FLORIDA DEPARTMENT OF ECONOMIC OPPORTUNITY The DEO launched

Rebuild Florida, a long-term recovery effort that will provide $616 million to help Florida families whose homes were significantly damaged or destroyed by Hurricane Irma repair or rebuild their homes. Rebuild Florida is a program run by the DEO in partnership with the U.S. Department of Housing and Urban Development (HUD). This program was announced jointly by Governor Rick Scott and HUD Secretary Dr. Ben Carson in June and will connect eligible Floridians with federal disaster recovery funding, prioritizing mostimpacted communities and the most vulnerable low-income individuals, including the elderly, those with disabilities and families with young children.

District Governor John Medina and past District Governor Lisa Weeks visited the downtown civic club to celebrate the good works of Rotary and recognize several club members who have 50 or more years of service to Rotary: John Appleyard (50), Frank Beall (50), Handsel B. MICHAELA O'GRADY, JOHN RATKOWIAK AND BENJAMIN VAN SLEEN The three Gulf Breeze High School seniors have qualified as National Merit® semifinalists. These academically talented high school seniors have an opportunity to

continue in the competition for some 7,500 National Merit® Scholarships worth more than $31 million that will be offered next spring. To be considered for a Merit Scholarship® award, semifinalists must fulfill several requirements to advance to the finalist level of the competition.

RAT PACK 2018 The eighth annual Rat Pack Reunion fundraiser, hosted by Council on Aging of West Florida to raise money and awareness for senior programs in the area, will take place at 5:30 p.m. Saturday, Oct. 19, at Skopelos at New World. At the event, four local leaders will be roasted and toasted for their service to the community: Troy Rafferty, Valerie Russenberger, Bob Tyler and Justin Witkin. To date, the reunion has raised more than $1 million for services like Meals on Wheels, The Retreat Adult Day Health Care Center and more programs for aging adults in Escambia and Santa Rosa counties. STEPHEN SHASTEEN The transporta-

tion video and GPS specialist was named the September Stellar Employee by the Escambia County School Board. Shasteen has worked in transportation for 15 years, first as a bus operator and in his current position for the last three years. Shasteen can be counted on in all that needs to be done, whether driving across the county to retrieve a school bus video, reviewing a school bus video to assist with locating a missing student or remaining in contact with district vehicles electronically to track and monitor vehicle movements after hours and on weekends.

DEATH TOLL CONTINUES A year ago this week, Stephen Paddock, 64, fired more than 1,100 rounds from his suite on the 32nd floor at the Mandalay Bay casino into a crowd of 22,000 people enjoying the Route 91 Harvest music festival on the Las Vegas Strip. He killed 58 people and left 851 injured from gunfire and the resulting panic. Later, Paddock was found dead in his room from a self-inflicted gunshot wound. The incident was the deadliest mass shooting committed by an individual in the United States. Two months later, Devin Patrick Kelley, 26, got out of his SUV and approached the First Baptist Church of Sutherland Springs, Texas, wearing black tactical gear and a ballistic vest and wielding a Ruger AR-556 semi-automatic rifle. He killed 26 and injured 20 others. It was the deadliest shooting in an American place of worship in modern history, surpassing the shooting in the Emanuel African Methodist Episcopal Church in downtown Charleston, S.C., in 2015. On Jan. 23 of this year, Gabriel Ross Parker, 15, walked on the campus of Marshall County High School in Benton, Ky. He opened fire with a 9mm Ruger handgun, killing two teens and injuring 18 others. On Valentine's Day, former student Nikolas Cruz, 19, opened fire at Marjory Stoneman Douglas High School in Parkland, Fla. killing 17 students and staff members and injuring 17 others. It is the deadliest shooting

