FLORIDA DEPARTMENT OF CORRECTIONS In an effort to crackdown on

contraband in its prisons, the agency has approved strip searches of visitors, even though internal department data shows that only 2.5 percent of the contraband has been attributable to visitors. The strip searches appear to primarily target women and range from the removal or lifting of a bra to taking off shirts and pants. The Times-Union analyzed consent forms to determine the genders of those being searched at Baker Correctional Institution. More than 97 percent of nearly 200 searches in a three-month span were conducted on females, including a 72-year-old breast cancer survivor.

TRUMP ADMINISTRATION TURNOVER The resignations and firings has continued at the White House. Some praise the turnovers as part of President Trump's draining of the swamp, but these are people Trump chose. The latest group of dismissals includes National security adviser H.R. McMaster, Secretary of State Rex Tillerson, Special assistant and personal aide to the president John McEntee and Economic adviser Gary Cohn. Next up?

STATE EMPLOYEES CHARITABLE CAMPAIGN Gov. Rick Scott signed a bill that elimi-

nated a decades-old state employees' charitable campaign. United Way had long managed the payroll-deduction program until the state hired a New Jersey firm to be the fiscal agent.

The program was suspended in December 2016 when House staff analysis found 63 percent of every dollar pledged would have gone to fiscalagent fees instead of charities.

RAISING 'LITTLE MONSTERS' Escambia County Commissioner Doug Underhill disapproved of the March for Our Lives rallies last weekend. In a series of posts on Facebook, the commissioner called the teenagers "pathetic," "miscreants" and "little monsters" and accused them of "prostituting the deaths of their classmates to drive an agenda."

Underhill believes that agenda was to demand the government take away his rights to own guns. He called the high school and middle students, notably Marjory Stoneman Douglas High School senior Emma Gonzalez, threats to our nation. He said, "Pathetically misled children. Teach them civics…and take them to the range and teach them how to exercise their Constitutional RESPONSIBILITY (his emphasis) to be armed, trained, and disciplined."

Inweekly interviewed local students who joined the march. They favored banning the future sales of AR-15 rifles, raising the age to purchase all guns to 21, and imposing a threeday waiting period on all gun purchases. Our polling found the majority of Floridians agree with the teenagers.

Fifty-nine percent agreed with banning future sales of AR-15 rifle in Florida. Vast percentages of voters also favored raising the age to purchase all guns to 21 (65.8%) and

imposing a three-day waiting period on all gun purchases (84.2%).

Whether a county commissioner agrees or disagrees with the reasons for the protest, I'm disappointed that an elected official felt compelled to attack children and call them names.

I congratulate the teenagers for exercising their First Amendment rights because I have raised my children to speak out and be engaged in the political process. However, I'm a product of the civil rights era when we protested segregation and the disfranchisement of the black community. We spoke out not knowing that we would ever win. Many adults didn't like it, but we wanted a different world than our parents.

In Underhill's world, I guess I was a little monster.

When Movement for Change protested the deaths in the county jail a decade ago, I joined that march, which must make me a big monster.

And I'm probably seen as a bad parent for teaching my children to be little monsters, too, and speak their minds on issues.

Two weeks ago, I asked my daughter if my grandson participated in the school walkout.

She said the two-year-old would have walked out of his daycare, but he doesn't know how to work doorknobs.

Watch out, Commissioner. There may be more little monsters on the horizon. {in} rick@inweekly.net

NEW TOURISM CAMPAIGNS LAUNCHED

Last week, Visit Pensacola and Art, Culture, and Entertainment Inc. (ACE) announced new marketing campaigns, "Pensacola Tourism Works" and "Vacation Artfully" respectively.

On March 20, ACE, a nonprofit organization formed to promote the arts and culture in Pensacola, made its announcement at the "State of the Arts" luncheon with Florida Secretary of State Ken Detzner and Sandy Shaughnessy, director of the Florida Division of Cultural Affairs, in attendance to highlight the economic impact of arts and culture spending.

Detzner, who is also the state's chief cultural officer and oversees the Division of Cultural Affairs, said Pensacola has some of the best leadership in the state of Florida.

"You have some of the finest people who support the arts," he told the audience. "I congratulate you for visioning what an ideal community can be. Your investment in the arts shows the depth of this community."

Detzner said the total economic impact of arts and culture in Florida is $4.68 billion, which he called "real money." The arts have created 132,366 jobs statewide and generated $201 million in local tax revenue and $292 million in state taxes.

Shaughnessy talked about the Arts & Economic Prosperity 5 study that showed how nonprofit arts and cultural organizations leveraged their $2.29 billion in spending in 2015 to generate $2.39 billion in additional spending by their audiences in hotels, restaurants, retail stores, parking garages and other local businesses.

She addressed the misconception that communities take away from local economic development when they invest in arts and culture. According to the study, communities that support the arts not only enhance their quality of life but also invest in their economic well-being. The average dollars spent per person per cultural event is $33.53, excluding the cost of the ticket.

Economist Rick Harper, who is also a board member of ACE, presented findings from a study that looked at spending surrounding the organization's Foo Foo Fest, a 12-day celebration of the arts held in the late fall. He said that Foo Foo Fest has been a key driver of expanding the shoulder tourism season, the period from September through April.

According to the study, people on average stayed an additional two days in Pensacola because of the festival. The total local eco-

nomic impact of arts and cultural organization spending created $89 million in new economic activity and supported 2,900 jobs in Escambia and Santa Rosa counties.

