MAYOR GARCETTI TO TRUMP:
AFRICAN AMERICANS FOUGHT FOR INDEPENDENCE
LET’S FIX HOMELESS CRISIS
By Associated Press
Los Angeles Mayor Eric Garcetti proposed forming a politically unlikely partnership Tuesday to take on the city’s homeless crisis: with President Donald Trump.

In October 1986, President Ronald Reagan signed into law the Black Revolutionary War Patriots Act, authorizing a memorial to be erected in the nation’s capital, in what is deemed Area 1, “the National Mall and its environs.” The planned memorial will honor the 5,000 enslaved and free African Ameri-

The significant role African Americans played in the War for Independence cannot be disputed. African Americans served with distinction for the American cause from the opening engagements at Lexington and Con-
cord to the climactic siege of Yorktown eight years later. Many also served in the nascent American navy or on board numerous American privateers. In fact, Crispus Attucks, a Bostonian employed in the maritime industries, was one of the first Americans of any race to die for freedom as one of the five victims of the Boston Massacre in March 2 1770. California’s gas prices increased another 5.6 cents a gallon on Monday and California drivers struggle to hold on to their wallets as the state continues to lead the nation with the highest gas prices in the United States. It’s the latest increase from a 2017 law designed to raise about $5 billion a year for road and mass transit programs. A 12 cent-per-gallon boost came that November, and voters last year rejected a Republican-led effort to repeal the law. But Southern California voters did recall one Democratic lawmaker who helped pass the measure. California motorists were paying an average $3.75 per gallon as of late June, far above the national average of $2.71 calculated by AAA . 3

Homeless and lower income military veterans can have the word “veteran” printed on their drivers’ licenses for free. The 2017 bill by Assemblywoman Sharon Quirk-Silva, a Democrat from Fullerton, waives what had been a $5 processing fee to allow that designation. She said it can make it easier for veterans to access services without carrying around discharge papers and veterans separation documents. California becomes the first state to require physicians, surgeons, osteopaths, naturopathic doctors, chiropractors, podiatrists and acupuncturists to notify patients if they are put on probation for serious misconduct. The 2018 bill by Sen. Jerry Hill, a Democrat from San Mateo, requires the 3

PUBLISHER’S MESSAGE
IT’S YOUR MONEY. MAKE IT GROW Most of us work to provide a comfortable living for our families. It is hoped that the time that we spend away from home, working for ourselves as a business owner or for others as an employee, will earn enough to promptly pay our ongoing obligations and put something aside for the future. If you are building your nest egg and need some financial advice, it is helpful knowing how to select a financial advisor. If that is your plan, make sure you select a fiduciary, an individual who is ethically bound to act in another person’s best interest. This obligation eliminates conflict of interest concerns and makes an advisor’s advice more trustworthy. If your advisor is not a fiduciary and constantly pushes investment products on you, it’s time to find someone who has your best interest in mind. While it’s tempting to hire the advisor closest to home or the first advisor in the yellow pages, this decision requires more time. Take the time to interview at least a few advisors before picking the best match for you. Make sure you choose an advisor who is well suited for your goals. Some financial advisors specialize in financial planning, while others are best for business owners
or those with a high net worth. Some might be best for young professionals starting a family. Be sure to understand an advisor’s strengths and weaknesses - before making your selection. Similarly, each advisor has a unique strategy. Some advisors may suggest aggressive investments, while others are more conservative. If you prefer to go all in on stocks, an advisor that prefers bonds and index funds is not a great match for your style. Make sure that you check out their credentials To give investment advice, financial advisors are required to pass a test. Ask your advisor about their licenses, tests, and credentials. Financial advisors tests include the Series 7, and Series 66 or Series 65. Some advisors go a step further and become a Certified Financial Planner, or CFP. Finally, some advisors are “fee only” and charge you a flat rate no matter what. Others charge a percentage of your assets under management. Some advisors are paid commissions by mutual funds, a serious conflict of interest. If the advisor earns more by ignoring your best interests, do not hire them. In other words, make sure you understand how they will get paid. 7