at a high school in United States history. On May 18, Dimitrios Pagourtzis, 17, opened fire in his art class at Santa Fe High School near Houston, Texas. Eight students and two teachers were fatally shot, and 13 others were wounded. The following month, Jarrod Ramos used a shotgun to kill five employees of The Capital, a newspaper serving Annapolis, Md. Two others were injured while trying to escape. On Aug. 26, during a Madden NFL 19 video gaming tournament at a Jacksonville, Fla., bar, David Katz, 24, shot and killed two people and injured another 10 before committing suicide. Mass shootings have become such a part of American culture that each has a Wikipedia page. And, sadly, little has changed after the shootings. The families of the victims cry out for stricter laws and more thorough background checks. The National Rifle Association shouts out that the government is going to take away their members' guns and uses the incidents to raise contributions. Meanwhile, the death toll increases. It's time for local communities to decide how they will make their streets, schools and public areas safe. The Florida Legislature needs to return control to local governments and let them decide what gun laws should be enacted within their boundaries. Photo Courtesy of Japan-America Society of Northwest Florida JUMP RETURNS The fourth annual JapanU.S. Military Program (JUMP) will take place at the National Naval Aviation Museum, 1-4 p.m. Saturday, Oct. 6. JUMP connects past and present service members, families and government employees who have served at U.S. military bases in Japan. They have contributed to the unique alliance between the two countries, a relationship of unprecedented strategic and historical significance. This event is free and open to the public, regardless of military service. The program will begin at 1 p.m. in the Blue Angels Atrium, fol-

lowed by a reception on the USS Cabot flight deck until 4 p.m. Featured speakers will include the Honorable Kenji Hirata, consul general of the Consulate General of Japan in Miami; Ambassador James Zumwalt, CEO of the Sasakawa Peace Foundation USA; and Commander Barnet Harris, commanding officer of Training Squadron Three (VT-3) at NAS Whiting Field. Japanese cultural displays will include performances of Japanese taiko drums and shakuhachi bamboo flute. Before the program, visitors can browse "reunion" tables

of memorabilia from U.S. bases at Okinawa, Sasebo, Iwakuni, Yokosuka, Atsugi and Misawa. Launched in 2015, JUMP is a collaborative effort between Sasakawa Peace Foundation USA, the Embassy of Japan in the United States and the National Association of JapanAmerica Societies. By building relationships and providing opportunities for service members to engage with each other, JUMP offers a robust foundation for sustaining the solid alliance and relationship that exists between the U.S. and Japan. The National Naval Aviation Museum has hosted JUMP in Pensacola since 2015, in coordination with the Japan-America Society of Northwest Florida. Reservations are appreciated but not required. YES ON 3 Voters in Charge, the political committee sponsoring the Yes on 3 campaign, last week announced its Florida Panhandle leadership committee, which will be chaired by Collier Merrill and Jerry Maygarden. The other committee members from Escambia County include Sheriff David Morgan, State Rep. Clay Ingram and Mayor Ashton Hayward.

Amendment 3 ensures that Florida voters shall have the exclusive right to decide whether to authorize casino gambling in the State of Florida. Recent polling shows that more than 70 percent of Florida voters support this amendment. Amendment 3 enjoys bipartisan support and has been endorsed by the Florida Chamber of Commerce, Florida League of Women Voters and the Florida Conference of the NAACP, among others. "We are thrilled to have the support of so many pillars of the community for this important amendment," said Voters in Charge Chairman John Sowinski. "For most of our lifetimes, decisions about casino gambling were left up to the voters. It is past time to return that right to Floridians and take it away from politicians and special interest groups in Tallahassee." CIVIC SUCCESS James Fallows, author and correspondent for The Atlantic, last week at CivicCon offered to the audience of over 100 people what his travels have shown were the three critical ingredients to civic success. Fallows and his wife, Deborah, spent sev-

eral years traveling across the country visiting small towns and medium-sized cities. They sought to gain insights into the real pulse of the nation. The couple's book on the venture, "Our Towns, A 100,000-Mile Journey into the Heart of America," was a national bestseller. According to Fallows' research, the three keys to civic success are: •Engagement. "It has to be more than sitting before a screen," said Fallows. "There needs to be a face-to-face connection." •A clear-eyed assessment of assets and liabilities. Fallows talked about not trying to be something unrealistic—beyond the communities capabilities—but he also pointed out how some communities have embraced their weaknesses and used them as motivation to improve. •Economic vitality that has more than natural inclusiveness. He said, "You have to make people feel welcomed here." CivicCon is a speaker series hosted by the Studer Community Institute and News Journal to encourage civic conversations on ways to make Pensacola a better place. Past speakers have included former Pittsburgh Mayor Tom Murphy, retired U.S. Sena-