David Bear, trustee emeritus and founder of ACE announced to the audience of 125 community leaders the ACE's "Vacation Artfully," a national tourism campaign highlighting Pensacola as one of the premier arts and culture coastal communities in the United States.

The city is the only municipality from Mobile, Ala. to Tampa, Fla. that has the "big five"—an opera, symphony, ballet, community theatre and art museum.

"Pensacola, Fla. has established a stellar reputation for its unique, diverse cultural and arts offerings," said Bear. "We're excited to welcome visitors and encourage everyone to Vacation Artfully in the city that is quickly becoming a premier cultural destination."

Bear also announced the creation of a new website for the campaign, vacationartfully.com.

TOURISM WORKS

On the day of "State of the Arts" presentation, Gov. Rick Scott announced that Florida drew an estimated 116.5 million visitors in 2017, up 3.6 percent from the previous high of 112.4 million in 2016.

"Because of VISIT FLORIDA's aggressive marketing efforts to make sure families across the world knew that Florida was open to visitors following Hurricane Irma, we are able to celebrate another record-breaking year for tourism," Scott said in a prepared statement.

"This is especially great news for the 1.4 million jobs that rely on our growing tourism industry.

We will continue to market our state as the number one global destination for tourism."

VISIT FLORIDA estimates that the record number of visitors breaks down to 102.3 million domestic visitors, 10.7 million overseas visitors and 3.5 million Canadian visitors coming to the Sunshine State.

Total enplanements at Florida's 18 major airports in 2017 increased 4.1 percent over the same period the previous year, with 87.2 million passengers. The number of hotel rooms sold in Florida during 2017 grew by 4.6 percent compared to quarter four 2016. During the same period, Florida's average daily room rate (ADR) increased by 2.6 percent and occupancy by 3.2 percent.

Florida set the record despite losing 1.8 million visitors due to Hurricane Irma, according to a recent report commissioned by VISIT FLORIDA. Additionally, Irma resulted in a loss of $1.5 billion in visitor spending, with $1.1 billion attributable to domestic visitors and $400 million for international visitors.

Visitation was hit hardest in September, with visitation falling 13.5 percent relative to anticipated growth. However, losses were drastically reduced by October, and even more so in the following months. VISIT FLORIDA's Post-Irma Marketing Campaign helped curb the effects of Irma on visitation,

with an estimated 358 million impressions in the month following Irma.

Ken Lawson, President and CEO of VISIT FLORIDA, said, "Because of the cutting-edge marketing programs at VISIT FLORIDA, particularly following Hurricane Irma, we were able to increase total visitation by 3.6 percent over last year, resulting in billions of dollars in revenue for the state. We are continuing to aggressively market the Sunshine State to the rest of the country and the rest of the world."

Ken Lawson The following day at a press conference at the Pensacola Visitor's Center at Wayside Park, Visit Pensacola announced its new marketing campaign aimed at locals to impress upon them the impact of tourism on the economy of Escambia County—"Tourism Works for Pensacola."

The new campaign will focus on five aspects of what tourism does for Pensacola: the jobs and wages it brings, the spending in the local economy by tourists, the tax revenue tourism generates, the return on investment for marketing Pensacola as a tourism destination and the "quality of place" tourism creates for residents.

In 2016, more than 2 million tourists visited Escambia County, resulting in nearly $22 million in tax revenue and nearly $800 million in direct visitor spending, according to Visit Pensacola. Visitors pay 41 percent of all taxes collected by Escambia County.

For every dollar spent on marketing Pensacola to tourists, the county receives $3 in taxes. Local Escambia County businesses receive $107 for every $1 invested in Pensacola tourism promotion.

In addition, the hospitality industry employs over 22,300 Escambia County citizens. Tourism is directly responsible for 17 percent of Escambia County jobs.

Visitors to Escambia County spent more than $787 million in 2016, and Visit Pensacola officials said that number is on a trajectory to hit $1 billion by 2022 or 2023.

"For every $1 spent marketing the Pensacola Bay Area, the hospitality industry returns $3 in taxes, and local businesses gain $107," President of Visit Pensacola Steve Hayes said. "The restaurants, shops, nightlife and attractions we love are here for our enjoyment because of our guests.

They are the ones who cause multiple new businesses to open every year, ultimately making Pensacola a better place to live, work and play."

AND THEY MARCHED Both kids and adults took to the streets in downtown Pensacola on Saturday, March 24 to peacefully protest for gun control legislation in response to the Marjory Stoneman Douglas High School shooting on Feb. 14 in Parkland.

Hundreds gathered on N. Palafox Saturday morning for the local March for Our Lives rally. A portion of downtown streets were

already closed for the Ciclovia events, but it didn't interfere with the route of the march.

A handful of speakers gave speeches before the walk headed down S. Palafox and to Pensacola City Hall. There a group of young advocates stood their ground for about half an hour, leading the crowd in chants of "Never Again," "Enough is Enough" and "Vote Them Out," referring to GOP lawmakers who have not taken a strong enough stance against gun violence.

Millions of Americans marched in their own cities. In neighboring Santa Rosa County, there were two marches—one in Gulf Breeze and one in Navarre. In Washington, D.C., the main March for Our Lives event garnered a crowd of approximately 200,000 according to news reports.

