Message from Commissioner Alexandra P. Davis Hello Miramar! I am grateful to be able to reach you through this medium once more. As we continue to see the light at the end of the tunnel as far as covid is concerned, let us try to go back to some semblance of normalcy, being ready to pivot when necessary.

On March 5th, I attended the Coalition of South Florida Muslim Organizations (COSMOS) annual community appreciation dinner! It’s always a great time with our beloved brothers and sisters as we celebrate their contributions to our community. Diversity is our strength!

On March 11th City of Miramar made history by swearing in two public safety chiefs, Police Chief Leonard Burgess and Fire Chief Ray Perez! The city is certainly in good hands as we look forward to new leadership in our city of beauty & progress.

I recently attended the National League of Cities Congressional Conference in Washington D.C. It was a pleasure meeting with our congressional delegation to discuss how they can assist the residents and business owners of Miramar with infrastructure, water, senior and sports projects.

We had professional skaters from GOSKATE showing us cool tricks and teaching folks how to skate! I am looking forward to being able to name this skate park after my former student who died tragically while skating in his gated community.

The entire football field was covered with candy filled eggs. It was wonderful to see the children finally enjoying themselves after a 2-year absence of Easter hunts in the city.

City of Miramar’s Skate Park Grand opening was well attended by friends and neighbors who came out to show support for the new attraction at the Miramar Regional Park.

Message from New Chief Leonard “Lenny” Burgess Interim Chief Leonard “Lenny” Burgess has been appointed the new chief of police for the Miramar Police Department. Chief Burgess’ career spans 37 years of dedicated service to public safety. He has served the Miramar community since 2016.

Chief Burgess was born and raised in South Florida and is of African American and Panamanian decent. He followed his father’s footsteps, joining the U.S. Marine Corps, and later became a police officer. Chief Burgess rose through the ranks, supervising numerous districts, bureaus and task forces for various agencies. He retired from the MiamiDade Police Department as a division chief, but would not stay retired long. In 2008, he was appointed deputy director of the Miami-Dade Corrections and Rehabilitation Department and in 2014 chief of police for North Miami. In 2016 he joined the Miramar Police Department as an assistant chief and was appointed interim chief in April of 2021.

In addition to numerous certifications, Chief Burgess holds a Master of Science Degree in Criminal Justice, is a graduate of FBI National Academy and the Senior Management Institute for Police Executives at Harvard’s Kennedy School. He has earned numerous awards and recognitions for his many outstanding achievements. Chief Burgess is also the past president of the National Organization of Black Law Enforcement Executives (NOBLE), a member of Phi Beta Sigma Fraternity and volunteers as a cadre leader with 5000 Role Models of Excellence, mentoring young men in our community.

CHIEF’S MESSAGE I am extremely honored to have the opportunity to lead the men and women of this distinguished department. We take great pride

in delivering unparalleled police services to our diverse Miramar community. Ensuring public safety, while maintaining the highest standards of professional ethics and integrity is our pledge to you.

Our department has been at the forefront of modern policing, committed to 21st Century Policing strategies and the Eight Can’t Wait initiatives, promoting effective crime reduction while building public trust, reducing Use of Force incidents and increasing accountability.

Get to know the new Miramar Fire-Rescue Chief Chief Ray Perez is a highly accomplished and decorated leader of the fire service bringing a distinguished 37-year career to his appointment.

During his tenure, he has been awarded multiple lifesaving awards, distinguished service awards and administrative excellence awards. He brings many technical skills to the position at Instructor rated level including Incident Command, EMS, Special Operations, Technical Rescue, Fire Suppression, HazMat, Health & Safety, Strategic Planning, Fire Training, Marine Operations, Fire & Explosives Investigations, Officer Training and Labor Relations.

His accomplished career began with the City of Hialeah in Miami Dade County serving for 28 years.

While in Miami Dade, he was instrumental in creating numerous life safety programs responsible for the reduction of fires, injuries, and property loss. He served as President of The Florida Chief Officers of Miami-Dade Association and mentored many new Chief Officers.

