FLORIDA AGRICULTURE Hurricane Irma caused more than $2.5 billion in damage to Florida's agriculture industry, according to a preliminary report released last week by the Florida Department of Agriculture and Consumer Services. Citrus growers, already struggling because of citrus greening disease, felt the biggest impact, with losses to crops and trees approaching $761 million, followed by the nursery industry at almost $624 million.

BUMP STOCKS Congress may have found

a gun regulation that both parties and the National Rifle Association support—outlawing bump stocks that turn semi-automatic rifles into automatic ones. After the massacre in Las Vegas, the NRA wrote in a statement that it was open to considering amending current law surrounding bump stocks. House Speaker Paul Ryan said he believes the issue should be examined. Sen. Dianne Feinstein, a Democrat from California, has filed a bill to ban bump stocks.

JOB GROWTH The U.S. economy lost

33,000 jobs last month, the first decline since September 2010. Hurricanes that rocked Texas and Florida are to blame, and the slump was much worse than analysts expected. The decline in job growth ended a historic 83-month stretch of expansion. The number of Americans who filed for unemployment benefits hit a two-year high at 298,000, in the first week of September.

CIVIC CENTER INERTIA For nearly two decades, the Escambia Board of County Commissioners has debated what to do about the Pensacola Bay Center. Each discussion has ended with the commissioners kicking the can down the road past the next election. When the Pensacola Civic Center opened in January 1985, its director, Larry Updike, bragged to the media, "Technically, the community has no money in this building whatsoever." Updike was correct. The county taxpayers didn't pay for the $23-million facility. Florida Senate President W.D. Childers inserted $12.5 million in the state budget for it, and the county bonded the rest to be paid back with tourism tax dollars. The bonds were scheduled to retire in 2012. A convention center and exhibit hall were to be built south of the civic center on the corner of Chase Street and Ninth Avenue, but the BCC ignored that phase of the development. In the ensuing years, the facility hosted concerts for Elton John, Janet Jackson, AC/DC, David Bowie and Van Halen. The Miami Heat played preseason games there. The facility was also home to the Pensacola Tornados, Barracudas and Flyers, as well as several professional ice hockey franchises. In reviewing newspaper archives, it appears that the only year the civic center was profitable was 1997, the first year the Pensacola Ice Pilots played in the arena. In 1999, County Commissioner Mike White-

head was upset the facility was scheduled to lose $350,000. That year, the Pensacola Chamber, armed with a study done by Conventions, Sports and Leisure International of Minneapolis, recommended that a convention center and full-service hotel be built in on South Palafox Street with county funds. The proposal went nowhere. When the losses climbed to $575,000 annually in 2001, Commissioners Tom Banjanin and Willie Junior suggested selling the building to the city for a dollar as a replacement for Bayfront Auditorium. The city wasn't interested. By 2010, the civic center's losses had skyrocketed. From 2006 to 2010, the losses had jumped 98 percent, increasing from $820, 461 to $1.6 million. The BCC put the center on the market offering to sell it for $10 million. They received no offers. The commissioners in 2011 hired Chicago-based C.H. Johnson Consulting Inc. to conduct a study to determine how to reduce the subsidy and grow revenues. The study recommended dumping ice hockey and building an exhibit hall. Again, nothing happened. In January 2017, Pensacola Sports, armed with another study, proposed a sports tourism complex that could be built on the site of the Bay Center. Hotelier Jay Patel has taken the study and proposed a $65-million new arena and field house. The BCC is asking for other proposals. My prediction is nothing will happen. {in}rick@inweekly.net

By Shelby Nalepa Women Build, Pensacola Habitat for Humanity's program that raises funds for the construction of a family's home, is kicking off this Friday and celebrating the first Women Build home to be built in Santa Rosa County. After months of fundraising, 140 Women Build volunteers have met their goals and will break ground after gathering at Voices of Pensacola to find out the total amount raised. Women Build is a global initiative of Habitat for Humanity focused on including women in the process of providing nointerest, low-mortgage homes for families.

