Byron Scott returns home the club would last a decade till 1993. Former Morningside High School basketball star and world champion Lakers standout Byron Scott will return home on Jan. 18 for the City of Inglewood 37th Annual Martin Luther King Celebration. Scott, who was graduated from Morningside in 1979 before embarking on a shinny collegiate career at Arizona State University, will serve as the Grand Marshall of the event that will unfold from 9 a.m. to 5p.m. on Market Street in downtown Inglewood. Ironically, Scott was an original first round draft pick (No. 4 overall) of the then San Diego Clippers in 1983, but traded to the team he had always dreamt of playing for the hometown Los Angeles Lakers while they played at the Forum. Many Laker fans initially groaned about the trade of fan favorite Norm Nixon for the local boy Scott, but all such apprehension was eased after Scott fit the Showtime Lakers like a big top on a circus. He helped the Lakers to three NBA championships and his tenure with

City Council Resumes after Three Week Holiday Break, Accolades to Inglewood City Commissioners. By Francis Taylor, Senior Writer
The first city council meeting of the New Year got underway with no public comments about the agenda as the members got right down to business. A public hearing was conducted to consider an ordinance approving Zoning Code Amendment 2019-002 (ZCA 2019-002) to Chapter 12 (Planning and Zoning) of the Inglewood Municipal Code to modify regulations of the Medical Enterprise Overlay Zone citywide. The measure was approved. The council approved City sponsorship of the Healthy Aging Health Fair for Seniors. The council awarded a contract for the Rogers Park Restroom and a cooperative service agreement with MDJ
Management, LLC for resurfacing of two swimming pools at Edward Vincent, Jr., Park in accordance with the Sourcewell cooperative agreement, pending the submission of the Fiscal Year 2019-2020 CIP Budget amendment. Council approved an agreement with Better 4 You Breakfast, Inc., dba Better 4 You Meals, for the provision of breakfast, lunch, and snacks for the Child and Adult Care Food Program and Summer Food Service Program through August 31, 2020 and approved an agreement with the Board of State and Community Corrections to accept grant funds in the amount of $2,970. Council approved invoices from Quest Diagnostics to perform analysis on drug test samples and an agreement to authorize issuing a purchase order to