In 2015 Chief Perez received the “Florida Fire Marshal of the Year” designation by the Florida Governor for his innovative and progressive leadership with the Miramar Fire Rescue Department, which he has been serving since 2014.

As a Senior Fire Chief Officer he has attained a wide breadth of knowledge in the administration and operation of municipal government. Chief Perez holds a Master of Business Administration and Master of Human Resources Management from Columbia University, a Bachelor’s degree in Leadership from St. Thomas

University and dual Associates in Fire Science and Nursing. He is also a graduate of Florida International University Strategic Management Academy. As a public administrator, his policies have been accepted and are often benchmarked as the standard for the Fire industry by other municipalities and state agencies. His experience includes the direction and management of all Hazard Urban Municipal Operations and Emergency Services delivery as well as strategic re-organization of processes and personnel, building construction, revenue enhancement, grants administration, and community service programs.

Chief Perez holds numerous National and State certifications to include: NFPA Certified Fire Protection Specialist, Certified Fire and Explosion Investigator, Firefighter, Fire Marshal, Police firearms Instructor, Paramedic, Registered Nurse, Fire Service Instructor III, Certified General Contractor, Public Safety Dive Master Trainer. A lifelong martial artist he holds the rank of 7th degree black belt and the classifications of Judge and Referee for the World Karate Federation. Chief Perez is also a member of the National Fire Protection Association (NFPA), the Building Officials Association of Florida (BOAF), the Florida Fire Chiefs Association (FFCA), the Florida Fire Marshals Association, the International Association of Arson Investigators (IAAI), and the Fire Chiefs Association of Broward County (FCABC).

Fraternal Order of Police: “Law is a Safe Guard of Freedom.”

For police officers, a union is designed to ensure they receive fair wages, consistent working conditions, and legal representation for labor and specific use of force-related incidents. For over 20 years, the PBA Police Benevolent Association represented the Miramar Police Department officers. On October 1, 2021, the Fraternal Order of Police prevailed in a state-sanctioned election, turning that responsibility over to the Fraternal Order of Police creating Miramar Lodge 189 (FOP 189). The officers initiated the switch in unions within the agency and primarily prevailed because the officers were looking for more involved leadership.

This newly created lodge is now responsible for ensuring salary benefits and wages remain competitive, protecting officers’ rights, and providing legal services in situations of labor and high liability use of force incidents. This new partnership will ensure the officers’ voices remain strong and united.

That’s because there’s a lot of talk about how strong market conditions are for people who want to sell their houses. WHAT IS A SELLERS’ MARKET? The latest Existing Home Sales Report from the National Association of Realtors (NAR) shows housing supply is still very low. There’s a 2-month

supply of homes at the current sales pace.

Historically, a 6-month supply is necessary for a normal or neutral market where there are enough homes available for active buyers. That puts today deep in sellers’ market territory (see graph.)

That creates increased competition among Buyers which can lead to more bidding wars. And because mortgage rates and home prices are climbing, serious buyers are motivated to make their purchase soon, before those two things rise further. That means, if you put your house on the market while supply is still low, it will likely get a lot of attention from competitive buyers.

What’s Happening in Miramar: New Skatepark Now Open in Miramar The City of Miramar’s first outdoor skatepark opened to the public on Saturday, April 23, 2022. The Jose “Alex” Scott Skatepark was named in honor of a young skateboarder who was struck and killed by a car at the age of 11 while riding his skateboard in the gated Vizcaya community of Miramar.

Eager residents joined city staff and elected officials for the official ribbon cutting as excited neighborhood kids suited up with their skates, skateboards, and scooters for a test run. The event featured a demonstration by a skilled skateboarding tutor from GOSKATE, who ensured that enthusiasts were well-guided to reduce accidents. A live DJ entertained the crowd, refreshments were served, and Red Bull was on hand for giveaways. Champs Sports also gave out gift cards to lucky attendees. The parents and family of Jose “Alex” Scott were in attendance and a special dedication was done to commemorate his life. The Grand Opening was sponsored by the Children’s Services Council of Broward County.

