CATE MERRILL The Autism Pensacola board of directors unanimously approved the selection of the Pensacola native to serve as its next president and chief executive officer. Merrill, who received her master's degree in communication disorders, has worked as a speech and language pathologist in a variety of settings.

She begins May 29, following the retirement of Susan Byram, who will continue to serve as an executive consultant through July 2018.

PAWS ON PALAFOX Pensacola Humane Society's signature dog walk, Paws on Palafox, returned to Plaza de Luna last month and was the most lucrative since the event's inception in 2013, raising more than double of the previous years. The proceeds went directly towards its Barbara Grice Memorial Low-Cost Spay and Neuter Clinic, which performs approximately 5,000 surgeries per year. Over 800 animal lovers and their four-legged friends walked, danced, pranced and strutted throughout the streets of downtown Pensacola this year.

WILD GREG'S SALOON The downtown Pensacola bar has had one of the worst months a drinking establishment can experience. A manager and a bouncer were arrested and face battery charges for an incident at about midnight on May 4 when one patron was allegedly kicked in the face. The same bouncer was arrested again on May 14 in connection with an alleged February assault that was so severe that the victim was coughing up blood, and then the bouncer allegedly took another victim into an elevator to attack him. On May 19, Wild Greg's Saloon owner and manager were arrested on charges of destroying or tampering with evidence associated with the February incident. Both men were also charged with resisting an officer without violence.

STEVEN KUNKEMOELLER One of

the men involved in a scheme to defraud Florida charter schools out of nearly $1 million in public education funding last week was sentenced by Judge Thomas Dannheisser to more than 55.5 months in prison to be followed by 10 years of probation. Kunkemoeller was convicted in March of racketeering and organized fraud for using a shell company to order school supplies and triple the price before reselling them to Newpoint charter schools across the state, splitting the proceeds with alleged co-conspirator Marcus May. Inweekly first broke the story of problems with the Newpoint-run charter schools in Escambia County in the spring of 2015.

LOCK THEM UP Last Friday morning, Dimitrios Pagourtzis walked into Santa Fe High School in Texas and opened fire on his classmates with a shotgun and .38 revolver, both of which appeared to be obtained from the suspect's father, who legally owned them. He killed 10 students.

The number of deaths and school shooting incidents through May 18 are each higher this year than at any point since 2000, according to the Washington Post. In a bizarre statistic, more people have been killed at schools this year than have been killed while serving in the military.

Over the weekend, Texas Lt. Gov. Dan Patrick immediately came to the defense of gun owners and warned against a legislative overreaction. He blamed the school shooting on violent video games, the elimination of religion from public schools, abortion, the breakdown of families, unarmed teachers and the open design of schools.

However, he didn't attribute the violence to guns. Why? Because he said, they are "part of who we are as a nation."

Patrick preaches the sanctity of the Second Amendment–"A well-regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."

His arguments are similar to those we've heard after every mass shooting: "Guns don't

kill, people with guns kill;" "If we ban guns, only criminals will have them;" "The shooting is the fault of the person and not the tool used (AR15);" and "Gun restrictions lead to an increase in violence when law-abiding citizens are unable to protect themselves."

Maybe Patrick and the NRA are right. We shouldn't blame the guns. Instead, we should put a higher burden on those who sell the guns used in massacres. If someone sells a gun that is used in a mass shooting, then the seller should face jail time. A gun dealer can sell whatever gun he wants to whomever he wants, but he better be sure the buyer will use it properly, or he will be sitting in prison.

We could even extend this logic to gun owners. We will not infringe on their Second Amendment right to own guns. However, the gun owner must make sure his guns don't fall into the hands of someone less responsible or mentally sound than him. If his son takes his shotgun and .38 revolver and kills 10 students, then he should be sitting in the next cell awaiting trial.

Guns don't kill people. Gun dealers who indiscriminately sell their guns to whoever has the cash share some of the responsibility, as do gun owners who don't properly secure their weapons.

ENVIRO-YOUTH TAKES A STAND

by Jeremy Morrison Oliver Chamblin has grown up feasting on the outdoors, soaking up nature and nurturing a deep appreciation for the environment.

"My backyard is basically a bayou. I love going out and going kayaking, fishing, everything you do with water," Chamblin recently said, describing idyllic days growing up on Bayou Grande.

As he's gotten older, the local 14-yearold has grown more acutely aware of the various challenges facing this environment he so loves. He's become concerned about the matter like carbon emissions and rising sea levels in coastal areas.

Recently, Chamblin decided to try to do something about one of these environmental challenges. Along with a collective of youth from around Florida, he filed a lawsuit against the state that charges the plaintiffs—the younger generation—have been harmed by the government's inaction on the issue of climate change.

"They bring this action on behalf of themselves," the complaint states, "because climate change and the fossil fuel-based energy system created and operated by the Defendants does not and cannot ensure that Plaintiffs will grow to adulthood safely and enjoy the rights, benefits and privileges of current generations of Floridians."