HAYWARD PASSES ON THIRD TERM

Ashton Hayward announced that he would not seek a third term.

"Serving as Pensacola's mayor for the past seven years has been the greatest honor and privilege of my life," said the mayor. "I've been humbled to lead our city during a truly transformational time and to advocate for Pensacola across the state, throughout the nation, and around the world."

He expressed his belief that the best leaders are citizen servants.

"True leaders know when to step aside and make way for new voices and new ideas," said Hayward. "After reflecting and praying with my family, I have decided not to seek a third term as mayor of Pensacola."

He pointed out the city's progress over the past eight years, citing the renaissance of downtown Pensacola, the addition of ST Engineering, Southwest Airlines, and UPS at the Pensacola International Airport and the "first murder-free year in nearly three decades last year."

"Every one of our successes has been a team effort, and I want to thank the city council, our great city employees, our business community, my friends, and sup-

porters for everything they've done to help make Pensacola the thriving, vibrant city we've become," said the mayor.

"Most of all, I want to thank my wife An, my son Aiden, my parents, and the rest of my family for the sacrifices they have made while allowing me to serve our city. Nothing I have done would have been possible without their love and support."

IMPACT GRANT WORKSHOP IMPACT

100 Pensacola Bay Area has announced its annual Nonprofit Workshop. The workshop is open to all nonprofit organizations in Escambia and Santa Rosa counties to learn about the grant process, get tips for writing a successful grant, and be inspired to create a winning project for the 15th year of giving.

The workshop will be held on Thursday, April 19, from 9 a.m.-12:15 p.m. at the Brownsville Community Center, 3200 W. DeSoto St. Check-in begins at 8:30 a.m.

This year's workshop will feature special guest speaker, Wendy Steele, founder of IMPACT 100. Steele will present "15 Years. 10 Million Dollars. Still making an IMPACT." The workshop will focus on the IMPACT

This year, IMPACT 100 Pensacola Bay area will award eleven project grants of $100,300 to nonprofit organizations in Escambia and Santa Rosa counties. Letters of Intent to Apply for a grant are due by noon on April 30. A Letter of Intent (LOI) must be submitted in order to apply for a grant; however, submitting an LOI does not obligate an organization to submit a grant application. Grant Applications must be submitted by noon on Wednesday, June 13.

Under the direction of Board President, Jerry Unruh, VADM, USN (Ret.), the Pensacola Children's Chorus is pleased to award The Spirit of Pensacola Collegiate Scholarships of the Pensacola Children's Chorus, two awards each valued at $1,500.00.

"Words cannot express the enjoyment that I and all the volunteers feel as we work with the chorus, and we want to make it even better," Unruh explained.

The Spirit of Pensacola Scholarship will be awarded to an outstanding graduating senior who best exemplifies the qualities of honor, courage, and commitment. True to the civic and military fabric of Pensacola, the awardee shall be selected and recognized for significant service and leadership in their own community and that of the Pensacola Children's Chorus.

NEW UWF TRUSTEES The University of West Florida Board of Trustees recently welcomed two new trustees, Jill Singer and Alonzie Scott III, following their appointments

Singer serves as the vice president of national security for AT&T Public Sector, where she leads the company's business activities for the Intelligence Community, delivering strategic technology solutions and services to national security agencies.

She also serves as an executive-on-grounds for the University of Virginia's McIntire School of Commerce and on the board of the International Spy Museum and the Intelligence and National Security Alliance.

Scott, who succeeds LuTimothy May, currently serves as the program manager for the Naval Surface Warfare Center in the Enterprise Talent Management Office in Philadelphia where he also serves as the senior executive advisor to the technical director. During his career with the Department of the Navy, Scott served as the director of the Enterprise Talent Management Office for the Naval Sea System Command Headquarters.

he Inweekly Power List has attracted the attention of readers since we first published it in June 2007. Created on an Atlas Oyster House cocktail napkin, the inaugural list attempted to rank the most influential people in Escambia County. No one had ever dared to classify people based on their ability to get things done.

We published the 2007 Power List under the title, "Who's the Man?" Fred Levin topped the list, followed by Judge Lacey Collier, Ted Ciano, Jim Reeves, Lewis Bear Jr. and 45 other men and

women. Published without fanfare, we had no idea how the issue would be received.

Within hours of the paper hitting the newsstands, our phones began ringing. Some appreciated being on the list, others were upset they had been omitted.

From the reactions, we knew that we had a hit and had created a new Inweekly tradition.

Over the past 11 years, the list has grown to 100 people. We seek input from the community, and the screening process takes weeks as people are moved up and down the list as we get closer to the publication date.

This year we eliminated elected officials and others associated with local government agencies because so much of their influence is tied to their posts. Besides, how do you differentiate the importance of five county commissioner or school board members who have equal power?

The Power List has grown beyond the cocktail napkin and has become much harder to rank. The degrees of separation are slight, which makes the endeavor fun to write and debate.

We hope you enjoy reading the 2018 Power List edition.

The Legend: James J. Reeves I've known James J. Reeves since I first moved to Pensacola in 1982. He was my "Mr. Sunshine," the club's official joke teller, when I served as president of the Gulf Breeze Rotary.

Since I started Inweekly, we have been on opposite sides of various issues, but I've always enjoyed talking with him and hearing his yarns about Pensacola politics.

