HEROIN-RELATED DEATHS According to the Florida medical examiner's report for 2016, heroin-related deaths in the First Judicial District increased 21 percent last year. The Florida Panhandle had 34 such deaths, the most in any single year. Ten years ago, Northwest Florida had only one heroin-related death, five years ago none.

And the problem is statewide. The report found that the total number of drugrelated deaths in Florida jumped 22 percent from 2015 to 2016. The number of opioidrelated deaths grew by 35 percent.

STEPHEN BITTEL The Miami Beach businessman stepped down as chairman of the Florida Democratic Party after being accused of leering at female aides and consultants and generating such a generally creepy atmosphere that some women didn't want to be alone with him. The resignation came after Jeff Clemens, who was to be the next leader of the Florida Senate Democrats gave up his legislative seat after admitting he had an extramarital affair with a lobbyist.

SHIFT OF POWER Positive changes may be coming to the Escambia County School District. The Education Committee of the Florida Constitution Revision Commission unanimously voted to limit school board members to two four-year terms.

If the measure, sponsored by Collier County School Board member and CRC Commissioner Erika Donalds, is passed by the entire CRC, it will be on the 2018 ballot. Any proposals that go on the ballot need approval from 60 percent of voters to change the Florida Constitution.

Donalds' proposal was patterned after the eight-year term limit for state lawmakers, which was adopted by voters in 1992.

"Term limits provide fresh faces and new ideas to elected office," Donalds told The News Service of Florida. "Longtime politicians become entrenched with the status quo and develop pride in ownership of the bureaucracy they helped to create and sustain."

Donalds added limiting terms will reduce the influence of specialinterest groups in elections and remove the power of incumbency, making it easier for new members to join school boards.

Escambia School Board races are rarely competitive. Board members have historically served three or more terms. Kevin Adams is the newest board member who won after four-term Jeff Bergosh chose to seek the District 1 county commission seat.

I'm not sure if the CRC has accounted for the "Linda Moultrie" maneuver, which involves resigning mid-term and running again in the

next election, but I'm hopeful they will block such shenanigans.

The Education Commission also approved another measure that could have an even more profound impact on public education in Escambia County. By a 6-2 vote, the commissioners adopted another proposal that would require all school districts to appoint their superintendents rather than have them elected.

Donalds said Florida is out of step since the overwhelming majority of school systems across the nation appoint superintendents.

Alabama and Florida are the only states with elected superintendents. Although a 1964 Florida amendment allowed each of its 67 counties to appoint its superintendents, 41 still choose election over appointment by an elected school board. Escambia, Pasco, Marion, Leon and Clay are Florida's only large counties with elected superintendents.

Donalds argued that allowing the appointment of superintendents would broaden the pool of potential school administrators, rather than restricting the job to county residents through the elections process.

An appointed superintendent puts the power in the hands of the school board's members. More leaders would seek the position, and those elected would understand they only have two terms to accomplish their goals.

GAETZ UNCHAINED

By Brooke Weber Local community members had the opportunity to have Congressman Matt Gaetz "unchained" on Nov. 20 at a town hall meeting that was broadcast live on News Talk 1370 WCOA's "Pensacola Speaks."

Residents came to address concerns they have, while others were there to observe and some were there to support their congressman.

Bernadette Pittman, a member of the Northwest Florida Bikers for Trump, said she was there to support Representative Gaetz 100-percent.

Diane Krumel came to see if the Pensacola Beach tax bill was dead and if so, will it be re-introduced.

The event jumped into a Q&A fashion regarding tax reform quickly.

Arlene Costello had two concerns with the tax reform. "First, the tax deduction for teachers that's only $250 has been eliminated," Costello said." Second, taxpayers from states like California will not be able to deduct their state income tax."

Costello wanted Congress to revive the tax deduction for teachers, because they spend hundreds of dollars for their classrooms.

"It is disgusting that the House and the Senate would vote for that," she said.

Gaetz said the low tax brackets would 66

offset the loss in deductions. He plans to continue to fight to end a system where Florida taxpayers are subsidizing high tax states like New York, California, New Jersey and Illinois.

He said the state of Florida has the lowest per capita state taxes in America, and that he's incredibly proud of that.

