Discrimination Complaint launched against CIT Bank By Kenneth Miller, Publisher

A coalition of community groups led by approved HUD Agency HPP CARES has launched a formal complaint to the United States Department of Housing and Urban Development accusing a major banking institution for violating the Fair Housing Act. Joined by the National Coalition for Equity (NCFE) in addition to a bevy of individual aggrieved Blacks, HPP CARES filed the complaint against CIT Group and its CIT Bank, N.A. subsidiaries, as the successor to OneWest Bank, stipulating they violated and continues to violate Section 3605 of the Fair Housing Act (“FHA”). According to the complaint CIT Bank has been disingenuous with HPP CARES Home Buyer Program that benefits Black first time qualified home borrowers seeking to finance residential real estate-related transactions; home purchase, home improvement and home refinance. CIT Bank is authorized to offer loans or other financial assistance in the form of discounts and subsidies under the Affordable Home Mortgage Program by the way of closing costs assistance, down payment assistance, interest rate reduction, or mortgage insurance premium reduction capped at ($25,000) per loan and limited loans for borrowers primary residence which are to be secured by the qualified applicant through the CIT Bank’s Community Reinvestment Assessment Area. However, CIT Bank blatantly discriminates against Black prequalified loan candidates and their families, preventing from borrowing money. “Due to the on-going policies, processes, and startling practices of Discouragement this is clearly a case of systemic discrimination set in place to prevent Blacks and

Pressure on Gov Increases to Appoint Rep. Bass or Rep. Lee to Replace Sen. Harris Antonio Ray Harvey | California Black Media

A loudening chorus of voices from across California and around the country are putting pressure on California Gov. Gavin Newsom to appoint Rep. Karen Bass (D-CA-37) or Rep. Barbara Lee (D-CA-13) to fill the state’s soon-tobe-vacant U.S. Senate seat that will be vacated by Vice President-elect Kamala Harris. A coalition of community groups and organizers from Southern California have created a petition at Change.org titled “Let’s Keep the Seat.” It asks for support to keep a Black woman in Harris’s position and points out why that decision is important. “Currently Kamala Harris is the only African American woman in the entire United States Senate and when her seat becomes vacant there will be no African American woman in the US Senate,” the petition explains. The petition also highlights Bass’s and Lee’s experience. Continued on page 3

couldn’t pull off a run for a second term. From that celebrated victory to his 2017 rise to mayor of the Central Valley city, media pundits and Democratic Party insiders have hailed Tubbs, calling him one of the Democratic Party’s rising stars. Tubbs’s future as a force in the Democratic party still remains almost certain, but on Nov. 3, the 30-year-old Stanford grad suffered an unexpected blow. As of Friday, Nov. 13, Tubbs was trailing Republican challenger Kevin Lincoln in his reelection bid. Lincoln, who has never held political office, was leading Tubbs by almost 4,000 votes. Lincoln currently has 43,751 votes (55.05%) to Tubbs’s 35,724 votes (44.95%), with more ballots to be counted. Other Stockton residents say Tubbs ran afoul of the will of local voters, when he recommended selling one the city’s 70-year-old golf course to a private operator. Meanwhile, the national media praised Tubbs for launching the Economic Security Project, the nation’s first municipallevel basic income pilot. About 125 people in highpoverty areas were randomly picked to receive $500 monthly in cash to help with unaffordable expenses. The program is expected to end in January 2021. Billionaire and Twitter Chief Executive Officer Jack Dorsey donated $3 million to Tubbs’ “universal basic income” program. As a council member, Tubbs created the Reinvent South Stockton Coalition, championed the creation of the City’s Office of Violence Prevention, and was part of the council that led the city out of bankruptcy as Chair of the Audit and Legislative Committee. “I tell people from the beginning, whenever you make change, whenever you push another system, whenever you talk about equity or justice and opportunity for the people, there’s going to be some pushback. I didn’t expect to get 70% of the votes like I did four years ago because I’ve did some things,” Tubbs said on Nov. 3 at BellaVista Rooftop in Stockton. As for Little, he says, he has always had a desire to serve his country. He joined the United States Marine Corps (USMC) in 2001. He was later recruited by the White House Military Office and assigned to Marine One, where he served President George W. Bush. Following his service in the military, Lincoln worked for one of the nation’s top private security companies for eight years in Silicon Valley. In 2013, Lincoln resigned from his corporate position to serve his community in Stockton through fulltime ministry at a local church. Both Tubbs and Lincoln said homelessness, public safety, affordable housing, and the city’s economic future were their top priorities. “I think Stockton is ready for change. I’ve seen that time and time again during this campaign,” Lincoln said. “Stockton is ready for leadership.”

