The college will use the funds from the sale of the land to establish an endowed scholarship and program support for Business Entrepreneurship students. Last week, PSC renamed a lecture hall in Building 10 to the Gene and Maureen Valentino Lecture Hall. The college's Associate in Science Degree in Business Entrepreneurship is now the Valentino Associate in Science Degree in Business Entrepreneurship.

PENSACOLA STATE COLLEGE Pensacola State College students have a better opportunity to pursue degrees in Career and Technical Education fields because of a $726,388 grant. The Governor's Emergency Education Relief (GEER) Fund has provided $105,000 for CTE scholarships and about $500,000 for new, state-of-the-art equipment that will bolster various PSC CTE programs that offer training and routes to industry credentialing in high-demand fields. WILLIAM BARR A Justice Department probe commissioned by Attorney General Barr into whether former government officials under President Barack Obama improperly sought to uncover individuals' identities described in national security documents has concluded without finding any evidence of wrongdoing. Former U.S. Attorney John Bash, who conducted the investigation, resigned from the Justice Department last week. Bash ultimately found nothing that warranted charges be filed. Another political conspiracy alleged by Trump's allies debunked. FLORIDA DEPARTMENT OF CHILDREN AND FAMILIES A recent Gannett inves-

tigation uncovered the state agency failed to protect children placed in its foster care system. In a political environment where right-wing conservatives have championed fighting child abuse and pedophilia, the endangerment of children under the noses of Republican governors is disturbing. USA Today found DCF and private agencies that manage the child welfare system across Florida sent nearly 170 children to live in foster homes where the state had some evidence that abuse occurred. Caseworkers ignored or overruled DCF safety guidelines to crowd children into foster homes not equipped to handle them—almost doubling the number of foster homes caring for four or more kids between 2014 and 2018. Furthermore, DCF and the nonprofit agencies repeatedly tried to prevent USA TODAY from obtaining information about foster parents and the allegations against them by charging exorbitant fees for records.

REEVALUATE CHAMBER SPLIT The time has come for us to consider putting tourism, economic development and business advocacy under one umbrella organization. Great cities have great chambers of commerce. With the hoteliers disbanding their Destination Marketing Organization, effective Oct. 31, this may be the perfect time to objectively look at whether subdividing the chamber into three entities has made our community better. The Pensacola Chamber of Commerce is the oldest chamber in the state of Florida, having been initially formed in 1889. For over 200 years, the Pensacola chamber was the model for others and guided the area’s economy—promoting tourism, recruiting industry and protecting the military’s presence in the community. But in 2013, the political and economic landscapes had changed. The larger companies had gradually pulled their support, forcing the chamber to depend too much on government funding for its operations. The hospitality industry wanted Visit Pensacola to answer to them—not a community board. County officials coveted economic development and the prestige it would provide its leaders. Then an audit revealed problems with a BP gift card program that was intended to help the area recover from the BP oil spill. Cards appeared to be missing. The chamber fired its chief financial officer, and though the final report found no criminal misconduct and few cards unaccounted for, the damage to the chamber’s reputation was done.

Then the daily newspaper uncovered that the chamber’s board of directors had held secret meetings and had decided to get rid of chamber CEO Jim Hizer without any severance package. Forces at the newspaper relished the chance to take out the chamber and went after the story with verve. Adding to the chamber’s misery, the board banned reporters from its meetings, which prompted a decision from the state attorney’s office that the chamber had to adhere to the state’s Sunshine Laws. More reporting revealed the chamber had paid over $250,000 to a Nashville, Tenn., based ad agency for a 30-second video spot promoting tourism. Local production companies cried foul and claimed that they could do it for a fraction of that amount. The hospitality industry moved quickly and proposed incorporating Visit Pensacola and establishing a new independent board. The chamber’s vice president for tourism, Steve Hayes, was named its first CEO. A few months later, new Chamber President Jerry Maygarden proposed creating an independent 501(c) entity to run the county’s economic development efforts. FloridaWest was formed, and Scott Luth, another former chamber vice president, was named its CEO. The chamber’s role was reduced to community building, public advocacy and membership support. Six years later, we need to evaluate if the changes have made us better. I have my doubts. {in} rick@inweekly.net