At the age of 80, he has plenty of yarns to share, so it was a treat to sit down in his Bayfront Parkway office, surrounded by memorabilia from his six decades in politics, drink Tab and listen to this year's No. 1 on the Inweekly Power List.

"I got into politics the minute I got out of law school," said Reeves. "I went into practice with J.D. Hopkins who told me that I needed to join the Jaycees. I ended up being the club's

president, and when I finished my term as president, I ran for the state legislature."

He defeated an entrenched politician, Escambia County School Board Member Dean Belcher, in 1966. Though he ran as a Democrat, Reeves had advertising executive Pat Dodson and five other Republicans work on his campaign. He was elected on the campaign promise to create the Historic Pensacola Preservation Board.

State Senator Reubin Askew told Reeves that the bill would be difficult to pass, and even if both chambers passed it, Republican Gov. Claude Kirk would veto it.

"Well I got HB 153 passed in the House, and I went down to the Senate and said, 'Reubin, I got that bill passed 118 to 1. You know the bill you told me I wasn't going to get passed?'" said Reeves.

Senator Askew was surprised that the freshman state representative got the bill passed. Reeves remembered, "He came back the next day and said it passed the Senate 38 to 0. You know he was so proud that he had gotten a unanimous vote and I had one vote against it."

Askew still insisted that the Gov. Kirk would veto the bill, but Reeves had an ace-

2018 inweekly POWER LIST in-the-hole. Reeves said, "The governor didn't veto it because my campaign manager was Pat Dodson, a Republican that he had appointed as assistant secretary to the Department of Corrections."

In 1972, Reeves was reapportioned out office when his district was split with Santa Rosa County. He said, "I wasn't going to run against Ed Fortune, so I retired after six years. I always say, 'I never got tired of kissing babies, but I didn't enjoy kissing the other end.'"

A group of citizens led by Mutual Federal president E.W. Hopkins asked him to run against the city's airport manager.

"I won by 44 votes, so they bought me a T-shirt, the same group that got me to run, that said, 'Landslide 44 votes," laughed Reeves.

He served six years on the council and was once again forced out by reapportionment. A federal judge ordered the city to create single-

member districts. The court approved seven single-member districts and three at-large seats. Reeves ran for one of the single-member seats and lost.

Over the years, Reeves chartered or bought six banks—"two federal savings and loan, three banks and one bank that we took over, Liberty Bank, that became Whitney Bank and then Hancock Bank."

Why? He said, "Nobody admits this, but the reason to charter a bank is like somebody said, 'Why do you rob banks?" And I said, "Well that's where the money is.'"

Reeves continued. "If you've got a good customer base, that's also a power base.

That's an aspect, but what they won't tell you is when you charter a little independent bank, all you're doing is betting that some big fish is going to buy it. That's when you get paid off."

In 1969, Reeves built the Mai Kai Motel.

He named its bar "The Sandshaker." The problem was he didn't know how to run a bar. He hired Linda Taylor away from the Howard Johnson Motel and worked out an installment plan for her to eventually buy him out.

"I never could make any money there," he said. "I had to hire bartenders. They wanted to show their tits for tips; it was just a big headache."

Reeves also built the Tiki Motel and the Howard Johnson, the first franchise motel on Pensacola Beach. He had the majority share of a real estate investment group that owned the Barbary Coast and six hundred acres on the Gulf and another six hundred on the Sound. His partners bought him out for $1.1 million and ran the properties.

"They lasted four years, and everything got foreclosed on," said Reeves. "I bought two of the pieces back. I'll never forget I left my little bookkeeper over there and asked about the half million dollars' worth of CD's the company once had. She said they wouldn't know a CD if it hit them right in the ass."

He has since sold all the properties, except for the site for his Pensacola Beach RV Resort.

In the 1960s, Reeves put together a group that bought half of Perdido Key. He said, "Sikes was the congressman, and ultimately the federal government bought that from us. I'll never forget I got a $600,000 check in the early '70s. Now that would get you on your way."

In the late 1990s, he partnered with his daughter, architect Michelle MacNeil, to create well-built, low-income housing in Pensacola. The state of Florida had the State Apartment Incentive Loan program (SAIL) that provided low-interest loans on a competitive basis to affordable housing developers each year.

"When we applied for that, we came out number one in the state of Florida, because we placed all our duplexes on scattered sites," he said. "Instead of building a ghetto, you had people living in neighborhoods."

"Instead of building a ghetto, you had people living in neighborhoods." Reeves He said, "Here we are 27 years later, and they're still in good shape. The design of them is just the 360-degree opposite of Habitat for Humanity. It's got some style to it. All of them are still in existence."

Since then, he and his daughter have built more units. The last project was six buildings for elderly housing in Myrtle Grove.

"They had come to me and said, 'We had this contractor, and he's gone broke on us.' So I had to buy the son of bitches at a

He's a big risk taker, and all that does is create the cataclysm for other people to step up and do."

2. Martha Saunders President, University of West Florida The sixth president of the University of West Florida had a very successful first year. UWF ranked in the top three in the Florida Board of Governors performance-based funding metrics. The UWF archaeology team discovered the third shipwreck from the Spanish fleet linked

to Tristan de Luna y Arellano's 16thcentury expedition. UWF athletics earned 22 championships including the men's tennis team winning the NCAA Division II national championship for the fourth time in the program's history and the football team playing in the NCAA Division

II national championship in only its second season. The UWF's 50th Anniversary Capital Campaign raised more than $62 million, exceeding the campaign goal of $50 million. With two previous university presidencies under her belt, Saunders has a set an ambitious course for the university.