Chamblin—listed as Oliver C. in the filing—sums up his rationale simply: "I want to be able to protect the environment so I can continue to use and have fun with it."

An appreciation of the environment runs in the Chamblin family. And Larry Chamblin, Oliver's granddad, isn't surprised May 24, 2018

that his grandson's love for the local outdoors has evolved into environmental activism.

"It would be hard in a place where we live not to be interested in the environment or the outdoors," Larry said. "You'd have to be obtuse and not observant."

Larry Chamblin The issue of climate change, particularly, is nothing new on the family's radar.

They nod to the problem when discussing things like severe hurricane seasons and the 2014 flooding in Pensacola.

"I think we've had the conversation around the dinner table for years," said Larry.

Climate change may seem like a heavy dinner table conversation, but the elder Chamblin is a founding member of 350 Pensacola, a local environmental organization.

Naturally, he's glad to see his grandson take an interest in issues like climate change.

"I've really been very proud that he's stepped up here. I'm very proud of Oliver," Larry said. "It's in part my influence."

And Oliver's granddad feels pretty passionate about the issue of climate change, which the environmentalist allows can seem "so abstract and remote."

"I think it's easy to dismiss climate change, to think of it as just another en-

vironmental issue," he said. "But climate change is really different. It faces us with a real crisis. It's been called a slow emergency, but the speed of this emergency is speeding up."

Filed in April, the youth-driven climate change lawsuit targeting the state of Florida specifically lists Gov. Rick Scott, as well as several state agencies as defendants. It charges that officials have "affirmatively acted to exacerbate the climate crisis" and requests that they be compelled "to develop and implement a comprehensive plan to stabilize the climate system and protect the vital natural resources."

This legal challenge is akin to other such efforts around the country. It is coordinated

by Our Children's Trust, a non-profit out of Oregon. The organization has also overseen similar lawsuits in Alaska, Colorado, Maine, Massachusetts, New Mexico, North Carolina, Oregon and Washington.

Oliver Chamblin is joined in the Florida lawsuit by seven other youth, ages 10 to 19, from around the state. Heading up the collective is 18-year-old Delaney Reynolds, who grew up three feet above sea level on No Name Key in the Florida Keys.

"Our climate change crisis is the biggest issue that my generation will ever face, and it's up to us, today's children, to fix this problem," Reynolds wrote in a blog post shortly after the lawsuit was announced.

Florida's response to this climate change lawsuit has been textbook deflective. A statement from the governor's office referenced how the state is "investing $4 billion into Florida's environment" and said Scott was "focused on real solutions to protect our environment—not political theater or a lawsuit orchestrated by a group based in Eugene, Oreg."

That response is not terribly surprising, coming out of an administration that allegedly banned the use of the term "climate change" in 2015 or from a governor whose response to the issue—"I'm not a scientist"—has become comic fodder.

"I think Governor Scott is on the wrong side of history on this—and other issues, I might say," Larry Chamblin said.

Does the governor truly not comprehend the issue facing the state? The rising temperatures and water levels? The intensity of hurricanes and upticks in flooding?

"He says he's not a scientist; he doesn't understand it. If I can understand it and children around America can understand it, I don't see how he can't understand it."

While it is unclear when the climate change lawsuit filed in Florida will see the light of day, the issue will soon make its way into a courtroom. A federal climate change lawsuit filed a few years back in Oregon is slated to go to trial this October. {in} 7

PATHWAYS FOR CHANGE Charles Bush, one of those alums, graduated last July. Before MRT, he was a cocaine addict, stealing to support the habit, in and out of jail for years.

Pathways' program "was more than helpful," says Bush. "It brought me to a new perspective and new meaning as to where my life was going."

Today, he works two jobs, one for Pathways' Ambassadors program with the Downtown Improvement Board, helping to keep the streets clean, and the other for Taco Bell part-time.

GOING TO THE NEXT LEVEL

By Charlotte Crane On a Thursday morning at the Story Workshop at Clinton Cox Residence for women veterans, Esther tells her story—aborted Army enlistment, four divorces from four abusive marriages, human trafficking survival, alcohol and drug use—but lately, more upbeat, "14 years clean from drinking and drugs."

Rose and Kathy and Brenda—no last names needed here—also relate their past lives, combinations of childhood abuse, stolen money to support drug use, babies lost in custody. But here too a happier outcome. Rose says, "I feel I'm a walking, breathing outcome of the program. When I came, I was a broken person."

Workshop leader Patricia Southerland, a volunteer since 2006 with Pathways for Change, says, "Each person is totally unique; no one has the same story. I have learned so much about the under-served and forgotten of our community."

Patricia Southerland And learning about—and helping— those people is a primary intention that Pathways for Change founder Connie Bookman would like everyone to share.

Pathways headquarters are lodged in its Family Center, established in 2012. Baptist Hospital donated the land; IMPACT 100 provided $114,000 in seed money and donations also came from the Dugas Family Foundation and Gulf Breeze United Methodist Church. A few blocks from Family Center is the Clinton Cox Residence, which Pathways opened in January of this year.

ing to Bookman, is "to help people find solutions to problems so that they can get out of poverty."

