ello, My Dears! I hope you are having a wonderful start to the New Year. February is nationally recognized as Black History Month. This year’s theme for Black History month, "African Americans and the Vote." 2020 marks the 150th anniversary of the Fifteenth Amendment (1870) which gave the right of black men to vote following the Civil War. Our Black History Month Celebrations kicked off with a Media Day event on January 28th, 2020. Other events that have already taken place include, The Ernie Barnes Artist Reception, held on January 30th, Baby Face Live held on February 7th and the Reggae Icon Awards on February 8th. We hope you were able to attend some of these events, but if not, we still have: 1. Fri, Feb 25-29 – MCC Presents Africa Umoja 2. Sat, Feb 29 – Afro Carib Festival featuring Love & Hip-Hop Miami’s Reggaeton artist, Amara La Negra, Ghana’s International Afrobeats artist Stonebwoy, and International Reggae artist, Capleton.

As we approach the month of March, it is nationally recognized as Women’s History Month.

The 2020 Women’s History Month theme is “Valiant Women of the Vote.” The theme honors the brave women who fought to win suffrage rights for women, and for the women who continue to fight for the voting rights of others.

It is the100th anniversary of the passage of the 19th Amendment, guaranteeing and protecting women's constitutional right to vote.

2020 is a presidential voting year and with all the focus on voting both for Black History Month and Women’s History Month, let us remember the sacrifices that were made to enable us the right to vote and commit to voting in all elections, local, State and Federal.

here are several ways to save for college, and the earlier you start, the more time to accumulate funds. One option is the 529 Savings Plan, a tax-advantaged savings account designed to encourage families to save for future college costs. There are two types of plans, college savings plans and prepaid tuition. While the IRS treats them similarly, there are important differences • College savings plans allow you to save money in an individual investment account. They are sponsored by a state or state agencies and are usually managed by a financial institution. • Prepaid tuition plans allow you to prepay tuition expenses now, and use these funds to offset a predetermined portion of future educational costs. All investor contributions are pooled, then invested.

States sponsor these plans on behalf of public colleges, but do not run these plans for private colleges.

In most cases, your choice of school is not tied to the state your 529 plan is from. Research the features and benefits of the plan available to you, and compare it to different state plans. Contribution limits vary by state, and some states offer tax incentives to investors.

020 will be a great year! 908 People move to Florida everyday. Who loves the sun? More Americans than ever, according to U-Haul. In its latest moving survey, the moving giant said Florida had beaten out Texas as the No. 1 moving destination in America.

The Lone Star State had held the top ranking for at least four years.

“Florida has been showing signs of growth for a decade,” said Miguel Caminos, U-Haul Company of Orlando president, in a statement. “Central Florida is really booming. I can’t think of any major suburb where there aren’t home developments or new shopping centers being built.

He continued: “There’s an expectation of comfort for people moving here. They know there are jobs. Plus, there are tons of attractions, and our state is family-friendly. The weather is perfect, and no matter where you live, you’re less than an hour from the beach.”

The news coincides with new Census data showing that as of July 1, 2019, Florida remained the third most populous state, having moved ahead of New York in 2014.

The Sunshine State’s population grew by 1.1% over the past year, more than twice the U.S. average and ninth highest among all states plus D.C., according to Indeed. com economist Jed Kolko.

Kissimmee, Ocala, West Palm Beach, Port Saint Lucie and the BradentonSarasota corridor led Florida’s gains, U-Haul said. Boca Raton, Fort Lauderdale, Pensacola, Miami and St. Petersburg were among the other notable cities to see a net increase of U-Haul trucks.

Florida arrivals of one-way U-Haul trucks increased 1%, while departures were down 1% compared to the state’s 2018 numbers. Arrivals accounted for 50.6% of all one-way U-Haul traffic in the state.

What is the texting and driving Law?

A

s of January 1, 2020, officers are authorized to issue tickets for two different reasons pertaining to cell phone use; texting and driving is one and the other being the use of your cell phone in a school or work zone.

Distracted driving is a significant factor in many crashes. These new laws were intended to improve roadway safety and prevent crashes for all drivers, bicyclists, pedestrians, as well as roadway construction workers.