3. C. Edward Meadows President, Pensacola State College Since 2008, Dr. Meadows has served as the president of the beloved community college, Pensacola State College. He has been one of this area's most prominent champions for workforce development. Under his leadership, Pensacola State College has expanded access to its programs through

increasing distance learning and developing a new center in South Santa Rosa County to complement its satellite campuses in Warrington and Milton.

He commissioned a study to identify gaps in the local workforce, which led to new programs in veterinary science, healthcare management, graphic design

and cybersecurity. For the past two years, the Community College Futures Assembly has awarded PSC the national Bellwether Award for its virtual tutoring program in 2017 and its Century Mobile Welding Program this year. The National Bellwether Award has been described as the Heisman Trophy for colleges.

4. Robert Rinke

Broker/Owner Levin Rinke Realty; Managing Partner of Levin Rinke Development Rinke moved to Pensacola Beach from California in 1991. He started Levin Rinke Realty with the late Allen Levin, selling over $2 billion in real estate over the last 25 years. He has made selling the Pensacola lifestyle his passion. Seeing a need for

5. John Peacock Financial Advisor, CFPÂŽ, Edward Jones The chairman of the Downtown Improvement Board has worked hard to continue the growth and improvement of its 44 blocks.

Under his leadership, the board has handed off events, such as Gallery Nights, to the private sector and focused on improving aesthetics

and downtown parking. Downtown Pensacola has a very positive vibe, and Peacock deserves credit for keeping the momentum headed in the right direction. His efforts with the DIB, Big Brothers Big Sisters, and the Panhandle Charitable Open earned Peacock recognition as "2014 Community Leader of

the Year" from the Greater Pensacola Chamber. His commitment to the Panhandle Charitable Open sprang from his pledge to make something positive out of the loss of his 17-year-old son who died in a car accident. In total, the tournament has distributed over a million dollars to local charities.

6. Troy Rafferty Shareholder, Levin, Papantonio

Rafferty is a recipient of the Perry Nichols Award from the Florida Justice Association, the highest award given by the organization and presented to an attorney who has demonstrated an extended and distinguished commitment to the cause of justice in Florida and the

nation. In 2017, he was honored with the "Living the Dream Award," given to those who exemplify the ideals of civil rights leader, Dr. Martin Luther King, Jr. Rafferty also funds The Rafferty Scholarship/Award, which is awarded annually to two area high school prep athletes. Area high schools compete

to be awarded the Rafferty Cup for excellence in athletic achievement.

Rafferty and his wife also have established a scholarship fund supervised

by Southern Youth Sports Association to provide college educations for inner-city youth. The Raffertys pledged $50,000 annually to the program.

7. Julian MacQueen Founder/CEO, Innisfree Hotels

The former Executive Vice President of Family Inns of America founded Innisfree Hotels in 1985.

His company has grown from a singleproperty operation to one of the largest hotel management companies in the Southern United States, with more than 2,700 rooms owned and managed and

more than 1,500 employees. On Pensacola Beach alone, Innisfree has the Hilton Pensacola Beach Gulf Front, Holiday Inn Resort, Hampton Inn and Travelodge. MacQueen was a big advocate for breaking tourism marketing away from the Greater Pensacola Chamber into Visit Pensacola in 2014. He also

created The Hive, Innisfree Hotels' corporate social responsibility program that fosters a workplace promoting community service. One of The Hive's first projects was From the Ground Up Community Garden, a sustainable community garden in the heart of Pensacola.

8. Belle Bear

Co-founder IMPACT 100 Pensacola Bay Area If Belle Bear is behind a cause, then that cause will be successful. She was a founding board member of Big Brothers/Big Sisters of Northwest Florida and IMPACT 100 Pensacola Bay. She was a board member for Catholic Social Services and remains

an honorary member of their board.

She has served as president of the ARC Foundation Board and as a board member for FavorHouse, Girl Scouts, the YMCA of Northwest Florida and the Women's Board of Sacred Heart Hospital. She is a Sustainer with the

Junior League of Pensacola and has been awarded the Joan Gonzalez Award for her outstanding contributions. She is a fierce advocate for several local charities, notably Arc Gateway, and she doesn't hesitate to call Gov. Rick Scott for help.

9. Sunil Gupta, MD

Founder Retina Specialty Institute, Intelligent Retinal Imaging Systems and USRetina

After founding RSI, one of the largest retinal clinics and research organizations in the country, he started USRetina, the largest association of private retina practices. To improve early detection and treatment of blinding conditions, he went on to create IRIS, a telemedicine platform for assessment of retinal disease, which was awarded Microsoft's 2017 Innovation Award.

His practice serves patients in 16 clinics across the Southeast with seven physicians.

Gupta was the past chairman of the Andrews Institute Ambulatory Surgery Center and a key organizer of this joint venture between Baptist Health Care and local physicians. He also serves on the board of the Andrews Research & Education Institute and helped to obtain funding for its adult stem cell research laboratory.