Lisa Rawson wanted to know the congressman's thoughts about graduate education and tax reform. "They're talking about taxing people in fellowship programs, getting Ph.D.'s, on tuition waivers, which is going to make it impossible for people to pursue higher education," Rawson said. "It seems like it's a war on our smartest and brightest kids in these programs."

"Folks will be able to have a simple system, far more easy to understand, doubling the standard deduction that will lower rates for people who have the salary range of those entry-level jobs," Gaetz responded.

"That's why I think this tax code works for folks who are in graduate school."

Rawson said this tax plan is going to strip universities of graduate programs that they have since people aren't going to be able to afford to go into doctorate programs anymore.

"When they get taxed on stuff there goes our research," she said. "There goes all our best and brightest programs."

Outzen asked Rep. Gaetz his position on pre-existing conditions and transitioned the topic to healthcare.

"I think if we had a Medicaid program that actually worked for people who are truly impoverished and truly ill it would go a long way because today the Medicaid system is totally broken," Gaetz said.

Krumel accused Rep. Gaetz of having no idea about the cost of medical care.

"I just had a procedure in July, $178,000. How dare you tell people to have health savings? How can people save for that? That was one night in the hospital and that didn't even include the doctors' bill," she said. "I can't believe that you have no heart or empathy for the people who you represent.

"You referenced this $178,000 bill you got; someone has to pay that unless the cost of healthcare goes down," Gaetz replied. "I hear what you're saying; you would like someone else to pay for the cost of that healthcare that you had."

Rep. Gaetz said the reforms that he's advocated for and the reforms that he's detailed would lower the cost of care.

"If people could buy insurance across state lines, save their own money to deal with healthcare and if we had a deregulated market where insurance companies wouldn't be able to violate anti-trust laws, then healthcare would be far better than we get now," he said.

Costello gave a suggestion regarding healthcare.

"I thought this is a Democratic process," she said. "My suggestion is, it is not just your plan that would work, but if you get together a coalition of Republicans, Democrats, Independents and whoever, because you are the representative of all the people of district one, and let us put together our plan that would work for us."

The congressman said he is confident that the concept of bipartisan healthcare reform can and does work.

"It seems to me, to be very counterintuitive to focus exclusively on health insurance rather than on the cost of health care." Matt Gaetz "I've seen it work in the State of Florida," he said. Rep. Gaetz said that he wished we lived in a world where every time we got sick, under any conditions, no matter how well we did or didn't take care of ourselves, someone else would pay the bill.

"I've proposed a series of free-market reforms that would lower the cost of healthcare and enhance options for consumers," he said.

At the end of the formal Q&A, Krumel got her chance to ask the congressman about the beach tax bill.

She said, "In the House Bill 1452 that you introduced in Congress, the Escambia County Land Convenience Act, better known as the 'Beach Theft Bill.' If it's not dead, why not? If it's dead, are you going to introduce the same bill again? Are you going to bring it up again?"

Rep. Gaetz said that Krumel incorrectly characterized the bill and that he wanted the opportunity to explain why.

"There is nothing in this bill, that would take one speck of existing sand and deprive a single person's access to it who is currently using it now," he said. "The only thing that we change is the tax structure that yields people on the beach a system where they are the only people in America paying property taxes on something that they cannot own.

Gaetz read the parts of the bill aloud.

He said, "In the legislation that we've offered, there is no change to those existing developing restrictions. 100 percent of the laws that govern what can and cannot be developed on Navarre Beach and Pensacola Beach today are local laws."

However, Krumel said after the event that the congressman lied about the beach bill. She wants to see the Escambia County commissioners include a binding referendum on the county-wide 2018 ballot. The referendum would place the decision of changing the public lands status before the people of the Santa Rosa Island and Escambia County.

After the event, Vickie Neopolitan from Indivisible of NWFL said she did appreciate Rep. Gaetz holding live events, but that it continues to be "glaringly obvious, and sorely disappointing" that he is unwilling to have a genuine dialogue in which alternative policies are explored, weighed and perhaps even adopted.

Pensacola resident Debra Miller said she admires the fact that Rep. Gaetz is willing to come and do these events as well.

"One of the things that struck me when one of the audience members asked why he hadn't introduced a bill, he said he had only been there 11 months, but in those 11 months he's also introduced a bill to abolish the EPA, and several other frivolous bills," Miller said. "So he has time to introduce bills."

