State Legislators Failed Newspapers in AB 5 How will community papers survive? By Kenneth Miller, Publisher

Black owned and community newspapers in the state of California are going to endure a rude and new brutal reality on January 1, 2020 when California Assembly Bill 5 (AB 5) becomes law. AB 5, introduced by Democratic Assemblywoman Lorena Gonzalez, limits the use of classifying workers as independent contractors, rather than employees by companies in California. Theorizing that employees are entitled to greater labor protections that

are not applicable to independent contractors, AB 5 is a misguide approach to the dilemma. The spirit of the law was purely labor union biased, but also fueled by the gig economy, individuals such as Lyft and Uber drivers who felt shorted by the industry in terms of compensation. The legislation was approved along party lines with Democrats favoring the bill 56-15 in the Assembly, 29-11 in the Senate and finalized with the signature of Democrat Gov. Gavin Newsom. There are two prominent arguments when it comes to AB 5, one is that it would give workers previously classified as contractors minimum wage, overtime, sick leave, unemployment and other benefits, and prevent the state from losing $8 billion from payroll taxes. The other is it would increase labor costs by up to 30%, creates higher costs for customers and reduced service, and reduces flexibility for workers. There are some professions that are exempt from AB 5, but Black owned and community newspapers are not among doctors, dentists, psychologists, insurance agents, stockbrokers, lawyers, accountants, engineers and real estate agents. Newspaper delivery workers will be given an extra year before compliance. Sacramento based RSE, a company that specializes in public relations, advertising, crisis management, media planning, social marketing, community engagement and social media also falls under the exempt category. How did community newspapers, a fledging group of media providers not receive exempt status from this law? When local politicians need the favor of their constituents they flock to community newspapers, which has established base voters that rely on such publications for information they can trust. Low and behold, when one of these legislators fall from grace, they run to these community based publications

for crisis management support and to gain favor from the same constituents they betrayed in the first place. AB 5 was somewhat amended for community newspapers so that free lance contributors can produce 35 articles per year without penalty to the publication, but even that is disrespectful of the media industry. With advertising dollars shrinking, the cost of printing rising, the advance of social media dominating the industry, AB 5 is a thorn that may be too painful to endure. Our industry is dying, and the obituary of some of our most historical publications have stopped printing, but in

a progressive state such as California we don’t need legislation that would increase that frailty. Many if not all of these community based newspapers are in Democratic strong holds, so perhaps it is time we inform our legislators directly about AB 5, and its about time they do something for our industry that is responsible for them being in office in the first place. Finally, it’s unfortunate that we don’t invest in a severe enough protest when these laws are being debated. It’s time we pay much closer attention to what our elected servants are doing before it becomes law.

COUNCIL AMENDS RENT CONTROL MEASURE By Francis Taylor, Senior Writer

With no public comments at the beginning of the weekly council meeting, when anyone wishing to speak is allowed to address the city council on any matter on the agenda, the council adopted Ordinance No. 20-03 amending Chapter 8 of the Inglewood Municipal Code by adding Article 9 (Just Cause Eviction Protections), Article 10 (Residential Rent Regulations); and Chapter 2, Article 3 (Boards and Commissions) to add a Rental Housing Board. Near the end of the meeting however, when attendees are given another opportunity to address the city council, several apartment owners expressed their concern about the amended measure. Specifically, their objections centered around the three percent rent maximum, the five-year sunset period, the property owner’s cost to pay for the Rental Housing Board, and other cost-related items property owners must endure with the new measure. Mayor James T. Butts, Jr. acknowledged the property owner’s concerns while indicating that the city’s measure was in direct response Inglewood who were concerned that to the long-term citizens of the City of rents were spiraling out of control. He said that the five year sunset period will allow Inglewood residents to participate in the job creation that will be realized with all of the development that is underway in the city. The Council approved an application with the Los Angeles Food Bank to support an initial agreement for collaboration with the Los Angeles Food Bank and an agreement with Helen Lessick for public art consulting services. (Public Art Fund) The council adopted a resolution amending the Fiscal Year 2019-2020 budget to cover expenditures for the Vincent Park Tennis Court Painting Project. (General Fund), and accepted the State Citizens Option for Public Safety (COPS Option) grant funds in the amount of $170,572. The council adopted a resolution amending the Fiscal Year 2019-2020 budget to appropriate $105,000 from the County of Los Angeles Homeless Implementation Grant (Measure H Grant) to hire a part-time Program Specialist (transitional) to implement portions of the City’s Homeless Plan and awarded a one (1) year agreement with AECOM Technical Services, Inc., the design engineer of record, to provide Design and Construction Support Services for the Century Boulevard Mobility Improvements (Project P212). (Tax Exempt Bond Funds) The council approved a Joint Exercise of Powers Agreement creating the California Cities Gaming Authority and adopted a resolution opting for the City of Inglewood to be included into consideration of the Los Angeles