There were no public comments unrelated to the agenda and the council members individually and collectively applauded a very successful Inglewood Commissioner’s breakfast where those volunteers, who attend regular meetings and assist the council in reaching decisions that, are in the best interest of everyone in the City of Inglewood. Mayor Butts said that he had never experienced such a cohesive group of individuals who, like family, continue to act in the best interests of the City.
Gov. Newsom Breaks Record With Tens-of-Billions Spending Plan for Public Schools By Joe W. Bowers Jr | California Black Media
On January 10, Gov. Gavin Newsom unveiled his record $222 Billion state budget for 2020-21. The $84 billion he allocated in it for K-12 schools and community colleges represents a historic high level of funding for education in California. The proposed investment in K-14 education is 3.03 percent or $3.8 billion more than last year. Total K-12 expenditures from all sources in the budget are projected to be $17,964 per pupil. While state spending on education is at its highest level numerically, Governor Newsom expressed that “none of us is spiking the ball” because education outcomes for many students are not where it should be or can be. According to Newsom, “We are making progress, but it is stubborn and slow. We have disparities that are being closed and disparities that are persistent.” The achievement gap is being closed for Latinx students, students with disabilities, low income students, and African-American students in some metrics. Latinx students narrowed their gap in English language arts scores and high school graduation rates. Students with disabilities made the greatest gains in math and English language arts. African-American students showed the largest graduation rate gain among student groups. Where progress has been slow has been with students with disabilities, youth in foster care, homeless youth, and African-American students continuing to score below the state standard on English language arts and
math tests. Newsom was very candid in pointing out that 23 low-performing, highpoverty school districts have an overrepresentation of African-American students. “It seems self evident that we should focus and concentrate our efforts in those areas in order to address ….the substance of the vexing issue as it relates to academic achievement for African-American students.” “We have to start getting serious and do something about it. We believe the biggest achievement boost is fully prepared teachers,” Newsom said. The governor is proposing $900.1 million to be invested in workforce investment grants, professional development grants for existing teachers, and teacher recruitment strategies. “The plan is to build a diverse teaching workforce of stable, prepared professional teachers, including more teachers that look like their students. That’s incredibly important as related particularly to African-American achievement,” Newsom said. The budget includes $100 million to fund $20,000 stipends for new teachers who choose to teach in highneed schools. This addresses the stubborn fact that high-poverty schools have three times as many unprepared teachers. $300 million in grants is being made available to close the academic achievement in the lowest-performing districts. Another $300 million is proposed to expand community schools to address students’ physical and mental health needs by establishing publicprivate partnerships with community services. The funds will also be used
to promote parent engagement. “Special Education in the state of California is in a crisis,” according to Newsom. About $900 million dollars is being allocated to increase base funding for Special Ed students, support specific teacher training, fund early diagnosing and intervention and pay for studies on how districts are delivering services to respond to the learning needs of those students. The budget calls for establishing a new Department of Early Childhood Development to consolidate under one roof the various efforts to implement the governor’s Master Plan for Early Learning and Care, a policy initiative he announced last year. Newsom is committed to adding 10,000 full-time preschool slots this year and providing universal preschool for all low-income 4-year-olds by the end of next year. Education leaders’ reactions to the governor’s 2020-21 state budget presentation has been mixed. “The Governor mentioned that students should have teachers that look more like them, and we couldn’t agree more. We look forward to having the opportunity to invest in our teacher workforce and the pipeline of future teachers coming into the profession, specifically teachers of color and in the fields of science, math, and special education,” Superintendent of Public Instruction Tony Thurmond said. State Board of Education President Linda Darling Hammond said, “Some students spend the year in classrooms staffed by highly trained, highly prepared teachers. But many others do not. These disparities are particularly grievous for low-income students of color. The 2020-21 budget invest-
ments in educator recruitment and professional development will help place California on solid footing moving forward as we work to build, train and support the kind of high-quality educator workforce all our students need and deserve.” California Teachers Association President E. Toby Boyd expresses some cynicism. “Despite California’s economy consistently expanding – now being ranked fifth-largest in the entire world – we have some of the most underfunded schools in the country,” he said. “We rank 39th in the nation in per-pupil funding. We boast the most overcrowded classrooms in the entire country.” Los Angeles Unified Superintendent Austin Beutner said, “California’s public schools will remain woefully underfunded, especially when compared with the rest of the nation.” “This budget proposal does not go far enough in funding supports for our most vulnerable students,” Beutner added. “Including students whose families are experiencing homelessness and students with special needs.” The governor’s presentation begins the formal state budget process. Over the next several months, the California legislature will hold hearings on the budget and special interest groups and the public will have an opportunity to comment on various budget proposals. In mid-May the Governor will release a revised budget plan reflecting changes to spending. The budget will be finalized by the end of June 2020.

The Mighty NFL Doesn’t Care What You Think Chargers Lynn is one of 3 Black Coaches By Kenneth Miller, Publisher
The National Football League will dominant the national landscape again this weekend with the conference championships games on Jan. 19. There will be many fans rooting for the transcendent Kansas City Chiefs quarterback Patrick Mahomes, who lit the Houston Texans up like a Cuban cigar in the divisional round. No one will pause and think about the elephant in the room that has continued to haunt the NFL since the late Al Davis hired Art Shell as the first Black head coach of the modern era in 1990. I recall asking Davis about the historical hire when named Shell as pilot of the L.A. Raiders in 1990. Davis was uncomfortable with the question and refused to answer it. Shell was one of his favorite Raiders and people and he knew that just as monumental as it was that he made history when picking Shell, that he ultimately was going to fire him. As Davis would explain to me, the only job more difficult than being head coach in the NFL is being President of the United States. This year will mark the 30th anniversary of that monumental NFL achievement, and now only three Blacks command the sidelines as head coach in a league which employs 80 percent Black players. reared its ivory tusks again when the NFL swiftly went through a round of job openings, hiring positions coaches, college coaches and of course the usual rethreads. Ron Rivera, the former Panthers coach is the only minority among the bunch, and anybody who expected Cleveland to hire a Black coach with the last hire should have dived head first into a frozen Lake Erie. The Pittsburgh Steelers with Mike
Tomlin, the Miami Dolphins with Brian Flores and the Chargers with Anthony Lynn are the only teams with Black coaches. Flores coaches one of the most woeful organizations in the league, Tomlin coaches one of the league’s most storied franchises and has been at the helm for 13 seasons and never had a losing record. Tomlin won one Super Bowl, been to two and coached in a conference title
game. Perhaps the NFL is too powerful, too big for its own britches. The exclusive country club of white owners is the most difficult fraternity to crack. Even billionaire Blacks have decided to not apply and go through the scrutiny. There is no amount of pressure that could change the status quo. They set their own rules, Rooney Rule be damn and change them to their liking if they damn well choose, and every time a game is on television you will stop what you are doing and make it the center of your universe. Advertisers will pay any amount to be associated with the NFL, even if it does not increase the bottom line, and here is really no proof that it does. It’s the mere association with the NFL that is the carrot on the top. The players in the league accept it there is a lack of Black coaches and Blacks in other aspects of the organization, the assistant coaches in the league accept it, the players association accepts it and for the most part, no one can do anything about it. Do I personally wish there were more Black head coaches in the NFL? It depends on the situation. I dam sure didn’t want Hue Jackson to go to Cleveland instead of the New York Giants, but he did and will likely never get another shot. So, I’m rooting for Lynn and the Chargers to Continued on page 6