10. Susan Davis, RN, Ed.D President/CEO Sacred Heart Health System

Davis is the Alabama/Florida/Community Health Ministries Ministry Market Leader of Ascension Health, Inc. She has been actively involved with the American Heart Association, United Way, Hospice, American Cancer Society and serves as a trustee of Florida Hospital Association, Inc. She has led the effort to build the four-story, $85-million The Studer Family Children's Hospital at Sacred Heart, which is the only dedicated children's hospital, and the only Children's Miracle Network Hospital, in Northwest Florida, South Alabama and South Georgia. The Catholic Health Association of the United States last year named Davis its recipient of the 2017 Sister Concilia Moran Award for the transformative initiatives done under Davis' leadership at Sacred Heart and Providence Hospital in Mobile.

16. David Bear

Vice President, The Lewis Bear Company; Founder, Art, Culture and Entertainment, Inc. (ACE)

Bear formed ACE to help the area's many cultural and arts organizations. The organization's Foo Foo Festival has become an essential "shoulder season" event to draw tourists to the city. According to a recent study, local arts and cultural organization spending have created $89 million in new economic activity and supported 2,900 jobs in Escambia and Santa Rosa counties.

Smith served as the first Southern Company executive to participate in the PowerSecure Loaned Executive Program representing Gulf Power. Jim Reeves will join this group of movers and shakers who each earned the number one spot on the Inweekly Power List over the past 11 years.

Fred Levin (2007)

The flamboyant Pensacola trial attorney helped rewrite legislation in 1993 that led to a $13.2 billion settlement by the tobacco industry with the state of Florida. Levin received the Perry Nichols Award in 1994, which is the highest honor bestowed by the Academy of Florida Trial Lawyers. In 2009, Mr. Levin was inducted into the National Trial Lawyer Hall of Fame. In 2017, he gave $100,000 to support UWF football, as well as $550,000 to establish the Reubin O'D. Askew Institute for Multidisciplinary Studies. Mostly recently, he gifted his $8 million waterfront home and estate to the institution.

Quote: "Everything I've gotten in life I've had an awful lot of luck. Roy Jones fell in my lap. The tobacco legislation fell in my lap. Politics fell in my lap and everything else. I think I'm lucky."

J. Collier Merrill (2008)

When Presidents, Governors, U.S. Senators, Congressmen, and state lawmakers come to Pensacola, they want to be seen at the Merrill brothers' restaurant, The Fish House. Merrill runs Great Southern Restaurant Group that also owns the Atlas Oyster House, Jackson's Steakhouse and Five Sisters Blues Café. He is also the president of Merrill Land Company. Merrill has been named an Art Education Hero by

the Florida Cultural Alliance, Community Leader of the Year by the Greater Pensacola Chamber, Outstanding Volunteer Fundraiser by the National Society of Fund Raising Volunteers, Fiesta of Five Flag's DeLuna LXV and UWF Distinguished Fellow.

Lewis Bear, Jr. (2009)

The president and CEO of the Lewis Bear Company, a wholesale beer distributorship that his greatgrandfather founded in 1876, learned from his father the importance of giving back to the community. Bear has been the driving force behind the area's economic development recovery since 2004. He lobbied Gov. Rick Scott and state lawmakers for funds to help Northwest Florida recover from the Deepwater Horizon oil spill. Bear also has devoted countless hours to the University of West Florida Board of Trustees, which he has chaired, and UWF Foundation Board of Directors.

In 2013, The Bear Family Foundation donated $1 million support the UWF engineering department and supply chain logistics program.

Quote: "Whether they have been here all their lives or moved here, we have people who are committed to making this a better place to live. When I get committed to something, I can be pretty stubborn."

Quint Studer (2010)

The founder of Studer Group has led the charge to revitalize downtown Pensacola. He championed the Maritime Park.

Southtowne, his $50 million apartment project, has been transformative. The apartments are across the street from the new $16 million Bear Levin Studer Family YMCA, and his mixed-use office building that houses the Clark Partington law firm.

He has partnered with the University of Chicago to pilot the Thirty Million Words initiative in Pensacola. With the help of the News Journal, Studer has launched CivicCon, a series of thought-provoking speakers who have sparked discussion of how to shape Pensacola's future.

Quote: "You have a minority of people in the community, about 25 percent, that would be against anything. You have to be comfortable being uncomfortable."

Ashton Hayward (2011)

In 2010, the Pensacola native was elected mayor of Pensacola. In his first term, Ashton oversaw the completion of the Community Maritime Park and Admiral Mason Park. He built the Theophalis May Resource Center and Woodland Heights Resource Center.

He convinced the police and general employee unions to close their pension plans. In 2014, the mayor signed an agreement with VT Mobile Aerospace Engineering to establish a facility at the airport that will open this spring.

He has made several historic appointments–the city's first African-American police chief and the first female fire chief and port director.

out to the citizens of Pensacola and see how I can make their quality of life better, build our infrastructure better, to make sure we're looking at every detail of our city– whether it's our enterprises, downtown or neighborhoods."

Dr. Judy Bense (2012)

The founder of the UWF program of Anthropology/Archaeology became the fifth President of the University of West Florida on July 1, 2008, after serving the university for 28 years. In December 2017, she stepped down as president but has stayed connected to the institution.

The University of West Florida board of trustees cemented her legacy by naming her president emeritus. Last year, the Greater Pensacola Chamber awarded Bense its Pioneer award for her contributions to the community.

David Morgan (2013)

His defeat of the well-financed, two-term incumbent Ron McNesby in 2008 is considered one of the biggest upsets in Escambia County politics.