Commissioner Alexandra P. Davis stated, “This was such an exciting yet touching day. It was great to officially unveil the Jose “Alex” Scott

Skatepark signage in the presence of his family. Thanks to my colleagues on the Miramar City Commission for approving the resolution that I proposed to name the park after Jose “Alex” Scott. He was an outgoing and energetic kid whose life was taken too soon. Back in 2014, I commissioned the city to build the skatepark to provide our youngsters a safe space to practice and hone their skills. This grand opening was long anticipated and it’s great to see the skatepark come to fruition. We welcome skateboarders, rollerbladers, scooter riders of all skill levels. The skatepark is just another asset here within our great city that shows our commitment to building and sustaining healthy communities.”

The skatepark is 5,000 square feet and can accommodate up to 30 rollerbladers, skateboarders or scooters in the space simultaneously. It will open 7 days a week during regular park hours of 8:00 a.m. to 9:00 p.m., except Sundays when the park is open 8:00 a.m. to 8:00 p.m.

Structural design features include small transition ball pocket, small transition quarter pipes and hips, banks, banked hip, bank to ledge, metal handrail, downledge and more. Helmets are required and other safety gear like knees pads are recommended.

Dear Readers: I am deeply honored and humbled to have been chosen to be a 2022 inductee into the Broward County Senior Hall of Fame. For 38 years, the Area Agency on Aging of Broward County has honored seniors for their contributions to the community through this recognition. When I was told, I actually had to catch my breath. I do what I do out of love for my community, concern regarding difficult issues and because I honestly like helping.

I encourage our youth to get involved and give of their time. I’m glad my life has taken me in this direction.

Throughout the month of May, Mental Health America, National Alliance on Mental Illness (NAMI), and other mental health organizations across the country organize events, webinars, and more to improve mental health access across the country. At our May Commission Meeting, I will issue a proclamation recognizing May as Mental Health Awareness Month. In the Proclamation I strongly urge the citizens in our community to commit to increasing and understanding mental health illnesses, reducing stigma and discrimination, and promoting appreciation and accessible services for all people with mental illnesses.

Pembroke Pines Fire Rescue Department Fire is fast! Did you know a house fire can become deadly in as little as two minutes? Nowadays fires can grow quickly due to the items we have in our home. Much of our furniture and other belongings are made of plastic and other synthetics that are likely to burn faster in a fire, as well as produce deadly smoke. Other factors that aid the rapid growth of a fire in our homes are lightweight building materials, open design concepts, and flooring. According to the National Fire Protection Association (NFPA), over 80% of fire deaths occur in the home. Home fire sprinklers can save lives and property from fire; they respond quickly and effectively and often extinguish the fire before the fire department arrives.

Having a home safe from fire means you should have working smoke alarms, these work as your early warning.

Smoke alarms should be installed inside every bedroom, outside every sleeping area and on every level of your home. Test your smoke alarms once a month and change batteries when you change your clocks. Make sure you and your family have an escape plan, and practice the escape plan regularly with family members. Fire Sprinklers work as suppression and can put out a fire in one and a half minutes or less.

So how do home fire sprinklers work? It’s not like what we see on our T.V.’s and movies where they all activate simultaneously and you and your home are left drenched in water. Each fire sprinkler has its own temperature- sensitive part which is composed of a fusible link. This fusible link is what holds the water. When there is a fire, the high heat from the fire is what causes that part to break open. The fire sprinkler closest to the fire activates when it reaches 135-165 degrees, and water will start flowing.

This sprinkler should control the fire. Fire sprinklers are not activated by smoke alarms, steam, smoke, or other vapors.

There is far less damage from a fire in a home with fire sprinklers versus the one without. Fire, heat, smoke, and high-pressure water from Fire Department hoses can cause greater damage. Home fire sprinklers are affordable and easy to maintain.

The Home Fire Sprinkler Coalition and the NFPA will celebrate Home Fire Sprinkler Week this year during May 1521, 2022.