Women Build also works with organizations in developing countries to assist in bringing the full rights of homeownership to women. "Over the last few months, women from all over the community have been working hard to raise $80,000 for the construction costs of a home they will build over the course of seven days," said Sara Kim, Pensacola Habitat for Humanity's Event Coordinator. "Aside from fundraising, Women Builders also learn construction skills, empower others and raise awareness for the need of quality affordable housing." This year marks not only Pensacola Habitat's fourth year of Women Build, but also the first Women Build home to

be built in Santa Rosa County. Kim said that this year's Women Build home is going to Adele McCormick, a hardworking single mother and her son. The home is located in Milton on Shell Road. Kim said that the Women Build initiative here is so important because nearly 80 percent of Pensacola Habitat for Humanity's homebuyers are single moms. "Women are more likely to face challenges when it comes to finding adequate, affordable housing," Kim said. "The U.S. Census Bureau reports 32 percent of families with a female head of household live in poverty. Fortytwo percent of these families have children under the age of 18. Locally, 25 percent of families with female head of households live in poverty and 35 percent of them have children under the age of 18 in the home." The celebration at Voices of Pensacola will kick-off the construction stage of the Women Build campaign. Starting Friday, Women Build teams will begin construction on McCormick's home. When completed, the home will be sold with a zero interest mortgage to McCormick and her son. "When I was told I was chosen for Women Build 2017, I was so excited it was hard to contain myself," McCormick said. "Habitat is an excellent program for people that are not so financially well off, as they give the opportunity for homeownership to the less fortunate." McCormick said that she would recommend this program to anyone who ever thought they wouldn't have a chance to own their own home. "I am looking forward to my own home being completed, so my son and I can start our lives in a place we can call 'ours' and begin to make memories of a lifetime," she said.

"Women Build and Habitat have been a blessing to myself and my family, it has been an honor to be part of such an amazing group of people and I have to give God all the glory for the blessing of a lifetime." Women Build teams include Bank of America, Baptist Hospital, Breathe Yoga, Emmanuel, Sheppard, & Condon, Gulf Power, HabiChix, Junior League, Krewe of SWAT, Levin Papantonio, Nature Trail, Sacred Heart Health System, Studer Group, The ONE and Women of Hillcrest. Each team of ten had a fundraising goal of $5,000. Amanda Everhart has been participating in Women Build since the program's inception. The process technician at ExxonMobil Chemical reached an individual fundraising goal of $500.

A FAILURE TO COMMUNICATE On the eve of the final hearing for Pensacola Mayor Ashton Hayward's FY 2018, City Administrator Eric Olson emailed the City Council the master plan for Bayview Park that showed the construction cost of the new Bayview Community Center had risen from $6 million to $8.25 million. The council approved the increase at the hearing. However, a recent survey reveals that city leaders may have acted too quickly. Only 53.1 percent of the city's most likely voters knew the $8.25 million capital project had been approved. A larger percentage, 57.1 percent, either don't support, are undecided or not sure about spending $8.25 million on the Bayview Center now that they know the cost. Only 19.5 percent of the respondents said the public was given enough input and information about the final plans. A positive for Mayor Hayward is that all the respondents said they had visited Bayview Park at least once in the past six months – 30.8 percent visited more than three times. The 19,000 sq. ft. proposed Bayview center is approximately two-thirds the size of Sanders Beach Community Center and includes three meeting rooms, an exercise room, and two event spaces that can be combined to accommodate 278 people. It also has a 5,000 sq. ft. boathouse for kayaks, stand-up paddleboards, and rowing shells. The Sanders Beach Community Center's ballroom has a stage, a seating capacity to handle up to 350 and a full kitchen. The large event space at the proposed Bayview Center is 3, 432 sq. ft., while the Sanders Beach ballroom is nearly double the size – 6,110 sq. ft. This study was conducted by The Political Matrix between Sept. 29 and Oct. 1 using Interactive Voice Response (IVR)

technology. Only households who voted at least four out of the last four elections were called. The numbers were randomized and 448 completed studies were collected. The margin of error was 4.5 percent.

DO OR DIE FOR ARENA Pensacola

businessman Jay Patel last week pitched his plan to the Escambia County Commission to create a public-private partnership for $65 million to build a 6,500-seat arena and field house. "I'm as ready as I can be," said Patel contacted by Inweekly the day before the meeting. "Tomorrow is probably do or die. If we move forward, we intend to move forward aggressively."