Miller believes the freshman lawmaker was not interested in finding common ground, but she was optimistic.

She said, "I hope as he matures as a person and as a congressman he will learn to work with his constituents." {in} inweekly.net

POLL: CITY'S NUMBERS DROP the results more favorably for the mayor (Inweekly, "A City Divided," 1/5/17).

This year, Mayor Hayward hired the UWF Haas Center again. Inweekly asked The Political Matrix to conduct the same survey but to spread the respondents fairly across all seven city districts.

This study was conducted via Interactive Voice Response (IVR) technology from Nov. 5-12. The numbers used were supplied by the Escambia County Supervisor of Elections Office. Only households that voted at least three out of the last four elections were called in this survey. The numbers were randomized upon implementation of the study and 500 completed studies were collected. The margin of error of this study was +/- 4.5 percent.

By Rick Outzen According to a poll commissioned by Inweekly, the percentage of city voters who believe the City of Pensacola is headed in the right direction has dropped 28 percent since last year, falling from 69.3 percent in 2016 to 41.8 percent in 2017.

In 2016, Mayor Ashton Hayward commissioned the University of West Florida Haas Center to survey city residents. The poll found that nearly 70 percent of city voters believed the City of Pensacola was headed in the right direction.

After reviewing the data, Inweekly discovered that the survey more heavily sampled the white, more affluent neighborhoods in east Pensacola, which skewed

The UWF Haas Center weighs the respondents' satisfaction to determine grades for various city services. Last year, the center graded all city services B- or higher, except for City Streets and Stormwater Infrastructure. Fire received an A-, while Sanitation Services and Police earned a B+.

The 2017 Political Matrix survey found the Fire still graded the highest, but with a B+. Police, Sanitation and City Parks received a B-. The grades of the rest of the city services ranged from C+ to C-.

The Political Matrix survey found that more than half of city voters are satisfied or very satisfied with City Parks. However, only about one in five voters felt the same about the Stormwater Infrastructure Improvements. A third were satisfied with City Sidewalks, and 40 percent were pleased with City Streets.

CARPENTER'S CREEK WISH LIST

Councilwoman Sherri Myers last week sent a letter to the Florida Department of Transportation that summarized the public comments from her town hall meeting regarding the FDOT replacement of the 9th Avenue bridge over Carpenter's Creek.

"As I have pointed out to you in prior meetings, Carpenter's Creek restoration is a major priority for the City of Pensacola's neighborhoods through which the creek flows," said Myers.

The comments included making the bridge higher and wider to expand the floodplain with a beveled design on each side to allow for better hydrological flow and kayaking and canoeing under the bridge. Attendees also suggested a landscape design to stabilize the creek banks and avoid the need for riprap to harden the creek.

The aesthetic features of the bridge were also discussed. The residents asked for an arched bridge that blends in with the historic community, similar in design and by ornamental LED lighting to 12th Avenue and Scenic Highway.

GAETZ: CLIMATE CHANGE BELIEVER

On Monday, Nov. 20, Congressman Matt Gaetz (R-Fort Walton Beach) said he believes the science behind climate change and that those who deny the facts will be seen as being on the wrong side of history.

"I believe the Earth is warming. I believe that humans contribute to that warming," said Rep. Gaetz. "And I think that history will judge very harshly those who are climate deniers. And I don't want to be one of them. I want to work together with 010 1

Republicans and Democrats on bipartisan solutions to climate change."

Gaetz was speaking at town hall meeting hosted by News Talk 1370 WCOA and Inweekly in the Studer Community Institute building in downtown Pensacola.

Recently the freshman congressman from Fort Walton Beach joined the Climate Solutions Caucus, a group formed in early 2016 to bring Republicans and Democrats together to advance meaningful climate change legislation.

Gaetz said at the town hall that he believes in bipartisan solutions that will create innovations to deal with climate change more effectively than adding more regulations.

He hasn't changed his mind about the Environmental Protection Agency. In February, Gaetz introduced H.R. 861, which would "terminate" the EPA on December 31, 2018. He still believes that the states do a better job of protecting the environment than the federal agency. To illustrate his point, he talked about how the EPA failed to protect Flint, Mich. residents from lead poisoning in its drinking water.

"There is a ton of evidence that suggests that the EPA is not effective at protecting our environment," said Gaetz.