VOTER SUPPRESSION REPORTING The Lincoln Project has begun to expose voter intimidation and suppression throughout the country through the See Something, Say Something 2020 initiative, using the voter suppression reporting platform seesay2020.com. Seesay2020.com is an online tool that allows voters to report instances of misinformation, voting machine issues, polling place wait times and more, with the goal to attract media and legal attention to verified, ongoing issues in real-time. This resource serves as a public map of voter suppression tactics as they're in progress, just as voters report them. Recently, seesay2020.com helped to crowdsource reports of South Carolina Democratic candidate Jaime Harrison's name not appearing on paper ballots. For its part, the Lincoln Project recently began asking followers to share instances of voter intimidation and suppression to "make famous" those who would keep fellow Americans from casting their ballots. "With numerous, blatant acts of voter suppression already underway in key states like Texas and Pennsylvania, it's never been more important for us to work to ensure integrity at the polls," said Reed Galen, co-founder of The Lincoln Project. "We're encouraging all voters to make themselves, their friends and family aware of seesay2020.com's reporting capabilities and to report any trouble they face at the polls on Nov. 3rd." The Lincoln Project will focus on shining a light on nefarious activities reported on Twitter using the hashtag #SeeSay2020, as well as directing voters to report instances of voter suppression using seesay2020.com. Information reported may be used to aid in litigation post-Nov. 3rd. "The SeeSay project was piloted in 2018 and immediately worked to daylight voter suppression as it was happening, just by making it all visible," said Deepak Puri, creator of seesay2020.com. "For too long, voters have known what they're up against, without having a collective place to show it."

FEMA HELP The Federal Emergency Man-

agement Agency reported Escambia County residents have received approximately $25.8 million in total federal funds during the first two weeks since the federal disaster declaration for Hurricane Sally on Friday, Oct. 2. Under Individual Assistance, 2,410 homeowners and renters had been approved for more than $10 million in federal grants through FEMA's Individuals and Households Program. This included: •More than $8.1 million in Housing Assistance grants for housing repair costs, home replacement and rental payments. •More than $1.9 million in Other Needs Assistance grants to replace essential household items and for other critical disaster-related costs. •1,691 homeowners and renters who were approved for rental assistance. •3,463 survivors who have not provided FEMA with the necessary information from their insurance settlements to complete their disaster assistance registration. Under the National Flood Insurance Program, 2,308 flood insurance claims had been filed. An estimated $14.3 million had been paid in claims. The U.S. Small Business Administration had approved nearly $1.5 million in low-interest disaster loans for 38 homeowners and renters. Escambia County has been approved for assistance to local governments and private nonprofits for debris removal, emergency protective measures and the repair or replacement of disaster-damaged public facilities on Sept. 23. Of the 10 requests for public assistance received, fi ve have been approved. Mobile Registration Intake Centers are staffed with FEMA personnel who can assist Hurricane Sally survivors with registration and answer questions about disaster assistance programs. Centers in Escambia County are open daily 9 a.m.-6 p.m. at the