IPD Sgt George Aguilar Remembered Inglewood City Council and LACFD By Francis Taylor, Senior Correspondent

Mayor Butts ended this week’s council meeting by recalling the March 31, 1988, police killing of Inglewood Police Officer Sgt. George Aguilar, who was in pursuit of armed robbers. The blue fire hydrant at the corner of La Brea and Arbor Vitae marks the spot where Aguilar died in service to the citizens of Inglewood. Mayor Butts and council members applauded members of the Los Angeles County Fire Department (LACFD) for maintaining the fire hydrant. During the council meeting a public hearing was set to consider proposed substantial amendments to the Fiscal Year 2020-2021 Annual Action Plan to reallocate program funds for the Minor Home Repair Program in the amount of $276,553. The following items were acted upon as a whole. The council approved an agreement with Helen Lessick for public art consulting services. “Please sign the petition and join the movement to urge Governor Gavin Newsom to replace Kamala Harris with either Congresswoman Karen Bass (D-California), Chair of the Congressional Black Caucus or Congresswoman Barbara Lee, both of whom are coalition builders with significant National and Foreign Policy experience,” it states. Democracy for America (DFA), a Left-leaning political action committee, also launched a grassroots effort last week calling on Gov. Newsom to replace Vice President-elect Harris with another progressive Black woman in the U.S. Senate. “In this year’s election, Black women helped make history by making Kamala Harris the first Black woman to be elected Vice President. Today, we’re calling on California Gov. CLBC held a virtual news conference on Friday, Nov. 13, featuring CLBC chairperson Assemblywoman Shirley N. Weber (D-San Diego), state Sen. Steven Bradford (D- Inglewood), who is vice chair of the CLBC and city of Los Angeles councilmember-elect Mark Ridley-Thomas. “These are two public servants who have a history of being inclusive. Their politics don’t represent a narrow view of democracy, but an expansive view,” said Ridley-Thomas. CLBC members also sent a letter to Gov. Newsom. “The African American community has worked hard to elect the first African American Senator in the state,” Weber said. “Though we represent a small percentage of California’s population, our voting power demonstrates our ability to build strong coalitions across diverse communities. We are adamant that this position goes to an African American woman.” At noon on Saturday, Nov. 21, the California Democratic Party Black Caucus is joining with other women organizations -- including the National Organization for Women NOW) and Black Women United (BWU) -- to hold a rally at the California State Capitol in Sacramento. At the event, they will be calling on the governor to appoint Lee or Bass. legislator, Lee authored 67 bills and resolutions that were signed into law by Republican Gov. Pete Wilson. In 1998, Congresswoman Barbara Lee was elected to serve California’s 9th congressional district (now the 13th) in a special election. She serves on the Budget Committee and the Appropriations Committee, which oversees all federal government spending.  She also serves on three subcommittees: State and Foreign Operations; Labor, Health and Human Services and Education; and Agriculture, Rural Development, Food and Drug Administration) of the Appropriations Committee. Re-elected to her sixth term on Nov. 3, Bass serves on the House Committee on Foreign Affairs where she is the chair of the subcommittee on Africa, global health, global human rights, and international organizations. She is also a member of the House Judiciary Committee. Prior to serving in Congress, Bass made history as first African American woman elected to be the speaker of the California Assembly. “We have two outstanding individuals that are being put forth. Two phenomenal women with unquestionable credentials and leadership abilities,” Bradford said of Lee and Bass. Carol Moseley Braun was the last Black woman elected to the Senate in 1992. Harris, elected in 2016, followed Barbara Boxer, who served in the role of junior Senator from California from 1993 to 2017. Brittany Cooper, a professor at