What is the texting and driving Law?

Commonly known as the “texting and driving” law, Florida Statute 316.305(3)(a) makes it illegal to text or use your phone for communicating with others without speaking. The outline of that statute is listed below: 316.305(3)(a) - A person may not operate a motor vehicle while manually typing or entering multiple letters, numbers, symbols, or other characters into a wireless communications device or while sending or reading data on such a device for the purpose of nonvoice interpersonal communication, including, but not limited to, communication methods known as texting, e-mailing, and instant messaging.

As used in this section, the term “wireless communications device” means any handheld device used or capable of being used in a handheld manner, that is designed or intended to receive or transmit text or character-based messages, access or store data, or connect to the Internet or any communications service as defined in s. 812.15 and that allows text communications. For the purposes of this paragraph, a motor vehicle that is stationary is not being operated and is not subject to the prohibition in this paragraph.

Receiving messages that are related to navigation of the motor vehicle, safety related information including emergency, traffic or weather alerts is an exception. This law went into effect July 1, 2019. However, a six-month grace period where warnings were issued, was in effect until 2020.

Wireless Communication Devices in School and Work Zones Law

Florida Statute 316.306(3a), makes it illegal to hold a cell phone in your hand at any school crossing, school zone, or roadway construction work zone.

This includes holding a phone to have a conversation or holding a cell phone for navigation purposes (GPS). Any use of a cell phone in a school zone or construction zone must be done through a hands-free mode like Bluetooth.

It is important to note that there are exceptions to these new laws. Reporting an emergency, criminal or suspicious activity to law enforcement is always permitted.

There will be early voting starting on Saturday, March 7, 2020 to Sunday, March 15, 2020 from 10:00 a.m. to 6:00 p.m., at two Pembroke Pines locations: South Regional Library/BC, 7300 Pines Boulevard and Southwest Regional Library, 16835 Sheridan Street.

The law recently changed and Vote-by-Mail ballots are now being accepted at ALL Early Voting locations.

More Bold and Delicious Dining Comes to Pembroke Pines with the Second Bolay

olay, the fast-casual restaurant phenom, opened its second restaurant in Pembroke Pines on December 17, 2019. Located at 14810 Pines Blvd, the December opening marked the 14th restaurant in the popular chain created by Chris Gannon and his father, Tim Gannon, co-founder of Outback Steakhouse. The restaurant offers a chef-inspired, nutrient-rich and gluten-free menu, and invites food lovers of all ages to build their own bowls packed with superfoods and savory proteins.

“With the success of the first Pines location, we’re excited to be opening a second restaurant in the area,” said Chris Gannon, Bolay CEO. “Pembroke Pines has an amazing energy and we’ve had a wonderful time serving the community so far. Our goal is to become the area’s favorite neighborhood restaurant and to share even more of the Bolay Way with the amazing people who live here.”

The new location will be helmed by Bolay veteran and South Florida local Claude Delucia. “It’s great to be a part of another opening in Pembroke Pines,” says Delucia, who opened the area’s first location. “Bolay is familyfocused and has strong core values that are congruent with the way of life in Pines. Message from Commissioner Castillo

D

ear Friends: Having served as a Pembroke Pines City Commissioner since 2004, I'm sometimes asked what accomplishment I consider most important during that time. Was it road improvements, or improvements to parks, the Pembroke Road Overpass? Getting our city through the Recession? Sponsoring the civil citation program which diverts students from arrests for first time, non-violent offenses? Truth is, I'm proud of all of those but consider sponsoring our police body camera program the most important and I'll explain why.

We've seen horrible news reports in cities across America involving bad police encounters with the residents. I felt strongly that such an event never occur in our city. I felt that accountability and transparency was the right thing for Pembroke Pines PD and so 4 years ago, the City directed that all patrol officers be outfitted with body cameras. The program became an instant success, but not everyone in our city greeted the idea enthusiastically. I'm glad I did.

At the time I proposed the program, I explained that in years to come there would only be two kinds of police departments -- those like ours that chose voluntarily to outfit patrol officers with body cameras, and those forced to

do so because of an unfortunate incident.

I'm glad Pembroke Pines was proactive.