To that purpose, nearly every weekday, Family Center classrooms are filled with students seeking marketable skills in fields including home health, freight transportation and hospitality training or for GED preparation. Other classes focus on personal skills, such as parenting, nutrition, financial literacy, basic computer training and legal services. Many are free; others charge reduced fees.

Meanwhile, a few miles away and within the Escambia County Work Release Center, a jail facility, Pathways manages another goal endeavor, the Men's Residential Treatment (MRT) center, an 18-month substance abuse program that is courtordered for each participant, with a judge determining clients.

"Some of the participants were in prison, and some are on the way," says John Burke, MRT director of aftercare and reentry, who also teaches a class in job readiness.

Founded in 2005, the MRT program's six three-month phases provide not only classes, therapy and meetings such as AA or Narcotics Anonymous, but also, in later phases, community service work and jobs, plus outside adventures, "such as bowling, boating, camping and concerts—letting them find out there is pleasure without drugs or alcohol."

The standard for MRT states, "There is no blame; there is support and understanding of what addiction means and of their situation." The program's 18-month duration, plus aftercare, "stretches them out where they actually have a chance of success. They get used to that routine."

And Burke has experienced personally what clients are experiencing. He confides that he was an addict from ages 8-42, mostly using cocaine and other drugs and drinking alcohol. He said, "Guys relate to me because I come from that same background."

MRT keeps a graduates' alumni list, currently over 200.

Is Pathways for Change growing bigger and stronger? It is.

The 2018 budget is expected to be $900,000, according to Pathways Chief Financial Officer Christian Garabedian, with money coming from individuals, family funding, events and grants from agencies and with Escambia County funding for the Men's center. Staff numbers range between 14 and 20, supplemented by countless volunteers, approximately 25 interns, 12-15 board members and four or five volunteer teachers for the GED program.

Graduation at the Family Center is growing. Eleven students recently graduated in home health aide training, and 34 are now enrolled in GED classes. GED graduation runs close to 30 percent, says Garabedian, compared to the 10 percent overall national average among those enrolling in GED programs.

Names of Hall of Fame contributors line the wall at the Family Center entrance, with each having donated $10,000 or more; the list numbers 24. Supporters of the Pathways for Change program come from a variety of backgrounds convincing them of the importance of learning to earn and of shedding addictions and prison chains.

Most Pathways managers have favorite success stories to offer. For CFO Garabedian, it's this one: "A young lady, single mother took 'getting out of poverty' class, and two years later, she bought her own house, car, everything. She went from food stamps and public housing to independence."

COMMUNITY IMPACT

Pathways programs are helpful to government budgets, as well as to the economic well-being of its clients, says Chris Collins, director of the Men's Treatment Center in the county's Work Release Center.

The MRT program, founded with a goal of reducing recidivism, has a success rate of 70 percent, more than twice the national average, says Collins. It saves Escambia County money today and in the future.

"The county currently spends more than $40 million to house inmates annually," says Assistant County Administrator Amy Lovoy.

"If nothing is done to interrupt the cycle of recidivism, the cost in 10 years could easily be greater than $50 million. The county considers the MRT program a long-term investment to yield lasting results."

She explains, "Decreasing the number of offenders on a long-term basis will hopefully decrease the number of offenders in the jail, which will bend the curve for increases in the corrections budget. Since property taxes are the primary funding source for the corrections budget, it is in the best financial interest of all property taxpayers for this program to be successful."

enforcement as a policewoman for the City of Pensacola and police chief at Pensacola Junior College. She left law enforcement because she "got bored," but now she's not.

She is director of the Clinton Cox Residence, the newest Pathways community service facility—a home for women military veterans where Beverly's assistance to veterans in need could run around the clock, 60-80 hours a week.

CCR is a 10-capacity, two-year residence facility for women veterans with physical and psychological needs, "the only program we found like this in the country," according to Beverly, who also has a master's degree in mental health.

"I have yet to have one woman who didn't experience challenges: parental abuse, childhood trauma, losing parents, being put in other places, living with alcohol," says Beverly. "They wanted to escape, so, as a 19-year-old, might have joined the military, living with men, raped in the military, told not to complain: 'you're a Marine now.'"

She adds, "Their PTSD started in childhood. So you have a veteran, with a GED, military experience, a degree, but homeless. Life has gone from bad to worse. Here it's safe."

CCR curriculum includes classes, meetings, workshops, mentoring and partnership with VA for group therapy, medical, psychological and psychiatric issues.

Pathways managers tend to like their work.

"It feeds my soul," says Margot Doelker, director of women's programming. "The counselors and volunteers have an altruistic desire to help these women in crisis."

Dr. Cheryl Perry, manager of the Family Center since 2013, well remembers Pathways CEO Connie Bookman's reply after a friend suggested Pathways might be a good place for Perry to work. "Woman of God come see me," Bookman invited.