tone, telling KNX Radio in Los Angeles that he’s not interested in scoring political points and wants to work with Trump to save lives. It’s a good day when the president talks about homelessness, he said. But the mayor did take issue with the president on a few points. Trump said in the interview that the surge in homelessness and encampments started two years ago. However, problems with the homeless population and L.A.’s notorious Skid Row neighborhood extend into the last century. While not solely attacking Trump, he said cuts in federal housing funds also contribute to the homelessness spiral. “We know liberalism didn’t cause homelessness, any more than conservatism causes homelessness,” Garcetti said. “Poverty and mental health and trauma and high rent cause homelessness.” Trump would make an unlikely pairing with the mayor, who comes
the nation “is not his fault, nor is it my fault, it is something that has been decades in the making,” the mayor said, noting that both Democratic and Republican cities have too many people on the streets. “I welcome federal involvement in helping us solve homelessness,” the mayor said. Garcetti’s offer for a bipartisan alliance came a day after the president called the homeless crisis in Los Angeles, San Francisco and other big cities disgraceful and threatened to intercede, although he provided no specifics on steps he was considering. While Garcetti said he wanted cooperation with Washington, Trump faulted the “liberal establishment” for the problem in an interview with Fox News. “We may do something to get that whole thing cleaned up. It’s inappropriate,” Trump said. The mayor avoided a combative
to debate whether more African Americans served the British than the Americans, but what is clear is that the pivotal driving force behind participation was the promise of freedom or that of a better life. It is crucial to understand that at the time of the War for Independence the institution of slavery was practiced in all thirteen colonies. As the public opinion in the colonies moved towards Independence, Congress organized the Continental Army. States were expected to supply troops for the new army and regiments were organized and designated by states after Independence was declared in 1776. Almost immediately they questioned whether or not free blacks living in the states could join the Continental Army. In the early phase of the war they could not, but as fighting continued and men were needed in the ranks, things began to change. In some cases, free blacks who enlisted served side by side with white patriots in the same units, but the Army created segregated units later on. In July 1775, George Washington, a Virginian and a slave owner, assumed command of the early Continental Army encamped outside of Boston. Like most slave owners, Washington feared guns in the hands of blacks, particularly those enslaved, believing that armed slaves might foment a rebellion. Slave owners also feared that by placing enslaved persons in the army, there would be an expectation that they would be freed based on their service. Therefore he specifically prohibited bringing blacks into the army’s ranks initially. Yet serving by Washington’s side faithfully throughout the war was William Lee, his manservant, who accompanied Washington into battle. In November 1775, however, Virginia’s British Royal Governor, Lord Dunmore, issued a proclamation that he would free any slave who left his master to serve alongside British forces. Within a month 300 had joined what Dunmore dubbed his “Ethiopian Regiment.” The action terrified Patriot slaveholders, and Congress and Washington decided to reverse themselves in response, permitting enlisted free blacks to remain in from a heavily Democratic state recognized as the center of the so-called Trump resistance. Trump lost California to Hillary Clinton in the 2016 election by over 4 million votes. The president’s remarks in the midst of his re-election campaign echo familiar themes — pointing a finger at Democrats he blames for opposing his agenda on immigration and other national problems. He depicted Democratic-led San Francisco and Los Angeles as dysfunctional, politically liberal cities, adding, “This is what I’m fighting.” On Monday, Trump lashed out at state Democrats who want to fund health care for some adults who entered the U.S. illegally. “It’s very unfair to our citizens and we’re going to stop it, but we may need an election to stop it,” the president said in Washington. Last year, when Garcetti was considering a possible White House run, he said Trump had done “plenty of racist things” to divide the nation while failing to deliver on health care reform
the army and recruitment of free blacks opened up. Eventually, Washington’s initial skepticism about permitting African Americans into the ranks of the Continental Army turned to admiration as he saw black men fighting for the same cause he did along with their white counterparts. Perhaps it was this appreciation for black contributions to the war effort that led to his eventual decision to free his slaves upon his death, becoming the most prominent founder to do so. In some instances, enslaved African Americans served in partisan bands like those organized in South Carolina by Francis Marion, better known as the
“Swamp Fox.” Far fewer black men ultimately served in the South than in the North, however, because of the harsher prevailing racial sentiments. Even still, there were black soldiers, including the 1st Rhode Island Regiment, manning the American siege lines at Yorktown as Washington brought a vice grip around General Lord ending the major military actions of the war. They and others helped dig the parallel American siege lines and were engaged in combat when the British attempted a sortie against the American position. The results of the War for Independence were mixed for African Americans. Many northern states outlawed slavery after the war, with Vermont being the first new state to join the Union whose state constitution prohibited it. In some northern states, free African Americans who lived there were even granted the franchise for a limited time. This did not mean that AfricanAmericans possessed full equality however. While northern states abolished slavery, black people still could not officially serve in the military. and other promises. Garcetti was elected promising to focus on paving streets and other government basics. But homelessness has come to overshadow his early agenda, and he’s facing a possible recall election over public unrest over the spreading problem. Figures released in June showed a 16% jump in Los Angeles’ homeless population over the last year, pegging it at 36,300 — the size of a small city. The jump came after the mayor helped convince voters in 2016 to borrow $1.2 billion to construct housing for the homeless. Garcetti used a tougher tone in an interview with the Los Angeles Times, calling Trump’s comments “political cheap shots.” Democratic Gov. Gavin Newsom told reporters in Emeryville that Trump neglected to mention the thriving economies in Los Angeles and San Francisco, but added that homelessness is a major problem that is growing worse.

