Message from Mayor Messam

T

o My Fellow Miramar Residents, I trust that all is well with you and your families as we all continue to be vigilant during this COVID-19 pandemic. Public health has taken center stage in response to combating the COVID-19 virus and its residual effects on our community, economy, and social interactions. Social distancing of 6-ft and wearing a protective face mask are still the absolute best way to flatten the curve of both exposure and infection. I cannot underscore how important these self-controlled measures are in saving lives. Due to the surge in positive cases in South Florida, enforcement measures have been increased for businesses and individuals in Broward and Miami-Dade Counties. Although Miramar has not experienced the same rate of increases as some of our neighboring cities, our curve is spiking and we need everyone’s compliance to stop the spread. If you witness any violations you may call 311 to report these occurrences. The city is very serious in cracking down on any activities that violate Emergency Orders. If your family or your small business needs face masks due to financial hardship, please feel free to request assistance by emailing elaroche@miramarfl.gov or 954-602-3198.

There are also some important updates I would like to share aside from COVID-19. I encourage you to participate in the upcoming Budget Workshops scheduled for August 17, 2020. Please visit www.miramarfl.gov for more information. The Budget Workshop is your opportunity to voice your

thoughts on the proposed budget. Let us know where our budget priorities should be. Many items will be on the table as the city continues to adjust to the fiscal impacts of COVID-19 and your feedback on what stays and what goes is important to me.

The "Conversations with Mayor Messam" Facebook LIVE series has been running strong for over two months! These informative discussions bring valuable information to the community presented by city staff and 3rd party subject matter experts. Topics so far have ranged from Re-Opening of our schools, Voting in the 2020 Elections and Hurricane Preparedness. I have had the great opportunity to have Miramar Fire Chief, Bob Palmer, WSWN and the National Weather Service meteorologists, Broward County Supervisor of Elections and Broward County Public School Superintendent Bob Runcie speak directly to Miramar and answered questions sent in and asked by the viewers of the stream. Message from Commissioner Davis

H

ello, Miramar! COVID-19 has impacted so many of us over the past several months but I know you all are pushing through this pandemic and we will get through this together.

This pandemic has caused us to face the food insecurities that exist and to act. My office has continued the “Drop & Go” initiative I launched in mid-April delivering grocery items to residents who are unable to attend the weekly food distribution sites, either because they are elderly, disabled, have young children or do not have any mode of transportation. I am tremendously grateful for our volunteers making the weekly sacrifice on Thursdays to deliver food into our community. Volunteers have been able to deliver to over 4000 homes providing produce from organizations such as Feeding South Florida and Joshua’s Heart Foundation, Bravo Supermarket, Dollar Tree, Walgreens and CVS.

The month of June is recognized as Caribbean-American Heritage Month where the significant contributions of Caribbean-Americans to the fabric of our nation, along with the culture and vibrancy of a people, are highlighted and celebrated. In honor of such a month, the Caribbean Bar Association in collaboration with the City of Miramar, under the distinct patronage of myself, hosted “Meet the Caribbean-American Candidates & Civic Leaders”, a virtual meet & greet on June 25th, 2020. The event was hosted by Judge Norman Hemming, who kept us “LOL” (Laughing Out Loud) all the while keeping attendees well engaged.

Lastly, I would like to take this opportunity to thank the Miramar/ Pembroke Pines Chamber of Commerce for bestowing upon me the prestigious Coceano Community Leadership Award 2020 at the recent Pinnacle Awards and Installation of Officers on-line event. I am humbled by this honor and I will endeavor to continue to find ways to serve our business community as was done with the Biz-Fit tours and workshops over the past year.

Meanwhile, we hosted drive-thru graduations for four of our community schools; Everglades High School, Miramar High School, Somerset Academy and Miramarvels Preschool. The joyful events brought smiles to their faces as we took social distancing precautions. Special thanks to Miramar High School Principal Ms. Formoso and Asst. Principal Mr. Francois for allowing us to congratulate our Miramar High School seniors ahead of their drivethru graduation as they picked up their caps & gowns. Shout out to my legislative assistant Aura and Marie Woodson who helped as a sponsor. We were able to give 2020 graduation keepsakes to the seniors for a job well done in spite of the impact of Covid-19.

Please continue to be engaged citizens by participating in the primary and general elections as well as local municipal elections, as they all matter! In addition, your response to the Census is critical to receiving the appropriate support for our community from the federal government on down.

"8 Can't Wait" initiative and Police Department update

A

s your Miramar Chief of Police and president of the Broward County Chiefs of Police Association, I have had many conversations with members of the community and spoken on numerous platforms about the state of the law enforcement profession and the recent events that have transpired.

Although many of you have expressed words of support, some have voiced concerns and have asked legitimate questions about our department: How can we prevent what occurred in Minneapolis, from happening in Miramar?