Perry's assignment as a manager is "making sure all programs benefit the community, to eradicate poverty through job and life skills training." Perry, an ordained chaplain who calls herself "Love in action," also provides mentoring. "If they can't have the faith, I'll use my faith for them. Pathways has meant life to so many of them."

Pathways for Change leaders are not shy about referring to the organization as faith-based or Christian-based. Southerland said, "I believe it is our underlying commitment to be a faith-based organization that gives us our strength."

Bookman, Pathways founder, when once asked the meaning of "Christian-based," replied, "We serve as Christ-like to our clients, sometimes without saying a word."

And about her personal path, she said, "Looking back on my entire life, I see how God has called me to serve. That's why I cry all of the time; I can actually feel the pain that people from all walks of life experience from time to time."

Bookman established Pathways for Change in 2003, when her work in private practice and as director of the Christian Counseling Center of Baptist Hospital from 1999-2006 evolved into Pathways on a fulltime basis. Pathways for Change has expanded exponentially ever since.

Bookman has a bachelor's degree in social work from St. Leo University and a master's degree in social work from Florida State University. She worked 10 years as a medical social worker at Baptist Hospital.

In 2005, Bookman and seven other women each paid $1,000 to be inmates for a week at Marysville Reformatory for Women to study and learn a more successful mode of treatment to reduce recidivism. She describes that week as "the best learning experience in my life." When she launched Pathways, it incorporated that better program, in use today.

Bookman says, "For the people who hate themselves for what they have done in their destructive lives in the past, at PFC, they get to feel truly loved, sometimes for the first time in their lives."

CRIS DOSEV SAYS HE'S "THE ADULT IN THE ROOM"

Chicago-born Marine veteran and Northwest Florida business owner Cris Dosev may not have the name recognition of Florida District 1 Congressman Matt Gaetz.

But the congressional candidate believes that may be in his favor. While Gaetz has made a name for himself on cable news, Dosev said it might come at a cost.

"It's an obvious weakness," Dosev said, "because he's made some really, really poor decisions."

Some of those "poor decisions" include Gaetz being the lone "no" vote on an anti-trafficking bill last year and his proposed bill to abolish the EPA, which he later admitted in an interview with GQ was only to try and make a statement.

In January, Gaetz invited alt-right blogger Chuck Johnson to be his guest at the State of the Union address.

He later apologized. Nonetheless, Dosev said the incident was an "embarrassment."

The Pensacola Republican also said he's concerned that Gaetz is spending too much time on his work to change marijuana to a schedule III drug to expand medical marijuana research.

"It's problematic," Dosev said. "We have real issues to concern ourselves with. Moving marijuana from Schedule I to Schedule III may seem very important to him, but it's not nearly as important to people in Northwest Florida, particularly veterans.

Veteran administration has not improved; military readiness has not improved. We're still scavenging parts off of aircraft. Why is it that [Gaetz] is busy at cannabis conferences?"

Dosev said he chose to run again for District 1—he campaigned in 2016—because he could better represent what Northwest Floridians want from their congressman.

"What the people here deserve is a congressman and not a showman," Dosev said. "It's time to focus on real issues."

"The military should be prepared to act," he said.

Dosev said he understands that Northwest Florida's population is largely made up

of military families, and he wants to make sure they have adequate access to resources and benefits. In 2005, Dosev and a group of colleagues founded the Wounded Heroes Foundation, an all-volunteer service organization that assists military members wounded in Iraq and Afghanistan.

"It is imperative that the VA [Department of Veteran Affairs] be reformed from top to bottom to best reflect our gratitude to our wounded veterans for their selfless service," Dosev states on his website.

With a degree in civil engineering and a background in real estate development, Dosev said he believes he has the unique skill set to get things accomplished.

"I'm very pleased in what I've seen in the way of development," he said. "Though you come up with traffic issues. Between building new bridges, new feeder ramps or whatever it is that needs to be done to accommodate the growing population, I think all of those issues are very important. I look forward to finding solutions."

Dosev is a conservative Republican who wants to protect the First and Second Amendment, is "unapologetically pro-life," wants to enforce immigration laws by maintaining and increasing efforts to enhance border security and wants to see comprehensive tax reform.

"(The) current tax code is an abomination," Dosev said on his website. "Since the establishment of the first income tax in 1913, legislators, bureaucrats and special interests have systematically hijacked our nation's wealth and ability to prosper. It is time to restore a thriving economy and put people back to work."

While Republicans have tried (and failed) to replace and replace Obamacare, as Florida's District 1 congressman, Dosev said he would work to come up with a replacement plan and repeal the law "altogether." On his website, he said the establishment Republicans failed President Trump.

Unlike some moderate Republicans who have distanced themselves from President Trump, Dosev is a proud supporter of the president. On the front page of his website, he declares, "Together, let's support President Trump and work to Make America Great Again!"

He is the son of immigrants. His mother is from northern Spain, and his father is from Bulgaria. He credits his early beginnings with instilling his work ethic.

NEW BAY CENTER STALLS Jay Patel tried

to get the Escambia Board of County Commissioners to sign a letter of intent between the county and his Pensacola Arena Development Partners to build a new civic center. The board passed because too many details were still unanswered—details that are needed to analyze Patel's proposal accurately.