Rutgers University in New Jersey says President-elect Biden and the Democratic Party owe Black women are owed for their votes and the role they played in the fight against a “massive voter-suppression campaign” during the 2020 election. “Black women leaders are so important to this democracy precisely because they dare to keep dreaming, even after the immediacy of a perpetual nightmare like Donald Trump. Representation is not everything. But it is absolutely something,” Cooper wrote.  CLBC is supporting Lee and Bass to become California’s senator. But other women of color names have been floated, too, in California political circles, including San Francisco Mayor London Breed, the first Black woman elected to the position. Other groups in the state have urged the governor to appoint California Attorney General Xavier Becerra, Secretary of State Alex Padilla, and Lt. Gov. Eleni Kounalakis, among others. Gov. Newsom can either decide to make an appointment to complete Harris’s term, which ends in 2023, or he can hold a special election. “We are adamant that Senator Harris’s replacement must be an African American,” said Weber. “The African American community has proven itself in this election – and in past elections – to be the strongest force in the Democratic Party.”

Commentary: Urgent Steps Are Necessary to Address Implicit Bias in Early Education   By Black Men for Educational Equity | Special to California Black Media Partners

The school to prison pipeline starts as early as preschool for our youngest Black learners. According to the U.S. Department of Education (2016-2017), Black children face issues with preschool access and exclusion, and are prone to receive harsher discipline than nonBlack students who display the same behavior. Statistics show that Black children are 15% of the K-12th grade student population; however, they are 36% of students suspended at least once. Too many Black early learners are bounced around between multiple preschools or

childcare programs like urban nomads. During the height of the George Floyd protests, a group of African American men with professional experience in education, policy, research and social work formed  Black  Men for Educational Equity (BMEE) to address implicit bias in early education. Over the last five months, BMEE examined the disparities and inequalities that exist in the system for young Black children and have created a plan of action for addressing these systemic issues. To combat this problem, BMEE is calling on the California Legislature to ensure that Black preschoolers are not excluded from important educational components and success

through implicit bias and structural racism.  Having access to quality preschool, fair treatment in the classroom, and equal opportunity for success are all crucial components in helping our Black preschool students succeed now, and for generations to come. Too often, the three “B’s” predict a preschooler’s risk of expulsion: “big, Black and boy.” Black children are expelled at twice the rate of white children, particularly if they are bigger or taller than their peers. Research reveals this is less about the physical characteristics of the child and more about what is going on in the teacher’s mind, than what the child is

doing. Although there is great need in California for preschool and childcare services, preschool is not compulsory.  Preschools in California currently can exclude students prior to even attempting to teach them based on subjective behavioral expectations. These unfounded behavioral expectations are often fraught with implicit bias and hidden from research as providers are not required to track or report reasons for exclusion, expulsion, or suspension.  It is tantamount to expulsion without any process or notice of rights, and contrary to long term public policy.  Continued on page 8

The Lion Queen The Life of A BAWSE By Michelle Lyons, Columnist

Anyone can be a boss either by being promoted to run a company or becoming an entrepreneur. Being a boss is much easier than being a bawse. A Bawse is a word created by Lilly Singh, which means someone who is the boss of their own life. Commonly, we view a Bawse as someone who is married with children and has a great career. Michelle Obama calls it “Someone who has it all”. Lilly Singh created the term because too often “Bosses” struggle to find a work like balance. For women, often the overly ambitious women are single or childless. For men, often the overly ambitious men are rarely home. Thus, the term BAWSE is what we should be aspiring to become. Someone who understands the meaning of life and work while also balancing balance. Who are some famous Bawses? Michelle Obama, Kim Kardashian, Beyoncé and more are women who have carved out extraordinary careers but have not lost sight of why God made a woman. Too often in modern day society many women feel as if they must choose between a career and a family. I will never forget when Jada Pinkett Smith said she retired her acting career to be a mom and a wife. Her exact words, “You can’t have two superstars in the family”. Yet somehow JLO, Beyonce, Kim Kardashian and Queens around the World have managed to make it work. “It’s not easy” Julia Roberts said at Michelle Obama’s women’s conference in Malaysia on December 2, 2019. Michelle Obama responded, “It takes a village to raise a child”. Meaning for a mom to have a successful career she needs help rearing her children. Julia Roberts said she always viewed her mom as Super Woman. One day as an adult Roberts asked her mom, “How were you able to do it all”. Her mom responded, “Day Care”. Now, that America will soon have a Black woman as Vice President in Kamala Harris, women are going to become even more ambitious, which is great for society. However, what we cannot lose sight of is being a mom and a wife first. As a society normalizes ambitious women more, it is up to us women to normalize being A BAWSE!