Recently, I was appointed by the Florida Police Chiefs Association to be on a committee on accountability and societal change. With that came the adoption of the “8 Can’t Wait” initiative.

“8 Can’t Wait” campaign recommendations:

2. Require de-escalation.

3. Require warning before shooting.

4. Exhaust all other means before shooting.

5. Duty to intervene and stop excessive force by other officers.

6. Ban shooting at moving vehicles.

7. Require use-of-force continuum.

8. Require comprehensive reporting each time an officer uses forces or threatens to do so.

Our department has been at the forefront of modern policing, committed to 21st Century Policing from its inception, promoting effective crime reduction while building public trust. Although these eight initiatives are all addressed in our department policies, we feel it’s important to highlight some key components so that you have a better understanding of the agency that serves you.

Training and Education: While the State of Florida mandates officers receive 40 hours of training every four years. In Miramar, we provide this training EVERY YEAR. These valuable additional training hours are used to educate our officers on a variety of issues on the forefront, such as mental health, de-escalation techniques, officer safety, as well as emerging community concerns.

It’s important that our residents are aware that most of these campaign recommendations have long been practiced by our agency: The Miramar Police Department strictly prohibits carotid restraint hold or any restraint which compresses the carotid artery or which is designed to induce unconsciousness. This policy has been in place since at least 2005.

Diversity: Although our agency is quite diverse, we are constantly working toward reflecting our community. Our officers come from all walks of life and undergo a rigorous screening and background process. I am proud to say that we have one of the most racially and ethnically diverse departments in Broward County. Combined, we have officers that speak more than a dozen languages.

Miramar also has one of the highest percentages of female officers on staff.

Transparency: The Miramar Police Department invites the community to learn about our department through programs such as the Citizens’ Police Academy, HOLA (Hispanic Outreach Law Enforcement Academy and the Business Police Academy. Our officers actively participate in community meetings and events, allowing ample time for questions and discussions. In September 2019, we also implemented a body-worn camera (BWC) program to enhance agency transparency by documenting encounters between police and the public; and provide additional safety measures for our officers.

Community Commitment: Hoops 4 Hope, Fishing for Futures, Battle of the Badges for Autism Awareness, and SALT (Seniors & Law Enforcement Together) are just a few of the programs our officers have created to engage our youth, help those in need and prevent those who may be targeted from falling prey to criminals. Our commitment to our community further strengthens our community policing partnership.

Higher Standards: We are one of a few agencies in the entire state that hold both state and national accreditations (CFA & CALEA). It’s a tough and rigorous program to adhere to, requiring continuous reviews and oversight of our policies, procedures and performance. Maintaining our dual accreditation is a symbol that we are always striving to improve and to be the best police department anywhere - by following best practices and addressing the evolution of police work.

In closing, the Miramar Police Department looks forward to working through these challenging times with our community. Our department will not settle for being ordinary! Roofs Replaced Due to Hurricane Irma Damage

Educating Yourself on the Effects of Hurricane Wind Damage to Your Roof

F

or over 16 years Gabe Grosso, owner of Double G Construction based in Delray Beach, has restored and replaced thousands of roofs. Many due to hurricane damage. As an A+ ranked, licensed Florida general contractor and roofing company, Gabe has become well versed on the effects storm damage can have to all types of Florida roofing systems. Growing up on the East Coast and seeing first-hand the devastation storms can do, Grosso is driven to not only do quality roofing work, but to educate homeowners about the effects of storm damage to their property.

With the deadline to file Irma Insurance claims speedily approaching on September 10th, 2020 (Florida law allows policyholders 3 years to filer a hurricane claim). Grosso shares with us some common questions and misconceptions he hears from homeowners.

How do you know if your roof has wind damage?

Unless a roof is leaking, structural walls were blown down, or a tree falls on the property - most homeowners are unaware of the damage high winds can do to a roofing structure. Lifted shingles and tiles on the roof can be hard to see from the ground especially by the untrained eye. Even cracked tiles can be hard to spot unless your on the roof.

There are indicators that I tell homeowners to look for after a storm that may alert them the storm caused damage to their roof. Keep in mind, however, just because you don’t see these indicators, does not mean the roof is not damaged.

Some indicators of roofing damage are: - debris on the roof (leaves, sticks etc.)

leaking and seriously affect the integrity and lifespan of most roofing systems.

Additionally, once a roof has lived through a storm producing high winds, the roofing system is more easily susceptible to damage from future storms. Even when a tile or shingle is simply lifted, the underlayment (which ultimately protects the house) can be damaged which can allow moisture under the roofing system.

This can cause leaking, rotten decking, and interior damage.

How do I know my roof just needs a repair or needs to be replaced?