Last October, Patel pitched his plan to the Escambia County Commission to create a public-private partnership for $65 million to build a 6,500-seat arena and field house. The multi-purpose facility, which would also host conventions, meetings, entertainment and other large events, was to be built on either the former 19-acre ECUA Main Street Wastewater site owned by Pensacola entrepreneur Quint Studer, Port of Pensacola or on the existing Pensacola Bay Center location.

The funding would come from Triumph Gulf Coast ($25 million), federal new market tax credits grant ($20 million) and the investment group ($20 million).

Since then, the Port is no longer on the table, and the Bay Center and former ECUA sites no longer qualify for federal new market tax credits. Commissioners Steven Barry and Grover Robinson were not open to discussing the letter until Patel announced the location for the new arena.

Patel told the commission that his group has identified two locations north of downtown and would announce them within the next month.

The board didn't close the door on Patel's project, but it won't stay open much longer without more details.

GULF POWER SOLD NextEra Energy has

reached definitive agreements with the Southern Company to acquire Gulf Power, Florida City Gas and the entities holding Southern Power's interests in Plant Oleander and Plant Stanton. The purchase price is approximately $6.475 billion. Net of debt, this reflects an equity value of roughly $5.075 billion.

"This sale provides Southern Company the opportunity to deliver great value to our organization, bolster our financial profile and continue to build the future of energy as one of America's premier energy companies," said Thomas A. Fanning, chairman, president and CEO of Southern Company, in a press announcement issued Monday.

"These Florida businesses are being sold at a price that provides substantial value to our stockholders while entrusting the customers of these exceptional franchises to a high-quality utility company that has a wellestablished presence in the state."

Completion of each of these transactions is conditioned upon, among other things, the 212 1

expiration or termination of any applicable waiting period under the Hart-Scott-Rodino Antitrust Improvements Act of 1976. The Gulf Power and Plant Oleander and Plant Stanton transactions also will require approval by the Federal Energy Regulatory Commission and the Federal Communications Commission.

The target completion for the sales of Gulf Power and Southern Power's interests in Plant Stanton and Plant Oleander is the first half of 2019. The Florida City Gas transaction's target completion is third quarter 2018.

"These transactions will provide meaningful benefits for the state of Florida and Gulf Power and Florida City Gas customers, as well as NextEra Energy shareholders," Jim Robo, chairman and chief executive officer of NextEra Energy, said in a prepared statement. "Importantly, these transactions are consistent with our long-standing, disciplined approach of maintaining the strength of our balance sheet and credit ratings, both of which are among the strongest in the industry."

MORE LET FUNDS HANDED OUT The

Escambia Board of County Commissioners last Thursday approved Sheriff David Morgan's request to distribute $18,000 of its State Law Enforcement Trust Fund.

The Washington High School Quarterback Club received $500 for a banner to be displayed at the school's stadium that will discourage illegal drug use. The American Cancer Society got $5,000 for the Pensacola Cattle Baron's Ball. The J.M. Tate High School FFA Foundation received $7,500 for its Drug Prevention and Education program for its members. The sheriff 's office will also have its logo displayed in the FFA arena. Florida House, Washington D.C., got $5,000 to support the Florida House, the state embassy of Florida on Capitol Hill.

ME SUES COUNTIES District 1 Medical Examiner Dr. Andrea Minyard last week filed a complaint for declaratory judgment to block Escambia, Santa Rosa, Okaloosa and Walton counties from auditing her financial records.

The counties had started an audit of Gulf Coast Autopsy Physicians, Minyard's physicians group. She didn't dispute her financial records are public records, but she asked the court to rule if the right to documents demonstrating compliance with the contracts with the counties does not include the right to audit all of her financial records.

She also asked the court to a determine her rights as to "the manner that she charges for professional fees, whether certain expenses fall under her professional fees or her salary related and administrative expenses category, whether monies paid as part of her

professional fees cease to be public funds once paid to her, and what records of her are public records as opposed to private records."

Okaloosa County had also requested records of the location of autopsies performed by the District 1 office on its behalf from 2016 to the present. Earlier this month, Okaloosa County Sheriff Larry Ashley complained to the county commissioners that the medical examiner had not conducted an autopsy in the county since 2014. The Okaloosa County Commission unanimously agreed not to endorse Minyard's pending reappointment as the medical examiner. Her current term expires July 1.

While the county commissions in the panhandle can state whether they support Minyard, the Medical Examiners Commission, which oversees the medical examiners across Florida, will be the group that recommends to Gov. Rick Scott whether should be reappointed or be replaced.

BONDI SUES BIG PHARMA Attorney General Pam Bondi last week filed an action in state court against some of the nation's largest opioid manufacturers and distributors for their role in the national opioid crisis— Purdue Pharma L.P., Endo Pharmaceuticals, Inc., Janssen Pharmaceuticals, Inc., Cephalon, Inc. and Allergan plc and related companies and opioid distributors AmerisourceBergen Drug Corporation, Cardinal Health, Inc., McKesson Corporation and Mallinckrodt LLC and related company.