And many of the good old boys have never forgiven him but failed to defeat him during the re-election campaigns of 2012 and 2016. He has dealt with a Department of Justice investigation of the jail and longstanding civil rights violations under his predecessor, budget reductions, K-9 incidents, and the Billings murders that caught international media attention. He is considered one of the top sheriffs in Florida.

Mike Papantonio (2014)

Bentina Terry (2016)

Considered the nation's top trial attorney, Pensacola's Renaissance man is a regular commentator on the news networks, author, and jazz musician. Last year, Papantonio reached an agreement with DuPont that pay $670 million to 3,000 clients exposed to the chemical C8. He has now set his sights on the billion-dollar opioid industry. He has been awarded the Perry Nichols Award, Defender of Justice Award by the American Association for Justice, and Temple University Beasley School of Law's inaugural Award for Social Justice.

His second legal thriller, "Law & Vengeance," debuted last fall.

Stan Connally (2015)

The president and CEO of Gulf Power Company worked up the ladder of Southern Company with steps at all its subsidiaries. He is the chair-elect of the Board of Directors of the Florida Chamber of Commerce. He serves on the Board of Directors of Capital City Bank Group, Florida Council of 100 and Enterprise Florida. He serves as vice-chair of Enterprise Florida and vice-chair of Achieve Escambia. Gov. Scott appointed him to the board of Triumph Gulf Coast, Inc., which will distribute the $1.5 billion settlement for economic damages from the 2010 Deepwater Horizon oil spill.

Last year, we lost Terry when she was promoted to be the Senior Vice president of the Metro Atlanta Region for Georgia Power. However, her decade of living in Pensacola had a profound impact on this community. She was the highestranking black woman at Gulf Power with more than 330 employees under her supervision. She served on the Community Maritime Park Associates and the University of West Florida boards and chaired the Florida Chamber Foundation. She also worked to make the multi-cultural Voices of Pensacola a reality.

Rishy Studer (2017)

She has created and runs five businesses as part of the Bodacious Shops that sparked vibrancy in Pensacola's downtown. Studer leases space to 10 other downtown businesses at the corner of Palafox and Main Streets. She revived a historic corner in the heart of the Belmont-Devilliers community and created Five Sisters Blues Café.

She's the one who drives the decisions and writes the checks—$13 million and counting—for the Westgate Escambia School and its Snoezelen Center, Pace Center for Girls, Sacred Heart Children's Hospital and numerous other gifts to improve her adopted home.

THE FORWARD FROM “BUILDING A VIBRANT COMMUNITY”

BY QUINT STUDER Sometimes what should be obvious turns out the most difficult to see.

This axiom has held true whether I find myself researching at the University of Chicago, giving economic advice to the President of the United States, or making business decisions as Uber’s Chief Economist.

In the following pages, Quint Studer recognizes that every community wants to be a special place for its residents where safety and good jobs are afterthoughts.

Yet, Quint is also keenly aware that what most communities fall short on is understanding how to achieve those aspirations.

The how is the most difficult element to see.

Similar to a grand artist perfecting a masterpiece, Quint’s broad strokes bring meaning and understanding to community revitalization.

Although I consider myself an expert on regional and urban economics and early childhood education, what is contained in this book cannot be found in the broader literatures.

This is because Quint’s journey is unlike any other I know.

Born a bucolic in LaGrange, IL, one would expect his partial deafness and speech impediment would never allow him out of the proverbial salt mines. Yet, his passions to help people, from those in need of special education to sputtering hospitals, gave Quint the breadth of knowledge to improve the world.

This book represents his efforts to continue that transformation. While drawing from lessons learned on his personal journey, Quint summarizes a playbook on how communities can move toward vibrancy, step by step.

One will not find this knowledge in the social theories of economic growth, rather these are gems only a worn tool would know.

What I found quite compelling are the various strategies that leverage behavioral economics and psychological insights to alleviate fear amongst community members, garner confidence, and manage the psychological hurdles that every community faces to achieve greatness.

What was equally as engaging were the decades of know-how on avoiding critical mistakes, the key element of “downtown” in community structure, and the role of small business as change makers. Indeed, the empirical evidence from the academy fully support Quint’s conjecture that small business owners are the catalysts for real change and broad community empowerment.

While I was moved by all of these insights, what I found most inspiring were two other elements of the book: first, the role of government.

Mounting budgetary difficulties of federal and state governments in the United States and of decentralized governments in a number of countries have generated a serious concern with the problem of intergovernmental fiscal relations. In the United States, President Reagan called for a ‘‘new federalism’’ approach in the early 1980s that was characterized by heavy reliance on state and local fiscal decisions.

Analyzing the appropriate division of functions among levels of government is an age-old economics topic, but one that can gain from an understanding of elements in these pages. In this way, the wisdom in this tome can extend well beyond the community striving for excellence, it can help to inform the next generation of academicians and policymakers interested in further devolution.

The second element I was most deeply move by was the critical importance that Quint places on education, particularly early education. This is where Quint’s work to make his home community, Pensacola, America’s “first early learning city” comes into the community development picture.

Educational disparities are one of the most significant public policy issues of our time, particularly in the United States. The question as to why the substantial resources that have been committed to public education over the past half century have had seemingly little effect on closing the achievement gap remains unresolved. One key feature of the educational expenditure pattern, however, is that it has focused on remediation rather than prevention.

