Message from Mayor Wayne M. Messam

W

e are into the third month of 2021 with a newly elected President and newly elected state representatives for our great City of Miramar. What that means for our city is that every year, we put together Legislative Agendas that will be lobbied for on our behalf by us - your Miramar Elected Officials and our lobbyists in Washington, D.C. and Tallahassee. Federally, we are kept updated regarding what our congressional leaders on both sides of the aisle are working on for the benefit of our residents. This would include information regarding Covid-19, the stimulus packages and the like. As we are in a pandemic, these have been the more prominent issues facing all of us. We, as a city, also belong to a number of organizations such as The National League of Cities, US Conference of Mayors, Broward League of Cities, the African American Mayors Association, where we unify as a group in support of items that would benefit our respective cities. Our State Representatives will be in session from March 2nd through April 30th, 2021 and I wanted to share with you our Legislative Agenda requests for this year: We will be doing Watermain Infrastructure Improvements for Country Club Ranches to the tune of $14 Million Dollars with a match request of $500,000. This project will provide distribution lines, service lines, fire hydrants, fittings, valves and related appurtenances, road restoration/ driveway restoration as required to serve Country Club Estates, Country Club Ranches Section II, Miramar West and Lago at Miramar. Also, the roadways east of SW 136th Avenue are private access easements and each property

owner would have to grant a utility easement to the City for any public infrastructure improvement. The end result is that residents’ public health will be enhanced. The second request we are making to our State Legislature is aid in upgrading the existing drainage infrastructure in Historic Miramar to alleviate flooding, improve runoff storage capacity and eliminate ponding. This project would total $12.2 Million with a $500,000 match grant request. We’ll keep you updated regarding grants received to complete various projects in our city. I will be introducing an ordinance that will create a Minority and Women Owned Business Program to address procurement disparities as found in the city’s Disparity Study, more to come on that soon. On Saturday, April 3rd, my Annual 5k will take place with social distancing rules in effect. Also, remember to tune into “Conversations with the Mayor,” where I speak with guests and provide valuable information for our residents. They are held Wednesdays, off weeks from Commission meetings. To view previous episodes, you can look us up on YouTube. For additional information on any of these items, please contact my office at elaroche@miramarfl.gov Twitter & Instagram - @waynemessam Facebook.com/MayorWayneMMessam Yours in service, Mayor Wayne M. H

Message from Commissioner Davis host, a collaboration with Jamaica and the City of Miramar in a panel discussion examining the contribution and role of reggae in rebellion and the struggle for freedom and justice with a special look at the Black Lives Matter movement. Our panel compromised of artists and influencers from the Jamaica reggae scene as well as Alexandra Audate, Dr Jeffrey Swain, Senator Shervin Jones and our moderator Judge Norman Hemming from Miramar.

ello, Miramar! As COVID 19 continues to impact our lives, with testing and vaccination rollouts we hope to be in a much better place by the spring/summer of 2021. We must continue to wear our mask, social distance and practice proper hygiene.

In January I launched my initiative of the Art in Public Places legislation with the first such partnership with our local Bravo Supermarket in our historic neighborhood on Miramar Parkway. The community voted for a Caribbean marketplace scene painted by Ivan Roque a native of Miami Gardens. January 12th, I hosted a Live Stream Media Kick-off for Black History Month and Reggae Month announcing a month of activities slated for February. It was a pleasure to have been joined by Third World. Richard Daley and AJ Brown.

On February 8th, I was also proud to join my fellow Commissioners in welcoming new police officers to the Miramar Police Department and joined their families and friends at the swearing in at the Civic Center.

In the month of January, the City also held its COVID friendly annual parade caravan for Martin Luther King, Jr Day through the streets of Miramar. At the beginning of February my Thursday “Drop & Go” initiative of weekly food distribution for those residents that are unable to attend the drive-thru sites and receive free groceries was transitioned to a new program managed by the City Manager’s office. Please call (954)602-3123 for assistance. I am grateful for all those who volunteered their time to ensure that the food insecurities in our local community was met.

February continued with a free family night for the residents of Miramar to have an opportunity get out safely and enjoy a drive-in movie showing of “Selma” at the Ansin Sports Complex. I closed off Black History month with a celebration of Black History meets Reggae “Icon Awards” where I presented the Icon Award to Patricia “Miss Pat” Chin and Third World Band and the Marcus Garvey Award to Alexandra Audate. Please take care of yourselves and each other. To contact my office regarding any concerns, please free to call (954) 602-3155 or email me at apdavis@miramarfl.gov. Breaking barriers with our youth

he Miramar Police Department’s Restorative Justice/ Peace Circle Project, whose motto is “Breaking Barriers,” focuses on the growing tension between teenage youth and law enforcement in Broward County and across the country.

