place, Miramar, FL 33025

H
ello, Miramar! Thank you for taking such great care of yourselves as we begin to reopen!
I am pleased to have introduced the FaithAction ID Program, which is an important ID program that will provide a verifiable form of identification benefitting our vulnerable population such as undocumented immigrants, the homeless, elderly individuals and persons formerly incarcerated. Thanks to ICNARelief, Pembroke Park’s Mayor Jacobs along with the Commission and staff, as well as West Park Commissioner Joy B. Smith, Dr. Katrina Touchstone, Christina Eveillard, all our sponsors and volunteers who made our collaborative pop-up food drive-thru on May 6th, a success! We continued our Community & Cops series with an event that took place on Saturday, May 22nd outside the Winn Dixie Plaza. Residents and business owners enjoyed an afternoon, getting to know their community Resource Officers. In May, we recognized Haitian Heritage Month by highlighting the sacrifices and contributions made by the Haitian community. I supported SEIU 32 BJ Labor Union Haitian Heritage Celebration at Fort Lauderdale Airport as many of the workers are of Haitian descent. On May 22nd we enjoyed the Haitian Heritage Celebration at Shirley Branca Park. We had exciting performances by popular Haitian band Harmonik; Hip-Hop Cultural Group, We Dem Zoes; Drummers Patrick Dorce & The Rara Rock Roots Band and Haitian Folkloric Dancer, Manoucheka Luma. Attendees were entertained by the amazing host, Poet Mecca “Grimo” Marcelin. Residents who had not yet been vaccinated, took advantage of receiving the COVID-19 shot right there at the event. Miramar students were invited to enter the Haitian Flag Day contest. The winners from elementary, middle, and high school each received a grand prize of $300 for their school’s art supplies and were acknowledged at the Haitian
Cultural Celebration. Congratulations to the winners: Arielle Chery, grade 4 Annabel C. Perry Elementary; Isabella Roque, grade 7 Glades Middle and Jonah Fleurimond, grade 12 Somerset Miramar High. Congratulations to all our 2021 graduating classes! Kudos to our teachers and parents for each doing their part in making this school year a success despite the challenges.

Holness’ entry into public office came in 2004 when he was elected to the City of Lauderhill Commission, a position which he held for six years. During that time, he served as vice mayor twice — in 2007 and in 2010. In 2010, Holness was elected to represent District 9 in Broward County and also served as Mayor of that county from November 2019 to November 2020 — a year that brought unique challenges and required smart decisions due to the global coronavirus pandemic. In 2020, while serving as Broward County Mayor, Holness was propelled into the national spotlight as the leader of Broward County during the early days of the COVID-19 pandemic.

Making a difference in the community with my two passions

My group, Ridin South Florida was invited by Freedom Flight South Florida (Veterans riding group) and along with other groups such as US Military Vets Motorcycle Club, ABATE of Florida SE Chapter, and City of Pembroke Pines first responders to pay tribute and honor our veterans and fallen heroes. We were able to thank the Veterans in person for their service and let them know that they are not forgotten and share a moment of silence for those that have fallen (some even shook our hands) it was an emotional day for all.
am a local Realtor in the area of Miramar, Pembroke Pines and south Broward. I have been in the real estate business for over 22 years and a Miramar resident since 1995(Miramar Parkway wasn’t open to the west of I-75 yet) My son Austin was raised in Miramar and also a real estate agent working at my side. I have been affiliated with Coldwell Banker since 2000 and consistently ranking among the top 10% of all Coldwell Banker sales associates internationally. My 1st Passion is real estate my 2nd Passion is riding my motorcycle. I often get to do them both at the same time by visiting clients and going to appointments on the bike. I administer a local riding group for which I plan rides and events to attend with other fellow motorcycle riders. While going on long rides with fellow group members and friends is fun and enjoyable, riding for meaningful causes is important to me. Most recently my group was involved in two special rides, a Memorial Day Ride to the Alexander "Sandy" Nininger Veterans Nursing Home in Pembroke Pines in which we had 68 motorcycles attend.
The Women’s Veterans Day Event and ceremony at Nova Southeastern University was also a special day. My group was invited by Freedom Flight South Florida to recognize, honor and thank the women veterans and their families by riding in a motorcycle procession to the event. We met several women veterans including 2 ladies from the Korean War Era. One of our very own group members is also a veteran, she served in the Army and is currently working at the VA hospital. Although I enjoy the “biker lifestyle”, real estate remains my #1 passion and my dedication and commitment to my clients, seller and buyers are my first priority. Marelys Lazo P.A.