Today, we are reaping the benefits of a good decision well made. Accountability and transparency is always the right thing to do.

Police body cameras go far to remove doubts about what takes place during police encounters. Indeed, the program has already been effective in resolving such concerns. Unanswered questions are in nobody's best interest. And this explains why our residents support the program so strongly.

For decades to come, this new law enforccement tool will serve to bring police and residents closer together. It will help them find ways to partner to make our city safer. It will help kids run towards police cars instead of away from them. And that's the kind of relationship we want to encourage.

id you know that February is American Heart Month, an event first celebrated in February of 1964 through a proclamation from President Lyndon B. Johnson? At the time of the proclamation cardiovascular disease was the cause of more than half of the deaths in the United States. With more than 17.3 million deaths each year, cardiovascular disease, including heart disease and stroke remain one of the main causes of deaths for men and women and that number is expected to climb to more than 23.6 million by the year 2030. According to the U.S Department of Health and Human Services about 90 percent of middleaged people and more than 74 percent of young adults have one or more risk factors for heart disease, such as diabetes, high blood pressure, high cholesterol, or being a smoker or overweight. Fortunately many of the risk factors for heart disease can be addressed by being heart healthy!

To be heart healthy everyone is encouraged to be more physically active, practice healthy eating habits, quit smoking, find ways to reduce your stress, getting enough quality sleep and tracking your health stats. Making big changes all at once can be difficult, but starting with small steps can get you where you want to be. The National Heart, Lung and Blood Institute recommends participating in Physical Activity at least 30 minutes a day, 5 days a week. Introducing healthy foods such as fruits, veggies and whole

with the only missing ingredient, a top notch QB. That could all change in this years NFL Draft if they select a young talented QB from the college ranks. I am all in on TUA, so make it happen Dolphins and if everything falls into place I could see the Fins hoisting 2 Lombardi trophies in the next 10 years.

A decade of sports predictions

new decade has arrived and for those of you like me that are a fan of the local Sports Teams we can only hope that this upcoming decade will be spent watching more Playoff games and attending a few more Championship parades in Downtown Miami.

The last decade, actually the last two decades in the South Florida have not been kind to the Dolphins, Marlins, and Panthers. If not for our beloved Miami Heat and their Championships, we would have been in the sports abyss. It seemed at times that just having a winning record or staying out of last place has been a challenge for the other teams. Half empty stadiums and arenas were the norm and listening to others teams fans was really annoying. But, I am here now to tell you that I believe the 2020’s will be different for our teams and for those of you that follow them.

So without any further ado here are my Crystal Ball Predictions for the local sports teams in the upcoming decade.

Miami Dolphins, to win in the NFL you need in my opinion four main things working in your favor. A top notch QB, a good Head Coach, a lot of Draft picks and plenty of salary cap space. The Dolphins check off three of those boxes

As for the Miami Heat, the one franchise in town that gives us their share of winning seasons and high expectations year in and year out. They have done a fabulous job of drafting or picking up undrafted players the past few years. Just look at All Star Bam Adebayo or Tyler Hero, Duncan Robinson, Kendrick Nunn and Derrick Jones Jr. They are all young and talented and throw in a bunch of veteran players and Pat Riley always seems to get one of the top free agents. I definitely could see the Heat winning 3 more Championships this decade and letting the great Pat Riley go out as one of the greatest executives in NBA history.

I am going to bunch in the Marlins and Panthers into one pot. My crystal ball sees a lot of young talent on the Marlins but especially the Panthers. Both teams just have to get over the hurdle and get into the playoffs more consistently and feel what it is like to play pressure playoff baseball and hockey. I think the both franchises finally have a plan in place and that is sometimes was the biggest question with both of them. I could see each of them making the playoffs for a good portion of the 20’s but holding up a Championship trophy might be a stretch. Let’s take a flyer on the Panthers getting hot during a playoff run and finally bringing a Stanley Cup to South Florida.

So that’s it, 6 Championship trophies and parades over the next 10 years in South Florida. I would take it in a heartbeat considering where we have been the last 2 decades. Let’s keep our fingers crossed and hope the Sports Gods hang out in 305 and 954 for a while.