POLITICS WITH JAZZ Santa Rosa County Democratic Black Caucus will host its second annual Blue Jazz Brunch, 10 a.m.- 1 p.m. Saturday, Oct. 20, at Skopelos New World Landing. The Calvin Jasper Jazz Trio will be featured. Speakers include Dr. Jennifer Zimmerman, candidate for Congress, and other candidates. Attendees will enjoy a full brunch buffet and have door prizes, a 50/50 raffle and a silent auction. Funds raised from the event will support Democratic candidates, SRCDBC's voter education and Get Out the Vote activities, and their annual Holiday Adopt-A-Family program for needy families in Santa Rosa and Escambia counties. Tickets for the event are $40 and are available online at srcdbc.org. CALL FOR VENDORS Downtown Milton is reviving its farmers market and wants vendors. Formerly known as the Riverwalk Market, the new Main Street Market will bring the best of local produce, food, arts and crafts to Milton. Relocating from the Riverwalk area to the more

visible city parking lot located at 6850 Caroline St. in the heart of Downtown Milton. Vendors may apply for a space at the Main Street Market by contacting Main Street Milton. A 10-foot by 10-foot vending spot is $25 per market date. Space is limited. The Main Street Market will be held on the first Saturday of the month in October, November and December from 8 a.m.-noon. The Pensacola Beach Chamber of Commerce is also calling for art vendors for the 2018 Art & Wine Festival being held Sunday, Oct. 21, at the Pensacola Beach Boardwalk. The festival will take place from 11 a.m.-4 p.m. The selection committee is seeking 25 artists to show/sell original works of art. Photos of art items must be submitted with the application, or it must include directions to a website where the artwork items can be viewed. Deadline for applying is Oct. 9. Xaris Brings Folk to The Garden By Sarah Mc Wilson

Xaris / Photo by Korrigan Agen 18-year-old folk singer, songwriter and multi-instrumentalist Xaris Waltman takes the stage Saturday, Oct. 6, at From the Ground Up Community Garden. Her solo performance kicks off a season of intimate, outdoor Music Under the Stars performances. Named after the Greek word for grace, Xaris (pronounced Karis, like Paris with a K) carries a graceful honesty and youthfulness in her voice, matched with a depth of storytelling and musicality. Though guitar is her primary instrument, she also plays harmonica, banjo and the Irish Penny Whistle. She also recently added the fiddle to her repertoire. A Gulf Breeze native, Waltman grew up

playing music and is no stranger to the stage. "I started writing songs in middle school," she said. "And I think along with that came me wanting to share my songs with people." When performing, Waltman plays both original songs and old traditional 19th-century folk songs that she has reworked to make her own. She cites inspiration from the songwriting of Bob Dylan, alongside other past and current names, including Gillian Welch and Dave Rawlings, Elizabeth Cotten, Doc Watson, Townes Van Zandt, The Carter Family, Hank Williams and Joan Baez. Waltman's own songwriting inspiration comes from people—the stories and the experiences of fellow humans. "I find mystery in people's lives, and I find myself romanticizing details about that mystery I see," she said. "I think it's a mix of that and new love. New love is one of the greatest inspirations if there ever was one." For Waltman, playing music is not only a big part of her heart and passion; ultimately, it flows out of her as the result of a deeper need. "It's a need to create, more than anything. It just happens. If I'm not creating, I get so sad," she said. "Music is my heart, my passion, my way of supporting myself and my way of expressing myself. Head to chizuko this weekend to dance and buy books—in that order. On Saturday, wear your best kitty cat costume and dance under the blue lights to help benefit stray cats in the area. "We have been caring for the neighborhood cats around chizuko for a while now," said owner Jess Laws. "Our goal is to spay and neuter as many as we can. It's getting expensive, so I thought a benefit would be the perfect way to help with costs." Laws said she also wanted to support local organizations, such as Animal Allies and Pensacola Humane Society, which have helped their neighborhood cats. A dance party was the first idea that came to mind, Laws said. "And, of course, I had to put a twist on it, so why not have everyone dress as cats?" she said. "chizuko is the perfect venue for an event like this because we are constantly trying to evoke the inner child in everyone." Laws promised you can expect cat-themed songs. DJ Hot Lobster and Cliccbait, both from Mobile, will be spinning records, plus local Turnicut will be sharing his beatboxing skills. Local sweethearts Cookie and Cake will also be performing alongside Action Dog. And the sketch comedy group Kitty Get a Job has a surprise in store. "I just happened to realize how many books I had around the house that I would probably never read again and wondered how many friends also had a surplus," Hinds added. Also, I can't think of many situations that are better than being surrounded by books and people to talk about them with." Laws said she enjoys sharing chizuko's space for a greater cause, whether it be spaying and neutering cats or feeding people in need. "We have a great space and a loyal following that is just as eager to help as we are," she said. "Personally, I am only satisfied with my work and my success when I am helping others." {in}