The Urban League of Broward County brought forth the concern teens had about their day to day encounters with police that shaped their attitudes and behaviors towards law enforcement. With the assistance from this organization, Miramar Police Chief Dexter Williams invited the Restorative Justice Project to our community, providing a neutral atmosphere where both law enforcement and youth can have productive conversations in an effort to strengthen community relations. Restorative Justice Circles were created to have open and honest dialogue between the police and teens. These events have taken place in communitybased locations, where several Broward County police agencies are invited to partake in the conversation alongside Miramar officers. Participants gather in a circle and discuss numerous topics. The teens are given the opportunity to express their feelings about law enforcement and to discuss any negative encounters they may have experienced. In turn, officers address the youth and provide explanations for officers’ actions and in some cases apologize to the youth for their experience. Moreover, officers use the circle to teach strategies on how to deal with law enforcement in a productive and respectful manner.

The Miramar Police Department was the first law enforcement agency to host a Restorative Justice Project in South Florida. The project serves approximately 60 to 100 teens throughout the community. Parents and community members are invited and encouraged to participate in the circles as well. Withstanding the effects of COVID-19, on January 18, 2021, Miramar PD hosted its 3rd annual “Breaking Barriers” event virtually, focusing on the importance of respect, responsibility, relationship building, repairing and strengthening relations between law enforcement and the community. We connected with youth from several non-profit organizations, to include Broward County’s Urban League, the State Attorney’s diversion program, PACE program for girls and Henderson Health Care students. Via Zoom, youth were placed in virtual rooms with one law enforcement officer from Miramar, Fort Lauderdale and Plantation PD and one Peace Circle facilitator. It was an excellent opportunity to have productive dialogues and exchange ideas on how to improve juvenile youth and officers’ daily interactions. Seventy participants logged into the virtual event. Each teen was also rewarded with a $25 gift card, community service hours and an Urban League certificate. Chief Williams, who served as the keynote speaker, was also honored by the Urban League for his outstanding service to the community. “Breaking Barriers” is just one of several programs Miramar PD has brought forth, to better serve our community.

Why did you decide to run for Miramar City Commission Seat 1?

I believe the residents must have trust in their elected officials. At the very least, we should not expect the City of Miramar to pay over $200,000 in settlements and an additional $92,000 in legal fees, over allegations against Vice Mayor Maxwell Chambers, my opponent on March 9th. Cities DO NOT settle with former employees if it was not waranted. I believe elected officials should not use their authority to grant themselves raises without the public approving it by ballot initiatives. My opponent voted to give himself a $10,000 pay increase and an extra $200 per month in car allowance, which now stands at $600 per month. Max Chambers is not a military veteran, but he upset veterans by wearing military jackets, patches and hats which is the definition of stolen valor and against the law.

A dedicated

family man.

As a father, husband, and Miramar business owner, I live my life by keeping my word, caring for our community, and providing an honest approach in everything I do. Reduction in traffic, a decrease in crime, protecting open spaces and our environment, creating a robust local economy, getting to the bottom of the water and pipe leaks in West Miramar is a priority, and keeping our taxes low is not only my vision, but my promise to you and your family. I am truly honored to have received the endorsements of the Broward County PBA, Miramar Fire, and Rescue and the Florida Professional Fire Fighters. The only candidate to receive all three. These powerful endorsements reflect their trust in me and assure you that we will have a safe city to live, play, and work in if I am elected. I will not tolerate that our Miramar Police Department is the second-lowest paid in Broward County. We are currently 27 officers short-staffed compared to what is budgeted. Morale is down, and our young officers are leaving to other cities for over $15,000 or more per year in starting salary. This is unacceptable and must stop at once. We cannot afford to let our future law enforcement officers flee our city, making it unsafe for all Miramar residents and businesses. By voting for me on March 9th, you will restore Honesty, Integrity and Accountability to Miramar Seat 1.