BUPPIE | BUSINESS Black female spirit owner refuses to surrender to pandemic

IT New Wire

As businesses close and brands disappear from shelves, this Jefferson Park native refuses to let yet another setback keep her from bringing her product to the masses According to an August 2020 release from the Federal Reserve Bank of New York, the number of active business owners fell 22% between February to April, and Black businesses experienced the most acute decline with a 41% drop. The pandemic has crippled many small businesses, but let’s not pretend that the playing field was even for minority, female entrepreneurs prior to that. When Dee Tutt began making her rum concoction for parties and gatherings over 35 years ago, the former hairstylist never dreamed that her crowd-pleasing cocktail would evolve from handmixed pitchers to the production line.

This spirits industry trailblazer and female brand owner formulated her homegrown taste of the islands— Savîle Tropical Rum Cocktail—from feedback from friendly and friends, not in a lab. “This product was born from people. I would make it to enjoy with family and friends and it has evolved based on their feedback and encouragement. It was made from good times with those I love and care about and I think you can taste that,” said Tutt. Tutt was adamant about crafting Savîle to be all natural, gluten free, non-GMO and vegan friendly. Tutt refused to cut corners and spared no expense to use the best of ingredients which received criticism from some of her industry counterparts. “There are always naysayers and those that will cause you to second-

guess yourself and your mission, as well as encourage you to risk the integrity of your product, or just plain quit,” said Tutt. “As a minority female in this industry, these types of setbacks have been in large supply, not to mention the financial challenges that the majority of small business owners face. The important thing is not to submit, and move forward. We can break through some of these gender and racial barriers by not giving up.” Tutt has established distribution with 88 Spirits out of Ontario, CA and continues to seek additional distribution partnerships in order to bring her 15% ABV ready-to-drink tropical rum cocktail to more retailers across the country. With no intention of slowing down, Tutt intends to continue to be a driving force in her industry and hopes to expand her line of offerings.

HPP CARES has proactively tried

to engage with CIT Bank Executive Leadership on countless occasions, but to no avail. CIT BANK has been under scrutiny by HUD since 2017, including redlining and violations of 3605 of the Fair Housing Act. Inglewood Today obtained data that CIT Bank was delinquent in providing home loans in California and only 50 of those individuals were Black. “This sort of determent against Black applicants experience has far-reaching

consequences. The largest share of wealth and financial stability are inextricably linked to ownership and legacy,” said Peoples HPP CARES organizational mission is devoted to improving access to credit for the historically under-served, lowand moderate-income individuals and communities of color through prequalified programs that identify and support the engines of homeownership through financial literacy.

Young Black children, particularly Black boys, are too often victims of an education system that fails them and stifles their potential to succeed. When Black children are held to different standards for learning and behavior and even worse, higher standards are seen for them in preschool, it furthers the systematic racial divide. “It is important early education staff shift from destructive approaches to discipline and towards researchinformed best practices,” commented Dr. Judy D. White, Riverside County Superintendent of Schools. “The

Research is clear that when teachers are supported with resources and evidence-based training, preschool can help young children build crucial social-emotional and pre academic skills. A child’s ability to successfully navigate social and emotional learning at a young age is a major factor in educational success.  Exclusionary discipline such as suspension isolates the children most in need of socialemotional development, and results in poor educational outcomes. We want all preschoolers to experience an inclusive and welcoming learning environment.” While legislators have made efforts to address preschool accountability,

such as AB 752 by Assemblywoman Blanca Rubio (D-Baldwin Park) which proposes a series of interventions and referrals before expelling a child, there remains a hole the size of Mount Everest in California’s early learning accountability and teacher training system.     California should establish developmentally appropriate policies and structures to provide support to preschool providers by clarifying definitions for suspension and expulsion in preschool and providing due process.  Due process should come before any sort of expulsion to help ensure disciplinary practices are