MOLASSES SPEED On Thursday, Oct. 15,

the Escambia County Board of Commissioners officially approved its Committee of the Whole decisions to increase the award amount from $2,000 to $3,000 for the Escambia CARES Family Assistance Grant Program and from $3,000 to up to $7,500 for the Rent and Mortgage Grant Program. Over seven months after President Trump signed the CARES Act and four months after Gov. Ron DeSantis announced how much Escambia County would receive, the county may still be three weeks away from finally releasing checks to the individuals, families and small businesses in the community. Molasses moves faster than Escambia County. For Escambia CARES Family Assistance Grant Program, the first round of application submittals ended on Tuesday, Sept. 29. More than 9,000 were received, but county staff reported to the board that the number would be culled to 5,000 once all duplicated, incomplete or ineligible applications were vetted. Each qualified household applicant will receive $3,000, and applicants should receive confirmation emails within the next three weeks. The additional amount for the awards comes from the reassignment of funds earmarked for the business assistance grant program and from the third phase of funds that the state has allocated to the county but has yet to distribute. As of the board meeting, 1,500 applications had been approved and prepared to send to the Escambia County Clerk of Court's Office for payment with another 1,500 under a second review for approval. "We just need everyone to have patience as we process the incredible volume of applications we received," said Clara Long, director of Neighborhood and Human Services.

"Within the next three weeks, we will have the majority of the applications processed and sent for approval." Those who haven't received approval or denial of their application in the next three weeks are those applicants who are in a lengthier approval process. Long said that applicants who are in this longer approval process will be contacted and made aware of their status by the end of this three-week period. The Escambia CARES Business Assistance Grant Program closed on Tuesday, Oct. 6, and was far less popular. The county only received 490 applications. Distribution of this grant has begun with 76 applications moved forward to funding, all of which were approved for $7,500 of aid. The board anticipates that most of the approved applications will be funded with the $2.8 million that is allocated for this grant program. The Rent and Mortgage Assistance Grant was made available by the Florida Housing Finance Corporation to cover rent and utilities or mortgage or utilities in arrears due to a direct loss or reduction of income due to COVID-19. The application process closed over six weeks ago. The Board decided to increase the ceiling on the grant to $7,500 to help residents of Escambia County avoid eviction or foreclosure. In addition to CARES Grant funding, the commissioners approved the reimbursement of EMS staff from March 1 through the end of the year, the payment of the Escambia County Road Prison IAQ proposal, the reimbursement of the Sheriff's Office for air purifiers and body temperature kiosks and a payment to Neighborly for software related to the grant programs. Broadband service at county community centers and parks was also approved. Funding for the network to establish the broadband would be through the CARES Act with a onetime expense of $720,320. The total annual cost to service the network will be $441,350. The board committed to examining the allocation of the final CARES Act Funds, which must be spent by the end of 2020, at the meeting scheduled for Thursday, Nov. 12.

If you're reading this on Thursday or Friday, you've still got a small window to work with—the deadline to request a vote-by-mail ballot is Saturday, Oct. 24. But with all advice pointing to giving your ballot a week to get mailed back to the Supervisor of Elections office, we'd probably advise you to just plan to vote early if you haven't requested one yet. Already got your mail-in ballot but worried about getting it back to the Supervisor of Elections in time? You can drop it off to the Supervisor of Elections office or to any early voting location during early voting hours. You can also surrender your mail-in ballot at an early voting location and opt to vote in person instead. Your mail-in ballot will be securely discarded, and your in-person ballot will be counted in its place. But the key thing to remember here is that you have to bring in your ballot and surrender it. If you are unable to return the ballot, you'll have to vote via provisional ballot, and nobody wants that. Already done the damn thing and sent in your mail-in ballot? When schools closed, WSRE adjusted our broadcast schedule to offer curriculum-aligned programs, and we launched an At-Home Learning website with free resources for teachers and parents. In her mind, Miss Pussycat isn't social distancing. She and the other half of the musical/artist duo Quintron and Miss Pussycat aren't struggling artists in the middle of a pandemic. "At the beginning of the pandemic, Quintron and I decided to pretend that we'd been awarded a really prestigious artist residency and it was very exclusive and we weren't supposed to have guests," Pussycat said. "So I've been pretending I have this artist residency and every month it gets extended. Sometimes you have to pretend; it can really help you. I've gotten up every morning at 6 a.m. and engaged in my fantasy world and it's great." During her artist residency, Pussycat made nine "maraculas" (nine is her favorite number) that are now on display in Pensacola Museum of Art's exhibition "…I Forgot to Laugh." They are functional maracas but with faces and are laying on their own pillows. Miss Pussycat plays maracas and has wanted to make her own for a while. "I was like, 'Well, if I'm going to make maracas, they should be like puppets, characters,'" she said. "And if they're not shaking, they can be resting. They're just resting until they can do a rock show."