In my work with Dana Suskind, we have focused on three distinct features of the policy problem. First, by focusing public policy dollars on prevention rather than remediation, we call for much earlier educational programs than currently conceived. Second, our approach has parents at the center of the education production function rather than at its periphery. Third, we advocate attacking the macro education problem using a public health methodology, rather than focusing on piecemeal advances.

This book complements our vision of early childhood education by providing the necessary set of tools and instruments for communities to flourish.

Sometimes what should be obvious turns out the most difficult to see.

As the performance time, venue and title might suggest, this isn't a typical night at the theater.

First City Shakespeare actors will perform 30 Neo-Futurist plays in 60 minutes, with a healthy helping of audience participation.

The group of local actors and artists can usually be found performing the plays of Shakespeare in schools and around the community to promote classical theater and to support the work of the Southeastern Teen Shakespeare Company. But this time around the First City Shakespeare season is being punctuated by some performances outside of their Shakespearean repertoire, which are

Instead of one play with a singular cast of characters, a couple of acts and succinct narrative summary, it's better to picture "Too Much Light Makes the Baby Go Blind" as an interactive art experience, made up of 30 different micro-plays. But the experience starts even before the plays do.

Audience members line up outside of Swan Neck Meadery before the 9:17 p.m. showtime. There are only 40 seats in the venue, so be sure to arrive a little early if you're eager for a seat, or skip the line with an advance VIP ticket. Once at the front of the line, you roll the dice to see what your ticket price will be. Tickets are $9 plus whatever number you roll on the die, so tickets will range from $10-$15.

Once seated inside, audience members are given a play "menu" listing 30 different plays and a nametag to wear that doesn't list their real name. The audience will shout out the number of the play from the menu they want to see next and, based on whichever number is the shouted loudest, the performers will rip down the corresponding number from a clothesline onstage and begin performing that play immediately. When that play is over, the audience shouts again. Throughout the play, audience members will be pulled into the performance to participate onstage with the actors. At the end of the hour, a synchronized set of phone alarms will signal the end of the performance.

The script for "Too Much Light Makes the Baby Go Blind" has over 120 plays for the actors to choose from and they will only have one run-through to try their hand at performing the 30 chosen

plays in a random order in preparation for the performance. This is a lot different from the typical rehearsal of a Shakespeare play, which normally has numerous readings, run-throughs and rehearsals prior to a performance.

"You just have to be ready," said Hancock.

The hour-long performance celebrates chance and chaos from the time the audience arrives to the closing signal of 40 phone alarms chiming at once. Each of the 30 plays are about two minutes long, ranging in tone and content from comedic and absurd to political and dramatic.

While many of the pieces within "Too Much Light Makes the Baby Go Blind" are humorous and fun, there are some that are meant to be politically and emotionally provocative.

"If you don't like the play, it's only going to last two minutes and then the next play will be on," said Hancock. "There's no way you're going to be bored." {in}

news of the weird PETS ON A PLANE In the same week that a dog perished after a United Airlines flight attendant insisted it be stored in an overhead compartment on a flight from Houston to New York City, another family's pet was lost by the beleaguered carrier. Irgo, a 10-year-old German shepherd belonging to the Swindle family, was mistakenly sent to Japan instead of Kansas City, Missouri. When Kara Swindle and her children went to pick up their dog on March 13 after flying from Oregon, they were given a Great Dane—whose destination was supposed to be Japan. The dogs got mixed up in Denver, where they both had connecting flights.

Swindle was concerned that her dog wouldn't survive the long flight back: "He is a 10-year-old dog, and he's never been on a flight before," she told KCTV 5 News. However, United had Irgo checked out by a veterinarian in Tokyo and loaded onto a private charter to Wichita, Kansas, where he was reunited with his family on March 15.

I AM NOT DEAD YET! Constantin Reliu, 63, appealed unsuccessfully to a court in Barlad, Romania, in March to overturn a death certificate that his wife had obtained after not hearing from him for more than a decade.

According to The Guardian, Reliu left Romania for Turkey in 1992 to look for employment, but neglected to keep in touch with his family. In 2003, Reliu's wife, believing he had died in an earthquake in Turkey, argued in court for a death certificate, which didn't come to light until Reliu was deported back to Romania because of expired papers in Turkey. Upon his arrival, immigration officers explained to Reliu that he had died in 2003.

His appeal failed, as the court maintained he was too late, and the ruling is final, leaving Reliu in an odd state of limbo. "I am officially dead, although I'm alive," Reliu told Romanian media outlets. "I have no income and because I am listed dead, I can't do anything."

RESTORING FAITH IN HUMANITY The Rev. Alex Santora of Our Lady of Grace Church in Hoboken, New Jersey, called local police on March 14 when a suspicious package was delivered to the house of worship. But after officers from the Hoboken Police Department declared it to be safe, church staff found a surprising delivery inside: a baby Jesus statue that had been stolen from the church's Nativity scene about 90 years ago. WPIX-TV reported that an unsigned note inside the package explained: The statue was stolen when the note-writer's mother was a young girl, and it became a sort of heirloom in her family. When she died, it was passed on to the note-writer, who thought it should be returned.

As she drove, she handed the object to her mom, who turned on the interior light in the car and realized it was a human tooth — with dried blood on it. "I got very upset, I was crying, I threw up two or three times," Botsford told WOIO-TV. She went to a hospital, where doctors confirmed it was a human tooth and treated her for exposure to blood or bodily fluids.