"Well, the best evidence comes from the EPA's own inspector general, who did a report after the Flint, Mich. fiasco and found out that the EPA had information that the water supply was being poisoned. Had the authority to act. Knew that they had the authority to act. And did nothing."

"There is a ton of evidence that suggests that the EPA is not effective at protecting our environment." Matt Gaetz He added, "So I would totally reimagine the EPA, and I would try to design a system where we actually use more technology at the local level."

RISING STAR NOMINATIONS Since

VPS WINS AGAIN The Pensacola International Airport rebounded from a weak September to have 8,302 more passengers in October 2017 than it did a year ago.

Year-to-date, the Pensacola airport has had 68,136 more passengers than the same period, Jan.-Oct., in 2016.

However, nearby Destin-Fort Walton Beach Airport has even greater growth.

The airport had 24,934 more passengers in October than it did in 2016. The Okaloosa county faculty has handled 243, 493 more passengers for the year when compared to last year.

Destin-Fort Walton Beach's passenger increase is more than three times greater than the local airport.

DISTRICT 3 SEAT VACANT For three

months, the District 3 seat on the Escambia County School Board has been vacant. The part of the community with some of the lowest performing schools in the state of Florida has not had anyone to represent them since Linda Moultrie resigned in early August.

When Superintendent of Schools Malcolm Thomas announced Moultrie was stepping down as school board chair, he praised the three-term board member.

"Linda Moultrie has been an outstanding leader in our community, representing the students and their families in District 3, as well as the interests of the entire county, with professionalism," he said in a press release. "She has made this decision because it is what is best for her family and we will respect her wishes and support her as she makes this transition."

It was the second time Moultrie has resigned. In October 2015, she announced her resignation only to reconsider. Moultrie was elected to the Escambia County School Board as the District 3 representative in August 2008 and was re-elected in 2010 and 2014.

Her "transition" may not last long. On Sept. 19, Moultrie pre-filed to run again for her seat in 2018.

Meanwhile, 10 locals have sent in appli-

cations to Gov. Rick Scott's office to fill the seat. The list includes former Pensacola City Councilman John Jerralds, community leaders, educators and others who have run for various political offices—Laura Edler, Lee Hanson, Willie Kirkland, Lutimothy May, Charlie Nichols, Kelly Odom, Bea Thomas, Charles Thornton and Delarian Wiggins.

Local civil rights activist Ellison Bennett told Inweekly that he learned from the governor's office staff that there is no deadline for the appointment a new board member.

"There is no timeline for him to make the appointment," Bennett told Inweekly.

"It is entirely left up to him. He can wait until the election cycle of next year or he can appoint somebody as early as tomorrow, but it is a decision that the governor will have to make."

Bennett is upset about the vacancy. He said, "How can you get a slice of the pie if you're not sitting at the table?"

Other school board members have assured him that they will take care District 3.

"Well, that sounds good politically, but in reality, District 3 should have a representative," said Bennett. "Shame on Mrs. Moultrie, because she has quit twice. Twice. That is letting the children of District 3 down, and that's why everybody is scratching their head about her pre-filing to run in 2018."

He added, "We've got a lot of problems going on with the school system, and especially children not graduating from school in District 3. We need a representative there who is going to try to have some dialogue with parents, teachers, and students and move that number upward.

That's where we need to go."

TANYARD WANTS HATCHERY MOVED

In an email to local media, officers of the Tanyard Neighborhood Association said

that their organization is not against the fish hatchery that Mayor Ashton Hayward wants the state to build in Pensacola. They just want it somewhere other than nearby Bruce Beach.

"For the record, the community was never brought to the table to ask their opinion about the location of the hatchery," wrote Tanyard president Marilyn Wiggins and vice president Gloria Horning.

"The port is a perfect location and can still bring in tourism‌ it is a much larger space and away from our homes."

BLACKWATER RIVER VIRTUAL TOUR

The Bagdad Waterfronts Florida Partnership recently announced its Blackwater Maritime Heritage Trail project, which will be a virtual tour to allow users to explore the Blackwater River using a computer, smart phone, or tablet.

The tour will show the river from the perspective of a kayaker on the river. The trail extracts environmental, historical, and archaeological data from the Blackwater River's rich maritime heritage and also provides access to a number of conveniences including geographic locations and recreational amenities.