We also participated in numerous drive-by events: from birthday to graduation celebrations; socially distant visits with seniors in our community; and helped in distributing boxes of food to those in need.
What started out as a simple bike ride has now become a highly anticipated sequel. On May 15, 2021 the Miramar Police officers, alongside Miramar Mayor Wayne Messam, rode bicycles through the streets and plazas of Miramar to connect with the community. The ride began at Miramar Regional Park and continued to the Home Depot plaza on Dykes Road, then to the Huntington, Windsor Palms and Monarch Lakes communities.
Earlier this year, we began to transition back to in-person events, with safety precautions still in place. We held a Coffee with a Cop meet-and-greet in April, as well as other events that have allowed us to engage with our community: COMMUNITY & COPS This year, we have held four Community & Cops events, and more are expected to follow. These events have been held in numerous shopping plazas throughout the city, and in our new Historic Miramar Public Safety Complex. They are a great opportunity for residents and business owners to meet officers, have productive dialogue about current law enforcement trends and discuss programs and services the police department offers. We also welcome those interested in a career in law enforcement to stop by and learn more about employment opportunities.
The group drew lots of attention and support from motorists who cheered by blowing car horns and clapping. While riding through the neighborhoods, officers stopped to speak with residents who were outside washing cars, exercising, or gardening. Children got a chance to get a personal tour of police cars and learned how to activate the sirens. It was not long before the group grew, with additional residents picking up their own bicycles and riding along. Our next Riding the Block events will be held in central and Historic Miramar. The Miramar Police Department would like to thank everyone who has participated in all our community events. We look forward to adding more opportunities to connect with you! Please follow us on Twitter, Facebook or Instagram for future event announcements and details.

Message from Mayor Frank C. Ortis
ear Reader: This month you’ll experience new changes through the various openings that began occurring over the last few weeks. The City hosted a very fun July 4th celebration for all of our residents and it was so good to once again have such gatherings, even though we are still being very cautious and some adaptations are in place. Our staff is busy creating and planning other events that we’ve all missed for so many months. I encourage all Pines residents to visit the Recreation & Cultural Arts and the Community Service web pages at www.ppines.com, check our calendars, and visit our social media pages on Facebook, Instagram and Twitter for all the exciting activities and further openings scheduled for the coming months. A quick reminder -- before going to The Carl Shechter Southwest Focal Point Community Center, The Frank Art Gallery, and the Passport Office on City Hall’s 4th Floor, which are now open, please be sure to follow any restrictions and guidelines explained on the website. As you know, August is one of our hottest months of the year, so I urge parents and others to remain vigilant about the ongoing danger of leaving children and pets in hot cars. Temperatures that might seem comfortable for adults can quickly become dangerous for children and pets. Even elderly passengers who can't care for themselves, or those with cognitive problems, can also be at risk if
they're left in a car on even a mild day. Never, ever leave your kids or pets in a parked car, even for a moment. This is also the time for the new school year to begin. Another important reminder is for motorists to slow down and proceed with caution in school zones, stop for buses and be alert for children walking in the street or biking to school. The first day of school in Broward County is August 18th so school zones will once again be operational. Please remember that we are still in hurricane season and are quickly approaching our most active time of the year. I hope everyone has their hurricane plans in place and are taking steps to prepare. This also includes pruning trees and landscaping now before a storm is on our door step. Be sure to visit our hurricane preparedness information at www.ppines.com/hurricane to help you in your preparations. There are helpful tips, informational videos, resources etc. covering every aspect of making sure we are storm safe. Please remain safe. As always, if you have any questions or concerns, please do not hesitate to contact my office at 954-450-1020 or by e-mail at fortis@ppines.com From your Mayor Frank C. Ortis City of Pembroke Pines

A Message from Fire Chief Picarello
T
he kids are out of school, the temperature and humidity levels are rising and many people are in search of fun-filled activities for the whole family. For some people, the warm summer season may be a blissful escape from cooler temperatures. For others, it’s a time to stay indoors in the cool air-conditioned comfort. Summer days in Sunny South Florida usually consist of swimming, grilling, and probably more swimming, while you prepare to dive into this season here are a few safety tips to keep you and your loved ones safe. Pool Safety When the temperatures begin to rise, everyone wants to be in or around water. Hanging out in the pool is a great way to keep cool and one of the best ways to help your family stay safe is to practice these swimming safety tips. • Make sure everyone in your family knows how to swim well. • If swimming in a public pool make sure to swim in designated areas that are supervised by lifeguards. • Never leave a child unattended near water, and do not trust a child’s life to another child. • If you have a pool secure it with proper barriers. Many children who drown in home pools were out of sight for less than five minutes; it only takes seconds to drown.
close to anything that can burn. They can also be very hot and can cause burn injuries. Here are a few tips for safe grilling. • Propane and Charcoal BBQ Grills should only be used outdoors and should be placed away from the home, deck railings and out from under eaves and overhanging branches. • Keep a 3 feet- no kid zone while grilling. • Never leave a grill unattended. Beach Safety We know water is everywhere in South Florida, and it is home to some of the most beautiful beaches in the world! So, while you pack up your swimsuits, sunscreen, and a good book keep these tips in mind. • Obey the posted signs and flags, keep alert and check the local weather conditions. • Make sure you swim sober and never swim alone. • Water and plants may be dangerous, keep a lookout for aquatic life. • Even the most experienced swimmers get tired. Make sure you have enough energy to swim back to shore. • Stay protected. Sunburn and dehydration can happen fast at the beach. Use sunscreen and reapply after swimming. Severe sunburn can be painful and uncomfortable. If at any point you feel faint or light-headed, seek shade and air conditioning and, drink more water.

Grilling Safety There truly is nothing like outdoor grilling. It is one of the most popular ways to cook food during the summer. But a grill can be a fire hazard when placed too