Puppet Playdate It was fun to experiment with the paper mâché technique, Pussycat said. She made the maracas with brown paper bags, wood glue and aquarium rocks. "I had to experiment with what sounds good, and something that's not a regular shape actually sounds better, not just a plastic bead," Pussycat said. "Aquarium rocks actually sounded best." Wood glue worked well, but consequently turned her fingers yellow. "For a couple of weeks, I had fluorescent yellow fingers, and it was really weird," she said. Luckily, she was in isolation (you know, on her artist residency). "A couple of times I went to the grocery store and thought, 'People are going to see my weird, freaky, fluorescent yellow fingernails and think I've got something really wrong with me,'" she said with a laugh. As part of the exhibition's programming, Pussycat will host a virtual tabletop puppet theater workshop Thursday, Oct. 22, with the museum. The workshop is free, but participants can purchase an art kit with a punchout puppet theatre and various supplies in advance, curated by the artist, of course. "I've tried really hard to make it all simple, so anyone can do this and they'll get through the whole process," she said. "The most exciting thing to me about teaching a puppetry workshop is to see what other people do." Puppetry isn't just for children, although that is when Pussycat started. She was in a Christian puppet youth ministry at the Southern Baptist Church in Antlers, a small town tucked in the southeastern corner of Oklahoma (you haven't heard of it). "The church bought a kit and we practiced after school and we went to other churches and did puppet shows based on the Bible," Pussycat said. "It was just this dorky thing. And although I didn't take it seriously, I really did actually learn a lot." After studying art in college, she moved to New Orleans —she loves it there—and rediscovered puppets in a different way. "I was like, 'OK, I'm going to be an artist,'" she said. "You just get laughed at if you say

that. The art world is really difficult to navigate. I was like, 'Oh, my God, I don't fit in. It will crush my spirit to try to pursue this in any way people typically would.'" Amid feeling like an outcast, Pussycat started booking bands for house shows called the Pussycat Caverns held at Spellcaster Lodge. She and her housemates poured their hearts into it, she said. They had one recurring problem—Nobody wanted to play first. "After experiencing this one or two times, I was like, 'I've got an idea. Why don't I do a puppet show— and I'll do it first,'" she said. "I would love to. It was like having the best ice cream you've ever had. It was like everything I'd ever studied could be applied to this thing, this wonderful, unassuming project. Oddly enough, no one ever laughed." But she didn't care. Puppetry made sense to Miss Pussycat. It combined everything she loved—sculpture, painting, photography, videos, writing and music— and she could be around bands. "They were really fun to be around," Pussycat said. "It was like, 'Oh, this is my subculture. This is where I want to be.'" And it was where she was supposed to be. She booked Quintron for one of the shows. "We didn't know each other at all," Pussycat said. "We had talked on the phone, and I was booking a big Mardi Gras show with lots of different bands. And we just fell madly in love." She opened Quintron's drum show with a puppet show (he plays organ now). Eventually, he asked her to go on tour with him. Of course, she said, "Yes." "Then, after the second show—we'd known each other for about two months —it was in Las Vegas at the Benway Bop Record Shop, and he carried me out of the record store and got down on his knees and proposed to me," she said. "We got married in Las Vegas at the Chapel of the Bells and then we went on tour for a month together. The rest is history. It was (romantic)—and it still is." The two just released a studio album "Goblin Alert" earlier this month—and it's the first "rockin' Q&P dance album" they've