Jay Patel The multi-purpose facility, which would also host conventions, meetings, entertainment and other large events, is proposed to be built on the former 19-acre ECUA Mainstreet Wastewater site owned by Pensacola entrepreneur Quint Studer, Port of Pensacola or on the existing Pensacola Bay Center location. Patel, who formed the Pensacola Arena Development Partners LLC for the project, said Hunt Development Group, a Texasbased investment company, would provide the money up front to build the sports complex. Hunt would be repaid by the county under a 30-year lease agreement. Patel also told Inweekly that his group of eight companies would look at securing Triumph Gulf Coast funding, tourism

development tax money, sales tax money and other government sources. He said private companies would cover any annual losses and, would split profits with the county, if the facility makes money. Additionally, Patel said private backers would put $200,000 a year into reserves to help replace items in the facility in the future. Patel said the group does not have any projections on how much income the facility would generate or what the economic impact might be. A 2012 study by Tampabased firm Crossroads Consulting Services and Convergence Design reported an indoor youth-sports facility could result in an economic impact of $25 million to the county. About 450 to 525 jobs would be created, Patel said. The plan for the sports complex includes a 100,000-square-foot field house that can handle 12 volleyball courts or 10 basketball courts. The plan also calls for a hotel, two 800-space parking garages and 450-spaces for surface parking, as well as retail space on the northeast and northwest corners.

ANOTHER OFFER FOR ECUA SITE-

While Jay Patel prepared to go before the Escambia Board of County Commissioners, Quint Studer told Inweekly publisher Rick Outzen on "Pensacola Speaks" that Studer Properties has an offer on the former ECUA Main Street Sewage Plant site. "We've got a serious person right now looking at it," he said. "In fact, we have an initial offer on it, and we're countering 'em, which I think would be wonderful for the community." He added, "We don't have that from Jay. We do have it from another person, who's very interested in making something special on that property." Studer said that Andrew Rothfeder of Studer Properties did talk with Patel, but

no commitment or offer came out of those discussions. Patel wanted to know if the Studers would be willing to sell the land. He said, "And, of course, we said yes. But I think that's far as it'd gotten." Studer added, "The main thing we're always interested in is that whoever purchased that property do something that's really right for the long-term...And, as you know, you're committed, I'm committed, to that west side of Pensacola."

WHO ELSE IS INTERESTED? The

Escambia Board of County Commissioners voted 4-0, with Commissioner Lumon May absent, to solicit letters of interest from other development companies to build a field house and possibly an arena. The companies have three weeks to submit their letters. Purchasing Coordinator Paul Nobles told the commissioners, "If we don't have any additional interest, then we can move forward. If we do have interest, then the commission can say at this point 'let's give them more time to produce a product that we will then be able to review.'" Commission Chairman Doug Underhill made it clear in the motion that the board would not entertain any proposal that requires use of General Fund dollars. If the proposal does not have an arena, it must have plans for dealing with the Bay Center. The board is also looking to see the City of Pensacola participate in the final project, since all the proposed sites–Bay Center, former ECUA site and Port of Pensacola–are inside city limits. Commissioner Steven Barry said, "The Port has no debt. It's certainly owned by a municipal partner. They have a better chance of being that real property partner." pected to receive zero interest in the deal. Others appeared to be more optimistic. If no letters are submitted, then the board will ask for more details from Jay Patel and his group, Pensacola Arena Development Partners LLC. Then as Commissioners Jeff Bergosh and Underhill said, "The devil will be in the details."

APPRIVER FINDS A SUITOR The

California-based investment firm Marlin Equity Partners has acquired a majority interest in one of the Pensacola area's most well-known technology companies. AppRiver CEO Mike Murdoch told Inweekly the company will keep its headquarters in Gulf Breeze and its management team. "This lets us compete on a global scale with the largest tech companies in the world," said Murdoch. "Up to now we've been self-funded and have held our own, but technology is constantly changing. This allows us to stay relevant and secure the company's future." Marlin Equity Partners is a global investment firm with over $6.7 billion of capital under management. The company has been acquiring tech companies at a rapid pace. In August, Marlin announced that it had signed a definitive agreement to acquire Medius AB, a provider of cloud-based accounts payable automation software. In July, the company acquired ABIT Europe Group, a provider of claims and credit management and risk and impairment software and services; Zetta, Inc., a leading provider of cloud-based backup and disaster recovery solutions; and Experior Group Limited, a leading provider of software testing and quality assurance services. AppRiver was founded in 2002 by Michael Murdoch and Joel Smith. It protects 10 million email accounts for over 53,000 customers worldwide. The company has over 250 employees spread over offices in Gulf Breeze, Atlanta, Austin and Barcelona, Spain. Murdoch is very excited about the acquisition because AppRiver is seen as a platform company that can be expanded further. "We will be able to add more products and services and improve on our current ones," he said.

taxes but not both as many do now. Escambia County set up the lease system when the federal government initially conveyed the property. The county began assessing taxes on improvements on beach property in 2004. Additionally, Robinson pointed out the bill, if it becomes law, would permanently protect undeveloped public areas from development. That means both national lawmakers and the five-member Escambia County Commission— instead of just commissioners—would have to approve development of those lands. Robinson, who once owned a Pensacola Beach condo, pointed out zero high-rise condominiums have gone up since he took office in 2006.