County Fire District’s potential funding measure for fire protection and emergency services. The council announced the Updated Salary Ordinance for Fiscal Year 2019-2020 and adopted Ordinance No. 20-02 approving Zoning Code Amendment 2019-001 (ZCA-2019001) to Chapter 12 (Planning and Zoning) of the Inglewood Municipal Code to allow towing service with ancillary vehicle storage and ancillary vehicle inspection in the C-S (Commercial Storage) zone citywide. (Introduced October 29, 2019) The council approved a one (1) year agreement with AECOM Technical Services, Inc., the design engineer of record, to provide Design and Construction Support Services for the Century Boulevard Mobility Improvements (Project P212) Member Dotson announced his annual turkey giveaway, which will take place on November 25th. Individuals interested in receiving a turkey should notify their council member. Member Padilla thanked everyone for attending the council meeting and reminded everyone that each council member welcomes citizen input, regardless of one’s district residence. The Inglewood Sentinels football team shattered school records in almost every category on its way to a 10-0 regular season under the helm of first year head coach Mil’Von James. However, if you listen carefully to James there’s a sense of unfinished business that lies ahead as the Sentinels begin quest of their first title on Nov. 8 at Caroline Coleman Stadium in the opening round of the CIF-Southern Section Division 13 playoffs against the Banning Broncos (5-5). The Sentinels are the No. 2 seed in the division behind undefeated Alhambra (10-0), but James feels that his team has as good a chance as any. “The division is wide open. Everybody has an opportunity to win the championship,” James explained to Inglewood Today. He says that’s he’s not too familiar with the Broncos, but based on the film they are young and come to compete. There were no wild celebrations for the Sentinels after blanking their final four opponents, capping the regular season with a 48-0 thrashing of Morningside in The City of Champions Classic on Nov. 1 at El Camino Col-

Junior defensive back Joseph Hill led the team in tackles with 73 and 50 of those were of the solo variety. So, yes one can say that Inglewood has enjoyed a glorious season after going from 0-10 in 2018 to 10-0 in 2019, but James will be the first to tell you that it doesn’t mean anything right now as they strive to do something really special-----win a CIF-SS championship!

The L.A. Clippers announced that the team has exercised their thirdyear options on Jerome Robinson and Landry Shamet. Robinson, a 6’5” guard from Boston College, appeared in 33 games for the Clippers during his rookie season with averages of 3.4 points and 1.2 rebounds per game. The North Carolina native spent 24 games with the