The Los Angeles Zoo provides a fun, educational and learning experience for family members of all ages. The petting zoo area offers a special treat for young people as many experience for the first time, an opportunity to see a farm animal close up while some are able to pet the animals inside their enclosures. If a visit to the Los Angeles Zoo is on your 4th of July weekend list of things to do, make sure you thoroughly clean the hands of anyone who comes in direct contact with the animals. It has been recently reported that petting zoos crawl with superbugs, potentially putting more kids at risk The E. coli bacteria blamed in the death of a 2-year-old boy and the sickness of three other children who visited animals at a San Diego County Fair in June has shocked and saddened parents. Kids love to pet animals and new research finds a danger lurking among all that cute fur. The exact source of the bacteria is still under investigation in California, but all four of the children, ages 2 to 13, visited the “animal areas or the petting zoo,” the San Diego County Health and Human Services Agency reported. Three children didn’t 4 need hospitalization. The

Continued from page 3: Beware of Healthy-Looking Petting Zoo Animals
toddler, Jedidiah King Cabezuela, died from E. coli complications that caused damage and inflammation in his kidneys, the San Diego Union-Tribune reported. A recent investigation into petting zoos found that the animals could share with children dangerous antibioticresistant bacteria, including two strains of E-coli. The findings were presented in April at the European Congress of Clinical Microbiology & Infectious Diseases in Amsterdam. “Our findings demonstrate that animals in petting zoos can result in shedding and transmission of MDR (multidrug-resistant) pathogens that may cause illness for human visitors, even when the animals appear healthy,” study author Shiri Navon-Venezia, a professor of microbiology at Ariel University in Israel, said in a statement. Researchers in Israel collected 382 samples of poop, skin, fur and feathers from more than 200 animals living in eight petting zoos in the country. They tested the samples for bacteria resistant to multiple classes of antibiotics. The researchers were particularly interested in multidrug-resistant bacteria known as extended spectrum betalactamase (ESBL) Enterobacteriaceae and AmpC-producing Enterobacteriaceae (AmpC-E). These bacteria can cause skin infections, pneumonia, digestive issues, urinary tract infections and sepsis in humans. Make sure you thoroughly clean the hands of anyone who comes in direct contact with the animals inside the petting zoo.