"We are in the midst of a national opioid crisis claiming 175 lives a day nationally and 15 lives a day in Florida, and I will not tolerate anyone profiting from the pain and suffering of Floridians," said Attorney General Bondi. "The complaint I filed today seeks to hold some of the nation's largest opioid manufacturers and distributors responsible for their role in this crisis and seeks payment for the pain and destruction their actions have caused Florida and its citizens."

Pam Bondi The opioid manufacturers allegedly used a campaign of misrepresentations and omissions about the use of opioids to doctors and consumers to increase prescriptions and opioid use, including false statements about

the addictive nature of opioids and omissions of the severe risks posed by taking opioids.

The opioid distributors allegedly shipped inordinately high volumes of opioids to customers in Florida and failed to report these suspicious orders of opioids, thereby fueling widespread diversion of opioids throughout the state.

The lawsuit alleges, among other things, that the opioid manufacturers used front organizations and key opinion leaders to promote false messages about opioids. This conduct was particularly abhorrent because the front organizations and key opinion leaders appeared to be neutral advocates for the use of opioids to treat chronic pain but were actually paid mouthpieces of the manufacturers.

The distributors failed in their duties under Florida law to stop the suspiciously high orders of opioids they received. Instead, the distributors placed profit over safety and continued filling the suspicious opioid orders.

In the complaint filed in Pasco County Circuit Court, the Attorney General's Office alleged that the defendants' actions violated the Florida Deceptive and Unfair Trade Practices Act and the Florida RICO Act and violated common law public nuisance and negligence. The complaint seeks damages, injunctive relief, restitution and civil penalties for the defendants' conduct.

BAYVIEW COST JUMP In early 2016,

Mayor Ashton Hayward borrowed money to begin construction of a new Bayview Community Center and Fire Station No. 3. The city has been paying interest on the loan for two years. According to the council's budget analyst, Butch Hansen, the interest costs for the Local Option Sales Tax loan for the center are budgeted at a total cost of $1,489,246 over 10 years.

If Mayor Hayward can convince the city council to approve his $9.59 million budget for the center and boathouse, Hansen told Councilwoman Sherri Myer, "...the total price for the project will be well over $11 million with a relatively small contingency of 3% included."

POLLS ON AMENDMENTS An Inweekly/ Political Matrix statewide poll of 1,002 likely voters conducted on May 13 found that an overwhelming 75.2 percent support limiting the terms of school board members to eight years, while 13.8 percent oppose term limits and 11 percent are undecided.

However, proposed amendments regarding voting rights for felons, two-thirds requirement for tax increases and off-shore drilling didn't have the necessary 60 percent needed to be added to the Florida Constitution.

For all the unforgivable sins of the much-lamented "Star Wars" prequels, give George Lucas credit for one thing— he never screwed with Han Solo. At no point in Episodes I through III did we see a smudge-faced street urchin version of Han running petty scams with his Chewbacca puppy, and thus the smuggler's cocky yet bumbling coolness remained canon. The current "Star Wars" shepherds at Disney, on the other hand, couldn't care less what legacies they tarnish, just so long as they get a steady stream of product. While Ron Howard's "Solo: A Star Wars Story" officially dropkicks the 2018 summer movie season into infamy over Memorial Day weekend, film critic Daniel Barnes found 10 other reasons to get excited about the multiplex over the next few months.

Stanton and returns to his Pixar home to make a sequel to his biggest hit. As with the "Cars" and "Finding Nemo" sequels, "Incredibles 2" will likely struggle to justify its own existence, but it's also our last hope to save a particularly weak summer for the family-friendly fare ("Hotel Transylvania 3: Summer Vacation, no one?).

AMERICAN ANIMALS (JUNE 1) This true-crime story marks the feature directing debut of Bart Layton, who delivered the criminally underseen 2012 true-crime doc "The Imposter." Promising young actors Evan Peters and Barry Keoghan headline as bored suburban kids attempting a lucrative heist. And if the film's electrifying trailer is any indication, "American Animals" looks like "Bottle Rocket" blended with "Fargo."

UNDER THE SILVER LAKE (JUNE 22) After the Tobe Hooper by way of Richard Linklater horror movie miracle that was 2015's "It Follows," I'm lining up to watch whatever the writer-director has to offer next. It doesn't hurt at all that the sun-dazed "Under the Silver Lake" looks like a millennial version of "Inherent Vice" or that the wonderful Riley Keough co-stars alongside reformed "SpiderMan" Andrew Garfield.

JURASSIC WORLD: FALLEN KINGDOM (JUNE 22) The 2015 amusement park blockbuster "Jurassic World" was nothing to get excited about, but my bar of acceptability for dinosaur movies is notoriously low, so I'm ready for another ride.