Clippers’ G-League affiliate averaging 18.9 points and 4.2 rebounds for Agua Caliente. tion began last Thursday and was successfully completed Sunday. The extension of the LAX-it lot began on Nov. 6, increasing the space for cars and guests in the lot by approximately 50 percent. The expansion is directly adjacent to the current lot and the shuttle bus system remains the same. The expansion was a preplanned contingency to allow quick response to changed traffic patterns and behaviors from LAX-it. LAX-it is necessary to accommodate construction of the permanent fix to traffic at LAX, the world’s fourth busiest airport. LAWA has continuously analyzed trends and key metrics to identify areas for improvement, and this latest move builds on a series of adjustments that have been implemented since LAX-it launched last week. The swift implementation of this expansion is the result of extensive collaboration with Lyft, taxis and Uber. Beginning Wednesday morning, Lyft’s operations will move entirely to this new LAX-it expansion lot while Uber will add the former Lyft space to its current operating space. Wednesday morning was chosen as the opening date at the request of Lyft to ensure their operations are ready to go when the expansion area opens. Taxis will also receive additional space for passenger and car queuing. Opoli will remain in its current location. LAWA is hopeful that this will allow the ride app companies to more consistently supply cars and drivers. LAWA will be adding signage at the expansion of LAX-it to help guests find their ride and, as always, staff will be on site to help guests safely and efficiently navigate the lot. LAWA also will be working with Lyft and Uber to ensure their riders and drivers are well informed. Taxi wait times have stayed consistently low, with few exceptions. LAWA has and will continue to adjust the operation. From extensive peer reviews of other airports who have implemented similar changes, LAWA has been prepared to make structural adjustments as needed and as a result has added additional shuttles, dynamic staffing, adjustments to traffic routes, and better wayfinding and signage. LAWA is also encouraging our partners to supply the cars to meet the demand for rides. LAWA launched LAX-it the same week that it began construction in the Central Terminal Area (CTA) on the foundation of the Automated People Mover (APM) train, which will radically reduce traffic at LAX when it opens in 2023. Its construction, and other construction projects at LAX, will lead to the closure of 30 percent of the inner curb lane and impacts from construction vehicles, equipment, and personnel which will be ramping up significantly. LAWA evaluated numerous options to prevent construction causing long term multi-mile gridlock in an around the airport. LAX-it is designed to help mitigate those impacts until the APM is operational. During peak times Sunday evening, traffic in the CTA and to LAX from the 105 and 405 freeways and Howard Hughes saw significant improvement over the previous Sunday evening, even though there were 1,500 more passengers this week than at the same time last week. Throughout the week, speeds on the upper and lower levels of the CTA were improved over the previous week and roughly 15 percent of the vehicles, or 115,000 total vehicles, were taken out of the upper and lower level roadways. LAWA will continue to make swift adjustments in real-time to ensure LAX-it is as smooth of an experience as possible.

And there are some important changes that voters should be aware of as they start thinking about casting their primary ballots. The newest is expanded SameDay Voter Registration, which Governor Newsom signed into law just last month. Same-Day Registration is one of the most powerful tools we have to ensure every eligible citizen can cast a ballot. Here’s how the new law works: A voter can register to vote at their local polling place on Election Day or at any early vote center or early voting location in the 10 days leading up to Election Day if their county offers inperson early voting. After registering to vote, a new voter can immediately cast a provisional ballot. Once a new voter’s eligibility is verified by the county, their ballot will be counted during the 30-day vote counting period following the election. Additionally, more than half of California’s voters will benefit from the Voter’s Choice Act, which has been adopted by 15 counties. The Voter’s Choice Act is a new model for administering elections that is more secure and better for voters. Under the VCA, every registered voter will automatically receive their ballot by mail and have options for how to return their ballot: by mail, to any ballot drop box in the county, or at any vote center in

their county during the 10 days leading up to Election Day or on Election Day itself. March 3, 2020 is California’s Presidential Primary Election Day. March 3rd is also the deadline by which every county in the state must upgrade or replace their voting system to one that meets the state’s newer, higher certification standards — meaning stricter security requirements. The upgrades will help protect our elections from bad actors that seek to undermine our democracy. More than 400,000 16- and 17-yearolds have pre-registered to vote and about half of them will turn 18 in time to vote in the March 2020 Presidential Primary Election. Once pre-registered, a young voter is automatically added to the rolls on their 18th birthday. No new forms to fill out — just show up on Election Day to cast your ballot (or vote by mail). Finally, we are continuing to combat the spread of misinformation with VoteSure, a first-of-its kind statewide public education campaign to increase voter awareness about election misinformation online and provide official, trusted election resources.