"We hear stories about dirty Santa pumpkin gifts, the display on the living room table and the collection on the mantle," Novota said. "It's become a great bonding time for our friends and family too, something we all look forward to participating in and seeing just how happy customers are to find the 'perfect pumpkin.'" While the Pumpkin Party typically falls in October, Novota said his customers sometimes opt to leave their glass pumpkins on display all year round—something you can't do with the real deal. The pumpkins are unique works of art. No two are the same, varying in size, shape and color. Designs start at $20. You can peruse the patch as Novota and his brother do live glass blowing demonstrations. Novota said he does have favorites among his creations, but he doesn't mind sharing. "We name (the favorites) on the price tags if they really remind us of something specific," he said. "Those are always fun to see who gets them and notices the name. It is a little game the staff plays as they all name at least one and we get to see who finds it." And if you're looking for other holiday decorations, Strong Street Studio has you covered. During the winter months, you can find glass Christmas trees, Santas and more. "We never really stop," he told Inweekly.

The Strong Street Studio Annual Pumpkin Party is celebrating its 12th year. The event gets "bigger and better" every year, said glass artist Scott Novota. "When a close friend first asked for a glass pumpkin, I had no idea it would ever take off quite so much," Novota said. "What started off as friends and family in the backyard has turned into hundreds of people, some traveling to get here every year." Strong Street Studio is a family-run business owned by Novota. CUBED LUMINOUS

The Pensacola Museum of Art is accepting art submissions for silent digital works to CUBED Luminous, a four day and night outdoor digital art festival consisting of one 18-foot tall LED mega cube and four 8-foot by 8-foot cubes with 16 laser projectors. Digital works include video shorts, short animations, animated GIFs, split depth GIFs, perfect loops, cinemagraphs and digital stills. CUBED Luminous will take place at the University of West Florida Historic Trust Museum Plaza in downtown Pensacola, Florida on the closing weekend of Foo Foo Fest, Nov. 8-11, 2018. Open Call Artists are eligible to submit up to three silent digital works through Oct. 5.