"Pensacola Beach means an awful lot to me," Robinson told the crowd. "Pensacola Beach is the single biggest asset we have." He admonished Santa Rosa County Commissioners for failing to put restrictions on Navarre Beach Development and continuing to pursue a pass through the barrier island. Robinson said their action caused Sen. Bill Nelson to drop his support for the bill. "I see a lot of 'save our beach' signs," Robinson said. "(Milton) is where all the noise needs to be made. We did it. Why can't they do it?" The standing-room-only crowd that packed the SRIA boardroom applauded Robinson at the end of the meeting. {in} 9

Less than five percent of non-profits work with seniors, largely because many individuals wrongly believe that those 60 and up are taken care of. That is not the case. Now that you're established, what motivates you to keep going? We serve about 2,200 clients every year—delivering meals, providing respite and caregiver support, inhome services and so much more. We are in the midst of the largest ever growth in the senior population and the need keeps increasing even as resources remain the same. How would you describe your business to someone who's never heard of it? Council on Aging serves, supports and advocates for aging adults in Escambia and Santa Rosa counties. We provide social services, educate the public, support those caring for our elders, facilitate community events and help remove the stigma that surrounds aging. While we serve both Escambia and Santa Rosa counties, there is a real unmet and unknown need especially in Santa Rosa. The Pauses / Courtesy Photo Self-professed "indierocktronica" band The Pauses, a trio from Orlando with a witty frontwoman and an affinity for dogs, will be playing at Vinyl Music Hall Saturday night. Tierney Tough and Jason Kupfer initially started the project in 2009 after meeting on LiveJournal, adding drummer Nathan Chase later on. Being in the Orlando indie scene for a few years now, The Pauses are known for their live interactive media show called Interact-O-Vision, which allows audience members to control the lights and visuals during their show. Rooted in the dynamics of '90s indie rock, the trio is working on a follow-up to their debut album "A Cautionary Tale" which will be out in February. INWEEKLY: How did you all meet and

start playing together? Have you played in other bands before? TOUGH: Jason and I met in an Adult Swim fan group on LiveJournal in the early 00s. He used to prank IM me on AOL under the screen name "Free Horsey Rides." I thought he was funny and so I asked him to come up from South Florida to Orlando to try out for the band I was in at the time. He was a great addition, but that band only lasted for a few years until our singer moved away. It was sort of a blow to us, so we both moved on to school for film (him) and design (me), but kept in touch by sending music pieces back and forth to each other. We eventually had a few songs and realized that our polar opposite styles of songwriting complemented each other's so well that we should try the band thing out again. Several years and many awkward drummer auditions later, we found Nathan, and have been together ever since. INWEEKLY: How did you get into singing and playing music? TOUGH: I took music classes from kindergarten all the way to high school, and somehow got a scholarship to play jazz bass in college, which I didn't follow through with because I chose to go on tour instead. I didn't really start writing songs until a few years after that when simultaneously, that band broke up and then my first longtime boyfriend broke up with me. It all hit me pretty hard and so I just went out and bought a fixer-upper Rhodes, put a lot of work and money into it, and just let it consume me. As far as singing goes, I'm pretty sure it was just a natural reaction to hearing

The Beatles on the oldies station in my dad's car as a kid. INWEEKLY: Are you all from Orlando? What's the music scene like there? TOUGH: We were either born here or have spent most of our time here. The music scene is really unique and supportive and is certainly something to boast about. INWEEKLY: Where does your style/ sound come from? KUPFER: We each have our own unique approaches to style and strong structure, which is great for giving songs different perspectives within themselves. We can usually anticipate that a song will rarely end up sounding anything like its initial demo did. The trick is in making those distinct styles as seamless and cohesive as possible. INWEEKLY: How is the new album coming? KUPFER: We'll be releasing the new album in February. I think in a lot of ways it's the album that our first one was attempting to be. It lives in the same "indierocktronica" neighborhood, but the bipolar spectrum of slow and moody to frenetic insanity is that much more exaggerated. INWEEKLY: Since your first record, how do you think you have changed as a band? KUPFER: We've come a long way in embracing the unexpected directions that a song narrative can take when filtered through each member. The newer material benefits from being a little less precious with each song's original composition. We also have more gear and expensive custom earplugs.