November 19 - 25, 2020 not abused. It is long past time for California to take measurable action to eliminate exclusionary practices that contribute to the preschool to prison pipeline. Preschool providers should collect and track data on rates of expulsion and suspension in early learning and preschool settings. At a minimum, four dominant categories should disaggregate the data.  They are: sex, race, ethnicity, and disability status. Information could be housed locally and by the state. Preschool providers should also be required to provide due process before kicking a student out.   “California’s early learning and care system continues to suffer from historic and structural racism and sexism,” according to Dr. MaryAnn Dewan,  Santa Clara County Superintendent of schools. “Policies and procedures such as incentivizing providers to expel children who are deemed ‘problematic’, paying a higher reimbursement for partday preschool than full-day preschool and directing CalWORKS recipients to lower-quality childcare programs serves to perpetuate the inequities caused by structural racism and sexism.  Now that we know better, it’s time to do better.” “BMEE is here to shake up the system and not maintain the status quo,” said Khaim Morton, owner KRM Strategies and BMEE Member. KRM strategies specializes in the advancement and application of comprehensive legislation and government affairs strategies. “All Black children deserve an opportunity to succeed. Research shows that implicit bias demonizes Black children before they get to kindergarten. BMEE’s vision is to remove stigmas that Black preschoolers are subjected to and support policy solutions.” About the Authors BMEE is a group of African American men with professional experience in education, policy, research and social work.

courses,” said Peter Strebel, president of Omni Hotels & Resorts. “Gil Hanse is a gifted architect and his redesign of the Champions Course, alongside our partnerships with PGA TOUR and PGA of America and securing the Division I Men’s and Women’s Golf Championships, further demonstrates our commitment to world-class golf, our members, guests and clients.” Hanse, whose growing list of highprofile design projects has pushed him to the top of his profession, is the architect of the highly anticipated, under-construction East Course at PGA Frisco (new headquarters of the PGA of America) on the grounds of the Omni PGA Frisco Resort, which was awarded the 2027 and 2034 PGA Championships and a potential future Ryder Cup. His recent work includes restorations of major championship venues like the West and East Courses at Winged Foot Golf Club (Mamaroneck, NY), The North Course at Los Angeles Country Club (Site of the 2023 US Open), the East Course at Merion Golf Club (Ardmore, PA) and original designs of The Olympic Golf Course in Rio de Janeiro, Brazil, Ohoopee Match Club

(Cobbtown, GA) and the South Course at Los Angeles Country Club. “Our team is very excited to be a part of bringing Omni La Costa’s esteemed stature in American tournament golf into a new generation. Just as we did with the Olympic Course in Rio, we embrace collaborating with the NCAA on creating a course that is suitable for both top-tier men and women players as well as Omni La Costa’s members and resort guests,” Hanse says. “Bob and Blake Rowling (owners of Omni Hotels & Resorts) have tremendously high golf IQs. They understand what quality golf is and what it takes to make it a reality. Their support has been invaluable and motivates us to create something special here in this excellent Southern California landscape. It’s too soon to say if the characteristics will be more like a George Thomas Los Angeles Country Club, Bel Air or Riviera style or an Alister MacKenzie look, like at Valley Club of Montecito, or something else, but we’re looking forward to ‘solving the puzzle’ out in the land.” NCAA officials share Hanse’s optimism for a dynamic, pleasing

course set up. “The renovation that La Costa has committed to with Gil Hanse will make the Champions Course outstanding on many levels for our men’s and women’s student-athletes as well as for the membership there,” said Julie Manning, executive associate athletics director and senior woman administrator at Minnesota and chair of the NCAA Division I women’s golf committee. “Similar to what Gil was able to accomplish with the Brazilian Olympic course, the renovation at La Costa will provide a challenging but fair venue, with plenty of teeing grounds for both genders that will undoubtedly lead to outstanding play during each of the championships.” The NCAA Division I Men’s Golf Championship was first played in 1939 while the women’s tournament began its history in 1982. Past individual champions of college golf’s most prestigious title include Nicklaus, Mickelson, Woods, Ben Crenshaw, reigning U.S. Open champion Bryson DeChambeau, Annika Sorenstam and Stacy Lewis.
