Los Angeles County school officials have assigned a fiscal adviser to assert more control over the Lennox School District after discovering “further erosion” of finances in the tiny district, which also is wrestling with the departure of three key officials.

Setting off further alarm was the discovery that the district had failed to rectify a budgetary issue dating back to 2016, when it falsely reported $2.6 million in revenues that will never materialize, according to a letter from the Los Angeles County Office of Education obtained Tuesday by a local news agency. Interim Superintendent Nick Salerno said Tuesday that county officials had notified Lennox administrators of the mistake at the time and instructed them to remove the $2.6 million from its books. “We notified LACOE recently that we found the $2.6 million was never removed, hence the letter from them,” Salerno said. Kent Taylor, the former IUSD state-appointed administrator and most recently the former Lennox School District superintendent, who resigned abruptly in April after more than six years at the district, was found dead Sunday, June 9, in the San Bernardino County community of Grand Terrace. The embattled official’s tenure was under scrutiny after he resigned from his job in Lennox and the school board in Colton County officials declined to reveal the cause of death because the circumstances are still under investigation by the county coroner’s office. Apparently the cause and manner of death is still under forensic examination and at this time, while no suspects are being sought, suicide or an accident is the only other possible explanations for Taylor’s death. Taylor, 54, resigned from the superintendent’s position in Lennox on April 9, the same day he also resigned as a board member for the Colton Joint Unified School District in San Bernardino. to the county office’s letter of April 11, just two days after the district’s superintendent of almost six years, Kent Taylor, resigned abruptly without explanation. In that letter, county regulators expressed concerns the district might not have sufficient reserve funds. The situation has now been found to be much worse, necessitating a $5 million emergency loan from the county. “Our concerns have been heightened/elevated by recent information obtained which indicates further erosion of the District’s cash and fund balance since the Second Interim Financial Report,” stated the letter from LACOE Superintendent Debra Duardo to Lennox board President Sergio Hernandez. On Sunday, June 9, Taylor was found dead at his home in San Bernardino County. Authorities have not commented on the cause of death, only to say there were no suspects and it was not being treated as a homicide. The Lennox School District, located in an unincorporated area of Los Angeles County between Inglewood and Los Angeles International Airport, has about 7,000 students among five elementary schools, a middle school and two preschools. On Tuesday, June 11, the Lennox Board of Trustees was expected to approve borrowing the $5 million from the county’s School Pools Fund,

a reserve fund to bail out financially strapped districts. It also planned to transfer $500,000 from the general fund to support the district’s Early Child Readiness Center. Turnover among the district’s top administrators also worries county regulators, who put the district into a category known as “lack of going concern.” Following Taylor’s resignation, the district’s chief business officer, Kevin Franklin, and its chief personnel officer, Hiacynth Martinez, also resigned. Based on the new directive, LACOE officials will take the following actions: Assign a fiscal adviser, paid for by the county superintendent, to advise the district on its financial condition. Direct the district to submit a financial projection of all fund and cash balances as of June 30 for the current fiscal year. Require the district to encumber all contracts and other obligations, to prepare appropriate cash flow analyses and monthly or quarterly budget revisions, and to appropriately record all receivables and payables. Direct the district to submit a proposal for addressing the fiscal conditions that resulted in the determination that the district may not be able to meet its financial obligations. Following news of Taylor’s death, which spread across the district quickly Monday morning, state Assemblywoman Autumn Burke, who represents the tiny unincorporated community situated just east of Los Angeles International Airport, called Taylor a “true leader.” “I am heartbroken at the loss of my friend and educator Kent Taylor. Our differences should be fully embraced, not destroyed,” Burke wrote on both Facebook and Twitter. “Lennox has lost a true leader.” During his time in Lennox, Taylor was involved in a controversial program to enroll local Catholic school students in online classes administered by the Lennox Virtual Academy. The arrangement drew inquiries from the Los Angeles County Office of Education, but no formal audit was initiated because Taylor agreed to shut down the program this year, according to a letter from LACOE obtained by the Southern California News Group. One contractor made more than $600,000 on the deal. Not long after Taylor left Lennox, it was revealed that the district was facing financial trouble as it had spent down a considerable amount of its reserves. A letter from LACOE expressed concerns about the district’s budget and its ability to maintain appropriate levels of statemandated reserve funds.

A subsequent investigation by the Southern California News Group found the district was paying millions of dollars to a security firm and two other consultants on open-ended contracts. In May, both the district’s chief business officer and its chief personnel officer resigned, saying they would pursue other opportunities and spend more time with their families. Taylor, a graduate of Inglewood High School, came to Lennox as a deputy superintendent in 2013 following controversy at the Inglewood Unified School District, where he served just two months as the state-appointed administrator. He was forced to resign after it was alleged he overstepped his authority in offering a deal with the local teachers union. He received $100,000 in severance. Taylor served as a member on the Colton Joint Unified School District board from 1999 to 2011, leaving to become superintendent of the Southern Kern Unified School District in July 2011. Before that, he served progressively more responsible assignments in San Bernardino, Yucaipa, San Jacinto and Rialto. When he returned to the region from Kern County, he again ran successfully for a school board seat in Colton in 2014. Taylor earned a bachelor’s degree from UC Riverside and a master’s of education degree from Cal State San Bernardino. He is survived by his wife, Janet, and three children.