The Bagdad Waterfronts Florida Partnership will partner with Terrain360 to obtain high-resolution, 360-degree images using a custom designed pontoon raft with six cameras mounted 10 feet above the water's surface. Images will be taken every 40 feet and later stitched together to create a digital image map of each river, accessible by anyone with an Internet connection.

Kayakers, paddlers, and boaters can track their way down the river enjoying thematic trails like Confederate Beard's Raid of 1862. Users may dock up along the trail and enjoy historic industrial mills turned public parks like the Bagdad Mill Site Park.

AFFORDABLE CARE ACT

After beating cancer for the second time, there are two things Nancy LaNasa is grateful for: her health and her healthcare.

Nancy and her husband, Tom, are both 63 and both self-employed. Nancy is a yoga instructor and Tom is a general contractor. They've had insurance through Blue Cross Blue Shield pretty much throughout their adult lives. After the Affordable Care Act (ACA) was made law in 2010, they signed up and found better coverage at a better price.

"It saved my life," Nancy said. "I don't know what we would've done."

When Nancy was diagnosed with a rare form of cancer earlier this year, it wasn't news she wanted to hear. But she had peace of mind knowing her bills would be covered.

Nancy LaNasa "I got to see the best doctors, surgeon, oncologist," she said. "There was no waiting on surgeries. It was a great insurance plan that was affordable. MD Anderson is even in network."

While Nancy's cancer is in remission, there's a chance it could come back—again—since cancer runs her family.

Despite her healthy eating habits and regular exercise, the nightmare could be reoccurring.

"There's a misconception that people get sick because they deserve to get sick," she said. "I'm a 63-year-old woman who can stand on her head."

THE COST OF CARE

Amber Solnick didn't have health insurance until she signed up through the marketplace four years ago.

"I always had this fear in the back of my head that if something happened, I would just have to suffer," she said.

Working as a consultant for small businesses and restaurants, Solnick didn't have coverage options. While filing taxes through TurboTax, she had six months of penalties inweekly.net

when she was prompted to find an affordable plan. It was a good decision in hindsight.

"I never used my insurance the first 18 months," she explained. "But I started getting weird stomach pains that were so bad, I kept calling in sick to work. When I finally went to a doctor, they found some very large growths in my belly. Luckily, it wasn't cancer."

"I always had this fear in the back of my head that if something happened, I would just have to suffer." Amber Solnick Solnick had to go through hormone and steroid therapy for months at a time. Medications were upwards of $500 a month.

Then, she started having another set of stomach issues.

"I literally couldn't swallow food and if I could, it wouldn't stay down," she said. "I lost about 20 pounds and was nearly bedridden."

She got an endoscopy, thanks to her insurance. Without it, she would've faced a $6,000 bill.

"I wouldn't have been able to afford it," she said. "Who knows where I'd be? I still have one more procedure to go, not to mention all the ultrasounds and MRIs it has taken to figure out how to fix my stomach."

Nancy LaNasa and Solnick are just two of nearly 20 million people in America who received coverage through the ACA, otherwise known as Obamacare.

THE FUTURE OF AFFORDABLE CARE

During his campaign, President Donald Trump promised voters to repeal ACA. While that hasn't happened, the law has been weakened with marketplace premiums on the rise. In September, the Florida Office of Insurance Regulations estimated premiums would rise by 45 percent next year. The cause being the uncertain future of the ACA. After looking for 2018 plans, Tom LaNasa said it would be more than $3,730 a month to insure both him and his wife through the marketplace. Before that, they were paying less than $1,000 for their silver plan.

Solnick said her premium is now tripled from the first year she signed up. There were also more choices.

"At that time (during first enrollment), there was a lot to choose from," she said.

"Not so much now."

In Florida, where insurance providers have dwindled, Tom said they've never been able to keep the same policy since they signed up in 2013. In Escambia County, there is expected to be just one insurer in the marketplace next year. Around 15,000 people are insured here, according to a graphic from the Washington Post.

Still, the LaNasas consider themselves fortunate to have coverage at all.

"We went to the emergency room and it was full of people, a lot of them didn't have a primary doctor because they couldn't afford it," Nancy said.

of the ACA has been the coverage of preexisting conditions. Even with the threats of repealing the law, Nancy hopes that any replacement of the ACA keeps pre-existing conditions insured.

"This particular cancer could come back," she said. "I still have to do CT scans for the next five years."