Message from Mayor Ortis

D

ear Reader: Typically, we would be looking forward to Art Fest in the Pines this month, however, due to the pandemic, the city has changed the date of this wonderful event. We will be celebrating Art Fest in the Pines later in the year, November 6-7, 2021 at the Charles F. Dodge City Center, located at 601 City Center Way. Please mark your calendars so you don’t miss this fun cultural experience that will include music, food trucks, workshops and a Student Art Competition in addition to the unique and fine arts that will be featured. We’ll provide more information as the date nears so please be sure to check out the city website and social media. This year we’re helping to celebrate the 10th anniversary of the Wyland National Mayor’s challenge for water conservation by participating in the 2021 Challenge. Presented by the Wyland Foundation and Toyota, the Challenge not only brings people and communities together both virtually and physically for a fun and educational competition to see which cities can be the most “water wise” and win more than $50,000 in eco-friendly prizes, but it also reminds us that simple individual actions can add up to huge change in protecting our environment. I encourage everyone to sign up and participate. Residents can participate two ways – by making on-line conservation pledges at www.mywaterpledge.com; and with physical hands-on projects or actions at www.wylandfoundation.org/ mywaterproject. The mission of the Wyland Foundation is to inspire lifelong

stewardship of oceans, lakes, rivers, streams, and wetlands. Just a reminder that March 14, 2021 is daylight savings time, so it’s time to “spring” forward. This is also a good time to replace the batteries in your smoke alarms. According to the U.S. Fire Administration (USFA), smoke detectors should be tested at least once a month and the batteries should be replaced at least once or twice a year. Smoke alarms have become such a common feature in our homes that it is easy to take them for granted and forget about them. Let’s keep our smoke alarms working properly and stay safe. I wish everyone the luck of the Irish this upcoming St. Patrick’s Day on March 17th. There may not be the parades and large gatherings of day’s past, but on this day we are all a wee bit Irish and can wear green proudly and celebrate safely. Also, keep an eye out for the city’s new digital signs going up in key areas. As part of the Citywide Streetscape Guidelines created in 2012, they will display important alerts, event news and helpful information. You’ll be seeing them in seven locations: West Pines Soccer Park; Fire Station 99; Fire Station 69; Fire Station 89; the Charles F. Dodge City Center; Howard C. Foreman Human Services Campus; and the Pembroke Lakes Golf Course.

Hi Everyone! My name is Micky! I’m a good dog that loves to have fun! I’m a rescued dog, part Maltese and part Shih tzu. I’m about 5 years old. My mother is Karen and my father is Boris. They are the best parents but my favorite person in the whole wide world is my grandfather, that I visit each weekend. I love to chase my play ball any time you want to throw it. I love taking walks and riding in the car. My specialty is riding in the basket on Karen’s bike…she takes me out just about every morning. I’m a lucky dog and love my life, especially when I have chicken for dinner!!!

Message from Commissioner Schwartz

O

ur Country is truly at a crossroads requiring its citizens to be more engaged and hold public officials accountable for their actions and their vote.

Pembroke Pines, like many local elections, have the lowest percentage of voter turnout for various reasons. Some may say that local government can't help me or I don't know who my elected official is. This must change and I am providing the readers of this publication some important information about the upcoming election on March 9, 2021. The City of Miramar is our sister City who we depend on to ensure the quality of life is not compromised. We share a Chamber of Commerce, we share mutual aid with our first responders, we share our restaurants, our children go to the same schools. Miramar is at a cross roads on March 9th. The City of Miramar recently settled a harassment lawsuit that included an elected official's misconduct against women. The settlement, including attorneys fees was just shy of $300,000 in taxpayer money. Voters on March 9th have an opportunity to elect the representation that they want for their community. If you are in Pembroke Pines, encourage our friends and neighbors in Miramar to go to the polls to ensure both Cities have the best quality of life possible.

precinct location on election day. Unlike Pembroke Pines, the City of Miramar elects their representation citywide. This means that if you are a registered voter in Miramar, you can vote in every race on the ballot. Western Miramar has had some significant struggles over the past few years. Traffic, open space, and a voice is just the tip of the iceberg. As an elected official in the second largest City in Broward County, it is essential that to ensure every voter has the facts and information to make a well informed decision about their future. 2021 is a time for our two Cities to work in the same direction as our decisions mutually impact one another. I look forward to seeing the election results and work with a future elected body that embraces accountibility, ethics, and putting its residents above self promotion. When the People vote, they get the representation they want. For more information, please call me on my cell 954-518-3965 or email me at jschwartz@ppines.com.