Chris Pratt and Bryce Dallas Howard reteam in the leads, but terrible director Colin Trevorrow has been replaced by slightly less terrible director J.A. Bayona, while Jeff Goldblum returns as Dr. Ian Malcolm.

star Emily Blunt and original director Denis Villeneuve might seem a little shoddy and suspicious, but my hopes are bolstered by the return of screenwriter Taylor Sheridan, the participation of Benicio del Toro and Josh Brolin (they delivered the best performances in the 2015 original) and my general disdain for Villeneuve, who gets replaced here by Stefano Sollima.

DON'T WORRY, HE WON'T GET FAR ON FOOT (JULY 13) With "Milk" now nearly 10 years in the past, it feels like we're due for Gus Van Sant's once-a-decade reminder of his major-ness, especially after the unmitigated disaster of "The Sea of Trees." Van Sant continues his twisted career path with this biopic of wheelchair-bound cartoonist John Callahan, played by Joaquin Phoenix.

MISSION: IMPOSSIBLE - FALLOUT (JULY 27) Tom Cruise returns for this sixth entry in the long-running franchise, although this is the first time he has worked with the same director twice. Christopher McQuarrie also wrote and directed 2015's "Rogue Nation," and "Fallout" appears to pick up where that one left off. Henry Cavill joins the cast, sporting the mustache that launched a million pixels of nightmare-ish facelift CGI in "Justice League."

MILE 22 (AUG. 3) Director Peter Berg and star Mark Wahlberg previously teamed up for the surprisingly good "Deepwater Horizon" and then again for the surprisingly good "Patriots Day," so I'm comfortable betting on their talent for visceral action and muscular storytelling. This time, Wahlberg plays an American intelligence officer tasked with protecting an informant (Iko Uwais of "The Raid" films).

BLACKKKLANSMAN (AUG. 10) In a weak summer for auteurs, I will take anything I can get, even the latest provocation from the perennially overrated Spike Lee. John David Washington, who as a child briefly appeared in Lee's 1992 classic "Malcolm X," plays Ron Stallworth, an African American cop who infiltrated the Colorado Springs chapter of the KKK in 1979. Topher Grace co-stars as David Duke, which is just crazy enough to work.

THE HAPPYTIME MURDERS (AUG. 17) Details surrounding this latest film from longtime "Muppets" movie director Brian Henson are still somewhat shadowy, but it sure sounds like a "Who Framed Roger Rabbit" for puppets. In an alternate universe where humans and puppets uneasily co-exist, a hard-boiled detective investigates a string of murders in the entertainment industry. {in} Note: All release dates are subject to change.

Waterboyz Surf and Skate Shop transforms their 5,000-square-foot indoor skate park into an art gallery for one night a year to raise funds for underprivileged kids to get decked out in all the gear they need to get serious about skateboarding.

The annual Waterboyz Art Show and Silent Auction benefits First Ride Foundation, a non-profit started in 2013 by Waterboyz owner, Sean Fell. The mission of First Ride is to get underserved kids access to a healthy, active alternative to team sports and give them a positive after-school environment by providing boardsport equipment, skate park memberships and community building.

"The ideology is that, yes, team sports are awesome, but there are other options," explained Sean Mullins, creative director for Waterboyz. He's at the helm for this year's art show and is passionate about the positive impact boardsports can have on young people.

Mullins said that he hopes events like the Waterboyz Art Show and Silent Auction can neutralize some of the controversy surrounding skateboarding, especially given the recent uptick in local debate about the impact of skateboarding on the community.

"Of course it's a topic now," said Mullins. "I don't know if they wanted to create a topic about skateboarding downtown. But I skateboard downtown everyday for my company, Pensacola Vibes. I skate from the shop to downtown to deliver shirts almost every single day."

Mullins said he expects this year's event to be bigger than ever. With help from sponsors Bare Hand Collective, Hula Moon Tattoo and Funky Buddha Brewery, they'll welcome artists (and hopefully lots

of bidders) into the skate park to gain momentum for First Ride.

"That's what the art show is supposed to do. It's supposed to bring the community together from everywhere in Pensacola," said Mullins.

A HELPING BARE HAND

As a sponsor for this year's event, Bare Hand Collective will elevate the overall experience by helping curate the show and bringing in fresh talent.

"A lot of times they get the same thing, and sometimes their reach isn't as far as a collective full of artists would be," explained Jeff Bere, founder of Bare Hand Collective.

To accomplish that goal, Bare Hand purchased as many boards as they could as a sponsor and gave them out to artists. The only requirement was that the artists who received boards from Bare Hand must donate all of the proceeds of their board's final auction price to First Ride. As a general rule for the show, all bids start at $40, and at least 50 percent of each winning bid must go to First Ride.

Bere challenged the Collective members to reach out to other artists to get involved in the show alongside them. Funky Buddha then approached Bare Hand Collective to ask if two artists could create boards on their behalf, in addition to their own pieces.

Bere also explained how getting involved with community events like this one is part of the Bare Hand Collective mission to facilitate Pensacola's maker movement and give the community more access to diverse and inclusive creative spaces.

techniques applied to the same material, a simple wood skateboard deck. The size and shape aren't exactly a challenge for most artists, but the confines of the material do act as a sort of an unspoken prompt.