Florida is also one of 19 states that did not expand Medicaid. Without the expansion, there's a gap of people who are left without any coverage options. If you live under the poverty level—the 2016 threshold for a oneperson household is an annual income of $12,228—and you don't qualify for Medicaid under your state's rules, you still won't find a plan through the marketplace.

"Some people are too rich for Medicaid and too poor for ACA," Tom said.

After two failed attempts at repealing and/or replacing ACA, Republican lawmakers have not given up. President Trump has threatened to cut subsidies, which help pay for the out-of-pocket expense for low-income people. And last week, Senate Republicans announced a tax plan, which includes ending the ACA mandate. Critics of the plan say this action essentially repeals the law.

Congressman Matt Gaetz, who represents the 1st district in Florida, is in favor of the repeal. In June, Gaetz said conservatives should "call the bluffs" of Republicans who passed a repeal of Obamacare in 2016 but in 2017 are saying "now that we could actually get it done, I find myself wringing my hands, wetting the bed and hiding under a table somewhere."

After the House passed the tax reform bill on Nov. 16, Gaetz went on Fox News with his comments.

"Some people are too rich for Medicaid and too poor for ACA." Tom LaNasa "If tax reform turns out to be the vehicle that can give us some liberty from the individual mandate that's costing money and hurting our economy, I say all the better," he said.

MEETING IN THE MIDDLE

While the debate over healthcare continues, there are bipartisan efforts to reform.

In a recent op-ed piece, Jules Kariher, Chief Advocacy Officer for Ascension healthcare organization (which Sacred Heart Health System is a part of), talks about ways to cross the aisle and reform healthcare.

Kariher writes that there is a need to stabilize the individual insurance market and applauds the efforts of senators Lamar Alexander (R-Tenn.) and Patty Murray (D-Wash.) to create the Bipartisan Health Care Stabilization Act of 2017 to fund cost-sharing subsidies and provide more flexibility for states.

Kariher says other timely issues include federal funding for Children's Health Insurance Program, support for community health centers, access to care for veterans, restraining and price hikes for prescription

drugs. She also expressed concerns for children of low-income families.

"As the only children's hospital in the region, Sacred Heart provides a disproportionate share of care to low-income families who rely on Medicaid funding for children's care," she wrote. "Sacred Heart stands to lose large amounts of funding unless lawmakers work together to prevent reductions in payments to healthcare providers who serve a disproportionate number of patients who are most vulnerable."

Kariher said there have been "major" budget cuts to Medicaid in Florida.

"The State cut $521 million from hospital Medicaid payments this year and Sacred Heart lost $17 million in reimbursement as a result," she wrote "At a time when safety net hospitals like Sacred Heart are seeing more uninsured persons, Medicaid's reimbursement has dropped to only 50 percent of the actual cost of providing care."

COVERING MENTAL HEALTH

Another important, though not as talked about, side of the ACA is how it expanded mental health coverage. All plans through ACA are required to cover mental health and substance use disorder.

As a psychologist, Patrick Preston said he saw the ACA as a positive turn for the country and people who suffered from mental illness.

"It opened up the opportunity for people to get the care they needed," said Preston, who owns a practice in Pensacola. "I've seen people who were suicidal get the help they needed.

This really saved lives."

At his practice, Preston sees clients who are suffering from PTSD. Regular therapy, which can last from six to 16 sessions, can dramatically help someone. Now, with premiums

Preston said he had taken some hits at his practice to help prevent patients from "falling between then cracks." However, some chose to stop treatment altogether.

"I've seen folks who were responding really well to treatment, but then they had to bow out," he said.

Preston said he believes better access to mental healthcare can be good for the economy. People with a healthy mind do better at work and can eventually move on to better jobs. Taking away access only creates more stress, he said.

"When you get to the heart of the matter, these political games just hurt everybody," he said.

SIGN UP

Despite its uncertain future, Americans are signing up for healthcare at a faster pace than last year.

Already, more than 1.48 million have signed up for healthcare, a 46 percent increase from this time in 2016, according to the federal Centers for Medicare and Medicaid Services.

The deadline is shorter than in previous years running from Nov. 1 to Dec. 15.

Insurance can be complicated. For those who are anxious or unsure about the process, you can opt to sign up through a healthcare navigator. Navigators are free of charge and help you find the plan that fits your needs.