Artists are encouraged to respond to the theme of liveness and luminosity. Juried artists' work will also be shown on the Pensacola Museum of Art website as part of the festival archive. Works may be on view in day and nighttime hours. For more information, visit pensacolamuseum.org ARTFIELDS ArtFields, an event in Lake City, S.C., is accepting art submissions from 12 different states, including Florida. Up to 400 artists will be invited to exhibit to compete in ArtFields 2019 for awards and cash prizes. The event will be held from April 26 through May 4. Submissions are open through Nov. 5. news of the weird FAMILY VALUES Laurence Mitchell, 53, gets this week's Most Helpful Dad award for graciously driving his 15-year-old son and the son's girlfriend, also 15, to a Port St. Lucie, Florida, park on Sept. 6 so they could "do their thang," as Mitchell described it. The Smoking Gun reported that when Port St. Lucie police officer Clayton Baldwin approached Mitchell's car around 11:30 p.m., after the park had closed, Mitchell told him the kids "aren't out there stealing, they are just having sex. They could be out there doing worse." When the teenagers returned from the nearby soccer field, Mitchell's son told the officer they were "just smokin' and f—-in'." Mitchell was charged with contributing to the delinquency of a minor, a misdemeanor. COMPELLING EXPLANATIONS While shopping at a Peoria, Illinois, Walmart on Sept. 20, an unnamed 30-year-old woman filled her cart but also added a few items to her backpack: leggings, pencils, a quart of oil and a "Jesus Calling" Bible. After she paid for only the items in her cart, a loss prevention officer stopped her before she left the store. Peoria police were summoned, reported the Peoria Journal Star, and the woman explained to them she was hoping the Bible could help her spiritually: "(She) told me that it sounds strange, but she was trying to be more Christian," an officer reported. She was charged with misdemeanor theft. •After trying repeatedly on Sept. 12 to pull over a Toyota Prius driving with expired tags on I-5 near Marysville, Washington, a Washington State Patrol officer finally caught up to the car at an intersection and verbally instructed the unnamed 42-yearold woman driver to pull over, reported the Everett Daily Herald. "I will not. I drive a Prius," was the woman's reply. The officer then asked her to step out of the vehicle, which she also refused to do, so he forced her out. "I will own your bank account," she told him. "I will own your house." When he asked her name, she responded, "None of your business." Finally, she was arrested for failing to obey instructions, failing to identify herself and obstruction. NO GOOD DEED Tammie Hedges of Goldsboro, North Carolina, founded the nonprofit Crazy's Claws N Paws in 2013 to help low-income families with vet bills and pet supplies, so it was natural for her to take in 27 animals displaced by Hurricane Florence in September. Hedges treated many of the animals, found in the streets or surrendered by fleeing residents, with antibiotics and painkillers for fleas, cuts and other ailments. For that, The Washington Post reported, she was arrested on Sept. 21 for practicing veterinary medicine without a license, after an official from Wayne County Animal Services visited the

warehouse where the animals were housed. Kathie Davidson, a volunteer with Claws N Paws, said: "If she hadn't done what she did, then they'll be charging her with animal neglect and cruelty. What was she supposed to do?" Hedges was released on bond, and the charges were later dropped. WAIT, WHAT? An unnamed 26-year-old British woman appeared at Nuestra Senora de la Candelaria Hospital emergency room in Mojon de Arona, Tenerife, in the Canary Islands on Sept. 15 with extreme pain in her groin area. El Pais reported the doctor who examined her was surprised to find a dead, immature Chinese pond turtle lodged in her vagina. The woman told police she had attended a beach party the night before but could not remember what happened. (Given that the freshwater species is sold in pet shops, it's not likely that it got there by accident.) Police suspect she may have been the victim of a sexual assault, but she chose not to file a complaint. PEOPLE WITH ISSUES In what the Porter County (Indiana) coroner later called "a blatant disregard for human life," two men posted a video of themselves "horseplaying" with a third man, 21-year-old Kyle Kearby, who was slumped over, suffering from an apparent drug overdose, on Sept. 9. The video shows one man tying cords to Kearby's hands and manipulating his arms like a puppet, and the other pumping Kearby's chest and moving his mouth while singing "You've Got a Friend in Me." Kearby's father told The Times his son returned home about 5:30 a.m. and went to bed, but later discovered him not breathing and covered with vomit. He died at a hospital. Porter County Sheriff Dave Reynolds said he does not suspect foul play. WHAT WAS YOUR FIRST CLUE? Romance novelist Nancy Crampton Brophy, 68, was arrested on Sept. 5 on charges of murdering her husband, Daniel Brophy, 63, in Portland, Oregon, after apparently following her own advice, written in a 2011 essay titled "How to Murder Your Husband." In the essay, Crampton Brophy suggests that hiring a hit man is "never a good idea" and poison is traceable. Instead, reported The Oregonian, she allegedly shot her husband on June 2 at the Oregon Culinary Institute where Daniel was a beloved chef. Police did not release a motive, and a neighbor said Crampton Brophy "never showed any signs of being upset or sad." On Sept. 17, she pleaded not guilty in Multnomah County Circuit Court, and her trial is set for Oct. 26. {in}