INWEEKLY: How often are you on tour and do you enjoy being on the road? TOUGH: Touring is great. More times than not, it feels like a progression. Like we're unlocking levels and getting closer and closer to saving Princess Toadstool or something. We've been doing some small runs here and there to stay active, but we hope to be out as much as our bodies will allow us to next year when the record comes out. INWEEKLY: What was it like doing a Tiny Desk submission? KUPFER: It was something we decided to do last minute, since we love the sessions, but really didn't think we were the type of band usually associated with the show. We realized we had a tiny desk on hand so we threw the video together, and it actually gave us an excuse to try out a fun new synchronized lighting setup that we've been using for live shows ever since. INWEEKLY: What's in the future for you guys? TOUGH: Hopefully, a balance of sleep and touring and meeting all of the dogs. {in}

news of the weird WHAT'S OLD IS WEIRD AGAIN You may have seen the widely distributed weird news story about the Mad Pooper, a woman who has been seen defecating on lawns in Colorado Springs, Colorado. According to KRDO.com, on Sept. 25, an unidentified man claiming to be a spokesman for the Pooper posted (and has since removed) two videos in which he tried to justify her movements and win sympathy for her. In the videos, the spokesman says the unidentified Pooper is not responsible for her actions because she has suffered a traumatic brain injury and has had gender reassignment surgery, leaving her unable to control herself. He also claims her actions are protected by the First Amendment, in response to which Colorado Springs attorney Jeremy Loew called foul: "Defecating in someone's yard is definitely not protected under the First Amendment and it is actually a crime." Loew went on: "People all over the world are talking about this, and police will catch her." WHAT'S IN A NAME? Death Wish Coffee— a cold-brewed, canned coffee the company touts as "fiercely caffeinated" (as much as 4 1/2 times more caffeine per fluid ounce than regular coffee), with a skull and crossbones logo—recalled its 11-ounce cans on Sept. 20 because they could possibly contain the deadly toxin botulin. Company founder Mike Brown, 37, said no incidents have been reported, but he is very serious about the safety of his product. "I know our logo and name might not seem like it reflects that," Brown told The Washington Post. Production has been halted, and customers can request refunds from Death Wish's website. THE FARCE IS STRONG A black-and-white photo depicting the signing of the Charter of the United Nations in San Francisco in 1945 has prompted the recall and reprinting of Saudi social studies textbooks because it pictures Saudi King Faisal seated next to the Jedi master Yoda. The photograph was created by 26-yearold Saudi artist Abdullah Al Shehri, who mixes pop culture icons into historic photographs. Shehri told The New York Times in September

IT'S GOOD TO HAVE GOALS Octogenarians Ray and Wilma Yoder of Goshen, Indiana, have finally achieved a goal they set nearly 40 years ago: to visit every Cracker Barrel location in the United States. On Aug. 31, they checked off the last of 645 stops in Tualatin, Oregon, where they each received a Four-Star apron, the company's highest honor. The Yoders once stopped at 10 Cracker Barrels in one day as they traveled up the East Coast. "I've always walked away feeling refreshed," Ray Yoder told ABC News. "For two old people, we're pretty fast moving." PEOPLE WITH ISSUES Timothy Bates, 37, of Collierville, Tennessee, was arrested on Sept. 24 by the Secret Service after being observed urinating at the corner of 17th and Pennsylvania Avenue NW, near the White House in Washington, D.C. WTOP-FM reported that Bates explained to the officers that he was headed to the White House, where he hoped to meet with National Security Agency Director Adm. Mike Rogers and Defense Secretary Gen. James Mattis to find out "how to get the dog chip out of my head." He explained that he is part of the MK Ultra project, managed by the CIA, and had chips implanted in his head that cause headaches, shaking and convulsions. Bates also told officers he had weapons in his car, which amounted to nine firearms, brass knuckles, a black jack and three knives.