While many nonprofits and organizations provide this service, the Epilepsy Foundation of Florida (EFOF) is the second-largest provider of ACA enrollment assistance. You can sign up for assistance at 1-877-553-7453. On average, enrollment takes about an hour.

Cecily Chundrlek is the regional organizer for the ACA Navigation Program for EFOF covering the panhandle to Jacksonville. Since the first open enrollment in 2013, the nonprofit has helped 20,000 people get coverage.

"The Epilepsy Foundation of Florida originally started the navigation program to assist our own clients who were not covered by insurance," Chundrlek said. "This program was ideal for them since Epilepsy is a pre-existing condition...the program expanded when we realized that there was such a need in the community for us to provide the navigation service."

Chundrlek said most clients are able to find a plan through ACA, but there are some who cannot meet income requirements. In those cases, EFOF navigators try to link those clients to community resources or private insurance companies.

As early adapters to ACA, Nancy and Tom advise folks looking for insurance to do their research and opt for any coverage over no coverage. You never know when you may need it.

"It's literally a lifesaver," Nancy said.

A Creative Side of Feminism

Painting by Courtney Whitworth Pensacola Museum of Art debuts a pop-up exhibit, "Feminist Iconography IV," this month in partnership with the Women's Study Collective at UWF and the UWF Women's, Gender and Sexuality Studies Program alongside the traveling exhibit, "Rebels with a Cause: American Impressionist Women."

The annual pop-up exhibit will feature work from students and faculty of UWF that explores gender, sexuality and feminist themes. In addition to the pop-up exhibit, there will be an opening reception featuring an interdisciplinary lecture that covers the presence of women, sexuality and gender in art throughout history and today.

If the title of the show suggests religious connotations, that's by design. The

Women's Study Collective and the UWF Women's, Gender and Sexuality Studies program wants to communicate the power and impact of the feminist issues addressed in the exhibition.

"Using 'Feminist Iconography' as the title of our show, we are making a statement that art is a powerful medium which addresses feminist issues such as sexuality, gender and race," said Maggie Crain, co-president of the Women's Studies Collective and a history graduate student at UWF. "In many ways, art is being used as a voice and, as such, can claim a place in the larger art-world or culture."

The show addresses a variety of feminist issues through various mediums and from diverse perspectives. Both UWF faculty and students will have work on display in the pop-up exhibition, disrupting the usual context of the academic structure.

"Everyone's art is on an equal footing, which is a very feminist concept," said Crain.

Rebecca Steward, academic advisor for the Women's, Gender, and Sexuality Studies at UWF, hopes that the exhibit will unite people of different backgrounds and experiences around the common theme of feminism. "'Feminist Iconography IV' is designed to showcase common threads present in various groups of people and disciplines.

Our theme is very much intended to embrace diversity by bringing various groups of people together," said Steward.

The pop-up exhibit is also a way to enrich the visitor's experience of the female impressionists featured in the traveling

exhibit, "Rebels with a Cause: American Impressionist Women," organized by the Huntsville Museum of Art. "Feminist Iconography" will serve as a modern connection to the impressionist work.

"I think the ultimate goal is to get visitors to the museum to think about the progression of women in art or how feminist ideas are expressed through art."

Kylie Pugh, co-president of the Women's Studies Collective and an English graduate student at UWF, hopes that the impact of complementing the female-driven "Rebels with a Cause" show with the "Feminist Iconography" pop-up exhibit will drive home the importance of featuring more women in all disciplines.

"Feminism is about inclusivity and equality. These are two things that are often not featured in many disciplines, including art. Having feminist art exhibits proudly puts on display perspectives and themes that

you may not typically see in traditional art shows or in the everyday interactions with art," said Pugh.

This pop-up exhibit will support a critical part of the Women's Studies Collective's mission: to heighten the public's awareness of the issues surrounding Women's Studies and garner support for women's issues and experiences.

"Through this art exhibit we can both create a discussion about social justice/ injustices as well as celebrate successes within our community. It's important to create a safe space to foster these values and engage in the important discussions that are cultivated at diversity-centered events such as this exhibit," said Steward.