I get this question a lot. A repair is just fixing a small part of the roofusually replacing tiles or shingles and can be a good solution to damage from a storm. However many types of tiles and shingles are no longer made, as a result I believe these roofs need more than a simple repair to preserve their integrity and aesthetics. In the case of a roofing material being discontinued a repair can be a temporary solution, but is not always the best decision for the long run. The best solution for any homeowner with discontinued product on their home, who has storm damage to their roof, is to have the roof fully replaced and that is always the direction we recommend.

What if my Insurance Company denied my claim?

I always advise homeowners to get a second opinion from an experienced licensed roofing company that has expertise with storm damage. I have personally experienced many instances where a claim was denied by the insurance, but in all reality, in my opinion, the roof has damage that warrants replacement to fix the roofing issues. If you have been turned down, or received a repair or partial compensation, a homeowner has many options.

Don’t let the clock run out on you! Many homes in our area have suffered damage from Irma and if you do not file a claim by September 10th, you will never be able to file a claim for this loss. Please do not hesitate to reach out to me directly if you have any questions.

He showed up on our back porch when he was about 4 weeks old. We took him in and he hopped into our hearts immediately.

After not being able to figure out where he came from, we decided to keep him and gave him a forever home. We named him Friday because everybody loves Fridays! ;) Friday is 7 months old now. He's potty trained and loves running around the house all day. He's a very healthy eater and enjoys bananas and raspberries as treats, but he doesn't like baby carrots. riends: The City of Pembroke Pines food distribution was impacted by COVID-19 a few weeks ago resulting in a temporary postponement with Feeding South Florida.

We had several volunteers and/or staff test positive. Thankfully everyone who showed symptoms have recovered. The City Hall staff were all tested in an abundance of caution in order to keep City Hall open to the public.

Programming has been impacted in various ways. The majority of our Parks and Recreation events have been canceled for the rest of the year. Events such as the 9/11 tribute ceremony will be held virtually. Details to follow regarding our Veterans Day event.

The city is keeping an eye on what the Broward County School Board is planning to do with this school year. The city of Pembroke Pines charter school system does have some flexibility regarding when and how classes are being held. As of now, classes will be virtual.

The Memorial Healthcare System has done an exemplary job ensuring that anyone who needs medical attention get it. Memorial West has been featured Nationally. We are so proud of our medical Heroes.

On August 18th, a special election is being held to complete the district for term as a result of the resignation of Angelo Castillo. Voters in District 4 should cast their ballot be a male, early voting, or day of. There is a charge to the city of Pembroke Pines for this election expense. The expense could have been avoided if we had an opportunity to fill the seat in March of 2020. As a result of Angelo Castillo decision, he was unwilling to allow the election to occur in March.

On your August ballot, there will be an item allowing the voters to determine if Pembroke Pines should terminate the red light camera program. Please let your friends and neighbors know that this important item is on your August ballot.

Child Passenger Safety Week, everything you need to know

W

hen it comes to child passenger safety it is always better to be safe than sorry. Child Passenger Safety Week, which runs from September 20-26, 2020, works to highlight and teach us the importance of ensuring that all children are secured properly in a car seat or booster seat while riding in a vehicle. The National Highway Traffic Safety Administration, reports that motor vehicle injuries are the leading cause of death among children. In fact, every 32 seconds there is a child under the age of 12 that is killed due to traffic crashes while riding as a passenger in a vehicle. Many of these deaths can be prevented by, buckling children in an age and size appropriate car seat, by doing so we can reduce the risk of fatal injury by 71%.

It is important to consider a child’s age, weight and height when determining the proper type of seat or harness for you child. As children grow the model of a car seat changes to keep up with their age and size. Knowing the recommended stages for each type of seat is important. A child under the age of 1 should always ride in a rear-facing car seat, in fact a child should be kept in a rear facing car seat for as long as possible or until he or she reaches the max height or weight limit allowed by your car seat’s manufacturer.

Once your child outgrows the rear-facing car seat, your child is then ready

to travel in a forward-facing car seat with a harness and tether. Like the rear facing car seat a child should remain in a forward-facing car seat until he or she reaches the maximum height or weight listed by the car seat manufacturer this is around 4-7 years old. It is then time to move on to a booster seat. Booster seats should still be located in the back seat of your car and should never be placed in the front passenger seat.

Kids should use a booster seat up until the age of 12 or until he or she reaches the maximum height or weight listed by the car seat manufacturer.

Your child should remain in a booster seat until he or she is big enough to fit in a seat belt properly, which means the lap belt should lie snuggly across the upper thighs (not the stomach) and the shoulder belt should lie snugly across the shoulder and chest, not across the neck or face. Lastly no child under the age of 13 should ride in the front passenger seat of the vehicle and should continue to ride in the back seat because it is safer there. Whether you’re a first-time parent, or have installed a car seat few, you can always get assistance with car seat installation and inspection at your local Police Department.