The escalating tensions between the United States and Iran are endangering the entire Middle East. The United States must not make the same mistakes we made with the ill-fated war in Iraq. Donald Trump recklessly withdrew the United States from the Iran Nuclear Deal, formally knowns as the Joint Comprehensive Plan of Action (JCPOA), which was painstakingly negotiated by a coalition of six countries – the United States, the United Kingdom, France, Germany, Russia, and China – with Iran. The JCPOA was negotiated in order to prevent Iran from developing nuclear weapons in the hope that this would help lead the way to peace in the Middle East. To the shock and dismay of our allies, Trump walked away from the JCPOA and undermined the work that had been done over two years to reach an agreement that was in the best interests of peace and security in the region and the world. Now, the tensions have been exacerbated by sanctions and threats of more sanctions against Iran, and harsh threatening words coming from both sides. The situation has not ended, and
we don’t know where it will end. But we cannot allow it to end with tremendous loss of lives in yet another endless war in the Middle East. On the other hand, the start-up XFL with its handful of teams has as many Black coaches as the NFL. A longtime defensive assistant for the Packers, Winston Moss will take up head coaching duties for the first time in his career for the Los Angeles franchise that will play in Carson. Following a decade-long playing career, he first hit the sidelines in 1998 and has specialized in defense and linebackers since then, most famously serving as assistant head coach/LBs coach for Green Bay from 2007-2018, helping the Packers win Super Bowl XLV in 2010. The XFL St. Louis team will be coached by Jonathan Hayes, who will be making his head-coaching debut after 16 years as the tight ends coach in Cincinnati. And the XFL Washington D.C. team will be coached by Pep Hamilton, famous for instructing Andrew Luck as Stanford’s QBs coach before a promotion to the NFL, where he also paired with Luck as the Indianapolis Colts’ offensive coordinator from 2013-2015. Hamilton is a longtime offensive assistant with stops across both college and the pros. He’s logged 12 different positions with three schools and five NFL teams since starting his career in 1997. So, as you can see the qualifications of becoming a head coach in the NFL is what the owners of their respective teams want it to be, but the bottom line is always the same. Just Win Baby!

Tim McGraw brings ‘Here on Earth’ Tour to Inglewood Luke Combs, Midland and Ingrid Andress Join for Los Angeles Show By IT News Wire
Tim McGraw started the year off right with a headline show at the College Football Playoff Game, performing his new song “Way Down” from a forthcoming album later this year and his Nielsen BDS certified ‘Most Played Radio Song of the Decade’ hit “Something Like That,” and simultaneously announced the major “Here On Earth” tour, which will come to SoFi Stadium and Hollywood Park on September 4, 2020. For the Los Angeles show, McGraw will join forces with reigning CMA Vocalist of the Year Luke Combs. Special guest Midland will join the entire tour, and Ingrid Andress will open the show on all dates. “It’s incredible to add a country superstar like Tim McGraw and his ‘Here On Earth’ tour to our inaugural year of events,” said Jason Gannon, managing director, SoFi Stadium and Hollywood Park. “We’re opening in July with some of the biggest concerts and tours of the year for our guests and partners to enjoy.