"Having a feminist-themed art exhibit at a respected community staple such as the PMA is an ideal way to carry out that mission with integrity." {in}

news of the weird NEWS THAT SOUNDS LIKE A JOKE White people living in Lawrenceville, Georgia, had the chance of a lifetime on Nov. 16 to attend a "Come Meet a Black Person" event sponsored

by Urban MediaMakers, a group for filmmakers and content creators. Cheryle Moses, who founded the group, said she read in a 2013 study that most white people don't have any nonwhite friends. "I want to do my part to change things," she told The Washington Post.

"I have never met a black person," one person commented on Moses' Facebook post. "What do you recommend I bring that they would like?" Later, WXIA-TV reported that more the two dozen people showed up to share chili and cornbread, but fewer than a half-dozen were white.

UNCLEAR ON THE CONCEPT The Detroit Police Department got a little carried away on Nov. 9 while trying to address a persistent drug problem on the city's east side. Two undercover special ops officers from the 12th Precinct were posing as drug dealers on a street corner when undercover officers from the 11th Precinct arrived and, not recognizing their colleagues, ordered the 12th Precinct officers to the ground.

Shortly, more 12th Precinct officers showed up and the action moved to a house where, as Fox 2 News described it, a turf war broke out as officers from the two precincts engaged in fistfights with each other. An internal investigation is underway, and the police department has declined comment.

RUDE AWAKENING A family in Vero Beach, Florida, were rudely awakened early on Nov. 11 when Jacob Johnson Futch, 31, climbed onto their roof to, as he later told authorities, carry out a meeting with an agent of the Drug Enforcement Agency. WPTV reported the family didn't know Futch and called Indian River Sheriff's deputies to say that someone was stomping on their roof, yelling and howling.

When asked, Futch admitted injecting methamphetamines earlier that morning. He was charged with trespassing and held in the Indian River County jail.

THE CONTINUING CRISIS An unnamed man in Frankfurt, Germany, called police 20 years ago to report his Volkswagen Passat missing, believing it had been stolen. In November, the car was found just where the driver had left it, according to Metro News — in a parking garage that is now scheduled to be demolished.

Police drove the 76-year-old to the garage to be reunited with his car, which is unfit to drive, before sending it off to the scrap heap.

FLYING SOLO Office workers at Cambridge Research Park in Waterbeach, Cambridgeshire, England, feared the worst as they rushed outside on Nov. 13 after watching a hot air balloon crash into a fence in their parking lot.

News: "Either they had bailed out and jumped out before crashing or the balloon escaped from its mooring lines." Cambridgeshire Police later discovered the balloon had taken off when the pilot got out of the basket to secure it to the ground.

BRIGHT IDEAS Dunedin, New Zealand, police Sgt. Bryce Johnson told Stuff.nz that he's seen people reading newspapers, putting on makeup and using their mobile phones while driving, but pulling over a driver who was playing bagpipes while driving, as he did on Nov. 15, was a first for him. "His fingers were going a million miles an hour," Johnson said. The driver, who admitted to being a bagpipe player, said he was only doing "air bagpipe," and a search of the car did not turn up the instrument. He was released with a warning, but Johnson urged other drivers to keep both hands on the wheel at all times.

• The Hopkinton, Massachusetts, Police Department cited an unnamed driver of a Buick Century on Nov. 12 for making their own license plate out of a pizza box and markers.

The plate, which reads "MASS" at the top and sports a sloppily rendered six-digit number, prompted police to post some helpful warnings to creative citizens on its Facebook page and resulted in charges including operating an uninsured and unregistered vehicle and attaching "fake homemade" plates.

CRIME REPORT In the wee hours of Nov. 5, before the McDonald's in Columbia, Maryland, had opened, a woman reached through the drive-thru window and tried to pour herself a soda, but she couldn't reach the dispenser. The Associated Press reports that, rather than driving down the road to a 24-hour restaurant, she can be seen on surveillance video squeezing herself through the drive-thru window, pouring herself a soda and collecting a box full of unidentified items before taking off. The thief remains at large.

AWESOME! Indian computer coder Suyash Dixit braved perilous terrorist-infested territory and drove six hours in early November to plant his flag and declare himself king in the last remaining unclaimed habitable place on Earth — Bir Tawil, a border area between Sudan and Egypt. "I am the king! This is no joke, I own a country now! Time to write an email to U.N.," he told The Telegraph. King Dixit has also created a website for his new nation, where he is encouraging people to apply for citizenship.