VETERANS GRANT FOR SOUTH BAY WORKFORCE INVESTMENT BOARD APPROVED The SBWIB was granted $500,000 to help find rewarding civilian jobs through employment assistance programs for unemployed and underemployed veteran job seekers in the advanced construction and manufacturing fields. The grant will be utilized for vocational programming and training for at least 100 veterans, provided by local training agencies, community colleges, and employers.

for years for a lower cap on rent increases ever since the announcement of the new NFL stadium. While the stadium will not host its first NFL game until 2020, the pending development has already resulted in, most alarmingly, spiraling monthly rent increases to existing tenants. The citizens group “Uplift Inglewood” has been pushing the city council to cap rent increases at two percent, roll back rents to 2017 levels and establish a rent review panel, comprised of renters, property owners and city officials to establish rent increase amounts that are fair to everyone. Dozens of renters took their three minutes, allotted to anyone who wished to comment on items on the city council’s agenda, to express their concerns about the spiraling cost of living in the city. In addition to the new sports arenas in Inglewood, the city’s revitalization is bolstered by the pending Los Angeles Philharmonic’s Youth Orchestra, the relocation of the regional Girl Scouts headquarters, a revitalized Forum concert venue, the arrival of a Metro line and other developments. A city survey found residents have received rent increases ranging from 2% to 140%. More than half of Inglewood’s residents are renters, according to a staff report. The ordinance also bars landlords from terminating a lease without a “just cause” reason, such as a tenant failing to pay rent, causing a nuisance or breaching the lease. The city council agreed with many of the speakers and surprised attendees when it voted to cap rent increases to five percent. Landlords, a representative from the Inglewood Apartment Owner’s Association, and the local board of Realtors opposed the cap and said it will hurt those who depend on rentals for income, it will likely decrease the number of new housing units in the city and will cause Inglewood to experience what other rent control cities have experienced; higher rents than cities without rent control. “I think mom and pops are a mainstay of that, and they’re threatened,” a landlord said at the meeting. “What it does is it doesn’t give incentive for those who want to put houses into the market to do that because they’re not promised any returns.” Chike Nweke of the Inglewood Board of Realtors say. Inglewood has been undergoing a transformation since Mayor Butts was seated as Inglewood’s mayor. With a responsive and responsible city council the city has dramatically improved its credit standing, has raised the city’s employment rate, has attracted new and exciting economic development and has vastly improved the most basic city services from tree trimming and sidewalk repair to recreational park enhancements and pot hole repairs. The start of construction on the $4.2 billion sports and entertainment district, that will eventually also boast an entertainment venue, mixed-use commercial and residential development, a park, a lake and hotel, many believe, are the reasons why Inglewood’s property values and rents have increased so dramatically.

The fact is however, the entire state of California is experiencing a severe housing shortage, rents and property values are increasing at alarming rates throughout the state and Inglewood is merely catching up to the land and property values that other South Bay cities have enjoyed for some time. The Inglewood City council kept its promise to the community including the rental property owners and the renters. When the temporary moratorium on rent increases was imposed in March, they promised to listen to those who spoke in favor of and against rent limits. They vowed to study the matter and eventually arrive at a plan that would probably not be completely acceptable to everyone but ultimately in the best interest of the entire city.

Tennessee Gov. Bill Haslam granted clemency to Cyntoia Brown, commuting her life sentence for killing a man who had picked her up for sex when she was a 16 year old trafficking victim. Now 30, will be released to supervised parole on Aug. 7 after having served 15 years in prison.

“Cyntoia Brown committed, by her own admission, a horrific crime at the age of 16,” Haslam, a Republican, said. “Yet, imposing a life sentence on a juvenile that would require her to serve at least 51 years before even being eligible for parole consideration is too harsh, especially in light of the extraordinary steps Brown has taken to rebuild her life.” “Transformation should be accompanied by hope,” he said. Brown’s story attracted widespread attention and she garnered support from celebrities. Lawmakers and rights activists highlighted the years of abuse and forced prostitution that she endured in her youth and lobbied the governor to grant her clemency before his term was up. Brown “lit up” with joy on Monday when she heard the news from Charles W. Bone, one of her lawyers, who blurted out immediately when he saw her: “You are getting out in

LeBron James announced Thursday that he will partner with Walmart in an effort to provide food for hungry families. In a video message alongside Walmart CEO Doug McMillon, James announced he would be the lead spokesman for Walmart’s Fight Hunger Spark Change campaign, which uses the proceeds from select Walmart products to raise money for the hunger nonprofit Feeding America. “It’s an honor and a privilege for me in my community and what I’m doing here to partner with such a

heavy hitter in Walmart,” James said in a video message. “One out of eight Americans struggle with hunger,” he added. “And I think one is too many.” The Fight Hunger Spark Change campaign has reportedly already raised $74 million in donations for the nonprofit since 2014. The company also plans to stock a pantry with food and other supplies at James’s I Promise School in Akron, Ohio. “What we hope to accomplish together with LeBron is to magnify each other’s efforts,” McMillon said

He calls it a “California for All” budget that eases burdens on lower income and middle class residents in the expensive state. But there’s a cost to the new programs, and many Californians will see new fees if the deal lawmakers released on Sunday passes the Legislature and is signed by Newsom. Women and young families will benefit. The budget deal includes funding to increase the state’s paid family leave plan from six to eight weeks. Lawmakers on Sunday also proposed increasing the pay replacement from 60 percent of wages

She was sentenced to life in prison and would not have been eligible for parole until 2055. Instead, she will be released exactly 15 years after her arrest and will then be under supervised parole for 10 more years. While in prison, Brown earned her high school equivalency diploma and an associate degree, with a 4.0 G.P.A., from Lipscomb University’s LIFE program, which allows prisoners in the Tennessee Prison for Women to work toward a degree. She is continuing her education and is expected to earn a bachelor’s degree in May. Ms. Brown said she wanted to “live the rest of my life helping others, especially young people.” She added: “My hope is to help other young girls avoid ending up where I have been.”