"Most of the time, it's just a blank slate in a different, more functional format than your typical canvas," said Bere.

Beyond connecting with the community and getting more artists involved in raising money for First Ride, the Waterboyz Art Show is also a diversion from the norm of art shows and galleries.

"If we can get off of the notion that a gallery or an art show has to be a certain way, then we can start adding pop-ups anywhere," said Bere. "If we can show that there is quality art at these places and valuable art to bid on and to view, then Pensacola's art scene will continue to start thriving and continue to thrive at a rate that we can be proud of."

Mullins also knows that creating more accessibility in the art scene by partnering with Bare Hand Collective goes hand in hand with First Ride's goal of giving kids the chance to discover where they belong and thrive in a healthy, positive environment that has their sights set on changing Pensacola for the better.

news of the weird THE NAKED TRUTH Letitia Chai, Cornell University class of 2018, arrived at her "Acting in Public: Performance in Everyday Life" class on May 2 ready to present a trial run of her senior thesis wearing a button-down shirt and cutoff denim shorts. Professor Rebekah Maggor was displeased, however, and asked Chai, "Is that really what you would wear?" She referred specifically to Chai's "too short" shorts and told Chai that her clothing choices would distract "men's attention" from the content of her presentation. Chai left the room, but soon returned wearing just her bra and panties and delivered the entirety of her presentation.

On May 5, she returned to the classroom to officially present her thesis and stripped down again, with more than two dozen others in the room joining her in bras and panties or boxers.

Chai posted on Facebook about the incidents, telling The Cornell Daily Sun she wanted to raise awareness about this "huge societal issue."

TRY THE DECAF In Hudson, Florida, Brandon Donald McCray, 47, came unglued on May 1 after discovering two of his socks missing. When suspicion fell on his roommate, Frank Smith, 53, McCray attacked him with a sword, according to WTVT. The attack continued as McCray also struck and injured two women living at the home.

Pasco County Sheriff's deputies said Smith nearly lost several fingers trying to defend himself. Deputies arrested McCray at a neighbor's house on charges of attempted homicide and battery.

CLICHE COMES TO LIFE Dimitri the Husky can thank a Good Samaritan for reporting that someone was abusing a dog in Lantana, Florida, on May 10. Palm Beach County Sheriff's officers arrived at the apartment home of Patrick Shurod Campbell, 27, where two roommates said Campbell "beat the hell" out of Dimitri, the Palm Beach Post reported. Officers found the 2-year-old dog locked in a dark closet, shaking and submissive, with a bloody ear.

Campbell told police he had bitten the dog to "establish dominance." Campbell was charged with aggravated animal cruelty; Dimitri was turned over to Palm Beach County Animal Care and Control for treatment and re-homing.

IT'S GOOD TO BE A MILLENNIAL As finals were ramping up at the University of Utah at the end of April, one student's class project went viral: Senior Nemo Miller created a stand-alone closet, placed in the J. Willard Marriott Library, where stressed-out students could go for a good cry. MAKE ART GREAT AGAIN! A French museum dedicated to the work of painter Etienne Terrus announced April 27 that more than half of its collection from the 19th-century artist are forgeries. The Terrus museum in Elne, where Terrus was born, gathered a group of experts to inspect the works after a visiting art historian noticed some of the paintings depict buildings that were not constructed until after Terrus' death. In all, 82 paintings were determined to be fake. BBC News reported that the town's mayor, Yves Barniol, called the situation "a disaster" and apologized to museum visitors.

HIGH ON THE HOG On Yaji Mountain in China, hog farmers are experimenting with high-rise hog breeding facilities that house 1,000 head of sows per floor. Xu Jiajing, manager of Guangxi Yangxiang Co. Ltd., told Reuters the "hog hotels" save "energy and resources. The land area is not that much, but you can raise a lot of pigs." The buildings range from seven floors to 13, with elevators to move people and pigs, and air circulation and waste management systems designed to reduce the risk of spreading disease.

ARMED AND CLUMSY Fort Dodge, Iowa, may not exactly be the Wild West, but tell that to Balew, the pit bull-lab mix belonging to 51-year-old Richard Remme. As Remme and Balew roughhoused at home on May 9, Balew bounded back up onto the couch, where, according to The Messenger, he managed to shoot his owner in the leg. "I carry in a belly band, under my bib overalls," Remme told the newspaper. "And apparently he bumped the safety one time, and when he bounded back over one of his toes went right down into the trigger guard," he explained. Remme didn't realize he'd been shot until his pant leg started to turn purple.

Balew, however, "thought he was in trouble for doing something wrong," Remme said.

He "laid down beside me and cried."

PEOPLE WITH ISSUES Police in Loerrach, Germany, responded May 14 to complaints about a domestic disturbance after a neighbor reported a loud confrontation that had been going on for some time. But when they arrived, they found a 22-year-old man arguing with his girlfriend's parrot, according to Metro News.

The parrot had been barking like a dog, and the man became annoyed with it. No charges were filed. {in}
